This article provides an explanation for how increased public participation can paradoxically translate into limited democratic decision-making in urban settings. Recent sociological research shows how governments can control participatory forums to restrict the distribution of resources to poor neighborhoods or to advance private land development interests. Yet such explanations cannot account for the decoupling of participation from democratic decision-making in the case of planning for climate change, which expands the substantive topics and public funding decisions that involve urban residents. Through (...) an in-depth case study of one of the largest coastal protection projects in the world and drawing on global scholarship on participation, this article narrates the social production of resistance to climate change infrastructure by showing how the state sidestepped public input and exercised authority through appeals to the rationality of technical expertise. After a lengthy participation process wherein participants reported satisfaction with how their input was included in designs, city officials switched decision-making styles and used expertise from engineers to render the publicly-supported plan unfeasible, while continuing to involve residents in the process. As a result, conflict arose between activists and public housing representatives, bitterly dividing the neighborhood over who could legitimately claim to represent the interests of the “frontline community.” By documenting the experience of participants in the process before and after the switch in decision-making styles, this article advances a sociological description of public influence in policy: The ability for participants in a planning process to recognize their own input reflected in finished plans. The article presents the reasons for which the issue of providing housing to low-income citizens has been a real challenge in Addis Ababa during the recent years and will continue to be, given that its population is growing extremely fast. It examines the tensions between the universal aspirations and the local realities in the case of some of Ethiopia’s most ambitious mass pro-poor housing schemes, such as the “Addis Ababa Grand Housing Program” (AAGHP), which was launched in (...) 2004 and was integrated in the “Integrated Housing Development Program” (IHDP) in 2006. The article argues that the quotidian practices of communities and their socio-economic and cultural characteristics are related to the spatial attributes of co-housing practices. Drawing upon the idea that there is a mutual correspondence between social and spatial structures, it places particular emphasis on the analysis of the IHDP and aims to show that to shape strategies that take into account the social and cultural aspects of daily life of the poor citizens of Addis Ababa, it is pivotal to invite them to take part in the decision-making processes regarding their resettlement. Departing from the fact that a large percentage of the housing supply in Addis Ababa consists of informal unplanned housing, the article also compares the commoning practices in kebele houses and condominium units. The former refers to the legal informal housing units owned by the government and rented to their dwellers, whereas the latter concerns the housing blocks built in the framework of the IHDP for the resettlement of the kebele dwellers. The article analyzes these processes of resettlement, shedding light of the fact that kebele houses were located at the inner city, whereas the condominiums are located in the suburbs. Despite the fact that the living conditions in the condominium units are of a much higher quality than those in the kebele houses, their design underestimated or even neglected the role of the commoning practices. The article highlights the advantages of commoning practices in architecture and urban planning, and how the implementation of participation-oriented solutions can respond to the difficulties of providing housing. It argues that understanding the significance of the endeavors that take into account the opinions of dwellers during the phase of decision-making goes hand in hand with considering commoning practices as a source of architecture and urban planning frameworks for low-cost housing in this specific context. The key argument of the article is that urban planning and architecture solutions in Addis Ababa should be based on the principles of the so-called “negotiated planning” approach, which implies a close analysis of the interconnections between planning, infrastructure, and land. Retrofit is a rising area of concern for Science and Technology Studies scholars of infrastructure. This paper sits at the junction between applied and theoretical approaches by using STS to support interventions in urban infrastructure systems and expand STS critique of retrofit. It discusses findings from a multidisciplinary project piloting retrofit possibilities to positively impact the way water, energy, and food resources were consumed in a London housing estate. Through qualitative research, we found that residents were making (...) social and material interventions in infrastructure systems to manage the way resources were consumed at home, driven by a commonly held motivation to avoid wastefulness. We then mapped the social and material factors that helped or hindered these individual ambitions and used them to inform our codesign process. We found it helpful to think of the residents as an infrastructural community; a group of residents that share a material connection that can help mobilize collective action on shared consumption. We suggest this concept is useful for interventions and critiques of infrastructure retrofit, particularly in cities in the Global North where retrofit programs aim to rescale national systems to neighborhood levels. The concept highlights the possibilities for participation that emerge from bottom-up retrofit. (shrink)

In the article the essence of the public- private partnership is defined; on the basis of the experience of European countries priority areas for the implementation of PPP projects are identified. They are transport and utilities infrastructure. Generalized approach to evaluating the effectiveness of investment projects help to highlight two areas: economic and social efficiency. The indexes of social efficiency of PPP projects and efficiency indicators for projects of public and private partners and services consumer are defined. The main (...) stages of the analysis of public- private partnerships are defined. Key factors in choosing the best investment proposal are the minimization of utility rates, terms and government involvement in the financing of projects. Economic evaluation of PPP projects is based on an analysis of four major factors: profitability index, net present value, internal rate of return, discounted payback period. Assessing the economic efficiency of PPP projects take into account the index of riskiness of the project is proposed. This index is calculated by determining the list of major risks for the private partner, dividing them into groups by priority, assessing the probability of occurrence of each event using the method of expert estimates, the calculation point scoring system for the project. The resulting score is a general indicator of the riskiness of the project. This index allows to estimate the minimum possible economic benefit to which an investor can expect a high probability of a specified list of risks. (shrink)

