Is economics always self-corrective? Do erroneous theorems permanently disappear from the market of economic ideas? _Intellectual Path Dependence in Economics _argues that errors in economics are not always corrected. Although economists are often critical and open-minded, unfit explanations are nonetheless able to reproduce themselves. The problem is that theorems sometimes survive the intellectual challenges in the market of economic ideas even when they are falsified or invalidated by criticism and an abundance of counter-evidence. A key question which (...) often gets little or no attention is: why do economists not reject theories when they have been refuted by evidence and falsified by philosophical reasoning? This book explores the answer to this question by examining the phenomenon of intellectual path dependence in the history of economic thought. It argues that the key reason why economists do not reject refuted theories is the epistemic costs of starting to use new theories. Epistemic costs are primarily the costs of scarcity of the most valued element in academic production: time. Epistemic scarcity overwhelmingly dominates the evolution of scientific research in such a way that when researchers start off a new research project, they allocate time between replicable and un-replicable research. How do ideas evolve? Can one speak of scientific progress when there is more than one pathway of intellectual evolution in which different ideas emerge and flow in different directions? Is the history of economic analysis a compilation of a number of intellectual pathways? This essay argues that it is possible to understand the course of history as a number of overlapping, divergent, and endlessly changing pathways. Such pathways operate in different fashions. They sometimes lead to more coherent (...) and high levels of understanding. And sometimes they delay or obstruct advancement in intellectual history. Is there not any place in the history of ideas for the imperfect character of human doings (i.e. capability of error) that is repeated for so long until we lately start to think that it had long been wrong? The answer is: In the conventional histories of ideas there is almost none. The importance of the phenomenon,however, is immense. Intellectual history is full of errors. Scholarly errors are among the factors that generate intellectual pathways in which consequences of (...) historical small events feed back up on each other positively and give rise to historical pathologies in the end. Pathways hold the intellectuals dependent on the consequences of errors which interact upon each other and prevent resulting pathologies to disappear fully. As a result, ideas do not converge to a level of perfection. Evolutionary account of errors suggests that errors in the history of ideas matter even though they are often corrected. (shrink)

Questions such as ‘What if such small companies as Hewletts and the Varians had not been established in Santa Clara County in California?’ or ‘What if Q-type keyboards had not been invented?’ are well known among economists. The questions point at a phenomenon called path dependence: ‘small events’, the argument goes, may cause the evolution of institutions to lock in to specific paths that may produce undesirable consequences. How about applying such skeptical views in economics to human ideas (...) and thought in general? That is to say, what if we ask such questions as: what if Greek philosophy had not been interested in ‘essences’ and ‘foundations’? What if Kant had not invented the ‘thing-in-itself?’ Nature and society, according to such Platonic philosophers, can be known only if it can be shown that events are governed, regulated and characterised by ‘forms’, which are immutable, complete, and perfect in their nature. But is there an ‘essence’ that makes a man 100 per cent male? Was there really a ‘foundation’ in history that caused a proletarian revolution in Russia? What if we had pushed aside the rhetoric of utopian ideality? What if we had a worldview different than the one depicted by Thomas More in his Utopia? Errors in the history of economic analysis often remain uncorrected for long periods due to positive epistemic costs (PEC) involved in allocating time to going back over what older generations wrote. In order to demonstrate this in a case study, the economists’ practice of the “Coase Theorem” is reconsidered from a PEC point of view.

