The U.S. and Canadian health care systems are more similar than is commonly believed. This article debunks some of the powerful myths about these health care systems and opens up the discussion for greater policy learning from both sides of the border. Cross-border comparisons can yield a number of lessons from common policy challenges such as cost control, physician organization and payment, and the organization of health coverage and services for Native Americans and Indigenous Canadians.

Decision theory and folk psychology both purport to represent the same phenomena: our belief-like and desire- and preference-like states. They also purport to do the same work with these representations: explain and predict our actions. But they do so with different sets of concepts. There's much at stake in whether one of these two sets of concepts can be accounted for with the other. Without such an account, we'd have two competing representations and systems of prediction and explanation, a dubious (...) dualism. Folk psychology structures our daily lives and has proven fruitful in the study of mind and ethics, while decision theory is pervasive in various disciplines, including the quantitative social sciences, especially economics, and philosophy. My interest is in accounting for folk psychology with decision theory -- in particular, for believe and wanting, which decision theory omits. Many have attempted this task for belief. (The Lockean Thesis says that there is such an account.) I take up the parallel task for wanting, which has received far less attention. I propose necessary and sufficient conditions, stated in terms of decision theory, for when you're truly said to want; I give an analogue of the Lockean Thesis for wanting. My account is an alternative to orthodox accounts that link wanting to preference (e.g. Stalnaker (1984), Lewis (1986)), which I argue are false. I argue further that want ascriptions are context-sensitive. My account explains this context-sensitivity, makes sense of conflicting desires, and accommodates phenomena that motivate traditional theses on which 'want' has multiple senses (e.g. all-things-considered vs. pro tanto). This book takes seriously the idea that at least some groups, such as corporations and governments, are genuine agents with mental states on which they act. For instance, in morally assessing a government’s response to the coronavirus pandemic, we are interested in what the government knew at various points as the pandemic developed. And in predicting the outcome of the current war in Ukraine, we might ask what Russia believes about the West’s determination to defend Ukraine. The book examines a (...) range of phenomena central to the epistemic and moral assessment of groups: group evidence, group belief, the basis of group belief, group justified belief, group knowledge, group motivation, and group blameless ignorance. Overall, the book defends a ‘non-summative’ functionalist view of groups. On a non-summative account of group phenomena, it is neither necessary nor sufficient for a group to have a property α that some/most/all of its members have that same property. By contrast, on a summative account it is necessary and sufficient for a group to have a property α that some/most/all of its members have that same property. Across the book I provide new arguments for non-summativism and new accounts of key group phenomena many of which have been relatively neglected in existing literature. While I provide independent arguments for a non-summative view of each phenomenon discussed, the conclusions of the chapters are mutually reinforcing. For adopting a non-summative account of one group phenomenon motivates adopting a non-summative account of others. (shrink)

In this paper I investigate what it is for a group to believe something for a reason. I defend a non-summative account on which a group can believe that p for a reason even though none of its members believe that p for that reason. By contrast, a summative account would hold that the reason for which a group believes that p is a function of the reason for which its members believe that p. I argue that the proposed non-summative (...) account deals better with cases in which members of a group believe that p for different reasons. I also defend it against a range of objections, including that it conflicts with epistemic norms for assertion and action. (shrink)

What should we do with statues and place‐names memorializing people who committed human‐rights abuses linked to slavery and postslavery racism? In this article, I draw on UN principles of transitional justice to address this question. I propose that a successful approach should meet principles of transitional justice recognized by the United Nations, including affirming rights to justice, truth, reparations, and guarantees of nonrecurrence of human rights violations. I discuss four strategies for handling contested heritage, examining strengths and weaknesses of each (...) strategy. Examples from Bristol, England, highlight common challenges and positive lessons. After a general discussion of recent medical AI innovations, and a more analytic look at related ethical issues such as data privacy, physician dependency on poorly understood AI helpware, bias in data used to create algorithms post-GDPR, and changes to the patient–physician relationship, the article examines the issue of so-called robot doctors. Whereas the so-called democratization of healthcare due to health wearables and increased access to medical information might suggest a (...) positive shift in the patient-physician relationship, the physician’s ‘need to care’ might be irreplaceable, and robot healthcare workers might be seen as contributing to dehumanized healthcare practices. This paper puts forward a new account of rigorous mathematical proof and its epistemology. One novel feature is a focus on how the skill of reading and writing valid proofs is learnt, as a way of understanding what validity itself amounts to. The account is used to address two current questions in the literature: that of how mathematicians are so good at resolving disputes about validity, and that of whether rigorous proofs are necessarily formalizable.

