This is a discussion of the reaction to the recent research article publication in the journal Protein & Cell by a group of scientists at Sun Yat-sen University using the CRISPR/Cas9 technique on editing non-viable human zygotes. Many commentators condemned the Chinese scientists for overstepping ethical boundaries long accepted in Western countries and accused China of having lax regulations on genomic research in general. We argue that not only did this research follow strict ethical standards and fully comply with current (...) regulations, but China also has a well-developed regulatory framework governing such research comparable to many developed countries. We see the reactions among Western commentators as a misunderstanding of the current situation and an expression of a lack of willingness to acknowledge China as an equal partner in the international debate about proper limits to the development of new biotechnologies. The WHO Consultative Group on Equity and Universal Health Coverage published a comprehensive report titled “Making Fair Choices on the Path to Universal Health Coverage” detailing strategies that countries should adopt when moving towards providing healthcare coverage to the entire population. The report provides detailed guidelines on how to expand coverage to more people, what services should be covered, and how to prioritize these healthcare resources in achieving universal healthcare coverage. The main goal of this WHO report is to ensure (...) fair and equitable access for all population groups within a country during the implementation of UHC. In principle, the group’s approach is sound and fair, but we argue that each country must take into account its own unique situations in designing a pathway towards UHC. China has achieved near UHC but did so by an approach that would have been deemed completely unacceptable based on this group’s recommendations. In this article, we provide a brief review of the Chinese healthcare system and argue that the implementation of the recommendations in the report is not always feasible. We argue that there are alternate pathways towards achieving UHC and there are good reasons for China’s departure from the approach outlined by the WHO report. Nevertheless, we acknowledge substantial inequities still exist for various segments of the population and among the diverse areas of China in accessing healthcare services and make suggestions on how to reduce such inequities within the system. The application of genetic technologies in China, especially in the area of prenatal genetic testing, is rapidly increasing in China. In the wealthy regions of China, prenatal genetic testing is already very widely adopted. We argue that the government should actively promote prenatal genetic testing to the poor areas of the country. In fact, the government should prioritize resources first to make prenatal genetic testing a standard routine care with an opt-out model in these area. Healthcare professions would be required (...) to inform pregnant women about the availability of genetic testing and provide free testing on a routine basis unless the parents choose not to do so. We argue that this proposal will allow parents to make a more informed decision about their reproductive choices. Secondarily, this proposal will attract more healthcare professionals and other healthcare resources to improve the healthcare infrastructures in the less-developed regions of the country. This will help to reduce the inequity of accessing healthcare services between in different regions of China. We further argue that this policy proposal is not practicing eugenics. (shrink)

The growth of positive psychology has birthed debate on the nature of what “positive” really means. Conceptualizations of positive attributes vary across psychological perspectives, and it appears these definitional differences stem from standards for “positive” espoused by three normative ethical frameworks: consequentialism, deontology, and virtue ethics. When definitions of “positive” do not align with one of these ethical schools, it appears researchers rely on preference to distinguish positive attributes. In either case, issues arise when researchers do not make their theoretical (...) alignment explicit, leading to value-laden, often subjective criteria being smuggled into science as a description of what is positive. To foster a deeper critical understanding of the different approaches, we examine how these conceptual definitions of positive attributes (mis)align with their ethical traditions or fail to align with an ethical school. China has become a global player in the field of biosamples research and analysis of genetic data. The Beijing Genomics Institute is a genetics factory where enormous amounts of biosamples/data from all over the world are being analyzed. Most of the global bioethics discussions focused on research conducted by scientists from industrialized countries with subjects from poorer countries. Today, however, samples from industrialized nations are being analyzed in China on an unprecedented scale. This means that one should not just focus (...) on bioethics developments in western countries, but also should pay attention to the situation in China. Under this era of rapid advancement in genomics, reassessing the conventionally accepted bioethical principles is strongly needed. (shrink)

