I develop a theory of counterfactuals about relative computability, i.e. counterfactuals such as 'If the validity problem were algorithmically decidable, then the halting problem would also be algorithmically decidable,' which is true, and 'If the validity problem were algorithmically decidable, then arithmetical truth would also be algorithmically decidable,' which is false. These counterfactuals are counterpossibles, i.e. they have metaphysically impossible antecedents. They thus pose a challenge to the orthodoxy about counterfactuals, which would treat them as uniformly true. What’s more, I (...) argue that these counterpossibles don’t just appear in the periphery of relative computability theory but instead they play an ineliminable role in the development of the theory. Finally, I present and discuss a model theory for these counterfactuals that is a straightforward extension of the familiar comparative similarity models. (shrink)

Although it is not yet officially recognized as a clinical entity which is diagnosable, Internet Gaming Disorder (IGD) has been included in section III for further study in the DSM-5 by the American Psychiatric Association (APA, 2013). This is important because there is increasing evidence that people of all ages, in particular teens and young adults, are facing very real and sometimes very severe consequences in daily life resulting from an addictive use of online games. This article summarizes general aspects (...) of IGD including diagnostic criteria and arguments for the classification as an addictive disorder including evidence from neurobiological studies. Based on previous theoretical considerations and empirical findings, this paper examines the use of one recently proposed model, the Interaction of Person-Affect-Cognition-Execution (I-PACE) model, for inspiring future research and for developing new treatment protocols for IGD. The I-PACE model is a theoretical framework that explains symptoms of Internet addiction by looking at interactions between predisposing factors, moderators, and mediators in combination with reduced executive functioning and diminished decision making. Finally, the paper discusses how current treatment protocols focusing on Cognitive-Behavioral Therapy for Internet addiction (CBT-IA) fit with the processes hypothesized in the I-PACE model. Making good decisions in extremely complex and difficult processes and situations has always been both a key task as well as a challenge in the clinic and has led to a large amount of clinical, legal and ethical routines, protocols and reflections in order to guarantee fair, participatory and up-to-date pathways for clinical decision-making. Nevertheless, the complexity of processes and physical phenomena, time as well as economic constraints and not least further endeavours as well as achievements in medicine and healthcare (...) continuously raise the need to evaluate and to improve clinical decision-making. This article scrutinises if and how clinical decision-making processes are challenged by the rise of so-called artificial intelligence-driven decision support systems (AI-DSS). In a first step, this article analyses how the rise of AI-DSS will affect and transform the modes of interaction between different agents in the clinic. In a second step, we point out how these changing modes of interaction also imply shifts in the conditions of trustworthiness, epistemic challenges regarding transparency, the underlying normative concepts of agency and its embedding into concrete contexts of deployment and, finally, the consequences for (possible) ascriptions of responsibility. Third, we draw first conclusions for further steps regarding a ‘meaningful human control’ of clinical AI-DSS. (shrink)

Trust is one of the big buzzwords in debates about the shaping of society, democracy, and emerging technologies. For example, one prominent idea put forward by the High‐Level Expert Group on Artificial Intelligence appointed by the European Commission is that artificial intelligence should be trustworthy. In this essay, we explore the notion of trust and argue that both proponents and critics of trustworthy AI have flawed pictures of the nature of trust. We develop an approach to understanding trust in AI (...) that does not conceive of trust merely as an accelerator for societal acceptance of AI technologies. Instead, we argue, trust is granted through leaps of faith. For this reason, trust remains precarious, fragile, and resistant to promotion through formulaic approaches. We also highlight the significance of distrust in societal deliberation, as it is relevant to trust in various and intricate ways. Among the fruitful aspects of distrust is that it enables individuals to forgo technology if desired, to constrain its power, and to exercise meaningful human control. (shrink)

It is commonly held that the ascription of truth to a sentence is intersubstitutable with that very sentence. However, the simplest subclassical logics available to proponents of this view, namely K3 and LP, are hopelessly weak for many purposes. In this article, I argue that this is much more of a problem for proponents of LP than for proponents of K3. The strategies for recapturing classicality offered by proponents of LP are far less promising than those available to proponents of (...) K3. This undermines the ability of proponents LP to engage in public reasoning in classical domains. (shrink)

