Given that looking at original works of art is such a priority for museums and museum educators, how do we address the project’s reliance on technology? How does the project relate to the work we do in our own museums? Writing collaboratively implies that we have certain areas of commonality; but we also have differences, which will be apparent in individual sections of this article: Jean Henning and Nancy Richner discuss the Nassau County Museum of Art, Nancy Blume writes about Asia Society, and Amy Herman explores the Frick Collection. Our focus will be the domain of museum education as that is what we know best, but there are inevitably areas where it overlaps and complements the domains of art education, aesthetic education, and social studies.Art Museum Education HistoryThe history of art museum education begins with the founding of museums in the United States during the commercial and industrial expansion that took place after the Civil War, between 1870 and 1929. The principles guiding American museums have always mirrored the values of American society. From the beginning of this country’s history, the fine arts have been viewed as elitist and thus of no value to the larger society. “To America,” Ben Franklin wrote in the late 1700s, “one school master is worth a dozen poets, and the invention of a machine or the improvement of an implement is of more importance than a masterpiece of Raphael.”1 Given such longstanding and deep-seated suspicion of art among Americans, it is not surprising that both the champions and the staff of art museums insisted on the practical educational benefits museums provided to the public.By the late nineteenth century, at the height of immigration and the emergence of a strong working class and labor movement, a social dimension was added to the mission of museum education. Art museums, like public libraries, were seen as venues for achieving social balance. By the early twentieth century an aesthetic agenda was finally joined to these social and pragmatic ones.2While museums have responded to the needs created by cyclical changes in social, economic, political, and intellectual life, today’s art museum educators still deal with the tension among the museum’s aesthetic, educational, and social missions; only the context and delivery modes of museum education have changed. Yet despite the shifting directions and priorities in museum education, there are certain basic and commonly accepted premises that museum educators have shared since the late nineteenth century. The 1984 Museums Commission on Museums for a New Century stated what has been the continuing premise of museum education since the late nineteenth century: learning in museums is based on objects and involves not only developing the ability to synthesize ideas and form opinions but also shaping an aesthetic and cultural sensibility.3 Another fundamental [End Page 84] assumption is that museums are institutions of visual instruction. Although each of the museum educators writing here represents a unique institution with unique approaches to looking at and finding meaning in art, we all agree on the importance of the original work of art as the basis for our work. The precarious rights of senior citizens, especially those who are highly educated and who are expected to counsel and guide the younger generations, has stimulated the creation internationally of advocacy associations and opinion leader groups. The strength of these groups, however, varies from country to country. In some countries, they are supported and are the focus of intense interest; in others, they are practically ignored. For this is reason we believe that the creation of a network of all these associations (...) is essential. The proposed network would act as a support for the already-existing policies of the United Nations’ High Commission for Human Rights, of independent experts, and of the Global Alliance for the Rights of Older People. All three have long ago recommended the creation of a recognized instrument for uniting presently scattered efforts. The proposed network, therefore, will seek to promote the international exchange of relevant expertise, and it will reinforce the commitments and actions that single countries are currently taking to meet these objectives. For example, informative public events can be organised to promote particular support initiatives and to provide an opportunity for new members of the network to be presented. The network will promote health for senior citizens, disease prevention, senior mobility, safe free time for seniors, alimentary education, protection against new risks and dangers, as well as equity in the services necessary for seniors to adopt new information and communication technologies. In the case of retired academic members, the network will promote equality with respect to continuing use of digital technologies (particularly email), continuing access to research libraries, and the guaranteed ability for seniors to fund their own research programs and to deliver free seminars. New technologies are the source of uncertainties about the applicability of moral and morally connotated concepts. These uncertainties sometimes call for conceptual engineering, but it is not often recognized when this is the case. We take this to be a missed opportunity, as a recognition that different researchers are working on the same kind of project can help solve methodological questions that one is likely to encounter. In this paper, we present three case studies where philosophers of technology implicitly engage (...) in conceptual engineering (without naming it as such). We subsequently reflect on the case studies to find out how these illustrate conceptual engineering as an appropriate method to deal with pressing concerns in the philosophy of technology. We have two main goals. We first want to contribute to the literature on conceptual engineering by presenting concrete examples of conceptual engineering in the philosophy of technology. This is especially relevant, because the technologies that are designed based on the conceptual work done by philosophers of technology potentially have crucial moral and social implications. Secondly, we want to make explicit what choices are made when doing this conceptual work. Making explicit that some of the implicit assumptions are, in fact, debated in the literature allows for reflection on these questions. Ultimately, our hope is that conscious reflection leads to an improvement of the conceptual work done. (shrink)