The human brain has some capabilities that the brains of other animals lack. It is to these distinctive capabilities that our species owes its dominant position. Other animals have stronger muscles or sharper claws, but we have cleverer brains. If machine brains one day come to surpass human brains in general intelligence, then this new superintelligence could become very powerful. Zygmunt Bauman’s sociology has known very divers receptions, depending on the intellectual contexts and periods of writing. Through a study of the prolific work of the author, this article aims at describing the different steps of this path, in order to grasp the process leading to such disparities. This analysis will try to explain the feeble reception of the thinker within the French intellectual sphere, as well as the several polemics engendered by his work in the English-speaking (...) academic world. In this classic volume, written at the height of the Cold War, with a new preface of 2006, Peter Viereck, one of the foremost intellectual spokesmen of modern conservatism, examines the differing responses of American and European intellectuals to the twin threats of Nazism and Soviet communism. In so doing, he seeks to formulate a humanistic conservatism with which to counter the danger of totalitarian thought in the areas of politics, ethics, and art. The glory of the intellectuals was (...) the firm moral stance they took against Nazism at a time when appeasement was the preferred path of many politicians; their shame lay in their failure to recognize the brutality of Stalinism to the extent of becoming apologists for or accomplices of its tyranny. In Viereck's view, this failure is rooted in an abandonment of humane values that he sees as a legacy of nineteenth-century romanticism and certain strands of modernist thought and aesthetics. Among his targets are literary obscurantism as personified by Ezra Pound, the academicization of literary culture, the rigidity of adversarial avant-gardism, and the failure of many writers and cultural institutions to conserve the very heritage their political freedom and security depend on. Viereck represents their attitude in a series of satirical dialogues with Gaylord Babbitt, son of Sinclair Lewis' embodiment of conservative philistinism. Babbitt Junior is as unreflective as his father, but the objects of his credulity are the received ideas of liberal progressivism and avant-garde mandarinism. Ultimately, Viereck's critique stands as a timely rebuke to the extremism of both left and right. (shrink)

Despite its proliferation in technology studies, the concept of “path dependence” has scarcely been applied to epistemology. In this essay, I investigate path dependence in the production of scientific knowledge, first, by considering Kuhn's scattered remarks that lend support to a path-dependence thesis (Section I) and second by developing and criticising Kuhn's embryonic account (Sections II and III). I examine a case from high-energy physics that brings the path-dependent nature of scientific knowledge to (...) the fore and I pay attention to two sources of path dependence—“theoretical” and “instrumental”. The latter source is particularly important in “big science”. I ask in Section IV whether path dependence in scientific knowledge can lead to circumstances like those in the technological field, in which a theory can come to dominate a scientific speciality even though it is inferior to alternatives. Based on key texts of Derrida as well as his interviews and recently published seminars the article presents a “micrological” analysis of deconstructivist thought in the context of its appeal to phenomenology of Husserl and fundamental ontology of Heidegger. Derrida begins his intellectual path with a reflection on the most important topics of Husserlian phenomenology and discovers in the descriptions of temporalization a paradoxical movement of the immanent self-deconstruction of phenomenology. It from within undermines its own basic principle (...) of the primordial givenness of the living present to itself in its whole presence. From the point of view of Derrida’s deconstruction, the living present of self-presence of the transcendental ego, like itself, is no longer the original source of sense, meaning, knowledge and experience but rather the effect of difference. Derrida discovers the radical constitutive dependence of the present on the trace of the inevitably lost past, thus, his thought resolutely destroys the primordial nature of the present and roots it in the true “origin” as a game of delays and differences. Similarly, Derrida criticizes the project of fundamental ontology. While Heidegger conceives of the ontological difference between being and Being as the last hidden basis of any question in the discourse of metaphysics, Derrida insists that this differentiation is derived from différance as an even more primordial movement of difference. And although Derrida claims to have a more essential comprehension of the core of metaphysics compared to Husserl and Heidegger and even confidently classifies their philosophical work ones to the field of metaphysics, he continues to use the resources of phenomenological and transcendental discourse again and again, leaving them without any criticism. The most telling example here is the use of the phrase “always already” (toujours déjà, immer schon), incredibly common in the works of Heidegger and Husserl (as well as most other most famous modern phenomenologists) and accompanying most of Derrida’s texts. In this article we seek to draw attention to the mystery power of this phrase, which hides the secret of the origins of phenomenological, fundamental-ontological, transcendental, and deconstructivist discourses as such, and also to demonstrate the possibilities of self-deconstruction of deconstruction, which with new urgency returns us to the problem of defining the limits of metaphysics and the “margins of philosophy”. Racial discrimination is a multidimensional concept. Yet, subjective measures of racial discrimination focus on particular dimensions (interpersonal over institutional, attributable over ambiguously attributable). I argue that there is path dependence in the development and validation of subjective measures, such that existing scales prevent the development of scales that are better for some purpose. Path dependence can occur when researchers: (1) adopt a coherentist view of measurement, namely, in iteratively refining constructs and measures and (2) employ current (...) psychometric validation practices. The main takeaway is that norms are needed to evaluate the initial refinement of the construct rather than taking it for granted. (shrink)

