Explainable artificial intelligence (XAI) seeks to produce explanations for those machine learning methods which are deemed opaque. However, there is considerable disagreement about what this means and how to achieve it. Authors disagree on what should be explained (topic), to whom something should be explained (stakeholder), how something should be explained (instrument), and why something should be explained (goal). In this paper, I employ insights from means-end epistemology to structure the field. According to means-end epistemology, different means ought to be (...) rationally adopted to achieve different epistemic ends. Applied to XAI, different topics, stakeholders, and goals thus require different instruments. I call this the means-end account of XAI. The means-end account has a descriptive and a normative component: on the one hand, I show how the specific means-end relations give rise to a taxonomy of existing contributions to the field of XAI; on the other hand, I argue that the suitability of XAI methods can be assessed by analyzing whether they are prescribed by a given topic, stakeholder, and goal. Methods of machine learning (ML) are gradually complementing and sometimes even replacing methods of classical statistics in science. This raises the question whether ML faces the same methodological problems as classical statistics. This paper sheds light on this question by investigating a long-standing challenge to classical statistics: the reference class problem (RCP). It arises whenever statistical evidence is applied to an individual object, since the individual belongs to several reference classes and evidence might vary across them. Thus, the problem consists (...) in choosing a suitable reference class for the individual. I argue that deep neural networks (DNNs) are able to overcome specific instantiations of the RCP. Whereas the criteria of narrowness, reliability, and homogeneity, that have been proposed to determine a suitable reference class, pose an inextricable tradeoff to classical statistics, DNNs are able to satisfy them in some situations. On the one hand, they can exploit the high dimensionality in big-data settings. I argue that this corresponds to the criteria of narrowness and reliability. On the other hand, ML research indicates that DNNs are generally not susceptible to overfitting. I argue that this property is related to a particular form of homogeneity. Taking both aspects together reveals that there are specific settings in which DNNs can overcome the RCP. (shrink)

A crucial insight in Michelman’s ‘Constitutional Essentials’ is that constitutions may serve a justificatory or proceduralizing aim in modern liberal democracies. Yet the pervasiveness of moral disagreement – all-the-way-up; all-the-way-down – suggests, as I will argue, a democratic-experimentalist turn, which focuses on a non-hierarchical process of stakeholder deliberation and the court’s role in instigating and overseeing that process, ensuring non-domination. I believe that Frank is exactly right in arguing that a liberally justification-worthy political framework-law-in-place is normatively necessary for democratic politics (...) to succeed in divided societies. But I want to suggest that democratic experimentalism can offer further support to this claim. (shrink)

PurposeThe purpose of this paper is to add one further value to the previously articulated “universal values” and to describe the constituent components of three universal values.Design/methodology/approachThis interpretive/constructivist study of Australia's largest online community of seniors involved a 30‐month ethnographic investigation. After an initial period of 11 months of observing social interaction on the entire site, in‐depth, semi‐structured interviews were conducted with 30 participants, selected according to criterion sampling, a form of purposive sampling.FindingsFour key moral values were identified: equality, freedom, (...) respect and trust. All of them had been found in other studies, with equality and respect (as human dignity) identified as universal values. The findings from this study suggest that freedom is another universal value.Originality/valueThis study extends the understanding of universal values to include freedom. Further, it demonstrates the constituent components for freedom, and those of two other universal values previously identified in the literature, equality and human dignity, as well as revealing linkages between these three values. In October 1946 the U. S. Government summoned the representatives of Labor and Management to meet in Washington to try and find a basis for cooperation which would make possible increased productivity. For two days two hundred of the outstanding individuals in this field talked and debated. The results were hardly worth the efforts. The most appropriate summary of the “results” of these meetings was provided by Fortune magazine when it characterized the whole affair as a “meaningless squabble.“.

