Foucauldian analyses of civil society depart from classical approaches in that they don´t consider civil society to be a site of societal change or resistance as classical analyses do, but rather one of society’s multiple locations where so-called governmentality hits the ground. Although Foucauldian investigations have provided the prevailing discussion with a necessary departure from excessively idealistic images of civil society organizations as sites of resistance and societal transformation, what may have resulted in (...) turn are overly pessimistic analyses that have overlooked the emancipatory aspects of civil society organizations as sites where Foucauldian “care of the self” becomes possible. This article provides the reader with an analysis of these kind of aspects in civil society organizations’ work and, more importantly, of the conditions of their existence. The study contributes to the prevailing discussion by offering examples of the possibilities that civil society organizations have to act as a counterbalance and addition to states institutions. The context is Finnish drug treatment policies that took a client-centered and user-friendly approach at the turn of 21st century. Since then new kinds of methods to work with drug users have been initiated, which have helped the users to recast their identities and find new ways of living as a drug user. (shrink)

This article deals with civil society organizations active in the field of family policy and demographic issues in contemporary Russia. This article uses Michel Foucault’s concepts of biopolitics and governmentality and later developments discussing technologies of citizenship. More specifically, using interviews, documents, and participant observations, so-called “daddy-schools” that have emerged in and around Saint Petersburg since 2008, are studied as a mode of governmentality. The analysis shows how the civic initiative studied attempted to empower fathers and how it (...) has altered demographic discourses while approaching similar societal goals as the state does in its biopolitical strategies. Thus, the daddy-schools provide a complementary discourse concerning fatherhood while approaching the same perceived demographic crisis that the Russian state is challenged by. (shrink)

The article is focused on some aspects of development adult learning and education policy in Ukraine from stakeholders` perspective, and active role of the Ukrainian civil society in this discourse. This was facilitated by conducting analytical research and further advocacy activities on the protection and representation of interests in Ukraine in 2018-2019. Adult learning and education following the change in UNESCO’s terminology from «adult education» to «adult learning and education» (abbreviated - ALE), is interpreted as a permanent activity (...) aimed at acquiring, recognizing and applying key skills. Acquisition of new skills, abilities and knowledge by adults usually occurs after they receive basic education and enter the labour market. In European practice, this covers formal, non-formal and informal forms of adult learning. Stakeholders were involved in the analytical re- search through a survey of experts; participation in a practical seminar on peer review workshop, which was held in the format of a progress meeting to present the Policy Research Report and discuss the preliminary results; virtual discussion of analytical documents. Usually, adult learning policy promotes social well-being and integration, employment and active civil participation. Ukraine lack of consolidate active state adult learning policy during the whole period of its independence since 1991. The problem-solving options proposed in the research and validated by stakeholders are presented in this article. A healthy civil society is essential in order to deal with “wicked” societal problems. Merely involving institutional actors and mass media is not sufficient. Intermedia can play a crucial complementary role in strengthening civil society. However, the potential of these technologies needs to be carefully tailored to the requirements and constraints of the communities grown around them. The GRASS system for group report authoring is one carefully tailored socio-technical system aimed at unlocking this potential. This book examines the relationship between the educational activities of civil society and those of the state via three case studies in: vocational education, political education and educational markets. Winch argues that the narrower educational activities of the state cannot be understood independently of those that take place in civil society which consists of institutions such as families, churches, businesses, trade unions, charities and political associations.

