In this essay, Bruce Maxwell, David Waddington, Kevin McDonough, Andrée-Anne Cormier, and Marina Schwimmer compare two competing approaches to social integration policy, Multiculturalism and Interculturalism, from the perspective of the issue of the state funding and regulation of conservative religious schools. After identifying the key differences between Interculturalism and Multiculturalism, as well as their many similarities, the authors present an explanatory analysis of this intractable policy challenge. Does the increasing politicization of ethnic and racial diversity of Western societies threaten to undermine the welfare state? This volume is the first systematic attempt to explore this linkage between "the politics of recognition" and "the politics of redistribution".

Bhikhu Parekh is an internationally renowned political theorist. His work on identity and multiculturalism is unquestionably thoughtful and nuanced, benefiting from a tremendous depth of knowledge of particular cases. Despite his work’s many virtues, however, the normative justification for Parekh’s recommendations is at times vague or ambiguous. In this essay, I argue that a close reading of his work, in particular his magnum opus Rethinking Multiculturalism and the selfproclaimed sequel A New Politics of Identity, reveals that his claims (...) frequently rely upon a Kantian account of moral dialogue and indeed moral personhood that he remains unwilling to claim. Recognizing this latent Kantianism is essential to a thorough assessment of Parekh’s work on identity, and his criticisms of other theorists. It is only because of his ambiguity that his multiculturalism is able to avoid the sort of charges that he levels against other responses to diversity, including those of such authors as Rawls, Habermas, Kymlicka, and Raz. In general, Habermas has more readily accommodated conflicts of interst in his discourse theory of democracy than he has conflicts of values, ways of life, and worldviews. Though he has continouously elaborated upon notions of "ethical-political" discourse, culture, and identity since 1988, his treatments of diversity, pluralism, multiculturalism, and multinationalism have left agreement at the center and disagreement in the margins of his conception of legitimacy. This essay examines the development of that conception from the early 1970s to (...) the present and argues that "the consent of the governed" cannot be given so cognitive an interpretation as Habermas gives it. Robert Goodin has usefully distinguished two models of liberal multiculturalism: “Protective multiculturalism,” which justifies multiculturalist policies, such as granting minority cultures group rights, on the grounds that such policies may be necessary to defend those cultures against oppression, and “Polyglot multiculturalism,” which positively values multiculturalism for sake of its benefits to society at large. Typically, it is the autonomy of a society’s members that multiculturalism is thought to benefit. The purpose of this paper is to (...) call attention to several other possible benefits of multiculturalism. We find in Mill’s discussion of “individuality” three suggestions as to how the social diversity brought by multiculturalism may promote well-being: through self-development, through individuals’ identification of suitable pursuits, and through social progress. While I believe that all three of Mill’s suggestions are worthy of reexamination, inthis paper I focus my attention on defending the latter. (shrink)

This paper is critically engaged in the elaboration of the securitization and stigmatization of migration and Islam in the West, which is believed to be leading to the rise of Islamophobic sentiments and to the backlash of both multiculturalism and republicanism. Migration has been framed as a source of fear and instability for the nation-states in the West in a way that constructs ‘communities of fear’. It will be claimed that both securitization and Islamophobia have recently been employed by (...) the neo-liberal states as a form of governmentality in order to control the masses in ethno-culturally and religiously diverse societies at the expense of deepening the already existing cleavages between majority and minorities with Muslim background. Some critics nowadays are calling for the development of a transracial or “color-blind” society. They claim that the current focus on multiculturalism is causing undue social conflict. In general, these critics want to promote an absolute culture that provides a universal standard for assimilation. The problem with this approach to maintaining social order is that diversity is undermined, along with key elements of democracy. What is needed, instead, is an image of society that does not require unquestioned assimilation (...) in order to insure solidarity. In this way, the democratization of culture can be promoted. Following newer research trends this chapter is underpinned by the thesis that the British Empire, by its gradual disengagement from its former dominions, Canada, New Zealand, and Australia, was seen as a threat by social actors in these respective