The object of this article is to demonstrate how stakeholder theory can be enlarged and enhanced by two communications theories, media systems dependency and community infrastructure theory. The stakeholder perspective is often represented by a diagram in which a firm is centrally positioned, surrounded by stakeholders. However, relationships between stakeholders are given relatively little attention, the various groups theoretically encompassed by the term “community” remain relatively undefined, and other marginalized stakeholders often go unrecognized. MSD and CIT can enable us (...) to conceptualize the stakeholder model more clearly, to develop research projects that more adequately capture the dynamic quality of stakeholder relationships, to tailor management strategies to particular stakeholder characteristics, and to understand corporate social responsibility messages. This article considers the role played by communications infrastructure within the international legal imagination. It engages with contemporary debates regarding the power of corporate digital platforms and their model of information capitalism. An international legal historical perspective is adopted in order to contextualise international law’s present infrastructural turn and connect current debates over big tech with their precursors. The history of international legal engagement with the development of communications infrastructure reveals a recurring pattern of looking to technological (...) class='Hi'>infrastructure for solutions to global problems. This can act to empower private actors and contribute to an ongoing absence of meaningful international legal regulation of communications. The contemporary interest in infrastructure, and its implications in terms of fostering the private power of big tech over global communications, is in many ways a return. But it could also take account of alternative visions for international law which were present at key moments during the League of Nations era and the Cold War. Connecting current debates with those earlier moments in international legal history can help to highlight and counter continuing patterns of technological solutionism within the international legal imagination. This Special Collection focuses on both theoretical and practical dimensions of the smart healthy age-friendly environments (SHAFE). The SHAFE concept is more and more widely discussed and used in the fields and interventions related to population ageing and intergenerational relationships around the world. The SHAFE idea is one of the most recent iterations of the age-friendly cities and communities (AFCC) concept that was introduced by the World Health Organization in 2007. The discourse on the development of standards for adapting cities (...) and communities to the needs of older adults and ageing societies initially focused on eight domains: housing, transportation, outdoor spaces and buildings, community support and health services, communication and information, social participation, respect, and social inclusion as well as civil participation and employment. The SHAFE concept launched in 2018 by the Cáritas Diocesana de Coimbra, AFEdemy, and their Stakeholders Network is adding three additional layers to the AFCC in order to more dynamically take into account diverse needs and capacities of ageing societies, design accessible products, services and infrastructure to people of all ages as well as solutions related to the contemporary social, health, and environmental challenges. In the first layer, the SHAFE idea supports citizen development in terms of digital skills needed in using smart age-friendly solutions, understanding data processing and management, increasing health literacy, improving civil participation and engagement, as well as maintaining or improving their social networks and relationships. In the second layer, the SHAFE concept focuses on environmental-oriented solutions such as retrofitting and adapting the housing stock, fostering accessibility of public spaces and transport, implementing climate-neutral solutions, and promoting health and well-being in the workplace. Finally, the third layer of the SHAFE concept concentrates on health and care by promoting reliable, safe and accessible big data and artificial intelligence-based solutions, implementation of robust and interoperable digital infrastructures, fostering the development of integrated, personalised, affordable and person-centred solutions, implementing new guidelines and long-term funding solutions and business models as well as training care professionals on digital skills. Goals of this Special Collection: (1) to discuss the theoretical basis of the SHAFE, including critical appraisal and review of this concept; (2) to identify and share the best practices and innovations related to the implementation of SHAFE; (3) to debate on governance modes, management solutions as well as evaluation and impact assessment tools relevant for SHAFE; (4) to gather knowledge and know-how regarding challenges in the areas of management, financing, designing, implementing, testing, and maintaining the sustainability of SHAFE-related products, services, and infrastructures; and (5) to recognise and analyse insights for the potential revisions and updates of the SHAFE concept. A powerful movement is afoot to create a national computerized system of health records. Advocates claim it could save the health delivery system billions of dollars and improve the quality of health services. According to Lawrence Gostin, a leading commentator on privacy and health records, this new infrastructure is “already under way and [has] an aura of inevitability.” When it is in place, almost any information that is viewed as relevant to a decision in the health care delivery system (...) would be available to a large and yet undetermined number of individuals. The transformation of the collection and communication of health information from texts housed by health care providers and facilities to data electronically transmitted through networks of linked computers has significant implications for confidentiality and for data collection in scientific research. The best evidence clearly indicates that most people in the United States consider confidentiality for health information important and worry that the increased computerization of health records will result in inappropriate disclosure. THE CONGRESS The infrastructure of the colonial territories obeyed the logic of economic exploitation, territorial domain and commercial dynamics among others that left deep marks in the constructed landscape. The rationales applied to the decisions behind the construction of infrastructures varied according to the historical period, the political model of colonial administration and the international conjuncture. This congress seeks to bring to the knowledge of the scientific community the dynamics of occupation and transformation of colonial territory, especially related to (...) and resulting from the war effort, which involved not only the agency of architecture and urbanism but also of military apparatus, and its repercussions in the same territories as independent countries. Colonial infrastructures will be addressed to question, for instance, how housing production during armed conflict has conditioned future spatial models of the independent countries or what options taken by colonial administrations were abandoned or otherwise strengthened after independence. The congress is part of the ongoing research project entitled “ARCHWAR - Dominance and massviolence through Housing and Architecture during colonial wars. The Portuguese case (GuineaBissau, Angola, Mozambique): colonial documentation and post independence critical assessment” funded by ‘Fundação para a Ciência e Tecnologia’ (FCT - Foundation for Science and Technology), ref. PTDC/ART-DAQ/0592/2020, in which Calouste Gulbenkian Foundation (FCG) is a partner. Kuala Lumpur is a diverse city representing many different religions and nationalities. Recent government policy has actively promoted unity and cohesion throughout the city; and the country of Malaysia, with the implementation of a programme called 1Malaysia. In this book, the authors investigate the aims of this programme – predominantly to unify the Malaysian society – and how these objectives resonate in the daily spatial practices of the city’s residents. -/- This book argues that elements of urban infrastructure could (...) work as an essential mediator ‘beyond community’, allowing inclusive social structures to be built, despite cultural and religious tensions existing within the city. It builds on the premise of an empirical study which explores the ways in which different communities use the same spaces, supported through the implementation of a theoretical framework which looks at both Western and Islamic conceptualisations of the notion of community. Existing theoretical literature on justice, law, and community typically treats them as ideas studying them through an analytical and rational approach. In this article, I propose to investigate these concepts through aesthetic experience as an attempt to both sharpen our imagination of such concepts and demonstrate they are inseparable. I do this by painstakingly examining the movies Shoplifters by Kore-eda and The House That Jack Built by Von Trier. Rather than focusing on thematic analysis, I claim and show that film (...) form is crucial for aesthetic and affective experience. Furthermore, and against the conventional view, I argue that both movies articulate a spatialized vision of justice defined by its materiality. Together these aspects help us to keep (re)imagining law, justice, and community, and grasp better their worldmaking properties and powers. (shrink)

