To assist in resolving ethical questions surrounding unregulated mHealth research, we conducted in-depth qualitative interviews with experts from four key stakeholder groups: patient/research advocates, researchers, regulatory professionals, and mobile app/device developers. They discussed challenges and potential solutions in the context of two hypothetical scenarios involving unregulated mHealth research, including notifications/permissions for research use of mHealth data, data access procedures, new primary data collection, offering individual research results, and data sharing and dissemination.

Precision medicine research is rapidly taking a lead role in the pursuit of new ways to improve health and prevent disease, but also presents new challenges for protecting human subjects. The extent to which the current “web” of legal protections, including technical data security measures, as well as measures to restrict access or prevent misuse of research data, will protect participants in this context remains largely unknown. Understanding the strength, usefulness, and limitations of this constellation of laws, regulations, and procedures (...) is critical to ensuring not only that participants are protected, but also that their participation decisions are accurately informed. To address these gaps, we conducted in-depth interviews with a diverse group of 60 thought-leaders to explore their perspectives on the protections associated with precision medicine research. Neither the range of potential results from genomic research that might be returned to participants nor future uses of stored data and biospecimens can be fully predicted at the outset of a study. Informed consent procedures require clear explanations about how and by whom decisions are made and what principles and criteria apply. To ensure trustworthy research governance, there is also a need for empirical studies incorporating public input to evaluate and strengthen these processes.

In qualitative interviews with a diverse group of experts, the vast majority believed unregulated researchers should seek out independent oversight. Reasons included the need for objectivity, protecting app users from research risks, and consistency in standards for the ethical conduct of research. Concerns included burdening minimal risk research and limitations in current systems of oversight. Literature and analysis supports the use of IRBs even when not required by regulations, and the need for evidence-based improvements in IRB processes.

Mobile devices with health apps, direct-to-consumer genetic testing, crowd-sourced information, and other data sources have enabled research by new classes of researchers. Independent researchers, citizen scientists, patient-directed researchers, self-experimenters, and others are not covered by federal research regulations because they are not recipients of federal financial assistance or conducting research in anticipation of a submission to the FDA for approval of a new drug or medical device. This article addresses the difficult policy challenge of promoting the welfare and interests of (...) research participants, as well as the public, in the absence of regulatory requirements and without discouraging independent, innovative scientific inquiry. The article recommends a series of measures, including education, consultation, transparency, self-governance, and regulation to strike the appropriate balance. (shrink)

Researchers now commonly collect biospecimens for genomic analysis together with information from mobile devices and electronic health records. This rich combination of data creates new opportunities for understanding and addressing important health issues, but also intensifies challenges to privacy and confidentiality. Here, we elucidate the “web” of legal protections for precision medicine research by integrating findings from qualitative interviews with structured legal research and applying them to realistic research scenarios involving various privacy threats.

Given W.V. Quine’s and Donald Davidson’s extensive agreement about much of the philosophy of language and mind, and the obvious methodological parallels between Quine’s radical translation and Davidson’s radical interpretation, many—including Quine and Davidson—are puzzled by their occasional disagreements. I argue for the importance of attending to these disagreements, not just because doing so deepens our understanding of these influential thinkers, but because they are in fact the shadows thrown from two distinct conceptions of philosophical inquiry: Quine’s “naturalism” and what (...) I call Davidson’s “humanism.” The clash between Quine and Davidson thus provides valuable insight into the history of analytic naturalism and its malcontents. (shrink)