I model sequential decisions over multiple interconnected propositions and investigate path-dependence in such decisions. The propositions and their interconnections are represented in propositional logic. A sequential decision process is path-dependent if its outcome depends on the order in which the propositions are considered. Assuming that earlier decisions constrain later ones, I prove three main results: First, certain rationality violations by the decision-making agent—individual or group—are necessary and sufficient for path-dependence. Second, under some conditions, path- (...) class='Hi'>dependence is unavoidable in decisions made by groups. Third, path-dependence makes decisions vulnerable to strategic agenda setting and strategic voting. I also discuss escape routes from path-dependence. My results are relevant to discussions on collective consistency and reason-based decision-making, focusing not only on outcomes, but also on underlying reasons, beliefs, and constraints. (shrink)

During the last quarter of the twentieth century, the humanities and social sciences have turned toward history, something that culminated in the 1990s, and this phenomenon was evident in law as well. However, until recently, law and economics, the most influential post-World War II jurisprudential movement, was a-historical in its methodology and research agenda. The first objective of this article is to call attention to this neglected characteristic of law and economics and to explain its causes by analyzing its (...) class='Hi'>intellectual origins, its methodological causes, and the nature of its interaction with other sub-fields of law and of economics. The second objective of the article is to identify a change-in-the-making and its characteristics. Law and economics scholars have turned to history more often and for new purposes in recent years. The article identifies the set of factors that brought about this turn to history. These factors include: a growing willingness to conduct empirical research; the integration of public choice analysis into mainstream law and economics; preliminary comparative law and economics studies; a growing interaction between law and economics and new institutional economics; and the importation of the concept of path dependency and of greater awareness of past burdens from other quarters of economic theory. Finally, the article examines the concrete ways in which these developments are being realized, by pointing out the various uses of history evident in specific law and economics studies conducted in recent years. It suggests a classification of this growing literature into six distinct uses of history, four of them emerging only in recent years. The general aim of this article is to enhance awareness among law and economics scholars of the actual and potential uses of history. The article further seeks to connect law-and-economics historical studies to other relevant historical works so that the law and economics inquiry will not be conducted in a disciplinary vacuum. It thus calls to the attention of legal historians and economic historians the new literature published in the field of law and economics. Over the past century, the rise and fall of economic policy orders has been shaped by a paradox, as intellectual and institutional stability have repeatedly caused market instability and crisis. To highlight such dynamics, this volume offers a theory of economic ideas in political time. The author counters paradigmatic and institutionalist views of ideas as enabling self-reinforcing path dependencies, offering an alternative social psychological argument that ideas which initially reduce uncertainty can subsequently fuel misplaced certainty and crises. Historically, (...) the book then traces the development and decline of the progressive, Keynesian, and neoliberal orders, arguing that each order's principled foundations were gradually displaced by macroeconomic models that obscured new causes of the Great Depression, Great Stagflation, and Global Financial Crisis. This paper compares the four national electronic Identity Management Systems (eIDMS), which have been described in the previous chapters. The section Similarities and differences between four national eIDMS will highlight the differences between these systems conceived as socio-technical systems with regard to the eID itself, the eID cards as tokens, the authentication processes as well as the procedures for distribution and personalisation, the support provided for installing the technology and any provider-related regulation. The section A three-fold path dependency , (...) according to the conceptual framework presented in the introductory chapter to this special issue, compares the new electronic systems with the previous ones in each country, in order to assess the continuation or changes with regard to the organisational, technological and regulatory path of development. The following sections explain the differences between the paths chosen and the path-related changes by analysing the actor constellation of the institutional actors, in particular the policy field and the power structure, as well as the context in which the policy makers made their choices, looking at privacy and Staatsverständnis in particular. Finally the diffusion and usage of the eID function will be compared and analysed, discussing to what extent the new institution has made a contribution to solving the policy problem it was developed for, e.g. providing a stronger authentication in order to meet security concerns regarding e-government and e-commerce transactions and avoiding new privacy infringements. Using grounded theory, the explanations provided have the status of generalisations derived from the four cases. They have to be considered as hypotheses, which will be checked for other countries in the following papers of this special issue. The comparison of the four cases in this article shows a high degree of path dependency. Most of the differences between the new systems are just a continuation of differences between the previous systems although they are to solve the same problem and can draw on the same technologies. But most astonishing is the finding that these differences between the systems do not influence diffusion and use of the eID function in the respective countries. (shrink)

