Fletcher 1931-2004 John Fletcher was one of the pioneers in the still-young field of bioethics. In this short tribute, I can only hope to highlight a few of the many contributions he made to the field.For many of us, our first introduction to John occurred in October 1971. At an international symposium sponsored by the (...) Kennedy Foundation, the film "Who Should Survive?" depicted the dramatic case of an infant with Down syndrome and an intestinal blockage. The parents of the infant refused surgery to relieve the obstruction, and the healthcare providers for the infant decided not to pursue a court order permitting the surgery. During a period of approximately two weeks the infant was allowed to die.In the second part of "Who Should Survive?" John was one of several panelists invited to discuss the decisions made in this case. After acknowledging how troubling the infant's death was to him, John nonetheless sought to be empathic with the parents. He pointed out that in the re-enactment of the case the faces of the parents were never seen, and he worried that the film did not permit the parents to discuss the reasons for the choice they had made. John realized that his position would not be shared by most other panelists. Yet he had the courage to take an unpopular stand and to challenge other panelists—and the audience—not to reach premature closure on complex ethical dilemmas.Already in 1967, John had begun contributing to the literature of bioethics. His essay "Human Experimentation: Ethics in the Consent Situation," appeared in Law and Contemporary Problems. At the time, John was deeply immersed in studying the ethical dimensions of research with human subjects at the NIH Clinical Center. Paul Ramsey cited John's work with appreciation in his 1970 book, The Patient as Person. By the time he completed his dissertation at Union Theological Seminary in 1969, John was arguably one of the best trained bioethicists in the world—before there was a field of bioethics.After serving as chaplain, teaching at Virginia Theological Seminary, and founding and leading a seminary without walls in Washington, DC, John became the chief of the ethics program at the NIH Clinical Center in 1977. There he had the unenviable task of providing a second review for all clinical protocols emerging from the intramural programs of the NIH institutes. Not only did this essay help to defuse a potentially explosive problem for NIH, which had funded Cline's research. It also provided a set of guidelines for the conduct of human gene transfer research that is of continuing relevance today.At times John disagreed with federal policies on research, for example, conservative policies on human embryo research. He also chafed at the idea of subjecting his publications to prior NIH review, both for accuracy and for political correctness. The June 1975 issue of the Hastings Center Report published the Deliberations and Recommendations of the National Commission for the Protection of Human Subjects concerning the regulation of fetal experimentation. The Commission's most controversial conclusions were as follows: First, it voted to allow non‐therapeutic research on the human fetus, provided important biomedical knowledge could not be gained in any other way, proper consent had been obtained, and the research imposed “minimal or no risk to the well‐being of the fetus” (Recommendation (...) 4). Because interpretations of the last phrase varied in the case of fetuses scheduled for abortion, the Commission recommended that a national ethical review body be able to rule on disputed cases (Recommendation 5). In the case of research during abortion and research on the non‐viable fetus ex utero, the Commission's interpretation of permissible “harm” was restricted to the proviso that “no intrusion into the fetus [may be] made which alters the duration of life” (Recommendation 6). The Commission also recommended further research on abortion techniques (Recommendation 12). The Secretary of Health, Education and Welfare accepted the Commission's Recommendations almost without change—the major modification was to request paternal consent rather than to rely on the fact that “the father has not objected.” The DHEW regulations were published in the Federal Register on Friday, August 8, 1975, and written comments on them were invited. In 1969, the field of human genetics was in its infancy. Amniocentesis was a new technique for prenatal diagnosis, and a newborn genetic screening program had been established in one state. There were also concerns about the potential hazards of genetic engineering. A research group at the Hastings Center and Paul Ramsey pioneered in the discussion of genetics and bioethics. The focus is on Herbert Spencer and the British ‘Individualists’, the Italian Vilfredo Pareto, and the Frenchman Paul Leroy-Beaulieu. Analysis concentrates on the relationship between laissez faire formulations and democracy, the latter amounting to the impact of the extension of the franchise on representative government. All the mentioned authors blamed the mechanisms of democratic government for the contemporary (...) growth in state functions. While Spencer focused on the threat of a new class legislation after the demise of aristocratic power, Pareto and Leroy-Beaulieu viewed the pressure of lobbies and parties as the chief cause of the extension of state interventions. This article also aims to detect similarities and differences with more recent formulations. It is argued that Friedrich Hayek's achievement was to reconcile, against earlier perspectives, laissez faire with democracy. The historical development of the understanding of water is traced in the light of the development of the general concept of chemical substance. From the times of the earliest known ancient Greek philosophers, water has played a central role in the conception of