The concept of civil society, generally speaking, refers to a collective of free citizens who organize their common life in an autonomous and co‐operative way. To understand the different meanings and historical dynamic of the concept, three conceptions of it need to be distinguished, the oldest of which long pre‐dates the development of modern notions of ‘state’ and ‘society’. The Aristotelian idea of koinonia politike – translated into Latin as societas civilis – refers to a political community (...) of free and equal, virtuous citizens, bound together by a willingness to advance their common interest by means of political self‐rule in order to protect their liberty against both despotism and anarchy. Despite its historical distance from the two other, modern conceptions, this original one still poses a crucial question for any contemporary notion of civil society: what are the social understandings, forms of life and modes of action necessary for the establishment and preservation of political institutions that enable civic co‐operation and political autonomy? The paper deals with mutual conditionality of existence between the civil society and legal state. The paper is based on the 1918-1940 doctrine of independent Lithuania, the models of the legal state and the tentative models of the civil society created at that time. In the first part of the article, the concept of the legal state is discussed. In terms of creation of the model of the legal state, M. Romeris works are of exceptional importance. (...) It his works, M. Romeris related the legal state in essence with the legal, procedural system for ensuring the lawfulness. On the basis of works of European scholars of the 19th–20th centuries, M. Romeris conducted a critical analysis of the legal state and elucidated its most significant traits. It is notable that M. In _Civil Society_, Lawrence Cahoone stages a critical engagement between the social-political viewpoints of liberalism, communitarianism, and conservatism in order to effect a balanced relation that will bypass or overcome the inadequacies of each position.

The aim of the article is to argue the thesis that, 25 years after the fall of communism, with the exception of former Yugoslavia, there has been and still is, a lack of „women’s movements“ in the post-communist countries. The author also proposes some explanations as to why there are dozens of women’s organizations but no women’s movements. In order to support her thesis, Raynova emphasizes the difference between “women’s movements”, “feminist movements” and “social movements”, and shows the weakness of (...) some current definitions. Instead of a definition, she indicates the conditions for a women’s movement, which are: (1.) women’s oppression and discrimination as a prevalent situation, which motivates a movement when that situation is perceived as intolerable; (2.) ideas and concrete strategies on how to proceed in order to change this situation; (3.) some kind of organization or leading personalities, able to coordinate and unite women in a mass movement and to ensure continuity of action until the goals of the movement are achieved; and (4.) large masses of women who are motivated and ready to fight resolutely for changing their situation. The provided analyses show that these conditions have not been always given, but that the persisting problems of women’s problems can be resolved only if women engage more actively in civil society so as to enforce their claims. Promoted as integral to democracy, civil society projects have come to include religion and religious freedom as significant components. U.S. experts point to tolerance of all faiths and the presence of voluntary religious association as essential checks to state power and necessary to a free society. Because of its unique relationship with Cuba, the United States support of (...) civil society there has addressed religion in a way unlike that in other countries. In view of a rapid succession of events in the contemporary world, on both the political and the scientific levels, it is indeed essential to say more about the subject of democracy in the civil society. If by democracy we mean not only a form of govern- ment but also a system of living, then indeed a unanimous judgment and also a general conception cannot be expected, but nevertheless the concept need not to be debased to the stage (...) of complete meaninglessness. The article takes the first steps towards a general theory of civil society elites, a concept not fully developed in either elite or civil society research. This conceptual gap hampers academic and public understanding of the dynamics at the top of civil society. To address this, the authors rely on the theoretical framework of Pierre Bourdieu to build a theory of civil society elites as managers of civic capital. This role is illustrated (...) through examples from the differently institutionalised UK and Nordic civil societies. The first part of the article introduces the notion of civic capital and its emergence during the 19th century. The second part focuses on elite positions in civil society fields, demonstrating how civil society elites, as managers of civic capital, navigate between their constituents and other elite groups. These elites wield the power to consecrate social relations while misrecognising their own symbolic and economic gains. Recent scandals in the climate movement and UK and Nordic civil societies shed light on the symbolic aspects of the positions of civil society elites. In Ukrainian academia, the last decades have seen growing interest in the concept of civil society, which has been studied from different disciplinary angles. Commentators disagree on the level of development it has reached in Ukraine. They emphasize its absence in Soviet times, and the general lack of organizational initiative in contemporary Ukraine. In this essay, I show that, although these critiques of Ukrainian civil society are crucial for comprehending its historical evolution, the history of Ukrainian (...) civil society can also help us understand how it might evolve in the future, both during and, hopefully after, the current war. In my analysis, I focus on two particular lines. The first is the interaction between civil society and the state, which shifted from an anti-state attitude to a model of partnership. The second, which operates in the background, is how civil society has struggled with different utopian ideas, over the 20th and early 21st centuries. Analyzing this relationship to different utopian ideas helps us understand how the relations between civil society and the state changed over time. The present work approaches a series of wide exploratory investigations in the Romanian rural area, most recently in Livezile-Rimetea micro-region (Apuseni Mountains). Within the civil society and public participation debate context, the study focuses on the variable of religious affiliation (orthodox, non-orthodox), which differentiates the real potential public participation at the population level in the studied area. The immediate conclusion to be drawn is that in the differences in religious affiliation induce variations in expressing the civic activism and (...) in the real or the potential public participation. At the end of our study, the paradox of public participation as diminishing factor of the civil society role is taken into account and this concerns new reflections and investigations on the subject. The rise of global civil society as a new discourse in the last century, in the new century has been of concern. Western academic circles around the concept of global civil society, global civil society and the emergence and development of global civil society influence on the political realities and trends and other issues had extensive discussions and the formation of a different theoretical framework and research camp. While the Western world made (...) ​​a series of civil society, research results, but still insufficient to demonstrate the normative study, mainly confined to the liberal democratic framework of the inadequacies of the middle. China scholars have been from international relations, political science and political philosophy point of view about global civil society, but in general, the power of research in this area is still relatively weak, insufficient results, further research needs to be made. As a word rising from the late of last century, Global Civil Society is very attractable in the early new century. Western academy has initiated abroad discussion on the concept of GCS, the process of its formation and development, its impact on political realities and its future. In the discussion, theory analysis frames and theory camps have already come into being. Though a great achievements have been gotten, there are still some deficiencies lie in the Western studies, such as lacking of normative studies and main studies are limited in the frames of liberal democracy. In China some scholars have studied about GCS from the views of international relationship, political science and political philosophy. But as a whole, research force in the realm is still weak and the fruits are insufficient, deep discussion is needed. (shrink)

