Purpose The manner in which people, businesses and governments perform is changing because of the spread of technology. Digitalization of governments can be considered a necessity as we are now entering the era of the Internet-of-Things. The advantages and disadvantages of electronic governments have been examined in several research studies. This study aims to examine the attitudes of decision-makers towards e-government. The research aims are as follows: to determine the problems related with e-government usage, to establish the factors which decrease (...) the usage of e-government services and to propose recommendations for the effective application of e-government practices. Design/methodology/approach Qualitative research has been used for the study. Participants were chosen by the snowball sampling method, and face-to-face in-depth interviews were conducted with all decision-makers. In-depth interviews are more efficient and enable the acquisition of better qualitative information, in-depth knowledge and statistics, as the distance between the interviewer and interviewee is reduced. Questions asked can be categorized under two sections, where the questions in the first section are related to the decision-maker’s management style/managerial proposition, and in the second section, technological questions are asked in terms of the preferred communication method and the decision-makers’ attitudes towards e-government practices. Findings Decision-makers perceive electronic government to be important, while the level of importance is observed to be different among the decision-makers. Chronic problems exist in many countries, such as nepotism, where the decision-makers have conflicting arguments about e-government and the resulting effect on nepotism. Furthermore, the study also indicates that decision-makers are aware of the importance of mobile government, although they acknowledge that more time is required, as their country is still developing. Electronic voting is also perceived to be important, although the decision-makers believe that security and privacy issues need to be solved before related projects can be initiated. Originality/value This research can be a benchmark study for the decision-makers of small island developing states by means of e-government. The impediments preventing the effective application of e-government practices are also discussed in the study. This study will be useful to highlight the triggers and obstacles for e-government development in the context of a developing country. Internet penetration has increased significantly since the 2000s, and therefore, decision-makers need to consider the shift in citizens’ behaviour, such as the high usage of smartphones and the emergence of the Internet-of-Things. This article aims to examine critically the ‘cultural incompatibility’ argument, which asserts that disclosure of cancer-related information to patients is incompatible with Turkey’s cultural context. For this purpose, a brief overview of the approach to truth-telling in Turkey will first be provided, followed by the claims of two different Turkish authors on the issue and a critical analysis of their approach. It will be contended that this argument has actually been formulated with paternalistic concerns and it may be playing an (...) important role in shaping the approach of Turkish health care professionals to the issue. The article will then examine, in the light of study findings and case reports from Turkey, the concept of patient autonomy as it applies to truth-telling issues. It will be concluded that truth-telling can be compatible with Turkey’s cultural context, provided that health care professionals place more emphasis on good communication with their patients. Advance directives are not a part of the healthcare service in Turkey. This may be related with the fact that paternalism is common among the healthcare professionals in the country, and patients are not yet integrated in the decision-making process adequately. However, starting from the enactment of the Regulation of Patient Rights in 1998, this situation started to change. While the paternalist tradition still appears to be strong in Turkey, the Ministry of Health has been taking concrete measures in the (...) recent years to ensure that patient rights are implemented in healthcare practice. Therefore, Turkey now seems to be in a transitional period where a move towards a more patient-autonomy centred approach is being supported by the regulatory authorities, as well as the academic circles and the public at large. In the light of this background, this paper aims to examine the potential benefits of advance directives, particularly with regard to their possible effect in the clinical decision-making process of Turkey's context. It will be argued that advance directives, if correctly understood and implemented in the right settings, may be beneficial, particularly for improving communication between patients and healthcare professionals and for implementing of the right to refuse treatment. Geleneksel bir bakış açısıyla İsrailoğullarının Tevrat’taki ilk kadın peygamberi olan Miryam, Harun ve Musa’nın kız kardeşi olup Mısır’dan çıkışın önemli figürlerinden biridir. Ancak eleştirel ve farklı bakış açısından Miryam ile ilgili kutsal kitap ve midraşlardaki anlatılara bakıldığında onun üç farklı portreye sahip olduğu görülmektedir. İlk portre, sepet içinde suya bırakılan Musa’yı uzaktan seyreden ve ismi belirtilmeyen abladır. İkinci tasvirde o, Mısır’dan çıkış esnasında Harun’un kız kardeşi peygamber Miryam olarak betimlenmektedir. Bu tasvir daha yakından incelendiğinde Mısır’dan çıkışta dilinde ezgisi, elinde tefi (...) ile dans ederek İsrailoğullarına liderlik eden Miryam’ın, peygamber olmaktan ziyade Mısır’dan izler taşıyan rahibe olmaya daha yakın durduğu görülmektedir. Nitekim Miryam’ı bir rahibe olarak görmek Cüzzamlı Miryam kıssasını daha anlaşılır kıldığı gibi onun fiziki kusurla cezalandırılması Mısır’daki bir rahibenin görevden uzaklaştırılmasıyla uyumluluk arz etmektedir. Rabbani literatür başta olmak üzere Yahudi geleneğinin Miryam algısı ise ona üçüncü bir portre kazandırmaktadır. Midraş literatürün Miryam portresi, ölümünden hemen önce Tevrat’ın ondan aldığı saygınlığı iade çerçevesinde olup, onu diğer önemli anneler arasında görmek üzerine kuruludur. (shrink)