Male and female participants were instructed to produce an altered response pattern on an Implicit Association Test measure of gender identity by slowing performance in trials requiring the same response to stimuli designating own gender and self. Participants’ faking success was found to be predictable by a measure of slowing relative to unfaked performances. This combined task slowing (CTS) indicator was then applied in reanalyses of three experiments from other laboratories, two involving instructed faking and one involving possibly motivated faking. (...) Across all studies involving instructed faking, CTS correctly classified 75% of intentionally faking participants. Using the CTS index to adjust faked Implicit Association Test scores increased the correlation of CTS-adjusted measures with known group membership, relative to unadjusted (i.e., faked) measures. Our thinking often uses rich memories of particular past events. Yet frequently we would do better to use other forms of memory. I show that existing accounts of the function of episodic memory cannot account for such cases, then develop an account which can. Roughly: rich representations of particular past events are required for Unrestricted Learning, learning which is not limited in how much of the world’s complexity it can capture; and episodic memory’s selection for Unrestricted Learning could explain its (...) ubiquitous (and often inappropriate) use for other tasks. That is, could there be a property P that is instanti-ated at worlds w1 and w2, and is perfectly natural at w1 but not at w2? Here, we offer an original argument for the non-world-relativity of perfect naturalness. The concept of biodiversity has played a central role within conservation biology over the last thirty years. Precisely how it should be understood, however, is a matter of ongoing debate. In this paper we defend what we call a classic multidimensional conception of biodiversity. We begin by introducing two arguments for eliminating the concept of biodiversity from conservation biology, both of which have been put forward in a recent paper by Santana. The first argument is against the concept’s scientific usefulness. (...) The other is against its value as a target of conservation. We show that neither of these objections is successful against the classic multidimensional conception of biodiversity. Biodiversity thus understood is important from a scientific perspective, because it plays important explanatory roles within contemporary ecology. Moreover, although it does not encompass all valuable features of the natural world, this does not show that we should abandon it as a target of conservation. Instead, biodiversity should be conceived as one of many grounds of value associated with ecosystems. This is consistent with concluding that a central aim of conservationists should be to protect biodiversity. (shrink)

I defend the thesis that most or all perceptual experiences are infused with imaginative contributions. While the idea is not new, it has few supporters. I begin by developing a framework for the underlying debate. Central to that framework is the claim that a perceptual experience is infused with imagination if and only if there are self-generated contributions to that experience that have ampliative effect on its phenomenal and directed elements. Self-generated ingredients to experience are produced by the subject as (...) opposed to being received from the world. Some form of stored content is an obvious starting point. Ampliative effects are aspects of perceptual experience that outstrip the content the senses get from the world. This conceptual framework is applied to three case studies: object-sameness and object-kind recognition (section 2), memory colour (section 3), and perceptual constancy and amodal completion (section 4). If the three cases and my overall analysis are accepted (a substantive if), then we have a forceful inductive argument for perception being infused with imagination. (shrink)

