The skin, uniquely positioned at the interface between the human body and the external world, plays a multifaceted immunologic role in human life. In medical practice, early accurate detection of all types of skin tumours is essential to guide appropriate management and improve patients’ survival. The most important issue is to differentiate between malignant skin tumours and benign lesions. The aim of this research is the classification of skin tumours by analysing medical skin tumour dermoscopy images. This paper is focused (...) on a new strategy based on deep convolutional neural networks which have recently shown a state-of-the-art performance to define strategy to automatic classification for skin tumour images. In a recent paper Winsberg (2021) argued in favor of research into geoengineering by relying on Good’s theorem, which states that conducting research maximizes one’s expected utility. However, this result sometimes fails for risk-avoidant agents (Buchak 2010). Since risk avoidance captures some of the ’precautionary’ intuitions that critics of geoengineering share, it is important to see if geoengineering research would maximize one’s utility if risk avoidance is taken into account. This contribution contextualizes the relationship between fragility and education in the light of people’s changing conditions and perspectives, and their impact on educational processes, focusing in particular on the consequences of the outbreak of the Covid-19 pandemic. By doing so, it introduces this focus, illustrates its coherence, and explains the basic methodological choice, namely the adoption of the Systematic Review, to explore different aspects of the relationship between fragility and education.

The purpose of the research is to determine the degree of influence of the participants of any system on the organization of operational and strategic projects, the specifics of organizing interaction with stakeholders in order to meet their own needs and the needs of stakeholders for security, and an increase in personal satisfaction. In the article, the authors focus on key groups of stakeholders and consider the issues of managing relations with media organizations, government bodies, business partners, the scientific community, (...) investors and the organization's personnel. Scientific novelty lies in the combination of previously incompatible managerial functions of leaders to achieve the best result. As a result, recommendations were developed for the direction of development of the activities of stakeholders in Russia. (shrink)

The pointwise ergodic theorem is nonconstructive. In this paper, we examine origins of this non-constructivity, and determine the logical strength of the theorem and of the auxiliary statements used to prove it. We discuss properties of integrable functions and of measure preserving transformations and give three proofs of the theorem, though mostly focusing on the one derived from the mean ergodic theorem. The idea that the mind, i.e., common sense, is not an inherent human structure but a cultural system, has become a general assumption taken for granted by many. Richard Rorty’s post-Philosophical culture serves as an illustrative example. One of the most renowned representatives of the radical critique of the mind, i.e., of common sense, is the cultural anthropologist Clifford Geertz. He believes that we are in need of an ethnography based on the “thick description”. Geertz’s insights have strongly influenced the (...) postliberal theologians. Consequently, the centre of the theology—the faith—has once again been obscured. Therefore, this article seeks to emphasize the importance of faith, based on Josef Pieper’s sagacious insights. Autor podrazumijeva činjenicu da su Crkva i kršćanstvo nastali, razvijali se i širili u ozračju grčko-rimske ili helenističke kulture u koju su, navješćujući vjeru u Krista, Otkupitelja i Spasitelja, unijeli određene sastojke tadašnje židovske kulture, omogućujući tako razvoj europske culture. U misionarskom djelovanju, posebno nakon otkrića Amerike, Crkva susreće i prihvaća i druge kulture. U novom vijeku Crkva sve više postaje svjesna važnosti tih kultura, da bi počevši s II. vatikanskim saborom počela govoriti o pluralizmu kultura, o važnosti autohtonih kultura (...) trećeg svijeta, tražeći načine kako ih plodonosno povezati s navještajem Evanđelja. Autor iznosi kako Crkva u dokumentima II. Vatikanskog Sabora, posebno u pastoralnoj konstituciji Gaudium et spes, naširoko govori o kulturi , prihvaćajući također činjenicu pluralizma kulturâ. U spomenutoj saborskoj konstituciji susrećemo definiciju kulture u br. 53. Govoreći o poslije-saborskom govoru Crkve o kulturi, autor analizira različite papinske dokumente i govore poslije II. vatikanskog sabora, dokumente različitih vatikanskih ureda, kao i one biskupa iz Latinske Amerike. Autor posebno analizira crkveni govor o problematici kulture i inkulturacije u navještaju vjere, želeći pokazati kako je Crkva u svojem djelovanju nakon Sabora susretala i prihvaćala nove izazove, posebno antropološki pristup kulturi i inkulturaciji, koji su je poticali da još jasnije progovori o kulturi, o pluralizmu kultura, i o inkulturaciji vjere na kraju dvadesetog stoljeća.The author comprehends the fact that the Church and Christianity emerged , developed and spread in the atmosphere of the Greek-Roman or Hellenistic culture in wich they brought, by proclamation the faith in Jesus Christ, the Redeemer and Savior, the certain ingredients