This introductory chapter offers an overview of the context, content, and history of environmental political theory as a field of study within political science. It starts by differentiating EPT from both the subfield of political theory and other areas of sustainability and environmental studies, with its focus on the political nature of human/non-human relations. EPT’s development over the last twenty years is discussed, in terms of both substantive foci and maturation as a (...) field. The chapter then turns to an overview of the structure and chapters of the Handbook, including chapters on EPT as a field of inquiry, the rethinking of nature and political subjects, the goals and ideals of EPT, various obstacles faced by environmental change, and the role of activism in environmental politics and thought. A systematic outline of how the environmental crisis is transforming political theory's fundamental concepts.

Environmental political theory serves as an important bridge between political science and environmental ethics. Environmental ethics has traditionally focused on our duties to non-humans and expanding our conception of the moral community. But that focus on individual ethical choice limits its usefulness in addressing environmental policy problems. Political science, in contrast, is well-suited to analyzing social structural forces that give rise to environmental problems, but political scientists have had considerable difficulty (...) in moving away from the field’s anthropocentric foundations. I argue that environmental political theory, in contrast to traditional political science, embraces the critique of anthropocentrism developed by environmental ethicists. It attempts to build theories of justice, citizenship, and political rights and duties on a more expansive understanding of the community of justice. (shrink)

In this chapter, we examine the relationship between environmental political theory and the development of sustainability studies within US higher education. We assess the incorporation of environmental political theory authors in sustainability classrooms and the extent to which environmental political theory and sustainability studies classrooms engage in experiential, skills-based learning. We situate this pedagogy as an extension of the tradition of the liberal arts, especially as developed by John Dewey, and effectively, (...) as citizenship skill development for democratic societies. To teach twenty-first-century citizenship skills, we maintain, is to teach sustainability skills. This entails educating and empowering students to grapple intellectually and practically with the interdependent social, environmental, and economic challenges that define their current circumstances and future prospects. Environmental political theory can and should become more relevant to sustainability studies programs, primarily by strengthening its mission of engaged theory through the cultivation of experiential learning opportunities. Thirty years ago the American philosopher Holmes Rolston published a seminal article in Ethics announcing the birth of a new sub‐discipline in philosophy: environmental ethics. However, while environmental ethicists focused on meta‐ethical questions, the public needed answers to many political questions and dilemmas. A large part of environmental politics is interested in protecting place authenticity against the ‘disenchanting’ effect produced by the advent of modernity. It adopts a rhetoric of nostalgia by regretting the loss of primeval relations between humans and nature, and endorses an essentialist, foundationalist and exclusivist definition of locality and the locals. In order to overcome the problematic political consequences of this (widely accepted) classic approach, the paper proposes to differently outline modernity, by adopting a heterogeneous geography standpoint (...) and postmodern hybrid networks theory. As a consequence, place is regarded in terms of heterogeneity, porosity and non-exclusivism; authenticity is reshaped in terms of throwntogetherness; and environmental politics is reconsidered in the structuration of a thing-oriented democracy. This paper takes as a starting point William Ophul's claim that the last 450 years amount to an ‘era of exception’ in terms of resource availability. Ophuls suggests that it is no accident that this exceptional era of abundance coincides with the birth and development of liberalism – that liberalism, in other words, would not/could not have occurred without the conditions provided by this era of exception. Some of the ways in which this suggestion might be critically examined are discussed, (...) and attention is drawn to one of its more interesting implications: if liberalism depends on abundance, what kind of political theory do we need if we are entering a new era of scarcity (‘peak oil/peak everything’)? Eleni Panagiotarakou | : The focus of this paper is on the “right to place” as a political theory of wild animal rights. Out of the debate between terrestrial cosmopolitans inspired by Kant and Arendt and rooted cosmopolitan animal right theorists, the right to place emerges from the fold of rooted cosmopolitanism in tandem with environmental and ecological principles. Contrary to terrestrial cosmopolitans—who favour extending citizenship rights to wild animals and advocate at the same time large-scale humanitarian (...) interventions and unrestricted geographical mobility—I argue that the well-being of wild animals is best served by the right to place theory on account of its sovereignty model. The right to place theory advocates human non-interference in wildlife communities, opposing even humanitarian interventions, which carry the risk of unintended consequences. The right to place theory, with its emphasis on territorial sovereignty, bases its opposition to unrestricted geographical