Many philosophers have claimed that relying on the testimony of others in normative questions is in some way problematic. In this paper, I consider whether we should be troubled by deference in democratic politics. I argue that deference is less problematic in impure cases of political deference, and most non-ideal cases of political deference are impure. To establish the second point, I rely on empirical research from political psychology. I also outline two principled reasons why we should expect political deference (...) to be untroubling: political problems are difficult and require a division of epistemic labour; furthermore, there is value in exercising epistemic solidarity with those one shares an identity or interests with. This paper argues that data-driven medicine gives rise to a particular normative challenge. Against the backdrop of a distinction between the good and the right, harnessing personal health data towards the development and refinement of data-driven medicine is to be welcomed from the perspective of the good. Enacting solidarity drives progress in research and clinical practice. At the same time, such acts of sharing could—especially considering current developments in big data and artificial intelligence—compromise the right by leading to injustices and (...) affecting concrete modes of individual self-determination. In order to address this potential tension, two key elements for ethical reflection on data-driven medicine are proposed: the controllability of information flows, including technical infrastructures that are conducive towards controllability, and a paradigm shift towards output-orientation in governance and policy. Some authors have argued that legitimacy without authority is possible, though their work has not found much uptake in mainstream political philosophy. I provide an improved model how legitimate political institutions without authority are possible, the Transmission Model, which I couple with a thin substantive position, the Moral Value View. I defend the model against three common objections.

In this paper, the notion of sustainability as a general regulative idea is distinguished from sustainable development as a more concrete concept leading to practical actions. After that, different economic meanings of sustainable development are discussed, and a concept of critical sustainability is proposed especially with respect to the problem of climate change. Maintaining critical crash barriers and bottlenecks presupposes, however, demanding, continuous improvements in energy efficiency. After discussing problems of decision theory in cases of uncertainty, which is constitutive for (...) climate change, the links between intragenerational and intergenerational justice are analyzed, and by using Barry's notion of justice and Goodin's concept of vulnerability, two possible positions of the general idea of fairness inherent in sustainable development are presented. We conclude by shortly sketching the notion of sufficiency as an additional supplementary sustainability strategy in cases where efficiency improvements based on innovation are less than sufficient for securing the (energetic) fundaments of economic activity and human life. Some moral value is transparent just in case an agent with average mental capacities can feasibly come to know whether some entity does, or does not, possess that value. In this paper, I consider whether legitimacy—that is, the property of exercises of political power to be permissible—is transparent. Implicit in much theorising about legitimacy is the idea that it is. I will offer two counter-arguments. First, injustice can defeat legitimacy, and injustice can be intransparent. In this essay, I critically discuss Dale Jacquette's new English translation of Frege's work Die Grundlagen der Arithmetik as well as his Introduction and Critical Commentary (Frege, G. 2007. The Foundations of Arithmetic. A Logical-Mathematical Investigation into the Concept of Number . Translated with an Introduction and Critical Commentary by Dale Jacquette. New York: Longman. xxxii + 112 pp.). I begin with a short assessment of Frege's book. In sections 2 and 3, I examine several claims that Jacquette makes in (...) his Introduction and Critical Commentary and put matters in the right perspective. In sections 4-7, I analyse errors and shortcomings in Jacquette's (and Austin's) translation(s) and show how they can be avoided. In this context, I consider several issues of interest for Frege's logic and philosophy of arithmetic. I conclude with general remarks. (shrink)

Anosognosia for visual deficits—cases where significant visual deficits go unnoticed—challenges the view that our own conscious experiences are what we know best. We review these widespread and striking failures of awareness. Anosognosia can occur with total blindness, visual abnormalities induced by brain lesions, and eye diseases. We show that anosognosia for visual deficits is surprisingly widespread. Building on previous accounts, we introduce a framework showing how apparently disparate forms of anosognosia fit together. The central idea is that, to notice a (...) deficit, individuals need to form expectations about normal vision, compare expectations and visual input, and judge any mismatch at the metacognitive level. A failure in any of these three steps may lead to unawareness of visual deficits. (shrink)

