Intelligent defence support systems are confronted with the need to manage ever-increasing floods of data in a way that raises significant challenges because the data are described and presented using different terminologies and formats. How, on this basis, is it possible to reach a common understanding of the information content of these data among people and software agents? How is it possible to ensure that domain knowledge is reused in consistent fashion in a way that makes this information available for (...) integration and analysis? How can we support the identification, selection, composition, and orchestration of services based on such diverse data providing homogeneous support by a service-oriented architecture? The goal of the Department of Defense Net-Centric Data Strategy is to improve data sharing throughout the DoD. Data sharing is a critical element of interoperability in the emerging system-of-systems. Achieving interoperability requires the elimination of two types of data heterogeneity: differences of syntax and differences of semantics. This paper builds a path toward semantic uniformity through application of a disciplined approach to ontology. An ontology is a consensus framework representing the types of entities within a given domain and the (...) relations between them. The construction of an ontology begins when a Community of Interest (COI) identifies its authoritative data sources (ADS), which are usually manifest in relevant doctrinal publications, glossaries, data dictionaries, and logical data models. The identified terms are then defined in relation to a common logical framework that has been designed to ensure interoperability with other ontologies created on the basis of the same strategy. As will be described, the Command and Control (C2) Ontology will include representations of a substantial number of entities within the Command and Control (C2) domain. If domain ontologies (e.g. Strike and Counterinsurgency) semantically align with the C2 Ontology, then a substantial barrier to systems interoperability is thereby crossed. (shrink)

The Joint Battle Management Language (JBML) is an XML-based language designed to allow Command and Control (C2) systems to interface easily with Modeling and Simulation (M&S) systems. While some of the XML-tags defined in this language correspond to types of entities that exist in reality, others are mere syntactic artifacts used to structure the messages themselves. Because these two kinds of tags are not formally distinguishable, JBML messages in effect confuse data with what the data represent. In this (...) paper we show how a realism-based ontology combined with a rule language can be used to make these distinctions explicit. The approach allows storage of the contents of JBML messages in a Referent Tracking System in a format that mimics the structure of reality thereby providing an aid to message validation. (shrink)

Police and authorities have increasingly adopted "command and control" strategies to the policing of intentionally peaceful protest crowds. These strategies work to close down access to a physical space in which a protest is to occur and thus in turn they effectively restrict the capacity of a citizen to engage in the democratic right of peaceful protest.

School-based education in England has undergone significant changes since 2010, with a huge expansion of academies, schools outside local authority control, funded directly by central government. Academies and local authority (LA) maintained schools are subject to different legislative and regulatory frameworks. This paper focuses on the governance of LA maintained schools, single academy trusts (SATs) and schools that are part of multi-academy trusts (MATs). The research involved analysing legislative provision, policy documents, and documents addressing the governance arrangements of a (...) sample of 23 secondary schools. Our findings reveal a fragmented state-funded secondary school system as regards overall governance, school admissions, the curriculum, and the use of funding. Significantly schools in MATs, which are governed by the trust board, lack the autonomy of either SATs or maintained schools and are instead under the ultimate control of the trust board. The paper argues that there is a need for greater consistency regarding the governance of state-funded schools. (shrink)

With the troubles of core losses and all-state confined to certain limitations which are the innate traits of permanent magnet synchronous motors, this article develops a command filtered adaptive backstepping approach to follow the track of PMSM’s desired rotor position. To begin with, the RBF neural network technique is utilized to get close to the uncharted nonlinear terms which existed in PMSM’s mathematical model. Meanwhile, an advanced adaptive command filter control methodology is constructed to avoid the computing (...) explosion during the process of backstepping design. Furthermore, to make sure that all the state variables are confined into certain ranges, we employed the barrier Lyapunov function at every step of the controllers construction. In addition, an error compensating mechanism is proposed to neutralize filtering errors and only one adaptive law is required. At last, simulation results bear out the superiority of the aforementioned control scheme. (shrink)

