Die Existenz einer zentralisierten, funktional differenzierten, professionalisierten und hierarchisch gegliederten Bürokratie gilt seit jeher als ein charakteristisches Merkmal spätrömischer Staatlichkeit. Tatsächlich stellte dieser Apparat in seinen Dimensionen und in seiner Komplexität alles in den Schatten, was das griechisch-römische Altertum vorher aufzuweisen hatte, auch wenn seine Ausbildung bereits in der frühen Kaiserzeit begann und sich im Laufe des 3. Jahrhunderts rapide beschleunigte, wie jüngst Peter EICH (Zur Metamorphose des politischen Systems in der römischen Kaiserzeit. Die Entstehung einer „personalen Bürokratie“ (...) im langen dritten Jahrhundert. Berlin 2005) mit guten Argumenten wahrscheinlich gemacht hat. Auch ist unbestreitbar, daß diese Bürokratie als Instrument der Zentralisierung staatlicher Funktionen diente und daher den Handlungsspielraum lokaler Autoritäten, der in der frühen Kaiserzeit nach modernen Kriterien sehr groß gewesen war, zunehmend einengte. Der in Cambridge lehrende Althistoriker Christopher KELLY geht der Frage nach, wie diese auf ein monarchisches Zentrum ausgerichtete Bürokratie funktionierte und welche Auswirkungen ihre Existenz für Regierende und Regierte hatte. What are the causes of the evolution of complex cognition? Discussions of the evolution of cognition sometimes seem to assume that more complex cognition is a fundamental advance over less complex cognition, as evidenced by a broad trend toward larger brains in evolutionary history. Evolutionary biologists are suspicious of such explanations since they picture natural selection as a process leading to adaptation to local environments, not to progressive trends. Cognitive adaptations will have costs, and more complex cognition will evolve only (...) when its local utility outweighs them. (shrink)

We only need to think for a moment about surfaces and other interfaces to realise their enormous importance in everydaylife. There are numerous branches of physics, chemistry, biology, and materials science concerned wholly or largely with surfaces, and one sometimes comes across the expression ‘surface science’ Among the natural phenomena connected with surfaces which have aroused scientific interest are surface tension, surface waves, photoelectric emission, reflection, refraction, evaporation, adsorption, adhesion, thin films, detergents, catalysts, cell membranes, skin. All of these phenomena (...) are complex, interesting, and some of them are still far from completely understood. Are surfaces important for philosophy? An epistemologist might well answer affirmatively, thinking of Quine’s "surface irritations" as the basis of our knowledge of the physical world, or Berkeley’s theory of vision, or the view that we perceive a material object in virtue of suitable causal interaction with its surfaces. But at first sight it seems that there is not much of interest for an ontologist. In his work on surfaces, especially in the book of that name, Avrum Stroll has shown to the contrary that there is much ontological interest in surfaces} Every ontologist delights in a newly discovered or hitherto neglected member of the ontological zoo: surfaces are not exactly new, but they have been neglected, and we can be grateful to Stroll for bringing them to greater prominence. ABSTRACT Tensism is the view that tense is not merely a property of language and the mind, but of the world itself. Perspectivalism extends this idea to all perspectival properties be they person or locational. One challenge that perspectivalism faces is the problem of expressing the contents of the beliefs and utterances of persons that are in other perspectival positions. One proposed solution to this problem is to allow for semantic theories that "realign" the expression of contents so that the (...) contents expressed by persons in other perspectival positions can be re-expressed from one's own perspectival position. In this paper I argue that a similar semantic realignment strategy could be deployed in helping perspectivalists generally come to grips with a puzzle raised by the Special Theory of Relativity. In short, the strategy is to realign the expression of contents in another inertial frame so that they are expressed from within your inertial frame. As we will see, the strategy is not puzzle free. This chapter examines the extent to which there are continuities between the cognitive processes and epistemic practices engaged in by human hunter-gatherers, on the one hand, and those which are distinctive of science, on the other. It deploys anthropological evidence against any form of 'no-continuity' view, drawing especially on the cognitive skills involved in the art of tracking. It also argues against the 'child-as-scientist' accounts put forward by some developmental psychologists, which imply that scientific thinking is present in early infancy (...) and universal amongst humans who have sufficient time and resources to devote to it. In contrast, a modularist kind of 'continuity' account is proposed, according to which the innately channelled architecture of human cognition provides all the materials necessary for basic forms of scientific reasoning in older children and adults, needing only the appropriate sorts of external support, social context, and background beliefs and skills in order for science to begin its advance. In his doctoral dissertation Von der mannigfachen Bedeutung des Seienden nach Aristoteles Brentano tried to show that (against criticism of this) one could indeed give a principle defense of Aristotle's table of categories as a coherent system. In later texts Brentano appears sharply critical of Aristotle, mainly in respect to Aristotle's mereology, or theory of part and whole, and to his theory of substance and accident. It is argued that Brentano hadn't observed that Aristotle's belief that there are as many (...) predicative senses of 'be' as there are categories of being is based not on his mereology but on his theory of definition. Overlooking this Brentano was led to far reaching inadequate ontological consequences. (shrink)