The book is a thorough review of two established conceptual frames of analysis—the social production (...) of space and the social construction of space—coupled with an in-depth discussion of four newer ways to make sense of the world around us: embodied space, language and discourse, emotion and affect, and translocal space. As the world is transformed by a myriad of forces and events occurring simultaneously, its complexity intensifies insurmountably and we require clear and robust concepts, theories, methods, and tools to not only interpret it, but above all to attempt to change it in ways that are more beneficial to our collective co-existence while enabling the flourishing of those most at risk.Readers of Spatializing Culture will find plentiful theoretical constructs, lineages, diverse viewpoints, examples, and overall opportunities for reflecting on how the (built) environment, spaces, and places have been changing mostly due to our behavior. Inspired by Foucault’s take on genealogy, in chapter 2, Setha Low traces the history of space and place according to distinct interpretative schools of thought ranging from philosophical and mathematical, French social theory, geographical, architectural, environmental psychology, to anthropological, and even archeological. Five Venn diagrams are utilized to illustrate the main conceptual relationships between space and place. Most of the book’s in-depth case studies were researched by the author with only a small number investigated and written up by fellow scholars, which Low utilizes in the book with gratitude. The interrelated thematic and distinct geographical scope of the cases is one of the book’s hallmarks. The illustrative case studies come from such faraway places as Latin America (San José, Costa Rica), Asia (Taipei, Taiwan), North America (New York City; Washington, D.C.; Philadelphia, Pennsylvania; and San [End Page 151] Antonio, Texas), Southern Europe (Smederevska Palanka, Serbia), and the Middle East (Beirut, Lebanon; Cairo, Egypt; and Tel Aviv, Israel).Spatializing Culture was first mentioned to me years ago by a former colleague at the University at Albany, SUNY. His ongoing work in Latin America, coupled with his ethnographic training and prior work in a region of the world also extensively examined by Low in other scholarly works, was likely the reason for bringing it up in a conversation about the latest developments in the field and potential research opportunities. I acquired the book when I was teaching Global Urbanism and Culture and International Urban Planning. I was pleasantly surprised with the book’s thorough conceptual lineage, historic characterizations, attention to detail, comprehensive ethnographic investigations, and implications for transforming reality as well as institutional processes. Spatializing Culture is a welcome addition to urban planning textbooks, which tend to be relatively less critical, are often covered with normative constructs and statistics, and are more institutional in their characterization of problems and recommendations for further action.For the most part, the ethnographic method is qualitative, participa-tory, detailed, and quite comprehensive in characterizing key variables as the researcher found them on the ground. This differs slightly from urban planning’s preoccupation with public policy, policy analysis, rules and regulations, institutionalized procedures, the public good, and overall positivist and rationalist concerns with documenting reality and helping to lead transformative planning processes, whether in the realm of land use, transportation, housing, economic development, infrastructure, or the environment. Although International Urban Planning was to be taught in a rather orthodox manner with recourse to understanding planning cultures, best practices, lessons learned, and implications for similar situations, the Global Urbanism and Culture course was slightly more aligned with the discussions put forward by Low. These included attention to postmodern ideals, the use of creativity in community planning, distinctions between popular and highbrow culture, and the building of iconic structures in contexts of urban regeneration and mega-event planning. This study examines the case of community resource mobilization within the context of a farmers market incentive program in Washington D.C., USA to illustrate the ways in which providing opportunities for people impacted by food inequities to develop and lead programming can help to promote food access. Through an analysis of interviews with 36 participants in the Produce Plus program, some of whom also served as paid staff and volunteers with the program, this study examines the ways that group-level social (...) interactions among program participants helped to ensure the program was accessible and accountable to the primarily Black communities that it serves. Specifically, we explore a particular set of social interactions, which we collectively term social solidarity, as a community-level form of social infrastructure that program volunteers and participants mobilized to support access to fresh, local food in their communities. We also examine the elements of the Produce Plus program that contributed to the flow of social solidarity within the program, providing insight into the ways in which the structure of food access programs can serve as a social conduit to facilitate or hinder the mobilization of community cultural resources like social solidarity. There is a broad consensus amongst law firms and in-house legal departments that next generation "Legal Tech" - particularly in the form of Blockchain-based technologies and Smart Contracts - will have a profound impact on the future operations of all legal service providers. Legal Tech startups are already revolutionizing the legal industry by increasing the speed and efficiency of traditional legal services or replacing them altogether with new technologies. This on-going process of disruption within the legal profession offers significant opportunities (...) for all business. However, it also poses a number of challenges for practitioners, trade associations, technology vendors, and regulators who often struggle to keep up with the technologies, resulting in a widening regulatory "gap." Many uncertainties remain regarding the scope, direction, and effects of these new technologies and their integration with existing practices and legacy systems. Adding to the challenges is the growing need for easy-to-use contracting solutions, on the one hand, and for protecting the users of such solutions, on the other. To respond to the challenges and to provide better legal communications, systems, and services Legal Tech scholars and practitioners have found allies in the emerging field of Legal Design. This collection brings together leading scholars and practitioners working on these issues from diverse jurisdictions. This article gives a practice-based and theoretical overview of the transformation from a traditional hierarchical organization in the care and cure sector towards a so-called Community-driven organization providing human happiness to 6000 elderly people. The actual case study is intertwined with conceptual information for better understanding of the innovative transition which took place at Humanitas. The case description includes its initial situation, its new core values, mission and objectives and shows the sequence of emerging policies and interventions that resulted in (...) a stakeholder oriented business model for the care sector. The selected concepts are Graves'' Emerging Cyclical Level of Existence Theory (or Spiral Dynamics), Ken Wilber''s Four Quadrant Model, Roberts Simons'' Four Levers of Control and various elements from the European Corporate Sustainability Framework sponsored by the European Commission. The conclusion marks the match between theory and practice in transforming Humanitas Rotterdam into providing cure, care, housing and well-being to elderly people. (shrink)