”Meaningful human control” is a term invented in the political and legal debate on autonomous weapons system, but it is nowadays also used in many other contexts. It is supposed to specify conditions under which an artificial system is under the right kind of control to avoid responsibility gaps: that is, situations in which no moral agent is responsible. Santoni de Sio and Van den Hoven have recently suggested a framework that can be used by system designers to operationalize this (...) kind of control. It is the purpose of this paper to facilitate further operationalization of ”meaningful human control”. -/- This paper consists of two parts. In the first part I resolve an ambiguity that plagues current operationalizations of MHC. One of the design conditions says that the system should track the reasons of the relevant agents. This condition is ambiguous between the kind of reasons involved. On one interpretation it says that a system should track motivating reasons, while it is concerned with normative reasons on the other. Current participants in the debate interpret the framework as being concerned with (something in the vicinity of) motivating reasons. I argue against this interpretation by showing that meaningful human control requires that a system tracks normative reasons. Moreover, I maintain that an operationalization of meaningful human control that fails to track the right kind of reasons is morally problematic.When this is properly understood, it can be shown that the framework of MHC is committed to the agent-relativity of reasons. More precisely, I argue in the second part of this paper that if the tracking condition of MHC plays an important role in responsibility attribution (as the proponents of the view maintain), then the framework is incompatible with first-order normative theories that hold that normative reasons are agent-neutral (such as many versions of consequentialism). In the final section I present three ways forward for the proponent of MHC as reason-responsiveness. (shrink)

Nancy Fraser’s powerful new book documents the “movements of feminism” and the shifts in the feminist imaginary since the 1970s. Fraser follows the history of feminism from the ferment of the New Left, during which “Second Wave” feminism emerged as a struggle for women’s liberation alongside other social movements, to its emersion in identity politics following the decline of its initial utopian energies. Alongside this detailed history, Fraser recognizes the need for a reinvigorated feminist radicalism to respond to the (...) crisis in neoliberalism. She argues for a feminism that could join other egalitarian movements in struggles aimed at subjecting capitalism to democratic control, while retrieving the core utopian insights of feminism’s earlier phases. This paper addresses the just distribution of vaccines against the SARS-CoV-2 virus and sets forth an ethical framework that prioritises frontline and essential workers, people at high risk of severe disease or death, and people at high risk of infection. Section I makes the case that vaccine distribution should occur at a global level in order to accelerate development and fair, efficient vaccine allocation. Section II puts forth ethical values to guide vaccine distribution including helping people with the greatest need, (...) reducing health disparity, saving the most lives and promoting narrow social utility. It also responds to objections which claim that earlier years have more value than later years. Although overarching if not foundational conceptualizations of digital governance in the field of critical data studies aptly account for and explain subjection, calculated resistance is left conceptually unattended despite case studies that document instances of resistance. I ask at the outset why conceptualizations of digital governance are so bleak, and I argue that all are underscored implicitly by a Deleuzian theory of desire that overlooks agency, defined here in Foucauldian terms. I subsequently conceptualize digital governance as encompassing subjection as well (...) as resistance, and I cast the two in relational perspective by making use of the concepts “affordance” and “assemblage” in conjunction with multiple subjectivities and Foucault's view of power as productive as well as his view of resistance as an “antagonism of strategies” in his late scholarship on resistance, ethics, and subjectivity. I offer examples of salient modes of what I call “productive” resistance, and from a Foucauldian perspective I explain how each mode targets and subverts technologies of repressive power to produce new elements of the digital environment and construct new truths. I conclude by recognizing the agency embodied in resistance as an end in itself, but I also consider that modes of productive resistance can have extrinsic value as they affect the fluid interaction among elements of the digital environment, potentially disrupting the presumed structure of dominance and dependence, and opening our conceptualization of algorithmic life to hopeful possibilities for change. Diligent citizens must critically analyze arguments for science policy recommendations, such as cutting greenhouse gas emissions or growing genetically modified food crops. Science policy articles present arguments for and against such recommendations using scientific evidence and rhetorical devices. In this paper we present an in-depth analysis of argumentation and rhetorical devices in two journal articles on climate change issues. One objective was to gain a better understanding of use of rhetorical devices in this genre, as a prerequisite for designing and (...) building a rhetorically-annotated digital corpus of full-text science policy articles. The near term objective was to inform the design of pedagogical tools to help students analyze science policy arguments. (shrink)

