Placed between constituting and constituted power, homo sacer reveals the state of exception, which through sovereign ban, is kept both inside and outside the law. Agamben’s latest political and legal philosophy is based upon this concept. As the victim of sovereignty, homo sacer unfolds the paradox of sovereign power, criticiz- ing its fundaments and showing the emptiness of law. However, for potentiality which is at the centre of Agamben’s argument, we need to look not only outside sovereignty and sovereign power, (...) but also outside homo sacer. This ar- ticle aims to examine such space, arguing that through absolute potentiality, the fulfilment of law is possible with the content to be focused on reaching conditions of justice and happy life. We conducted a systematic review and meta-analysis of anonymous surveys asking scientists whether they ever committed various forms of plagiarism. From May to December 2011 we searched 35 bibliographic databases, five grey literature databases and hand searched nine journals for potentially relevant studies. We included surveys that asked scientists if, in a given recall period, they had committed or knew of a colleague who committed plagiarism, and from each survey extracted the proportion of those who reported at least one case. (...) Studies that focused on academic plagiarism were excluded. Literature searches returned 12,460 titles from which 17 relevant survey studies were identified. Meta-analysis of studies reporting committed and witnessed plagiarism yielded a pooled estimate of, respectively, 1.7 % and 30 %. Basic methodological factors, including sample size, year of survey, delivery method and whether survey questions were explicit rather than indirect made a significant difference on survey results. Even after controlling for these methodological factors, between-study differences in admission rates were significantly above those expected by sampling error alone and remained largely unexplained. Despite several limitations of the data and of this meta-analysis, we draw three robust conclusions: The rate at which scientists report knowing a colleague who committed plagiarism is higher than for data fabrication and falsification; The rate at which scientists report knowing a colleague who committed plagiarism is correlated to that of fabrication and falsification; The rate at which scientists admit having committed either form of misconduct in surveys has declined over time. The prevalence and characteristics of research misconduct have mainly been studied in highly developed countries. In moderately or poorly developed countries such as Croatia, data on research misconduct are scarce. The primary aim of this study was to determine the rates at which scientists report committing or observing the most serious forms of research misconduct, such as falsification, fabrication, plagiarism, and violation of authorship rules in the Croatian scientific community. Additionally, we sought to determine the degree of development and the (...) extent of implementation of the system for defining and regulating research misconduct in a typical scientific community in Croatia. An anonymous questionnaire was distributed among 1232 Croatian scientists at the University of Rijeka in 2012/2013 and 237 returned the survey. Based on the respondents who admitted having committed research misconduct, 9 admitted to plagiarism, 22 to data falsification, 9 to data fabrication, and 60 respondents admitted to violation of authorship rules. Based on the respondents who admitted having observed research misconduct of fellow scientists, 72 observed plagiarism, 69 observed data falsification, 46 observed data fabrication, and 132 respondents admitted having observed violation of authorship rules. The results of our study indicate that the efficacy of the system for managing research misconduct in Croatia is poor. At the University of Rijeka there is no document dedicated exclusively to research integrity, describing the values that should be fostered by a scientist and clarifying the forms of research misconduct and what constitutes a questionable research practice. Scientists do not trust ethical bodies and the system for defining and regulating research misconduct; therefore the observed cases of research misconduct are rarely reported. Finally, Croatian scientists are not formally educated about responsible conduct of research at any level of their formal education. All mentioned indicate possible reasons for higher rates of research misconduct among Croatian scientists in comparison with scientists in highly developed countries. (shrink)

The paper elaborates specific perceptive purposes and structural procedures generated by the various experimental abstract films and shows the ways how abstract film engages spectator’s attention. By “liberating” our visual system from representational experience, the abstract film encourages us to cultivate different sensory and sensual sensibility, explore new associations and alternative paths for moods and emotions. Various streams of abstract film will be analysed, relying primarily on classical abstract films.