The paper presents research into the effects of the use of negations in directives. Three experiments are described that tested the effects of instructions formulated in various ways: direct and negated commands to focus the attention. Indicators of attention focusing that were used include: the correctness of answers to questions about a selection of comic book pages ; the time needed to name the colours of stimulus words and the level of recall of these words after completion of the colour (...) naming task. The results showed that a direct command influenced all indicators of attention focusing. However, a negated command increased the level of recall of details about the comic book pages, as well as the level of key word recall. Both the automatic process that generates the paradoxical effects of negated commands, as well as the controlled process of reasoning, may be responsible for the results of the memory task. (shrink)

We argue that a command and control system can undermine a commander’s moral agency if it causes him/her to process information in a purely syntactic manner, or if it precludes him/her from ascertaining the truth of that information. Our case is based on the resemblance between a commander’s circumstances and the protagonist in Searle’s Chinese Room, together with a careful reading of Aristotle’s notions of ‘compulsory’ and ‘ignorance’. We further substantiate our case by considering the Vincennes Incident, when (...) the crew of a warship mistakenly shot down a civilian airliner. To support a combat commander’s moral agency, designers should strive for systems that help commanders and command teams to think and manipulate information at the level of meaning. ‘Down conversions’ of information from meaning to symbols must be adequately recovered by ‘up conversions’, and commanders must be able to check that their sensors are working and are being used correctly. Meanwhile ethicists should establish a mechanism that tracks the potential moral implications of choices in a system’s design and intended operation. Finally we highlight a gap in normative ethics, in that we have ways to deny moral agency, but not to affirm it. (shrink)

The simplest Divine Command Theory is one which identifies rightness with being commanded or willed by God. Two clear and appealing arguments for this theory turn on the idea that laws require a lawgiver, and the idea that God is sovereign or omnipotent. Critical examination of these arguments reveals some fundamental principles at odds with the Divine Command Theory, and yields some more penetrating versions of traditional objections to that theory.

This paper explores the transformation of Twitter from the traditional developer based command and control into something strangely democratic: a social construction of utility, a twisting of this once unique service to serve the needs and desires, ever evolving, of its users. We explore changes in the social constructions of Twitter and use recent research in the Philosophy of Data to suggest potential explanations.