이 논문은 시민사회에서 시민이 그리고 시민사회를 구성하는 단체들이 무엇을 해야 하는지에 대한 담론으로 구성되어 있다. 시민사회는 자발성과 공동성을 특징으로 하며 따라서 자발적 결사체들로 구성된다. 그러나 시민사회를 구성하는 시장의 논리와 가치가 시민사회의 다른 영역들을 침범하며 국가 관료주의가 시민들을 타율적으로 만들고 정치적 삶에서 시민들이 멀어지면서 시민들은 시민사회에서 자율성과 연대를 잃어버리고 있다. 이런 상황에서 사회적 관계의 대부분을 형성하는 시민사회에서 시민들이 좋은 삶을 위해 어떻게 살아야 할지가 문제시될 수밖에 없다. 그리고 필자는 이 물음에 답하기 위해 먼저 공통체와 사회적 자본 개념을 참조하고자 한다. 왜냐하면 사적관심과 (...) 공적관심이 혼재한 시민사회는 사적인 것과 공적인 것을 넘어선 공통체를 통해 유지, 발전되며, 공통체는 사회적 자본의 활발함에 의존하기 때문이다. 공동소유, 공유지 등의 개념을 발전시킨 공통체는 자본주의가 발전할수록 그 중요성이 더해지지만 시장과 국가의 관리라는 선택지를 넘어 시민사회의 자치로 관리될 때 발전될 수 있다. 그리고 이를 위해 공동체 구성원 사이의 신뢰, 협력, 연대 등의 사회적 자본이 중요하게 된다. 그러나 사회적 자본이라는 가치를 형성하기 위해 시민들의 동등한 참여가 필수적이다. 동등한 참여가 보장될 때 시민들의 연대가 형성될 수 있기 때문이다. 그리고 낸시 프레이저에 따르면 동등한 참여를 위해 분배적 정의가 필요하다. 그러나 동등한 참여가 좋은 삶을 목적으로 하는 한 동등한 참여도 결국 동등한 신분에 대한 인정을 요구하는 것이다. 즉 분배적 정의는 동등한 것은 동등한 것으로, 차이 있는 것은 차이 있는 것으로의 인정을 의미한다. 따라서 인정투쟁을 통해 우리는 동등한 참여를 인정받고 연대를 형성할 수 있다. 이제 시민사회는 사회적 규범으로서 인정을 통해 사회적 자본을 형성하고 공통체를 유지, 발전시킴으로써 시장논리에 대항하고 자율성과 연대를 위한 장소가 될 수 있다. In this commentary published, I explore the difficult but urgent question: has civil society in Bangladesh failed to uphold its responsibility as a check on government power? Over the years, civil society’s silence has allowed concerning issues like electoral manipulation, human rights abuses, and corruption to go unchecked. From the forced resignation of Chief Justice Sinha to the tragic murder of Abrar Fahad, the lack of strong, collective action has left many crucial injustices unchallenged. Civil (...) society has a fundamental duty to defend democratic principles, demand transparency, and hold power accountable. But too often, our intellectuals, academics, journalists, and human rights defenders avoided direct engagement, especially during moments that called for bold stances. This silence has enabled a climate of impunity and fear that damages the very foundations of democracy. I argue that civil society owes an apology for its inaction—this isn’t merely symbolic. Admitting these past failures is the first step toward rebuilding trust and credibility. Civil society must recommit to its role as the people's voice and stand firmly against abuses of power while protecting the rights and freedoms that all Bangladeshis deserve. (shrink)

