Этот миф можно критиковать, анализируя конкретное поведение бюрократов, обычно мало рациональное, но также ставя под вопрос и саму культуру, которая хочет быть или даже претендует быть рационалистической. Mais ce type idéal ne permet pas de combler le hiatus entre pouvoir et société, lequel s’appelle aliénation. C’est un mythe, et si Max Weber parle de rationalité, ce n’est pas en vertu d’une exigence scientifique mais par référence à une axiologie culturelle. On peut donc le critiquer en analysant le comportement concret des bureaucrates -lequel est souvent fort peu rationnel -mais également en mettant en question une culture qui se veut ou se prétend rationaliste. En Russie, la monstruosité de la bureaucratie est la conséquence d’une crise de la culture. According to Max Weber, “rational bureaucracy” is an ideal-type of social organization. But this ideal-type cannot bridge the gap between power and society, something we could call alienation. It is a myth, and if Max Weber resorts to the concept of rationality, it is not because of any scientific need, but by reference to a cultural axiology. He can therefore be criticized by analyzing the actual behavior of bureaucrats, which often is less than rational, but also by challenging a culture that wants or claims to be rationalistic. El presente artículo es el resultado de un proceso de investigación originado en la Maestría en Publicidad de la UTL, en la línea de Semiótica Publicitaria, dirigida por el profesor Vladimir Sánchez, quien en su seminario, ha venido construyendo un equipo de trabajo con los maestrantes en torno a la aplicabilidad de algunos de los postulados de la pragmática de Charles Sanders Peirce al campo publicitario. Los maestrantes Jairo Sojo y Juan José Arango, adelantaron algunas hipótesis sobre el trabajo (...) del profesor Sánchez, y, gracias a ello, se propuso a la UJTL y a la Universidad Santo Tomás, un proyecto interinstitucional de investigación titulado “Semiótica, planeación y estrategia publicitaria y de diseño. Proyecciones del Pragmatismo a la comunicación contemporánea”. En el marco de la investigación anteriormente mencionada, surge el artículo que aquí se presenta, como un primer planteamiento de las hipótesis de investigación que dan origen a dicho proceso y que pueden esbozarse en tres grandes aspectos. El primero, unas consideraciones generales sobre el pragmatismo desde una perspectiva publicitaria con énfais en la regla de cualificación planteada por Peirce en 1903. El segundo, la propuesta de un modelo de análisis de piezas publicitarias desde la operacionilización de la regla de cualificación. El tercero una modelación para la planeación de estrategias publicitarias a través de la regla de cualificación aplicada al cruce de los interpretantes ontológicos y los interpretantes modales. In 1995 N. C. A. da Costa and F. Doria proposed the modaltype elegant axiomatization of Jaśkowski’s discussive logic D2. Yet his ownproblem which was formulated in 1975 in a following way: Is it possible toformulate natural and simple axiomatization for D2, employing classical disjunction and conjunction along with discussive implication and conjunctionas the only primitive connectives? — still seems left open. The matter of factis there are some axiomatizations of D2 proposed, e.g., by T. Furmanowski, J. Kotas and N. (...) C. A. da Costa , G. Achtelik, L. Dubikajtus,E. Dudek and J. Konior , satisfying da Costa’s conditions, but they arerather looking very complicated and unnatural. An attempt is made to solveda Costa’s problem. The new axiomatization of D2 is proposed essentiallybased on da Costa’s-Doria axiomatization from 1995. (shrink)

The keynote idea of the theses is contained in the author’s assumption that modern philosophy doesn’t meet its claiming pretensions: to be universal form of knowledge. First of all philosophy is connected not with knowledge but with ideas and secondly being authentic it “exists only in everyday life”.1 In orderthat philosophy could realize its innate essence corresponding conditions of social being should exist but they are still absent and therefore philosophy is absent as well. Its place is occupied by metaphysics (...) which is free movement of thinking that has no definiteness as the condition of being of any form of thought. That iswhy we watch crisis state of “philosophy” which becomes apparent in vagueness of its subject: “philosophy is not only one, there are many of them”. The author supposes that philosophy as the highest relation of mankind to objective reality is the only one. Philosophy lowered down from the heaven (Platon, Ciceron) in the field of human being must raise people not only to purity of thought, but mainly to purity of their activity both with each other and with nature. Then real interaction of men and nature will take place. This will be the beginning of spiritualization of the Universe. It may exist only under the conditions of social uniformity as historical form of Weltanschauung (world outlook) that removes religious form. Realization of its being supposes fundamental change of social life. It is necessary that private property should be replaced with social property in the sphere of social production. Only under these conditions philosophy may appear and exist as historical form of Weltanschauung. (shrink)