This article analyzes the impact of public transport system routes, road and pedestrian infrastructure on the accessibility of commune 10 of San Juan de Pasto, Nariño, Colombia. Through a geospatial approach and using quantitative data from the Geographic Information System (GIS), critical areas were identified in terms of accessibility and urban connectivity. The study evaluated the road infrastructure according to its degree of intervention, classified the platforms by their width and analyzed the public transport routes according to their (...) frequency and coverage. The results reveal that more than 75% of the areas evaluated present critical conditions in road infrastructure, while more than 90% of the areas do not have adequate platforms to guarantee pedestrian accessibility. In addition, it was determined that more than 52% of the commune lacks access to public transport routes with sufficient frequencies. These deficiencies show inequalities in mobility that significantly affect the quality of life of the inhabitants. It is concluded that it is urgent to implement public policies aimed at strategic planning, prioritizing investments in road and pedestrian infrastructure, and optimizing the frequency and coverage of public transport. This study provides key tools for decision-making, facilitating the design of strategies that promote equity, sustainability and connectivity in intermediate urban contexts. (shrink)

This article deals with property laws, based on two premises. Firstly, property law as means to a contemporary comprehension of social and crime control. Secondly, it posits that the focus has shifted from law and society to law in society. It is concerned with the ways in which law and legality are interpreted and invoked in social life and focuses specifically on their role in the commonplace construction of home, tenure, exclusion, and jurisdiction. It analyses the relationship between the meanings (...) of home and the relationship of home with housing tenure. It identifies defense and exclusion as particular aspects of the property relation, and draws on research into gated communities as a particular example of that relation. This article then proceeds to link this notion of exclusion with broader studies into mapping and jurisdiction. It emphasizes the formal and informal mechanisms through which the notions of home and tenure are thought. It draws on the law–geography interface as an example of research, which has the potential to extend the boundaries of our appreciation of property in law. (shrink)

The Presidency of Barack Obama was notable for updating and redesigning the US government’s information infrastructure. The White House enhanced mass consultation through open government and big data initiatives to evaluate policy effectiveness, and it launched new ways of communicating with the citizenry. In this (...) essay we argue that these programs spelled out an emergent epistemology based on two assumptions: dispersed knowledge and a critique of judgment. Surabaya is a fast-growing city facing challenges in infrastructure development, posing a threat to cultural heritage and historic areas. The Kalimas area has been abandoned, negatively impacting the environment. Cultural heritage is valuable as it instills pride, holds significance in civilization, and can improve the quality of life (QOL). The World Health Organization (WHO) defines the quality of life as an individual's perception of differences in life based on culture and the surrounding environment. This study aims to determine the (...) impact of physical conditions in slum settlements on the QOL of the community and identify the slum settlement variables that can improve residents' QOL. The study uses a quantitative approach with analytical techniques such as literature review and multiple linear regression to analyze land characteristics, socio-economic factors, and physical characteristics. QOL is measured using the WHOQOL questionnaire. The data collection methods include secondary data from the Department of Housing, Settlement Areas and Land, and Bappedalitbang of Surabaya City, as well as primary data from observations, questionnaires, and interviews with the research sample. The results indicate that slum settlement variables significantly affect four domains of QOL: physical health, psychology, environment, and social relationships. However, physical characteristics partially do not affect the psychological, environmental, and social relationship domains. (shrink)

This article deals with property laws, based on two premises. Firstly, property law as means to a contemporary comprehension of social and crime control. Secondly, it posits that the focus has shifted from law and society to law in society. It is concerned with the ways in which law and legality are interpreted and invoked in social life and focuses specifically on their role in the commonplace construction of home, tenure, exclusion, and jurisdiction. It analyses the relationship between the meanings (...) of home and the relationship of home with housing tenure. It identifies defense and exclusion as particular aspects of the property relation, and draws on research into gated communities as a particular example of that relation. This article then proceeds to link this notion of exclusion with broader studies into mapping and jurisdiction. It emphasizes the formal and informal mechanisms through which the notions of home and tenure are thought. It draws on the law–geography interface as an example of research, which has the potential to extend the boundaries of our appreciation of property in law. (shrink)