mobility on two considerations: the non-generalist nature of many species and the potential for abuse via human encroachment. In a broader context, the advantage of the right to place theory lies in its implicit environmental demands: human population control and sustainable lifestyles. | : Le présent article porte principalement sur le « droit territorial » en tant que théorie politique des droits des animaux sauvages. Consecutive constructivism is a moral and political theory which mitigates structural injustice by securing individuals' perception of private morality--that is, inventing procedural devices to make people enhance their moral consciousness--and, at the same time, encourages people to voluntarily concern themselves with procedural justice and public morality. The crucial reason for this position is that a detouring method of not directly dealing with the problem of justice but rather discussing the problem of morals is required to avoid the lucid (...) criticisms of statists that the sovereign ruling states with authority or the world government does not exist. This book suggests a new approach to the problem of global justice, termed here consecutive constructivism. It provides a way of coping with procedural justice at the global level, while also alleviating the problem of structural injustice insofar as it exacerbates procedural injustice. Acknowledging the fact that the discussion of global justice is difficult in a world constituted of lots of sovereign states, it sketches out a political theory which begins with the problem of morals and then consecutively moves on to the matter of justice. The result is a novel normative theory narrowing the gap between Neo-Westphalian and Post-Westphalian traditions. (shrink)

While structural approaches to sustainability have remained unable to muster wider political support, green political theory has for some time taken a voluntarist turn, arguing that deep changes in attitudes and behaviour are necessary to reduce the ecological debt of the rich countries. Within environmental citizenship theory it is believed that justice requires each individual to start living within his or her 'ecological space'. Firmly rooted in the pollution paradigm, environmental citizenship theory holds (...) that the path to sustainability goes through a dramatic reduction in economic activity and international trade. Since such cuts in material welfare run counter to the preferences of many, doubts can be had about their political plausibility. More seriously, with a world population of more than seven billions, it is doubtful that even such harsh sacrifices would suffice to ensure environmental sustainability. This article challenges environmental citizenship theory by arguing that it is tied to a conception of sustainability which is both theoretically misleading and strategically unfortunate in a rapidly industrialising world. Instead of further individual guilt, there is an urgent need to define new collective progressive projects aimed at universal affluence and natural restoration. Fashionable as a sense of individual guilt may be, it fails to recognise the responsibility of the rich world to provide new technologies capable of securing global environmental sustainability. In this essay, I argue that environmental risk is a strategic situation that places the individual citizen in the position of an imprisoned rider who is being exploited without his or her knowledge by the preferences of others. I contend that what is at stake in policy decisions regarding environmental risk is not numerical probabilities or consistent, complete, transitive preferences for individual welfare, but rather respect for the human agency of the individual. Human agency is a prerequisite to (...) one’s utility function and is threatened and exploited in the strategic situation that produces the imprisoned rider. This problem is created by the policy maker’s assumption that his or her task is to assume rational preferences and aggregate them. The guidelines for evaluation and justification of policy should move beyondwelfare preferences and involve an active state protecting human agency and empowering the imprisoned rider. Only in this way can we free all citizens (a priori) from fear of exploitation by those who would impose collective and irreversible risk on each of them in violation of their unconditional right to their own agency. Waste is a major global environmental issue that assembles socio-cultural and bio-geological processes in complex indeterminate relationships. Drawing on three case studies, this article explores the shifting environmental politics concerned with waste’s material, economic, political, and cultural ‘management’. The Canadian case studies – determining a new waste management technology in a mid-sized city in central Ontario, an open dump in a remote Nunavut community, and an abandoned gold mine in the Northwest Territories – suggest waste occasions particular (...) material and political mobilizations. Landfill leachate, colonialism, disinterested publics, freezing arsenic, global corporate investments, country food, land claims, neoliberal governance, permafrost, ravens, and a host of other socio-material forces both empower and thwart ‘management’ politics. Through these case studies, this article explores Isabelle Stengers’s assertion that participating citizenship is an ‘Empty Great Idea’, and a provocation to consider the contexts in which waste may generate acquiescent or objecting publics. An important branch of environmental theory frames the climate crisis as a moral problem in need of a moral solution: human hubris is responsible for environmental degradation and must be atoned for through humility. Politically indeterminate, however, such argumentation is vulnerable to de-politicizing and mal-politicizing capture. In an effort to fend off the threat of either, this paper turns to the history of political thought and Jean-Jacques Rousseau, who theorized the environment as both a moral and (...) a political domain. I examine how Rousseau understood the availability of republican self-rule to be contingent both on the natural environment and on the relationship we construct with it such that freedom, in his words, is not automatically ‘a fruit of every Clime.’ This is the case, he suggests, because of the environment’s intersection with political economy and political culture. At the same time, Rousseau contends, republican self-rule is also a moral practice; republican polities afford citizens a public means of achieving and exercising moral agency. Triangulating the relationship between polity, morality, and environment, Rousseau’s thought offers an integrative logic through which to imbue the environment with both moral and political salience, thereby circumventing the dangers of mere moralization alone. ABSTRACTHans Jonas’ philosophy of responsibility is a major contribution to environmental ethics and political theory, but aspects of it have proven controversial. Jonas’ critics, in particular Richard Wolin, have argued that his thought is deeply reactionary. By contrast, Nathan Dinneen has sought to show that Jonas’ apparent eco-authoritarianism is misunderstood. I argue here that Dinneen’s interpretation is too probably too generous, but also that Wolin’s wholesale critique is fundamentally misguided. This book brings together the most current thinking about the Anthropocene in the field of Environmental Political Theory ('EPT'). Across its chapters the book helps develop the idea of 'socionatural relations'--an idea that frames the environment in the Anthropocene in terms of the interconnected relationship between human beings and their surroundings. Environmental political theory poses new challenges to our received political concepts and values. Increasingly, we are reconceptualising nature as a subject rather than solely an object of politics. On one front, we are being challenged to think of natural entities as subjects of justice – as bearers of rights or interests that the political system should accommodate. On a second front, we are being challenged to see nature as a subject of power, constructed and ordered (...) through scientific and political practice. This volume analyzes authoritarian, reformist, Marxist and anarchist approaches to the environmental problem, exposing the relationships between environmental crises, economic structures and the role of the state.

Contemporary social and political theory is not wholly sufficient for dealing with environmental issues unless it will be more informed by political theories of justice. I present the view that environmental justice can be fruitfully approached from the point of view of contemporary social contract theory, mainly the one inspired by the work of John Rawls. Healthy natural environment is indispensable for many reasons for every human society; however, nature possesses also value going beyond (...) pure instrumentality for human beings. Because humans can have great impact on natural environment in either positive or negative way, this entails duties on their part. Society’s dealings with the environment are regulated by laws and other publicmeasures, which in turn have their deeper justification in general theory of justice of that particular society. The article tries to show that contemporary social contract theory can fruitfully grasp principles of environmental justice, which could lead to more environment sensitive policies and be acceptable from liberal point of view at the same time.Politické myšlení nemůže adekvátně reagovat na environmentální problémy současné společnosti, pokud nebude více pracovat s konceptem environmentální spravedlnosti. V tomto článku se snažím ukázat způsob, jak může být otázka environmentální spravedlnosti uchopena pomocí teorie společenské smlouvy v podání Johna Rawlse. Lidé mají svoji činností významný dopad na životní prostředí, což má za následek nerovnou distribuci environmentálních dober a škod. Proto existují vůči ostatním lidem povinnosti vyplývající ze spravedlnosti vztahující se na environmentální oblast. Environmentální otázky se nicméně musí řešit pomocí závazných společenských pravidel, která mají podobu zákonů vynucovaných státem. Tyto zákony mají své hlubší ospravedlnění právě v určité teorii spravedlnosti, která zakládá jejich legitimitu. Ve článku se snažím ukázat, že pomoci teorie společenské smlouvy lze konstruovat soubor principů environmentální spravedlnosti pro společnost, která se chce stát více odpovědnou vůči životnímu prostředí a zároveň fungovat podle liberálních principů. This paper is based on the concept of environmental political philosophy and from its perspective, it highlights the weaknesses and contradictions of contemporary, existing democracies. It aims to formulate an outline of the concept of environmental democracy, following the accounts of M. Bookchin, R. Morrison and H. Skolimowski, as well as international environmental law enshrined in United Nations documents and resolutions. It is based on the hypothesis that the preservation of a democratic political system in (...) a situation of a collapsing planetary system (the Anthropocene) requires improving the foundations of democratic theory with the insights of the Earth system sciences, particularly of political ecology and critical environmentalism. Through philosophical analysis, explanation and interpretation, this paper explores an environmental democracy that would, on the one hand, preserve the basic constitutional principles of current democratic constitutional regimes, and, on the other hand, reconcile them with the current state of understanding in the Earth sciences concerning the vulnerability of the planetary