During the last millennium the world economic and geopolitical conflicts were to a great extent connected: different crises in the World System's evolution stimulated geopolitical shifts and vice versa. This article argues that in the 15th century different geopolitical events and conflicts in Central Asia initiated the fall of the previous World System and the rise of the new one. This transformation resulted in the fall of overland and river trade routes, including the Great Silk Route, which passed through Central (...) Asia. World trade shifted to sea and ocean routes, and European countries became the center of the new World System. Now, in the beginning of the 21st century a new transformation of the World System is underway. The center of economic and political development is migrating gradually to the East: this is why the geopolitical role of the Central Asian states is increasing. Central Asian states are a very important part of the New Silk Route; this route is to connect Eastern Asia with Europe and the Middle East. The United States, China, Russia, and other states are ardently competing to control the New Silk Route. Hence, different geopolitical, social, and military conflicts are probable in Central Asia. So economic and political integration in Eurasia between Russia, China, the United States and Central Asian states is very important for the geopolitical stabilization of the region. The article evaluates the main scenarios of geopolitical changes in Central Asia. (shrink)

This paper examines the social theory of Lester Frank Ward, one of the most significant representatives of early American social theory, with particular attention to his conception of the state, which can be described as Hegelian. The first part of the paper gives a brief overview of early American social theory: its basic features, the issues that were the focus of attention during this period in the development of sociology in the US, and its most significant representatives. The basic features (...) of Ward’s social theory are then presented and examined in more detail. It is pointed out that it is: conceptual and essentially based on the natural sciences; based on the distinction between pure and applied sociology; systematic; supportive of progressive and pro-social reforms. It was directed against the individualist tradition. His theory was based on the belief that the human mind can direct social progress and that the order based on social inequalities, which is a product of the laissez-faire doctrine, cannot guarantee freedom and prosperity. The fundamental institution capable of doing so is the state. Therefore, the central part of this paper is devoted to his conception of the state and makes a comparison with Hegel’s theory of the ethical state contained in Hegel’s philosophy of objective spirit – philosophy of law and philosophy of history. It concludes by pointing out that Ward’s theory indicated the general direction of development of social circumstances towards the era of collectivism, and was also atypical of American social theory in some of its features. The political teachings of Thomas Hobbes and Carl Schmitt imply fundamental ontological structures that reflect the processes of the genesis, assertion, and destruction of political being. The article investigates similarities and differences between these political projects. The approach applied by the author is marked by a reliance on the theoretical analysis of the Leviathan's frontispiece and by employing the conceptual framework of Giorgio Agamben's Homo sacer project. The application of these theoretical optics helps to evaluate the political significance of the (...) present people (the people composed of living human beings) in Hobbes's and Schmitt's contexts and to detect the notable difference between the two projects. The article highlights that political existence presupposes the total depoliticization of the present people in the framework of Hobbes's philosophy. It is argued that the security of the present people's life becomes an underlying condition for the mentioned construction (and is therefore ontologically significant). The provision of security potentially saves the sovereign's own life and guarantees recognition by the subjects. An investigation of Schmitt's teaching reveals the political significance of the present people. Since - according to Schmitt - political will is understood only in the context of political enmity (the necessary "horizon” of which is armed confrontation), it is concluded that the political significance of the present people is closely associated with its members' readiness to die in the war. Due to the fact that political existence is generated through the decision on the public enemy (in which the present people might be involved via acclamation procedures), the resoluteness toward death that underlies this decision must be considered as the key factor of Carl Schmitt's political ontology. In light of this statement, it is argued that the project of Martin Heidegger's Being and Time could be considered as Carl Schmitt's "unwritten" ontology of the individual being. (shrink)

The study relevance lies in understanding strategic objectives' content concerning intelligent technologies’ application. The development and application of artificial intelligence in various branches of human activity carry the potential for global changes in society, which, in methodological terms, increases the relevance of considering these problems. The study of ethical problems of artificial intelligence in the concept of sustainable development of society is connected with the dynamic development of innovative artificial intelligence (AI) technologies, which are considered a process of becoming a (...) new technosubject in the context of neuroscience development. The article emphasizes that the development of artificial intelligence acts as an innovative form of technology development when a new kind of human-machine technosubject is formed. The authors identify social problems of artificial intelligence application as the digitalization of life becomes a global anthropological challenge. Innovations of artificial intelligence are directly related to a number of ethical problems, as they contribute not only to the sustainable development of society but also cause dehumanization of relations between people and society. Based on the analysis of qualitative changes in scientific and technological research, using human-machine devices is becoming inevitable. Humankind must develop ethical guidelines for the application of AI systems. (shrink)