Some European countries legally recognise a “right to roam”—a right to freely traverse across land, even if privately owned. Political philosophers have paid little attention to the right, and have often conceptualised property rights to include strong claim-rights to exclude others. I offer an account of the right to roam, and consider whether it can be philosophically justified on a left-liberal account of property. After finding a defence in terms of the interests served by the right lacking, I suggest that (...) the most promising defence of the right to roam is that it serves as a symbolic reminder of a fundamental type of social equality. One of the most common arguments in favour of the state's authority is that without the coordinating hand of political institutions, we could not achieve important moral benefits. I argue that if we understand authority correctly, then coordination cannot even in principle establish that coordinators have political authority.

For several decades, intercultural philosophers have produced an extensive body of scholarly work aimed at mutual intercultural understanding. They have focused on the ideal of intercultural dialogue that is supported by dialogue principles and virtuous attitudes. However, this ideal is challenged by decolonial scholarship as one which neglects power inequalities. Decolonial scholars have emphasized the differences between cultures and worldviews, shifting the focus to colonial history and radical alterity. In return, intercultural philosophers have worried about the very possibility of dialogue (...) and mutual understanding in frameworks that use coloniality as their singular pole of analysis. In this paper, we explore the complex relations between decolonial and intercultural philosophies. While we diagnose tensions between both intellectual discourses, we argue that these tensions turn out to be productive: for intercultural philosophers, decolonial challenges provide an opportunity to critically rethink ideals of equitable dialogue in light of colonial inequity and its deep entrenchment in global philosophical encounters. For decolonial scholars, intercultural philosophies provide an opportunity to sharpen positive proposals of equitable encounters beyond the critique of current forms of colonial domination. Rather than developing a general compromise, we propose a contextualist strategy, highlighting that different situations require different responses that can be strongly confrontational or dialogical in character. Decolonial and intercultural motifs serve different functions in the articulation of a critical global philosophy and can sharpen each other without integrating into a middle ground that is “a little bit intercultural” and “a little bit decolonial”. Political instrumentalism claims that the right to rule should be distributed such that justice is promoted best. Building on a distinction made by consequentialists in moral philosophy, I argue that instrumentalists should distinguish two levels of normative thinking about legitimacy, the critical and applied level. An indirect instrumentalism which acknowledges this distinction has significant advantages over simpler forms of instrumentalism that do not.

A major part of philosophical work is engagement with argumentative texts. Engaging with an argumentative text involves correctly identifying the arguments presented in this text. In the context of teaching philosophy in school, the difficulty of correctly identifying arguments in philosophical texts is often underestimated. In this paper, I focus on one specific problem with argument identification that has been neglected in philosophy didactics thus far: the problem that there are many non-argumentative phenomena in an argumentative text that are easily (...) misidentified as expressing (part of) an argument. It is easy to fall for such phenomena if one is not aware of this problem, thereby misinterpreting the author’s intentions. This paper aims to present and discuss such phenomena, as well as to provide guidelines on how to help students recognize them. (shrink)

Rational drug design is a method for developing new pharmaceuticals that typically involves the elucidation of fundamental physiological mechanisms. It thus combines the quest for a scientific understanding of natural phenomena with the design of useful technology and hence integrates epistemic and practical aims of research and development. Case studies of the rational design of the cardiovascular drugs propranolol, captopril and losartan provide insights into characteristics and conditions of this integration. Rational drug design became possible in the 1950s when theoretical (...) knowledge of drug-target interaction and experimental drug testing could interlock in cycles of mutual advancement. The integration does not, however, diminish the importance of basic research for pharmaceutical development. Rather, it can be shown that still in the 1990s, linear processes of innovation and the close combination of practical and epistemic work were interdependent. (shrink)

In this book review, I summarize the main argument of Tilo Wesche's book "Die Rechte der Natur: Vom nachhaltigen Eigentum" (The rights of Nature: On sustainable ownership) and conclude with a critical appraisal.

