The core of this paper is a discussion of how the physical signals of the nervous system acquire significance and meaning on the basis of relationships with each other and with the environment. Signal relations are discussed in terms of coherence , prediction, intentionality, inner reality and meaning. The original and most basic type of signal relation has the form of temporal correlations on coarser or finer time scales, and all other relations must ultimately be built up by the brain (...) from this basis. Consequently, consciousness is the state of coherence of the brain in terms of signal relationships within it and with the environment. In this view, consciousness is of critical functional importance and far from a superfluous epiphenomenon. Understanding the mechanisms by which meaningful signal relationships are established in the brain is of great importance for the future of information technology. (shrink)

The use of placebos in randomised controlled trials is a subject of considerable ethical debate. In this paper we present a set of considerations to evaluate the ethics of placebo controlled trials that includes: social value of the study; need for a randomised controlled trial and placebo; standards of care; risks of harm due to administration of placebo and the harm benefit balance; clinical equipoise; and double standards. We illustrate the application of these considerations using a case study of a (...) large ongoing multicentre, placebo-controlled, double-blinded, randomised trial to determine primaquine anti-relapse efficacy in vivax malaria. There is an urgent need for primaquine anti-relapse studies in order to rationalise the management of a potentially fatal disease. An ethical justification for the use of the placebo arm is provided on the grounds that the actual current applied standard of care in most endemic places does not include primaquine. It has also been argued that there is clinical equipoise among the primaquine study arms and that the risk of harms of being in the placebo arm is the risk of having relapse, which is no more than not being included in the trial, and that there are no double standards. Based on our set of considerations, we conclude that a placebo arm is not only justified but imperative in this study. We propose that similar considerations should be prospectively applied to other placebo controlled trials and observational control arms where no treatment is offered. (shrink)

Due to the spread of COVID-19, a key challenge was to reduce potential staff shortages in the healthcare sector. Besides recruiting retired healthcare workers, medical students were considered to support this task. Commitment of medical students in Germany during the COVID-19 pandemic was evaluated using an online survey, with particular focus on their burdens and anxieties. This survey was distributed to students within a 2-week period in April and May 2020. Ultimately, 1241 participants were included in the analysis. During the (...) pandemic, 67.9% of the participants reported that they had volunteered. Furthermore, 88.9% stated that they were against compulsory recruitment in this context. Students who volunteered had a significantly lower anxiety index than non-committed students. Additionally, students were more concerned about infecting other patients and relatives than themselves. Higher levels of anxiety were related to lower levels of commitment. A mandatory assignment during the pandemic was rejected by the students and does not seem to be necessary due to the large number of volunteers. (shrink)

Judges in multiple US states, such as New York, Pennsylvania, Wisconsin, California, and Florida, receive a prediction of defendants’ recidivism risk, generated by the COMPAS algorithm. If judges act on these predictions, they implicitly delegate normative decisions to proprietary software, even beyond the previously documented race and age biases. Using the ProPublica dataset, we demonstrate that COMPAS predictions favor jailing over release. COMPAS is biased against defendants. We show that this bias can largely be removed. Our proposed correction increases overall (...) accuracy, and attenuates anti-black and anti-young bias. However, it also slightly increases the risk that defendants are released who commit a new crime before tried. We argue that this normative decision should not be buried in the code. The tradeoff between the interests of innocent defendants and of future victims should not only be made transparent. The algorithm should be changed such that the legislator and the courts do make this choice. (shrink)

The present contribution argues that transitive reasoning, as exemplified in paradigms of linear order construction in mental space, is associated with spatial effects. Starting from robust findings from the early 70s, research so far has widely discussed the symbolic distance effect. This effect shows that after studying pairs of relations, e.g., “A > B,” “B > C,” and “D > E,” participants are more correct, and faster in correct responding, the wider the “distance” between two elements within the chain A (...) > B > C > D > E. The SDE has often been given spatial interpretations, but alternatively, non-spatial models of the effect are also viable on the empirical basis so far, which means the question about spatial contributions to the construction of analog representations of rank orders is still open. We suggest here that laterality effects can add the necessary additional information to support the idea of spatial processes. We introduce anchoring effects in terms of showing response advantages for congruent versus incongruent pairings of presentation location on a screen on the one hand, and the hypothetical spatial arrangement of the order in mental space, on the other hand. We report pertinent findings and discuss anchoring paradigms with respect to their internal validity as well as their being rooted in basic mechanisms of trained reading/writing direction. (shrink)