of Jewish cultur, making in such way possible the developement of European culture. In missionary work, especially after the discovery of America, the Church meets and accepts the other cultures. In the modern world Church more and more becomes conscious of these cultures. Beginning with the Second Vatican Council the Church speaks of a plurality of cultures and the importance of authentic cultures of the third world in order to find the ways how to fertile connect cultures with the proclamation of Gospel. The author brings out that the Church in the documents of Second Vatican Council, particularly in the Pastoral Constitution Gaudium et spes, widely speaks of culture accepting the fact of a plurality of cultures. The same pastoral constitution brings the definition of the word ‘culture’ in the number 53. Based on the topic of culture after the Second Vatican Council the author analyzes the different papal document and speeches, the document of various Vatican offices, as well as documents of bishops from Latin America. The author particularly analyzes the Church’s speech founded on the problem of culture and inculturation in the proclamation of faith, in order to show how Church, in its work after the Second Vatican Council, met and accepted new challenges, especially anthropological admission to culture and inculturation, that gave an impulse to the Church to speak more clearly of culture, of a plurality of cultures and of inculturation of faith at the end of 20th century. Procesi globalizacije događali su se mnogo puta u povijesti, daleko prije pojave riječi ‘globalizacija’ u drugoj polovici 20. st. Suvremena globalizacija podrazumijeva društvene, gospodarske i političke procese usmjerene na prelaženje državnih granica i stvaranje globalnog svjetskog poretka. No ona se ne smije svesti samo na to, budući da njeni procesi pogađaju sva područja ljudskog života i djelovanja: medije i komunikacije, gospodarstvo, politiku, pravo, kulturu, ekologiju, etiku, religije i crkve. Posljedice globalizacije jesu nova iskustva na društvenoj, političkoj i gospodarskoj razini – (...) povezivanje i umrežavanje kroz procese internacionalizacije i transnacionalizacije, kroz skupove poput G7 i Međunarodnog gospodarskog foruma u Davosu, ali i brojni društveni lomovi i gospodarska recesija. Globalizacija potiče religije na približavanje, na jačanje suradnje i na zauzimanje zajedničkog stava. Religije to i čine kroz postojeće zajedničke institucije, poput Svjetskog parlamenta religija i Svjetske konferencije religija za mir , tražeći nove oblike približavanja, dijaloga, solidarnosti, suživota, suradnje i ostvarenja etičkog konsenzusa, vodeći računa o zaštiti vlastitog identiteta u vremenu pluralizma i multikulturalnosti. Religije su svjesne da je etičko pitanje postalo pitanje planetarne odgovornosti koje zahtijeva globalnu etiku oko koje se trebaju složiti svi subjekti na svjetskoj razini, a u kojoj će čovjek biti aktivni subjekt. Kršćanske crkve uzimaju u obzir određene pozitivne zakonitosti procesa globalizacije tako da možemo govoriti o »kršćanskoj globalizaciji«. Kršćanstvo je od svojih početaka bilo usmjereno na određenu vrstu globalizacijskih procesa – daleko prije nego li se pojavio naziv ‘globalizacija’. Crkve su svjesne svoje zadaće zajednički braniti u vremenu globalizacije dostojanstvo svakog čovjeka, svake tradicije i kulture. One to čine preko brojnih postojećih međucrkvenih institucija na svjetskoj razini kao što su Ekumensko vijeće crkava , Ekumensko vijeće mladih u Europi . Katolička Crkva je od početka bila globalna i iz te je perspektive kroz stoljeća misijski djelovala. Nakon II. vatikanskog sabora to će djelovanje pojačati osnivanjem Papinskog vijeća za jedinstvo kršćana koje je nastalo iz Tajništva za jedinstvo kršćana , zatim Svjetskog dana mladih i Caritasa internationalisa.Processes of globalization have been happening numerous times through history, long prior to the appearance of the word ‘globalization’ in the second half of 20th century. Modern globalization includes the social, economic and political processes headed to crossing national boundaries and creating a global world order. However, globalization cannot be attributed simply to that issue, for its processes deal with all dimensions of human life and activity: media and communications, economy, politics, law, culture, ecology, ethics, religions, and churches. The consequences of globalization are new experiences related to social, political and economical sphere – interconnection and networking through processes of internationalization and transnationalization, through the meetings of the members of G7 and International Economic Forum in Davos, and also the numerous social breaks and economic recession. Globalization inspires religions to aim at the approaching, the stronger cooperation and the intercession for the common attitude. For realization of this purpose religions act through the existing common institutions like The World Parliament of Religions and World conference of religions for peace , asking for a new way of approaching, dialogue, solidarity, coexistence, cooperation and realization of ethic consensus, taking into account the protection of its own identity in time of pluralism and multiculture. Religions are aware of how ethic question has become the question of world’s responsibility. That issue requires global ethical principles around which all subjects on the world scale are to agree with. In that global ethic the human being will be respected