During the last millennium the world economic and geopolitical conflicts were to a great extent connected: different crises in the World System's evolution stimulated geopolitical shifts and vice versa. This article argues that in the 15th century different geopolitical events and conflicts in Central Asia initiated the fall of the previous World System and the rise of the new one. This transformation resulted in the fall of overland and river trade routes, including the Great Silk Route, which passed through Central (...) Asia. World trade shifted to sea and ocean routes, and European countries became the center of the new World System. Now, in the beginning of the 21st century a new transformation of the World System is underway. The center of economic and political development is migrating gradually to the East: this is why the geopolitical role of the Central Asian states is increasing. Central Asian states are a very important part of the New Silk Route; this route is to connect Eastern Asia with Europe and the Middle East. The United States, China, Russia, and other states are ardently competing to control the New Silk Route. Hence, different geopolitical, social, and military conflicts are probable in Central Asia. So economic and political integration in Eurasia between Russia, China, the United States and Central Asian states is very important for the geopolitical stabilization of the region. The article evaluates the main scenarios of geopolitical changes in Central Asia. (shrink)

This article analyzes some prospects for the economic and political development of the United States and China. The first part of the article is devoted to the consideration of strengths and weaknesses of the U.S. model and of the Chinese one. The second part of the article considers the most probable scenarios of the future struggle for world leadership. The first scenario suggests that China will continue developing at a faster rate in the several coming decades and will be gradually (...) catching up with the United States in terms of Gross Domestic Product (GDP) production. However, after several crises in 2008?2020 the United States will likely regain a number of advantages over China as a result of assimilation of the newest technologies. The second scenario suggests that the United States will come across a whole range of internal social and political problems related to internal political splits. In this case, the United States will have to share its global leadership with China. The article attempts to answer the following questions: What scenario is more probable? Will the old world order change? What are the main conclusions for the European Union and for Russia? (shrink)

We examine some of Connes’ criticisms of Robinson’s infinitesimals starting in 1995. Connes sought to exploit the Solovay model S as ammunition against non-standard analysis, but the model tends to boomerang, undercutting Connes’ own earlier work in functional analysis. Connes described the hyperreals as both a “virtual theory” and a “chimera”, yet acknowledged that his argument relies on the transfer principle. We analyze Connes’ “dart-throwing” thought experiment, but reach an opposite conclusion. In S , all definable sets of reals are (...) Lebesgue measurable, suggesting that Connes views a theory as being “virtual” if it is not definable in a suitable model of ZFC. If so, Connes’ claim that a theory of the hyperreals is “virtual” is refuted by the existence of a definable model of the hyperreal field due to Kanovei and Shelah. Free ultrafilters aren’t definable, yet Connes exploited such ultrafilters both in his own earlier work on the classification of factors in the 1970s and 80s, and in Noncommutative Geometry, raising the question whether the latter may not be vulnerable to Connes’ criticism of virtuality. We analyze the philosophical underpinnings of Connes’ argument based on Gödel’s incompleteness theorem, and detect an apparent circularity in Connes’ logic. We document the reliance on non-constructive foundational material, and specifically on the Dixmier trace −∫ (featured on the front cover of Connes’ magnum opus) and the Hahn–Banach theorem, in Connes’ own framework. We also note an inaccuracy in Machover’s critique of infinitesimal-based pedagogy. (shrink)

This article seeks to clarify the concept of progress in philosophy. It treats progress as a kind of development. But not every development is a progress. When we talk about progress, what really matters is the direction of development. In some cases it is relatively easy to reach agreement about this direction. But not in the case of philosophy, if we abstract it from the obvious and the trivial, like the number of books on philosophy. As a result, the article (...) concludes that there cannot be progress in philosophy. Instead we see a continual multiplication of interpretations. (shrink)

This paper rejects an argument defending the view that the boundary between deception and manipulation is such that some manipulations intended to cause false beliefs count as non-deceptive. On the strongest version of this argument, if a specific behaviour involves compromising the victim’s reasoning, then the behaviour is manipulative but not deceptive, and if it involves exposing the victim to misleading evidence that justifies her false belief, then it is deceptive but not manipulative. This argument has been consistently used as (...) a reason to reject the traditional analysis of human deception, according to which intentionally causing someone to acquire a false belief is sufficient for deception. And because the traditional analysis is also consistent with our most basic intuitions about deception, it does matter whether this argument succeeds. (shrink)

This article aims to discuss the aesthetic autonomy as a model for social emancipation. It starts from the contemporary challenges for the defense of aesthetic autonomy, using autonomy for criticizing discourses that seems to sustain a possible conciliation between life and art that not take into account the problems resulting from the connection between culture and capitalistic production.

