Neoliberal precepts of the governance of academic science-deregulation; reification of markets; emphasis on competitive allocation processes have been conflated with those of performance management—if you cannot measure it, you cannot manage it—into a single analytical and consequent single programmatic worldview. As applied to the United States’ system of research universities, this conflation leads to two major divergences from relationships hypothesized in the governance of science literature. (1) The governance and financial structures supporting academic science in the United States’ system of (...) higher education are sufficiently different from those found in many other OECD countries where these policies have been adopted to produce political pressures for an increase rather than a decrease in governmental control over university affairs. (2) The major impact upon academic science of performance measurement systems has come not externally from new government requirements but internally from the independent adoption of these techniques by universities, initially in the name of rational management and increasingly as devices to foster reputational enhancement. The overall thrust of the two trends in the U.S. has been less a shift as experienced elsewhere from bureaucratic to market modes of governance than the displacement of professional-collegial control by internal bureaucratic control. Within the context of employee rights and management social responsibility, this paper identifies and explores three ethical dimensions of downsizing. Using ANOVA and Scheffe post-hoc statistical techniques, groups involved in the downsizing decision making process were compared with groups affected by the process on each ethical dimension. Results indicated that those affected by the process attached greater ethical significance to these dimensions than those who were involved in formulating and implementing/communicating downsizing decisions.

From an informal group of a dozen faculty and graduate students at Temple University, the Jean Piaget Society grew in seven years to 500 members who have interests in the application of genetic epistemology to their own disciplines and professions. At the outset Piaget endorsed the concept of a society which bore his name and presented a major address on equilibration at the society's first symposium in May, 1971. Had he not done so the society would no doubt have remained (...) a small parochial group, like so many others throughout the country, interested in Piaget and his theory. With the encouragement of Genevans and the leadership of its first four presidents, Lois Macomber, Barbara Press eisen, Marilyn Appel, and John Mickelson, the society undertook a number of programs to collect and disseminate the results of scholarly work in genetic epistemology. Particular emphasis was placed upon applications of Piaget's theory to developmental psychology, philos ophy, and education. One of these programs was the publication of an annual series on the development of knowing, of which this volume is the first. In 1973, the society asked Hans Furth with the assistance of Willis Overton and Jeanette Gallagher to initiate and plan a series of yearbooks with the result that in addition to this volume, a second volume on education was commissioned, and a third one on the decalage issue was planned. The traditional characterization of Charles Darwin as a strong advocate of physiological experimentation on animals was posited in Richard French’s Antivivisection and medical science in Victorian England, where French portrayed him as a soldier in Thomas Huxley’s efforts to preserve anatomical experimentation on animals unfettered by government regulation. That interpretation relied too much on, inter alia, Huxley’s own description of the legislative battles of 1875, and shared many historians’ propensity to foster a legacy of Darwin as a leader among a (...) new wave of scientists, even where personal interests might indicate a conflicting story. Animal rights issues concerned more than mere science for Darwin, however, and where debates over other scientific issues failed to inspire Darwin to become publicly active, he readily joined the battle over vivisection, helping to draft legislation which, in many ways, was more protective of animal rights than even the bills proposed by his friend and anti-vivisectionist, Frances Power Cobbe. Darwin may not have officially joined Cobbe’s side in the fight, but personal correspondence of the period between 1870 and 1875 reveals a man whose first interest was to protect animals from inhumane treatment, and second to protect the reputations of those men and physiologists who were his friends, and who he believed incapable of inhumane acts. On this latter point he and Cobbe never did reach agreement, but they certainly agreed on the humane treatment of animals, and the need to proscribe various forms of animal experimentation. (shrink)

This paper explores some of the ways in which phenomenological approaches have been linked to contemporary social science inquiry into human ways of knowing and learning in the fields of education and nursing research. It then looks at four contemporary approaches which draw on phenomenology namely: distinguishing imaginal from rational/logical knowing as an alternative and complementary mode of knowing; using ‘arts based’ or ‘expressive’ approaches to inquiry; developing hermeneutic text making to present research findings and using heuristics in a cyclical (...) approach to understanding forms of human experience. The suggestion is that these approaches could be enriched and deepened by a more explicit exploration of phenomenological approaches and that conversely, some of forms of phenomenological research might be enriched by the use of these approaches. Laudato si' attempts simultaneously to disrupt prevailing global environmental discourse and to reorient central concepts in Catholic moral tradition by requalifying the meaning of dominion and by ecologically expanding human dignity. The image of Earth crying out to humans from within a kinship relation plays a central role in both arguments. However, the political consequences of those shifts remain vague because the “voice” of Earth remains silent in crucial loci of the encyclical's argument.