This article argues that current civilizational analysis as exemplified by the work of Shmuel N. Eisenstadt still shares the strengths and weaknesses of the original approach as developed by Marcel Mauss (and Émile Durkheim) a century ago. Eisenstadt’s approach basically relies on a particular understanding of path dependency which immediately raises the question how civilizational patterns are reproduced after the crucial turning point of the Axial Age. This problem of civilizational persistence, however, remains largely unresolved and will not even (...) be resolved in the future as long as civilizational analysis relies on mostly culturalist premises. Only a combination of arguments from the field of political sociology and the sociology of religion — as suggested by Johann P. Arnason — promises to explain how civilizations are able to reproduce their patterns over and over again. (shrink)

The COVID-19 pandemic prompted a nudge for public–private cooperation in healthcare to rapidly cope with limited resource. However, Vietnam’s historical reliance on a public healthcare system, combined with a traditional emphasis on socialization in the Polanyian sense, hindered the swift integration of the private sector. This research investigates path dependency in Vietnam’s public health sector, using theories including path dependency, Karl Polanyi’s double movement with legal analysis method to analyze the interplay of historical decisions, and socialist policies in (...) healthcare. Recognizing these institutional and market governance flaws, a deeper understanding of the role of law becomes vital in crafting strategies for a more resilient and sustainable healthcare system in Vietnam. In this article, Ho Chi Minh City is chosen as a case study due to its notable mix of public–private healthcare facilities and its status as a leading area in infection cases during the third COVID-19 wave. The article suggests that there should be a change in the way public and private sectors work together, one that is more in line with market-driven solutions which requires solid legal framework for cooperation beyond merely mobilizing resources. La littérature sur le sentier de corrélation met en doute l’efficience du mécanisme de marché en ce qui concerne le choix des technologies et des normes caractérisé par les rendements croissants.Récemment cette idée a attiré l’attention de quelques chercheurs spécialisés dans le processus de changement institutionnel. Dans cet article je soutiens qu’il y a de sérieux défauts dans la manière dont le sentier de corrélation des changements technologiques est habituellement présenté. Le point principal est quoi qu’il en soit le changement (...) institutionnel. Ici, je montre que le concept de sentier de corrélation nécessite quelques modifications avant qu’il ne puisse être appliqué fructueusement.The literature of path-dependence casts doubt on the efficiency of the market mechanism concerning the choice of technologies and standards characterized by increasing returns. Recently this idea has aroused interest among scholars inquiring into the process of institutional change. In this article I argue that there are serious shortcomings in the way pathdependence of technological change is usually presented. The main focus is, however on institutional change. Here I show that the concept ot pathdependence needs some modification before it can fruitfully be applied. (shrink)