as an active subject. The Christian Churches take into consideration the certain positive lawfulness of globalization process, thus we can speak of “Christian globalization”. Christianity has been headed to globalization process from the earliest days of the faith – prior to the process has emerged known as globalization. The Churches became aware of its responsibility in order to protect in the time of globalization the dignity of every person, every tradition, and culture. The Churches respond to this phenomenon through numerous existing interchurch institutions on world domain such as The World Council of Churches , Ecumenical Youth Council in Europe . The Catholic Church from the beginning has been global and based on this perspective the Catholic Church through centuries has been carrying out its missionary work. After the Second Vatican Council the Catholic Church has strengthened its activity by establishing Pontifical Council for Christian Unity , which has emerged from Secretariat for Promoting Christian Unity , World Youth Day and Caritas internationalis. The author attempts at questioning Habermas’ and Honneth’s claim that the linguistic turn within Critical Theory of society represents a way out of the “dead end” of the first generation of Frankfurt School theorists, who were unable to formulate an action-theoretic understanding of social conflicts. By presenting a view that Adorno, in his “Negative dialectic”, develops an insight into a crucial characteristic of the conflict nature of modern societies, which eludes the lingustic-pragmatist Critical Theory, the author tries to defend and (...) reactualize Adorno’s perspective. The paper analyzes some key aspects of the original idea of Critical Theory, and the “negativistic turn” that Adorno and Horkheimer made with the writing of “Dialectic of Enlightenment”. Having considered the central arguments of the “Negative Dialectic”, the author presents his understanding of Adorno’s concept of social conflict, which is then being contrasted with Habermas’ understanding of social conflict, formulated in terms of a systemic colonization of the lifeworld. Pointing out the weaknesses of Habermas’ concept, the author aims at sharpening the image of the conflict nature of modern societies that Adorno sketches, concluding that his perspective is able to question the framework of intersubjectivity that Habermas and Honneth take for granted. This paper analyzes two contemporary,?third-generation? perspectives within critical theory - Nancy Fraser?s and Axel Honneth?s - with the aim of examining the degree to which the two authors succeed in grounding the normative criteria of social critique in the perspectives of?ordinary? social actors, as opposed to speculative social theory. To that end, the author focuses on the influential debate between Fraser and Honneth Redistribution or Recognition? which concerns the appropriate normative foundations of a?post-metaphysical? critical theory, and attempts to reconstruct the (...) fundamental 29 disagreements between Fraser and Honneth over the meaning and tasks of critical theory. The author concludes that both critical theorists ultimately secure the normative foundations of critique through substantive theorizations of the social, which frame the two authors??reconstructions? of the normativity of everyday social action, but argues that post-metaphysical critical theory does not have to abandon comprehensive social theory in order to be epistmologically?non-authoritarian?. PROBABILISTIC APPROACH TO EPISTEMIC MODALS IN THE FRAMEWORK OF DYNAMIC SEMANTICS In dynamic semantics meaning of a statement is not equated with its truth conditions but with its context change potential. It has also been claimed that dynamic framework can automatically account for certain paradoxes that involve epistemic modals, such as the following one: it seems odd and incoherent to claim: (1) “It is raining and it might not rain”, whereas claiming (2) “It might not rain and it is raining” (...) does not seem equally odd (Yalcin, 2007). Nevertheless, it seems that it cannot capture the fact that statement (2) seems odd as well, even though not as odd as the statement (1) (Gauker, 2007). I will argue that certain probabilistic extensions to the dynamic model can account for this subtlety of our linguistic intuitions and represent if not an improved than at least an alternative framework for capturing the way contexts are updated and beliefs revised with uncertain information. Policing in South Africa reached notoriety for its extensive history of oppressive law enforcement. In 1994, as the country's apartheid system was replaced with a democratic order, the new government faced the significant challenge of transforming the South African police force into a democratic police agency-the South African Police Service (SAPS)-that would provide unbiased policing to all the country's people. More than two decades since the initiation of the reforms, it appears that the SAPS has rapidly developed a reputation as (...) a police agency beset by integrity challenges. This book offers a unique perspective by providing in-depth analyses of police integrity in South Africa. It is a case study that systematically and empirically explores the contours of police integrity in a young democracy. Using the organizational theory of police integrity, the book analyses the complex set of historical, legal, political, social, and economic circumstances shaping police integrity. A discussion