We investigate in detail the electromagnetic fields of a uniformly accelerated charge, in order to ascertain whether such a charge does ‘emit’ radiation, especially in view of the Poynting flow computed at large distances and taken as an evidence of radiation emitted by the charge. In this context, certain important aspects of the fields need to be taken into account. First and foremost is the fact that in the case of a uniformly accelerated charge, one cannot ignore the velocity fields. (...) This then leads to other equally vital points. The net field energy turns out to be exactly the same as that of a non-accelerated charge having a uniform velocity equal to the instantaneous velocity of the uniformly accelerated charge. Further, the Poynting vector, seen with respect to the ’present’ location of the uniformly accelerated charge, during the deceleration phase, possesses everywhere a radial component pointing inward toward the charge, becoming nil when the charge becomes momentarily stationary, and during the acceleration phase, points away from the charge position. Last, but not least, when the leading spherical front of the relativistically beamed Poynting flux, advances forward at a large time t to a far-off distance \, the charge too is not lagging far behind. In fact, these relativistically beamed fields, increasingly resemble fields of a charge moving in an inertial frame with a uniform velocity \, with a convective flow of fields in that frame along with the movement of the charge. There is no other Poynting flow in the far-zones that could be termed as radiation emitted by the charge which, in turn, is fully consistent with the absence of radiation reaction and is also fully conversant with the strong principle of equivalence. This paper introduces a possible alternative model of gravity based on the theory of fractional-dimension spaces and its applications to Newtonian gravity. In particular, Gauss’s law for gravity as well as other fundamental classical laws are extended to a D-dimensional metric space, where D can be a non-integer dimension. We show a possible connection between this Newtonian Fractional-Dimension Gravity (NFDG) and Modified Newtonian Dynamics (MOND), a leading alternative gravity model which accounts for the observed properties of galaxies and other astrophysical (...) structures without requiring the dark matter hypothesis. The MOND acceleration constant $${a_{0}} \simeq 1.2 \times 10^{-10} \text {m}\, \text{s}^{-2}$$ can be related to a natural scale length $$l_{0}$$ in NFDG, i.e., $$a_{0} \approx GM/l_{0}^{2}$$, for astrophysical structures of mass M, and the deep-MOND regime is present in regions of space where the dimension is reduced to $$D \approx 2$$. For several fundamental spherically-symmetric structures, we compare MOND results, such as the empirical Radial Acceleration Relation (RAR), circular speed plots, and logarithmic plots of the observed radial acceleration $$g_{obs}$$ vs. the baryonic radial acceleration $$g_{bar}$$, with NFDG results. We show that our model is capable of reproducing these results using a variable local dimension $$D\left( w\right)$$, where $$w =r/l_{0}$$ is a dimensionless radial coordinate. At the moment, we are unable to derive explicitly this dimension function $$D\left( w\right)$$ from first principles, but it can be obtained empirically in each case from the general RAR. Additional work on the subject, including studies of axially-symmetric structures, detailed galactic rotation curves fitting, and a possible relativistic extension, will be needed to establish NFDG as a viable alternative model of gravity. Radial motion of a small point mass in the gravitational field of a large point mass is investigated for the law of gravitationR 44 =0. When geodesic equations are expressed in terms of components of acceleration, it is found that the normally “attractive force” of gravitation gradually weakens as the large mass is approached, and becomes “repulsive” inside a critical nonsingular radius close to the origin of coordinates. A particle requires an infinite time to reach the origin, regardless (...) of its initial distance. Gravitational collapse, or at least violent collapse, is thus precluded. (shrink)