At first glance, this case might give the impression that a resolution would have been straightforward. A 17-year-old young man with moderate to severe learning disabilities and other conditions discussed below required a kidney transplant–the Court of Protection was tasked with determining whether this was in his best interests. A semiotic theory of systems derived from language would have the purpose of classifying all the systems of linguistic expression: philosophy, ideology, myth, poetry, art, as much as the dream, lapsus, and free association in a pluridimensional matrix that will interact with many diversified fields. In each one of these discourses it is necessary to consider a plurality of questions, the essence of which will only be comprehensible by the totality; it will be necessary to ask, in the first place, (...) what will be the purpose of this language, what function does it fulfill and for which reason has it been constructed. The concept of World vision (WV) is introduced and its relation with Generalized Collective Conscience (GCC) and Particularized Collective Conscience. Culture implies a particular WV. Culture creates GCC. The semantic field is a structure that formalizes the units of a certain culture constituting a portion of the vision of the Reality that owns this culture. Over 40 years ago, Daniel Bell made the provocative claim that ideological polarization was diminishing in Western democracies, but new ideologies were emerging and driving politics in developing nations. This article tests the EndofIdeology thesis with a new wave of public opinion data from the World Values Survey (WVS) that covers over 70 nations representing more than 80 per cent of the world's population. We find that polarization along the Left/Right dimension is substantially greater in the less affluent and less (...) democratic societies than in advanced industrial democracies. The correlates of Left/Right orientations also vary systematically across regions. The twin pillars of economic and religious cleavages remain important in European states; cultural values and nationalism provide stronger bases of ideology in Asia and the Middle East. As Bell suggested, social modernization does seem to transform the extent and bases of ideological polarization within contemporary societies. (shrink)

The aim of this paper is to discuss the notion of value presupposed by empirical value-surveys such as the World Values Survey (WVS) or the European Values Study (EVS), using some basic distinctions of philosophical value-theory. I intend to show that the framework of these surveys is grounded on definitions or implicit claims that are systematically problematic, having also a certain impact on the empirical realisation and some of the survey’s outcomes. First, it is shown that the assumption of values (...) as “that what is valued” is not consistent with a taxonomy of four value-groups. Whereas the former leads to an inflation of values, the latter is too narrow even for the conceptualisation of some values mentioned in the survey’s questionnaire. Referring to the philosophical distinction of values and (valuable) goods, it is also shown that the survey’s framework is not able to articulate cases in which we value the same good over time but because of different value-aspects. Second, it is shown that an understanding of the value-groups as fundamentally conflicting does not withstand a critical review: Whereas the conflict of materialist and post-materialist values should be understood as a mere difference of preferences regarding goods that are all evaluated positively, the assumed conflict of traditional and secular-rational values depends on a rigorous, intolerant articulation of value-based worldviews. Both Franz Brentano and Edmund Husserl addressed sound while trying to explain the inner consciousness of time and gave to it the status of a supporting example. Although their inquiries were not aimed at clarifying in detail the nature of the auditory experience or sounds themselves, they made some interesting observations that can contribute to the current philosophical discussion on sounds. On the other hand, in analytic philosophy, while inquiring the nature of sounds, their location, auditory experience or the audible (...) qualities and so on, the representatives of that trend of thought have remained silent about the depiction of sound and the auditory phenomena in the phenomenological tradition. The paper’s intention is to relate both endeavours, yet the perspective carried out is that of analytic philosophy and, thus, I pay special attention to conceptual analysis as a methodological framework. In this sense, I first explain what sound ontology is in the context of analytic philosophy and the views that it encompasses— namely, the Property View (PV), the Wave View (WV) and the Event View (EV)—. Secondly, I address the problems it entails, emphasising that of sound individuation. In a third section, I propose the possibly controversial conjunction of a “Brentano-Husserl Analysis of the Consciousness of Time” (for short “Brentano-Husserl analysis”) and outline the commonalities of both authors, without ignoring its discrepancies. My main focus is Husserl’s 1905 Vorlesungen zur Phänomenologie des Inneren Zeitbewusstseins. While addressing the Brentano-Husserl analysis, I elaborate on the problem of temporal and spatial extension (Raumlichkeit and Zeitlichkeit, respectively) of both consciousness and sound. Such comparison is a key one, since after these two developments, one can notice some theoretical movements concerning the shift of attention from sounds to the unity of consciousness, and how they mirror each other. After examining the controversial claims concerning the temporal and spatial extension of both consciousness and sound, I argue in the concluding paragraphs that while considering the accounts of sound ontology, the Brentano-Husserl analysis would probably endorse a Property View and that this could have interesting consequences for the issue of Sound Individuation. Using the World Values Survey (WVS) as a background the paper discusses a tension between the general evaluative outlook of Swedish teacher students and the educational values established by The Swedish National Agency for Education (SNAE). According to the results from WVS, which maps evaluative differences between approximately 80 countries in the world, Sweden stands out as a country that rejects traditional values and embraces so called secular self-expression values. However, the values established by SNAE include both traditional values, such (...) as “sharing a common cultural heritage”, and secular self-expression values, such as “individual freedom and integrity”. Against this background we conducted a survey of 179 Swedish teacher students in order to investigate the relation between their evaluative outlook and the values they are supposed to convey to their pupils as established by SNAE. The result of the survey indicates that these students do not differ in any significant respect from the Swedish population in general as regards secular vs traditional evaluations. The fact that the traditional values emphasized by SNAE seem to be scarcely represented among the teacher students, makes questionable whether they will be present in their future teaching. On the assumptions that there are important educational values among the traditional as well as the secular self-expression ones, and that values are reproduced within an educational system, we argue that there is reason to take the imbalance in the evaluative outlook of the students seriously. Background: Recent studies on public attitudes toward life extension technologies show a mix of ambivalence toward and support for extending the human lifespan. Attitudes toward genetic modification of organisms and technological enhancements may be used to categorize individuals according to political or ideological orientation such as technoprogressive or conservative and it could be easy to assume that these categories are related to more general categorizations related to culture, e.g. between Traditional and Secular-rational values in the World Values Survey. This paper (...) discusses how attitudes toward aspects of radical life extension may be related to cultural values as revealed in an online deliberative survey among university students conducted between January 2012 to January 2013. Survey results suggest that attitudes toward radical life extension tend to be mixed among groups categorized as Traditional, Secular-rational, Survivalist, and Self-expressionist. The study explored the relation between responses of 326 university students to 5 key questions on radical life extension and the cultural values they tend to favor as indicated by their response to 20 statements from the World Values Survey.Design and Method: The survey consisted of 3 stages: an online pre-discussion survey, face-to-face discussion, and post-discussion survey. After completing the 5 main survey questions in stage 1, participants were presented two additional questionnaires: one on cultural attitudes using 20 statements from the 2004-2008 World Values Survey and another on health attitudes with 12 statements from Dutta-Bergman’s 2004 study. In stage 2, participants were engaged in a face-to-face discussion in class focusing on their responses to the five key questions. After the discussion, they were invited to reconsider the choices and reasons they posted in stage 1 in the light of the face-to-face class discussion in stage 2.Results: Responses to the five survey questions showed that there tended to be more individuals across groups who disagreed with adopting technologies that radically extend the human lifespan beyond the current limit of 120 years. Attitudes toward radical life extension did not correspond to cultural attitudes indicated by responses to the WVS questions. The proportion of agreement/disagreement to statements presented in each of the five questions varied across cultural groups and there tended to be more individuals who disagreed with radical life extension in all groups. Changes in responses after the discussion stage were not significant and most respondents maintained their prior views.Discussion: Cultural attitudes associated with familiar technologies may not correspond with attitudes toward newer technologies since beliefs and values may need to be adapted to new imagined situations that the new technologies elicit. Moral understandings associated with familiar technological habits and beliefs are not necessarily carried over to new technologies. (shrink)