Studies on societal path dependencies tend to focus on mechanisms that anchor and stabilize national trajectories while paying less attention to transnational interactions and multilevel governance. This paper explores processes of path transformation in societies that are presumed to have the characteristics of open systems. Two pairs of case studies are presented and compared. The first illustrates institutional change through collision, when a national path meets with another. The second describes the emergence of transnational institutional paths and (...) the impact of that process on national institutions and their (potential) transformation. The results indicate that path transformation often stems from a gradual succession and combination of incremental steps and junctures – change is gradual but consequential. They also point to increasing co-evolutionary interaction between national path transformation and transnational path creation. This implies a need for analytical tools that are adapted to the analysis of multi-level, nested processes of institutionalization and de-institutionalization. The paper suggests that the concept of path generation allows for a better specification of the conditions for change in existing societal paths and for the emergence of new paths in the case of open systems than the concept of path dependency. Path-dependence offers a promising way of understanding the role historicity plays in explanation, namely, how the past states of a process can matter in the explanation of a given outcome. The two main existing accounts of path-dependence have sought to present it either in terms of dynamic landscapes or branching trees. However, the notions of landscape and tree both have serious limitations and have been criticized. The framework of causal networks is both more fundamental and more (...) general that that of landscapes and trees. Within this framework, I propose that historicity in networks should be understood as symmetry breaking. History matters when an asymmetric bias towards an outcome emerges in a causal network. This permits a quantitative measure for how path-dependence can occur in degrees, and offers suggestive insights into how historicity is intertwined both with causal structure and complexity. A framing effect occurs when an agent's choices are not invariant under changes in the way a decision problem is presented, e.g. changes in the way options are described (violation of description invariance) or preferences are elicited (violation of procedure invariance). Here we identify those rationality violations that underlie framing effects. We attribute to the agent a sequential decision process in which a “target” proposition and several “background” propositions are considered. We suggest that the agent exhibits a framing effect if (...) and only if two conditions are met. First, different presentations of the decision problem lead the agent to consider the propositions in a different order (the empirical condition). Second, different such “decision paths” lead to different decisions on the target proposition (the logical condition). The second condition holds when the agent's initial dispositions on the propositions are “implicitly inconsistent,” which may be caused by violations of “deductive closure.” Our account is consistent with some observations made by psychologists and provides a unified framework for explaining violations of description and procedure invariance. Public reason theories are characterized by three conditions: constructivism, representation, and stability. Constructivism holds that justification does not rely on any antecedent moral or political values outside of the procedure of agreement. Representation holds that the reasons for the choice in the model must be rationally explicable to real agents outside the model. Stability holds that the principles chosen in the procedure should be stable upon reflection, especially in the face of diversity in a pluralistic society. Choice procedures that involve (...) at least two-stages with different information, as Rawls’s theory does, will be path-dependent and not meet the condition of representation since it will not be globally coherent. Attempts to solve this problem without eliminating the segmentation of choice in the procedure will run afoul of constructivism or stability. This problem is instructive because it highlights how public reason theories must evolve in the face of increased concerns about diversity. (shrink)

This paper clarifies the historical nature of species by showing that species are path-dependent entities. A species’ identity is not determined by its intrinsic properties or its origin, but by its unique evolutionary path. Seeing that species are path-dependent entities has three implications: it shows that origin essentialism is mistaken, it rebuts two challenges to the species-are-historical-entities thesis, and it demonstrates that the identity of a species during speciation depends on future events.

This essay examines the claim “path dependence entails irreversibility” from the point of view of evolutionary biology. I argue that evolutionary irreversibility possesses many faces, sometimes conflicting with path dependence. I propose an account of path dependence that does not rely on irreversibility and explains why it more naturally coexists with the notion of (contingent) irreversibility developed by the Belgian paleontologist Louis Dollo. This paper examines the possibilities for peripheral localities to achieve upward mobility in the world-system by “hooking on” to larger processes of world-system accumulation. In particular, is it possible for economies that are dependent on foreign investment to receive a flow of investments that is high enough to overcome the negative impacts of a high stock of foreign investment, thus enabling them to cross a threshold and achieve upward mobility in the world-system? An analysis of the recent experience of the (...) southern Irish “Celtic Tiger” economy during 1990-2000 indicates that such an upward movement is possible on the basis of massive foreign investment inflows. On closer examination, however, the Irish-type model appears to be highly deficient, because a high proportion of growth is illusionary and also on grounds of social desirability and lack of generalizability. In view of the twentieth anniversary of the Socium i Vlast’journal, on the day of the Russian science, a round table was held in the Chelyabinsk branch of the Russian Presidential Academy of National Economy and Public Administration in order to discuss topical issues of crisis dynamics and risks in the context of new global challenges. Below the main materials of the report based on the results of interdisciplinary research series as exemplified by the Chelyabinsk region are presented. The report (...) discusses the following issues: the economic dynamics of crisis processes, the analysis of trends variability, the assessment of the total income of organizations and individuals, the classification of development scenarios, the visualization of trajectories when analyzing the “picture of changes”. The philosophical goal is to characterize ‘path dependence’ (PAD) in science by comparison to PAD in technology where the concept was initially introduced. I rely on quantum mechanics to substantiate the analyses, exploiting the contrast between standard versus Bohmian quantum physics (NQP/BQP). To achieve the goal, counterfactual history is mobilized as a means to generate instructive virtual alternatives to the actual scientific path: I design a ‘permuted-situations counterfactual scenario’ in which it is BQP, instead of NQP, that (...) first acquires a monopoly on physics and is exclusively practiced in science education, before NQP is introduced. Then, I endeavor to ‘reenact’ – as forensic investigators carry out the re-enactment of a crime scene – how virtual mainstream Bohmians would assess NQP. Contrasting the two ‘views from inside’ – ‘what it is like to be’ a standard quantum physicist in our world (a physicist trained in NQP) and what it would be like to be a physicist exclusively trained in BQP – I attempt to come as close as possible to an ‘experience’ of the gestalt switch involved when shuttling back and forth between one scientific worldview to the other. According to neo-classical economic theory, free markets should eventually settle at the most efficient equilibrium. Critics of the view have claimed, however, that even if the idealised conditions demanded by the theory were met (such that the markets in question were completely fee) one would still not find those markets settling at the optimally efficient equilibrium because of the path dependent' nature of economic decision-making. Essentially, the claim is that economic decision-making is always informed by the historical setting in (...) such a way as to prevent those decisions from generally tending towards an optimally efficientequilibrium.It is argued that this debate has been hampered by the fact that the usual three-tiered way of understanding path dependence offered by Stan Liebowitz and Stephen Margolis fails to capture what proponents of the view have in mind. By examining the way in which the notion of path dependence is often described interms borrowed from the philosophy of science, this paper contends that we can gain a more accurate understanding of this notion by recasting it in the light of the Wittgensteinian conception of a 'hinge' proposition. This new account has the advantage of being clearer about the kind of empirical data that is relevant to the issue of whether path dependence is a genuine and economically significant phenomenon. Furthermore, it is argued that this modified account of path dependence may be able to resist some of the key objections that have been levelled against this notion. (shrink)