of the theoretical framework is accompanied by the results of a nationwide survey of nearly 900 SAPS officers, probing their familiarity with official rules, expectations of discipline within the SAPS, and their willingness to report misconduct. In this article the author examine the type of mobilization processes that occur via interactions between the UNESCO and other political actors, and how these processes led to the creation of standard-setting and monitoring instruments, like the Belèm Framework for Action (UNESCO 2009) and the Global Report on Adult Learning and Education (UIL 2003, 2013). The findings point at three concurrent processes or modes of mobilization in adult education: landmarking, brokering and framing. Landmarking refers to the process of co-constructing a (...) shared past for a broad set of actors with policy will in adult education; Brokering captures the process of supporting the transaction of values, ideas and information to envision a viable future for adult education; finally framing addresses the structuring of information and intentions to produce materials changes at governmental level in the field of adult education. Optimization, in general, is regarded as the process of finding optimal values for the variables of a given problem in order to minimize or maximize one or more objective function(s). Brain storm optimization (BSO) algorithm solves a complex optimization problem by mimicking the human idea generating process, in which a group of people solves a problem together. The aim of this paper is to present hybrid BSO algorithm solutions in the past 5 years. This study could be divided into two (...) parts: strategies and applications. In the first part, different strategies for the hybrid BSO algorithms intended to improve the various ability of the original BSO algorithm are displayed. It has been studied in various research fields: data mining, machine learning, pattern recognition and in engineering, economics and biomedical data analysis. Headache is not a disease that typically shortens one’s life, but it can be a serious social as well as a health problem. Approximately 27 billion euros per year are lost through reduced work productivity in the European community. This paper is focused on (...) a new strategy based on a hybrid model for combining fuzzy partition method and maximum likelihood estimation clustering algorithm for diagnosing primary headache disorder. This paper analyses the role of remorse and apology in international criminal trials by juxtaposing two prominent cases of convicted war criminals Biljana Plavšić and Esad Landžo. Plavšić was the first and only Bosnian Serb political leader to plead guilty before the International Criminal Tribunal for the former Yugoslavia. Her acknowledgement of guilt and purported remorse expressed during her ICTY proceedings was celebrated as a milestone for both the ICTY and the Balkans. However, she later retracted her remorse while serving (...) her prison sentence. Landžo was a guard at the notorious Čelebići detention camp and did not acknowledge his guilt publicly during his ICTY trial. Seven years after his release from prison, Landžo personally confronted survivors and apologised to them. Through comparison of these two widely different cases, we illustrate varying roles criminal trials can play in offender’s reflection on his/her crimes and how relevance and resonance of war criminal’s remorse in and outside of the courtroom depend on how remorse is expressed and to whom. A growing body of work has highlighted the importance of political beliefs and attitudes in predicting endorsement and engagement in prosocial behavior. Individuals with right-wing political orientation are less likely to behave prosocially than their left-wing counterparts due to high levels of Right-wing authoritarianism. Here, we aimed to extend prior work by testing how political values relate to COVID-19 discretionary behavioral intentions. Furthermore, we tested whether identification with the national group would influence the relationship between RWA and prosocial behavior. A (...) cross-sectional study conducted on 350 Italian participants showed that right-wing political orientation had a negative effect on COVID-19 discretionary behavioral intentions via RWA. Furthermore, a moderated mediation model revealed that this effect was only significant for participants who are lowly identified with the national group. The results suggest that highlighting group belongingness might effectively motivate more conservative individuals to engage in prosocial behavior. (shrink)

The paper considers the possibility of detecting points of contact between Michel Foucault’s theory of power and the theory of communicative agency formed by Jurgen Habermas. In the beginning, the development of the philosophical discourse of modernity, which Habermas analyzes in his work bearing the same title, is laid out, with the aim to gain insight into the nature of Habermas’s critique of Foucault. After having reviewed some of the basis of Foucault’s theory, the author points out Habermas’s depiction of (...) the theory of power as the pinnacle of Nietzschean, anti - modernist stream of the philosophical discourse. The critique is based on Habermas’s assumption that Foucault’s analyses of power fails to comprehend the complexity of modernity. Foucault, according to Habermas, over - emphasizes one dimension of the process of modernization - gradual strengthening of the disciplinatory