Purpose – The purpose of this study is to investigate the reasons behind unethical behaviour in the Australian Information and Communications Technology workplace. Design/methodology/approach – The study employed a qualitative research methodology. A total of 43 ICT professionals were interviewed during the month of February 2014 in six Australian capital cities. All interviews were conducted face-to-face and followed a semi-structured interviewing format utilising open-end questions and further probing questions. The purposive sample represented ICT professionals from large and small organisations, government (...) and private sector, different geographic locations, ages, genders, types of jobs and employment experience. Data analysis was completed with the help of QSR NVivo 10, a software package for managing qualitative data. Findings – Of the 25 reasons identified for unethical behaviour in ICT workplaces, 30 per cent of participants agreed on five major ones: pressure, bad management, greed, lack of respect towards ICT and communication issues. Practical implications – By focussing on the reasons behind unethical behaviour in the Australian ICT workplace, this article helps those identifying strategies for dealing with unprofessional behaviour to take into account the root causes of unprofessional behaviour. Originality/value – There is hardly any literature on reasons for unethical behaviour in the ICT workplaces. This article seeks to address this imbalance in the literature. Also, integrity systems in ICT are a new focus in collective, organisational ethics. Identification of and resolving unethical ICT workplace practice is an innovative contribution to the literature. Purpose Professional ethics is explored with three main foci: a critique of codes of conduct and the value of creating a global code for information and communication technology ; a critique of ICT professional certification; and the debate over whether ICT is really a profession. Design/methodology/approach This is a conceptual reflection on the current state of the ICT industry internationally, informed by the literature. Findings Compared to a mature profession, such as health, ICT is a young profession. This is evidenced (...) in the disparity of domains of practice, the lack of agreement on universal values governing the industry and the ongoing difficulties in creating international certification. Originality/value Until now, there has been little recognition of the corporatisation of ICT professionals and the effect that has on their ability to engage in appropriate professional ethics. More research is needed to explore appropriate ways in which ethical behaviour can be encouraged in the corporate workplace, including how professional development can be strengthened through building learning organisations. Zusammenfassung Mit dem Ausdruck „Odysseus-Anweisung“ werden dokumentierte Behandlungswünsche kompetenter Personen für Phasen einer vorübergehenden Kompetenzbeeinträchtigung bezeichnet, mittels derer diese Personen ein Handeln _gegen_ ihre Präferenzen in der vorausgesehenen Situation der Kompetenzbeeinträchtigung autorisieren. Im Zentrum der ethischen Diskussion der Odysseus-Anweisungen steht im Allgemeinen die Frage nach ihrer „moralischen Autorität“ oder „Respektabilität“. Es wird gefragt, ob Odysseus-Anweisungen moralische Autorität in dem Sinne besitzen, dass sie bei Einschlägigkeit und Anwendbarkeit in der Akutsituation ein Handeln gegen den Patientenwillen moralisch geboten machen. Im vorliegenden Beitrag (...) wird argumentiert, dass es in der Akutsituation Gründe geben kann, _gegen_ eine einschlägige und anwendbare Odysseus-Anweisung zu handeln, da ein Handeln entsprechend einer Odysseus-Anweisung _gerechtfertigt_, aber gleichwohl _falsch_ sein kann. Dazu wird nach einer einleitenden Darstellung des Problems und einigen terminologischen Präzisierungen zunächst die Unterscheidung zwischen Gerechtfertigt Sein und Richtig Sein auf einer allgemeinen Ebene erläutert und dann auf Odysseus-Anweisungen übertragen und zwischen der Anwendung dieser Unterscheidung auf der Einzelfallebene und der Prinzipienebene differenziert. Abschließend wird dafür plädiert, dass, da ein Handeln entsprechend einer Odysseus-Anweisung gerechtfertigt, aber falsch sein kann, Odysseus-Anweisungen die von ihnen autorisierten Zwangsbehandlungen auch bei vorhandener Einschlägigkeit und Anwendbarkeit _nicht_ zu moralisch gebotenen machen und deren Befolgung nicht rechtlich bindend gemacht werden sollte. Implicit in the value sensitive design (VSD) approach is a concern for understanding, and where possible, disrupting problematic power relationships. Yet an awareness of the issues and ethics of power relations is a pre-requisite for such a concern to bear fruit. This article provides some insight into the issues, and through a case study of technology design to support care arrangements for age-related cognitive decline, illustrates how finding a satisfactory resolution can be particularly troublesome.