Can the rise of populism be explained by the growing chasm between rich and poor? With regard to Germany, such a causal relationship must be rejected. Income distribution in Germany has been very stable since 2005, and people’s knowledge on actual inequality and economic development is limited: inequality and unemployment are massively overestimated. At the same time, a persistently isolationist and xenophobic group with diverse concerns and preferences has emerged within the middle classes of society that riggers support for populist (...) parties. This mood is based on welfare chauvinism against immigration rather than on a general criticism of distribution. Since the immigration of recent years will inevitably affect the relevant indicators concerning distribution, an open, cautious but less heated approach is needed in the debate on the future of the welfare state. In order to address and take the local concerns of citizens seriously, an increased exchange with public officials on the ground is needed. (shrink)

Child labor is often condemned as a form of exploitation. I explore how the notion of exploitation, as used in everyday language, can be made precise in economic models of child labor. Exploitation is defined relative to a specific social welfare function. I first show that under the standard dynastic social welfare function, which is commonly applied to intergenerational models, child labor is never exploitative. In contrast, under an inclusive welfare function, which places additional weight on the welfare of children, (...) child labor is always exploitative. Neither welfare function captures the more gradual distinctions that common usage of the term exploitation allows. I resolve this conflict by introducing a welfare function with minimum altruism, in which child labor in a given family is judged relative to a specific social standard. Under this criterion, child labor is exploitative only in families where the parent (or guardian) displays insufficient altruism towards the child. I argue that this welfare function best captures the conventional concept of exploitation and has useful properties for informing political choices regarding child labor. (shrink)

I raise several problems for Phenomenal Explanationism, which McCain and Moretti intend to be a fusion of Evidentialism and Phenomenal Conservatism. I argue that the view is actually a non-conservative, credentialist view. Unlike conservatism, it does not allow for immediate justification. I also argue that the view has trouble accounting for justification coming from background knowledge. Finally, I argue that the view runs into the problem of equally good explanations.

Two crucial distinctions regarding political competence must be made. First, the mere probability that you will make a morally right decision (reliability) is distinct from your ability to skillfully make a decision (competence). Empirical and normative accounts have focused primarily on reliability, but competence is more important if we take central normative commitments seriously. Second, the competence you have on your own (direct competence) is distinct from the competence you have in contributing to some collective enterprise (contributory competence). Direct competence (...) is likely to be extremely demanding in a democratic context, so we should move to a contributory account of competence. (shrink)

It is a widely shared view among philosophers of science that the theory-dependence (or theory-ladenness) of observations is worrying, because it can bias empirical tests in favour of the tested theories. These doubts are taken to be dispelled if an observation is influenced by a theory independent of the tested theory and thus circularity is avoided, while (partially) circular tests are taken to require special attention. Contrary to this consensus, it is argued that the epistemic value of theory-dependent tests has (...) nothing to do with the circularity or non-circularity of the test, but is instead based on the minimal empiricality and reliability of observations. Since theory-dependence does not in general prevent observations fulfilling these requirements, it should not be regarded as a phenomenon that is basically detrimental, but as neutral with respect to successful scientific knowledge gathering. In this article, I draw on the Mesoamerican institution of community offices (cargo) to support the view that political authority should be based on both political legitimacy and political expertise. I argue that the Mesoamerican tradition of cargos allows for a notion of political expertise that one acquires by rendering a service to one’s community. This expertise could be made a prerequisite for political representation without being vulnerable to several charges that have been levelled against epistocracy.

It is increasingly common in the philosophical literature to claim that political legitimacy, normatively understood, comes in degrees. However, most authors fail to specify what talk of degrees means, and the notion remains opaque. Using the Hohfeld schema as a guide, I survey possible accounts, distinguishing them into “width”, “depth”, and “weight” proposals. I argue that each fails to provide a convincing account of scalar legitimacy. Thus, talk of degrees of legitimacy, as currently used, is in serious need of explanation.