Developing self-report Likert scales is an essential part of modern psychology. However, it is hard for psychologists to remain apprised of best practices as methodological developments accumulate. To address this, this current paper offers a selective review of advances in Likert scale development that have occurred over the past 25 years. We reviewed six major measurement journals between the years 1995–2019 and identified key advances, ultimately including 40 papers and offering written summaries of each. We supplemented this review with an (...) in-depth discussion of five particular advances: conceptions of construct validity, creating better construct definitions, readability tests for generating items, alternative measures of precision [e.g., coefficient omega and item response theory information], and ant colony optimization for creating short forms. The Supplementary Material provides further technical details on these advances and offers guidance on software implementation. We will then introduce a case that illustrates this point, and based on that, discuss how ERCs should deal with such cases of expert disagreement. We argue that ERCs have a duty to assess the range of expert opinions and based on that assessment arrive at a risk judgment about the study under consideration. We also argue that assessment of expert disagreement is important for the assignment of risk level to a clinical trial: what is the basis for expert opinions, how strong is the evidence appealed to by various experts, and how can clinical trial monitoring affect the possible increased risk of clinical trial participation. In prior work, we have argued that spacetime functionalism provides tools for clarifying the conceptual difficulties specifically linked to the emergence of spacetime in certain approaches to quantum gravity. We argue in this article that spacetime functionalism in quantum gravity is radically different from other functionalist approaches that have been suggested in quantum mechanics and general relativity: in contrast to these latter cases, it does not compete with purely interpretative alternatives, but is rather intertwined with the physical theorizing itself at (...) the level of quantum gravity. Spacetime functionalism allows one to articulate a coherent realist perspective in the context of quantum gravity, and to relate it to a straightforward realist understanding of general relativity. The procedures of canonical quantization of the gravitational field apparently lead to entities for which any interpretation in terms of spatio-temporal localization or spatio-temporal extension seems difficult. This fact is the main ground for the suggestion that can often be found in the physics literature on canonical quantum gravity according to which spacetime may not be fundamental in some sense. This paper aims to investigate this radical suggestion from an ontologically serious point of view in the cases of two standard (...) forms of canonical quantum gravity, quantum geometrodynamics and loop quantum gravity. We start by discussing the physical features of the quantum wave functional of quantum geometrodynamics and of the spin networks of loop quantum gravity that motivate the view according to which spacetime is not fundamental. We then point out that, by contrast, for any known ontologically serious understanding of quantum entanglement, the commitment to spacetime seems indispensable. Against this background, we then critically discuss the idea that spacetime may emerge from more fundamental entities. As a consequence, we finally suggest that the emergence of classical spacetime in canonical quantum gravity faces a dilemma: either spacetime ontologically emerges from more fundamental non-spatio-temporal entities or it already belongs to the fundamental quantum gravitational level and the emergence of the classical picture is merely a matter of levels of description. On the first horn of the dilemma, it is unclear how to make sense of concrete physical entities that are not in spacetime and of the notion of ontological emergence that is involved. The second horn runs into the difficulties raised by the physics of canonical quantum gravity. (shrink)

Radical ontic structural realism (ROSR) asserts an ontological commitment to ‘free-standing’ physical structures understood solely in terms of fundamental relations, without any recourse to relata that stand in these relations. Bain ([2013], pp.1621–35) has recently defended ROSR against the common charge of incoherence by arguing that a reformulation of fundamental physical theories in category-theoretic terms (rather than the usual set-theoretic ones) offers a coherent and precise articulation of the commitments accepted by ROSR. In this essay, we argue that category theory (...) does not offer a more hospitable environment to ROSR than set theory. We also show that the application of category-theoretic tools to topological quantum field theory and to algebraic generalizations of general relativity do not warrant the claim that these theories describe ‘object-free’ structures. Parfit's requirements for an ideal Theory X cannot be fully met since the Mere Addition Principle and Non-Antiegalitarianism imply the Repugnant Conclusion: Theory X does not exist. However, since the Repugnant Conclusion is really compelling, the Impersonal Total Principle should be adopted for impartial comparisons concerning future generations. Nevertheless, where our own interests are affected, we may yet choose to be partial, trading off our concern for future goodness with our self-interests. Quantum gravity’s suggestion that spacetime may be emergent and so only exist contingently would force a radical reconception of extant analyses of laws of nature. Humeanism presupposes a spatiotemporal mosaic of particular matters of fact on which laws supervene; primitivism and dispositionalism conceive of the action of primitive laws or of dispositions as a process of ‘nomic production’ unfolding over time. We show how the Humean supervenience basis of non-modal facts and primitivist or dispositionalist accounts of nomic production can be (...) reconceived, avoiding a reliance on fundamental spacetime. However, it is unclear that naturalistic forms of Humeanism can maintain their commitment to there being no necessary connections among distinct entities. Furthermore, non-temporal conceptions of production render this central concept more elusive than before. In fact, the challenges run so deep that the survival of the investigated analyses into the era of quantum gravity is questionable. (shrink)