The delineation of constituency boundaries and variations in vote distribution across districts often favor certain parties at the expense of others. Applying a hitherto under-utilized formula (Brookes, 1959; Johnston et al., 1999), this study investigates whether the mechanism translating votes into seats in Japan's single-member districts results in systematic partisan advantage that may influence election outcomes. Simulations are conducted for the 2003 and 2005 general elections under two scenarios: where the governing coalition and the main opposition party receive equal vote (...) shares, and where their vote shares are reversed from the actual results. Components of electoral bias are then disaggregated into size and distribution effects, and the impact of malapportionment, electorate size, turnout, and the role of third party/independent candidates on overall electoral bias is examined. Results show that while partisan bias exists, disadvantages toward one party in some components are likely to cancel out benefits derived from others, producing a relatively small net effect. Furthermore, electoral bias in Japan is found to award sectoral rather than partisan seat bonuses. (shrink)

What is new about the present study is that the author approaches the religious metamorphosis from the perspective of the evolution of consciousness itself. The result of his exploration made the author realize that the development of European consciousness was not just an accidental historical process.

Despite acknowledgment that performance failure among new salespeople is a prevalent issue for organizations, researchers do not fully understand the consequences of repetitive periods of failure on new salespeople’s unethical selling behaviors. Further, little is known about how a sales force’s reward structure and managerial attempts to intervene following failure affect new salespeople’s behavior. Combining an experiment with longitudinal growth models, we show that repetitive periods of failure increase unethical behaviors, and interventions intended to remind the salesperson to behave in (...) the customer’s best interests attenuate this effect under a non-contingent reward structure. However, counter to managerial assumptions, under a contingent reward structure these customer-oriented interventions actually backfire by amplifying the original relationship between repetitive failure and unethical behaviors. The results have potentially important managerial implications for those who manage new salespeople learning how to sell or during other failure-prone periods. (shrink)

