The Russian Federation conducts an information policy in the Baltic direction, aimed at forming a negative image of Latvia, Lithuania and Estonia in the international scene through involving research and development institutions, Russian media and social networks to informational propaganda. Main forms and methods of destructive influence on Russian-speaking population of the Baltic countries have been identified in previous studies. So, the Baltic countries for a long time are in the epicentre of cyber and information attacks by Russian Federation. The (...) aim of the study is to analyze the activities of the Latvia, Lithuania and Estonia of formation of national systems for ensuring cyber security in historical retroperspective, the provisions of the documents of the European Union and NATO in this area. The article is based on the documentary sources from 2004 to 2016. The contents of the guidance documents on issues of cyber security of the Baltic countries meets the requirements of the governing documents of NATO in this sphere аnd involves activities in three directions: protecting its own infrastructure from hacker attacks; international cooperation in this sphere and the involvement of civil experts. Тhat is we can see implementation of all these directions in the Baltic countries. Feature of information security in the Baltic States is focusing on issues related to cyber security. Information security is a component of the state national security. In this regard, the urgent issue today is to ensure the security of state information resources, protection of vital interests of society in the information sphere. The aim of the study is to analyze the main measures CSTO member states to organize and conduct joint operations in the informational area. The activities of the CSTO is to conduct joint operations in cyberspace, aimed at identifying and blocking the sources of destructive (...) and manipulative information. For seven years this cooperation suspended the activities of a significant amount of resources. The authorities state that took part in them, have considerable experience of joint coordinated action in this area. As a result of the conducted research were selected three basic directions of joint activity of states-members of CSTO in informative space: counteraction terrorism, extremism, narcotrade; improvement of mechanism of defence of population from negative informatively psychological influence and creation of Centers of reacting on ciberincident. As an example of such activity is a general operation "PROXIES-SOUTH-2010", conducted during interethnic contradictions on the south of Kyrgyzstan in summer in 2010. It follows to mark the fact of bringing in of powerful scientific and analytical institutes of states-members of CSTO to work in the area of providing of informative safety and conduct informatively propagandist to activity. The article deals the activities of social and political organizations of pro-Russian direction on the Crimea peninsula. The author defines that under the banner of maintaining relations with compatriots and the preservation of social and cultural traditions, was carried out targeted information campaign on the formation of anti-Ukrainian sentiment among the youth. Events on the Crimean peninsula, unfortunately, belong to insufficiently studied issues of recent history of Ukraine. Ukrainian historical opinion have demonstrated passivity on this issue and no sound labor (...) opposed promotional products of famous Russian historians and historical schools. Starting from the first day of the independence of Ukraine our "eastern neighbor" carried out targeted information pressing supported by numerous pro-Russian social organizations, which the peninsula has always been rich in. Types of propaganda rhetoric, methods and forms of action changed according to the political and military significance of events that took place. Рro-Russian social organizations have organized different initiatives to involve youth organizations. For example, there is the observance of the military patriotic youth camp Donuzlav anti NATO. Based on exploration of activities of the joint Russian-Ukrainian historical commission, the paper addresses the interpretation of events of the Ukrainian Revolution of 1917-1921 by historical schools and some researchers of the Russian Federation, specifically O. Chubarian, T. Tairova-Yakovleva, O. Zaitsev, D. Bondarenko, V. Mikhailov et al., who generally assess the work of Ukrainian historians as unfounded revision of the revolutionary events of 1917-1921 for the purpose of simulating the historical process as a number of tragedies, plots, devastators etc. It (...) is established that by denying the Ukrainian Revolution events as a restoration process of Ukrainian statehood and formation of Ukrainian identity as well as by denying subsequent Bolshevist intervention and assessing those events as an internal civil conflict, Russian historians actually maintain that Ukraine is an integral part of the Russian superpower and has no history of its own. The author defines such interpretation of the 1917-1921 events and refusal to recognize specific features of the Ukrainian Revolution, which are spread in academic community and mass media of the RF, as information and propaganda activities along with perversion of other events of the historical past of Ukraine. In common law jurisdictions, legal professionals cite facts and legal principles from precedent cases to support their arguments before the court for their intended outcome in a current case. This practice stems from the doctrine of stare decisis, where cases that have similar facts should receive similar decisions with respect to the principles. It is essential for legal professionals