Paleolinguistics (or linguistic paleontology) is a scientific discipline that combines the methodology of historical linguistics with archaeological insights. Specifically, paleolinguists aim to reconstruct the linguistic expression of a particular archeological culture. In this paper I deal with the methodology of paleolinguistics since this has recently come under the scrutiny of philosophersfor instance, Mallory (2020) has argued that tools of the philosophy of language can be employed for charting the space of legitimate use of paleolinguistics, most notably the position of semantic (...) internalism. Specifically, in his view, linguistic reconstructions of the Proto-Indo-European lexicon express Sinn or sense, whereas the proto-lexicon is best understood as a model of conceptual capabilities of a particular historical community. I want to show that one can consider semantic externalism as a more fruitful alternative. In other words, I propose to see the proto lexicon as a model that shows a feedback loop between speakers’ conceptual capabilities and scaffolding of these capabilities through speakers’ interaction with the environment. I show that the process of scaffolding can be mediated by cognitive fossils which, in turn, forges a tighter methodological link between paleolinguistics, archaeology, and the study of human cognition. Academic misconduct is widespread in all cultures, and factors that influence it have been investigated for many years. An act of reporting peers’ misconduct not only identifies and prevents misconduct, but also encourages a student to think and act morally and raises awareness about academic integrity. The aim of this study was to determine factors that prevent students from reporting academic misconduct. A questionnaire to assess views on reporting the academic misconduct of a colleague was developed and sent to all (...) students enrolled at the University of Rijeka, Croatia. Results indicate that a tendency to protect fellow student and to comply with other opinions is the most influential factor that prevents students from reporting peers’ misbehavior. Furthermore, scientific discipline, gender, and age are all significant factors in students’ intention to report peer misconduct. Understanding the factors that influence students’ willingness to report academic misconduct enables faculties, administrators and students to strengthen the ethical culture in the academic community. Deep learning (DL) is a statistical technique for pattern classification through which AI researchers train artificial neural networks containing multiple layers that process massive amounts of data. I present a three-level account of explanation that can be reasonably expected from DL models in cognitive neuroscience and that illustrates the explanatory dynamics within a future-biased research program (Feest Philosophy of Science 84:1165–1176, 2017 ; Doerig et al. Nature Reviews: Neuroscience 24:431–450, 2023 ). By relying on the mechanistic framework (Craver Explaining the (...) brain: Mechanisms and the mosaic unity of neuroscience. Clarendon, 2007 ; Stinson Eppuor si muove: Doing history and philosophy of Science with Peter Machamer. Springer, 2017, The Routledge Handbook of the computational mind. Routledge, 2018 ), I develop an account that corresponds to the stages of mechanism discovery, i.e., our shifting epistemic position and epistemic goals, and propose a representative model for each level. Generic, theoretical DL models at _Level 1_ address the general features of a cognitive phenomenon through exploration and provide us with how-possibly explanations. On the other hand, DL models at _Level 2_ either identify the interaction between the features or represent the epistemic stage when the researcher is still unsure if the modeled features are crucial or arbitrary. These models should provide us with how-plausibly explanations. Finally, specific DL models of specific brain areas, i.e., ersatz models filled with relevant cognitive and neuroscientific details, are at _Level 3_. At this level, a researcher can advance how-actually explanations of cognitive phenomena. The main strength of this account is that it elucidates both _global explanatory dynamics_ and _local explanatory dynamics_ (cf. Dresow Synthese 199:10441–10474, 2021 ). The former occurs when the transition between levels happens in accordance with the process of obtaining more details about a particular cognitive phenomenon through multiple DL models. The latter, meanwhile, involves cases in which the transition between levels takes place within a single DL model by elucidating internal mechanisms (e.g., using Explainable AI techniques for rendering models more transparent). Antibiotic research and development has failed to produce innovative antibiotics in the past two decades, which is due to both scientific and economic factors. We reviewed national and international funding agencies and critically assessed current grant funding mechanisms. Finally, we propose four complementary grant-funding incentives aimed to help developers along the R&D pipeline. Equally important objective of these incentives is to address some of the known R&D risks and bottlenecks.