Narrow mental content is a kind of mental content that does not depend on an individual's environment. Narrow content contrasts with “broad” or “wide” content, which depends on features of the individual's environment as well as on features of the individual. It is controversial whether there is any such thing as narrow content. Assuming that there is, it is also controversial what sort of content it is, what its relation to ordinary or “broad” content is, and how it is determined (...) by the individual's intrinsic properties. This essay argues that the Phaedrus’s Palinode articulates an account of love (erōs) in which the experience of love can morally and intellectually transform both lover and beloved. After situating this account of love within the dialogue’s thematization of soul-leading (psuchagōgia), I show how Socrates’s account of love makes an intervention into typical Greek thought on pederasty and argue against Jessica Moss’s contention that soul-leading love suffers severe limitations in its soul-leading capacity, showing that Moss is wrong to think that (...) love can only efficaciously lead souls that are already well-formed. By contrast, the Palinode portrays the moral and intellectual formation of the lover, who first approaches the beloved in the spirit of rapacity only to be turned by his experience of beauty toward genuine service, ordered to the beloved’s benefit. The beloved likewise undergoes such a transformation as a result of his nascent return-love (anterōs). (shrink)

This paper sketches an account of the standard of acceptable proof in mathematics—rigour—arguing that the key requirement of rigour in mathematics is that nontrivial inferences be provable in greater detail. This account is contrasted with a recent perspective put forward by De Toffoli and Giardino, who base their claims on a case study of an argument from knot theory. I argue that De Toffoli and Giardino’s conclusions are not supported by the case study they present, which instead is a very (...) good illustration of the kind of view of proof defended here. Just what forms do (or should) our cognitive attitudes towards scientific theories take? The nature of cognitive commitment becomes particularly puzzling when scientists' commitments are) inconsistent. And inconsistencies have often infected our best efforts in science and mathematics. Since there are no models of inconsistent sets of sentences, straightforward semantic accounts fail. And syntactic accounts based on classical logic also collapse, since the closure of any inconsistent set under classical logic includes every sentence. In this essay I present some evidence (...) that there really was a substantial cognitive commitment to OQT, and that some of its characteristics have a simple and straightforward explanation in terms of a model based on a form of paraconsistent logic. Considers four apparent problems of eternal life--is heaven a mystical or social reality, is it other-worldly or this-worldly, is it static or dynamic, is it boring?--and shows how the teachings of Thomas Aquinas support more satisfying solutions than many contemporary philosophical and theological approaches.

Thought experiments provide us with scientific understanding and theoretical advances which are sometimes quite significant, yet they do this without new empirical input, and possibly without any empirical input at all. How is this possible? The challenge to empiricism is to give an account which is compatible with the traditional empiricist principle that all knowledge is based on sensory experience. Thought experiments present an enormous challenge to empiricist views of knowledge; so much so that some of us have thrown in (...) the towel and embraced good old fashioned platonism. I'll try to explain why one brand of empiricism, namely John Norton's argument view of thought experiments, won't work. (shrink)

Being sure of each other is the blossoming of Kimberley Brownlee’s earlier work on the intrinsic value and qualities of human connection (2013, 2016c, 2016b), opening with a scene from A. A. Milne’s House at Pooh Corner: lost in the woods together, Piglet takes Pooh’s paw ‘just to be sure’ of his friend. The importance of social connection is often overlooked because it is central to our lives, like breathable air. Brownlee’s work highlights the need for social connection, as deserving (...) of more philosophical attention and practical protection through rights. But her key insight is that receiving relational goods isn’t all that matters: being able and permitted to provide relational goods to others, as Piglet and Pooh receive and offer each other reassurance, is just as essential for our wellbeing. Brownlee argues these interests are strong enough to ground rights (2016c: 28). (shrink)

Loosely put, colour constancy for example occurs when you experience a partly shadowed wall to be uniformly coloured, or experience your favourite shirt to be the same colour both with and without sunglasses on. Controversy ensues when one seeks to interpret ‘experience’ in these contexts, for evidence of a constant colour may be indicative a constant colour in the objective world, a judgement that a constant colour would be present were things thus and so, et cetera. My primary aim is (...) to articulate a viable conception of Present Constancy, of what occurs when a constant colour is present in experience, despite the additional presence of some experienced colour variation (e.g., correlating to a change in illumination). My proposed conception involves experienced colour layering – experiencing one opaque colour through another transparent one – and in particular requires one of those experienced layers to remain constant while the other changes. The aim is not to propose this layering conception of colour constancy as the correct interpretation of all constancy cases, but rather to develop the conception enough to demonstrate how it could and plausibly should be applied to various cases, and the virtues it has over rivals. Its virtues include a seamless application to constancy cases involving variations in filters (e.g., sunglasses) and illuminants; its ability to accommodate experiences of partial colours and error-free interpretations of difficult cases; and its broad theoretical-neutrality, allowing it to be incorporated into numerous perceptual epistemologies and ontologies. If layered constancy is prevalent, as I suspect it is, then our experiential access to colours is critically nuanced: we have been plunged into a world of colour without being told that we will rarely, if ever, look to a location and experience just one of them. Considerable work within the modern 'space-time theory' approach to relativity physics has been devoted to clarifying the role and meaning of the principle of relativity. Two recent discussions of the principle within this approach, due to Arntzenius (1990) and Friedman (1983), are found to contain difficulties.