An omnipresent, non-local/non-analytical energy that pervades everything enters the Universe through all infinitesimal points. Without determining its origin, our approach is to explain our gravity theory based on Einstein’s relativity theory and the behavior of space-time flow. This influx occurs continuously throughout all of space-time, making the universe expand. Our theory presents two kinds of expansion: (PUE) space-time primary universal expansion and the (VME) virtual matter expansion that occurs with the interaction of space-time with the matter. The internal space-time in (...) atoms produces a virtual slight broadening of the matter’s atoms. From our frame of reference, we can only distinguish the perturbation that occurs to the (PUE) primary universal expansion if it encounters matter. This perturbation finally is restored by a Gaussian distribution at the spherical environment. We call it the (STD) Space-time accelerated displacement. It is the inertial-gravity field. Thus, matter expands by the superposition of atoms (molecules). The accelerated expansion increases proportionally to the number of atoms that radially constitute matter. The effect is manifested immensely increased in the surface of the stellar objects. Then the surface of the massive stellar objects pushes and displaces the object’s external surrounding space-time. The acceleration of the (STD) space-time displacement decreases with the radius squared from the center of mass as it is distributed concentrically. The acceleration we feel at the Earth’s surface is permanently fixed, because when space expands, time also proportionally expands. The associated speed (ds/dt) is immersed in the accelerated expansion of space-time; the time base is the same as the acceleration of the PUE (space-time primary universal expansion) (d2s/dt2). Otherwise, in a short time, this acceleration and its associated velocity would reach the speed of light. Our theory introduces a different concept: “repulsion instead of attraction”. The expansion of space-time produces gravity instead of counteracting it. Finally, we explain using this gravity theory: Earth’s oceans, creating tidal bulges on opposite sides of the planet. In their environment, plants are continuously submitted to natural stimuli such as wind, rain, temperature changes, wounding, etc. These signals induce a cascade of events which lead to metabolic and morphogenetic responses. In this paper the different steps are described and discussed starting from the reception of the signal by a plant organ to the final morphogenetic response. In our laboratory two plants are studied: Bryonia dioica for which rubbing the internode results in reduced elongation and enhanced radial expansion (...) and Bidens pilosa for which the response occurs at distance, hence pricking the cotyledon of a plantlet induces the growth inhibition of both the hypocotyl and the axillary bud of the pricked cotyledon. Reception of the signal and transmission of the message. In Bryonia the signal is received by epidermal cells while in Bidens they are the cells adjacent to the midrib of the cotyledon which receive the mechanical signal. In both plants the message is transmitted via a wave of electric depolarization. This latter is composed of an action potential associated with a slow wave whose transmission rates are respectively 1cm s−1 and 1 mm s−1. Recent results have shown the involvement of Ca2+ in the triggering of the slow wave and the role of the H+ pump during the slow wave. Transient and fast biochemical responses. An entry of extraceilular Ca2+ into the cells and a transient increase in IP3 occur within seconds following the mechanical stimulus. At the same time, the membrane becomes more fluid, correlated with qualitative changes in phospholipids. The rapid increase in the concentration of peroxidated lipids may be correlated with ethylene biosynthesis which is stimulated after rubbing. Other parameters such as cytoplasmic pH, relative water content, hydric potential, membrane potential and modifications of K+, Mg2+-ATPase and Ca2+-ATPase activities, play a key role in the early responses induced by the traumatisms. Irreversible-biochemical responses. The mechanical stimulus performed on a Bryonia internode induces an acceleration of: i) enzymatic activities related to the lignification, ii) esterification of phenolic acids in the cell wall. Consequently the lignification process is accelerated. Storage of the information. After being received by the target cells the information can be stored during several days before being expressed. At the level of cotyledonary bud, the first message, previously stored, can be expressed or not by a second treatment. Bidens thus behaves as if it was able to “store” and to “retrieve” morphogenetic messages, using a sort of rudimentary memory. The nuclei of the bud cells of the pricked cotyledon show that these cells, initially in G2 phase, divide and then remain in the G1 phase. In Bryonia, calli derived from young stimulated internodes, keep thigmomorphogenetic characteristics during several weeks. In the last part of this paper the particularity of our plant model which permits a study of the transmission and storage of the message, is underlined. The links between the different steps induced by the stimulus are discussed. Special attention is devoted to second messengers and to the amplification of the message. (shrink)

Two different derivations of the observed vacuum energy density are presented. One is based on a class of proper and novel generalizations of the de Sitter solutions in terms of a family of radial functions R that provides an explicit formula for the cosmological constant along with a natural explanation of the ultraviolet/infrared entanglement required to solve this problem. A nonvanishing value of the vacuum energy density of the order of ${10^{- 123} M_{\rm Planck}^4}$ is derived in agreement with (...) the experimental observations. A correct lower estimate of the mass of the observable universe related to the Dirac–Eddington–Weyl’s large number N = 1080 is also obtained. The presence of the radial function R is instrumental to understand why the cosmological constant is not zero and why it is so tiny. Finally, we rigorously prove why the proper use of Weyl’s Geometry within the context of Friedman–Lemaitre–Robertson–Walker cosmological models can account for both the origins and the value of the observed vacuum energy density. The source of dark energy is just the dilaton-like Jordan–Brans–Dicke scalar field that is required to implement Weyl invariance of the most simple of all possible actions. The full theory involving the dynamics of Weyl’s gauge field Aμ is very rich and may explain also the anomalous Pioneer acceleration and the temporal variations of the fundamental constants resulting from the expansion of the Universe. This is consistent with Dirac’s old idea of the plausible variation of the physical constants but with the advantage that it is not necessary to invoke extra dimensions. (shrink)