The Laches features two Athenian generals (Laches and Nicias) and Socrates discussing the essential meaning of courage. Laches defines it as “a certain perseverance of the soul,” while Nicias argues that it consists in “knowledge of what is to be feared and hoped for both in war and in all other matters.” This paper, with the aid of several Plato scholars, argues that although most scholars agree that Socrates does not present his own view of the matter, hence leaving the (...) dialogue without a proper resolution, it may still be surmised that for Socrates, courage means willful yet wise perseverance. Is contemporary media society still interested in truth? This paper will try to unravel the vaguely suspicious epistemic relationship between information marketers and information consumers in today's society. There seems to have been forged a feeling of quasi-omniscience within the private and public spheres wherein people, due to the sheer volume of inforntation readily accessible for viewing at any time, become predisposed to exhibit an intriguingly relaxed relationship with knowledge. If the current systems of information seem to trivialize the question (...) of truth or falsehood, and since the public is apparently just interested in spectacles, then how must we view epistemologically the status of contemporary media discourse? Does it still reveal truth or is it simply empry talk? To address this question, the paper explores a possible parallelism between Plato's critique of rhetoric in his dialogue, Gorgias, and Jean Baudrillard's critique of contemporary media society. Machine learning operates at the intersection of statistics and computer science. This raises the question as to its underlying methodology. While much emphasis has been put on the close link between the process of learning from data and induction, the falsificationist component of machine learning has received minor attention. In this paper, we argue that the idea of falsification is central to the methodology of machine learning. It is commonly thought that machine learning algorithms infer general prediction rules from past (...) observations. This is akin to a statistical procedure by which estimates are obtained from a sample of data. But machine learning algorithms can also be described as choosing one prediction rule from an entire class of functions. In particular, the algorithm that determines the weights of an artificial neural network operates by empirical risk minimization and rejects prediction rules that lack empirical adequacy. It also exhibits a behavior of implicit regularization that pushes hypothesis choice toward simpler prediction rules. We argue that taking both aspects together gives rise to a falsificationist account of artificial neural networks. (shrink)

Machine learning (ML) models recently led to major breakthroughs in predictive tasks in the natural sciences. Yet their benefits for the social sciences are less evident, as even high-profile studies on the prediction of life trajectories have shown to be largely unsuccessful – at least when measured in traditional criteria of scientific success. This paper tries to shed light on this remarkable performance gap. Comparing two social science case studies to a paradigm example from the natural sciences, we argue that, (...) in addition to explanation, prediction is an important goal of social science – and we identify constraints that impede pure ML prediction from being successful in that field. As a remedy, we outline elements of an integrative modelling approach that combines explanatory models and predictive ML models. (shrink)

Purpose This study aims to explore how health informatics can underpin the successful delivery of recovery-orientated healthcare, in rural and remote regions, to achieve better mental health outcomes. Recovery is an extremely social process that involves being with others and reconnecting with the world. Design/methodology/approach An interpretivist study involving 27 clinicians and 13 clients sought to determine how future expenditure on ehealth could improve mental health treatment and service provision in the western Murray Darling Basin of New South Wales, Australia. (...) Findings Through the use of targeted ehealth strategies, it is possible to increase both the accessibility of information and the quality of service provision. In small communities, the challenges of distance, access to healthcare and the ease of isolating oneself are best overcome through a combination of technology and communal social responsibility. Technology supplements but cannot completely replace face-to-face interaction in the mental health recovery process. Originality/value The recovery model provides a conceptual framework for health informatics in rural and remote regions that is socially responsible. Service providers can affect better recovery for clients through infrastructure that enables timely and responsive remote access whilst driving between appointments. This could include interactive referral services, telehealth access to specialist clinicians, GPS for locating clients in remote areas and mobile coverage for counselling sessions in “real time”. Thus, the technology not only provides better connections but also adds to the responsiveness of any treatment available. (shrink)

In my brief remarks, I consider what it means to return and rebind—that is to say, the significance of the re for Kristeva’s thought. Kristeva does not just talk about binding or birth, or unbinding or death, but rather rebinding and rebirth, suggesting that it is a retrospective return rather than an original moment that is crucial. The most significant moment, then, is not the moment of imaginary plenitude, nor the moment of originary loss, but rather the moment of rebirth (...) that comes through rebinding after the loss of plenitude. Indeed, Kristeva’s insistence on re-turning suggests that there is no originary moment of plenitude nor of castration or loss, but rather a constant movement of compensation for a recurrent loss. By emphasizing rebinding and rebirth, she underscores not the loss as cutting wound but rather the healing power of signification, always already inherent within loss. The flip-side of separation is reattachment. And rather than just focus on the separation or cut, Kristeva looks to that which allows us to rebind and reattach in order to create relations that sustain us. Both unbinding and binding are necessary for rebinding. Thus, by focusing on rebinding, Kristeva insists on the process of unbinding and binding, and the oscillation between them. (shrink)

