Formal principles governing best practices in classification and definition have for too long been neglected in the construction of biomedical ontologies, in ways which have important negative consequences for data integration and ontology alignment. We argue that the use of such principles in ontology construction can serve as a valuable tool in error-detection and also in supporting reliable manual curation. We argue also that such principles are a prerequisite for the successful application of advanced data integration techniques such as ontology-based (...) multi-database querying, automated ontology alignment and ontology-based text-mining. The success of an organization depends on its quality management (QM) and organizational culture (OC). While QM seeks to improve the caliber of products and services, OC consider to share beliefs and behaviors that impact working relationships. Together, they deliver excellent performance and a competitive advantage. The goal of the study is to evaluate how various OC factors affect QM methods and their effectiveness. The comprehensive evaluation provided by the study is based on data from 320 experts, validated questionnaires and (...) advanced statistical techniques like correlation analysis, ANOVA and multiple regression. The study shows a significant relationship between certain OC variables and QM outcomes, highlighting the advantages of process adherence, communication process and encouraging leadership style on the effectiveness of QM and customer satisfaction. OC must be in line with QM objectives to improve customer experiences and organizational success. Crop genetic resources constitute a ‘new’ global commons, characterized by multiple layers of activities of farmers, genebanks, public and private research and development organizations, and regulatory agencies operating from local to global levels. This paper presents sui generis biocultural community protocols that were developed by four communities in Benin and Madagascar to improve their ability to contribute to, and benefit from, the crop commons. The communities were motivated in part by the fact that their national governments’ had recently ratified the (...) Plant Treaty and the Nagoya Protocol, which make commitments to promoting the rights of indigenous peoples, local communities and farmers, without being prescriptive as to how Contracting Parties should implement those commitments. The communities identified the protocols as useful means to advance their interests and/or rights under both the Plant Treaty and the Nagoya Protocol to be recognized as managers of local socio-ecological systems, to access genetic resources from outside the communities, and to control others’ access to resources managed by the community. In this paper a new technique of dual image watermarking is proposed for protection of ownership rights which utilizes salient properties of homomorphic transform (HT), discrete wavelet transform (DWT), singular value decomposition (SVD) and Arnold transform (AT). In embedding algorithm host image is splitted into reflectance and illumination components using HT, DWT is further applied to the reflectance component resulting in frequency subbands (HL and LH) which are transformed by SVD. Two image watermarks are selected for embedding process whereas security (...) of proposed algorithm is strengthen by performing scrambling of second watermark through AT. Both watermarks are transformed with DWT and SVD. Singular values (SVs) of both transformed watermark are embedded into SVs of host image. Simulation results clearly signifies for high robustness and imperceptibility of proposed algorithm as it is examined under various attacks. Superiority of proposed technique is illustrated by comparing it with other reported methods. (shrink)

The automatic integration of information resources in the life sciences is one of the most challenging goals facing biomedical informatics today. Controlled vocabularies have played an important role in realizing this goal, by making it possible to draw together information from heterogeneous sources secure in the knowledge that the same terms will also represent the same entities on all occasions of use. One of the most impressive achievements in this regard is the Gene Ontology (GO), which is rapidly acquiring the (...) status of a de facto standard in the field of gene and gene product annotations, and whose methodology has been much intimated in attempts to develop controlled vocabularies for shared use in different domains of biology. The GO Consortium has recognized, however, that its controlled vocabulary as currently constituted is marked by several problematic features - features which are characteristic of much recent work in bioinformatics and which are destined to raise increasingly serious obstacles to the automatic integration of biomedical information in the future. This paper delves into a two-agent scheduling problem in which two agents are competing for a single resource. Each agent has a set of jobs to be processed by a single machine. The processing time, release time, weight, and the due dates of each job are known in advance. Both agents have their objectives, which are conflicting in nature. The first agent tries to minimize the total completion time, while the second agent tries to minimize the number of tardy jobs. (...) The two agents’ scheduling problem, an NP-hard problem, has a wide variety of applications ranging from the manufacturing industry to the cloud computing service provider. Due to the wide applicability, each variation of the problem requires a different algorithm, adapted according to the user’s requirements. This paper provides mathematical models, heuristic algorithms, and two nature-based metaheuristic algorithms to solve the problem. The algorithm’s performance was gauged against the optimal solution obtained from the AMPL-CPLEX solver for both solution quality and computational time. The outlined metaheuristics produce a solution that is comparable with a short computational time. The proposed metaheuristics even have a better solution than the CPLEX solver for medium-size problems, whereas the computation times are much less than the CPLEX solvers. (shrink)