A general and fundamental tension surrounds our concept of what is said. On the one hand, what is said (asserted, claimed, stated, etc.) by utterances of a significant range of sentences is highly context sensitive. More specifically, (Observation 1 (O1)), what these sentences can be used to say depends on their contexts of utterance. On the other hand, speakers face no difficulty whatsoever in using many of these sentences to say (or make) the exact same claim, assertion, etc., across a (...) wide array of contexts. More specifically, (Observation 2 (O2)), many of the sentences in support of (O1) can be used to express the same thought, the same proposition, across a wide range of different contexts. (shrink)

This paper argues that we can see our lives as a snapshot happening now or as a moving picture extending across time. These dual ways of seeing our lives inform how we conceive of the problem of age group justice. A snapshot view sees age group justice as an interpersonal problem between distinct age groups. A moving picture view sees age group justice as a first-person problem of prudential choice. This paper explores these different ways of thinking about age group (...) justice and illustrates them using a principle of respect for human dignity, understood in terms of reasonable support for floor level central human capabilities at each stage of life. I argue that different frames are suitable for different kinds of decisions, and each provides a true, but partial, picture of aging and age group justice. (shrink)

A theoretical approach relying on quantum computation in microtubules within neurons can potentially resolve the enigmatic features of visual consciousness, but raises other questions. For example, how can delicate quantum states, which in the technological realm demand extreme cold and isolation to avoid environmental ‘decoherence’, manage to survive in the warm, wet brain? And if such states could survive within neuronal cell interiors, how could quantum states grow to encompass the whole brain? We present a physiological model for visual consciousness (...) that can accommodate brain-wide quantum computation according to the Penrose–Hameroff ‘Orch OR’ model. In this view, visual consciousness occurs as a series of several-hundred-millisecond epochs, each comprising ‘crescendo sequences’ of quantum computations occurring at ∼40 Hz. (shrink)

Reichenbach worked in an era when philosophers were hopeful about the unity of science, and particularly about unity of method. He looked for universal tests of causal connectedness that could be applied across disciplines and independently of specific modeling assumptions. The hunt for quantum causes reminds us that his hopes were too optimistic. The mark method is not even a starter in testing for causal links between outcomes in E.P.R., because our background hypotheses about these links are too thin to (...) supply the kind of information we need to put the method into play. When we turn to conventional statistical methods, we have seen that one test proposed — robustness of the conditional probabilities — can be conclusive only when we know that there are no other causal factors at work. In the particular case of E.P.R., it has often been assumed that this antecedent question can be settled by applying Reichenbach's conjunctive fork condition. But that application is in no way free of further modeling assumptions. Cartwright (1989) has shown that the conjunctive fork is only a necessary condition on a common cause under very limiting restrictions (restrictions that take one far from the case of maximal commonality); and she has argued that these special conditions are not satisfied in E.P.R.Finally, even given the assumption that there are no other causes at work, the significance of robustness for E.P.R. is unclear. We need a model which tells us how one outcome would influence the other; without that, there is no way of interpreting the results of the robustness test so that it is decisive. In each of the approaches we discussed, Reichenbach provided the crucial guiding ideas that underlay our construction of a causality test; but the articulation of a specific criterion depends on the other details of the model. What is a criterion for a specific kind of link in one model need not be in another. We have illustrated with robustness and E.P.R., but we take the point to be perfectly general: there are no tests of causality outside of models which already have significant causal structure built in. This paper examines the nature of model-based reasoning in the interplay between theory and experiment in the context of biomedical engineering research laboratories, where problem solving involves using physical models. These "model systems" are sites of experimentation where in vitro models are used to screen, control, and simulate specific aspects of in vivo phenomena. As with all models, simulation devices are idealized representations, but they are also systems themselves, possessing engineering constraints. Drawing on research in contemporary cognitive science that construes (...) cognition as occurring in a complex distributed system comprising people and artifacts, I argue that reasoning with model systems is a constraint satisfaction process involving co-construction, manipulation, and revision of mental and physical models. When I consider the distinction and varied accomplishments of previous speakers, I am especially sensible of the honor of being asked to give the Haskins Prize Lecture. Unlike some of my predecessors, I can offer neither significant achievements in the public or institutional sphere nor a striking or particularly unusual life history. What I do share with a number of previous speakers is the feeling that if I have been fortunate enough to have enjoyed a life of learning, that privilege (...) has owed much to chance or, more bluntly, been due more to good luck than good management. But the good luck surely included encountering teachers—and later in my career, colleagues—who inspired and helped me; I will have occasion to mention a number of them. (shrink)

