Plant genome editing has the potential to become another chapter in the intractable debate that has dogged agricultural biotechnology. In 2016, 107 Nobel Laureates accused Greenpeace of emotional and dogmatic campaigning against agricultural biotechnology and called for governments to defy such campaigning. The Laureates invoke the authority of science to argue that Greenpeace is putting lives at risk by opposing agricultural biotechnology and Golden Rice and is notable in framing Greenpeace as unethical and its views as marginal. This paper examines (...) environmental, food and farming NGOs’ social and ethical concerns about genome editing, situating these concerns in comparison to alternative ethical assessments provided by the Nuffield Council on Bioethics, a key actor in this policy debate. In doing so, we show that participant NGOs and the Nuffield Council on Bioethics share considerable concerns about the social and ethical implications of genome editing. These concerns include choices over problem/solution framing and broader terminology, implications of regulatory and research choices on consumer choice and relations of power. However, GM-engaged NGOs and the Nuffield Council on Bioethics diverge on one important area: the NGOs seek to challenge the existing order and broaden the scope of debate to include deeply political questions regarding agricultural and technological choices. This distinction between the ethical positions means that NGOs provide valuable ethical insight and a useful lens to open up debate and discussion on the role of emerging technologies, such as genome editing, and the future of agriculture and food sovereignty. Paul Grice’s account of the nature of intentional communication has often been supposed to be cognitively too complex to work as an account of the communicative interactions of pre-verbal children. One way to think about capitalism-versus-socialism is to examine the extent to which capitalist economic institutions are compatible with the fulfillment of socialist ideals. The late G. A. Cohen has urged that the two are strongly incompatible. He imagines how it would make sense for friends to organize a camping trip, distills the socialist moral principles that he sees fulfilled in the camping trip model, and observes that these principles conflict with a capitalist organization of the economy. He adds that (...) these principles are ethically attractive, so if it is feasible to organize the economy on the camping trip model, we ought to do so. This essay argues to the contrary that for all that has been said, capitalist economic arrangements might be in the set of institutional arrangements that overall would best fulfill the camping trip principles, and anyway, the principles themselves ought to be rejected, so the question whether or not a capitalist set-up might satisfy these principles should not interest us. The grounds for rejecting the camping trip principles support a form of welfarist consequentialism that denies that equality of distribution of any sort is per se ethically desirable and also denies that liberal freedoms to live as one chooses are per se morally desirable. Equality and freedom should rather be regarded as in the light of possible means (or hindrances) to advancing good for people, fairly distributed. (shrink)

Frege's intention in section 31 of Grundgesetze is to show that every well-formed expression in his formal system denotes. But it has been obscure why he wants to do this and how he intends to do it. It is argued here that, in large part, Frege's purpose is to show that the smooth breathing, from which names of value-ranges are formed, denotes; that his proof that his other primitive expressions denote is sound and anticipates Tarski's theory of truth; and that (...) the proof that the smooth breathing denotes, while flawed, rests upon an idea now familiar from the completeness proof for first-order logic. The main work of the paper consists in defending a new understanding of the semantics Frege offers for the quantifiers: one which is objectual, but which does not make use of the notion of an assignment to a free variable. In Mimesis as Make-Believe, Kendall Walton gave a pioneering account of the nature of fictionality, which holds that what it is for p to be fictional is for there to exist a prescription to imagine that p. But Walton has recently distanced himself from his original analysis and now holds that prescriptions to imagine are merely necessary conditions on fictionality. Many of the alleged counterexamples that have prompted Walton's retreat are drawn from the field of photography, and it is upon (...) these cases that I focus. I argue that once Walton's analysis is properly articulated, we can accommodate the apparent counterexamples by paying careful attention both to the general features of the photographic medium and the specific features of the photographs in question. The epsilon operator is a term-forming operator which replaces quantifiers in ordinary predicate logic. The application of this undervalued formalism has been hampered by the absence of well-behaved proof systems on the one hand, and accessible presentations of its theory on the other. One significant early result for the original axiomatic proof system for the epsilon-calculus is the first epsilon theorem, for which a proof is sketched. The claim that visually masked, unidentifiable words are analyzed at the level of whole word meaning has been challenged by recent findings indicating that instead, analysis occurs mainly at the subword level. The present experiments examined possible limits on subword analysis. Experiment 1 obtained semantic priming from pleasant- and unpleasant-meaning subliminal words in which no individual letter contained diagnostic information about a word’s evaluative valence; thus analysis must operate on information more complex than that contained in individual letters. Experiments 2 (...) and 3 showed that analysis must operate on information more complex than that represented by individual bigrams or trigrams . These findings suggest that while subliminal priming is driven by subword analysis, the effective units of analysis are distributed widely across at least short words. (shrink)

Physicians have for some time been questioning the prevailing view of medicine as applied biology. It is urged that medicine needs to be reconceived so as to provide appropriate emphasis on the patient's experience and understanding of illness. After reviewing these arguments and the scientific paradigm underlying the received view in light of certain themes in medicine's history and of current thinking, Pellegrino's thesis is analyzed: medicine should be understood as an inherently moral enterprise, a form of praxis focused on (...) "the healing relationship". Understanding the illness experience and the professed healer's "compassion" supports Pellegrino's view, and suggests that the healing relationship is perhaps best conceived as a form of dialogue. Amartya Sen?s The Idea of Justice (2009) mistakenly characterizes transcendental accounts of justice as being unable to compare non-ideal alternatives, and thus misfires as a criticism of Robert Nozick and John Rawls. In fact, Nozick?s disinterest in when rights may be overridden does not bespeak indifference to specific questions of comparative assessment, and Lockean rights do give determinate advice in everyday circumstances. Sen correctly reports that Rawls?s theory is defective at giving practical normative advice, but the basic problem is the (...) over-rigidity of Rawls?s absolute priority relations, not transcendentalism. Sen?s search for a complete moral theory requires that he produce one. Act consequentialism is one promising complete theory of justice, having both transcendental grounding and clear methods for comparative assessment. I also propose moving from Sen?s capabilities standard of social justice to one based on functioning. The latter facilitates distinguishing between trivial and worthless capabilities and important and worthwhile ones, and focuses social justice more squarely on the end of well-being. (shrink)