to identify such facts and principles in precedent cases, though this is a highly time intensive task. In this paper, we present (...) studies that demonstrate that human annotators can achieve reasonable agreement on which sentences in legal judgements contain cited facts and principles. We further demonstrate that it is feasible to automatically annotate sentences containing such legal facts and principles in a supervised machine learning framework based on linguistic features, reporting per category precision and recall figures of between 0.79 and 0.89 for classifying sentences in legal judgements as cited facts, principles or neither using a Bayesian classifier, with an overall κ\documentclass[12pt]{minimal} \usepackage{amsmath} \usepackage{wasysym} \usepackage{amsfonts} \usepackage{amssymb} \usepackage{amsbsy} \usepackage{mathrsfs} \usepackage{upgreek} \setlength{\oddsidemargin}{-69pt} \begin{document}$$\kappa$$\end{document} of 0.72 with the human-annotated gold standard. BackgroundCurrent preimplantation genetic testing (PGT) technologies enable embryo genotyping across the whole genome. This has led to the development of polygenic risk scoring of human embryos (PGT-P). Recent implementation of PGT-P, including screening for intelligence, has been extensively covered by media reports, raising major controversy. Considering the increasing demand for assisted reproduction, we evaluated how information about PGT-P is communicated in press media and explored the diversity of ethical themes present in the public debate.MethodsLexisNexis Academic database and Google News were (...) searched to identify articles about polygenic embryo screening. This led to 535 news articles. 59 original articles met the inclusion criteria. Inductive content analysis was used to analyse these articles.Results8.8% of articles gave embryo polygenic scoring a positive portrayal, while 36.8% expressed a negative attitude. 54.4% were neutral, mostly highlighting limited practical value of the technology in in vitro fertilization settings. We identified five main ethical themes that are also present in academic literature and the broader debate on reproductive technologies: a slippery slope towards designer babies, well-being of the child and parents, impact on society, deliberate choice and societal readiness.ConclusionsImplementation of embryo polygenic profiling engenders a need for specific recommendations. Current media analysis discloses important ethical themes to consider when creating future guidelines for PGT-P. (shrink)

The role of bacterial variation in the waxing and waning of epidemics was a subject of lively debate in late nineteenth and early twentieth-century bacteriology and epidemiology. The notion that changes in bacterial virulence were responsible for the rise and fall of epidemic diseases was an often-voiced, but little investigated hypothesis made by late nineteenth-century epidemiologists. It was one of the first hypotheses to be tested by scientists who attempted to study epidemiological questions using laboratory methods. This paper examines how (...) two groups of experimental epidemiologists, the British group led by W. W. C. Topley and Major Greenwood, and an American group directed by Leslie T. Webster at the Rockefeller Institute, studied the role of variations in bacterial virulence in the course of laboratory epidemics of mouse typhoid. Relying on Ludwik Fleck’s concept of thought styles and thought collectives, the paper analyzes the fundamental conceptual differences between these two groups of researchers and analyzes the kinds of innovations they introduced as they attempted to integrate bacteriological and epidemiological approaches. The paper shows that the stylistic differences between the two groups can be understood better in the context of the institutional histories and disciplinary relations of epidemiology and bacteriology in the two countries. The article is devoted to the ideas of religious and political identification of modern Russia and the USA. The main conceptual positions of Russian and American philosophers, political scientists, and theologians are presented. These ideas create the specific axiological unity of American and Russian forms of culture and civilizations. The search for national idea and cultural identification is presented in the article from the position of national and international security of the USA and Russia. From this point of view God exists in human being in the new «technocratic» or «political» qualities. Meaningful interactions with works of art are often absent from education. Across the country, art museums are intent on changing this situation. But to incorporate art viewing1 into an educational milieu that does not value art, art museum educators are constantly forced to justify the educational value of their programs. One common argument to substantiate the worth of art viewing is that it promotes critical thinking. In fact, several museums across the United States assert that the goal of their education (...) programs is precisely to foster critical thinking in students.2 These assertions are aligned with a growing body of research that proves that encounters with works of art can help develop skills.. The paper analyses and evaluates the linguistic policy of the Court of Justice of the European Union against the background of other multilingual courts and in the light of theories of legal interpretation. Multilingualism has a direct impact upon legal interpretation at the Court, displacing traditional approaches with a hermeneutic paradigm. It also creates challenges to the acceptance of the Court’s case-law in the Member States, which seem to have been adequately tackled by the Court’s idiosyncratic translation policy.