system. In a sense, J. Habermas’s understanding of human rights characterizes the concept of environmental democracy as a realistic utopia. The author concludes by drawing up the imperative of sustainability, which he sees as a guiding organizing principle of institutions and public policies for the climatic, demographic and economic regime of the Anthropocene. -------------------------- Received: 16/12/2022. Since at least the mid-2000s, political commentators, environmental advocates, and scientists have raised concerns about an “anti-science” approach to environmental policymaking in conservative governments in the US and Canada. This paper explores and resolves a paradox surrounding at least some uses of the “anti-science” epithet. I examine two cases of such “anti-science” environmental policy, both of which involve appeals to epistemic values that are widely endorsed by both scientists and philosophers of science. It seems paradoxical to (...) call an appeal to epistemic values “anti-science.” I develop an analysis that, I argue, can resolve this paradox. This analysis is a version of the “aims approach” to science and values, drawing on ideas from axiology and virtue ethics. I characterize the paradox in terms of conflicts or tensions between epistemic and pragmatic aims, and argue that there is a key asymmetry between them: epistemic aims are valuable, in part, because they are useful for pursuing pragmatic aims. Thus, when epistemic and pragmatic aims conflict, epistemic aims need to be reconceptualized in order to reconcile them to pragmatic aims. When this is done, in the “anti-science” cases, the epistemic values are scientific vices rather than virtues. Thus the “anti-science” epithet is apt. (shrink)

The relationship between ecology and democracy has a complex history and an uncertain future. Ecological crises threaten all forms of life on earth, and democracy too is endangered, as popular discontent, elite malfeasance, and unresponsive institutions herald crisis if not collapse. It is clear that our present political concepts and institutions are inadequate for meeting the challenges of living in right relation with the more-than-human world and, moreover, that these inadequacies are themselves symptoms of a failing political-cultural story (...) and a lack of concrete practices of ecological renewal, a story that does not recognize that there is no "people" without the earth and that power is not held by humans alone but in common with the natural world--intensifying weather events effected by climate change are only the most obvious example. Earthborn Democracy upends conventional accounts, which view democracy as a modern invention, by probing deep histories of egalitarian political organization beyond the ancient Athenian efforts so feared by the American founders in the premodern Americas, Mesopotamia, and many other egalitarian cultures. Unlike the constitutional democracies in nation-states, which are in service to economic directives, the political practices and stories excavated in the book illustrate the interdependence necessary to inspire and orient the work of ecological and democratic renewal. Responses to climate catastrophe call for an understanding of how unconscious desire can be a resource for collective democratic action. Developing an embodied account of the unconscious in which a desire for pleasure is central, the authors examine the knowledge and living traditions of Indigenous communities; the incorporation of "pleasure activism" into contemporary social movements and antiracist struggles; and practices of cooperation-cross-species affinity and relational grassroots political organizing around the world. The resonances across these examples trace the possibility for renewal of individual and collective selves through the work of ecological attunement and restoration. Building from re-envisioned democratic histories and this radical rereading of the collective unconscious, they show how contemporary political experiments and practices might cultivate and channel desires for autochthonous-earthborn-democracy, as the Athenian mythos names it. Global climate change raises profound questions for social and political theorists. The human impacts of climate change are sufficiently broad, and generally adverse, to threaten the rights and freedoms of existing and future members of all countries. These impacts will also exacerbate inequalities between rich and poor countries despite the limited role of the latter in their origins. Responding to these impacts will require the implementation of environmental and social policies that are both environmentally effective and consistent with (...) the equality and liberty of populations to which they are applied. This article considers whether global emissions trading, namely, the creation of a global market for tradable allowances conferring the right to emit a certain amount of greenhouse gas over a specified time period, is normatively defensible from a liberal egalitarian perspective. After a brief review of the theory and practice of emissions trading, a number of normative objections to the international trade in emissions allowances are analysed. These objections appeal to one, or a combination, of two claims. First, emissions trading schemes are likely to produce undesirable outcomes, such as environmental neglect, in the further future. I call these ‘instrumental objections’. Second, emissions trading schemes violate non‐consequential norms of justice and fairness. I call these ‘intrinsic objections’. It is argued that, when combined, instrumental and intrinsic objections indicate that instituting a global network of emissions trading schemes, as envisioned by a number of parties to the Kyoto Protocol and Copenhagen Accord, would be illegitimate in absence of significant procedural and consequential safeguards.