It is often argued that cosmopolitanism faces unique motivational constraints, asking more of individuals than they are able to give. This ‘motivational problem’ is held to pose a significant challenge to cosmopolitanism, as it appears unable to transform its moral demands into motivated political action. This article develops a novel response to the motivational problem facing cosmopolitanism, arguing that self-interest, alongside appeals to sentiment, can play a vital and neglected, transitional role in moving towards an expanded cosmopolitical condition. The article (...) explicates the ‘motivational problem’, analyses the relationship between self-interest and sentimental cosmopolitanism in addressing it, and develops a series of claims that self-interest can be one important component in what we label as ‘transitional cosmopolitanism’. In doing so, we argue that self-interested motivations can be compatible with sentiment-based approaches, rendering them more plausible. In addition, two expected critiques of self-interested ‘transitional cosmopolitanism’ are tackled: (A) That it cannot address feasibility constraints, and (B) That self-interested motivations cannot meet what an ‘authentic’ cosmopolitanism entails. We refute and challenge these critiques and outline three conditions in which self-interest can advance a transitional form of cosmopolitanism, while also being compatible with cosmopolitanism writ large. Polus admires orators for the tyrannical power they have. However, Socrates argues that orators and tyrants lack power worth having: the ability to satisfy one's wishes or wants (boulēseis). He distinguishes wanting from thinking best, and grants that orators and tyrants do what they think best while denying that they do what they want. His account is often thought to involve two conflicting requirements: wants must be attributable to the wanter from their own perspective (to count as their desires), but (...) wants must also be directed at objects that are genuinely good (in order for failure to satisfy them to matter). We offer an account of wanting as reflective, coherent desire, which allows Socrates to satisfy both desiderata. We then explain why he thinks that orators and tyrants want to act justly, though they do greater injustices than anyone else and so frustrate their own wants more than anyone else. (shrink)

Although Peano arithmetic is necessarily incomplete, Isaacson argued that it is in a sense conceptually complete: proving a statement of the language of PA that is independent of PA will require conceptual resources beyond those needed to understand PA. This paper gives a test of Isaacon’s thesis. Understanding PA requires understanding the functions of addition and multiplication. It is argued that grasping these primitive recursive functions involves grasping the double ancestral, a generalized version of the ancestral operator. Thus, we can (...) test Isaacon’s thesis by seeing whether when we phrase arithmetic in a context with the double ancestral operator, the result is conservative over PA. This is a stronger version of the test given by Smith, who argued that understanding the predicate “natural number” requires understanding the ancestral operator, but did not investigate what is required to understand the arithmetic functions. Birch et. al. see their model as incompatible with higher-order-thought (HOT) theories of consciousness, on which a state is conscious if one is in some suitable way aware of that state. They see higher-order (HO) awareness as an “extra ingredient”. But since Birch et al go on to say that “[t]his is not the place for a detailed discussion of HOT theories,” they don’t address why they take HO awareness to be an extra ingredient or why HOT theorists are convinced (...) that it’s needed. In this commentary we argue that higher-order theories are a crucial for understanding consciousness. (shrink)