Este artigo tem como objetivo principal investigar a relação existente entre a percepção da felicidade dos brasileiros, sua satisfação com a vida e a satisfação com o regime democrático no período de 2017 a 2020. Nossa hipótese de trabalho postula que o declínio da felicidade e da satisfação com a vida, de uma forma geral, guarda relação de associação com a satisfação com a democracia e suas instituições. Assim, o artigo sugere que felicidade e democracia no Brasil são duas variáveis (...) associadas que ajudam a explicar em parte as fragilidades de nosso regime democrático e devem ser foco de atenção de nossas políticas públicas. A base empírica deste artigo é a sétima onda da Pesquisa Mundial de Valores (WVS, 2017-2020), por meio de pesquisa quantitativa, tipo survey, que utilizaremos para demonstrar nosso argumento. Der Beitrag untersucht Gerhard Richters Gemälde "Betty" (1988, WV 663-5) als bildliche Darstellung der elementaren Verletzlichkeit menschlichen Lebens. Als Theorie solcher Verletzlichkeit wird die politische Philosophie Judith Butlers herangezogen, methodisch orientiert sich die Untersuchung an Überlegungen der Bildhermeneutik Gottfried Boehms. So entwickelt der Beitrag den Gedanken einer präreflektiver normativer Verpflichtung, der in Richters Gemälde anschaulich wird. Zum Vergleich wird die Interpretation eines Gemäldes von Werner Scholz herangezogen (Antigone), die Hans-Georg Gadamer entwickelt hat.