Accelerating Turing machines have attracted much attention in the last decade or so. They have been described as “the work-horse of hypercomputation” (Potgieter and Rosinger 2010: 853). But do they really compute beyond the “Turing limit”—e.g., compute the halting function? We argue that the answer depends on what you mean by an accelerating Turing machine, on what you mean by computation, and even on what you mean by a Turing machine. We show first that in the current literature the term (...) “accelerating Turing machine” is used to refer to two very different species of accelerating machine, which we call end-stage-in and end-stage-out machines, respectively. We argue that end-stage-in accelerating machines are not Turing machines at all. We then present two differing conceptions of computation, the internal and the external, and introduce the notion of an epistemic embedding of a computation. We argue that no accelerating Turing machine computes the halting function in the internal sense. Finally, we distinguish between two very different conceptions of the Turing machine, the purist conception and the realist conception; and we argue that Turing himself was no subscriber to the purist conception. We conclude that under the realist conception, but not under the purist conception, an accelerating Turing machine is able to compute the halting function in the external sense. We adopt a relatively informal approach throughout, since we take the key issues to be philosophical rather than mathematical. (shrink)

With the continual development of artificial intelligence and smart computing in recent years, quantitative approaches have become increasingly popular as an efficient modeling tool as they do not necessitate complicated mathematical models. Many nations have taken steps, such as transitioning to online schooling, to decrease the harm caused by coronaviruses. Inspired by the demand for technology in early education, the present research uses a radial basis function neural network modeling technique to predict preschool instructors’ technology usage in classes based (...) on recognized determinant characteristics of technology acceptance. In this regard, this study utilized the RBFNN approach to predict preschool teachers’ technology acceptance behavior, based on the theory of planned behavior, which states that behavioral achievement, in our case the actual technology use in class, depends on motivation, intention and ability, and behavioral control. Thus, this research design is based on an adapted version of the technology acceptance model with eight dimensions: D1. Perceived usefulness, D2. Perceived ease of use, D3. Perceived enjoyment, D4. Intention to use, D5. Actual use, D6. Compatibility, D7. Attitude, and D8. Self-efficacy. According to the TAM, actual usage is significantly predicted by the other seven dimensions used in this research. Instead of using the classical multiple linear regression statistical processing of data, we opted for a NN based on the RBF approach to predict the actual usage behavior. This study included 182 preschool teachers who were randomly chosen from a project-based national preschool teacher training program and who responded to our online questionnaire. After designing the RBF function with the actual usage as an output variable and the other seven dimensions as input variables, in the model summary, we obtained in the training sample a sum of squares error of 37.5 and a percent of incorrect predictions of 43.3%. In the testing sample, we obtained a sum of squares error of 14.88 and a percent of incorrect predictions of 37%. Thus, we can conclude that 63% of the classified data are correctly assigned to the models’ dependent variable, i.e., actual technology use, which is a significant rate of correct predictions in the testing sample. This high significant percentage of correct classification represents an important result, mainly because this is the first study to apply RBFNN’s prediction on psychological data, opening up a new interdisciplinary field of research. According to Rosa, both the (...) structural and cultural aspects of our institutions and practices are marked by the "shrinking of the present," a decreasing time period during which expectations based on past experience reliably match the future. When this phenomenon combines with technological acceleration and the increasing pace of life, time seems to flow ever faster, making our relationships to each other and the world fluid and problematic. It is as if we are standing on "slipping slopes," a steep social terrain that is itself in motion and in turn demands faster lives and technology. Accelerating Turing machines are Turing machines of a sort able to perform tasks that are commonly regarded as impossible for Turing machines. For example, they can determine whether or not the decimal representation of contains n consecutive 7s, for any n; solve the Turing-machine halting problem; and decide the predicate calculus. Are accelerating Turing machines, then, logically impossible devices? I argue that they are not. There are implications concerning the nature of effective procedures and the theoretical limits of computability. In August of 2000, Firestone executives initiated the second largest tire recall in U.S. history. Many of the recalled tires had been installed as original factory equipment on the popular Ford Explorer SUVs. At the time of the recall, the tires and vehicles had been linked to numerous accidents and deaths, most of which occurred when tire blowouts resulted in vehicle rollovers. While Firestones role in this case has been widely acknowledged, Ford executives have managed to deflect much of the (...) attention away from themselves, mainly by claiming that the Firestone tires were not its product, and therefore not its responsibility. In this paper, we examine the extent to which Ford can be held morally responsible for the incidents at issue. In so doing, we develop an approach for determining when an item is a product in its own right, as opposed to a component of another product. We argue that such an analysis not only provides a better understanding of this case, but also more properly accounts for the extent to which evolutions in technology and business relationships can affect issues of moral responsibility in business contexts. This chapter presents that our model is that of a network whose time is historically constructed by the events that occur within it – inter‐individual communications, intra‐individual categorization, forgetting by erasure or reinforcement – and not the other way around: far from being part of a temporal framework that is always there, these events produce time. The historical‐sociological register shows that the psychological and an historical determinations of the perceived acceleration of time thus interpreted have been over‐determined by the (...) primacy given to communication on cognition in our developed societies. The chapter proposes two complementary interpretations such as psychological interpretation and socio‐historical interpretation, both of which are logically in line with our model of the structure and evolution of our network of individual actors. It examines the meaning that macroscopic expression of entropy can have in our model of a complex socio‐cognitive network of individual actors. (shrink)