Tumors, abscesses, cysts, scars, fractures are familiar types of what we shall call pathological continuant entities. The instances of such types exist always in or on anatomical structures, which thereby become transformed into pathological anatomical structures of corresponding types: a fractured tibia, a blistered thumb, a carcinomatous colon. In previous work on biomedical ontologies we showed how the provision of formal definitions for relations such as is_a, part_of and transformation_of can facilitate the integration of such ontologies in ways which have (...) the potential to support new kinds of automated reasoning. The objective of the paper is to implement and validate diagnosis in the medical field via refined neutrosophic fuzzy logic (RNFL). As such, we have proposed a Max-Min composition (MMC) method in RNFL. This method deals with the diagnosis under certain constraints like uncertainty and indeterminacy. Further, we have considered the diagnosis problems to validate the sensitivity analysis of the novel multi attribute decision-making technique. One of the disadvantages of the point estimate in survey sampling is that it fluctuates from sample to sample due to sampling error, as the estimator only provides a point value for the parameter under discussion. The neutrosophic approach, pioneered by Florentin Smarandache, is an excellent tool for estimating the parameters under consideration in sampling theory since it yields interval estimates in which the parameter lies with a very high probability. As a result, the neutrosophic technique, which is a generalization (...) of classical approach, is used to deal with ambiguous, indeterminate, and uncertain data. In this investigation, we suggest a new general family of ratio and exponential ratio type estimators for the elevated estimation of neutrosophic population mean of the primary variable utilizing known neutrosophic auxiliary parameters. For the first degree approximation, the bias and Mean Squared Error (MSE) of the suggested estimators are computed. The neutrosophic optimum values of the characterizing constants are determined, as well as the minimum value of the neutrosophic MSE of the suggested estimator is obtained for these optimum values of the characterizing scalars. Because the minimum MSE of the classical estimators of population mean lies inside the estimated interval of the neutrosophic estimators, the neutrosophic estimators are better than the equivalent classical estimators. The empirical investigation, which used both real and simulated data sets, backs up the theoretical findings. For practical utility in various areas of applications, the estimator with the lowest MSE or highest Percentage Relative Efficiency (PRE) is recommended. (shrink)

The paper considers two-agent order acceptance scheduling problems with different scheduling criteria. Two agents have a set of jobs to be processed by a single machine. The processing time and due date of each job are known in advance. In the order accepting scheduling problem, jobs are allowed to be rejected. The objective of the problem is to maximize the net revenue while keeping the weighted number of tardy jobs for the second agent within a predetermined value. A mixed-integer linear (...) programming formulation is provided to obtain the optimal solution. The problem is considered as an NP-hard problem. Therefore, MILP can be used to solve small problem instances optimally. To solve the problem instances with realistic size, heuristic and metaheuristic algorithms have been proposed. A heuristic method is used to determine and secure a quick solution while the metaheuristic based on particle swarm optimization is designed to obtain the near-optimal solution. A numerical experiment is piloted and conducted on the benchmark instances that could be obtained from the literature. The performances of the proposed algorithms are tested through numerical experiments. The proposed PSO can obtain the solution within 0.1% of the optimal solution for problem instances up to 60 jobs. The performance of the proposed PSO is found to be significantly better than the performance of the heuristic. (shrink)

: Classical Sāmkhya, as represented by Īśvarakrsna's Sāmkhya-kārikā, is well known for its attempt to prove not only the reality but the plurality of selves (purusa-bahutva). The Sāmkhya argument, since it proceeds from the reality of the manyness of the bodies as its basic premise, approximates, even if not in every detail, the 'argument from analogy' in its traditional form (which the essay tries to explicate). One distinguished modern interpreter, K. C. Bhattacharyya, however, not satisfied with this account, attempts to (...) interpret and expound Sāmkhya pluralism in terms of a radically different strategy consisting of showing that the self is known in buddhi in its pure asmita function as an infinite I and so as necessarily involving all Is or selves. This solution, which in the process offers reflections on such issues as infinity, universals, the role of 'I', the individuality (of self ), et cetera, is examined and criticized at length with respect to some of its basic assumptions, with a brief focus on the idea of 'self-consciousness', which according to some (Western) philosophers presupposes 'other'-consciousness and which in certain respects seems to inform Bhattacharyya's thoughts on the main issue. This article takes the linguistic space of North India during the nineteenth and twentieth centuries and tries to see how a nationalistic linguistic ideology that was shaping up at that time, creating Hindi and Urdu linguistic communities, used gender as a tool to portray and assert a masculinist vision of language and nation. It involved not just censoring certain representations of women and their cultural spaces, but also using the issue of ‘vulgar’ representations as a premise to marginalize certain languages (...) and their literature. The article looks at the colonial ideology that worked as an enforcer for the nationalists to work towards achieving what they felt as a sanitized and moral form of literature and culture. The linguistic ideology that accompanied these revisions was of projecting Hindi (Khari Boli) as a national language while limiting spaces of other languages, such as Braj, Urdu and Bhojpuri, in the region, by criticizing either their use of sexual imagery or by stereotyping them in a gendered way. This article investigates the arguments of nationalist writers and highlights their masculinist and patriarchal ideas in their bid for the new national language. (shrink)