In an article in the July 1959 issue of the American Journal of Philology, Mr. William Calder III offers two suggestions for the interpretation of 11. 1271–4 of Sophocles' Oedipus Rex, one concerning the reference of wv in 1271, and the other, the reference of in 1273 and 1274.

The first part of the paper contains a probabilistic axiomatic extension of the conditional system WV, here named WVPr. This system is extended with the axiom (Pr4): PrA = 1 ⊃ □A. The resulting system, named WVPr∗, is proved to be consistent and non-trivial, in the sense that it does not contain the wff (Triv): A ≡□A. Extending WVPr∗ with the so-called Generalized Stalnaker’s Thesis (GST) yields the (first) Lewis’s Triviality Result (LTriv) in the form (◊(A ∧ B) ∧◊(A ∧ (...) ¬B)) ⊃ PrB|A = PrB. In §4 it is shown that a consequence of this theorem is the thesis (CT1): ¬A ⊃ (A > B ⊃ A ⥽ B). It is then proven that (CT1) subjoined to the conditional system WVPr∗ yields the collapse formula (Triv). The final result is that WVPr∗+(GST) is equivalent to WVPr∗+(Triv). In the last section a discussion is opened about the intuitive and philosophical plausibility of axiom (Pr4) and its role in the derivation of (Triv). (shrink)

En este trabajo ofreceré argumentos para mantener que el entorno co-textual de una expresión configura su significado y también conforma su referente. Donde el referente es resultado de una actividad metalingüística cuya base se encuentra en las operaciones lingüísticas de condensación, síntesis y reificación, entre otras. Lo anterior implica que se puede mantener una teoría referencial sin la necesidad de asumir compromisos ontológicos tal como lo manifestaron Russell y especialmente W. V. Quine. Me valdré de la construcción nominal “la radiación (...) adaptativa” con el objetivo de responder a qué tipo de entidades se refiere esta expresión. Una respuesta parcial e incompleta a esta interrogante la encontramos en Quine por esta razón intentaré desarrollarla más recurriendo a la lingüística operacional y a la lingüística de texto. In this paper I will offer arguments to show that the co-textual environment of an expression configures its meaning and also conforms its referent. Where reference is a result of a metalinguistic activity which is based on linguistic operations of condensation, synthesis and reification, among others. The above implies that we can maintain a referential theory without the necessity to assume ontological commitments as they manifested especially Russell and WV Quine. I will use the nominal construction “la radiación adaptativa” in order to respond to what kind of entities is covered by this expression. A partial and incomplete answer to this question is found in Quine for this reason I will try to develop appealing to operational linguistics and textual linguistics. (shrink)

Besides the task of conveying information, methods and skills to their pupils, teachers are also expected to mediate certain basic values. In this paper we are interested in the educational task of mediating such values in societies imbued with individualist values and attitudes. As a background we use the results from the recurring "World Values Survey" (WVS) which maps the evaluative profile of citizens in about 80 different countries worldwide. The results from WVS reveal that Swedes in general stand out (...) as remarkably individualist with respect to their reported value judgements. Hence, Sweden constitutes our example of an individualist society, i.e., a society whose members to a large extent share an individualist evaluative profile. One important feature of such an individualist evaluative profile is a tendency to regard questions of value as largely a private matter and to downplay the importance of ethics in general. Against this background we investigated the evaluative outlook of 134 Swedish teacher students, using questions from WVS as a point of departure. The results indicate that these students do not differ to any significant degree from the Swedish population in general as regards their evaluative outlook, and yet they are supposed to mediate both individualist and social basic values in their coming profession. The purpose of this paper is to make visible and problematize the tension between an individualist evaluative profile and the educational task of mediating a set of basic values. This tension, it is argued, poses special challenges for teachers and the teacher education in societies on the individualist side of the scale. (shrink)