While constitutionalism is generally reduced to the idea of limited government, little has been said to its contribution to the juridification of the social sphere. The article shows the significance of constitutionalism for the institutionalization of modern civil societies. Modern civil societies, it is argued, can only flourish in a form of modern state that has undergone a process of internal differentiation in the direction of a separation of powers. Through the analysis of the process of self‐constitution of (...) Despite its long history of refugee crises, Asia lacks effective refugee protection mechanisms. Most Asian states resist ratification of the international refugee laws, and many international organizations are ineffective and lack concrete legal and political approaches to protecting refugees. Asian civil society, particularly Asia Pacific Refugee Rights Network, collaborates to protect refugees by employing alternative frameworks. This paper argues that Asian civil society aims to challenge the nature of refugee protection in Asia. Instead of encouraging states (...) to ratify the 1951 Convention Relating to the Status of Refugees and 1967 Protocol Relating to the Status of Refugees, APRRN stimulates national-level implementation of refugee protection principles and practices from below. It engages its members in global decision-making by mobilizing and sharing resources with them. APRRN frames refugee protection as international human rights issue instead of as a national security concern. (shrink)

First, in the West, state control of the economy has gone so much out of fashion that radicals now seek to mitigate the effects of an untrammeled free market by relocating the possibility of peaceful collaboration within a domain that is neither simply that of negotiation between atomic individuals nor that of the central state. It is claimed that Hegel denies the possibility of a modern epic and that his lectures on aesthetics demand the condemnation of all the art of his own time. I use the available student transcripts of his lectures on aesthetics, in conjunction with Lukács's views on the novel, to show that Hegel suggests that the novel might count as a modern epic and that it may perform a significant function in modern ethical life (Sittlichkeit) as presented in his own philosophy (...) of right. While Hegel raises questions concerning the possibility of a modern epic, he also presents the novel with a task that Lukács's interpretation of Balzac's Illusions perdues shows the novel is able to fulfill. This becomes evident when we consider Hegel's remarks on the novel in connection with his theory of civil society. (shrink)

Introductory: Civil Society, Participation, and Religion1.

A key feature of recent debates on European Union (EU) integration is the attention paid to the issue of European society, to what extent it exists, what form it takes, and its role in the integration process. This interest in European society has emerged within three academic discourses: EU governance; post-national citizenship; and the democratic deficit. The EU's own understanding of European society reveals how the need to govern transnational space has replaced the need to construct the (...) EU as a nation-state `writ large'. At issue is the extent to which nascent European society can be conceived as a unified and cohesive civil society. It is argued that the emerging agenda on European society points to the need to more fully understand the dynamics of transnational European social spaces, which itself requires an understanding of globalization which allows for the possibility that it may work in ways other than to promote integration. Japan, Russia, and Turkey are major examples of countries with different ethnic, religious, and cultural background that embarked on the path of modernization without having been colonized by a Western country. In all three cases, national consciousness has played a significant role in this context. The project of Modernity is obviously of European origin, but is it essentially European? Does modernization imply loss of a country’s cultural or national identity? If so, what is the “fate” of the modernization process in (...) these cases? The presence of the idea and reality of civil society can be considered a real marker of Modernity in this respect, because it presupposes the development of liberalism, individualism and human rights. But are these compatible with nationalism and with the idea of a national religion? These questions are the more pressing, as Japan is considered part of the Western world in many respects, and Russia and Turkey are defining their relation to the European Union in different ways. An investigation of these three countries, set off against more general reflections, sheds light on the possibilities or limitations of modernization n a non-European context. (shrink)