Three decades ago, William Ramsey, Steven Stich & Joseph Garon put forward an argument in favor of the following conditional: if connectionist models that implement parallelly distributed processing represent faithfully human cognitive processing, eliminativism about propositional attitudes is true. The corollary of their argument (if it proves to be sound) is that there is no place for folk psychology in contemporary cognitive science. This understanding of connectionism as a hypothesis about cognitive architecture compatible with eliminativism is also endorsed by Paul (...) Churchland, a radical opponent of folk psychology and a prominent supporter of eliminative materialism. I aim to examine whether current connectionist models based on long-short term memory (LSTM) neural networks can back up these arguments in favor of eliminativism. Nonetheless, I will rather put my faith in the eliminativism of the limited domain. This position amounts to the claim that even though connectionist cognitive science has no need whatsoever for folk psychology qua theory, this does not entail the illegitimacy of folk psychology per se in other scientific domains, most notably in humanities, but only on condition that one regards folk psychology as mere heuristics. Cognitive scientists used to deem reasoning either as a higher cognitive process based on the manipulation of abstract rules or as a higher cognitive process that is stochastic rather than involving abstract rules. I maintain that these different perspectives are closely intertwined with a theoretical and methodological endorsement of either cognitivism or connectionism. Cognitivism and connectionism represent two prevailing and opposed paradigms in cognitive science. I aim to extoll the virtues of connectionist models of enthymematic reasoning by following means: via (...) the phenomenon of creative enthymeme, viz. the inference where one cannot even articulate the missing premise, I introduce a connectionist mechanism of pattern recognition as underlying expertise; via Gestalt switch or Gestalt click, I demonstrate how differences in pattern recognition of an expert and a novice can be construed as qualitatively different, and not merely a matter of faster reasoning. The novelty of the coronavirus disease 2019 (COVID-19) pandemic is that it is occurring in a globalized society enhanced by digital capabilities. Our aim was to analyze the psychological and emotional states of participants in different pandemic-related contexts, with a focus on their digital and physical distancing behaviors. The online survey was applied during the ascending phase of the pandemic in March 2020 in two neighboring EU countries: Italy and Croatia. The study subjects involved four groups, two directly affected by (...) epidemiological measures and two serving as controls—(1) participants from Italy who were in lockdown (Italy group), (2) participants from Croatia who were not in lockdown but who were in direct contact with an infected person and underwent epidemiological measures (CRO-contact group), (3) participants from Croatia who were in an analogous situation but not near the same infected person (CRO-no contact group), and (4) participants from Croatia who were not aware of any infected person (CRO-unrelated group). The survey consisted of validated scales of psychological and emotional states, and custom-made questionnaires on the digital (online) and physical (off-line) behavior of the participants. The Italy group in lockdown had higher self-perceived scores for depression, stress, post-traumatic intrusion, and avoidance, as well as the highest digital activity and physical distancing than the not-in-lockdown Croatian groups. The insight into the extent of online activities and off-line isolation allowed for the introduction of Digital Activity and Physical Distancing Scores. Self-perceived post-traumatic avoidance was higher in both the Italy and CRO-contact groups than the control CRO-no contact and CRO-unrelated groups, and higher avoidance correlated with higher Digital Activity and Physical Distancing Scores. Being in direct contact with the infected person, the CRO-contact group had no other alterations than unexpectedly lower post-traumatic hyperarousal when compared with the Italy group. The Italy group in lockdown demonstrated higher self-perceived psychological toll together with higher digital activity and physical distancing than Croatian groups not in lockdown, even when compared with the affected CRO-contact group. The study outcomes suggest that the general emergency measures influenced citizens in lockdown more than exposure to the virus through direct contact with an infected person. (shrink)

The topic of this dissertation is the nature of linguistic competence, the capacity to understand and produce sentences of natural language. I defend the empiricist account of linguistic competence embedded in the connectionist cognitive science. This strand of cognitive science has been opposed to the traditional symbolic cognitive science, coupled with transformational-generative grammar, which was committed to nativism due to the view that human cognition, including language capacity, should be construed in terms of symbolic representations and hardwired rules. Similarly, linguistic (...) competence in this framework was regarded as being innate, rule-governed, domain-specific, and fundamentally different from performance, i.e., idiosyncrasies and factors governing linguistic behavior. I analyze state-of-the-art connectionist, deep learning models of natural language processing, most notably large language models, to see what they can tell us about linguistic competence. Deep learning is a statistical technique for the classification of patterns through which artificial intelligence researchers train artificial neural networks containing multiple layers that crunch a gargantuan amount of textual and/or visual data. I argue that these models suggest that linguistic competence should be construed as stochastic, pattern-based, and stemming from domain-general mechanisms. Moreover, I distinguish syntactic from semantic competence, and I show for each the ramifications of the endorsement of a connectionist research program as opposed to the traditional symbolic cognitive science and transformational-generative grammar. I provide a unifying front, consisting of usage-based theories, a construction grammar approach, and an embodied approach to cognition to show that the more multimodal and diverse models are in terms of architectural features and training data, the stronger the case is for the connectionist linguistic competence. I also propose to discard the competence vs. performance distinction as theoretically inferior so that a novel and integrative account of linguistic competence originating in connectionism and empiricism that I propose and defend in the dissertation could be put forward in scientific and philosophical literature. The World Health Organization has published a global priority list of antibiotic-resistant bacteria to guide research and development of new antibiotics. Every pathogen on this list requires R&D activity, but some are more attractive for private sector investments, as evidenced by the current antibacterial pipeline. A “pipeline coordinator” is a governmental/non-profit organization that closely tracks the antibacterial pipeline and actively supports R&D across all priority pathogens employing new financing tools.