It situates the problem of cyber security, which proceeds by stealth, within the larger context of nuclear deterrence, which is effective when it functions with transparency and credibility. Cyber vulnerabilities poses new weaknesses to the strategic stability provided by nuclear deterrence. This article offers best practices for the use of computer and information technologies integrated into nuclear weapons systems. This paper explores how the Leviathan that projects power through nuclear arms exercises a unique nuclearized sovereignty. In the case of nuclear superpowers, this sovereignty extends to wielding the power to destroy human civilization as we know it across the globe. Nuclearized sovereignty depends on a hybrid form of power encompassing human decision-makers in a hierarchical chain of command, and all of the technical and computerized functions necessary to maintain command and control at every moment of the (...) sovereign's existence: this sovereign power cannot sleep. This article analyzes how the form of rationality that informs this hybrid exercise of power historically developed to be computable. By definition, computable rationality must be able to function without any intelligible grasp of the context or the comprehensive significance of decision-making outcomes. Thus, maintaining nuclearized sovereignty necessarily must be able to execute momentous life and death decisions without the type of sentience we usually associate with ethical individual and collective decisions. Can AI solve the ethical, moral, and political dilemmas of warfare? How is artificial intelligence (AI)-enabled warfare changing the way we think about the ethical-political dilemmas and practice of war? This article explores the key elements of the ethical, moral, and political dilemmas of human-machine interactions in modern digitized warfare. It provides a counterpoint to the argument that AI “rational” efficiency can simultaneously offer a viable solution to human psychological and biological fallibility in combat while retaining “meaningful” human control (...) over the war machine. This Panglossian assumption neglects the psychological features of human-machine interactions, the pace at which future AI-enabled conflict will be fought, and the complex and chaotic nature of modern war. The article expounds key psychological insights of human-machine interactions to elucidate how AI shapes our capacity to think about future warfare's political and ethical dilemmas. It argues that through the psychological process of human-machine integration, AI will not merely force-multiply existing advanced weaponry but will become de facto strategic actors in warfare – the “AI commander problem.”. Economists assume that people are fundamentally greedy, though not exclusively so. If environmental improvement is to be achieved, it will require policies that use selfishness rather than opposing it. Such policies are to be found in the basics of green economics in which market signals are modified by environmental taxes and tradeable pollution certificates to 'decouple' the economic growth process from its environmental impact. The mention of “self-control” calls up certain stock images: Saint Augustine struggling to renounce carnal pleasures; dispassionate Mr. Spock of Star Trek; the dieter faced with tempting desserts. In these stock images reason is almost always assigned the power and authority to govern passions, desires, and appetites. But what if the passions were given the power to rule—what if, instead of sovereign reason, there were sovereign sentiments? My dissertation examines three sentimentalist conceptions of self-control: David Hume’s conception of (...) “strength of mind”; Adam Smith’s conception of “self-command”; and Jane Austen’s examination of these conceptions. Hume divests reason of motivational power, and with this new moral psychology comes a new conception of self-control. Humean strength of mind is indirect, artificial, and social—a regulatory system that humans cannot develop until societal systems of government and regulations have been instituted. Smith accepts Hume’s anti-rationalist arguments, but he emphasizes that only certain sentiments are fit to rule. And he argues that self-control develops without the sophisticated external conditions posited by Hume. Smithian self-command is the capacity to modify one’s feelings in accordance with a regulative ideal: the sentiments of an imagined impartial spectator. Austen responds to these conceptions, illustrating and complicating them. Sense and Sensibility explores the difficulties of discerning the feelings of others, and Persuasion dramatizes the difficulties of distinguishing strength of mind in another, offering sets of characters for the reader’s scrutiny, each with a competing claim to strength of mind. Taken together, Austen’s novels offer a fuller and more delicately shaded depiction of the sort of self-control that Hume and Smith imagine in their philosophical works. (shrink)

Debates on the contingency of history have largely focused on the history of life. This article targets the supposed contingency of human history. It does not defend a global claim about the overall contingency of history. Rather, it aims to identify and explain the difference between robust and fragile historical trajectories. It does so by considering a set of contrasting cases and identifying critical differences among the cases. The analysis shows that one important source of contingency is the historical emergence (...) of command-and-control institutions; one important source of robustness is the existence of population-level processes structured by relatively stable institutions. The switch from the Command-and-Control to Learning Organisation paradigm in the area of organisational theory is well understood. It is less well appreciated that learning organisations cannot operate effectively if supported by centralised data processing systems. The paper argues that there is a need for synergy between organisational structures and organisational information systems. Learning must be supported by the so-called new information technology. To obtain desired synergy it is necessary to design organisations and organisational information systems concurrently.