This paper is a qualitative empirical study of the perceptions of web editors and moderators about reader comments. Drawing from the insights provided by nineteen in-depth interviews with newsroom staff, we contend that reader comments have so far made little impact on the practices of traditional journalism in Turkey and that their promise to foster more constructive online public deliberation is largely unfulfilled. Reader comments continue to be an underestimated and neglected feature of online news. Online journalists’ perceptions of reader (...) comments are not based on any solid information of their readers but on their own personal observation and experiences. Moreover, freedom of expression in reader comments in mainstream newspapers is very limited due to legal and political pressures and prevalent self-censorship. Online journalists define politics and sports as the main categories that receive the highest number of comments most of the time. They also observe in reader comments the manifestation of a current political polarization in Turkey and point out the existence of majority pressure and a spiral of silence in relation to the Kurdish issue. With his philosophy of transcendence, Karl Jaspers is considered one of the few great metaphysicians of the 20th century. This study is devoted to the roots of his transcendental thinking in the philosophy of Plotinus (c. 204–270). It demonstrates the constitutive role that reference to the philosophia perennis played for Jaspers, as well as his early and intensive engagement with the founder of Neoplatonism, who for Jaspers was ‘the metaphysician par excellence’. His connection with Plotinus opens up fascinating new perspectives (...) on Jaspers’ concept of existential self-emergence as an ascent to the One, and on his henological philosophy of reason and his speculative paradoxical thinking about God. This paper explores expatriates’ ethical evaluations of and responses to guanxi in China through the lens of integrative social contracts theory. We conducted in-depth interviews with 14 expatriate managers who had spent, on average, 6.5 years working and living in China. Based on the content analysis of these interviews, we identified two different uses of guanxi: defensive and competitive. In general, the respondents found defensive guanxi moral in the Chinese context, while they considered competitive guanxi immoral. Based on our findings, (...) we identified fair competition as the substantive hypernorm that governed most respondents’ ethical evaluations of guanxi. The study has implications for all scholars who seek to utilize integrative social contracts theory to study the relationship between informal networks and corruption in developing countries. This article offers a critical inquiry of contemporary neural network models as an instance of machine learning, from an interdisciplinary perspective of AI studies and performativity. It shows the limits on the architecture of these network systems due to the misemployment of ‘natural’ performance, and it offers ‘context’ as a variable from a performative approach, instead of a constant. The article begins with a brief review of machine learning-based natural language processing systems and continues with a concentration on the relevant (...) model of recurrent neural networks, which is applied in most commercial research such as Facebook AI Research. It demonstrates that the logic of performativity is not brought into account in all recurrent nets, which is an integral part of human performance and languaging, and it argues that recurrent network models, in particular, fail to grasp human performativity. This logic works similarly to the theory of performativity articulated by Jacques Derrida in his critique of John L. Austin’s concept of the performative. Applying Jacques Derrida’s work on performativity, and linguistic traces as spatially organized entities that allow for this notion of performance, the article argues that recurrent nets fall into the trap of taking ‘context’ as a constant, of treating human performance as a ‘natural’ fix to be encoded, instead of performative. Lastly, the article applies its proposal more concretely to the case of Facebook AI Research’s Alice and Bob. (shrink)

INTRODUCTION[|]This paper has been planned as a critical response to Murat Civaner's article entitled 'Medical Ethics arguments should be concordant with scientific knowledge and certain values', published in the Autumn 2015 issue of Turkish Journal of Bioethics. It also aims to provide an evaluation of the way the authoritarian discourse manifests itself in ethical arguments.[¤]METHODS[|]For this purpose, the paper first presents the views of Orhan Hançerlioğlu on Karl Marx and Karl Popper and treats these views as a written example of (...) such authoritarian discourse, which is essentially a problematic attitude that results from an inability to acknowledge the value-laden aspects of a given perspective. [¤]RESULTS[|]In order to show that problems in Hançerlioğlu's approach is also present in Civaner's arguments, several examples where the author did not recognize the value-laden aspects and the subjective nature of information are provided. The paper then examines the recent claim by Celal Şengör, who asserted that force feeding of feces to individuals do not qualify as torture. Based on the presentation and the justification of this reductionist claim, it is emphasized that the relationship between information and values is much more complicated than those presented by Civaner. Civaner's claim, which asserts that the concept of conscience should have no place in medical ethics arguments, is also evaluated on this basis and the dangers of excluding the moral agent in ethical evaluation are underlined. In addition, the relationship of the paternalist tradition with the perspective which I refer to as the 'macro axis' is examined. Last but not least, the paper deals with the concept of 'ethics of ethics' by using examples from national and international ethics literature and emphasizes the reason why it is important for the ethicist to become aware of her own scheme of values. [¤]DISCUSSION AND CONCLUSION[|]The paper concludes that contrary to what Civaner has asserted, it is not possible to exclude subjective aspects from ethical argumentation and that such an appraoch will inevitably have an authoritarian quality. For this reason, the need for other approaches for revealing, rather than repressing or ignoring, the subjective aspects of ethical inquiry is underlined.[¤]. (shrink)