This article aims to present the life and work of German thinker Hartmut Rosa as a philosopher of interest for nursing. Although his theoretical framework remains fairly unknown in the nursing domain, its main key concepts open up a philosophical and sociological approach that can contribute to the understanding of a wide range of study phenomena related to nurses, nursing, and healthcare. The concepts of social acceleration, alienation, and resonance are useful to explore healthcare organizations' performance by bringing the (...) time dimension of modernity to the center; to grasp nurses' experiences of caring for patients; and to understand nurses as agents endowed with the capacity to deploy their political agency to create alternative forms of relationship to themselves, to others, and the world, challenging the institutional order of healthcare organizations when it fails to resonate with their professional ethos. In this article, we propose Hartmut Rosa's theoretical framework as a new and inspiring phenomenological and critical lens that should be further explored to advance knowledge concerning phenomena that are found at the crossroads of the nursing domain and other fields of knowledge. English deictic and existential there-constructions have been analyzed as constituting a single radial category of form—meaning pairings, related through motivated links, such as metaphor (Lakoff 1987). By comparison, existentials and deictic demonstratives in French make use of two distinct radial categories. The current study analyzes the varied senses of French deictic demonstratives (voilà ‘there is’ and voici ‘here is’) and the existential (il y a ‘there is’). We argue that the syntactic behavior of each of their senses is (...) best explained by the semantic and pragmatic function of that sense, in combination with constraints imposed by its relation to other senses. A cross-linguistic comparison of the deictic demonstrative and existential constructions in French and English supports this claim: despite the different historical origins of these forms in the two languages, they display a strikingly similar array of uses and formal constraints. The parallel evolution of deictics and existentials in these two languages is interpreted as a case of convergent evolution of linguistic items, much like convergent evolution in biological species. Spanning the period between Wittgenstein's return to Cambridge in 1929 and the first version of Philosophical Investigations in 1936, Piotr Dehnel explores the middle stage in Ludwig Wittgenstein's philosophical development and identifies the major issues which engrossed him, including phenomenology, philosophy of mathematics and philosophy of language. Contrary to the dominant perspective, Dehnel argues that this period was intrinsically different from the early and late stages and should not be viewed as a mere transitional phase. The distinctiveness of Wittgenstein's middle (...) work can be seen in his philosophical thinking as it unfolds in a non-linear trajectory: thoughts do not follow upon each other, ideas do not appear sequentially one by one, and insights do not form a straight chain. Dehnel portrays the diffused and multifarious quality of Wittgenstein's middle thinking, enabling readers to form a more comprehensive view of his entire philosophy and acquire a better grasp of his conceptual trajectory, complete with the intricacies and challenges that it poses. One objection to conventional AI ethics is that it slows innovation. This presentation responds by reconfiguring ethics as an innovation accelerator. The critical elements develop from a contrast between Stability AI’s Diffusion and OpenAI’s Dall-E. By analyzing the divergent values underlying their opposed strategies for development and deployment, five conceptions are identified as common to acceleration ethics. Uncertainty is understood as positive and encouraging, rather than discouraging. Innovation is conceived as intrinsically valuable, instead of worthwhile only as mediated by (...) social effects. AI problems are solved by more AI, not less. Permissions and restrictions governing AI emerge from a decentralized process, instead of a unified authority. The work of ethics is embedded in AI development and application, instead of functioning from outside. Together, these attitudes and practices remake ethics as provoking rather than restraining artificial intelligence. (shrink)