Transparency is a crucial condition to implement a CSR policy based on the reputation mechanism. The central question of this contribution is how a transparency policy ought to be organised in order to enhance the CSR behaviour of companies. Governments endorsing CSR as a new means of governance have different strategies to foster CSR transparency. In this paper we discuss the advantages and disadvantages of two conventional policy strategies: the facilitation policy and the command and control strategy. Using (...) three criteria (efficiency, freedom and virtue) we conclude that both strategies are defective. Most attention is paid to the facilitation strategy since governments nowadays mainly use this. In evaluating this strategy we analyse the Dutch case. As an alternative we introduce a third government policy: the development of a self-regulating sub-system. By construing an analogy with the historical development of corporate financial disclosure, we point out that the vital step in the creation of a self-regulating subsys- tem is the creation of strong informational intermediate organisations. Kant is categorical about the relation between virtue and the controlling of inclinations:Since virtue is based on inner freedom it contains a positive command to a human being, namely to bring all his capacities and inclinations under his reason's control and so to rule over himself. Virtue presupposes apathy, in the sense of absence of affects. Kant revives the stoic ideal of tranquilitas as a necessary condition for virtue: ‘The true strength of virtue is a tranquil mind’ . (...) In the Anthropology and the Doctrine of Virtue, apathy is taken in the sense of freedom from affects. If the divine will is not subject to any principle, and God controls all truths including moral truths, morality will be arbitrary at the deepest level. It will not be possible to offer any explanation of why God has willed certain actions rather than their contraries. Throughout the history of philosophical debate there have been many attempts to support the dependence of moral truths on God's command (or divine command theory) and at the same time to avoid this (...) charge of arbitrariness. In the West, one such an attempt has been made by Thomas V. Morris and Christopher Menzel (, hereafter M&M), who refer to their position as theistic activism. In this paper I will discuss their view and argue that: 1) their position does not satisfy the requirements of divine freedom, and that 2) to regard moral truths as necessary and unalterable is not adequate. Nanotechnology presents significant challenges in terms of developing a regulatory framework. This is due to a lack of scientific knowledge about the behaviour of the technology in its interactions with biological and ecological processes, the environment and other technologies. Crucially, there is a great deal of uncertainty surrounding the potential environmental and human health and safety impacts of NT. Consequently, the development of NT is a potential test case for framing new models of ‘soft law’ voluntary governance as a substitute (...) for traditional command and control type regulation. Driven by ‘new science governance,’ an approach based on a combination of ideas in anticipatory ethics, future-oriented responsibility, upstream public engagement and deliberation and theories of justice may offer a solution. The uniqueness of the approach can be found in the incorporation of anticipatory approaches via public participation and deliberation as the input into procedural justice approaches with distributional justice as the output. The overarching objective of this work is to contribute to the discussion in relation to the internalisation of responsibility and the building of intellectual and societal capacity to anticipate negative consequences before they arise in the hope that such an approach could be the antithesis of the retrospective imposition of responsibility and liability after the harm is done, which is the outcome of traditional regulatory and ethical approaches. This article takes a step toward filling the gap in the scholarly literature by examining the impact of religious intervention in the military on civil-military relations. Using the case of Israel, I argue that although the subordination of the Israeli military to elected civilians has remained intact, and the supreme command has been mostly secular, external religious authorities operate within the formal chain of command and in tandem with the formal authorities, managing the military affairs. This religious influence (...) is apparent in three major domains: the theological influence on military deployment, the exclusion of women from equal participation in military service, and the role expansion of the Military Rabbinate as a quasi-state agency and its reflection in the socialization of secular soldiers and the development of alternative military ethics. This thesis engages with three topics and the relationships between them: (i) the phenomenon of disagreement (paradigmatically, where one person makes a claim and another denies it); (ii) the normative character of disagreements (the issue of whether, and in what sense, one of the parties is “at fault” for believing something that’s untrue); (iii) the issue of which theory of what truth is can best accommodate the norms relating belief and truth. People disagree about all sorts of things: about whether (...) climate is changing, death penalty is wrong, sushi is delicious, or Louis C.K. is funny. However, even focusing on disagreements in the evaluative domain (e.g., taste, moral and comedic), where people have the intuition that there is ‘no fact of the matter’ about who is right, there are significant differences that require explanation. For instance, disagreement about taste is generally perceived as shallow. People accept to disagree and live comfortably with that fact. By contrast, moral disagreement is perceived as deep and sometimes hard to tolerate. Comedic disagreement is similar to taste. However, it may involve an element of ‘intellectual snobbery’ that is absent in taste disagreement. The immediate questions are whether these contrasts allow of precise characterization and what is responsible for them. I argue that, once a case is made for the truth-aptness of judgments in these areas, the contrast can be explained in terms of variable normative function of truth – as exerting a lightweight normative constraint in the domain of taste and a stricter constraint in the moral domain. In particular I claim that while truth in the moral domain exerts a sui generis deontic control, this normative feature of truth is silent in both the taste and the comedic domains. This leads me to investigate how to conceive of truth in the light of normative variability. I argue that an amended version of deflationism – minimally inflated deflationism – can account for the normative variability of truth. (shrink)