societies. Concurrently, all these societies had to deal with a (growing) variety of ethnic and social groups. With the emphasis on developments in Canada and in Australia, Sebastian Koch studies two big celebrations of nationhood to question different ways of memoria and (...) anti-memoria: the celebration of Canada’s 100 years’ anniversary of independence in 1967 and the 1967 Expo in Montreal. His analysis of memoria and anti-memoria as knowledge practices shows that indigenous knowledge was still threatened and precarious even if Canada proclaimed the idea of “unity in diversity” during its coming of age party in 1967. Nevertheless, Koch’s chapter shows that formerly marginalized groups used (their) precarious knowledge to win recognition, highlight injustices, and play their part in the development of “new” identity concepts. Selective permeability holds that people’s distinct capacities allow them to do different things in a space, making it unequally accessible. Though mainly applied to urban geography so far, we propose selective permeability as an affordance-based approach for understanding diversity in education. This has advantages. First, it avoids dismissing lower achievements as necessarily coming from “within” students, instead locating challenges in the environment. This implies that settings (not just people) need remedial attention, also raising questions about normative judgments in disability (...) nomenclature. Second, affordances can be negotiated in numerous ways to reach a goal, analogously to how people with missing arms have learned to drive with their feet, so restrictive problem-solving methods are often counterproductive. Third, our approach illuminates how cultural factors ranging from gait styles to language and hence group coordination modulate action possibilities, so that cultural groups may encounter objectively different affordances in the same classroom. But fourth, while fit with environment allows for skill refinement, non-fit can contribute to growth situations, which suggests a degree of selective closure can be desirable. Throughout, we argue social constructs—including educational ones—are literally built or enacted barriers or openings that have reality in environments in the same way that affordances do. (shrink)

The death of multiculturalism has been pronounced many times. In spite of this, this political program has proven resilient and the fact of cultural diversity remains inescapable in most liberal democracies. Still, with the rise of the far right, the migrant crises in the United States and Europe and with social movements pushing the boundaries of multicultural theory, it is high time to review multiculturalism, a movement of the late 20th century, and see where it is headed (...) in the 21st century. This article has two objectives. First, after reviewing three debates—anti‐essentialists versus multiculturalism, interculturalism versus multiculturalism and multiculturalism versus the welfare state—I argue that the normative core of multiculturalism is still viable. Second, I argue that multiculturalism remains unable to contribute to some of the most pressing issues of the 21st century and point to a novel approach to the justification of multicultural policies. This justification relies on the concept of vulnerability, a concept that plays an important but undertheorized role in current multicultural theories. (shrink)

The failure of multiculturalism has been talked about for quite some time now. Moreover, the statements of leading European politicians have confirmed what was suspected. When this becomes the view of the member states of the community that advocates “equality in diversity” in its essential documents, it becomes worrying. As the antithesis to the failure, or death, of multiculturalism, we place the life of the Mediterranean for many reasons. The first reason is that multiculturalism is connected (...) with the Mediterranean. The Mediterranean is multicultural in itself, and it is the root of cultural pluralism in Western Europe. The second reason is the M0editerranean route by which a large number of immigrants are trying to reach the European Union, in times when member states have declared the failure of multiculturalism. The relationship between the European Union and the Mediterranean is historically profoundly complex. Deeply connected and deeply separated. In this paper, we will touch only on a fraction of this complicated relationship. (shrink)

