In lieu of an abstract, here is a brief excerpt of the content:274 HISTORY OF PHILOSOPHY poisoning, spying, etc., which would render postwar mutual confidence impossible, shall not be countenanced. It is mainly with an eye to these preliminary articles that Professor Wilhelm Miiller argues for Kant's relevance to contemporary political problems. Miiller begins by drawing an analogy between the Peace of Basle (1795) and the Treaty of Versailles: in both instances, it is claimed, secret reservations at the (...) treaty table, the identification of defeated nation with "guilty" nation, and the deprivation of an entire "guiltless" people of "the most primitive right to live" helped lay the foundations for future wars. Miiller sees in the willful dispersion, through motives of revenge and greed, of the possessions of conquered nations after both World Wars a "reversion to the wildest barbarism." He defends Kant's stricture against standing armies as being "simply and logically irrefutable" in spite of Kant's toleration--understandable in 1795--of limited and voluntary militias adequate for national defense. He infers from Kant's warning against national economic dependency the urgent need to exclude international capitalism from world politics. He suggests that Kant's principle of non-interference in the internal affairs of nations has been violated in the splitting of East from West Germany. And he insinuates that the present form of government in the U.S. is democratic and republican only in name, being in actuality a capitalist oligarchy whose two-party system tends to degenerate into a one-party system. Professor Miiller is entitled to his views. The reader, however, is entitled to a more objective exposition of Kant's essay and perhaps even to hope for a more critical and searching appraisal of Kant's doctrines. One opportunity for the latter surely offers itself in regard to Kant's analogy between personal and international morality. The analogy might conceivably break down over the difficulty of assigning collective moral and legal responsibility. If, as Kant maintains, a state is a moral person, it should follow that it and not merely its constituent members taken singly has moral responsibility for what it undertakes. Leaving aside the question of whether or not Kant thought through the implications of his premise, it is clear that Professor Miiller has not done so. Whereas he considers atrocious the branding of the German people as guilty of international crime in either World War, he allows himself the judgment that the "Christian" people of Europe and America were guilty of mass-murder on both occasions. The inconsistency is evident. Left unexamined and even unmentioned are the following: Kant's well-known ethical principles--the concept of practical reason, the phenomenal-noumenal duality, the notion of design in nature, the doctrine of the Categorical Imperative binding on any rational will--upon which he explicitly grounds Perpetual Peace; his efforts to refute the notion of theoretical conflict between morality and politics; his misleading use of the language of the social contract theorists throughout the essay; his proposal, anticipatory of later British philosophers, that the principle of publicity is a necessary if not sufficient condition of morally proper legislation. Perpetual Peace deserves more than Professor Mfiller has given it. PETER FUSS University of California, Riverside The Earlier Letters of John Stuart Mill 1812-1848. Edited by Francis E. These two volumes of early correspondence are the first volumes to appear of a projected new edition of Mill's collected works. If the subsequent volumes maintain the high level of competence achieved here, the new edition will prove a valuable assistance to nineteenth- BOOK REVIEWS 275 century scholars. Of the 537 letters published, 238 have never before been in print, and 72 others have hitherto appeared only in part. Most of the work of assembling the letters was done by F. A. Hayek, but the extremely useful annotation was prepared by Francis E. Mineka. We are told that he and Dwight N. Lindley are planning an edition of the later letters (1849-1873). In the Teubner edition, just published, I had to reduce the apparatus criticus to the smallest possible dimensions. All conjectures that were merely probable and not fairly certain had to be excluded. Some of them that are new may find a place here. There is only one MS. of Festus′ epitome of Verrius. It is now at Naples, and is said to have been found in Illyria. Dr. E. A. Loew, the leading authority on Italian script, tells us that it (...) was written at Rome towards the end of the eleventh century. It must have been rescued from a fire; for the outer edges of all the pages are burned away, so that the greater part of the outer of the two columns on each page has been lost. The chief task for editors is to fill up by conjecture these gaps in the outer columns. Scaliger won