But people were always asking Jeremy the same question and that question didn't seem to have an (...) answer....They weren't even inside the concert hall before the doorman smiled at Jeremy and asked, "Well, young man, do you think you'll be a conductor like your father?" 1Children like Jeremy, situated in the world of established music-making, are routinely subjected to stereotypical expectations, often not seen for who they are themselves, but for the qualities of their situatedness. Jeremy, as a result, found himself continually bombarded with this question which spokein fortissimo tones that the inquirer was impressed by the stature of his maestro father, but really did not seem to care to see the young boy as a person in his own right. The dreaded question, that he so frequently faced, festered in him, shouting of his own lack of personhood in its flagrant assumptions. But what voice did he have? After the concert: a lady in a long gown and a huge strand of pearls came in next [backstage]...."So this is your little son," she cried. Jeremy blushed as she kissed the top of his head and squeezed his face so that he looked like a fish. "Tell me, young man, are you going to be a conductor like your father?" 2Of course stories such as Jeremy's in which individuals suffer because others have not been truly caring, are not unique to the world of music. Such thoughtless pleasantries are nothing more than symptoms of the widespread absence of knowing and care experienced in day-to-day living. While Patricia Benner and Suzanne Gordon suggest that there are few people who would wish to be perceived as uncaring persons, there are often spoken platitudes about care, especially about large institutions, that seemshallow and meaningless. 3 Take, for example, a hospital whose slogan claims [End Page 58] it is caring, but is only really interested in research or profit, or the doctor who quadruple books patients for appointments all the while insisting that he really does care about his patients. The obstacles to true understanding about care include the view that care is merely a sentiment that need be expressed, but not the thoughtful planning out of means to create ample opportunities to enact deeds of caring. 4 In day-to-day situations of modern living with big corporations, governments, and institutions, there may be individuals who claim to care, but there are no features in these organizations' blueprints that ensure and take responsibility for providing care. Care must extend beyond sentiment into action.In the name of superior curriculum and specialist teachers and programs,tiny rural schools were abandoned and students were moved into bigger and bigger schools. As schools and educational institutions have greatly increased in size over the past century, teachers have found it more and more difficult to connect to the larger and larger number of students found on their class rosters. Beyond their class lists how can teachers really be responsible for the sea of faces for whom they cannot even supply names? In The Students are Watching, Theodore and Nancy Sizer ask: Do [current] conditions in the school allow each student to be known well?...Anonymity is the curse of good teaching and inevitably contributes to corner-cutting. The origins of the ‘ incommensurability problem’ and its central aspect, the ‘ meaning variance thesis’ are traced to the successive collapse of several distinctions maintained by the standard empiricist account of meaning in scientific theories. The crucial distinction is that between a conceptual structure and a theory. The ‘thesis’ and the ‘problem’ follow from critiques of this distinction by Duhem, Quine and Feyerabend. It is maintained that, rather than revealing the ‘problem’, the arguments leading to it simply show the (...) inadequacy of the reductionist theory of meaning. The genuine remaining problem is that of the development of a new theory of meaning in science. (shrink)