The Committee on Common Problems of Genetics, Paleontology, and Systematics (United States National Research Council) marks part of a critical transition in American evolutionary studies. Launched in 1942 to facilitate cross-training between genetics and paleontology, the Committee was also designed to amplify paleontologist voices in modern studies of evolutionary processes. During coincidental absences of founders George Gaylord Simpson and Theodosius Dobzhansky, an opportunistic Ernst Mayr moved into the project's leadership. Mayr used the opportunity for programmatic reforms he had been pursuing (...) elsewhere for more than a decade. These are evident in the Bulletins he distributed under Committee auspices. In his brief tenure as Committee leader, Mayr gained his first substantial foothold within the coalescing community infrastructure of evolutionary studies. Carrying this momentum forward led Mayr directly into the project to launch the journal Evolution. The sociology of interdisciplinary activity provides useful tools for understanding the Committee's value in the broad sweep of change in evolutionary studies during the synthesis period. (shrink)

The way information and communication technology (ICT) develops can promote or hinder the democratic potential of this critical societal infrastructure. Concerns about the role standards development organizations (SDOs) play in this context predate the “digital age” but are reemerging amid substantial changes in the institutional landscape of standardization. This article explores the increasingly critical link between the institutional design of SDOs and the democratic design of ICT. We review some principles of democracy in terms of the design of technology, (...) apply these to standardization, and discuss the role public policy may play here, while distinguishing between input and output legitimacy. Safe and healthy housing conditions are critical to improving population health, particularly for the most vulnerable – young children, senior citizens, and individuals with chronic illnesses and disabilities – who spend more time at home and are more susceptible to illness and injury. Across the country, millions of Americans are exposed to lead, radon, asbestos, volatile organic compounds, pests, mold, carbon monoxide, and tobacco smoke in the home, affecting the air they breathe and the water they drink. These household (...) hazards are also associated with a wide range of illnesses and injuries, including asthma, cancer, falls, respiratory infections, and mental health issues. Legal and policy interventions can assist communities grappling with the adverse impacts of poor housing conditions and improve the health and safety of all residents, including vulnerable populations. Biomedical research is increasingly globalized with ever more research conducted in low and middle-income countries. This trend raises a host of ethical concerns and critiques. While community engagement has been proposed as an ethically important practice for global biomedical research, there is no agreement about what these practices contribute to the ethics of research, or when they are needed.

This article documents the existence of a vibrant republic of letters stretching from Cairo to Karachi in the middle of the twentieth century. On the basis of private letters, memoirs, and modern editions of classical texts, this article recreates the scholarly and personal commitments of a new class of professional editors. These editors were responsible for the emergence of some of the most influential publishing houses in the Islamic world, and their contribution to the production and circulation of pre-modern texts (...) has had a profound impact on the intellectual development of Islam in the twentieth and twenty-first centuries. They believed that cultivating a republic of letters was necessary because it served the world of learning and scholarship. In this way was fashioned a virtual community, separated by national and political borders, but united by visions of history and a shared sense of moral and intellectual duty. (shrink)

Putting migrant remittances into house construction and rebuilding is generally seen as either conspicuous consumption or productive investment, but in both cases the perspective is economistic. This article argues that only when the cultural dimension of economic action is understood will it be possible to comprehend migrant spending on houses. Specifically, this article seeks to understand why, in the case of the rural Tagalog village in this study, located in upland Batangas Province in the Philippines, overseas labour migrants build houses (...) that they do not even live in, but are given to parents or simply left unoccupied. The explanation is framed in relation to the meanings of houses in a culture of bilateral kinship, which the Philippines shares with most parts of Southeast Asia, but inflected by distinct colonial influences. The article demonstrates the ways in which houses as memorials serve as idioms of ties of relatedness within kin groups and the broader community, ties that are being transformed by global migration and experienced differently yet maintained, renegotiated yet sustained transnationally. There is a tendency in the literature on local digital media use and neighborhood outcomes to conceptualize Social Network Sites as mere transmission channels, thereby ignoring SNSs’ dynamics and limiting the understanding of their role in neighborhood life. Informed by Communication Infrastructure Theory and social media literature, we propose and test a model to investigate the association between the use of SNSs, appropriated as online neighborhood networks, and neighborhood sense of community. We administered a survey to Flemish online neighborhood (...) network users and found that active localized SNS use brings about an online sense of community and community awareness, which both independently lead to a neighborhood sense of community. Based on these findings, we argue that SNSs, appropriated as online neighborhood networks, function simultaneously as neighborhood hotspots in a neighborhood’s communication action context as well as community awareness media in a neighborhood’s storytelling network. Human communication is often thought about in terms of transmitted messages in a conventional code like a language. But communication requires a specialized interactive intelligence. Senders have to be able to perform recipient design, while receivers need to be able to do intention recognition, knowing that recipient design has taken place. To study this interactive intelligence in the lab, we developed a new task that taps directly into the underlying abilities to communicate in the absence of a conventional code. We (...) show that subjects are remarkably successful communicators under these conditions, especially when senders get feedback from receivers. Signaling is accomplished by the manner in which an instrumental action is performed, such that instrumentally dysfunctional components of an action are used to convey communicative intentions. The findings have important implications for the nature of the human communicative infrastructure, and the task opens up a line of experimentation on human communication. (shrink)