The way communicable diseases do spread from one person to another, depending upon the specific disease or causative infectious agent. Out of these diseases, some are incurable and the health care workers during their practice or otherwise acquire such infections and transmit them further to innocent patients who are unaware of about the health status of health care workers. The rights of an infected health care worker and patients are protected by many laws but in case of conflict of interests (...) between the individual right of the health care worker and life of a patient, then obviously by the principle of natural justice, saving the life of a person from such incurable infection gets the privilege. Therefore, there is a lot of ethical and professional dilemma, arising out, in such a type of scenario, irrespective of concealed or disclosed health status and the question mark is raised on whether clinical practice may be allowed in such cases. Some of the studies show the actual but very little risk of transmission from infected health care workers to patients. Therefore, in the current scenario, many western countries such as USA and UK are following different guidelines in this regard but the same is lacking in India. So, this article critically analyses the various issues arising out of it and thereby justifies the need to have a uniform infection control policy in this regard apart from legal and ethical binding on infected health care workers. In the last decade, formal concept analysis in a fuzzy setting has received more attention for knowledge processing tasks in various fields. The hierarchical order visualisation of generated formal concepts is a major concern for the practical application of FCA. In this process, a major issue is the huge number of formal concepts generated from ‘a large context’, and another problem is their ‘storage’ complexity. To deal with these issues a method is proposed in this paper based on Shannon entropy (...) and Huffman coding. The proposed method is illustrated using crisply generated concepts such that the changes between obtained concepts can be measured using Levenshtein distance. The analysis derived from the proposed method is illustrated with an example for FCA in a fuzzy setting. (shrink)

Most of the theories of rights propounded by philosophers, right from the beginning till the twentieth century, conceive rights either as a claim against the state or an obligation upon the state. Certainly such a conception has had something to do with the prevailing social, political and economic systems of the time concerned. Social, political and economic systems also had a particular relationship amongst them. Change in individual and social perspectives, values, priorities and beliefs has affected the philosophy of right. (...) From the ages of Locke and Hobbes when natural right was taken in obvious terms to the times of communitarians like Michael Sandel and thinkers like Ronald Dworkin the term “Right” has earned many dimensions. Progress and changing arrangements of systems complicates the status of a philosophical theory of rights propounded at a particular time, in the sense that its losses its teeth in any new found milieu. Magnetic resonance imaging is precise and efficient for interpreting the soft and hard tissues. Moreover, for the detailed diagnosis of varied diseases such as knee rheumatoid arthritis, segmentation of the knee magnetic resonance image is a challenging and complex task that has been explored broadly. However, the accuracy and reproducibility of segmentation approaches may require prior extraction of tissues from MR images. The advances in computational methods for segmentation are reliant on several parameters such as the complexity of the tissue, (...) quality, and acquisition process involved. This review paper focuses and briefly describes the challenges faced by segmentation techniques from magnetic resonance images followed by an overview of diverse categories of segmentation approaches. The review paper also focuses on automatic approaches and semiautomatic approaches which are extensively used with performance metrics and sufficient achievement for clinical trial assistance. Furthermore, the results of different approaches related to MR sequences used to image the knee tissues and future aspects of the segmentation are discussed. (shrink)

Theory of relation ( paccaya) is a law explaining the existence of the dhammas , being related by some relations. It is further extension of the law of dependent origination ( paṭiccasamuppāda ). Things come to existence in our day-to-day life. The law of dependent origination explains that they (...) come into existence; depending upon some other factors. The theory of relation explains that such dependence on the other dhammas is possible due to some relations. In other words, Paṭiccasamuppāda explains the process of existence of conditioned things. The relation ( paccaya ) explains the relation existing between different phases coming into existence. Such relations are also explained in conditioned things only. (shrink)

What did science make possible for colonial rule? How was science in turn marked by the knowledge and practices of those under colonial rule? Here I approach these questions via the social history of Madras Observatory. Constructed in 1791 by the East India Company, the observatory was to provide local time to mariners and served as a clearinghouse for the company’s survey and revenue administration. The astronomical work of Madras’ Brahmin assistants relied upon their knowledge of jyotiśāstra [Sanskrit astronomy/astrology], and (...) can be seen as a specialized form of the kind of South Indian scribal labor and knowledge that also staffed the company’s tax offices. If at Greenwich the division of labor meant observatory work bore resemblances to the factory and the accounts office, in Madras, astronomy and accounting drew on similar labor forms because they were part of the same enterprise. But the company did not just adapt preexisting forms of labor, it also attempted to produce its own at a school built near the observatory to train “half-caste” orphans as apprentice surveyors and assistant computers. The school, staffed by the Brahmins, drew upon knowledge and pedagogical practice associated with the tinnai, the schools in which upper-caste children learned to read, write, and calculate. For a time, the observatory’s social order was literally “half-caste.” The paper also considers how the relationship between caste, status, and instrument was reflected in the visual and material culture of the observatory, such as in Indian-language inscriptions on its central pillar. For company astronomers, the measurement of time meant reworking the relationships among the Indian past, the colonial present, and an imperial posterity. Science under colonial rule spanned multiple temporal and social registers because it was the result of negotiations between the demands of political economy and the knowledge and practices of colonized others.
