    UK blood services, supported by the Health Protection Agency/Health Protection Scotland, carried out an exercise over the summer of 2005 to notify 110 donors whose blood was transfused to three recipients who later developed vCJD. These donors were to be informed that they were now considered 'at risk of vCJD for public health purposes'.     When evidence-based policymaking is so often mired in disagreement and controversy, how can we know if the process is meeting its stated goals? We develop a novel mathematical model to study disagreements about adequate knowledge utilization, like those regarding wild horse culling, shark drumlines and facemask policies during pandemics.     In his recent article ‘Notes Towards a Critique of Buddhist Karmic Theory’ Paul J. Griffiths makes four criticisms of Buddhist karmic theory: it is empirically false, it is incoherent, it is morally repugnant, and it is vacuous. After listing these four criticisms, Griffiths concludes that ‘all these mean that Buddhist karmic theory as expounded in the major theoretical works devoted to it must be false’.