Causal knowledge unquestionably provides useful means to describe, explain and predict both natural and daily phenomena. This article addresses whether causality as such may not be ontologically primary and looks for an alternative fundamental mechanism encapsulating the information load of the causal framework. A probabilistic process view of reality asserting the struggle of natural forces is considered along with lines quoted from Nietzsche’s posthumously published notebooks and published work. Examples from scientific discoveries, in particular neurosciences, echoing his ontology are provided. (...) Furthermore, I propose a basic number game algorithm to illustrate and model the struggle of forces leading to causal inferences for an external observer. Nietzschean dynamic ontology involving the ceaseless struggle of will-to-power units accords with the emergentist approach to causation, which has been principally employed by the scientists working under the fields of thermodynamics, quantum mechanics and complex dynamical systems. This paper examines the ethico-legal problems regarding the right to refuse treatment in Turkey's healthcare system. We discuss these problems in the light of a recent case that was directly reported to us. We first summarise the experience of a chronically dependent patient (as recounted by her daughter) and her family during their efforts to refuse treatment and receive palliative care only. This is followed by a summary of the legal framework governing the limits of the right to refuse treatment (...) in Turkey. With the help of this background information on the legal framework, we re-examine the ethico-legal aspects of the case and explain the underlying reasons for the problems the family and the patient experienced. Finally, we conclude that Turkey's legal framework relating to the right to refuse treatment needs to be clarified and amended in accordance with international conventions and fundamental human rights. Understanding dental ethics as a field separate from its much better known counterpart, medical ethics, is a relatively new, but necessary approach in bioethics. This need is particularly felt in dental education and establishing a curriculum specifically for dental ethics is a challenging task. Although certain topics such as informed consent and patient rights can be considered to be of equal importance in both fields, a number of ethical issues in dental practice are only remotely—if at all—relevant for medical practice. Therefore, any sound approach to education in dental ethics has to recognise the unique aspects of dental practice in order to meet the needs of dental students and prepare them for the ethical challenges they may face during their professional practice. With this goal in mind, this paper examines the approach of the authors to dental ethics education and proposes a system to organise the topics of biomedical ethics for dental education. While the authors' perspective is based on their experience in Turkey, the proposed system of classification is not a rigid one; it is open to interpretation in other contexts with different social, cultural and professional expectations. Therefore, the paper also aims to inspire discussion on the development of an ideal dental ethics curriculum at an international level. (shrink)

This study aimed to examine the thoughts and expectations of patients receiving healthcare from their physicians and evaluate the ethical aspects of these thoughts and expectations. To determine the ethical aspects of the thoughts and expectations of patients, an open-ended question was asked on the web page of the Turkish Armed Forces (TAF) Health Care Command, which is accessible to the users of the TAF intranet system (the internet system used within TAF institutions). The participants were asked to express their (...) thoughts in their own words. A total of 804 participants answered the question by providing their input. The statements of the participants were classified separately by two public health specialists. The classification was made in accordance with the basic principles of patient rights, and they were collected under various headings including expectations about respect and care, good communication, informed consent, and fair and non-privileged distribution of healthcare services. The results show that patients tend to consider the physicians they see as solely responsible for all the negative issues that they encounter during their healthcare. This indicates that there is a need for extensive research on the underlying factors involved in the negative thoughts and feelings toward healthcare professionals in both TAF and Turkey in general. We address to the Poynting theorem for the bound electromagnetic field, and demonstrate that the standard expressions for the electromagnetic energy flux and related field momentum, in general, come into the contradiction with the relativistic transformation of four-vector of total energy–momentum. We show that this inconsistency stems from the incorrect application of Poynting theorem to a system of discrete point-like charges, when the terms of self-interaction in the product \ and bound electric field \ are generated by the same source (...) charge) are exogenously omitted. Implementing a transformation of the Poynting theorem to the form, where the terms of self-interaction are eliminated via Maxwell equations and vector calculus in a mathematically rigorous way, we obtained a novel expression for field momentum, which is fully compatible with the Lorentz transformation for total energy–momentum. The results obtained are discussed along with the novel expression for the electromagnetic energy–momentum tensor. (shrink)

Son yıllarda ülkemizde Din Psikolojisi alanında veriye dayalı dindarlık araştırmaları artış göstermektedir. Dindarlığın pek çok bağımlı ve bağımsız değişkenle birlikte araştırıldığı görülmektedir. Dindarlığı konu edinen çalışmalardaki artış, bu konuda meta analitik çalışmaların yapılması gerekliliğini göstermektedir. Ancak yerli alanyazında özellikle cinsiyet değişkenini ele alan birkaç meta-analitik çalışma dışında diğer değişkenlerle dindarlık ilişkisini inceleyen meta-analiz çalışması bulunmamaktadır. Bu çalışmada dindarlık üzerinde medeni durum değişkeninin etkisini anlamak için meta-analiz araştırması yapılmıştır. Medeni durum-dindarlık ilişkisini ele alan ilk meta-analiz araştırması olması, çalışmanın önemini (...) artırmaktadır. Bu meta-analiz araştırması için öncelikle anahtar kelimeler ve dâhil edilme kriterleri belirlendi ve Ulusal Tez Merkezi veri tabanında bu kriterlere göre arama yapıldı. 