power based on the "control of the spirit". The author, however, wishes to point out the importance the theory of power ascribes to the preservation of insight into the complexity of history. Through the insight into multiple and divergent nature of historical processes that are responsible for the formation of modern society, the individual becomes historically self - conscious and able to step out of the paradigm of self - relating subject. As the theory of communicative agency also tends to transcend the "limits of the subject - philosophy", the author concludes that Foucault’s work is, to the same extent as Habermas’s, imbued with the idea of "modernity as an unrealized undertaking". Towards the end of the paper the author analyzes Foucault’s relation to Enlightenment, in order to show the essentially modern nature of his thought. (shrink)

This paper will analyse what it takes to conduct feminist and sensitive research in countries that have seen mass human rights violations. Transitional justice research involves critical examination of difficult topics which raises a number of ethical and methodological issues for both the participants and the researchers. Although empirical research has been a facet of the studies produced in the field, researchers’ accounts of undertaking research in often politically sensitive environments is largely missing from published books and research reports. This (...) paper is informed by personal experiences of doing research in wartime rape in the ethnically and politically divided country of Bosnia and Herzegovina. I argue that the researcher’s profile and positionality directly affects the fieldwork and that fieldwork is a dialogical process which is structured by the researcher and the wider political processes in the country. In the past 50 years nurse scheduling has received considerable attention in the research community. There are two cases regarding the nurse scheduling problem : the static and dynamic. Dynamic NSP, is often called nurse rerostering problem, which presents reconstruction or modification of the predetermined roster for the current scheduling horizon. The aim of this paper is to present new hybrid strategy for nurse NRRP problem. The proposed methodology is based on efficient cooperation between fuzzy logic, ordered weighted averaging and (...) variable neighbourhood descent search. Complete system is tested, and experimental results are based on real-world dataset obtained from the Oncology Institute of Vojvodina in Serbia. (shrink)

El artículo pretende aportar algunos trazos teóricos, metodológicos y prácticos para la lectura de la cuestión del Estado y el poder, desde la perspectiva de la gubernamentalidad sugerida por Foucault y sus herencias latinoamericanas. Se parte del supuesto de que en la actualidad argentina y salteña, la multiplicidad de lógicas y prácticas de gobierno que codifican al Estado y sus avatares encuentran una clara expresión en el gobierno de la pobreza y en los diagramas vinculares entre gobernados y gobernantes, tejidos (...) en los móviles del poder y la resistencia. En esta dirección, se delinean dos ejes expositivos. Por un lado, una analítica de los conceptos y cuestiones sugeridas desde la propuesta de la gubernamentalidad; por otro lado, una aproximación al gobierno de la pobreza y con ello a dos casos que dan cuenta del entramado relacional entre gobernados-gobernantes y prácticas de gobierno, resistencia y autogobierno entre las cuales se configura y re-configura el rol del Estado. Apostando a una “una ontología del presente”, se analizan formas de poder y resistencia que aún hoy en día se constituyen, reconfigurándose. Asimismo se sugiere un cruce metodológico entre genealogía y etnografía, en la apuesta a un ejercicio crítico de pensamiento a fines de contribuir a desnaturalizar y des-sustancializar las prácticas de gobierno, sus lógicas y nuestras conductas presentes. The abstract justified the need to develop the theory of implementation of the Chinese railway initiative "One Belt, One Road" on Russian territory, focused on the docking of Chinese socialism and modern Russian capitalism. It is shown that the introduction of control, blocking corruption and managing costs in the process of construction of railway and related facilities, will have an impact on the economic efficiency of the construction of OPOP. In order to carry out control, it is necessary to digitize (...) the construction processes, by forming an informational regulatory and legislative framework. It is recognized that the Chinese initiative of the OPOP was a continuation of the Tsar's Russian multi-year strategy, announced in 1891. (shrink)

This article presents and discusses the results of a systematic review on the role of schools in enhancing students’ civic engagement through collaboration with community. Based on the analysis of 21 selected studies, the authors inductively identified the main educational practices aimed at improving civic engagement. The results show that these practices are aimed primarily at school-age students, and only to a limited extent to adult students, as well as that they mostly involve the ‘local’ more than the ‘global’ community. Albeit derived from studies conducted with different methods and purposes, the results also allow some general considerations on the definition of civic engagament, the effects of educational practices on students’ civic engagement and the factors that facilitate the effectiveness of such practices.