What is the main philosophical gain for a reader of the Cratylus? Led by this question, the author claims that the non-conventialist theory of names developed in the dialogue’s first part is not entirely nullified by the acceptance of conventionalism in the dialogue’s second part. Against some older and some more recent readings, he argues that a core of the non-conventialist theory remains valid in Plato’s view and, together with Plato’s professed conventionalism, represents a complex position on the relation between (...) names and nominata – this is the main outcome of the dialogue (and is also consonant with much of what Plato says in other dialogues). For this reason the paper points out several important distinctions that are made in the first part of the dialogue, notably the introduction of forms of names as a third kind of thing distinct from both names and nominata. It is argued that the forms of names manifest a rational structure behind names, which, in its turn, is the basis for Plato’s semantics and comes forth behind the etymologies and the principle of resemblance as they are successively introduced. The Lazy Argument, as it is preserved in historical testimonies, is not logically conclusive. In this form, it appears to have been proposed in favor of part-time fatalism (including past time fatalism). The argument assumes that free will assumption is unacceptable from the standpoint of the logical fatalist but plausible for some of the nonuniversal or part-time fatalists. There are indications that the layout of argument is not genuine, but taken over from a Megarian source and later transformed. The genuine (...) form of the argument seems to be given in different form and far closer to Megarian logical fatalism and its purpose is not to defend laziness. If the historical argument has to lead to a logically satisfactory solution, some additional assumptions and additional tuning is needed. (shrink)

The research analyzes the process of formation of the ethics committee as a new institution in the system of regulation of genetic research. The external factors of this process are the increasing digitalization of medical and research practices, as well as the special situation that is developing in the field of genomic research and the use of genetic technologies, where issues of philosophy, jurisprudence and administration have generated many fundamentally new, and sometimes unexpected contexts. The author shows the similarity and (...) difference of approaches to the inclusion of the ethics committee in the national regulatory systems of different countries and determines the prospects for further integration of the new institution into normative and administrative-regulatory and law enforcement practices. The research applies all the main methods of system analysis and structural and functional analysis, as well as the comparative legal method. At the stage of generalization of empirical material, the author turns to the means and methods of philosophical phenomenology and phenomenological sociology. The study revealed that the ethics committee may have different institutional and regulatory functions in a variety of management and legal systems. Being hybrid in nature, the ethics committee performs various functions, and in various state legal systems and traditions it can combine elements of legislative, executive and judicial power. At times, the ethics committee may go beyond the scope of both a purely administrative and exclusively legal regulator. All this indicates that the integration of this institution into the legal system and into a variety of social practices is far from being completed. (shrink)

In the most of the actual literature a character of determinism is rarely enough explicitly underlined and we believe that it is the reason why common uses of the term often leads to inconsistencies and present a source of misunderstandings of different sorts. Here we will try to show that that there are many forms of determinism; that the concept of determinism has a composite character; and that conceptions of (...) determinism can be mutually discriminated and organized according to particular elements they are consisting of by applying the procedure of classification. We consider QED processes in the presence of an infinitely thin and infinitely long straight string with a magnetic flux inside it. The bremsstrahlung from an electron passing by the magnetic string and the electron-positron pair production by a single photon are reviewed. Based on the exact electron and positron solutions of the Dirac equation in the external Aharonov-Bohm potential we present matrix elements for these processes. The dependence of the resulting cross sections on energies, directions, and polarizations of the (...) involved particles is discussed for low energies. (shrink)

The present article deals with different Marxist theories on the Soviet experience, which emerged in post-Soviet Russophone Marxist or neo-Marxist scholarship (concurrently with some reference to Marxist traditions in other former Eastern Bloc countries). The article demonstrates that these theories – if we leave the remaining ‘Marxist-Leninists’ of the classical Soviet type aside and focus on critical, post-Soviet Marxism – may be classified as either ‘fundamentally rejectionist’ or ‘Thermidorian’. The former, in line with the seminal criticisms of K. Kautsky and (...) other early opponents of Lenin, reject the socialist nature of the October 1917 Revolution outright. The latter mostly define the Revolution as at least socialist-oriented, but further bifurcate into different varieties of the ‘state capitalism’ thesis with a number of theorists defining Stalinist societies as special varieties of post-revolutionary industrialism essentially different from orthodox capitalism. Most critical post-Soviet Marxists agree, however, that the main vector of Soviet-type regimes’ evolution indeed pointed towards increased class stratification. However, it should be remembered that Soviet-type bureaucracy was a class-in-the-making rather than a class-in-itself or a class-for-itself, and this point is further elaborated in the works of those theorists who prioritise the differences rather than similarities between Soviet-type industrialism and orthodox capitalism. Though, at first sight, logical formalization of natural language sentences and arguments might look like an unproblematic enterprise, the criteria of its success are far from clear and, surprisingly, there have only been a few attempts at making them explicit. This paper provides a picture of the enterprise of logical formalization that does not conceive of it as a kind of translation from one language (a natural one) into another language (a logical one), but rather as a construction of a (...) 'map' of (a piece of) the 'inferential landscape' of the natural language. The criteria that appear to govern the enterprise are labeled as those of reliability, ambitiousness, transparency and parsimony. These criteria, it is argued, do not provide for an excavation of a ready-made logical structure, but rather help us achieve a "reflective equilibrium" between the normative authority of logic and the answerability of logic to a natural language. In “Elementa Juris Naturalis” (1671) G.W. Leibniz formulated the genius intuition about the fundamental unity of juridical and Aristotelian modalities. Interpreting and explicating this intuition by virtue of the deontic logic G.W. Wright arrived to the conclusion that the unity of modalities in question is not an equivalence relation but an analogy one. However a complement for G.W. Wright’s explication of the intuition of G.W. Leibniz was submitted. This complement was a two-valued algebra of formal-natural-law philosophy of juridical and Aristotelian (...) modalities as moral-legal evaluation-functions determined by one variable. In thepresent paper I submit a binary generalization of the mentioned unary complement. By virtue of this generalization some significant shortcomings of the complement in question are eliminated. The generalization deals with the modalities as moral-legal evaluation-functions determined by two variables. (shrink)

