Anne Conway (1631–1679) is often described as a vitalist. Scholars typically take this to mean that Conway considers life to be ubiquitous throughout the world. While Conway is indeed a vitalist in this sense, I argue that she is also committed to a stronger view: namely, the panpsychist view that mental capacities are ubiquitous and fundamental in creation. Reading Conway as a panpsychist highlights several aspects of her philosophy that deserve further attention, especially her accounts of emanative causation and universal (...) perfectibility. There are also historical benefits to interpreting Conway as a panpsychist. Through its history, ‘vitalism’ has often been used to describe philosophies that draw a sharp line between living and non-living nature; surely, Conway is not a vitalist in this way. Moreover, some of Conway’s contemporaries (for instance, Ralph Cudworth and Henry More) are sometimes regarded as vitalists, but were not panpsychists. It is important to distinguish between Conway’s vitalism and her version of panpsychism and to add a term like ‘panpsychism’ to the interpretive lexicon. Otherwise, we run the risk of undervaluing Conway’s originality within her own context and beyond. (shrink)

This book offers a critical analysis of the rise of the US to global hegemony against a background of increased erosion of democracy and rule of law, and a rising linear pattern of near-absolute capitalist development. The author argues that the significant shrinkage of the ideological spectrum globally, as a result of worrisome levels of business and government interpenetration, has created a dangerous 'prefascist configuration' whereby unthinkable levels of violence have been normalized through the use of technologies such as drones, (...) increasingly condoned even by 'liberal' groups and the so-called political left. Using the example of the Obama administration and its increased reliance on drone assassinations, the volume makes a case for the dangers that lie in today's unique convergence of lack of transparency in government, business-government interpenetration, informal social regimentation, and militarization of capitalism. How nature of scientific knowledge or nature of science and scientific inquiry are contextualized, or related to each other, significantly impacts both curriculum and classroom practice, specifically with respect to the teaching and learning of NOSK. NOS and NOSK are considered synonymous here, with NOSK more accurately conveying the meaning of the construct. Three US-based science education reform documents are used to illustrate the aforementioned impact. The USA has had three major reform documents released over a period of 20 years. (...) The Benchmarks for Science Literacy was the first in 1993, followed by the National Science Education Standards in 1996, and the newest, the Next Generation Science Standards, was released in 2013. NOS or NOSK was strongly emphasized and given a prominent position in the first two, while the NGSS has marginalized the construct. It is categorized as a set of connections that can be made to some of the Science Practices or Crosscutting Ideas. However, a careful conceptual analysis of how the NGSS positions NOSK/nos relative to the previous reform documents reveals a complex situation related to how NOSK/nos is contextualized and apparent assumptions about how NOSK/nos is best taught and learned. A historical review of how NOSK/nos is contextualized reveals a longstanding confusion concerning the relationship between NOSK/nos and SI as well as about how the reform documents seem to assume how it can be best taught to students. The assumptions often run contrary to the empirical research on the teaching and learning of NOSK as well as call into question the ability of the NGSS to promote the perennial science education goal of scientific literacy. Patents recognize economic right and are important for both individual and social economic benefit. Nonetheless, mere economic right does not eliminate the requirement for moral assessment when adjudicating intellectual property claims, especially in the case of claims associated with applications of biomedical technology [e.g., somatic cell nuclear transfer methods]. This is so for applications for patent in the case of live-born animal clones, as governed in the setting of the judicial system of the USA. Here recent federal court decisions in (...) the USA are reviewed, and the ethical ambiguities of this judicial review are engaged in light of the current prohibitions on human reproductive cloning. It is concluded that the legal proscription of patents on animal clones bodes well for human accountability to present and future generations in the event of human reproductive cloning. (shrink)

When political philosopher Hannah Arendt introduced the concept of ‘banality of evil’ she did so in reference to the actions of Germans who appropriated the doctrines of National Socialism “thoughtlessly” and without obvious intentions to do evil. But, Arendt’s description of this phenomenon entails that such banality can be found even in a democracy such as the USA. The relation of law and morality must therefore be unambiguous to defend the rule of law against the rule of men. However, a (...) legal philosophy other than positivism is essential to safeguard the Republic against the overreach of executive power. And, where the psychopathology of Donald Trump is at the core of America’s electoral discontent in 2020, as mental health professionals have argued, there is all the more reason to take Arendt’s counsel especially seriously today. It is in this context that it is argued here that the American public must beware Trump’s inducement of America’s banality of evil. (shrink)