Drugs addressing unmet medical needs can change the lives of millions. Developing and validating new drugs can, however, take many years. To streamline the assessment of new drugs, regulatory agencies have long established shortened review pathways. Among these programs, Accelerated Approval (AA) has recently come under scrutiny due to the U.S. Food and Drug Administration's decision to authorize Aducanumab, the first Alzheimer's disease drug. This decision attracted fierce criticism due to the allegedly insufficient evidence about the safety and efficacy of (...) the drug. While considerable scholarly attention has been devoted to this case, the ethical aspects of the AA regulatory pathway have so far remained relatively unexplored. In this paper, we set out to fill this gap. We illustrate six conditions that should be met for AA to be ethically acceptable: moral solicitude, evidence, risk mitigation, impartiality, sustainability, and transparency. We discuss such conditions and suggest practical steps to implement them in regulatory and oversight processes. Taken together, our six conditions represent a benchmark for assessing the ethical validity of AA processes and decisions. (shrink)

In his Contributions to Philosophy, Martin Heidegger introduces "acceleration" as one of the three symptoms--along with "calculation" and the "outbreak of massiveness"--of our technological way of "being-in-the-world." In this article, I unpack the relationship between these symptoms and draw a twofold conclusion. First, interpreting acceleration in terms of time pathologies, I suggest the self is becoming increasingly fragmented and emotionally overwhelmed from chronic sensory arousal and time pressure. This experience makes it difficult for us to qualitatively distinguish what (...) matters to us in our everyday lives, resulting in a pervasive cultural mood of indifference, what Heidegger calls "profound boredom." Second, by drawing on Heidegger's hermeneutic method, I argue that the practice of mainstream psychology, by adopting the reductive methodology of the empirical sciences, largely ignores our accelerated socio-historical situation, resulting in therapeutic models that have a tendency to construct and perpetuate the very pathologies the psychologist is seeking to treat. The most reliable source for a reconstruction of Galileo's progress toward a science of motion is the series of undated fragmentary notes on that subject preserved in Codex A of the Galilean manuscripts at Florence. A gathering of such fragments was published by Favaro in the National Edition of Galileo's works, following the Discorsi. The more sophisticated fragments are clearly associated with the composition of that work, and show a definite and consistent understanding of acceleration. Eliminating those, it will (...) be found that the earlier notes fall into recognizable groups. First, there are some that refer to “moment of gravity”, or to the impetus of a body along a line of descent, and are associated with the discussion of inclined planes in De motu. Second, some refer to descent along arcs and chords of circles, associated with Galileo's letter of 29 November 1602 to Guido Ubaldo. These first two groups of notes do not explicitly refer to accelerated motion, and should not be assumed to do so implicity, where such an assumption can be avoided. (shrink)

We propose a novel type of low distortion radial embedding which focuses on one specific entity and its closest neighbors. Our embedding preserves near-exact distances to the focus entity and aims to minimize distortion between the other entities. We present an interactive exploration tool SolarView which places the focus entity at the center of a "solar system" and embeds its neighbors guided by concentric circles. SolarView provides an implementation of our novel embedding and several state-of-the-art dimensionality reduction and embedding (...) techniques, which we adapted to our setting in various ways. We experimentally evaluated our embedding and compared it to these state-of-the-art techniques. The results show that our embedding competes with these techniques and achieves low distortion in practice. Our method performs particularly well when the visualization, and hence the embedding, adheres to the solar system design principle of our application. Nonetheless - as with all dimensionality reduction techniques - the distortion may be high. We leverage interaction techniques to give clear visual cues that allow users to accurately judge distortion. We illustrate the use of SolarView by exploring the high-dimensional metric space of bibliographic entity similarities. (shrink)