This article analyses the relationship between liberal multiculturalist political philosophy and religious pluralism, examining Will Kymlicka’s writings as a central example of liberal multiculturalism. The article explains that liberal multiculturalism seeks to reconcile liberalism and cultural diversity by arguing that protections of cultural identity actually protect individuals in a manner compatible with liberalism. It argues that Kymlicka’s writings manifest both an inattention to religious minorities and a misattention that privileges culture over religion. Various examples from his writings (...) suggest that he has treated religion as a side issue and given priority to culture, resulting in some rather particular factual characterizations of examples touching on religion and some practical conclusions that simply do not correspond to the importance of religion and religious diversity. The article argues that these problems constitute a potentially fatal flaw, because they mean that Kymlicka’s writings, rather than bringing together liberalism and multiculturalism, are in tension both with liberal principles of religious toleration and with key theoretical rationales for multiculturalism. Religious freedom is key to liberalism because religious participation is a key means by which believers find meaning in their lives. Multiculturalism’s theoretical rationales for recognizing cultural communities as important components of identity also apply to religious communities. If liberal multiculturalism does not treat religion appropriately, it is in tension with its own foundations. In the concluding section, the article gestures in some theoretical and policy directions, arguing for a much greater openness to religion in the public sphere in an ecumenical dialogue of cultures and religions. This article stages a dialogue between cosmopolitanism and multiculturalism in order to think through what is at stake in demands that universities should produce graduates who are sensitive to social diversity and attuned to the contemporary realities of globalisation. The argument is that, although ‘graduate attributes’ are no doubt an effective management tool in a massified higher education system, they can also be used to focus attention on what dispositions it is reasonable and desirable to expect graduates to (...) develop. Our cultural disagreements can often be anticipated, negotiated and resolved using shared methods of moral reasoning. This claim is incompatible with any extreme version of communitarianism or strong ethical relativism, which hold that one's culture is the final arbiter of good, bad, right and wrong, or that the rights of the community should trump individual rights within that community. This view is discussed and found to be implausible using the example of common grounds for responding to different cultural views about (...) being truthful in medical practice. Its implausibility stems from difficulties individuating cultures, and accounting for intercultural goals, values and methods. Given our increasingly diverse populations, problems arise as clinicians from one culture try to care respectfully and compassionately for people from other groups. Yet working from shared values and goals, we can use some bridging methods such as discussing grim news in the third person. Claims that something is a cultural belief or attitude, moreover, cannot always be taken at face value. Various meanings of ‘multiculturalism’ are distinguished. (shrink)

This article offers an alternative approach to multicultural theories, called ‘caring multiculturalism’. It argues that, despite good intentions, multicultural theory reproduces rhetoric that constructs groups as substantive entities, which leaves little room to accommodate changing power relations. Caring multiculturalism, drawing on caring ethics, feminist critiques of multiculturalism and discursive social psychology, advocates instead the contextualisation of groups’ claims to diversity and of governments’ practices of multiculturalism. As a framework rooted in discursive psychology, caring multiculturalism (...) sees individual and collective identities as relational, negotiated and political, and therefore non-totalising and changeable. As a feminist approach to multiculturalism, it analyses and attempts to change gendered power asymmetries embedded in intra- and intergroup relations by advocating an attentive and responsive approach to the needs and claims of minority groups and of the individuals within them. The article outlines the main tenets of caring multiculturalism with illustrations from multicultural practices in three European municipalities. (shrink)

The paper discusses the challenges faced by the theoretical thought and practice in Europe concerning the politics of. Though multiculturalism is a complex phenomenon assuming that many social diversities should be brought into accord, in the practice of the Central and Southeast European states it is reduced to the identification of the identities and the recognition of the ethno-cultural minorities' rights. In these regions the politics of multiculturalism meets the resistance of the majority as well as the barriers (...) that slow down their social development. The antagonists of multiculturalism find their allies in conservative though real opinions of the intellectuals and politicians in the West who are afraid that a too fast expansion of the European Union may jeopardize its economic development and disturb even more its political stability. U ovim regionima politika multikulturalnosti nailazi na otpor vecine i prepreke koje usporavaju njihov drustveni razvoj. Drawing on American and Latin American philosophers such as John Dewey, Alain Locke, and José Martí, this chapter articulates a thoroughgoing pluralistic view of ethnic identity in general