The theme of the third annual Spring workshop of the HUPO-PSI was proteomics and beyond and its underlying goal was to reach beyond the boundaries of the proteomics community to interact with groups working on the similar issues of developing interchange standards and minimal reporting requirements. Significant developments in many of the HUPO-PSI XML interchange formats, minimal reporting requirements and accompanying controlled vocabularies were reported, with many of these now feeding into the broader efforts of the Functional Genomics Experiment data (...) model and Functional Genomics Ontology ontologies. BackgroundNormally, physicians understand they have a duty to treat patients, and they perform accordingly consistent with codes of medical practice, standards of care, and inner moral motivation. In the case of COVID-19 pandemic in a developing country such as Bangladesh, however, the fact is that some physicians decline either to report for duty or to treat patients presenting with COVID-19 symptoms. At issue ethically is whether such medical practitioners are to be automatically disciplined for dereliction of duty and gross negligence; (...) or, on the contrary, such physicians may legitimately claim a professional right of autonomous judgment, on the basis of which professional right they may justifiably decline to treat patients.MethodsThis ethical issue is examined with a view to providing some guidance and recommendations, insofar as the conditions of medical practice in an under-resourced country such as Bangladesh are vastly different from medical practice in an industrialized nation such as the USA. The concept of moral dilemma as discussed by philosopher Michael Shaw Perry and philosopher Immanuel Kant’s views on moral appeal to “emergency” are considered pertinent to sorting through the moral conundrum of medical care during pandemic.ResultsOur analysis allows for conditional physician discretion in the decision to treat COVID-19 patients, i.e., in the absence of personal protective equipment (PPE) combined with claim of duty to family. Physicians are nonetheless expected to provide a minimum of initial clinical assessment and stabilization of a patient before initiating transfer of a patient to a “designated” COVID-19 hospital. The latter is to be done in coordination with the national center control room that can assure admission of a patient to a referral hospital prior to ambulance transport.ConclusionsThe presence of a moral dilemma (i.e., conflict of obligations) in the pandemic situation of clinical care requires institutional authorities to exercise tolerance of individual physician moral decision about the duty to care. Hospital or government authority should respond to such decisions without introducing immediate sanction, such as suspension from all clinical duties or termination of licensure, and instead arrange for alternative clinical duties consistent with routine medical care. As is clear to any user of software, quality control of software has not reached the same levels of sophistication as it has with traditional manufacturing. In this paper we argue that this is because insufficient thought is being given to the methods of reasoning under uncertainty that are appropriate to this domain. We then describe how we have built a large-scale Bayesian network to overcome the difficulties that have so far been met in software quality control. This exploits a (...) number of recent advances in tool support for constructing large networks. We end the paper by describing how the network was validated and illustrate the range of reasoning styles that can be modelled with this tool. (shrink)

The sciences are too important to be left exclusively to scientists, and indeed they have not been. The structure of scientific knowledge, the role of the sciences in society, the appropriate social contexts for the pursuit of scientific inquiry, have long been matters for reflection and debate about the sciences carried on both within academe and outside it. Even within the universities this reflection has not been the property of any single discipline. Philosophy might have been first in the field, (...) but history and the social sciences have also entered the fray. For the latter, new problems came to the fore, since reflection on the sciences is, in the case of the social sciences, necessarily also reflection on themselves as sciences. Reflection on the natural sciences and self-reflection by the social sciences came to be dominated in the 1960s by the term 'positivism'. At the time when this word had been invented, the sciences were flourishing; their social and material environment had become increasingly favourable to scientific progress, and the sciences were pointing the way to an optimistic future. In the later twentieth century, however, 'positivism' came to be a word used more frequently by those less sure of nineteenth century certainties. In both sociology and philosophy, 'positivism' was now something to be rejected, and, symbolizing the collapse of an earlier consensus, it became itself the shibboleth of a new dissensus, as different groups of reflective thinkers, in rejecting 'positivism', rejected something different, and often rejected each other. It is obvious that teaching and research in informal logic is a growth industry, indeed one of burgeoning proportions. Judging by skyrocketing enrolments and the avalanche of books, journals, computer aids, conferences, and workshops during the last decade, it would seem to be no passing fad but the overdue recognition of a societal need.

In response to adverse events in retroviral gene therapy clinical trials conducted in France to correct for X-linked severe combined immune deficiency disorder (X-SCID), an advisory committee of the Food and Drug Administration convened in October 2002, February 2003, and March 2005, to deliberate and provide recommendations for similarly sponsored research in the United States. A similar National Institutes of Health committee met in February 2003. In this article, I review the transcripts and/or minutes of these meetings to evaluate the (...) extent to which the ethical dimension of the research was engaged even as the molecular and clinical evidence was reviewed. I then provide representative ethical arguments to demonstrate the sort of ethical reasoning that should be included as part of the agenda of such committee meetings. (shrink)

Uses Heidegger’s philosophy to critique and remedy “world order thinking” in international politics.

Wilson has returned to a debate whose heyday was the fifties and early sixties. He staunchly aligns himself with the deductivists, philosophers such as Popper, Hempel, Bergmann, and Braithwaite, who argued that scientific and historical explanations presuppose general laws and statements of initial conditions from which explanandum statements are validly deduced.

Epistemologists have known for two-and-a-half centuries that there are serious difficulties surroundingnon-demonstrativeinference. The best-known problem,theproblem of induction, was first diagnosed by Hume in theTreatise. In our own century, several more problems were added, e.g., by Hempel —the paradox of the ravens—and by Goodman —the “new,” or exacerbated, problem of induction. But an even greater blow lay ahead: within the decade after Goodman's problem appeared, Gettier was to publish his famous challenge to the traditional analysis of knowledge which, again, underscored how (...) problematic inductive inferences are. It is often stated that the German twentieth-century philosopher Martin Heidegger never wrote an ethics while undertaking his critique and deconstruction of the Western tradition of metaphysics. It is, therefore, difficult to know what manner of normative ethics, if any, is consistent with his “hermeneutic of Dasein” such as articulated in his Being and Time. However, in his “Letter on Humanism,” Heidegger refers to the tragedies of Sophocles as “preserving the ēthos” more originally, thus better, than does Aristotle’s ethics. Hence, (...) one may examine Sophocles’s tragedies guided by the hermeneutic Heidegger provides, especially through the concepts of authenticity and authentic selfhood. Doing so, it is argued here that Sophocles’s Philoctetes presents one such opportunity for moral understanding in the interplay of authenticity and inauthenticity, in particular through a study of the moral dilemma that Neoptolemus must resolve as he moves from a situation of inauthenticity to a display of authentic resolve.
