Comparative risk assessment is playing an ever-increasing role in environmental policy priority setting, as manifested in national and numerous subnational comparative risk projects. It is widely accepted that public values, interests, and concerns should play an important role in CRA. However, the philosophical basis for public involvement in CRA has not been adequately explored, nor have comparative risk projects always made explicit their rationales for public involvement. The author examines the political, normative, and epistemic rationales for public involvement and explores (...) the case for public involvement in the making of ethical, valuation, and evidentiary judgments. The author considers key issues each rationale raises, problems eachfaces, and some of the implications of each for specific aspects of CRA. (shrink)

We defend a functionalist approach to emotion that begins by focusing on emotions as central states with causal connections to behavior and to other cognitive states. The approach brackets the conscious experience of emotion, lists plausible features that emotions exhibit, and argues that alternative schemes are unpromising candidates. We conclude with the benefits of our approach: one can study emotions in animals; one can look in the brain for the implementation of specific features; and one ends up with an architecture (...) of the mind in which emotions are fully accommodated through their relations to the rest of cognition. Our article focuses on arguing for this general approach; as such, it is an essay in the philosophy of emotion rather than in the psychology or neuroscience of emotion. (shrink)

Here is a definition of knowledge: for you to know a proposition p is for you to have an outright belief in p that is correct precisely because it manifests the virtue of rationality. This definition resembles Ernest Sosa’s “virtue theory”, except that on this definition, the only virtue that must be manifested in all instances of knowledge is rationality, and no reductive account of rationality is attempted—rationality is assumed to be an irreducibly normative notion. This definition is compatible with (...) “internalism” about rationality, and with a form of “pragmatic encroachment” on the conditions of rational outright belief. An interpretation is given of this definition, and especially of the sense of ’because’ that it involves. On this interpretation, this definition entails that both safety and adherence are necessary conditions on knowledge; it supports a kind of contextualism about terms like ‘knowledge’; and it provides resources to defend safety, adherence, and contextualism, against some recent objections. According to a widely held view of the matter, whenever we assess beliefs as ‘rational’ or ‘justified’, we are making normative judgements about those beliefs. In this discussion, I shall simply assume, for the sake of argument, that this view is correct. My goal here is to explore a particular approach to understanding the basic principles that explain which of these normative judgements are true. Specifically, this approach is based on the assumption that all such normative principles are grounded in (...) facts about values, and the normative principles that apply to beliefs in particular are grounded in facts about alethic value––a kind of value that is exemplified by believing what is true and not believing what is false. In this chapter, I shall explain what I regard as the best way of interpreting this approach. In doing so, I shall also show how this interpretation can solve some problems that have recently been raised for approaches of this kind by Selim Berker, Jennifer Carr, Michael Caie, and Hilary Greaves. Our approach to emotion emphasized three key ingredients. We do not yet have a mature science of emotion, or even a consensus view—in this respect we are more hesitant than Sander, Grandjean, and Scherer or Luiz Pessoa. Relatedly, a science of emotion needs to be highly interdisciplinary, including ecology, psychology, neuroscience, and philosophy. We recommend a functionalist view that brackets conscious experiences and that essentially treats emotions as latent variables inferred from a number of measures. But our version of functionalism (...) is not definitional or ontological. It is resolutely methodological, in good part because it is too early to attempt definitions. (shrink)

Let us take an example that Bernard Williams (1981: 102) made famous. Suppose that you want a gin and tonic, and you believe that the stuff in front of you is gin. In fact, however, the stuff is not gin but petrol. So if you drink the stuff (even mixed with tonic), it will be decidedly unpleasant, to say the least. Should you choose to drink the stuff or not?

Both these ideas are intuitively plausible: rationality has an external aim, such as forming a true belief or good decision; and the rationality of a belief or decision is determined purely by facts about the thinker’s internal mental states. Unlike earlier conceptions, the conception of rationality presented here explains why these ideas are both true. Rational beliefs and decisions, it is argued, are those that are formed through the thinker’s following ‘rules of rationality’. Some rules count as rules of rationality (...) because it is rational to believe---through following other rules---that those rules are reliable. But there must also be certain basic rules, which are a priori, or ‘built into’ our basic cognitive capacities. That these rules are a priori is a purely internal matter; and in following these rules the thinker has done all that could reasonably be expected to achieve the external aim of forming a true belief or good decision. Is there any distinctive aspect of rationality that deserves the label of “instrumental rationality”? Recently, Joseph Raz (2005) has argued that instrumental rationality is a “myth”. In this essay, I shall give some qualified support to Raz’s position: as I shall argue, many philosophers have indeed been seduced by certain myths about instrumental rationality. Nonetheless, Raz’s conclusion is too strong. Instrumental rationality is not itself a myth: there really is a distinctive aspect of rationality that deserves the label of “instrumental (...) rationality”. -/- In the first two sections of this essay, I shall start by giving a rough intuitive description of the phenomenon that seems to me the best candidate for the label “instrumental rationality”. As we shall see, this rough description gives us reason to reject some of the myths that surround instrumental rationality. Then in the rest of this essay, I shall try to give a more precise general specification of this phenomenon. In Sections 3 and 4, I shall consider what has been said about instrumental rationality by several other philosophers. Identifying what is missing in these other philosophers’ accounts will help me to develop my own positive specification, which I shall present in Sections 5 and 6. (shrink)