The paper raises doubts concerning tenability of the platonistic conception of linguistic meaning. It gives examples of some problems that philosophers who employ entities from the realm of platonic objects as a kind of unexplained explainer tend to neglect.

Explaining his love of philosophy, Slavoj Žižek notes that he ‘secretly thinks reality exists so that we can speculate about it’. This article takes the view that links between mathematics and continental philosophy are part of reality, the reality of philosophy and its history, and hence require speculation. Examples from the work of Jacques Derrida and Henri Poincaré are discussed.

Russian Orthodoxy during the twentieth century presented a rich and varied body of thought about the nature of humanity and the human condition. This article surveys the major thinkers within this tradition, beginning with its background in the Slavophile movement and culminating in the work of more recent Orthodox thinkers such as Sergei Bulgakov, Georges Florovsky, Vladimir Lossky, and Alexander Schmemann.

The article focuses on process management in public administration using the specific case study of the statutory city of Ostrava. Based on the selected part of the PAPRIS methodology, the process management is verified, and conclusions from the application of information system e-SMO are generalized. Ostrava is third the biggest city in Czech Republic with approximately 320 thousand citizen. Article describes experiences with SW implements, which are used for model of process in public administration. Particulary at local authority of Ostrava (...) town. Model of process is a basis for reengineering of process in state administration and preparation for implementation of big information systems. Mapping of process is providing implement and confirmation methodology to identify existing processes. Problem with its using consist in that, senior manager don’t informs, what organization is determination by processes. If are not described in given to organization current processes, or how would have had look new optimum processes, will not endeavour about reengineering successful. Procedural analysis namely offer tool and check methodology to identification current suit and it is possible him use either as instruction for reengineering function handling administrative and self-rule activities. Purpose of the article: The PAPRIS methodology was used when defining the objectives for implementation of the information system for public administration. This methodology has been elaborated by one of the authors and published in a very general scheme when solving many case studies,,. We assume that the PAPRIS is primarily a methodology with incorporated elements of procedural approach for project management in public administration information systems. The specific supporting process of communication between the client and the e-SMO system has been chosen for verification. The model of supporting communication process, created by ARIS tools, is crucial, and the structure of scripts is subsequently made. The aim of this article is to verify that the methodology is sufficient and appropriate to manage such a large project such, undoubtedly, is the e-SMO. Methodology/methods: Defined productive and non-productive processes with their defined process cuts represent a crucial category for the process structure of IS projects. This is fully accepted by the PAPRIS methodology. Process cuts are understood, in the logic modelling according to the PAPRIS methodology, as clearly defined logic directional cuts in three-dimensional space of all project processes. The process set is systemically categorized, in a given logic directional cut, into mutually disjoint process subsets, which are characterized by this particular directional operator. The directional operator always has a clear logical allocation that is based on the construction of a process view. Theoretically, an infinite number of process views can be used. One of the important issues in a methodology for the case studies includes the size of the research sample. It is usually assumed that there is no ideal number of cases and that the number between four and ten usually provides good results. Other authors defining against any quantitative standards for any determination of the sample size of the case studies, since such an approach denies the internal logic of this methodology and the richness of the information obtained from participants in the research. Research which is carried out using case studies does not aspire on compliance with the requirement the representativeness of the sample.. Methodology of case studies is among the established guidelines of qualitative research. Research on using case studies in the last 30 years has seen an extraordinary increase in social-scientific research, including research on business and management. Scientific aim: The essential aim of this study is to describe the way the process cut defines a productive process and non-productive process, in accordance with the PAPRIS methodology using the specific example. While the triggering mechanism of the project production process is an event causing its own production - i.e. the specific output with added value for the customer, the project of non-productive process is caused by the project management event. Therefore, it is caused by the need to control, monitor, track, inspect, evaluate outputs, decide and regulate the project implementation. Findings: Within the support of the communication process, two examples were used to verify the methodology. The global perspective on the process was created in ARIS tools and the communication between the call centre and the client was made in Visio tools. The PAPRIS methodology is based on the concept of process variability, which has been clearly formulated. The fundamental direction of the process development, anticipated changes and the opportunity to react to them in accordance with defined objectives of the PAIS project are guaranteed. (shrink)