We consider to what extent the fundamental question of spacetime singularities is relevant for the philosophical debate about the nature of spacetime. After reviewing some basic aspects of the spacetime singularities within general relativity, we argue that the well known difficulty to localize them in a meaningful way may challenge the received metaphysical view of spacetime as a set of points possessing some intrinsic properties together with some spatiotemporal relations. The paper compares ontic structural realism in quantum physics with ontic structural realism about space–time. We contend that both quantum theory and general relativity theory support a common, contentful metaphysics of ontic structural realism. After recalling the main claim of ontic structural realism and its physical support, we point out that both in the domain of quantum theory and in the domain of general relativity theory, there are objects whose essential ways of being are certain relations so that these objects (...) do not possess an intrinsic identity. Nonetheless, the qualitative, physical nature of these relations is in the quantum case (entanglement) fundamentally different from the classical, metrical relations treated in general relativity theory. This paper aims to discuss two realist conceptions about causation in the light of the general theory of relativity. I first consider the conserved quantity of causation, which explicitly relies on the energy conservation principle. Such principle is however problematic within GTR, mainly because of the dynamical nature of the spacetime structure itself. I then turn to the causal theory of properties, according to which properties are such that insofar as they are certain qualities, they are powers to produce certain (...) effects. In order to be compatible with GTR, such theory has to assume non-trivial global conditions on the spacetime structure; such assumptions seem to deprive the „singularist‟ non-Humean feature of this theory of causation. The question of the possible causal nature of spacetime properties is addressed in the conclusion. (shrink)

We study the degree structure of the ω-c.e., n-c.e., and Π10 equivalence relations under the computable many-one reducibility. In particular, we investigate for each of these classes of degrees the most basic questions about the structure of the partial order. We prove the existence of the greatest element for the ω-c.e. and n-computably enumerable equivalence relations. We provide computable enumerations of the degrees of ω-c.e., n-c.e., and Π10 equivalence relations. This paper considers the physical accounts of causation in terms of conserved quantities in the light of the theory of general relativity. As it is rather well-known among physicists, there are several difficulties with the notions of conservation and localization of the (gravitational) energy-momentum within general relativity. We first begin to review the so-called conserved quantity theory of causation mainly due to Dowe and Salmon, then we discuss some consequences of these difficulties for this physical account of causation. We argue (...) that these difficulties are due to the fundamental nature of the space-time structure as described by GR, which the conserved quantity theory of causation does not account for. In his controversial new book, Andrew Vincent offers a comprehensive, synoptic, and comparative analysis of the major conceptions of political theory throughout the twentieth century. The book challenges established views of contemporary political theory and provides critical perspectives on the future of the subject. It will be an indispensable resource for all scholars and students of the discipline.

The goal of this study was to construct a valid new instrument to measure the effect of moral intensity on managers' propensity to manage earnings. More specifically, this study is a pilot study of the impact of moral intensity on financial accountants' propensity to manage earnings. The instrument, once validated, will be used in a full-study of managers in the hotel industry. Different ethical scenarios were presented to respondents in the survey; each ethical scenario was designed in both high or (...) low moral intensity form, to reflect the importance of the moral dilemma at hand. The results were analysed by factor analysis. The findings of this study have positively validated the instrument, with three of the five moral intensity components identified as having appropriate eigenvalues. This indicates that they have a significant influence in the study. The first factor captures the social consensus dimension and one scenario of the proximity dimension. The second factor indicates an interaction between the temporal immediacy and the magnitude of consequences dimension. The third dimension is probability of effect and one scenario of the proximity dimension. In addition, t-tests indicated that the manipulation of high and low conditions within each scenario were also successful. One limitation of the study might be the use of undergraduate accounting students as manager proxies, although prior evidence suggests use of accounting students as proxies is a valid approach in this type of study. This is a highly novel project as most prior studies have focussed on moral intensity and the general ethical decision-making process. (shrink)