The argument put forward by this article is not that democratization does not benefit from the activity of a vibrant civil society, but rather that academic research should address this relationship in a critical way. This article maintains that one should take care to distinguish between 'civil society' as an ideal-type concept that embodies the qualities of separation, autonomy and civil association in its pure form, and the factual world of 'civil societies' composed of (...) associations that embody these principles to varying degrees. At the same time, one should avoid a kind of triumphalism about civil society as a necessary source of democratic energy with homogenous goals and principles; in a word, one should avoid a theory of civil society that privileges civil society (Fine 1997). A first problem seems to be mainly definitional: what is meant by civil society? By reviewing the most relevant literature on democratization, the first part of this article discusses the main assumptions regarding the role of civil society as a democratizing power, namely its apolitical nature, its deep 'civil' stand and its relationship with the state. In the second part, the article utilizes the case of South African civil society as a relevant example of how difficult and nuanced the relationship between civil society organizations and democratization can be, with special regard to the process of democratic deepening and social emancipation. In this contribution to contemporary political philosophy, Jensen aims to develop a model of civil society for deliberative democracy. In the course of developing the model, he also provides a thorough account of the meaning and use of "civil society" in contemporary scholarship as well as a critical review of rival models, including those found in the work of scholars such as John Rawls, Jurgen Habermas, Michael Walzer, Benjamin Barber, and Nancy Rosenblum. Jensen's own ideal treats (...) civil society as both the context in which citizens live out their comprehensive views of the good life as well as the context in which citizens learn to be good deliberative democrats. According to his idealization, groups of citizens in civil society are actively engaged in a grand conversation about the nature of the good life. Their commitment to this conversation grounds dispositions of epistemic humility, tolerance, curiosity, and moderation. Moreover, their regard for the grand conversation explains their interest in deliberative democracy and their regard for democratic virtues, principles, and practices. Jensen is not a naive utopian, however; he argues that this ideal must be realized in stages, that it faces a variety of barriers, and that it cannot be realized without luck. (shrink)

The article attempts to trace the evolution of the concept of civil society. Drawing from the work of political philosophers from the classical period, the period of renaissance, scientific revolution, the period of Enlightenment in the 18th century, and ideologies from the Marxist and Gramscian discourses, the article demonstrates the shifts in the meaning and implications of the concept, its relations to public spaces, accountability, governance, normative ideals of state and the relationship between the state and its citizens. The article concludes its historical progression with the New Social Movements, wherein the civil society became synonymous with strategic action to construct 'an alternative social and world order’, a site for problem solving. Other contenders who put forth a renewed interest in the resurgence of civil society were the New Left, who assigned civil society a role to defend people’s democratic will in the face of state power, and the neoliberals who considered civil society as a site for subversion from authoritarian regimes. The article finally concludes with a call for urgent attention towards reclaiming the authority of the civil society in education scenario. (shrink)