and of Hispanic identity in particular. The chapter argues that the best way of elucidating ethnic experiences and identities without relying on essentialist assumptions is offered by a radical pluralism that we can find in the pragmatist tradition. In this article, I develop a conception of multiculturalism that is compatible with Mill's liberal framework. I argue, drawing from Mill's conception of the nation-state, that he would expect cultural minorities to assimilate fully into the political sphere of the dominant culture, but to assimilate only minimally, if at all, into the cultural sphere. I also argue that while Mill cannot permit cultural accommodations in the form of self-government rights, he would allow for certain accommodation rights which assist cultural (...) minorities in preserving their cultural particularity. While this is indeed a modest multiculturalism, it helps to demonstrate that Mill was not as hostile towards custom or minority groups as certain passages may appear to suggest. (shrink)

In his recent analysis of multiculturalism, Tom Beauchamp has argued that those who implement multicultural reasoning in their arguments against common morality theories, such as his own, have failed to understand that multiculturalism is neither a form of moral pluralism nor ethical relativism but is rather a universalistic moral theory in its own right. Beauchamp’s position is indeed on the right track in that multiculturalists do not consider themselves ethical relativists. Yet, Beauchamp tends to miss the mark when (...) he argues that multiculturalism is in effect a school of thought that endorses a form of moral universalism that is akin to his own vision of a common morality. As a supporter of multiculturalism, I would like to discuss some aspects of Beauchamp’s comments on multiculturalism and clarify what a multicultural account of public bioethics might look like. Ultimately, multiculturalism is purported as a means of managing diversity in the public arena and should not be thought of as endorsing either a version of moral relativism or a universal morality. By simultaneously refraining from the promotion of a comprehensive common moral system while it attempts to avoid a collapse into relativism, multiculturalism can serve as the ethico-political framework in which diverse moralities can be managed and in which opportunities for ethical dialogue, debate and deliberation on the prospects of common bioethical norms are made possible. To effectively foster the development and reform of Guangxi ethnic music, it is crucial to delve into the philosophical and spiritual dimensions that underlie its traditional practices. This exploration seeks not only to preserve but to rejuvenate Guangxi’s music theory, drawing on historical insights and contemporary multicultural dialogues. The goal is to ensure that the development of Guangxi’s ethnic music theory progresses in a manner that respects its heritage while embracing the opportunities presented by a multicultural world. How can liberal democracy best be realized in a world fraught with conflicting new forms of identity politics and intensifying conflicts over culture? This book brings unparalleled clarity to the contemporary debate over this question. Maintaining that cultures are themselves torn by conflicts about their own boundaries, Seyla Benhabib challenges the assumption shared by many theorists and activists that cultures are clearly defined wholes. She argues that much debate--including that of "strong" multiculturalism, which sees cultures as distinct pieces of (...) a mosaic--is dominated by this faulty belief, one with grave consequences for how we think injustices among groups should be redressed and human diversity achieved. Benhabib masterfully presents an alternative approach, developing an understanding of cultures as continually creating, re-creating, and renegotiating the imagined boundaries between "us" and "them." Drawing on contemporary cultural politics from Western Europe, Canada, and the United States, Benhabib develops a double-track model of deliberative democracy that permits maximum cultural contestation within the official public sphere as well as in and through social movements and the institutions of civil society. Agreeing with political liberals that constitutional and legal universalism should be preserved at the level of polity, she nonetheless contends that such a model is necessary to resolve multicultural conflicts. Analyzing in detail the transformation of citizenship practices in European Union countries, Benhabib concludes that flexible citizenship, certain kinds of legal pluralism and models of institutional powersharing are quite compatible with deliberative democracy, as long as they are in accord with egalitarian reciprocity, voluntary self-ascription, and freedom of exit and association. These practices and conditions are standard in some parts of the world. Do demands for multiculturalism — and certain minority group rights in particular — make them more likely to continue and to spread to liberal democracies? Are there fundamental conflicts between our commitment to gender (...) equity