This article argues that in the contests between Demosthenes and Aeschines, their insulting depictions of each other highlight the mouth as a prominent vehicle for communicating ideas about intemperance. Much of the imagery in the speeches lampoons oratorical delivery, especially vocal tone and deportment, which perceptibly project the speakers' characters. While Demosthenes is a piping chatterbox and Aeschines a voluble shouter, both extremes are characterized by an overuse or misuse of the mouth and its vocal organs. These insulting portrayals of (...) the mouth's capacities contribute to a larger abusive discourse that develops around professional speakers during this period. (shrink)

This thesis explores how the problem of other minds arises in philosophy and literature of the eighteenth and early nineteenth centuries. The effort to imagine and establish the conditions, limits and possibilities of human knowledge of other human beings is common to works of empirical psychology, moral philosophy, political theory, autobiography and fiction. The ways in which literature, and specifically autobiographical writing, imagine the solitude and singularity of the human being are understood, in this dissertation, as contextualizations of the skeptical (...) moods which afflict the subjects of philosophical writing. The argument of the thesis, simply put, is that the human being and self conceived in this period is constructed in terms of dependence rather autonomy, and determined by the imagination of its relatedness to others, not its self-sufficiency. Rousseau's influence on English Romanticism provides a historical framework and principle of selection for the diverse set of texts brought together in the dissertation. Epistemological and ethical philosophies of the English Enlightenment serve as background for a study of the problems of human association that are central to all of Rousseau's work. The ineradicable doubts and insecurities which are constitutive of human relations in Rousseau are shown to be assimilated and transformed in the literature of English Romanticism. (shrink)

Historical dynamics around feminism, race, and rape discouraged extensive early Black involvement in anti-rape work in the United States. In Los Angeles, concern among women of color in the movement and a state initiative to fund poorly served areas converged to produce two new Black rape crisis centers in the mid-1980s. Ironically, state funding, an otherwise conservative influence on the anti-rape movement, has facilitated the progressive goal of expanding racial and ethnic diversity in the Los Angeles anti-rape movement. Racially homogeneous (...) organizations contributed more to diversifying the movement than integration within organizations. Despite differences in political perspective, women from older feminist groups and the new community-oriented centers now successfully work in coalition. (shrink)

Knowledge of causal laws is expensive and hard to come by. But we work hard to get it because we believe that it will reduce contingency in planning policies and in building new technologies: knowledge of causal laws allows us to predict reliably what the outcomes will be when we manipulate the factors cited as causes in those laws. Or do they? This paper will argue that causal laws have no special role here. As economists from JS Mill to Robert (...) Lucas and David Hendry stress, along recently with philosophers like James Woodward and Sandra Mitchell, they can do the job only if they are invariant under the manipulations proposed. But then, I shall argue, anything that is invariant under the proposed manipulations will do this job equally well. There seems to be nothing special about causal-law knowledge in and of itself that makes it particularly valuable for policy and technology prediction. What seems to matter is invariance alone, not causality. But what guarantees invariance and how do we know when it will obtain? Here certain kinds of causal laws do have a special place – those underwritten either by what I have called ‘nomological machines’ or by what I have called ‘capacities’. Capacities and nomological machines have a double virtue that makes them invaluable for policy planning. First, the causal laws they give rise to will be invariant so long as they obtain; and second, they typically have visible markers we can come to recognize that tell us when they obtain. The markers for nomological machines are shakier than those for capacities, though, since capacities are often tied to markers by well-established empirical laws. Capacities have their own drawback however, which is the final topic of this paper: the causal laws that are guaranteed by a capacity connect the obtaining (or triggering) of a capacity with its exercise. But Hume argued (mistakenly I suggest) that no distinction can be made between the obtaining of a power and its exercise. (shrink)

I discuss pedagogical issues that concern incest survivors. As teachers, we need to understand the ways in which the legacy of incest variously affects survivors' educational experiences and to be aware that the interplay of trust, knowledge, and power may be particularly complex for survivors. I emphasize the responsibility teachers have to create classrooms that are inclusive of survivors, while raising concerns about the practice of personal disclosure and assumptions about trust and safety in the classroom.

Although most philosophers are not aware of it, research in cognitive development and in learning in the last decade has made considerable use of the characterizations of the nature and development of scientific knowledge proffered by philosophers of science. In a “reflexive” move, Alison Gopnik proposes philosophers of science can profit from the research of psychologists investigating cognitive development-specifically from that group of researchers who advocate the “theory theory.”.