Die meisten Ethik- und Philosophie-Lehrpläne sehen vor, dass Schüler/innen die Grundlagen der Moralphilosophie kennen und verstehen. Im vorliegenden Beitrag nennen und erläutern wir einige Probleme, die der Erreichung dieses Ziels entgegenstehen. Eines dieser Probleme – die Vermischung unterschiedlicher Fragen – illustrieren wir an einer konkreten Lehreinheit. Anschließend skizzieren wir schädliche Folgen dieses Problems und deuten mögliche Wege zu seiner Beseitigung an.

Advance directives (ADs) are assumed to reflect the patients’ preferences, even if these are not clearly expressed. Research into whether this assumption is correct has been lacking. This study explores to what extent ADs reflect the true wishes of the signatories.

In this three-part essay, I investigate Frege’s platonist and anti-creationist position in Grundgesetze der Arithmetik and to some extent also in Die Grundlagen der Arithmetik. In Sect. 1.1, I analyze his arithmetical and logical platonism in Grundgesetze. I argue that the reference-fixing strategy for value-range names—and indirectly also for numerical singular terms—that Frege pursues in Grundgesetze I gives rise to a conflict with the supposed mind- and language-independent existence of numbers and logical objects in general. In Sect. 1.2 and 1.3, (...) I discuss the non-creativity of Frege’s definitions in Grundgesetze and the case of what I call weakly creative definitions. In Part II of this essay, I first deal with Stolz’s and Dedekind’s (intended) creation of numbers. In what follows, I focus on Grundgesetze II, §146, where Frege considers a potential creationist charge in relation to the stipulation that he makes in Grundgesetze I, §3 with the purpose of partially fixing the references of value-range names. I place equal emphasis on the related twin stipulations that he makes in Grundgesetze I, §10. In §10, Frege identifies the truth-values with their unit classes in order to fix the references of value-range names (almost) completely. He does so in a piecemeal fashion. Although in Grundgesetze II, §146 Frege refers also to Grundgesetze I, §9 and §10 in this connection, he does not explain why he thinks that the transsortal identifications in §10 and also the stipulation that he makes in §9 regarding the value-range notation may give rise to a creationist charge in addition to or in connection with the stipulation in §3, and if so, how he would have responded to it. The two main issues that I discuss in Part II are: (a) Has Frege created value-ranges in general in Grundgesetze I, §3? (b) Has he created the unit classes of the True and the False in §10? In Part III, I discuss, inter alia, the question of whether in developing the whole wealth of objects and functions that arithmetic deals with from the primitive functions of Grundgesetze by applying the formation rules Frege creates special value-ranges and special functions. This procedure is fundamentally different from the reference-fixing strategy regarding value-range names that Frege pursues in Grundgesetze I, §3, §10–12. It is just another aspect of his anti-creationism. In Grundgesetze II, §147, Frege makes a concession to an imagined creationist opponent which might suggest that he was fully convinced neither of the defensibility of his anti-creationist position regarding the syntactic development of the subject matter of arithmetic nor of his actual defence in §146 of the non-creativity of the introduction of value-ranges via logical abstraction in Grundgesetze I, §3 and the twin stipulations in §10. I argue that not only in Grundgesetze II, §146 but also in Grundgesetze II, §147 Frege falls short of defending his anti-creationist position. I further argue that on the face of it his creationist rival gains the upper hand in the envisioned debate in more than one respect. (shrink)

Negative subjective reports such as “I didn’t see the stimulus” can be interpreted as indicating either that the subject didn’t see the stimulus, or as indicating that, while the subject did see the stimulus, the strength of sensory signals associated with the stimulus fell below a conservative criterion for answering “seen”. Determining which of these two interpretations is correct is the criterion problem. I present two ways in which researchers can solve this problem. But there’s more. What I call the (...) “new criterion problem” consists in determining whether criteria effects reflect perceptual changes, or changes in response strategy. Through case studies, I argue that this new version of the problem can be solved as well, although there is currently no systematic way to solve it. I conclude that criterion problems do not constitute good reasons for skepticism about the scientific study of consciousness. (shrink)