11 doktora, 59 yüksek lisans ve 1 tıpta uzmanlık tezi olmak üzere toplamda 71 tezin dâhil edilme kriterlerine uyduğu ve meta-analiz için uygun veriler içerdiği görüldü. Bu tezlerden 4’ünün iki farklı veri içerdiği için her bir veri seti ayrı bir çalışma olarak araştırmaya dâhil edildi. Böylece meta-analize dâhil edilen çalışma sayısı 75’e yükseldi. Araştırma örneklemi 19346’sı evli (% 55,8), 15307’si bekâr (% 44,2) olmak üzere toplam 34653 kişiden oluşmaktadır. Çalışmada genel dindarlık puanları esas alınmış olup, etki büyüklüğü (Hedges’s g), yayın yanlılığı ve heterojenlik testi CMA v.4 analiz programı aracılığıyla hesaplanmıştır. İran’ın kuzeybatısında İslam coğrafya âlimlerinin Cibâl olarak tavsif ettikleri bölgede Sâsânîler döneminde kurulan Kazvin, İslâm orduları tarafından bölgede ele geçirilen ilk İran şehirlerinden biri olmuştur. Kuruluşundan itibaren Deylem cihetine yönelik saldırılarda askerî karargâh amaçlı kullanılan kent, İslâm fetihleriyle de bu hüviyetini korumuştur. Halkın İslâm’ı benimsemesinin zamanı ve niteliği hususunda ihtilaflar olmakla birlikte Kazvin'de kısa süre içinde İslâmlaşma tamamlanmıştı. Garnizon kent olmasından kaynaklı iskân ettirilen Arap askerler, diğer beldelerden sınıra cihada gelen Müslümanlar, âlimler ve şehre ayrı imtiyazlarda bulunan halifeler sebebiyle şehir (...) kısa süre içinde fizikî ve kültürel olarak İslâm şehrine dönüşmüştür. Çalışmamızda örnekleriyle somutlaştıracağımız bu unsurlardan ilk olarak Kazvin fatihi Berâ b. Âzib tarafından şehre yerleştirilen Arap askerlerinden aralarında âlim ve ravilerin de bulunduğu kimselerin askerî faaliyetler dışında şehrin İslâm kültür ve medeniyetine katkılarından bahsedeceğiz. Keza İslâm büyükleri ve halifeler tarafından sınırda cihat etmenin faziletine dair sözleri ile teşvik edilen gönüllü askerleri ve gerek evlerinde gerekse camilerde ilim faaliyetlerini sürdüren âlimleri de bu minvalde zikredeceğiz. Son olarak bu askerler için kale, sûr ve şehrin sınıra yakın bölgelerinde inşa edilen mahalleler ile fiziki ortamı sağlayan, şehirde sürekli cihat ortamı olması hasebiyle halkı vergilerden muaf tutan ve vakıflarla malî destekte bulunan halifeleri ve sair idarî amillleri de kentin İslamlaşmasındaki diğer unsurlar arasında ele alacağız. Bu çalışma, Suyûtî’nin el-İtkân fî ulûmi’l-Kur’ân isimli kitabının birinci türüyle ilgili bir incelemedir. Bu başlık nüzul zamanı ve mekânı ile ilgili Kur’ân ayetlerinin taksimi konusunda söylenen sözlerin tahlilini içermektedir. Ebu’l-Kâsım el-Hasan b. Muhammed en-Nisabûrî bu türleri et-Tenbîh 'alâ fadl-i ulûmi’l-Kur’ân isimli kitabında 25 türe ayırmıştır. Bu türlerin, Kur’ân ilimlerinin en üstünü ve tefsir ilmine başlamak için şart olduğunu ifade etmiştir. Suyûtî, İtkânı’nda bu türlerin çoğunu müstakil başlıklar altında ele alarak bu görüşe katılmıştır. Bu durum bazı âlimlerin çekingen kaldığı diğer bazılarının (...) abartı ve aşırılık olarak nitelediği, bir kısmının da şüpheye kapı araladığını belirttikleri bir husustur. Bu şüphelerin en önemlilerinden birisi de Kur’ân’ın tarihselliği söylemidir. Zira Mekkî ve Medenî konusunda aktarılanlar, pek çok müsteşrik ve modernistin Kur’ân’ın bütün zaman ve mekânlar için geçerli olmasını reddetmelerinde onların imdadına yetişmiştir. İşte bu araştırma konuyla ilgili en önemli görüş ve söylemlerin problemlerini gidererek çözüm yollarını ortaya koyan bir analiz ve tartışmadır. Ayrıca bu araştırma şüphe yollarının kapatılmasına katkı sağlayacak, Mekkî ve Medenî konusunda geniş bir bakışı açısı sunacaktır. (shrink)

Kur’ân’da ahiret hayatının başlıca kısımlarından biri cennettir. Cennet, bu dünyada Allah’a inanan ve imanlarının bir sonucu olarak salih amel işleyenlerin ahirette nimetlerle ödüllendirileceği yer olarak ifade edilir. Bu açıdan Kur’ân’ın pek çok âyetinde cennet hayatına dair çeşitli nimetlerden bahsedilir. Özellikle Mekkî sûrelerde yoğun bir şekilde somut cennet tasvirleri yapılır. Bu tasvirlerin ise genellikle muhatapların kültürel alışkanlıklarıyla iç içe olduğu görülür. Diğer yandan Medenî sûrelerde ise somut cennet tasvirlerinin belirgin olarak azaldığı daha soyut ve evrensel temaların öne çıktığı fark edilmektedir. Dolayısıyla (...) araştırmanın konusunu ve kapsamını Kur’ân’daki cennet tasvirleri oluşturmaktadır. Araştırmanın temel amacı ise vahyin nüzul süreci bağlamında Kur’ân’daki cennet tasvirlerinde yerel ve kültürel unsurların ne ölçüde ve nasıl bir etkisinin olduğunun tespit edilmesidir. Zira cennet nimetlerini tamamen tarihsel ve kültürel bir bağlama indirgemek, bu nimetlerin işarette bulunduğu nesnel gerçekliği tarihin sınırlarına hapsetmeye yol açmaktadır. Buna göre cennet tasvirlerinin nüzul dönemi muhataplarının algısına indirgenmesi ve bu tasvirlerin cennet hayatına yönelik yapıcı ve kurucu etkisinin göz ardı edilmesi araştırmanın problemini teşkil etmektedir. Bu çerçevede ilk olarak Kur’ân’ın nüzul süreci hakkında bilgi verilmiştir. Ardından Mekkî ve Medenî sûrelerdeki cennet tasvirleri tespit edilerek bu tasvirlerin cennet hayatına yönelik kurucu etkisi üzerinde durulmuştur. Bu doğrultuda araştırmada genel olarak veri tespiti, tasnifi ve analizi yöntemi kullanılmıştır. Neticede cennet tasvirlerinde somuttan soyuta doğru giden tedrici bir yolun takip edildiği görülmüştür. Cennet tasvirlerindeki yerel ve tarihsel unsurların ise salt bir araç olarak kullanılmadığı, bilakis cennet hayatının nesnel gerçekliğine dair muhatapların zihin dünyasında kurucu bir rol oynadığı anlaşılmıştır. Ayrıca cennet nimetlerindeki yerel ve tarihsel unsurlar, cennet hayatının gerçekliğine dair kurucu bir etkiye sahip olmanın yanı sıra insanın algısı, sosyolojisi ve kültürüyle kurulan güçlü ve gerçekçi diyaloğu da göstermektedir. Zira kültürü, insanın bu hayatta farklı açılardan yaşadığı ve tecrübe ettiği gerçeklik olarak gördüğümüzde, cennet nimetlerinde kültürel motiflerin zikredilmesi bu gerçekçi diyaloğa işaret etmektedir. Bu bakımdan cennet tasvirlerinde kişinin canının istediği her şeyin orada olduğunun belirtilmesi, herkese bir yönüyle kendi kültürel gerçekliğine ve tecrübesine göre cenneti inşa etme imkânı da tanınmaktadır. Dolayısıyla cennet nimetleri üzerine yapılan bu inceleme, kültürel alışkanlıkların gaybî hakikatlerin idrak edilmesindeki kurucu etkisini ortaya koymaktadır. (shrink)

Dr Tolga Guven and Dr Gurkan Sert argue the Turkish legal principles do not give clear guidance about the permissibility of medical paternalism. They then argue that the best interpretation of these principles requires respect for patients’ rights. I agree that medical paternalism is wrong, but the truth of this claim does not depend on legal interpretation or medical culture. Further, the antipaternalist thesis of Guven and Sert may command much more extensive reforms than they acknowledge.