Las operadoras de telecomunicaciones son parte de un sistema económico que debe mantenerse en equilibrio para su desarrollo sustentable.La evolución de la capitalización bursátil de las operadoras de telecomunicaciones durante el periodo 1998-2003 puede dividirse en tres etapas: Expansión; Reparación y Nuevo Equilibrio. La primera etapa de expansión se caracteriza por un fuerte crecimiento orgánico e inorgánico de las compañías, donde generalmente este último crecimiento, dado principalmente por adquisiciones y fusiones, es financiado mediante aportaciones de capital de sus accionistas o (...) emisiones de deuda. Este crecimiento alimenta a todo el sistema, incrementando de manera continuada su valor. Durante el año 2000 se produce el primer punto de inflexión profundo en esta tendencia alcista del valor de los activos debido a una ineficiencia del sistema económico donde se produce una transferencia desequilibrada de valor hacia uno de sus agentes: el gobierno. La segunda etapa, que abarca el periodo 2000-2003, implica un proceso de reparación del sistema por parte de los operadores para revertir esta transferencia de valor. Este proceso de reparación afecta a todos los agentes en mayor o menor medida. Durante el 2003 se ha producido un segundo punto de inflexión mas tenue y aun frágil donde un nuevo aparente equilibrio sienta las bases para una nueva etapa de crecimiento del valor global del sistema económico. It has been argued that it is in the best interests of IT professionals, to adopt and enforce professional codes in the work place. But there is no code for usability engineers, unless one accepts that it is a branch of software engineering. The new joint ACM/IEEE‐CS Software Engineering Code of Ethics is applied to actual usability cases. This enables usability engineers to interpret this code in their profession. This is achieved by utilizing four case studies both directly in terms (...) of the ethical issues involved and in the light of the code. Also examined are the short‐comings of the code for the domain of usability engineering, and suggestions are made for enhancements for future revisions of the code. (shrink)

‘Communication’ is the basic concept of an aesthetic media theory and, under the title ‘communication aesthetics’, is particularly suitable for defining a capacity of that phenomenon that also describes a holistic experience of so-called digitality in a new way. In the passage through this concept of communication, ‘communication aesthetics’ is therefore also the basic term for studies of digital media cultures and is used here as an example to determine the relevant phenomena of mediality, materiality and the contemporary technological body (...) practices associated with them. ‘Aesthetics of communication’ is then also the title word for the sought-after answer to the question of whether the speech of transfer between different arts as ekphrastic representation acquires a significance of its own that cannot be decomposed by unconditionally necessary and, as a rule, even more important reflection on its effects. The essay examines how both sides of the term – the ‘aesthetic’ and the ‘communicative’ – can be discussed in order to reflect on their connection, especially against the background of the implications of the digital per se. In the first part, the contrasts that determine this conceptual construction are analyzed using an example of media culture in order to read them as the basic definitions of a dialectical concept of the ‘communicative-aesthetic’. Against this background, the second part of the essay deals with the related ‘communication-aesthetic’ practices that could be used as the ingredients and objects of a genuine interdisciplinary media theory. Like a detached signifier, indicating a metaphorical relationship between signification and the bandages. But, when we follow the metonymy of bandages in Derrida’s Death Penalty seminar volume one, the bandages appear as the figure for figuration itself. More specifically, they are a sign that needs interpretation; a sign that (...) the bandages are detached from the body; a sign that the word, or sign, is detached from the thing. (shrink)

This article applies change agency to the institutions of higher education in South Africa – referring here to all the post-school institutions and educators in general and more specifically focused on the unique opportunities and responsibilities towards change agency in theological training. The focus is on the characteristics of a change agent, which could be an individual or a group. Seemingly, change is not going to be initiated in a ‘top-down’ approach; therefore, this article suggests a ‘bottom-up’ approach, starting with (...) a change agent (an individual or a group) to become enthusiastic and active to bring about change. The method of constructivism is used, complemented by a general literature review of the past 70 years, filled with definitions of change agents and change agency. After the discussion of a few models, the researcher ventures to propose a way in which change agency can find a foothold among theological educators in higher education institutions in South Africa. In this essay I take up the question of how death can be a penalty, given that each of us will eventually die. I argue that capital punishment in the United States rests on contradictory demands for painless death delivered humanely through pharmaceuticals and yet denies the accused the possibility of natural death. The death penalty must be at once humane and punishing. Analyzing what we mean by ‘botched’ executions, along with the language of the Supreme Court in upholding lethal (...) injection as a humane application of the death penalty, I argue that the fantasy of instant death is at the heart of the tension between death as painless and death as penalty. In the end, I turn to Derrida’s Death Penalty Seminar Volume One, particularly his discussion of Kant’s defence of the capital punishment, and the pivotal role of time in his discussion. Finally, I suggest that the fantasies of instantaneous death and our technological mastery of it result in the fantasy of the ‘good’ punishing death. (shrink)