How do people learn to talk about the causal and temporal relations between events, and the motivation behind why people do what they do? The narrative practice hypothesis of Hutto and Gallagher holds that children are exposed to narratives that provide training for understanding and expressing reasons for why people behave as they do. In this context, we have recently developed a model of narrative processing where a structured model of the developing situation is built up from experienced events, and (...) enriched by sentences in a narrative that describe event meanings. The main interest is to develop a proof of concept for how narrative can be used to structure, organize and describe experience. Narrative sentences describe events, and they also define temporal and causal relations between events. These relations are specified by a class of narrative function words, including “because, before, after, first, finally.” The current research develops a proof of concept that by observing how people describe social events, a developmental robotic system can begin to acquire early knowledge of how to explain the reasons for events. We collect data from naïve subjects who use narrative function words to describe simple scenes of human-robot interaction, and then employ algorithms for extracting the statistical structure of how narrative function words link events in the situation model. By using these statistical regularities, the robot can thus learn from human experience about how to properly employ in question-answering dialogues with the human, and in generating canonical narratives for new experiences. The behavior of the system is demonstrated over several behavioral interactions, and associated narrative interaction sessions, while a more formal extended evaluation and user study will be the subject of future research. Clearly this is far removed from the power of the full blown narrative practice capability, but it provides a first step in the development of an experimental infrastructure for the study of socially situated narrative practice in human-robot interaction. In 2015, the predominantly visible minority immigrant community of Herongate, in Ottawa, Ontario, was slated for redevelopment by its landlord, Timbercreek Asset Management. This redevelopment involved mass eviction of the incumbent tenants, demolition of the existing affordable housing and its replacement with luxury rentals, which, by all indications, are beyond the financial reach of the former Herongage tenants. This paper seeks to problematize large-scale residential real estate redevelopment in Canada and examine its impact, using the Herongate situation as a (...) case study. Among other things, it profiles the Herongate community, its history and present redevelopment, and explores the legal framework, and the limits thereof, constraining mass evictions of this type in Ontario. The findings indicate that the selection of Herongate for redevelopment was not fortuitous; generally, racialized and immigrant communities like Herongate are disproportionately likely to be selected for large-scale redevelopment projects, and thus subjected to mass-evictions. Further results suggest that the dissolution of the Herongate community – and the attendant dislocation of its members – has exacted a pronounced social and economic toll and compounded the racial discrimination already experienced by the former Herongate residents, most of whom are visible minorities. The paper concludes with an appeal to imbue the redevelopment process with a greater regard for social justice, and a right to housing as a policy solution to address the injustice caused by real estate redevelopment. Providing comprehensive sexuality education in schools is a work in progress in many countries throughout the world. In some countries, the journey is just beginning; in others, investments in this field have been made for many years. It is and has been difficult in Pakistan to implement and promote reproductive health, women’s empowerment, and CSE. In Pakistan, previous implementation efforts revealed the critical role of community influencers in propagating misleading information about the initiatives, inciting organized community resistance, and provoking backlash. This paper looked at several aspects of community resistance, as well as approaches for overcoming the resistance for increasing community engagement in the implementation of CSE in Islamabad, Pakistan. To analyze community perceptions of CSE implementation in Islamabad, the community readiness assessment questionnaire was adapted. Questions and prompts for discussion included leadership, current initiatives, community knowledge, resource availability, community support, and implementation strategies. A total of 35 in-depth interviews were conducted. Data was analyzed and interpreted using qualitative content analysis to explore community perspectives that contribute to resistance around CSE, as well as implementation options. Using inter-code relationship data, network analysis was conducted to provide a graphical representation of the analyzed qualitative data. The study reveals community resistance to CSE being implemented in schools. Misconceptions, a lack of awareness, a lack of priority, and the lack of dedicated resources are just a few of the primary implementation challenges to consider when implementing CSE in practice. Network analysis identified, based on modularity class, five distinct clusters of highly connected nodes/codes: non-governmental organizations, misconceptions, resources and policy, strategies and community support, and personal social and health education and current efforts. In conservative environments and when confronted with resistance, innovative marketing and rebranding are critical for priority setting and community engagement, especially when developing curriculum and implementing CSE. Some of the suggested strategies for implementation include community sensitization through strategic awareness campaigns, involving already established infrastructure and NGOs, endorsement by all major stakeholders, particularly decision-makers, and the use of creative digital platforms for better dissemination. The paper discusses legal implications of the expansion of practical uses of mathematics in social life. Taking as a starting point the omnipresence of mathematical infrastructures underlying policies, technology and markets, the paper proceeds by attending to relevant materials offered by general philosophy, legal philosophy, and the history and philosophy of mathematics. The paper suggests that the modern transformation of mathematics and its practical applications have spurred the emergence of multiple useful technologies and forms of social interaction but have impoverished (...) access to meanings originating in the lifeworld. The paper also argues that, as part of devices of interest aggregation and expert networks, mathematical infrastructures can be scrutinized by a revised form of legal practice that subjects them to legal critique and reconstruction in order to overcome conditions that have eroded the moral self-awareness of individuals and communities and their existential meanings. According to the Economic Survey of India, 2012–2013, the real estate sector contributed 5.9 % of the India’s total Gross Domestic Product in the Financial Year 2011–2012, while remaining the second largest employment generator after agriculture in India. The urban population in India is projected to touch 600 million by 2030, from 377 million in 2011, thereby fuelling a housing shortage of around 26 million. However, the perception of Construction industry, like other sectors of the economy, is that of (...) creating “human habitat in a manner generally focussed on profitability without consideration of its long-term impacts.” Under such circumstances, Tata Housing Development Company Limited, a closely held Public Limited Company under 99.86 % subsidiary of Tata Sons, is the first Indian real estate company to have reported the triple bottom-line Global Reporting Initiative G4 Sustainability Reporting Guidelines in its Sustainability Report FY 2013–2014. THDCL aims to volunteer its resources to the extent it can reasonably afford, to sustain the environment and to improve the quality of life of the people of the area in which it operates. This Situational Case Study, targeted towards management students and practitioners, and social and developmental workers in the areas of Corporate Governance, Strategic Management, Business Environment, Business Policy and Community Welfare, aims to identify the community engagement model of THDCL; analyse it in terms of its implementation and impact; and initiate discussion about the role of strategic partnerships under Corporate Social Responsibility in an emerging economy. This work may be used for developmental related workshops/training programmes for students and working professionals of innovation, CSR, sustainability, social and developmental sectors and shared, among others, in various Chambers of Commerce and Academic forums on the same. The rise of Canadian national identity in the 1960s contributed to a flourishing small press movement across the country. One of the most impressive, long-standing and influential presses of this era was Coach House Press, located near the University of Toronto. Book design, creative forms of editing, collaborative and community-oriented work all became a focus of idealism in the Coach House context, as its founders borrowed from earlier international models, but relied, too, on the Canadian moment to devise new ways (...) to disseminate and create literary culture. More recently, a similar idealistic model in publishing and press work has appeared in Nova Scotia at Kentville’s Gaspereau Press. Gaspereau’s founders, like those at Coach House, have searched for an alternative plan and method- through an in-house dedication to the craft of design and bookmaking- that is unlike that applied by mainstream publishers. One could argue that the two outfits represent a counter-tradition in Canadian cultural life, a dedication to artisanal work, as well as to forms of collaborative editing and design. With the publishing and bookselling industry under great pressure in Canada from shifts in technology and government support, counter-traditional models like Gaspereau Press present the possibility of unique forms of cultural output and marketing. Behind such efforts we recognize philosophies and notions of cultural community that run counter to major trends. This paper examines the history of both presses, specific publications, and the impact of such work on the broader Canadian literary scene. (shrink)