We have previously argued that historical cases must be rendered canonical before they can plausibly serve as evidence for philosophical claims, where canonicity is established through a process of negotiation among historians and philosophers of science (Bolinska and Martin, 2020). Here, we extend this proposal by exploring how that negotiation might take place in practice. The working stock of historical examples that philosophers tend to employ has long been established informally, and, as a result, somewhat haphazardly. The composition of the (...) historical canon of philosophy of science is therefore path dependent, and cases often become stock examples for reasons tangential to their appropriateness for the purposes at hand. We show how the lack of rigor around the canonization of case studies has muddied the waters in selected philosophical debates. The study by Ceci et al. shows that academic behavior associated with the core principles of intellectual freedom is more shaped by institutional incentives than by organizational culture. From an organizational theoretical point of view, this is quite an unexpected finding, not least because we do believe universities to be fairly strong and explicit cultures that should be successful in socialization. Thomas Kuhn’s The Structure of Scientific Revolutions offers an insightful and engaging theory of science that speaks to scholars across many disciplines. Though initially widely misunderstood, it had a profound impact on the way intellectuals and educated laypeople thought about science. K. Brad Wray traces the influences on Kuhn as he wrote Structure, including his ‘Aristotle epiphany’, his interactions, and his studies of the history of chemistry. Wray then considers the impact of Structure on the social sciences, on the history (...) of science, and on the philosophy of science, where the problem of theory change has set the terms of contemporary realism/anti-realism debates. He examines Kuhn’s frustrations with the Strong Programme sociologists’ appropriations of his views, and debunks several popular claims about what influenced Kuhn as he wrote Structure. His book is a rich and comprehensive assessment of one of the most influential works in the modern sciences. (shrink)