Some vegetative state patients show fMRI responses similar to those of healthy controls when instructed to perform mental imagery tasks. Many authors have argued that this provides evidence that such patients are in fact conscious, as response to commands requires intentional agency. I argue for an alternative reading, on which responsive patients have a deficit similar to that seen in severe forms of akinetic mutism. Akinetic mutism is marked by the inability to form and maintain intentions to act. Responsive patients (...) are likely still conscious. However, the route to this conclusion does not support attributions of intentional agency. I argue that aspects of consciousness, rather than broad diagnostic categories, are the more appropriate target of empirical investigation. When it comes to liberalism, the usual story in postwar America is one of decline, accompanied by the subplot of conservatism’s ascendance. But take a longer view—look beyond and below politics—and it is the unchallenged triumph of liberalism and its philosophical assumptions that ought to command our attention. The triumph of liberalism means the tyranny of liberalism, explains James Kalb in this illuminating book, for liberalism is the extension into the sociopolitical realm of modern scientific thought and technological rationality. These modes of thinking are regarded by nearly everyone today as uniquely authoritative; those institutions and beliefs which do not conform are regarded at best as annoyances, and at worst as evil. Furthermore, Kalb shows how liberalism is an expression of the interests and outlook of commercial and managerial elites, who are suspicious of less rationalized and controllable forms of social organization like the family. Kalb does not merely rehearse a tale of woe, nor is he content simply to analyze the current situation. With reference to concrete issues such as the debate surrounding same-sex marriage, he outlines the kind of traditionalist response to liberalism that is likely to be most effective. He argues that traditional, decentralized, and nonliberal forms of social organization are ultimately impossible to eradicate, and he shows how more human forms of association than those favored by liberalism might once again be brought into being. In this article I examine corporate social reporting as a form of New Governance regulation termed “democratic experimentalism.” Due to the challenges of regulating the behavior of corporations on issues related to sustainable economic development, New Governance regulation—which has a focus on decentralized, participatory, problem-solving-based approaches to regulation—is presented as an option to traditional command-and-control regulation. By examining the role of social reporting under a New Governance approach, I set out three necessary requirements for social reporting to be (...) effective: disclosure, dialogue with stakeholders, and the moral development of the corporation. I then assess current social reporting practices against these requirements and find significant problems. In response, I propose one option for solving those problems, and encourage future researchers to consider the demands of these three requirements and the possible trade-offs between them when attempting to find ways to improve social reporting practices. Xenophon's concern with morality in his more philosophical writings is evident. But that concern embraces also his approach to history. In the Hellenica this interest in morality is not to be written off as a matter of marginal comment, but, it may be claimed, is integral to the historian's purpose. He is one for whom the determinants of history are the personalities and actions of great men, and it is natural for him to observe the interaction between personal morality and (...) political and military actions. It is from this standpoint that the present article seeks to illustrate from Xenophon's writings one aspect of his outlook on these matters, – the role of self-control over homoerotic desire in the context of military history. How far we can go behind his text to determine ‘what actually happened’ or use his testimony in developing a wider understanding of erōs in classical Greece at large are matters for further enquiry. Scholars have explored the influence of the field of cybernetics on scientific thought and disciplines. However, from the inception of the field, ‘‘cyberneticians’’ had explicitly envisioned applications reaching beyond the purview of scientific disciplines; cybernetics was remarkable for its portability and potential application in a wide variety of contexts. This article explores connections between cybernetics and experimental music from 1950-1980, which was a period of experimentation with electronic techniques in recording, composition, and sound production and manipulation. Examples include musicians, engineers, (...) instrument builders, composers, and scientists in collaboration with musicians who invoked cybernetic themes in their work. These uses of cybernetics were more diverse than accounts of cybernetics within the sciences suggest, presenting a major difficulty in addressing cybernetics as a homogeneous or monolithic discourse. In particular, cybernetic discourse in music often exhibited themes of openness and indeterminacy, rather than the ‘‘command and control’’ of the ‘‘closed world.’’. (shrink)