Social screening of investments calls not only for investment policy and criteria, but also for information about companies, their policies, practices and performance. The Global Reporting Initiative (GRI) and its June 2000 Sustainability Reporting Guidelines have the potential to significantly improve the usefulness and quality of information reported by companies about their environmental, social and economic impacts and performance. The GRI aims to develop a voluntary reporting framework that will elevate sustainability reporting practices to a level equivalent to that of (...) financial reporting in rigour, comparability, auditability and general acceptance. This will be a welcome and efficient supplement to the questionnaires, interviews, press releases, media reports and other sources of information traditionally used for screening in investment decision making - social/ethical and mainstream. The Dow Jones Sustainability Group Index, the Jantzi Social Index and the Innovest EcoValue'21 analytical platform, together with the SRI community, are all likely to benefit from GRI-style sustainability reports. One of the GRI's key challenges is to accommodate the broad variety of disclosure needs and expectations of a wide range of report users and company stakeholders. To maximize the usefulness of the GRI Guidelines, report users, including the SRI community, need to be engaged in the process of developing and refining the Guidelines over time. The GRI Guidelines are emerging as an important instrument in enabling companies to communicate with their stakeholders about performance and accountability beyond just the financial bottom line. The unique character of the socio-economic negociations in Belgium has lost much of its glamour and prestige during the last quarter of the 20th century. While before 1975, there was more or less agreement among the social partners to redistribute welfare to the whole society, after the first oil crisis employers tended to see themselves in competition with other employers, with the trade unions and with the state. Both employers' organisations as trade unions wanted to safeguard their own priorities, respectively (...) the competitiveness of the enterprises and the system of indexation. As a consequence, it became very difficult to reach agreements and hence, there have been no or only very small interprofessional agreements signed since 1975.The role of the government in this period evolved from the role of host for the negociations to that of co-actor and finally to director. When no agreement was possible between the social partners, the govenrment itself took the initiative and both trade unions and employers' organisations tried to lobby the government rather than being partners in negociations. The measures of the government, especially those taken with extra-ordinary powers, were often beneficial for the employers. Despite the emphasis by the trade unions on employment, their efforts beared not much fruit. The first priority of both the government and the employers was the enhancement of the financial and the economic situation of the country. Since the interprofessional agreement of 1999-2000, a new period bas begun. Trade unions and employers' organisations are constrained by what happens in the rest of Europe. Between these constaints, they can negociate and conclude agreements on the basis of freedom and responsibility.The level of negociations shifted in this period from the interprofessional level to the level of the sector or even to the level of the enterprise. Another trend is the creation of an institutional framework for social talks on the Flemish level.The challenges for the future are the installation of a European or even an international world-wide institutional framework for social negociations and the development of themes as permanent education, quality of life and work and the enhancement of the socio-economic democracy. Problems that overwhelm moral agency challenge methods of ethics that prioritize social practices. This essay explains how climate change exceeds moral competencies, criticizes climate ethics for eliding the difficulties, and the attempts to vindicate a practice-based approach by arguing for the possibility of doing ethics from incompetent projects. However, because incompetence easily becomes the excuse of injustice, I illustrate the argument with an indigenous peoples' climate justice project that both exemplifies the creativity my approach needs and bears a strong critique (...) of its method. I felt a surge of emotions jumbled together, a mother should not die like this, leaving her young children motherless. She and I shared the exact same birthday; it could have been me in that hospital bed. However, I did not have a terminal diagnosis and my children were safe at home, complaining about doing homework. In the blink of an eye, without even recognizing what had just happened, I was face to face with my mortality.I tampered my emotions and held them back. I collected myself, and remembered the reason I was there. My professionalism took charge. I am a member of the Medical Ethics consultation service at a large healthcare system. A request was made to help with the ethical dilemma of a patient with a grave prognosis unwilling to discuss a hospice referral. The dilemma here represented two issues in conflict: patient autonomy and provider beneficence versus non-maleficence. Respect for autonomy allows each person the right to make informed decisions about their care that respect their values and personal beliefs. Provider beneficence is balanced by non-maleficence: beneficence is the expectation that physicians make treatment decisions in the best interest of the patient and non-maleficence guides physicians to minimize harm. This case called for analyzing the balance of autonomy with proportionality, weighing the risks versus the benefits of treatment decisions.I knocked on the door and they all turned and looked in my direction. The patient signaled me to enter. Although she was smiling, the sadness in the room was palpable. I introduced myself to the patient and her children and diplomatically explained the reason for my visit. I turned to the children and asked if there was anything I could get for them. I got three weak "no thanks." I asked the patient if I could stop by later. Then, I went to see my next patient. When I returned, I listened with rapt attention as she described the mosaic of her life story. When she finished, we sat together for a long time, neither of us speaking. Out of the blue, she told me she was not afraid of dying. She said she would welcome death to end her pain. She continued, explaining that her fear was that her children were not ready to accept her death. She was worried about how her death would hurt them, and all she wanted to do was to protect them. She reiterated her wish to be kept alive with all aggressive medical treatment possible. She communicated [End Page E6] that she understood and appreciated the severity of her condition. Her reason for continuing treatment was to give her children precious time. She said, "I would lie in front of a car to protect my children." The fields of environmental ethics and of religion and ecology have been shaped by Lynn White Jr.'s thesis that the roots of ecological crisis lie in religious cosmology. Independent critical movements in both fields, however, now question this methodological legacy and argue for alternative ways of inquiry. For religious ethics, the twin controversies cast doubt on prevailing ways of connecting environmental problems to religious deliberations because the criticisms raise questions about what counts as an environmental problem, how religious traditions change, (...) and whether ethicists should approach problems and traditions with reformist commitments. This article examines the critiques of White's legacy and presents a pluralist alternative that focuses religious ethics on the contextual strategies produced by moral communities as they confront environmental problems. By interpreting political possibilities with Christian commitments to justice, the book makes a distinctively practical contribution to the literature on Christianity and climate; it lifts an important theological voice in the growing subfield of climate ethics.The book begins by elaborating the general notion of ecological justice into workable criteria. Martin-Schramm describes four basic norms of ecojustice (sustainability, sufficiency, participation, and solidarity), from which he develops twelve energy policy guidelines (e.g., equity, adequacy). He then specifies those guidelines into fourteen criteria by which to assess the justice of climate action (e.g., historical responsibility, emissions verifiability).Subsequent chapters use those criteria to evaluate policy options. A chief difficulty in applying them lies in the tension between intergenerational and intragenerational claims. Global climate negotiations founder on disagreements about these undeveloped, plural dimensions of justice. Martin-Schramm therefore deploys criteria with a balancing objective: to develop obligations to the future while recognizing claims of the present poor and vulnerable, and while keeping the result within the bounds of North American political viability.For example, Martin-Schramm recognizes that the criterion of historical responsibility indicates that the United States should bear about one-third of the costs of climate transition. But he finds that the resulting figure ($331 billion) so outstrips realistic acceptance that he rejects financial transfer in favor of a “national obligation wedge” in which the nation compensates by pledging to reduce future emissions. Since those emission reductions are unlikely apart from a price on carbon, Martin-Schramm argues that justice mandates a fossil fuel tax. With an eye to political viability, he proposes beginning with a modest $5/ton (for comparison, the Stern Report estimates the social costs of carbon at $85/ton).Controversy in the details matters to the whole project because the point of Martin-Schramm’s approach is that a meaningful climate ethic should guide contextual action. Yet other accounts of climate justice will find a scandal of modesty on those contextual points. Martin-Schramm’s climate justice entails less economic transformation than the “Northern structural adjustment” demanded by the Latin American Council of Churches. His criteria for justice imply that advocating for impossible goals, or for objectives that would imperil other conditions of social justice, would amount to injustice.