the material constitution of the world. But it was Aristotle who developed the most sophisticated understanding of water to have come down to us from the ancients. He viewed it as part of an intricate and systematic theory (...) of chemical substance, which classified water as an element along with earth, fire and air. His view exerted a considerable influence on Arabic and European thinkers throughout the Middle Ages, and wasn’t successfully challenged until the eighteenth century. After Lavoisier, it was recognised that water, though unlike air a single substance and not a mixture, is neither an element nor always liquid. General features of chemical substances, distinguishing elements, compounds and mixtures, were elaborated in a general theory and harmonised with the mechanical features of matter towards the end of the nineteenth century. Finally, the continuous conception of matter underlying the Aristotelian view, which had been unsuccessfully challenged in the seventeenth century, was definitely overturned in the twentieth century, and the intricate microstructure of water was revealed. The aim of appraisal theory in the psychology of emotion is to identify the features of the emotion-eliciting situation that lead to the production of one emotion rather than another². A model of emotional appraisal takes the form of a set of dimensions against which potentially emotion-eliciting situations are assessed. The dimensions of the emotion hyperspace might include, for example, whether the eliciting situation fulfills or frustrates the subject’s goals or whether an actor in the eliciting situation has violated a (...) norm. Richard Lazarus’s well-known model of emotional appraisal has six dimensions, and the regions of the resulting hyperspace that correspond to particular emotions are summarized by Lazarus as the ‘core relational themes’ of those emotions. Anger, for examples, is elicited by the core relational theme ‘a demeaning offence against me and mine’, sadness by ‘having experienced an irrevocable loss’ and guilt by ‘having transgressed a moral imperative’ (Lazarus, 1991). One dimension of the controversy over whether evaluative properties are presented in perceptual content has general roots in the debate over whether perceptual content, in general, is rich or austere. I argue that we need to recognise a level of rich non-sensory perceptual content, drawing on experiences of chicken sexing and speech perception, to capture what our experience is like and our epistemic entitlements. In both cases (and many others), we are not conscious of the precise perceptual cues that are (...) the basis for discriminations and, thus, the characterisation of the phenomenal content of such experiences must go beyond sensory properties. Nevertheless, this point is arguably insufficient to establish the perception of evaluative properties. Their representation requires the subject to respond in certain ways. Excerpt from Nine Modern Moralists The greatness of the men whose insight and re ections are the subject of the following chapters is obviously a sufficient justification for this volume. The reader who simply wants to learn what was felt and thought and believed by some of the outstanding minds of the immediate past and of the present can, it is hoped, do so by reading the chapters of this book as expository essays. Here he will find their thought anatomized; (...) and, in relatively brief compass, it may be possible for him to become seriously engaged in thinking their thoughts after them. Certainly, no one can come to an understanding of the latest and best of contemporary ideas and ideals by going around these men; only by going through them can one gain a deeper understanding of himself and of our epoch. That is the first purpose of this book: to provide an introduction to nine selected modern moralists. The second purpose is constructive and critical. Exposition and ex planation by themselves are not the aim of these chapters. The highest tribute one can pay any thinker, or any body of writing, is to wrestle with it; and this may well be the best way to bring out the innermost and most vital meaning of what any man has said. I trust that in this wrestling I have nowhere simply commanded an issue to be gone, or have ignored the real meaning or the strength of an idea or point of view in rejecting or reformulating it. The procedure employed in criti cism is always an internal one. This is to say that it always seems best to go as far as one can with another man's thought, developing it up to the point where some criticism or objection or revision unfolds itself, as it were, from within the system or structure of thought under examina tion. In this way the most constructive results may be expected from criticism; and, in this way also, constructive and critical essays may fairly aim to be explanatory ones. As expository essays the chapters that follow may be taken one at a time and in any order, or one or more without the others. Their con structive and critical purpose, however, connects them all together. Chomsky’s (1995, 2000a) Minimalist Program (MP) invites a perspective on semantics that is distinctive and attractive. In section one, I discuss a general idea that many theorists should find congenial: the spoken or signed languages that human children naturally acquire and use— henceforth, human languages—are biologically implemented procedures that generate expressions, whose meanings are recursively combinable instructions to build concepts that reflect a minimal interface between the Human Faculty of Language (HFL) and other cognitive systems. In sections two and three, (...) I develop this picture in the spirit of MP, in part by asking how much of the standard Frege-Tarski apparatus is needed in order to provide adequate and illuminating descriptions of the “concept assembly instructions” that human languages can generate. I’ll suggest that we can make do with relatively little, by treating all phrasal meanings as instructions to assemble number-neutral concepts that are monadic and conjunctive. But the goal is not to legislate what counts as minimal in semantics. Rather, by pursuing one line of Minimalist thought, I hope to show how such thinking can be fruitful. (shrink)