The import of underground facilities in military strategy in the US grew exponentially after the Gulf War. The success of precision-guided conventional missiles meant that any above-ground building or complex could be accurately targeted and destroyed, thus driving states with less sophisticated weapons to go underground to secure space for covert weapons development and the protection of command and control centres for military and governmental functions. Underground facilities have thus become the main challenge to objects of detection and (...) targeting practices for US military research and development. This article provides a meditation on the underground in relation to military planning and technology, the limits of aerial visual control of terrain, the plans by the US military to counter underground defensive moves, the efficacy of tele-technologies to detect and destroy such installations at a distance, and an oblique genealogy of aerial and subterrestrial strategies in relation to technologies to overcome the limitations of each. In so doing, the article argues a deeply connected relationship between the imaginary and the material in attempts to realize a mastery of space and populations essential to military operations, thus posing questions about sensory perception, the status of the subject with regard to agency and control, and the prosthetic outfitting of the subject that both supports and blunts agency and control. The debates about human free will are traditionally the concern of metaphysics but neuroscientists have recently entered the field arguing that acts of the will are determined by brain events themselves causal products of other events. We examine that claim through the example of free or voluntary switch of perception in relation to the Necker cube. When I am asked to see the cube in one way, I decide whether I will follow the command (or do as I am (...) asked) using skills that reason and language give to me and change my brain states accordingly. The voluntary shift of perspective in seeing the Necker cube this way or that exemplifies the top-down control exercised by a human being on the basis of the role of language and meaning in their activity. It also indicates the lived story that is at the centre of each human consciousness. In the third part of this essay, three arguments are used to undermine metaphysical objections to the very idea of top-down self control. (shrink)