We explore why and how corporations seek to build community resilience as a strategic response to grand challenges. Based on a comparative case study analysis of four corporations strategically building community resilience in five place-based communities in South Africa, as well as three counterfactual cases, we develop a process model of corporate practices and contingent factors that explain why and how some corporations commit to community resilience building and whether they try to do so directly or indirectly. We thus help (...) explain corporations’ strategic contributions to community resilience, and we emphasise the role of place-specific resources, social-ecological system viability, and limited statehood in motivating such organisational responses to grand challenges. An account of Plato’s theory of knowledge is offered. Plato is in a sense a contextualist: at least, he recognizes that his own use of the word for “knowledge” varies – in some contexts, it stands for the fullest possible level of understanding of a truth, while in other contexts, it is broader and includes less complete levels of understanding as well. But for Plato, all knowledge, properly speaking, is a priori knowledge of necessary truths – based on recollection of (...) aspects of the Forms – and so in contemporary terms, it meets the conditions of “safety” and “adherence” (or “indefeasibility”) to the highest degree. This account is defended on the basis of the text of Meno, Phaedo, and the Republic, against some objections – especially objections that are due to Gail Fine. (shrink)

There are three well-known models of how to account for perceptual belief within a probabilistic framework: (a) a Cartesian model; (b) a model advocated by Timothy Williamson; and (c) a model advocated by Richard Jeffrey. Each of these models faces a problem—in effect, the problem of accounting for the defeasibility of perceptual justification and perceptual knowledge. It is argued here that the best way of responding to this the best way of responding to this problem effectively vindicates the Cartesian model. (...) Finally, it is argued that, given the best interpretation of the probabilistic framework, that the Cartesian model is not vulnerable to the main criticisms that have been raised against it. (shrink)

According to the "recognitional" view of practical reason, rational practical reasoning consists in trying to figure out which of the available options are good things to do, and then choosing accordingly. According to the rival "constructivist" view, rational practical reasoning consists in complying with certain conditions of purely formal coherence or procedural rationality. Christine Korsgaard objects that recognitional views cannot answer the "normative question". But constructivist views are vulnerable to the same objection. One version of the recognitional view is immune (...) to this objection, and can also be defended against David Velleman's charge that it is empty and without content. (shrink)

In this paper, we will explore two initiatives that focus on the importance of employing logical theories in educating people how to think and reason properly, one in Poland: The Lvov-Warsaw School; the other in North America: The Informal Logic Initiative. These two movements differ in the logical means and skills that they focus on. However, we believe that they share a common purpose: to educate students in logic and reasoning (logical education conceived as a process) so that they may (...) be able to apply their skills to analyze the issues in their society (logical culture as a result of logical education). One of the distinctive features of rhetorical approaches to the study of argumentation is the emphasis placed on the role of the audience. Here one thinks immediately of the influence of Chaïm Perelman and of his and Lucie Olbrechts-Tyteca’s The New Rhetoric. There is something importantly right about an audience-centered approach to argumentation. Clearly if you wish to persuade an audience of your position (or gain the acceptance of your thesis), you must engage that audience and in some sense carry (...) them with you from your starting points to your conclusion. Still, when I read theorists who place strong emphasis on the role of audience (for example, Perelman and Olbrechts-Tyteca in The New Rhetoric .. (shrink)

A case is presented in which the therapeutic interests of the patient conflict with the safety of a community, and in which the surrogate decision maker has very limited knowledge of or concern for the patient’s preferences. The substituted judgment and best interest (or rational patient) standards for surrogate decision making are problematic in this case. It is argued that the interests of even those outside the family ought to be taken seriously when making decisions about such cases, and it (...) is proposed that clinical ethics committees could play a new role here. This case also illustrates the difficulties of making decisions regarding the treatment of a very unlikable patient. (shrink)

We attribute three major insights to Hegel: first, an understanding of the real numbers as the paradigmatic kind of number ; second, a recognition that a quantitative relation has three elements, which is embedded in his conception of measure; and third, a recognition of the phenomenon of divergence of measures such as in second-order or continuous phase transitions in which correlation length diverges.