Although scholars have long been interested in the relationships among civil society, the state and the market in advanced industrial democracies, the implications of state disengagement from the affairs of private firms for civil society have yet to be explored in the contemporary literature. My purpose in this essay has been to address this issue by examining the effects of deregulation on Japanese consumer society, paying particular attention to how legislative and bureaucratic changes in the (...) wake of regulatory reform have affected consumer relations with business and, more significantly, state actors. Various approaches to civil society research are considered. Two key problems caused by impact of post-modernism are discussed, that are: crises of identification with the society and problems of personal identity. A particular personality crisis that is specific for contemporary Russia is noticed. The crisis is caused by the combination of two factors. They are: social abandonment, atomization and loneliness and total relativism produced by expansion of post-modernism. The second factor influences the Western citizenship as well. That’s (...) why “re-emergence” of civil society is discussed in the Western world, though civil society institute has never died in the Western countries. Personality-oriented civil society is considered to be a prologue for re-emergence of the wholeness that seems to fall apart because of the loss of all universalistic values. The alliance between the heritage of the Russian thinker V. Rozanov and philosophical discourse by M. Foucault is tracked, the latter being a champion of personality-oriented civil society as opposed to “gregarious” politicallystructured one. Rozanov demonstrates his life to us as a process of a personality’s creative work which makes life experience a basis for the creation of universal values. Post-modernism represented by Fucault makes this experience as a basis in the process of the reflexive discourse-analysis this demonstrating his moving away from it. Both authors removed “interdict” from a number of so called "private themes" that had had ambiguous marginalized/sacral status in public discourse. The two thinkers transformed the problem of the “private discourse” into meta-language fit to conceive and describe the essence of the societal life and epoch as a whole. They drew attention to personality-oriented social communications and emergence of new types of societal communities. Both figures are ofa great importance for now-a-days discussions on civil society development in the epoch of a post-modernism. The fact that comparison of their views will contribute to better understanding of the controversies which are inherent in civil society is demonstrated. (shrink)

External economic aid has played an important role in Northern Ireland’s peacebuilding process, particularly by funding community-based intervention projects.As a consequence of the Troubles, Northern Ireland suffered from severe socioeconomic inequality. These locally funded projects have fostered social cohesion by encouraging cross community interaction aimed at reducing violence and sectarianism. The NGO projects also promote social justice, reduce inequality, and provide the means to meet people’s basic human needs. The field research for this article was conducted during the summer of (...) 2010 and explores the perceptions of 120 civil society leaders and funding agency development officers on the effectiveness of the aid from the IFI and EU Peace III Fund in creating local social-economic NGOs to promote equity, equality, and social justice. The findings of this study reveal significant diversity in the respondents’ descriptions of the aids’s role in promoting equality, equity, and social justice as well as their expressed hopes and frustrations regarding its overall effectiveness. Civil society is one of the most used - and abused - concepts in current political thinking. In this important collection of essays, the concept is subjected to rigorous analysis by an international team of contributors, all of whom seek to encourage the historical and comparative understanding of political thought. The volume is divided into two parts: the first section analyses the meaning of civil society in different theoretical traditions of Western philosophy. In the second section, (...) contributors consider the theoretical and practical contexts in which the notion of civil society has been invoked in Asia, Africa and Latin America. Instead of arguing about elements and boundaries of civil society, recent discussions in social theory have focused on the concept of civil society itself as embedded in different currents of social and political thought. Following up on these discussions, this article reconstructs the concept of civil society by identifying a number of implicit oppositional terms and the respective semantic fields, which in different historical contexts have lent meaning to the concept. Three such oppositional terms (...) and counter-meanings will be distinguished in turn and traced back to different traditions of European social and political theory: (1) the barbarism of disorder; (2) the barbarism of order; and (3) the realm of toil and material necessity. It is argued that the multiple meanings and counter-meanings of civil society are connected by a deep structure of discourse. This deep structure of civil society thinking can be translated into a ‘semiotic square’ in the tradition of A.J. Greimas. In conclusion, it is suggested to further investigate current uses of civil society along these lines, in order to clarify normative goals and possible ways of mediating between opposing moral worlds. Theories of civil society do not adequately distinguish the functions of private, civic, and political associations. A public sphere arising from free associational life both holds power accountable and produces new ideas. Democratic processes that aim to promote justice, however, also require strong state regulatory institutions.

Jürgen Habermas assigns civil society groups ‘to bear a good portion of the normative expectations, especially the burden of a normatively expected democratic genesis of law’. This article looks at concrete attempts in the Philippine constitution to provide structures so that these groups can carry out the role Habermas envisages for them, and examines whether such attempts are sufficient to enable said groups to intervene in the political process as effectively as he expects of them.