This article examines the discourse competence of high-functioning children with autistic spectrum disorders to participate in narrative introduction sequences with family members. The analysis illuminates the children’s own efforts to launch narratives, as well as their ability to build upon the contributions of others. Ethnographic, discourse analytic methodology is integrated with the theory of discourse organization and the weak central coherence account of autism. Introductions of both personal experience narratives as well as fictional narratives are examined. The children were especially (...) competent in the use of stable introductory practices when launching fictional narratives, pre-organized by the media of expression. Their challenge was not in the introduction, but in the narrative co-telling, which often was not globally organized over an extended course of propositions. The issue of benefits in international clinical research is highly controversial. Against the background of wide recognition of the need to share benefits of research, the nature of benefits remains strongly contested. Little is known about the perspectives of research populations on this issue and the extent to which research ethics discourses and guidelines are salient to the expectations and aspirations existing on the ground. This exploratory study contributes to filling this void by examining perspectives of people in low-income South (...) African communities on benefits in international clinical research. Twenty-four individuals with and without experience of being involved in clinical research participated in in-depth interviews. Respondents felt that ancillary care should be provided to clinical research participants, while a clinical study conducted in particular community should bring better health to its members through post-trial benefits. Respondents' perspectives were grounded in the perception that the ultimate goal of international clinical research is to improve local health. We argue that perspectives and understandings of the respondents are shaped by local moral traditions rather than clinical research specificities and require attention as valid moral claims. It is necessary to acknowledge such claims and cultural worlds from which they emerge, thus building the foundation for equal and embracing dialogue to bridge different perspectives and handle contradicting expectations. The paper presents the main ideas of systematic research of the phenomenon of the human body as an essential characteristic of human being and the fundamental philosophical concept. It allows one to scrutinize the concept of the human body as a necessary research tool in the humanities. The human body is analyzed in the process of its conceptualization in the history of philosophy, in relation to which its logic and main phases are defined. The paradigms of the understanding of the (...) human body are identified as resomatization strategies of contemporary thinking. It allows one to claim that evolution of philosophy is inalienable from the process of conceptualization of the phenomenon of the human body. Using an ontological grounding of the human body as a key philosophical concept ensures reconciliation of philosophical anthropology and ontology. (shrink)

The post-war Western world has seen a gradual shift from government to governance, a process that also concerned the issues related to agro-food sustainability, such as food quality, environmental impact, social justice, and farm animal welfare. Scholars believe that social media are a new site that reconfigures relations between various actors involved in the governance of these problems. However, empirical research on this matter remains scarce. This paper fills this gap by examining the case of Februdairy, a Twitter hashtag campaign (...) to promote the British dairy industry, hijacked by animal protection activists. For this case, I employ the relational perspective on technology affordances—as operationalised by Faraj and Azad, Materiality and organizing. Social interaction in a technological world, Oxford University Press, Oxford, 2012)—to highlight two distinct strategic modes of embracement of social media functionalities by the opposing groups: hashtag hijacking and crowdsourcing transparency. The analysis reveals also that a pre-existing social structure of the agro-food system conditions reconfiguration of social relations by technology in a way that actually strengthens the tendency to govern the issue of farm animal protection with market mechanisms. It is proved in the article that the vector of resource maintenance of the current activity of industrial enterprises and strategic measures of their development has changed from quantitative to qualitative, which causes the emergence of new models of security management system in which there is a gradual exclusion of the system of those resources which due to their functional characteristics do not provide the expected return In conditions of increasing loading in the process of their use. Based on the (...) use of mathematical analysis tools, an approach to modeling a management system for the development of an industrial enterprise is proposed, depending on the atypical conditions in which the implementation of the selected measures for the development of the enterprise takes place. This approach, unlike the existing one, allows us to choose a model of security management system in which the management of resources, provided they are reduced or invariable, makes it possible to obtain the maximum return. In the presented model involved in the process of development of resources resources strive for universality, that is, there is an optimization of activity through the expansion of functions, in general, increasing the overall resources product from the system involved in the management of the provision of all the main and auxiliary components of resources. The aim of this article is to shed light on women’s experience of informal trade on one of the EU external borders: Belarus–Lithuania. The article suggests looking at the informal economy beyond the notion of precarity and to pay attention to how women themselves understand their involvement in trading practices. The author argues that, although