After a period in which Responsible Research and Innovation (RRI) stood as a cross-cutting issue under the Eigth European Union Framework Programme for Research and Innovation (R & I), Horizon 2020, its further development and implementation has reached a crossroad. It turned out that there is a lack of consistent integration of RRI in Europe’s R & I practices (Novitzky et al. 2020), and dedicated funding for RRI is almost entirely absent in the Ninth European Union Framework Programme for R (...) & I, Horizon Europe. At the same time, global challenges like climate change become increasingly more urgent and thus continue to call for collective efforts of scientific research and industry, policy makers and civil society. Further, the emergence of disruptive technologies like synthetic biology, artificial intelligence and robotics raises several new societal concerns. Finally, the growing disbelief in science, as shown during the Corona pandemic, demonstrates the importance of aligning R & I policy and societal values all the more. For reasons as these, the disinvestment in a dedicated Science With and For Society programme line for RRI in Horizon Europe did not result in decreased academic attention for embedding science in society. On the contrary, a dedicated research community emerged that engages in the academic discourse of RRI and tries to contribute to projects on topics such as responsible data governance, responsible AI, and responsible agroecology within the Horizon Europe framework programme, sometimes even without the use of the frame RRI. This chapter considers whether any of the inner sense mechanisms that have been postulated to detect and represent some of our own mental states should qualify as sensory modalities. We first review and reject the four standard views of the senses, and then propose a set of properties that would be possessed by a prototypical sensory system. If an organization cares for nature, this paper contends, it will act so as not to harm the ecosystems it affects, or when it cannot so act at the moment it will commit itself to such action over time. For an organization's commitment to ecologically beneficent performance to be credible, one requires an action plan with specified targets determining the best ecologically beneficent pollution abatement and ecosystem improvement approaches in a situation. To this end the 4 Direct Environmental Performance Measures (...) (EPMs) are generally used: L, pollutant loads; C: pollutant concentrations; I, ecosystem impacts; and R, ecosystem restoration. These direct EPMS are preferred to the indirect social performance indices customary in business ethics discourse, such as O: positioning organizations along the social performance spectrum from reactive to proactive; or E: economic indicators; and T: technology development; for environmental performance improvement is what is at issue. This one ground rule of environmental performance ethic; a second is that reducing harmful impacts or restoring an ecosystem are to be preferred over pollutant load/concentration reduction. The scientific, technical form of Direct EPMs is important, for it reinforces economic and technological development and yields performance-related environmental knowledge, in contrast to subjective perception and social debate. It offers management a model of ecologically beneficent performance that is microscopic in detail and regional in scope. It further suggests good environmental management involves linking ecosystem improvement with economic/technological benefits. An important aspect of this model of good environmental performance is to integrate economic, technical and social concerns with environmental ethics. It shows that economics and ecology should be mutually reinforcing, just as sustainable development suggests. (shrink)

Climate modelling plays a crucial role for understanding and addressing the climate challenge, in terms of both mitigation and adaptation. It is therefore of central importance to understand to what extent climate models are adequate for relevant purposes, such as providing certain kinds of climate change projections in view of decision-making. In this perspective, the issue of the stability of climate models under small relevant perturbations in their structure seems particularly important. Within this framework, a debate has emerged in the (...) philosophy of science literature about the relevance for climate modelling of the mathematical notion of structural stability. This paper adresses several important foundational and epistemological questions that arise in this context, in particular about the the role of abstract mathematical considerations of a qualitative nature for concrete modelling projects with mainly quantitative purposes. Earth system science (ESS) and modelling have given rise to a new conceptual framework in the recent decades, which goes much beyond climate science. Indeed, Earth system science and modelling have the ambition “to build a unified understanding of the Earth”, involving not only the physical Earth system components (atmosphere, cryosphere, land, ocean, lithosphere) but also all the relevant human and social processes interacting with them. This unified understanding that ESS aims to achieve raises a number of epistemological issues about (...) interdisciplinarity. We argue that the interdisciplinary relations in ESS between natural and social / human sciences are best characterized in terms of what is called ‘scientific imperialism’ in the literature and we show that this imperialistic feature has some detrimental epistemic and non-epistemic effects, notably when addressing the issue of values in ESS. This paper considers in particular the core ESS concepts of Anthropocene, planetary boundaries and tipping points in the light of the philosophy of science discussions on interdisciplinarity and values. We show that acknowledging the interconnections between interdisciplinarity and values suggests ways for ESS to move forward in view of addressing the climate and environmental challenges. (shrink)