This paper addresses the problem of sound individuation (SI) and its connection to sound ontology (SO). It is argued that the problems of SI, such as aspatiality, extreme individuation, indexical perplexity and duration puzzles are due to SO’s uncertainties. Besides, I describe the views in SO, including the wave view (WV), the property view (PV), and the event view (EV), as Casey O’Callaghan defends it. According to O’Callaghan, EV offers clear standards to individuate sounds. However, this claim is countered by (...) the consideration that any view could also defend the standards in SO, and thus, EV does not solve any of the problems mentioned above. As a way of showing the difficulties inherited by sound’s inner ontology, the problem of its linguistic representation is also addressed. The problem of SI can be developed within the frame of the philosophy of language and, specifically, regarding the discussion about mass vs count-­sortal terms. Is the term sound a mass or a count­-sortal? It is shown that, for reasons pertaining SO, the decision regarding the case of sound as a mass or count-­sortal term remains open. SI is, thus, covered from the SO to the philosophy of language. (shrink)

“African thinking,” “African thought,” and “African philosophy.” These phrases are often used indiscriminately to refer to intellectual activities in and/or about Africa. This large field, which sits at the crossroads between analytic philosophy, continental thought, political philosophy and even linguistics is apparently limitless in its ability to submit the object “Africa” to a multiplicity of disciplinary approaches. This absence of limits has far-reaching historical origins. Indeed it needs to be understood as a legacy of the period leading to African independence (...) and to the context in which African philosophy emerged not so much as a discipline as a point of departure to think colonial strictures and the constraints of colonial modes of thinking. That the first exponents of African philosophy were Westerners speaks volumes. Placide Tempels but also some of his predecessors such as Paul Radin and Vernon Brelsford were the first scholars to envisage this extension of philosophy into the realm of the African “primitive.” The material explored in this article – Statues Also Die, Bantu Philosophy, The Cultural Unity of Negro Africa, and It For Others - resonates with this initial gesture but also with the ambition on part of African philosophers such as VY Mudimbe to challenge the limits of a discipline shaped by late colonialism and then subsequently recaptured by ethnophilosophers. Statues Also Die is thus used here as a text to appraise the limitations of African philosophy at an early stage. The term “stage,” however, is purely arbitrary and the work of African philosophers has since the 1950s often been absorbed by an effort to retrieve African philosophizing practices before, or away from, the colonial matrix. This activity has gained momentum and has been characterized by an ambition to excavate and identify figures and traditions that had hitherto remained unacknowledged: from Ptah-hotep in ancient Egypt and North-African Church fathers such as Saint Augustine, Tertullian and Arnobius of Sicca, to “falsafa”-practising Islamic thinkers, from the Ethiopian tradition of Zera Yacob and Walda Heywat, to Anton-Wilhelm Arno, the Germany-trained but Ghana-born Enlightenment philosopher. This article investigates the structure of trust in China and compares it with the U.S., using the 2000 and 2005 waves of the World Value Survey (WVS). We analyze two dimensions of trust - trust in people and trust in major companies. It is found that the level of trust has remained stable in China within the 5-year period. On the other hand, trust in major companies has declined dramatically in U.S. while trust in people has increased slightly. The structure (...) of trust in companies is different from trust in people. For both countries, individuals with higher education tend to have a higher level of trust. Individuals who are divorced tend to have lower trust in people. Individuals who think that other people are fair are more likely to trust in people. Preference for competition has a positive effect on trust in major companies. On the other hand, some differences between the two countries are observed. Perception of fairness does not affect trust in major companies in China, while it has a positive effect in U.S. in year 2006. Preference for equality has a negative effect on trust in major companies in U.S. but no significant effect in China. The pattern of trust and its changes over time may reflect differences in market conditions in the two economies. (shrink)

The hazards of the use of English as a default language in analytic philosophy are obvious to everyone except mainstream analytical philosophers. The uncanny conceptual resemblance between what one is told about Jerry Fodor’s universal Language of Thought and current globalese basic academic English calls for reflection. [...] What I am pleading for is not just a matter of paying great attention to other philosophical traditions. It is a matter of understanding how English cannot serve as any centre or point (...) de départ for the description of all cognitive systems. We need to try to define the topology of the human cognitive space where English must show up as the very untypical case of a natural language that it manifestly is. Pace Donald Davidson, English is not the measure of all things. And historical cognitive ethnography is relevant to philosophical epistemology. The indispensable basis for any philosophy with global ambitions is a conceptual “experimental method” applied to the problems of conceptual diversity among human languages regarding not least of all the conceptual schemes of which one’s own philosophical keywords are an integral part.