Bu içsel ilişki, insan haklarının ahlaki içeriğini ve dahası onun ayırt edici özelliğini açıklamaktadır: İnsan hakları, eşitlikçi bir evrenselciliğin temel ahlaki değerlerinin cebri hukuk açısından etkili bir şekilde uygulanması için tasarlanmıştır. Bu makale, insan haklarının bu ahlaki-hukuki Janus yüzünü, insan onuru kavramının aracı rolü vasıtasıyla açıklama çabasıdır. Bu çalışmada, Koronavirüs (Covid-19) salgını sürecinde bireylerin yaş, cinsiyet, medeni durum, eğitim durumu, aylık gelir, ikamet edilen yer, meslek, kronik hastalık durumu, aile içi fert sayısı, bilgisayar ve internet erişimi, yalnızlık ve hayatın anlamı verileri ile dini başa çıkma durumunu yordayan bir modelin geliştirilmesi amaçlanmaktadır. Araştırmanın çalışma grubu 2020 yılı Covid-19 sürecindeki bireyleri kapsamaktadır. Araştırma, rastgele örnekleme esasıyla, 783 birey ile yapılmıştır. Araştırmacı tarafından geliştirilen demografik bilgi formuyla veriler elde edilmiştir. Araştırmada 14 değişken girdi ve 2 alt boyutlu 1 (...) çıktı toplam 15 değişken ile Yapay Sinir Ağları yöntemiyle geliştirilen bir tahmin modeli ortaya koyulmuştur. Modelin geliştirilmesine ait yaş, medeni durum, cinsiyet, eğitim durumu, ikamet edilen yer, aylık gelir, meslek, kronik hastalık durumu, aile içi fert sayısı, bilgisayar ve internet erişimi, yalnızlık ve hayatın anlamı verileri kullanılarak gerçeklemişken, geliştirilen bu model ile dini başa çıkma durumları tahmin edilmiştir. Elde edilen tahmini ve gözlenen sonuçlar doğrulanmış ve karşılaştırılmıştır. Bulgulara göre, tahmin edilen olumlu-olumsuz dini başa çıkma durumlar ile gözlenen olumlu- olumsuz dini başa çıkma sınıflandırılmasının önemli ölçüde benzerlik gösterdiği tespit edilmiştir. (shrink)

Amaç: Kanserle yaşayan bireylerin (KYB) bakımında, resmiyette görünür olmayan ve çoğunlukla herhangi bir profesyonel donanıma sahip olmayan, ama sürecin başından sonuna, hasta bireye eşlik eden bakım verenler kritik öneme sahiptir. Baş etmesi zor bir hastalık olan kanserle mücadele eden bireylerin bakımında, bakım verenler fiziksel, zihinsel ve sosyal birtakım zorluklarla karşılaşmaktadır. Bu araştırma, KYB’lere bakım veren, yakınlarının karşılaştıkları zorlukları gündeme getirmeyi ve ihtimam etiği perspektifinden, bakım verenlerin bakımına yönelik öneriler sunmayı amaçlamaktadır. Gereç ve Yöntem: Bu araştırma tanımlayıcı ve kesitsel olup araştırmanın (...) evreni Marmara Üniversitesi Pendik Eğitim ve Araştırma Hastanesi (MÜPEAH) Onkoloji kliniğinde takip edilen, 15 Mart-5 Nisan tarihleri arasında kemoterapi ünitesine ve servis hizmetlerine başvuran KYB’lerin bakım veren yakınlarıdır. KYB’lere bakım verenlerin umutsuzluk derecelerini tespit etmek ve bunu etkileyen faktörleri ölçmek için, veri toplama aracı olarak; sosyodemografik sorular, bakım alan bireyin hastalık derecesine yönelik sorular ve Beck Umutsuzluk Ölçeği sorularından oluşan bir anket elden dağıtılmıştır. Anket bakım verene yönelik sosyodemografik sorular 8, KYB’nin hastalığının durumu ile ilgili sorular 7, Beck Umutsuzluk Ölçeği 20 olmak üzere 35 sorudan oluşmaktadır ve yaklaşık 10 dakikada tamamlanmaktadır. Elde edilen veriler önce Microsoft Excel aracılığıyla dijitalleştirilmiş, ardından IBM SPSS 27.0.1 sürümüyle analiz edilmiştir. Verilerin analizinde Ki-kare, Fisher’s Exact testi ve Pearson Korelasyon analizi kullanılmış, istatistiksel anlamlılık değeri için p<0.05 kabul edilmiştir. Bulgular: Ankete katılan 151 bakım verenin 83’ü (%55,3) kadın, 67’si (%44,7) erkektir. Katılımcıların yaş ortalaması 40,09’dur. Bakım verenlerin %41,1’i umutsuzluk düzeyi ölçeğinde “minimal ya da yok”, %39,7'si "hafif düzeyde", %13.2'si orta düzeyde ve %6’sı “aşırı düzeyde” skorunu almıştır. KYB’lere bakım verenlerin demografik özellikleri ile umutsuzluk düzeyi arasında anlamlı bir ilişki bulunmamıştır. Bakım verenlerin yaşı, cinsiyeti, medeni durumu, gelir durumu ve bakım verme süresi ile umutsuzluk skorları arasında anlamlı bir ilişki bulunmazken, eğitim seviyesi ile umutsuzluk skorları arasında anlamlı bir ilişki bulunmuştur. (p=0,019). Sonuç: Bakım verenlerin, umutsuzluk düzeyleri göz önüne alındığında, önemli psikolojik yükler taşıdığına ve bu yükün, özellikle bakım verenin eğitim seviyesi ile hastanın sağlık durumu arasında belirgin ilişkiler gösterdiğine ulaşılmıştır. Bu bilgiler ışığında, sosyodemografik özelliklerin bakım verenleri önemli ölçüde etkilediği görülmüştür. Bakım verenlerin duygusal yükleri, bakım alıcılarla olan ilişkileri ve bu sürecin hem bireysel hem toplumsal düzeyde getirdiği zorluklar ve sorumluluklar, ihtimam etiği kapsamında ele