We conducted and analyzed qualitative interviews with 12 persons working on the Healthy Public Housing Initiative in Boston, Massachusetts in 2001. Our goal was to generate ideas and themes related to the ethics of the community-based participatory research in which they were engaged. Specifically, we wanted to see if we found themes that differed from conventional research that is based on an individualistic ethics. There were clearly distinct ethical issues raised with respect to projects and individuals who engage in (...) community-based collaborations. The differences that arose from the interviews were seeking equality between the partners, the need for the community partner to defend the community, dealing with unflattering data, meeting community expectations and producing tangible benefits to the community. Researchers study, among others, urban inclusion, the influence of urban policy on socioeconomic disparities, and gentrification. This Research Topic primarily addresses the challenges and complexities of sustainable urban planning and development concerning decent work, economic growth, and associated crises due to their significant impact on urban living.

This short personal essay considers the principles behind housing reform in New York at the turn of the last century in light of the controversies around the ghetto law in contemporary Denmark. I take the example of documentary journalist and reformer Jacob Riis, who photographed housing conditions in immigrant neighbor-hoods on the Lower East Side in New York at the turn of the twentieth century, as a case study for considering the ways that race informed—and continues to inform—ideals (...) around urban planning. Conversely, I also consider contemporary controversies around the ghetto law, and activism by community members as a way of re-thinking a research approach to historical urban reforms. (shrink)

Thousands of youth suffering from acquired brain injury or other early-life neurological disease live, mature, and learn with only limited communication and interaction with their world. Such cognitively capable children are ideal candidates for brain-computer interfaces. While BCI systems are rapidly evolving, a fundamental gap exists between technological innovators and the patients and families who stand to benefit. Forays into translating BCI systems to children in recent years have revealed that kids can learn to operate simple BCI with proficiency akin (...) to adults. BCI could bring significant boons to the lives of many children with severe physical impairment, supporting their complex physical and social needs. However, children have been neglected in BCI research and a collaborative BCI research community is required to unite and push pediatric BCI development forward. To this end, the pediatric BCI Canada collaborative network was formed, under a unified goal to cooperatively drive forward pediatric BCI innovation and impact. This article reflects on the topics and discussions raised in the foundational BCI-CAN meeting held in Toronto, ON, Canada in November 2019 and suggests the next steps required to see BCI impact the lives of children with severe neurological disease and their families. ArgumentIn the United States, scientific knowledge is brought before the courts by way of testimony – the testimony of scientific experts. We argue that this expertise is best understoodfirstas related to the quality of the underlying scienceand thenin terms of who delivers it. Bloodstain pattern analysis (BPA), a contemporary forensic science, serves as the vaulting point for our exploration of objectivity as a metric for the quality of a science in judicial contexts. We argue that BPA fails to meet the (...) minimal standard set by Helen Longino’s social-procedural account of objectivity (1990, 2002). In light of some pressing issues for social-procedural accounts, we offer an infrastructural account of objectivity. This account offers what amounts to a friendly amendment to Longino’s account and adds to the ways in which we might analyze social-procedural objectivity. Finally, we address an issue that is pressing in the legal context: given that scientific knowledge is delivered by individuals, not communities, at least in U.S. courts, we (may) need a way to evaluate individual scientific and epistemic agents. We suggest a means for making this evaluation that is derived from our infrastructural account of objectivity. (shrink)