immortal fame in this work, although many of his conjectures merely followed out a suggestion of his predecessor, Augustini. Ursini and Miiller were of service in adapting to the conditions of space the stop-gaps of Scaliger, and both of them, chiefly Miiller, added excellent conjectures of their own. The conjectural supplements, printed in italics in Müller's edition, have often, especially in German students′ dissertations, been treated as if they were actually part of the text. The Hungarian editor, Emil Thewrewk, who first provided satisfactory manuscript material for Paulus′ epitome of Festus, in order to prevent this error, took the extreme course of omitting these supplements in his edition; although many of them are made absolutely certain by the words of Paulus. I have taken a middle course between Miiller and Thewrewk and have admitted the certain and the probable supplements, leaving blanks elsewhere. In any event, Dr. King's sympathetic approach to Paracelsus manages to throw considerable light on the Paracelsian advice to all future physicians: Don't read books! Read the stars, but read them "in Neo-Platonic fashion" (p. 114)! While the author is "judicious" about Galen and Paracelsus in particular, he is far from being so when it comes to Friedrich Hoffmann, a (...) medical materialist and "systematist" from Halle in the eighteenth century. Paradoxically enough, Dr. King has a marked antipathy for the doctor of "sympathy " himself (p. 173). Incidentally, the only other physician in the book who is not liked--apparently for his being polemical (p. 215)--is a famous fellow-pathologist of the last century, Rudolf Virchow. Still, it is only fair to add that the author acknowledges fully Virchow's important contributions to the field of cellular pathology. Finally, Dr. King not only has his likes and dislikes as to the medical men he actually selects from modern medicine to represent changes in theory of disease, but he seems also to have a definite bias in another and more serious sense. With the exception of the Epilogue and Chapter IV, which includes Vesalius and Harvey as well as Hoffmann, all the episodes of modern medicine deemed worthy of study derive from the Germanic world. Curiously enough, although there is no discussion of the germ theory of disease as such in the book, there is mention of Koch, but not of Pasteur. And French physiologist Claude Bernard, the great medical philosopher who tried to do in the nineteenth century for scientific medicine what American pathologist Lester King is attempting in the twentieth, is conspicuous by his absence in The Growth of Medical Thought. Miiller hinzu. Die Ordnung entspricht offenbar der von den Herausgebern (W. F. Otto, E. Grassi und G. Plamb/Sck) angenommenen chronologischen Reihenfolge. Ausgelassen sind: Minos, Alkibiades H und Theages, Nebenbuhler, Kleitophon und die Epinomis--offenbar weil sie die Herausgeber fiir unecht halten. Die Obersetzung einer Reihe von Dialogen (bes. Parmenides, Politikos, Philebos, Timaios, Kritias) wurde einer Durchsicht unterzogen; leider teilen uns BOOK REVIEWS 239 die Herausgeber nicht mit, von wem. Jedem Dialog geht eine Gliederung voran; jeder Band ist mit einer recht brauchbaren Bibliographie versehen. Es ist erstaunlich zu erfahren, dass der erste Band, erstmalig in 1957 erschienen, in 1963 eine Auflage von 78000 erreicht hat; bleiben auch die Auflageziffern der fibrigen B~inde dahinter zurfick, so sind sie doch genfigend eindrucksvoll. Man wfinscht, der Verlag m6chte doch, durch diesen Erfolg ermutigt, das nach Obgesagtem noch Fehlende--und dazu noch Platons Gedichte--in einem Erg~inzungsband bringen, wie immer man fiber die Echtheit der Stficke denkt. Der stilistische Unterschied zwischen den ~bersetzungen von Schleiermacher (erstmalig: 1804-1810) und von H. und F. H. Mfiller ist ausserordentlich. Dies ist nicht etwa auf die gr6ssere Sprachmeisterschaff Schleiermachers zurfickfiihren. Vielmehr liegt seiner Obersetzungsmethode eine h6chst interessante Theorie zugrunde (die F. A. Wolff, der Schleiermachers ~bersetzung verhShnt und Wilamowitz, der sie als ungeniessbar bezeichnet hatte, offenbar unbekannt war). Dieser Theorie zufolge ist es die Aufgabe des ~2bersetzers, den Leser besffindig daran zu erinnern, dass er nur eine l~bersetzung vor sich hat. Einem ~bersetzer, der sich brfistet, dass sich sein Text so liest, wie ihn der Autor geschrieben h~itte, wenn er in der Sprache des ~bersetzers und seines Publikums gedacht h~itte, sollte erwidert werden "Daffir bin ich dir so dankbar, wie ich es w~ire, wenn du mir das Bild eines Mannes zeigtest und sagtest--So wiirde er ausgesehen haben, wenn ihn mit seiner Mutter ein anderer Vater gezeugt h~tte." In anderen Worten: da sich Inhalt und Ausdruck nicht abtrennen lassen, sollte der f2bersetzer, start das Original seiner Sprache anzueignen, vielmehr--wir gebrauchen hier den bekannten Brechtschen Begriff--im Leser einen Verfremdungseffekt erzeugen.