alınmıştır. Araştırma neticesinde bakım verenlerin karşılaştığı zorluklar ve ihtiyaçlarının daha geniş bir toplumsal ve etik perspektiften ele alınmasının gerekliliği ortaya konmuştur. Bakım verenlerin bakımına yönelik öneriler, duygusal destek; teorik eğitim ve bilgilendirme desteği; pratik ve uygulamalı destek; kaynak erişimi ve tahsisi; tanıma ve doğrulama başlıkları altında sunulmuştur. Sovyetler Birligi rejimi kendi topraklarında yasayan insanların sosyalist düsünceyi benimsemelerini, komünizm idealini hedeflemelerini istemis, daha dogrusu buna mecbur etmisti. Bu dogrultuda Sovyetler Birliginde yasayan Müslümanların inancına, ahlakına ve aile yapısına müdahale eden rejim tarafından dinsizlik, tanrı tanımazlık zorla kabul ettirilmeye çalısıldı. Sovyet rejiminin hedefi, istisnasız her Sovyet vatandasının Tanrı inancından, dini ahlaktan ve aile kültüründen yoksun birer “Sovyet #nsanı” modelinde yetistirmekten ibaretti. Bu amaç dogrultusunda okul öncesi egitimden Üniversite egitimine kadar hiçbir manevi ve dini altyapıya dayanmayan beser ürünü moral ve (...) etik ögretisine dayalı ahlak ve egitim sistemi hayata geçirildi. Ateizmi, tanrı tanımazlıgı rejimin ana ideolojisi olarak benimseyen Sovyetler Birligi döneminde, basta Hıristiyanlar ve Müslümanlar olmak üzere diger din mensupları da inançlarını ve dini yasantılarını asgari boyutta, gizlice yasamaya çalısmıstır. Ateist olan Sovyet bireylerinin birçogunun yasam tarzı incelendiginde onların dürüst, sade, medeni, devlete sadık, disiplinli, hak ve hukuka riayet eden bireyler oldugu gözlemlenmistir. Acaba bu özelliklere sahip olan Sovyet insanı rejimin baskısından korktugu için mi dürüst ve ahlaklı idi, ya da sosyalist egitim sisteminin basarısından dolayı mı, yoksa toplumda ve aile içinde devam eden dini inancın ve bilincin var olmasından mı kaynaklanıyordu? Sorusu özellikle bagımsızlık sonrası akla gelen soruların basında gelmekteydi. Ayrıca SSCB’nin inançsız ama ahlaklı, egitimli toplum yetistirmeye çalısırken ahlak sınırlarını, ahlak ilkelerini belirlemede neyi ölçü alacagına tam olarak karar veremedigi, belirli bir dönemden sonra inancından vazgeçmedigi Müslümanların dini egitim almasına izin verdigi ancak dini egitimi de sıkı takip altına aldıgı görülmektedir. Ali Haydar Efendi, son devir Osmanlı âlimlerinden olup döneminin önde gelen hukukçularındandır. Yargı görevlerinde bulunmuş ve yükseköğretim kurumlarında uzun yıllar Mecelle-i Ahkâm-ı Adliyye ve Arazi hukuku derslerini okutmuştur. Dürerü’l-Hukkâm adlı eseri Osmanlı medeni kanunu olarak nitelendirebileceğimiz Mecelle’nin önemli şerhlerinden biridir. Fetva emini olarak kanunlaştırma hareketi içinde yer almış ve komisyonlarda görev alarak başta Kitâbu’n-Nafakât olmak üzere çeşitli kanun taslakları hazırlamıştır. Ali Haydar Efendi, Osmanlı kanunlaştırma çalışmalarında esas alınması gereken kaynağın İslâm hukuku olduğunu savunmuş ve Batı hukukunun iktibas edilmesini tenkit (...) etmiştir. Ona göre Osmanlıdaki problemlerin temelinde şer’î hukuktan kopma yer almaktadır; Şer’î kaynaklara dayanan kanunlar, müktebes kanunlara nazaran her zaman adalete daha uygundur. (shrink)

Klasik tefsir merviyatı konulu kaynaklarda En‘âm sûresinin Mekke döneminin sonlarında tek seferde topluca nazil olduğu rivayet edilmektedir. Bununla birlikte sûrenin bazı âyetlerinin farklı zamanlarda indiğine işaret eden sebeb-i nüzul rivayetleri bulunmaktadır. Aynı şekilde bazı âyetlerinin Medenî olduğu bilgisi de birçok rivayette vurgulanmaktadır. Farklılaşan rivayetler, En‘âm sûresinin tek seferde mi yoksa belirli bir zaman aralığında peyderpey mi nazil olduğu konusunda bir çelişkiyi beraberinde getirmektedir. Sûrenin nüzulünün mahiyetinin tespit edilmesi ve neticede bu çelişkili durumun giderilmesi önem taşımaktadır. Bu makalede, En‘âm sûresinin metin (...) içi ve metin dışı bağlamının değerlendirilmesi ile sûrenin nüzul sürecinin incelenmesi hedeflenmektedir. Böylece sûrenin tek seferde mi yoksa farklı zamanlarda mı nazil olduğunun tespit edilmesi amaçlanmaktadır. Metin dışı bağlam ile kastedilen, sûrenin tek seferde indiğini ya da sûrenin farklı âyetlerinin farklı zamanlarda ve muhtelif sebeplerle indiğini ifade eden rivayetler ekseninde şekillenen tarihî arka plandır. Metin içi bağlam ile kastedilen ise En‘âm sûresinin lafzî ve anlamsal yapısı ile ortaya çıkan metinsel özellikleridir. Bu şekilde sûrenin hem indirilişine dair rivayetler hem de metinsel özellikleri göz önüne alınarak incelenmekte ve özellikle müfessirlerin konu hakkında ortaya koydukları çözüm önerileri karşılaştırmalı bir analizle değerlendirilmektedir. Bu konu üzerinde