and our increasing desire to respect the customs of minority cultures or religions? In this book, the eminent feminist Susan Moller Okin and fifteen of the world’s leading thinkers about feminism and multiculturalism explore these unsettling questions in a provocative, passionate, and illuminating debate. Okin opens by arguing that some group rights can, in fact, endanger women. She points, for example, to the French government’s giving thousands of male immigrants special permission to bring multiple wives into the country, despite French laws against polygamy and the wives’ own bitter opposition to the practice. Okin argues that if we agree that women should not be disadvantaged because of their sex, we should not accept group rights that permit oppressive practices on the grounds that they are fundamental to minority cultures whose existence may otherwise be threatened. The liberal and democratic political order is underpinned by universal principles of justice. However, the universality of these principles is now being questioned and undermined by challenges from postmodernism, communitarianism, multiculturalism and other forms of anti-foundationalism. These challenges highlight the sheer diversity of cultures and values, treating liberal values and democratic political culture as one idea of social organization amongst many. While social and political orders are capable of almost endless variation, it may be that not every diverse (...) order is legitimate and we can justifiably regard some forms of social organization as beyond the pale and a 'thin' form of universalism has been developed to support this contention. The core idea behind 'thin universalism' is that it is possible to rehabilitate the universalist aspirations of normative theory while acknowledging the force of many antifoundationalist and multiculturalist criticisms of universalism. This book brings together prominent international political theorists to explain and discuss this contested concept and explore how we can stand up for and act upon principles in a world characterized by cultural difference, moral skepticism, and political division. All major western countries today contain groups that differ in their religious beliefs, customary practices or ideas about the right way in which to live. How should public policy respond to this diversity? In this important new work, Brian Barry challenges the currently orthodox answer and develops a powerful restatement of an egalitarian liberalism for the twenty-first century. Until recently it was assumed without much question that cultural diversity could best be accommodated by leaving cultural minorities free to (...) associate in pursuit of their distinctive ends within the limits imposed by a common framework of laws. This solution is rejected by an influential school of political theorists, among whom some of the best known are William Galston, Will Kymlicka, Bhikhu Parekh, Charles Taylor and Iris Marion Young. According to them, this 'difference-blind' conception of liberal equality fails to deliver either liberty or equal treatment. In its place, they propose that the state should 'recognize' group identities, by granting groups exemptions from certain laws, publicly 'affirming' their value, and by providing them with special privileges or subsidies. In Culture and Equality, Barry offers an incisive critique of these arguments and suggests that theorists of multiculturism tend to misdiagnose the problems of minority groups. Multiculturalism as a public policy and philosophy has become increasingly controversial in many democracies over the last decade. While the specific issues can vary across national contexts, a common anxiety is that multiculturalism sanctions minority practices that conflict with prevailing social values or legal norms. Central to this concern is the value liberal societies place on the autonomy of the individual. Many of our most charged public controversies involve a perception that certain minority practices jeopardize the autonomy of (...) their individual members and, especially, their women and children. Just as the value of autonomy is central to these disputes, so the idea of 'authenticity' is often pivotal to the understanding of autonomy in such cases. The autonomous individual acts on reasons that are truly his or her own. But the issue of authenticity also arises in claims for cultural recognition regarding whether a particular minority practice is a genuine or authoritative expression of that minority's culture. Geoffrey Brahm Levey and his distinguished group of philosophers, political theorists, and anthropologists critically explore these twin notions of 'authenticity' – of autonomous persons and of cultures – in our multiculturalism debates. Museums are key cultural loci of our times. They are symbols and sites for the playing out of social relations of identity and difference, knowledge and power, theory and representation. These are issues at the heart of contemporary anthropology, sociology and cultural studies. The article concerns the possible meanings of toleration and recognition, and the conflict that is often claimed