In this paper, we are going to describe a particular scheme for utilizing current web-based technologies for use in facilitating the understanding, and utilization, of a cooperative knowledge infrastructure. We will describe the reasons we feel our KnowledgeScape mapping system would be a valuable addition to any corporation's intranet. We begin with a description of the modern workplace. We find that there are certain problems within the modern workplace that we may be able to help address. Two of these (...) problems are the recognition of the value of emergent communities, and the current inability of corporate organizational charting techniques to account for and nurture these informal, but potentially valuable, groups. Next, we will look at some of the interesting philosophical and sociological concepts that directly apply to the issues we raise. Once we have a clear conception of the philosophical background we will attempt to apply these ideas within the design of our proposed knowledge infrastructure mapping tool. Additionally, we will provide a description of the current technologies we surveyed for use in our project and the strengths and weaknesses we found in each of them. Here we will look at how to use current technologies in new ways that will address some of our concerns and ideas. We will conclude with a look at how the KnowledgeScape mapping technique could be of use in any endeavor that seeks to enable the use of large archives or stores of knowledge. We find that the KnowledgeScape mapping scheme would be useful in projects for representing competency, intellectual capital, etc., or any other project that has to do with creating digital archives or libraries. Cross-cultural research provides invaluable information about the origins of and explanations for cognitive and behavioral diversity. Interest in cross-cultural research is growing, but the field continues to be dominated by WEIRD (Western, Educated, Industrialized, Rich, and Democratic) researchers conducting WEIRD science with WEIRD participants, using WEIRD protocols. To make progress toward improving cognitive and behavioral science, we argue that the field needs (1) data workflows and infrastructures to support long-term high-quality research that is compliant with open-science frameworks; (2) process and (...) participation standards to ensure research is valid, equitable, participatory, and inclusive; (3) training opportunities and resources to ensure the highest standards of proficiency, ethics, and transparency in data collection and processing. Here we discuss infrastructures for cross-cultural research in cognitive and behavioral sciences which we call __Cross-Cultural Data Infrastructures (CCDIs).__ We recommend building global networks of psychologists, anthropologists, demographers, experimental philosophers, educators, and cognitive, learning, and data scientists to distill their procedural and methodological knowledge into a set of community standards. We identify key challenges including protocol validity, researcher diversity, community inclusion, and lack of detail in reporting quality assurance and quality control (QAQC) workflows. Our objective is to help promote dialogue and efforts towards consolidating robust solutions by working with a broad research community to improve the efficiency and quality of cross-cultural research. Pharmacogenomics is a quickly evolving field of research that increasingly impacts individuals and society. As some innovations in biotechnology have experienced strong public opposition during the 1990s, interaction between producers and users of these innovations may help in increasing their success in social and economic terms. However, conditions for effective interaction have so far remained under-explored. This paper explores user-producer interactions in pharmacogenomics from an innovation and science communication perspective in the Netherlands. To find possible ways of engaging stakeholders in (...) an early stage of technology development, ie, when science policy is in the making, we present communication activities derived from the field of policy analysis. To articulate motives for two-way public participation in genomics innovation processes, we describe two levels at which pharmacogenomics developments will have an input:1) at the meso-level of medical practice with already established medical technologies, values and routines, suppliers and health professionals (general practitioners, pharmacists), and 2) at the macro-level of society at large, with established institutions, infrastructures, and broadly shared values and beliefs among citizens in general. Thereby we offer a starting point for optimising decision-making processes in the field of pharmacogenomics innovations, including important aims to be reached, stakeholders to be involved, and some criteria for designing interactive communication activities. This present article explores the effects of cultural value, economic prosperity, and community mental wellbeing through multi-sectoral infrastructure growth projects under the Belt and Road Initiative. The implications of the social exchange theory are applied to observe the support of the local community for the China-Pakistan Economic Corridor. This study explores the CPEC initiative, it’s direct social, cultural, economic development, and risk of environmental factors that affect residents’ lives and the local community’s wellbeing. CPEC is a multibillion-dollar project to (...) uplift economic growth and free trade between Pakistan, China, and other regional stakeholders. Although CPEC is still in its initial phases with partial startups, policymakers and government officials claim this mega project as a “game-changer” in the region, mainly for Pakistan and China. This gigantic project offers the significant potential to generate business slews and employment opportunities with international outreach. Due to the term’s newness, numerous studies have recently explored the macro and microeconomic benefits of the CPEC initiatives; still, these projects are theoretical. The existing literature insufficiently explored how helpful CPEC would be to a specific group and how residents perceive its advantages. This study fills in the literature gaps and explores the likely advantageous potential of the CPEC for the regional states. The study applied a convenient sampling technique for the data collection process. It used a mixed-method approach to gain scientific results, with a standardized questionnaire survey of 459 people from five major cities of Pakistan. The study results designate that residents believe that CPEC infrastructure projects will significantly improve residents’ life quality through more job openings and community poverty reduction. Still, they raised their concerns regarding environmental protection issues in the region. The findings specified that residents had an optimistic approach to better educational productivity by adopting environment-oriented policies. Policymakers should establish new CPEC study centers in different areas, and investors should be encouraged to participate in the industrial sector. Officials can overwhelm community worries about environmental degradation. Government officials in both countries can utilize the findings to raise public awareness about CPEC’s social, economic, cultural, mental wellbeing, and ecological implications. (shrink)