son dönem müfessirlerinin çok daha fazla durduğu görülmüştür. Rivayetlerin hem teknik hem de içerik analizi, sûre hakkındaki sebeb-i nüzul rivayetlerin mahiyeti, sûrede ortaya çıkan metinsel bütünlük ilgili müfessirlerin bu mevzuda özellikle üzerinde durdukları konular olmuştur. Zira bazı müfessirler tek seferde indirildiğine yönelik rivayetleri hem sened hem de aksi yöndeki rivayetlerden dolayı sahih bulmamıştır. Birçok müfessir ise sûrenin tek seferde nüzulünün mümkün olduğunu iddia etmiştir. Bu görüşlerini delillendirirken de özellikle sebeb-i nüzul rivayetler üzerinde durmuşlardır. Bu rivayetlerin muteber hadis kaynaklarında yer almadığını ayrıca bunların sonradan âyetin anlamını beyan etmek için yapılan esbâb-ı nüzûl yorumlar olduğunu ifade etmişlerdir. Ayrıca hükmün taahhürü ve nüzul tekrarı gibi usule dair konulardan yararlanarak görüşlerini temellendirmeye çalışmışlardır. Sûredeki metinsel bütünlük de bu kapsamda değerlendirilmiştir. Zira En‘âm sûresinde, müşriklerin Hz. Peygamber’e ve onun tebliğ ettiği dinin her bir esasına karşı yaptıkları itirazların cevaplandığı ve câhiliyeye ait uygulamalarının, örf ve âdetlerinin reddedildiği görülmektedir. Sûrenin ilk âyetinden son âyetine kadar görebildiğimiz metinsel bütünlük ve bu paralelde seyreden tarihî arka plan ayrıca sûrenin “tek seferde nazil olduğunu” bildiren rivayetler hep birlikte ele alınınca En‘âm sûresinin tek seferde indirilmiş olması ihtimalinin yüksek olduğu görülmektedir. Madani surahs generally describe the process in which various rules related to the regulation of the moral dimension of religion are determined. Some of the divine declarations made in this framework consist of rules and principles in the nature of command and prohibition. These statements, which have a normative character, also contain some evaluations about the attitudes of the interlocutors in relation to the events that took place in the period of descent. The warnings against the words and actions of (...) believers, which cannot coincide with faith, are among the most striking subjects of the Madani surahs. It is striking that these warnings, which sometimes increase in severity, generally focus on the economic concerns, demands and expectations of the believers. The increase in the welfare level with the Hijra, the inability of the new converts to fully comprehend the teachings of the religion, and the negative effect of the Jahiliyya tradition are among the main reasons for warnings against believers. On the other hand, these warnings and criticisms, which point to the weakness of speech and action, aim to prompt the believers to question their attitudes and stances by determining the ideal style of behavior compatible with faith, rather than merely condemning. In this respect, the article aims to examine the relationship of believers with worldly possibilities and material blessings in the axis of this differing dimension of Madani surahs. (shrink)

The Tafsīr al-Muqātil (d. 150/767) is the oldest available complete commentary text. In this respect, it has been a focus of attention. In this tafsīr, the references to the Battle of Badr in the explanation of some Makkī surahs are remarkably numerous. Badr was the first war that the Prophet made with the polytheists of Makkah, and it took place in the second year of the migration to Madīna (A. H. 2). The polytheists were far superior to the Muslims in (...) terms of both equipment and numbers. Therefore, the success achieved in this expedition meant a lot not only in terms of survival but also in terms of morale of Muslims. Details of this war are included in Surah Anfāl, and various aspects of it are referred to in other Madanī surahs. It is not difficult to understand the mention of such an important war in Madanī surahs. However, the references to the Battle of Badr -which has not yet taken place- in the commentary of the Makkī surahs, are particularly challenging. In this tafsīr, 66 verses of various Makkī surahs are explained through the Battle of Badr. This study was carried out in order to reveal the background of the Badr references of the Makkī surahs in Muqātil tafsīr. Muqātil stands out in the Hadith in terms of reliability, and in the Kalām as a widely discussed personality with his various views. Although he has been criticized from various aspects of his Tafsīr, it is generally considered a great authority. His work is easy to understand; it combines narration and insight. The similar of every possible verse has been given. The author's mastering at the Arabic language showed itself in the words of the