Ronald Preston defended the middle axiom approach to doing Christian social ethics developed by J. H. Oldham for the 1937 ‘Life and Work’ conference. Preston argued that middle axioms continue to offer the churches a relevant ecumenical method. Middle axions has since been subject to fundamental criticism by ethicists such as Duncan Forrester. It will be argued that a case study of the Church of Scotland's contribution to the devolution debate, as part of Scottish civil society, supports Preston's (...) defence of the middle axiom approach as a relevant form of political engagement in the new context of local-global politics. Since the fall of communism in 1989 Southeast Europe has been a site of far-reaching societal transformation, much of it marked by political crisis, economic upheaval, ethnic tension, and bitter war. The book comprises articles investigating the history and development of civil society in post-communist Southeast Europe. How is civil society to be grasped, what are the historical factors shaping the civil societies of the region?, what is the function of civil society in (...) the transition to democracy and a market-economy?, and what are the prospects for the future development of the civil societies of the region in an age of globalization?, -these are just a few of the major questions addressed in this collection of articles. Many of the authors are social scientists, philosophers, and activists from the region, offering first-hand critical analysis of the state of civil society in Southeast Europe and suggesting theoretical and practical strategies for the future course of its development. Traditional conceptions of citizenship have privileged individuals' relationships to the state. However, recent emphasis on civil society as a terrain of democratic empowerment suggests a shift in our ideas about what citizens properly do and the arenas in which they do it. I argue that it would be a mistake to privilege activism in civil society over traditional state-centered political activity and I contend that democratic citizenship may – and must – be performed in multiple arenas. In societies like Bosnia or Rwanda, deep divisions along ethnic and religious lines and the legacy of years of atrocities and violence pose serious challenges to liberal forms of consensus. People do not recognise themselves asmembers of a political community, and identity politics is pursued at the expense of liberal democratic projects and reconciliation programmes. This book explores the nature and role of civil society in deeply divided societies. Civil society is presented here as the spherewhere (...) a shared 'culture of civility' emerges. The 'culture of civility' enables individuals to become part of a community of citizens and accept to reciprocate on the basis of some basic universal values, such as the protection of human dignity. The last chapter on Bosnia shows that relevance of civil society crucially depends on its capacity to represent the sphere where individuals are able to recognize and deal with transitional issues by appealing to the Bosnian 'culture of civility' and developing a sense of justice based on a shared understanding of the idea of human dignity. This paper seeks to demonstrate how civil society participation in common goods or resources is not only possible but is also desirable for society because of the medium and long-term benefits it offers involved and/or affected parties. To this end, we examine the falsity of the discourse underlying the supposed incompetence of (...) civil society to cooperate interpersonally in the pursuit of common objectives, and also analyse a specific example of the necessary and possible participation of civil society in managing common goods through biobanks.La gestión del bien común se ha convertido actualmente en centro de atención para diferentes ramas de la ciencia, especialmente aquellas vinculadas con lo humano y lo social. El presente estudio busca mostrar cómo la participación de la sociedad civil en la gestión de este tipo de bienes o recursos no sólo es posible, sino deseable para la sociedad por los beneficios que reporta a las partes implicadas y/o afectadas a medio y largo plazo. This article analyzes the current political transition in México from the vantage point of civil society. It departs from a definition of the Mexican authoritarian regime, now the oldest in the world, as a model of fusion between the state, the market and society. The crisis of the developmental model and the regime’s increasing inability to incorporate the new social actors created by industrialization and urbanization opened up a long period of political crisis whose main content was (...) a process of societal differentiation. The failure of President Salinas’ project of neo‐liberal reconstruction of the authoritarian regime deepened the crisis and led to the formation and consolidation of strong national political parties, the beginning of a still unequal, but effective electoral competition and especially to the emergence of several civic groups that are struggling for a democratization that goes beyond electoral politics. The collective identity as civil society of these civic groups has been instrumental for the critique of the regime’s gradualist strategy of “permenent electoral reform”. (shrink)

In many countries around the world, the mechanisms of civil society have become very commonplace. Large companies are under constant pressure from civil society organizations to change their policies, strategies and approaches. The tobacco industry in particular is under heavy pressure in many parts of the world. Smoking has been prohibited in many public as well as private or semi-private areas in a large number of countries. However, while smoking as an addiction seems to be declining (...) in some countries, in others it is not. This paper presents an example of a country (Indonesia) in which smoking is still on the rise. We discuss how mechanisms of civil society are a chance to at least improve the situation and effectively combat a grave social problem. (shrink)