to exist between these two approaches to diversity. Different forms or interpretations of recognition and toleration are considered, confusing and problematic uses of the terms are noted, and the compatibility of toleration and recognition is discussed. The article argues that there is a range of legitimate and importantly (...) different conceptions of both toleration and recognition that are often not clearly distinguished, and that compatibility varies across this range and depending on what one considers the conceptions in relation to. The article introduces a special issue on “Rethinking Liberal Multiculturalism: Foundations, Practices and Methodologies.” The contributions presented in this special issue were discussed during the conference « Multicultural Citizenship 25 Years Later », held in Paris in November 2021. Their aim is to take stock of the legacy of Kymlicka’s contribution and to highlight new developments in theories of liberal multiculturalism and minority rights. The contributions do not purport to challenge the legitimacy of theories of multiculturalism and (...) minority rights, they rather aim at deepening our understanding of the foundations of liberal multiculturalism and of its practical implementation, sensitive to social scientific dynamics of diverse societies. Without abandoning the general idea that cultural minorities should be granted special minority rights, the essays presented raise new questions about three dimensions central to liberal multiculturalism: its normative foundations, its practical categories of minorities or groups, and its fact-sensitive methodology. Taken together they shed light on the renewed variety of theories of liberal multiculturalism highlighting their complexity and internal disagreements. To introduce these articles, the article first draws a brief historical overview of the debates on multiculturalism since the 1990s (section 1). It then highlights the distinctive aspects of Kymlicka’s contribution (section 2) and identifies recent research trends (section 3). What place, if any, ought cultural considerations have when we blame and punish in the criminal law? Bringing together political and legal theorists Criminal Law and Cultural Diversity offers original and diverse discussions that go to the heart of both legal and political debates about multiculturalism, human agency, and responsibility.

This article examines debates about political forgiveness in liberal, pluralist societies. Although the concept of forgiveness is not usually taken up by liberals, I outline a plausible conception by exploring two recent approaches. The first, ‘unattached articulation’, concept requires no real emotional change on the forgiver’s part, but rather a form of civic restraint. In contrast, the second version highlights a strong form of empathy for perpetrators. In spite of their advantages, each concept proves too extreme. The problems are revealed (...) by focusing on the case of the Harkis, who fought for the French during the Algerian war. Often still marginalised in French society, their case helps to highlight the conceivability of a ‘middle-ground’ or moderate concept of political forgiveness. Its core rests on the forgiver’s care for the social world. While this concept brings considerable challenges also, and is not inevitable in any particular case, it entails a more plausible combination of emotional and rational shifts in the forgiver’s world-view. Although the article does not recommend forgiveness by any person or group, it observes, recalling Arendt’s idea of amor mundi or ‘love of the world’, that political forgiveness may sustain a viable connection between diverse citizens’ public and non-public lives. Raising the war on political correctness to a new and higher intellectual level, Philip Devine sheds fresh light on the whole question of cultural standards and the fashionable notion of multiculturalism. While acknowledging the diversity of ways of life and the differing belief systems that arise from and justify those ways of life, the author attacks the current exploitation of diversity to justify a militantly intolerant relativism. His wide-ranging and erudite work connects cultural issues to our real-world (...) existence as biological and historical beings, pulling together ideas of bioethics, education, and the structure and purpose of families. The author focuses on several dimensions of multiculturalism as an ideology of pluralism and diversity. To this end, he uses a series of correlative terms, such as: diversity, autonomy, cultural canon, interculturalism. The affirmation of the cultural identity is shown to be a resource for participating to the public life, to the negotiation of the interests and for participating to the political process of decision-making. The author believes that the access to the public sphere presupposes the previous (...) elaboration of special policies meant to guarantee the preservation of the alternative identities. Consequently, the educational policies are proved to be very important. An illustrative example is the multicultural model of Babes-Bolyai University from Cluj, Romania. (shrink)