Qur’ān. Almost no words remained unexplained. Muqātil is closely related to the Arabic language that had been in effect in the era of revelation, and he generally carried out his tafsīr activities by considering the era of revelation. In Muqātil's view of tafsīr, no verse is independent from the experiences of the period, and each verse gains meaning with its context. In his tafsīr, Muqātil draws a view of Badr without alternatives. While other tafsīrs include other achievements of Muslims in addition to Badr, such as the victory of the Battle of the Ditch and the conquest of Makkah, in the tafsīr of Muqātil the difference of Badr as the biggest blow against the polytheists of Makkah is clearly stated. It may not be very convincing to explain his insistence on Badr as random touches and sometimes anachronistic mistakes, given his skill in tafsīr and his command of the Qur’ān in terms of both content and language. Badr stands as a conscious choice, not a mistake in Muqātil. As it can be seen in examining the verses, the forward-looking statements present in the majority of the verses; this emphasis also prepared the ground for Muqātil's explanations. In any case, Muqātil sometimes did not care about falling into historical inconsistency. If we exclude these 5 verses, which can be explained with Badr although they are Makkī, the attitudes of other commentators regarding the emphasis of Badr in the Makkī verses in the remaining 61 verses are as follows: al-Ṭabarī (d.310/923) included the views pointing to Badr in only 3 of the 61 verses in his tafsīr. This shows us that the emphasis of Badr in the Makkī verses was not generally adopted by other early commentators except Muqātil. Because in al-Ṭabarī's tafsīr, the views on tafsīr from the era of Aṣ-ṣaḥābah (the Companions), Tābiʿūn (the second generation following the Companions) and Tābiʿū al-Tābʿīn (the third generation) are mentioned together with isnad (the chain of reporters), except for Muqātil and al-Kalbī. al-Zad̲j̲d̲j̲ād̲j̲ (d. 311/923), who was contemporary of Ṭabarī, included Badr in only two of the 61 verses in his philological tafsīr. In other words, al-Zad̲j̲d̲j̲ād̲j̲ is on a very different line from Muqātil regarding Badr. al-Māturīdī (d. 330/944) included Badr among other explanations in only 4 of the 61 verses in his tafsīr, and did not mention Muqātil's view even among the possible meanings of the other verses. al-Rāzī (d. 606/1210) included Badr in 10 of 61 verses among other explanations. In the remaining 51 verses, he did not find it necessary to mention Muqātil's view along with other possibilities. Apparently, al-Rāzī, like others, did not consider Muqātil's explanations reasonable. Nevertheless, Razi was the commentator who gave greater place to the Badr emphasis of Muqātil in his tafsīr. In this case, how can the passion for Badr, seen in the Muqātil tafsīr, be explained? We think it would be correct to seek the reasons of Muqātil's -sometimes reasonable, sometimes inappropriate, and sometimes anachronistic- explanations of Badr in the importance he gave to this expedition and in the method of relying on concrete data in the interpretation of the Qur’ānic verses. In his view of tafsīr, no verse is independent of the experiences of the period. (shrink)

Kur’an’ın anlamını doğru tespit ve te’vil etmek çabasında kullanılacak araçlardan biri de nüzûl vasatı ile esbâb-ı nüzûl rivayetlerine vukûfiyet ve bunları doğru tahlil etmek için isabetli bir yaklaşımı benimsemektir. Âyetlerin tefsirinde sahip olduğumuz kanaatlerin ve açıklamaların birçoğu esbâb-ı nüzûl rivayetlerine dayanmaktadır. Bu rivayetlerin Kur’an’ın muhtevasına, hadis usulüne, rivayet kalıplarına, siyerle uyumuna göre değerlendirilmesi gerektiği şeklinde görüşler serdedilmiştir. Mesela Medineli Yahudilerden Ka’b b. Eşref’in Bedir sonrasında öldürüldüğü kabul edilmekle birlikte ismi bu tarihten çok sonra nazil olan ayetlerin te’vilinde konuyla ilgili rivayetler (...) nakledilmektedir. Tarihsel açıdan bu çelişkili durum esbâb-ı nuzûl rivayetlerinin tarihî vakıa ile uyumunu araştırmanın önemini göstermektedir. Bu makalede yukarıda zikrettiğimiz hususları Ka’b b. Eşref örneği üzerinden ele alarak, kaynaklardaki bilgileri analitik olarak değerlendirmeye çalıştık. Sonuç olarak konuyla ilgili diğer tartışmalara girmeden tarihî bakış açısıyla rivayetleri tarihe ve zamana uyum açısından değerlendirerek, selefin kastı doğru anlaşılmadığı ve tarihi tutarlılığa yeteri kadar dikkat edilmediği için isminin vefatından sonra nazil olan birçok ayetin esbab-ı nüzûlünde zikredildiğini tespit ettik.