Introduction. The emerging paradigm of socio- cultural development of the Russian Federation’s local communities is conditioned by the trans- formation of production and economic practices based on the concept of a multi-layered economy and multifunctionality emerging under the pressure of globalization on the development of localities. The desire to preserve and maintain socio-cultural traditions, customs, and values is an axiological guideline for developing local communities. The growing social vulnerability of communities creates certain conditions for losing identity, ability for self-identification, and (...) leads to the destruction of socio-cultural identity. The purpose of the study. The article analyzes the problem of socio-cultural evolution when modern- izing production and economic activity generating factors causing the transformation of culture and sociality of local communities, thus determining the processes of integration and disintegration of socioculture. Methods. Sociocultural analysis provides an op- portunity to reveal the main directions of sociocul- tural development of local communities, to explain the essence of interaction, mutual influence and unification of local communities into an interactive socio-cultural space with compatible formations and components. Scientific novelty of the research. The author dis- plays the models of culture and sociality transfor- mation reflecting the processes of modification of the local communities’ lifestyle that determine the transition from the paradigm of sustainable tradi- tional socio-cultural development to the paradigm of innovative transformations. Results. The problem of sociocultural integration and disintegration is associated with globalization processes that generate contradictions of globality and locality. The processes of integration/disin- tegration of the local communities’ sociocultural development are conditioned by the culture and sociality evolution of the constructing model of socio-cultural behavior. The pressure of globaliza- tion plunges the socio-cultural space into a state of diffusion, instability. Historically established traditions, norms, values are transformed into intermediate forms that help to adapt to new living conditions, neutralize the negative consequences of modernization. Territorial sociocultural formations are being formed, within the framework of which attempts are being made to preserve the tradition- al socio-cultural environment. Conclusions. The dynamics of sociocultural pro- cesses determines the emergence of multidirec- tional poles of sociocultural life: from the desire to preserve the traditional socio-cultural environment, to the full acceptance of the meaningful qualities of liberal socio-culture, which destroys the sociocul- tural identity of local communities. Résumé Le but de l’étude présentée est d’analyser des œuvres de Gumilev et Huntington du point de vue de leurs approches et terminologies. Tous les deux ont essayé de donner une explication globale des phénomènes nouveaux dans l’histoire du monde. Malgré une terminologie différente, leurs thèses sont relativement analogues. Ils proposent une approche synthétique qui envisage la totalité de la société et qui les porte au rang des historiens-civilisationnistes, thèse dont la validité et le statut qu’on leur donne restent très (...) controversés de nos jours. Analogies et différences sont repérables d’abord à travers leur système taxonomique. Ces deux auteurs tentent aussi de répondre à la question posée sur la frontière orientale de la civilisation occidentale. (shrink)

In terms of formal deductive systems and multi-dimensional Kripke frames we study logical operations know, informed, common knowledge and common information. Based on [6] we introduce formal axiomatic systems for common information logics and prove that these systems are sound and complete. Analyzing the common information operation we show that it can be understood as greatest open fixed points for knowledge formulas. Using obtained results we explore monotonicity, omniscience problem, and inward monotonocity, describe their connections and give dividing examples. The articles analyzes the original concept of immortality, presented by F.M. Dostoevsky in a handwritten sketch written on April 16, 1864, the day after the death of the writer’s first wife. The authors argue that this concept was created under the influence of the ideas of German romantic natural philosophy, in particular G.T. Fechner’s work of The Book of Life After Death (1836). According to the pantheistic ideas of Dostoevsky and Fechner, every person after death continues to exist in the (...) earthly world. Having lost a limited biological body in death, a person can get a more extensive “cosmic” body, covering significant areas of the material universe. His personal spirit continues to exist in mankind, and the degree of his influence depends on what kind of spiritual success he achieved during his lifetime. In the concept of Fechner and Dostoevsky, posthumous life can be very different: great personalities (Goethe, Shakespeare, Napoleon, etc.) acquire an even more significant being than during life, and they continue to influence humankind, which, developing in history, strives for an absolute “synthesis” -the merger of all people into an organic whole and at the same time the merger with the universe. Individuals who, during their lifetime, confined themselves to their selfish interests can even disappear. In this concept, God is defined as “universal Synthesis,” i.e., the goal of the world process and the final merging of everything with everything. Jesus Christ is understood as an absolute, perfect man who, after death, does not resurrect in his previous bodily form, but completely dissolves in humankind and acts as a force guiding it toward unity and synthesis with the material world. This paper argues that extant signalling-based analyses cannot explain a range of cases of biological (and psychological) deception, such as those in which the deceiver does not send a signal at all, but that Artiga and Paternotte’s (Philos Stud 175:579–600, 2018) functional and my (Krstić in The analysis of self-deception: rehabilitating the traditionalist account. PhD Dissertation, University of Auckland, 2018: §3; Krstić and Saville in Australas J Philos 97:830–835, 2019) manipulativist analyses can. Therefore, the latter views should be given preference. (...) And because we still do not have a satisfactory definition of manipulation, the functional analysis, according to which a state is deceptive iff its function is to mislead and it misleads, is currently our best theory of deception. This is not to argue that the signalling-based analyses have no value but only that they should not be used in general analyses of biological deception.