Recently, I have proposed an extension of the framework of the ethics of collegiality (Berber & Subotić, forthcoming). By incorporating an anti-individual perspective and the notion of epistemic competence, this framework can reveal the epistemic virtue/vice relativism, which, in turn, charts the tension between being a good colleague and an efficient, loyal employee. In this paper, however, I want to sketch how the ethics of collegiality could be applied to practical domains, such as the historical accountability and atonement of corporations (...) that participated in the anti-Semitic policies of the Third Reich and contributed to the Holocaust by using slave or forced labor. New studies suggest that corporations ought to engage in deeper historical reflection and ethical dialogue between Shoah survivors and top managers to address the issue of industrial compliance (Federman 2021), whereas most of the work on this topic traditionally focused on the issue of reparations litigation (Kelly 2016, Neuborne 2003). Through the notions of collective institutional epistemic vice and institutional ethos (Fricker 2021), the upshot is to assess whether it is feasible for corporations to be genuinely repentant regarding their role in the Holocaust thanks to the ethics of collegiality instead of merely offering compensation. I will argue that instead of emphasizing ethical leadership and the top-down approach to the (re-)implementation of values in corporate conduct, the spotlights should be on the bottom-up approach grounded in collegial solidarity among all employees. Recently, Charles Goldhaber (2019) has argued that Tyler Burge’s (2005, 2010, 2011) arguments against disjunctivism in the philosophy of perception fail when juxtaposed with the literature in perceptual psychology. In addition, Goldhaber traces Burge’s motives for dismissing disjunctivism: his underlying theoretical assumptions vis-à-vis human rationality virtually force him to maintain that there is a genuine inconsistency between disjunctivism and perceptual psychology. While Goldhaber aims to defend epistemological disjunctivism à la John McDowell, my concern will be the other target of Burge’s (...) attack, namely John Campbell’s (2002a, 2002b, 2011a) relationism. I will reexamine the Burge/Campbell debate concerning the role of perceptual psychology in theorizing about the nature of perception and the status of perceptual beliefs so that I can support Goldhaber’s stance that Burge’s plan to put the kibosh on disjunctivism backfires in the end. Finally, by using the challenge of cognitive penetrability, I show how Burge’s argumentation strategy can be turned against him. (shrink)

Algorithms used in the public sector, e.g., for allocating social benefits or predicting fraud, often require involvement from multiple stakeholders at various phases of the algorithm’s life-cycle. This paper focuses on the communication issues between diverse stakeholders that can lead to misinterpretation and misuse of algorithmic systems. Ethnographic research was conducted via 11 semi-structured interviews with practitioners working on algorithmic systems in the Dutch public sector, at local and national levels. With qualitative coding analysis, we identify key elements of the (...) communication processes that underlie fairness-related human decisions. More specifically, we analyze the division of roles and tasks, the required skills, and the challenges perceived by diverse stakeholders. Three general patterns emerge from the coding analysis: (1) Policymakers, civil servants, and domain experts are less involved compared to developers throughout a system’s life-cycle. This leads to developers taking on the role of decision-maker and policy advisor, while they potentially miss the required skills. (2) End-users and policy-makers often lack the technical skills to interpret a system’s output, and rely on actors having a developer role for making decisions concerning fairness issues. (3) Citizens are structurally absent throughout a system’s life-cycle. This may lead to unbalanced fairness assessments that do not include key input from relevant stakeholders. We formalize the underlying communication issues within such networks of stakeholders and introduce the phase-actor-role-task-skill (PARTS) model. PARTS can both (i) represent the communication patterns identified in the interviews, and (ii) explicitly outline missing elements in communication patterns such as actors who miss skills or collaborators for their tasks, or tasks that miss qualified actors. The PARTS model can be extended to other use cases and used to analyze and design the human organizations responsible for assessing fairness in algorithmic systems. It can be further extended to explore communication issues in other use cases, design potential solutions, and organize accountability with a common vocabulary. (shrink)