Axons are the longest cellular structure reaching over a meter in the case of human motor axons. They have a relatively small diameter and contain several cytoskeletal elements that mediate both material and information exchange within neurons. Recently, a novel type of axonal plasticity, termed axonal radial contractility, has been unveiled. It is represented by dynamic and transient diameter changes of the axon shaft to accommodate the passages of large organelles. Mechanisms underpinning this plasticity are not fully understood. Here, (...) we first summarised recent evidence of the functional relevance for axon radial contractility, then discussed the underlying structural basis, reviewing nanoscopic evidence of the subtle changes. Two models are proposed to explain how actomyosin rings are organised. Possible roles of non‐muscle myosin II (NM‐II) in axon degeneration are discussed. Finally, we discuss the concept of periodic functional nanodomains, which could sense extracellular cues and coordinate the axonal responses. We study the response of a uniformly accelerated model particle detector in a spacetime with compact spatial sections. The basic thermal character of the response re-emerges, in spite of the fact that the spacetime does not possess event horizons. Our model also permits a study of detector response to twisted field states.

In recent years, there has been a rapidly growing body of work in the social sciences that underscores the prevalence of the phenomenon of ‘social acceleration'—the speeding up of social life— in many parts of the Western world. Although research on social acceleration has tended to analyze the phenomenon on a social-structural level, there is also a need to investigate how social acceleration has ‘ramifications for the socially dominant forms of self-relation’. One way to gain a more (...) in-depth understanding of this facet of social acceleration is to investigate the speeding up of social life through the prism of the self. The central argument of this article is that there are at least five images of the self which can be associated with the social acceleration phenomenon: the ‘detached’ self, the ‘reflexive’ self, the ‘reinventive’ self, the ‘stationary’ self and the ‘decelerating’ self. By explaining how these kinds of self relate to the speeding up process, we seek to advance a more nuanced and sophisticated theory of social acceleration, which captures some of the complexities and paradoxes that the phenomenon involves. The high pace business environment poses great competition among firms. The key to an organisation’s survival is its workforce. Time taken by the workforce to reach to full proficiency in their job role takes very long in certain job roles. Thus, shortening time-to-proficiency of employees is a critical business problem for today’s organisations. This qualitative research study explored the proven practices and strategies that have successfully reduced time-to-proficiency of the workforce in various settings. A total of 93 participants from seven (...) countries participated in the research study. Bounded project case was used as sampling unit and unit of analysis in this study. This study collected 67 successful project cases with the evidence of significant reduction in time-to-proficiency of the workforce in their settings. These project cases spanned across nine economic sectors, 20 business sectors and 28 industry groups. This study revealed that project leaders across the board used six practices to successfully reduced the time-to-proficiency. The first good message is to the effect that people possess reason as a source of intellectual insights, not available to the senses, as e.g. axioms of arithmetic. The awareness of this fact is called rationalism. Another good message is that reason can daringly quest for and gain new plausible insights. Those, if suitably checked and confirmed, can entail a revision of former results, also in mathematics, and - due to the greater efficiency of new ideas - accelerate science’s progress. (...) The awareness that no insight is secured against revision, is called fallibilism. This modern fallibilistic rationalism, i.e. the belief in the attainability of inviolable truths of reason which would forever constitute the foundations of knowledge. Fallibilistic rationalism is based on the idea that any problem-solving consists in processing information. Its results vary with respect to informativeness and its reverse - certainty. It is up to science to look for highly informative solutions, in spite of their uncertainty, and then to make them more certain through testing against suitable evidence. To account for such cognitive processes, one resorts to the conceptual apparatus of logic, informatics, and cognitive science. (shrink)

The COVID-19 pandemic has, of necessity, demanded the rapid incorporation of virtual technologies which, suddenly, have superseded the physical medical encounter. These imperatives have been implemented in advance of evaluation, with unclear risks to patient care and the nature of medical practice that might be justifiable in the context of a pandemic but cannot be extrapolated as a new standard of care. Models of care fit for purpose in a pandemic should not be generalized to reconfigure medical care as virtual (...) by default, and personal by exception at the conclusion of the emergency. (shrink)