Information technology (IT) is continuously making astounding progress in technical efficiency. The time, space, material and energy needed to provide a unit of IT service have decreased by three orders of magnitude since the first personal computer (PC) was sold. However, it seems difficult for society to translate IT’s efficiency progress into progress in terms of individual, organizational or socio-economic goals. In particular it seems to be difficult for individuals to work more efficiently, for organizations to be more productive and (...) for the socio-economic system to be more sustainable by using increasingly efficient IT. This article provides empirical evidence and potential explanations for this problem. Many counterproductive effects of IT can be explained economically by rebound effects. Beyond that, we conclude that the technological determinism adopted by decision-makers is the main obstacle in translating IT’s progress into non-technical goals. (shrink)

The paper introduces, compares and contrasts formal models of source reliability proposed in the epistemology literature, in particular the prominent models of Bovens and Hartmann and Olsson :127–143, 2011). All are Bayesian models seeking to provide normative guidance, yet they differ subtly in assumptions and resulting behavior. Models are evaluated both on conceptual grounds and through simulations, and the relationship between models is clarified. The simulations both show surprising similarities and highlight relevant differences between these models. Most importantly, however, our (...) evaluations reveal that important normative concerns arguably remain unresolved. The philosophical implications of this for testimony are discussed. (shrink)

Leadership is instrumental to resolution of collective action dilemmas, particularly in large, heterogeneous groups. Less is known about the characteristics or effectiveness of leadership in small-scale, homogeneous, and relatively egalitarian societies, in which humans have spent most of our existence. Among Tsimane’ forager-horticulturalists of Bolivia, we (1) assess traits of elected leaders under experimental and naturalistic conditions and (2) test whether leaders impact or differentially benefit from collective action outcomes. We find that elected leaders are physically strong and have more (...) kin and other exchange partners. Their ranks on physical dominance, kin support, and trustworthiness predict how well their groups perform, but only where group members have a history of collaborative interaction. Leaders do not take more of the spoils. We discuss why physically strong leaders can be compatible with egalitarianism, and we suggest that leaders in egalitarian societies may be more motivated by maintaining an altruistic reputation than by short-term rewards of collective action. In small-scale societies, punishment of adults is infrequent and employed when the anticipated cost-to-benefit ratio is low, such as when punishment is collectively justified and administered. In addition, benefits may exceed costs when punishers have relatively greater physical and social capital and gain more from cooperation. We provide examples from the Tsimane horticulturalists of Bolivia to support our claims.

An oversight in Guaspari and Solovay’s “Rosser sentences” [D. Guaspari, R.M. Solovay, Rosser sentences, Annals of Mathematical Logic 16 81–99] is pointed out and emended. It concerns the premisses of their proof that there are standard proof predicates all of whose Rosser sentences are provably equivalent. The result holds up, but the premisses mentioned in the paper have to be strengthened somewhat.

This paper examines the basic question of how we can come to form accurate beliefs about the world when we do not fully know how good or bad our evidence is. Here, we show, using simulations with otherwise optimal agents, the cost of misjudging the quality of our evidence. We compare different strategies for correctly estimating that quality, such as outcome‐ and expectation‐based updating. We also identify conditions under which misjudgment of evidence quality can nevertheless lead to accurate beliefs, as (...) well as those conditions where no strategy will help. These results indicate both where people will nevertheless succeed and where they will fail when information quality is degraded. (shrink)

In recent years, the receipt and the perception of information has changed in ways which have fueled fears about the fates of our democracies. However, real information on these possibilities or the direction of these changes does not exist.