When thinking of Plato’s discussions of virtue, many dialogues come to mind, but, assuredly, the Phaedrus does not. The word ἀρετή is used only six times in the dialogue. Unlike other dialogues, the Phaedrus thematizes neither the general concept of virtue nor any of the particular virtues. Given the centrality of virtue to Plato’s ethics and politics, it is surprising to see little reference to virtue in a dialogue devoted to love and to rhetoric, topics that have deep ethical and (...) political significance. -/- I argue that the Phaedrus makes important contributions to our understanding of virtue in Plato despite the infrequency of references. First, the dialogue juxtaposes competing conceptions of virtue: the “urbane” (cf. 227d) capacity to make things conform to one’s happenstance desires, championed by Lysias, and the “manic” capacity to conform oneself to reality, championed by Socrates. After clarifying that enslavement to pleasure-lust is the underlying condition of soul for Lysianic virtue, Socrates reveals that the non-lover’s “virtue” is, in truth, virtue in name only. Rather, true virtue emerges only when the soul becomes harmoniously ordered under reason’s guidance, a condition which is achieved through the soul’s encounter with beauty. Second, in the process of articulating how true virtue comes to be in the soul, Socrates gives grounds for distinguishing it from “self-restraint” (ἐγκράτεια), a condition of soul whose outward aspect may be indistinguishable from that of virtue. While a soul in which reason does not take the reins may act from self-restraint, it does not yet act from virtue. Third, the dialogue gives us resources for seeing how other people, such as artful rhetoricians, can influence one’s cultivation of virtue. At first glance, Socrates’s claim that artful rhetoricians can “hand over” virtue (270b) seems incompatible with his claim that virtue is unteachable (cf. Meno 86d-99e). However, the dialogue offers some resources for seeing that the unteachability of virtue and the capacity for rhetoricians to “hand over” virtue are not, in fact, incompatible. From these three points, we will see that the Phaedrus offers an intellectualist account of virtue reminiscent of what we see in other dialogues. The intellectualist vision here, however, is one that includes a positive role for the subrational elements of the soul rather than one that excludes them from relevance or actively seeks to suppress them. We examine the impact of employing a female, versus a male, leader on future (t + 1) donations and operating margin using a sample of 4387 unique nonprofit organizations (NPOs) between 2011 and 2014. Using two-stage and matched sample designs, we find that NPOs headed by female leaders report higher future operating margins but lower future donations. We interpret these findings to mean that female leaders are more focused on fiscal responsibility than fundraising. We also find that female leaders with (...) past fundraising experience attenuate lower future donations, and at commercial nonprofits, female leaders with prior for-profit experience contribute to even higher operating margins. Moreover, while female leaders identified as the founder of the organization increase future donations, they have no effect on future operating margins. Collectively, the results of our study should increase nonprofit boards’ confidence in hiring female leaders thereby narrowing the gender disparity in leadership in the nonprofit sector. This study expands the extant literature by providing initial evidence on the effects of female leaders in NPOs thereby contributing to research exploring gender, diversity, management, and nonprofit executives. Idealism is an ontological view, a view about what sorts of things there are in the universe. Idealism holds that what there is depends on our own mental structure and activity. Berkeley of course held that everything was mental; Kant held the more complex view that there was an important distinction between the mental and the physical, but that the structure of the empirical world depended on the activities of minds. Despite radical differences, idealists like Berkeley and Kant share what (...) Ralph Barton Perry called "the cardinal principle of idealism," namely, the principle that "being is dependent on the knowing of it."1 I believe that Hilary Putnam intends his "internal realism" to be a version of idealism in this broad sense; although many of his arguments concern semantic notions like truth and reference, he takes these semantic arguments to have ontological consequences. This is strongly suggested, for instance, by his claim that "'objects' themselves are as much made as discovered, as much products of our conceptual invention as of the 'objective' factor in experience."2 Or again there is this rather Kantian metaphor: "the mind and the world jointly make up the mind and the world."3 But just what is Putnam's ontology? The authors highlight the daily challenges that African-American, Chicana, and Puerto Rican teenage girls face with respect to peer and family influences, media stereotyping, body image, community violence, pregnancy, and education. The authors also emphasize the incredible resiliency that young women possess in countering many of the social barriers confronting them.