The paper questions some of the premises in studying academic spin-offs in developed countries, claiming that when taken as characteristics of ‘academic spin-offs per se,’ they are of little help in understanding the phenomenon in the Eastern European countries during the transitional and post-transitional periods after 1989. It argues for the necessity of adopting a path-dependent approach, which takes into consideration the institutional and organisational specificities of local economies and research systems and their evolution, which strongly influence the patterns (...) of spin-off activity. The paper provides new findings and original arguments in support of Balazs’ seminal theses (Balazs 1995, 1996) about the emergence of academic spin-offs during the early transition. It reveals key economic and policy mechanisms bearing on academic entrepreneurship in Eastern Europe, such as the tensions between economic and political nomenclatures of former Communist Parties, where the dismantling or preservation of the power of political nomenclature resulted in different patterns of development—rapid reforms in the ‘first wave’ of EU accession countries or the establishment of rent-seeking and assets-stripping economies in countries like Bulgaria and Romania, making the transition period especially difficult. In the latter, a specific economic environment emerged, unknown in Western Europe and in the ‘champions’ of transition—such as suppression of the authentic entrepreneurship in a number of economic sectors, disintegration of corporate structures, etc. Thus, the paper reveals the common ground behind the two conflicting tendencies in post-socialist academic spin-offs, partially outlined in other research (Simeonova 1995; Pavlova 2000): as an authentic form of academic entrepreneurship grasping the opportunities opened up by the economic crisis and compensating failures in science and technology policy on the one hand, and as specific rent-seeking strategy draining valuable public assets on the other (the latter, in turn, boosting the negative attitudes in local scientific communities). The paper provides new findings about the evolution of the academic spin-offs in Bulgaria along the two polar trends and their positive and negative repercussions on parent research institutions. The article explains the essential features of a theory of global justice that combines justice for individuals with justice for political communities. It holds that arguing within the justificatory framework of cosmopolitanism is compatible with a conditional justification of states that are basically just. The justification rests on an argument I will name ‘the moral path dependency argument’. The article follows its normative consequences into the fields of a justly ordered community of legitimate states and of cosmopolitan principles of (...) distributive justice. Thus, it reconciles the latter with claims to political autonomy of particular communities and with the fact of reasonable disagreement between them. (shrink)

Studies of how scientists select research problems suggest the process involves weighing a number of factors, including funding availability, likelihood of success versus failure, and perceived publishability of likely results, among others. In some fields, a strong personal interest in conducting science to bring about particular social and environmental outcomes plays an important role. Conservation biologists are frequently motivated by a desire that their research will contribute to improved conservation outcomes, which introduces a pair of challenging questions for managers of (...) science and scholars of policies governing science: 1) How do scientists integrate that goal into their processes of research priority evaluation, and 2) How can managers and funders of science utilize that knowledge in designing and administering funding programs? I use Q method to uncover four distinct schools of thought amongst researchers and knowledge-users about the merits of possible research priorities for coral reefs; one of the axes along which these schools of thought differ is in their interpretation of how science can and should interact with policy. The results reveal that perceived severity of reef stressors plays a role for some participants. Disciplinary training does not appear to be a major influence on research priority evaluation, but individual participants indicated professional expediency does prevent some researchers from pursuing or advocating that others pursue topics outside of that disciplinary specialty. Influences on and processes in research prioritization uncovered in this study have the potential to lead to counter-productive disciplinary path dependencies. From these results and building on outside literature, I conclude that better coordination and communication about research priorities across disciplines and with broader stakeholders – including knowledge users – could improve the research enterprise’s ability to contribute to meaningful societal and conservation goals. These findings are relevant to researchers and research administrators across disciplines that seek to conduct or fund science that is useful in addressing specific goals. (shrink)

This paper develops a measurement tool for corporate political activity (CPA) by applying a resource-based view with a focus on political resources. In addition, path-dependence theory is used to examine inertial consequences of the trade-off between corporate stakeholder relationships, namely, between politics and customers. The following research questions are addressed: How can CPA be measured? And can CPA lead to strategic inertia over time? The empirical analysis is based on survey data primarily collected at 218 major German companies. (...) The results give new insights into today’s CPAs within the German market. The aim of this study is to discern intersections between the intellectual path of the young Habermas and the issues addressed by the Positivismusstreit, the dispute between Popper and Adorno about methodology in the social sciences. I will present two perspectives, focusing on different temporal moments and interpretative problems. First, I will investigate the young Habermas’ relationship to the intellectual tradition of the Frankfurt School: his views on philosophy and the social sciences, normative bases of critical theory (...) and political attitudes. Second, I will reconstruct Habermas’ contemplation of the Positivismusstreit, in light of his social scientific research programme in the 1960s. The thesis supported is that Habermas developed a position diverging from those of Adorno and Horkheimer, and that his position reasserted the agenda of the ‘first critical theory’. This article highlight the discontinuity between the first and the second generation of the Frankfurt School, the constructive openness to other philosophical and sociological traditions, as well as the aporias of a theory of knowledge not yet oriented towards the programme of reconstructive sciences.