Network reconfiguration is one of the most effective methods to reduce line power loss in the distribution system, which causes higher losses than the other parts of the power system. This paper proposes a modified symbiotic organisms search algorithm to solve the NR problem. For the purpose of enhancing the effectiveness of MSOS, the mutualism and parasitism strategies of the original symbiotic organisms search have been modified to create better new solutions. In the mutualism strategy, the so-far best solution is (...) updated immediately as soon as new solutions are created. In the parasitism strategy, the update is only implemented for the first half of control variables, whereas another half still remains unchanged. The comparison results between MSOS and SOS on twenty-five benchmark functions and different scales of test distribution systems with 14, 33, 69, and 119 nodes show that the improvement level of MSOS over SOS is significant with higher success rates and better quality of gained solutions. Similarly, MSOS also reaches better results than other methods in the literature. Consequently, MSOS can be a favorable method for determining the most appropriate configurations for the distribution systems. (shrink)

The field of regenerative medicine has considerable therapeutic promise that is proving difficult to realize. As a result, governments have supported the establishment of intermediary agencies to “accelerate” innovation. This article examines in detail one such agency, the United Kingdom’s Cell and Gene Therapy Catapult. We describe CGTC’s role as an accelerator agency and its value narrative, which combines both “health and wealth.” Drawing on the notion of sociotechnical imaginaries, we unpack the tensions within this narrative and its instantiation as (...) the CGTC cell therapy infrastructure is built and engages with other agencies, some of which have different priorities and roles to play within the RM field. The US Food and Drug Administration’s controversial decision to grant accelerated approval to aducanumab (Aduhelm), a therapy for Alzheimer’s disease, has motivated multiple policy reforms. Drawing a case series of other drugs granted accelerated approval and interviews of senior FDA officials, I argue that reform should be informed but not defined by aducanumab. Rather, structural reforms are needed to reshape FDA’s core priorities and restore the regulatory system’s commitment to scientific rigor.

Time is a necessary element in understanding AI art. Firstly, time reveals the historical process by which art-theoretical predicates move from the unmarked to the marked, which can thus be utilized as a defense for arguing the legitimacy of AI art as art. Furthermore, AI art should be seen as a “new” art that is temporally ahead of the descriptive forms of art theory. Secondly, time provides a unique interpretation of AI artworks’ characteristics and aesthetic experience. The absence of experience, (...) the de-depth of AI artworks, and the “short experience/short memory” aesthetic mode of the masses are closely linked to the scarcity of time in an age of acceleration. Finally, time reflects the loss of “aura” and the new end of art that AI art may bring about. Investigation of joint torque constraint compliance is of significance for robot manipulators especially working in complex environments. A lot of which is attributed to that, on the one hand, it is beneficial to the improvement of both safety and reliability of the mission execution. On the other hand, the energy consumption required by the robot to complete the desired mission can be reduced. Most existing schemes do not take the joint torque limit and other inherent physical structure limits in a (...) manipulator into account at the same time. In addition, many unavoidable uncertainties such as the external environmental disturbance and/or electromagnetism interferences in the circuit system may influence the accuracy and effectiveness of the task execution for a robot. In this study, we cast light on the acceleration level control of redundant robot manipulators considering both four physical constraint limits and interference rejection. A robust unified quadratic-programming-based hybrid control scheme is proposed, where the joint torque constraints are converted as two inequality constraints based on the robots’ dynamics equation. A recurrent-neural-network-based controller is designed for solving the control variable. Numerical experiments performing in PUMA 560 manipulator and planer manipulator illustrate that a rational torque distribution is obtained among the joints and the considered physical structural vectors are all restricted to the respective constraint range. In addition, even disturbed by the noise, the manipulator still successfully tracks the desired trajectory under the proposed control scheme. (shrink)