This article analyzes US drone operations through a historical and ethnographic analysis of the remote split paradigm used by the US Air Force. Remote split refers to the globally distributed command and control of drone operations and entails a network of human operators and analysts in the Middle East, Europe, and Southeast Asia as well as in the continental United States. Though often viewed as a teleological progression of “unmanned” warfare, this paper argues that historically specific technopolitical logics (...) establish the conditions of possibility for the work of war to be divisible into discreet and computationally mediated tasks that are viewed as effective in US military engagements. To do so, the article traces how new forms of authorized evidence and expertise have shaped developments in military operations and command and control priorities from the Cold War and the “electronic battlefield” of Vietnam through the Gulf War and the conflict in the Balkans to contemporary deployments of drone operations. The article concludes by suggesting that it is by paying attention to divisions of labor and human–machine configurations that we can begin to understand the everyday and often invisible structures that sustain perpetual war as a military strategy of the United States. The possible future use of lethal autonomous weapons systems (LAWS) and the challenges associated with assigning moral responsibility leads to several debates. Some authors argue that the highly autonomous capability of such systems may lead to a so-called responsibility gap in situations where LAWS cause serious violations of international humanitarian law. One proposed solution is the doctrine of command responsibility. Despite the doctrine’s original development to govern human interactions on the battlefield, it is worth considering whether the doctrine of (...) command responsibility could provide a solution by applying the notion analogously to LAWS. A fundamental condition underpinning the doctrine’s application is the control requirement, stipulating that a superior must exert some degree of control over subordinates. The aim of this article is to provide an in-depth analysis of this control condition and assess whether it leads to the impossibility of applying the doctrine of command responsibility to LAWS. To this end, the first section briefly introduces the topic of LAWS and responsibility gaps. The subsequent section provides a concise overview of the doctrine itself and the conditions typically necessitated for its application. In the third section, a comprehensive scrutiny of the control requirement is undertaken through examination of key case law, examining how the concept has been interpreted. Finally, the fourth section delves into the evaluation of commanders’ potential to exert effective control over their (non-human) subordinates. Based on this, the feasibility of considering command responsibility as a viable solution is assessed, aiming to determine whether its application should be prima facie excluded or warrants further exploration. This target article draws together two groups of experimental studies on the control of human movement through peripheral feedback and centrally generated signals of motor commands. First, during natural movement, feedback from muscle, joint, and cutaneous afferents changes; in human subjects these changes have reflex and kinesthetic consequences. Recent psychophysical and microneurographic evidence suggests that joint and even cutaneous afferents may have a proprioceptive role. Second, the role of centrally generated motor commands in the control of normal movements (...) and movements following acute and chronic deafferentation is reviewed. There is increasing evidence that subjects can perceive their motor commands under various conditions, but that this is inadequate for normal movement; deficits in motor performance arise when the reliance on proprioceptive feedback is abolished either experimentally or because of pathology. During natural movement, the CNS appears to have access to functionally useful input from a range of peripheral receptors as well as from internally generated command signals. The unanswered questions that remain suggest a number of avenues for further research. (shrink)

The link between seen and unseen, matter and spirit, flesh and soul was always presumed, but never clarified enough, leaving room for debates and mostly controversies between the scientific domains and theologies of a different type; how could God, who is immaterial, have created the material world? Therefore, the logic of obtaining a result on this concern is first to see how religions have always seen the ratio between divinity and matter/universe. In this part, the idea of a world personality (...) is implied by many, so that nature itself was transformed into a person ; others have seen within the universe/the world a Spirit ruling all, connecting all and bending all to God’s commands. In a way or another, every culture has gifted the universe/nature with the capability of ruling all, seeing everything and controlling, even determining facts by connecting all together with a Great Spirit. What is this Great Spirit of all and where it resides? With the analogy of human body in relation to his Spirit we will try to figure out a place or vehicle for the Spirit to dwell the body, and the Great Spirit the matter. The Christianity names this linkage between God and matter as ‘the created grace of God’, which indwells matter and helps the Creator move and transform things. Is there any scientific argument to sustain such assertion? Can we argue somehow that God’s voice makes matter vibrate from within the way it can recombine primer elements into giant stars to the human body? If so, what should be the ratio between theology and science on this issue and with these assertions? How could God command to matter to bring things and beings out of it and what were the material leverages that was supposed to be operated to accomplish His will? However, if we can assume that God resides in the universe – as a whole, His body, or as in its very fabric – can we also figure out how is this even possible, without transforming our explanation into a pantheistic and immanent exclusive one? Through these ‘divine leverages within matter’ theory, there is no need for questioning evolutionism, creationism, pantheism, deism and many other cosmological hypotheses any longer. (shrink)

The traditional command and control approach and the more recent free market have proven inadequate for promoting ecological agricultural development in China. Organic certification represents a regulated market mechanism with the potential to stimulate ecologically based agricultural research, extension, and investment. Recent linkages between the global organic food industry and local agricultural development in China provide an opportunity to test this potential. The article examines China’s two largest organic certification systems for their potential to promote the adoption of (...) integrated pest management (IPM) as a key component of ecological agriculture. Organic certification is providing a format for research, extension, and implementation of IPM principles and practices, and has the potential to do much more. However, possible contradictions between ecological and market rationality, inherent in organic certification and marketing systems, may be exacerbated by the authoritarian political economy of rural China.