A coherent account of the connections and contrasts between the principles of complementarity and uncertainty is developed starting from a survey of the various formalizations of these principles. The conceptual analysis is illustrated by means of a set of experimental schemes based on Mach-Zehnder interferometry. In particular, path detection via entanglement with a probe system and (quantitative) quantum erasure are exhibited to constitute instances of joint unsharp measurements of complementary pairs of physical quantities, path and interference observables. The analysis uses (...) the representation of observables as positive-operator-valued measures (POVMs). The reconciliation of complementary experimental options in the sense of simultaneous unsharp preparations and measurements is expressed in terms of uncertainty relations of different kinds. The feature of complementarity, manifest in the present examples in the mutual exclusivity of path detection and interference observation, is recovered as a limit case from the appropriate uncertainty relation. It is noted that the complementarity and uncertainty principles are neither completely logically independent nor logical consequences of one another. Since entanglement is an instance of the uncertainty of quantum properties (of compound systems), it is moot to play out uncertainty and entanglement against each other as possible mechanisms enforcing complementarity. Both science itself, and the human culture of which it is a part, would benefit from a story of science that encourages wider engagement with and participation in the processes of scientific exploration. Such a story, based on a close analysis of scientific method, is presented here. It is the story of science as story telling and story revising. The story of science as story suggests that science can and should serve three distinctive functions for humanity: providing stories that may (...) increase human well-being, serving as a supportive nexus for human exploration and story telling in general, and exemplifying a commitment to skepticism and a resulting open-ended and continuing exploration of what might yet be. Some practical considerations that would further the development and acceptance of such a story of science as a widely shared nexus of human activity are described. (shrink)

Can Hegel, a philosopher who claims that philosophy lsquo;has no other object but God and so is essentially rational theologyrsquo;, ever be taken as anything emother than/em a religious philosopher with little to say to any philosophical project that identifies itself as emsecular/em?nbsp; If the valuable substantive insights found in the detail of Hegelrsquo;s philosophy are to be rescued for a secular philosophy, then, it is commonly presupposed, some type of global reinterpretation of the enframing idealistic framework is required. In (...) this essay, this assumption is challenged. br /br /Kantrsquo;s interpretation of space and time as a response to Newtonrsquo;s theologically based spatio-temporal emrealism/em is taken as a model of what it is to be a Kantian emidealist/em about God and the self. In turn, Hegelrsquo;s philosophy is taken as a development of this approach that overcomes the limitations of Kantrsquo;s formal approach. Hegelrsquo;s major contribution to Kantrsquo;s revolutionary transformation of the task of philosophy is, it is argued, his recognitive conception of lsquo;spiritrsquo;. While this has been widely appreciated with regard to the relations between lsquo;subjectiversquo; and lsquo;objectiversquo; spirit, it is suggested that a fuller understanding of the nature of Hegelrsquo;s emabsolute/em idealism requires a proper understanding of how this approach also applies to the domain of lsquo;absolute spiritrsquo;. br /br /. David Papineau (2003; 2005) has discussed the relationship between social learning and the family of postulated evolutionary processes that includes ‘organic selection’, ‘coincident selection’, ‘autonomisation’, ‘the Baldwin effect’ and ‘genetic assimilation’. In all these processes a trait which initially develops in the members of a population as a result of some interaction with the environment comes to develop without that interaction in their descendants. It is uncontroversial that the development of an identical phenotypic trait might depend on an interaction with (...) the environment in one population and not in another. For example, some species of passerine songbirds require exposure to species-typical songs in order to reproduce those songs whilst others do not. Hence we can envisage a species beginning with one type of developmental pathway and evolving the other type. If, however, the successive evolution of these two developmental pathways were a mere coincidence, selection first favoring the ability to acquire the trait and later, quite independently, favoring the ability to develop it autonomously, then this would not be a distinctive kind of evolutionary process, but merely two standard instances of natural selection. George Gaylord Simpson pointed this out in the paper that gave us the term ‘Baldwin effect’ (Simpson, 1953). The real interest of the Baldwin effect and its relatives lies in the mechanisms which might link the evolution of the two developmental pathways, so that acquiring the trait through interaction with the environment makes it more likely that later generations will evolve the ability to acquire the same trait without that interaction.