Ce travail s’inscrit dans un champ de recherche qui a pour objet les évolutions de la modernité et, ici, les effets de l’accélération du changement (définissant la postmodernité) sur l’économie psychique et les pratiques éducatives et de soin. On rencontre aujourd’hui fréquemment en clinique infanto-juvénile des parents en difficulté pour soutenir une position éducative consistante face à leur enfant. À la fragilité de la posture éducative semble répondre la multiplication des agirs, qu’ils soient du côté de l’enfant ou de celui (...) des adultes. L’auteur adopte comme angle d’étude la question de la temporalité psychique en tant qu’elle est affectée par l’accélération du changement. Il montre qu’elle contribue à éclairer la fragilité des positions subjectives et développe l’hypothèse que l’évolution contemporaine, en promouvant la responsabilité de l’individu en substitution de l’autorité institutionnelle, conduit paradoxalement à une déresponsabilisation du sujet. The existence of current–time universe’s acceleration is usually modeled by means of two main strategies. The first makes use of a dark energy barotropic fluid entering by hand the energy–momentum tensor of Einstein’s theory. The second lies on extending the Hilbert–Einstein action giving rise to the class of extended theories of gravity. In this work, we propose a third approach, derived as an intrinsic geometrical effect of space–time, which provides repulsive regions under certain circumstances. We demonstrate that the effects (...) of repulsive gravity naturally emerge in the field of a homogeneous and isotropic universe. To this end, we use an invariant definition of repulsive gravity based upon the behavior of the curvature eigenvalues. Moreover, we show that repulsive gravity counterbalances the standard gravitational attraction influencing both late and early times of the universe evolution. This phenomenon leads to the present speed up and to the fast expansion due to the inflationary epoch. In so doing, we are able to unify both dark energy and inflation in a single scheme, showing that the universe changes its dynamics when \, at the repulsion onset time where this condition is satisfied. Further, we argue that the spatial scalar curvature can be taken as vanishing because it does not affect at all the emergence of repulsive gravity. We check the goodness of our approach through two cosmological fits involving the most recent union 2.1 supernova compilation. (shrink)

The paper starts by identifying dynamic stabilization as a defining feature of modern societies. This term refers to the fact that such a society requires (material) growth, (technological) augmentation and high rates of (cultural) innovation in order to reproduce its structure and to preserve the socioeconomic and political status quo. The subsequent sections explore the mechanisms and consequences of this mode of social reproduction, proceeding in three steps. First, three key aspects or ‘motors’ of dynamization are identified, namely the mechanisms (...) of (socio-economic) appropriation, (socio-cultural) acceleration and (socio-political) activation. In the second step, we argue that this ‘Triple-A-Mode’ of dynamic stabilization necessarily entails a logic of incessant escalation which eventually threatens to undermine itself, leading to a multifaceted process of destabilization. Unmistakable signs of this can be seen in the current financial, democratic, ecological and psychosocial crises. The third and last part briefly and very preliminarily sketches out the possible contours of a ‘post-growth’ society which could move beyond the current mode of dynamic stabilization. (shrink)

The hypothesis was tested that transfer and facilitation of learning in early syntactic development does not rely on semantic analogy among the items. The study focused on the verb-indirect object (VI) construction. Longitudinal naturalistic speech corpora of 14 Hebrew-speaking children (1;04–2;08) were analyzed, 9 females and 5 males, White and predominantly middle class. There was facilitation of learning among the first 10 verbs in the VI pattern, as evidenced by the accelerating growth curves. However, there was much semantic variability among (...) the 10 indirect objects, and most had no semantically similar antecedents in the same construction. The results indicate that facilitation of learning of early syntax is most probably not mediated by semantic similarity. (shrink)

It is argued that future research capacity building for the social sciences needs to incorporate methods to accelerate the acquisition by researchers of holistic expertise relevant to their roles as researchers and as developers of others. An agenda is presented, based on a model of learning that highlights missing elements of current provision, and two approaches currently under development are described.

While much attention has been paid to the various strains of modernity’s development from its emphasis on instrumental rationality to its construction of the advent-guard, what I want to do here is examine the intersection of modernity, affectation, and acceleration. This essay contends nostalgia ameliorates identity disruption from social acceleration in late modernity. Existential threats evoke nostalgia, reconstituting familiar “homeworlds” and enabling experiential normalcy. Subjects recoup weak role-identification and unstable archetypes – byproducts of pluralisation, entrepreneurialism, and insecuritization – (...) through nostalgia. As compensatory, nostalgia proffers refuge; yet precipitating consumption, it incarnates cultural dialectics. This essay argues that the prevalence of nostalgia in late modern societies is the result of social acceleration, but the nostalgia born of this acceleration is also a spiritual palliative for its destabilising effects. Critical theory has recently charted the rise of an unprecedented wave of social acceleration transforming Western capitalism. Within that body of work, a tendency has emerged to frame this new temporality as a stable structure lacking in the possibility for visions of alternatives, let alone for substantive revolt or challenge. This essay argues that recent struggles like Occupy and 15-M experimented with an alternative, utopian temporality that challenged and disrupted acceleration, revealing the latter to be prone to generating (...) and expanding the conditions of temporal struggle. Acceleration is therefore unstable, and cannot be adequately understood apart from its increasing cultivation of visions of and experiments in other temporalities. (shrink)