Following hints in the writings of Isaiah Berlin, some political theorists hold that the thesis of value pluralism is true and that this truth provides support for political liberalism of a sort that prescribes wide guarantees of individual liberty.1 There are many different goods, and they are incommensurable. Hence, people should be left free to live their own lives as they choose so long as they don’t harm others in certain ways. In a free society there is a strong presumption (...) in favor of letting individuals act as they choose without interference by others. William A. Galston has developed this argument with exemplary clarity.2 He is wrong. The idea that value incommensurability is a reason for toleration of diverse ways of life and protection of the individual’s freedom to choose among diverse ways of life is a mistake. In his paper for this volume, What Value Pluralism Means for Legal Constitutional Orders, Galston undertakes to resolve a further problem, namely, whether the presumption in favor of individual liberty that value pluralism establishes can be kept within bounds. In his words, “Within the pluralist framework, how is the basis for a viable political community to be secured?”3 On one construal of these words, Galston is seeking the solution to a non-problem. Value pluralism does not establish any normative presumption in favor of liberty, so the worry “does this presumption hold without limit” or, “are there good reasons that constrain it at some point”, is otiose. On another construal, Galston is addressing a different question: if most of the members of society came to believe that given value pluralism, they ought to be left free to live according to their own conception of values, then would a “decently ordered public life” be impossible to sustain?4 On the second construal, the issue being posed is a genuine empirical question, which philosophical arguments cannot answer. As Rorty explained several years ago,If one believes, (...) as I do, that the traditional ideas of “an absolute (‘objective’) conception of reality” and of “scientific method” are neither clear nor useful, then one will see the interlocked questions “What should be the method of the social sciences?” and “What are the criteria of an objective moral theory?” as badly posed. 2Pragmatists not only give up the quest for grounding, foundations, or essences, then, but they also understand that the dissolution of essences leads in turn to “the dissolution of inquiry into a self-reweaving web of beliefs.” If this “seems wacky to you,” Rorty notes, “consider that such a dissolution is a natural and [End Page 289] easy consequence of a generalized antiessentialism.” 3 Whether he speaks in terms of foundations or essences, Rorty’s message remains the same: pragmatists not only let go of the quest for foundations, they also let go of the quest for privileged method.Perhaps the principle difficulty with this way of defining pragmatism is that not very many people seem to qualify as pragmatists. What Rorty has been able to do with remarkable consistency, others have been less willing and less able to do. There are, of course, still numerous foundationalists among us who are explicit about their commitment to the quest for foundations and to the quest for method that accompanies it. While anti-foundationalism may be all the rage, “it would be too much to say that the foundationalist argument lies in ruins. It is in fact remarkably resilient and resourceful in the face of attacks against it.” 4 Furthermore, even where the “death of foundationalism” is a given, 5 the quest for method continues to hold interest. To cite only one notable example among many, Jürgen Habermas may have successfully resisted the seductive attraction of the quest for Letzbegründung or ultimate foundations, but he clearly remains committed to “a metahermeneutical analysis” of communication, the purpose of which is “to identify universals and thus to produce a type of theoretical knowledge.” 6 This kind of “anti-foundationalist theory hope,” 7 can be found among Deweyan pragmatists as well. While many of them let go of the quest for foundations with relative ease, they find it difficult to abandon the quest for method 8 or to allow the epistemological enterprise to succumb to Rorty’s “vulgar pragmatism.” 9 Furthermore, in doing so they believe that Dewey would have sided with them rather than with Rorty.Given the difficulty in identifying pragmatists who have consistently abandoned both quests, it is especially striking to discover Frédéric Rauh practicing “pragmatism in the professorial sense” in the philosophy section of the Faculté [End Page 290] des lettres of the Sorbonne and Ecole normale supérieure during the first decade of the twentieth century. While this period of French history certainly produced intellectuals who were sympathetic to the American pragmatists, these intellectuals were, as Durkheim noted, “far from subscribing to all their theses.” 10 Renouvier, for instance, remained, in James’s own words, “too classic in the general rationalism of his procedure.” 11 Similarly, James’s good friend Boutroux, though “simpatico” toward American pragmatism, also “betrayed... a philosophical inheritance quite foreign to that of James.” 12 Ralph Barton Perry, comes to a similar conclusion with regard to Bergson, writing that Bergson and James “exchanged salutations and gifts, and then proceeded on their way. In this paper I argue that the dominance of certain paradigms and theories on policies can have an influence on the value added by impact assessments. A link exists between paradigms and theories and policies and consequently the practices humans develop to tackle real world problems. I also argue that different types of thinking (contained in paradigms and theories) need to be integrated, at least at the scientific level, to enhance our understanding of social phenomena. This in turn can have (...) a positive influence on policy processes that follow impact assessment recommendations. I am not arguing for the adoption of theoretical positions by practitioners, Instead, I contend that if impact assessments are informed by a variety of paradigms and theories, the policy practitioner might have a better understanding of the issue and the moral choices he or she needs to make. I will highlight the connection between theory and policies with practical examples from the social impact assessment of the De Hoop Dam, which was constructed on the Steelpoort River. I also argue for an integration of different theories to give a deeper understanding of real world problems. (shrink)