economic necessity is an important motivation for women to start trading activities, this experience rewards them not only financially but also through non-economic aspects such as (...) self-respect, solidarity and socializing. Theoretically, the article brings together the discussion of the gendered nature of informal work with the feminist theory of agency. It shows that women’s experience of informal cross-border trade is agentive. Trade provides women with a sense of pride, self-confidence and respect and enables them to recognize their self-sufficiency. However, it is also argued that agency is not synonymous with autonomy and individualism. Theoretically and empirically, the article stresses a relational understanding of agency. On the one hand, women acknowledge their financial achievements as the capability to take proper care of their children, especially in situations when the second breadwinner is absent. On the other hand, they also value their trading experience as a space of socializing with other women. The success of cross-border trade depends on the sense of solidarity and collective action to resist the system represented by customs and border control. (shrink)

The paper provides a commentary on B.G. Yudin's paper devoted to the relationship between technoscience and contemporary human enhancement technologies. In order to discuss these issues I address to T. Kuhn's conception of two traditions in the development of modern science. I show that technoscience belongs to the tradition that Kuhn calls the Baconian or ”experimental" sciences in contrast to the ”mathematical" sciences. I argue that technoscience creates an experimental environment for the study of a human being as an integral (...) part of this environment. (shrink)

Une équipe du CNRS, au départ sous la direction de Pierre Michaud-Quantin, y a travaillé durant de nombreuses années. Récemment, il a été transporté de la Sorbonne à l'Institut de Recherche et d'Histoire des Textes, où il est désormais consultable à la Section latine. This article offers an anthropological perspective on autism, a condition at once neurological and social, which complements existing psychological accounts of the disorder, expanding the scope of inquiry from the interpersonal domain, in which autism has been predominantly examined, to the socio-cultural one. Persons with autism need to be viewed not only as individuals in relation to other individuals, but as members of social groups and communities who act, displaying both social competencies and difficulties, in relation to socially and culturally (...) ordered expectations of behavior. The article articulates a socio-cultural approach to perspective-taking in autism in three social domains: participating in conversational turn-taking and sequences; formulating situational scenarios; and interpreting socio-cultural meanings of indexical forms and behavior. Providing ethnographic data on the everyday lives of high-functioning children with autism and Asperger syndrome, the article outlines a cline of competence across the three domains, from most success in conversational turn-taking to least in inferring indexical meanings. Implications of these abilities and limitations are considered for theoretical approaches to society and culture, illuminating how members of social groups are at once shaped by, and are agents of, social life and cultural understanding. When young children learn to use language, they start to use their hands in co‐verbal gesturing. There are, however, considerable differences between children, and it is not completely understood what these individual differences are due to. We studied how children at 4 years of age employ speech and iconic gestures to convey meaning in different kinds of spatial event descriptions, and how this relates to their cognitive abilities. Focusing on spontaneous illustrations of actions, we applied a semantic feature (SF) analysis (...) to characterize combinations of speech and gesture meaning and related them to the child's visual‐spatial abilities or abstract/concrete reasoning abilities (measured using the standardized SON‐R test). Results show that children with higher cognitive abilities convey significantly more meaning via gesture and less solely via speech. These findings suggest that young children's use of cospeech representational gesturing is positively related to their mental representation and reasoning abilities. (shrink)

The article presents a study of gift-giving practices in the context of the development of modern biomedicine and shows their relationship to the realization of epistemic virtues. In biomedicine, the gain and production of knowledge (the gift of knowledge) is often grounded in bodily gift (sacrifice) and donor practices. The latter are associated with a number of mishaps in the history of biomedicine, reflecting the violation of moral norms in the process of obtaining scientific data and demonstrating the need for (...) a clear differentiation of intellectual and moral virtues. An important factor in the formation of the epistemic norms of modern biomedicine has been the transformation of the values of scientific knowledge from practices of coercion to giving. As a result, the involuntary sacrifice of biomaterials to science was replaced by voluntary practices of somatic giving and informational exchange that determine the process of mutual recognition in science. It is shown that gift-giving in science is closely associated with intellectual virtues, with intellectual generosity characterizing the idea of openness in science and scientists’ intention for production and constant growth of knowledge, and can also be related to the idea of altruistic service to science, involving the exchange of received scientific data and access to free information in the network space. A number of examples of the modern digital gift ethos and the implementation of the principles of openness of knowledge and knowledge exchange in the context of the creation of biomedical expert digital platforms, the formation of social scientific networks – platforms with open access to scientific information, the development of the phenomenon of “garage” science and other “zones of exchange” experience are considered.
