Many countries are experimenting with planned (or quasi-) markets to discover if they can efficiently deliver health care in keeping with societal objectives. This paper examines the information requirements of this approach. Information is necessary in order to compare the performance of providers, to support billing, and to monitor access to care. It should be accurate, unambiguous, and resistant to manipulation. We draw on a project to find out how information on hospitalisation could be used in contracting in the British (...) National Health Service. We conclude that the existing British system fails to provide robust measures of how many patients are treated, for what conditions, and with what treatments. We identify some promising remedies, others that are more difficult, and some which may be impossible to implement in any planned market, given the uncertainty of clinical practice. (shrink)

The project of this paper is to synthesize enactivist cognitive science and practice theory in order to develop a new account of pretend play. Pretend play is usually conceived of as a representationalist phenomenon where a pretender projects a fictional mental representation onto reality. It thus seems that pretense can only be explained in representationalist terms. In this paper, we oppose this usual approach. We instead propose not only new explanatory tools for pretend play, but also a fundamental reconceptualization of (...) the phenomena of pretend play, that is, of the very explanandum of theories of pretense. To do so, we suggest combining the turn to action and embodiment in the cognitive sciences with the practice turn in the humanities. From our point of view, pretend play has to be seen in its role in human life as a whole, which is to help children to learn to master the complex sociocultural contingencies of the manifold social practices that make up social reality. Pretend play should therefore be conceived as alternative sense-making that is always related, in varying ways, to ordinary social practices. Pretenders do not need to project mental representations onto reality, but make sense of their surroundings in different ways than encultured adults in ordinary practices. In the paper, we spell out this view and show how it enables an enactivist reconceptualization of imagination, intentions and knowledge, which are usually thought of as being available only to representationalist accounts of pretense. Drosophila flies began to be used in the study of species evolution during the late 1930s. The geneticists Natasha Sivertzeva-Dobzhansky and Elizabeth Reed pioneered this work in the United States, and María Monclús conducted similar studies in Spain. The research they carried out with their husbands enabled Drosophila population genetics to take off and reveals a genealogy of women geneticists grounded in mutual inspiration. Their work also shows that women were present in population genetics from the beginning, although their contributions (...) have previously remained unacknowledged. To assess the merits and demerits of the content of Culp’s educational programme, the paper does three things: First, it discusses whether Culp’s defence against conceivable objections manages to effectively dispel the charge of cosmopolitan arrogance. Second, it spells out one implication of epistemic modesty, which Culp considers a core competence to be imparted by citizenship education. Third, it reflects upon the tricky task of motivating individuals to comply with the demands of justice. Taken together, the paper argues that Culp’s (...) case is impressively strong but nevertheless tends to suffer from a rationalist constriction. It does not leave sufficient room for tradition in private life and public reasoning. This rationalist constriction is problematic from a normative philosophical, and especially a practice-oriented viewpoint. (shrink)

In his treatment of a Kantian concept of moral freedom, Schiller argues for two kinds of freedom: freedom in the spirit of autonomous practical reason and freedom in which man is considered a mixed (sensual and rational) being. It is apparent that Schiller is on a Reinholdian path. He follows Reinhold’s theory of free will in conceiving of moral freedom primarily as the capacity to decide between the material drive as a sensible, self-interested drive and the formal drive as a (...) rational, unselfish drive. But it is also obvious that Schiller modifies Reinhold’s results in order to obtain a concept of aesthetic freedom. This project is important in view of a deeper understanding of the concept of aesthetic consciousness but is of little use in achieving a better understanding of the concept of moral freedom. Based on Moscovici’s classical study on the cultivation of psychoanalytic ideas in France in the 1950’s and our own research on modern biotechnology, we propose a paradigm for researching social representations. Following a consideration of the nature of representations and of the ‘iconoclastic suspicion’ that haunts them, we propose a model of the emergence of meaning relating three elements: subjects, objects, and projects. The basic unit of analysis is the elongated triangle of mediation : subject 1, object, project, and subject (...) 2, captured in the image of a ‘Toblerone’. Such social units cultivate, that is produce, circulate and receive representation which may be embodied in four modes–habitual behaviour, individual cognition, informal communication and formal communication–and in three mediums–words, visual images or non-linguistic sounds. We propose an operational definition of a ‘social representation’ as the comparison of four characteristics of communication systems: the content structures , the typified processes , and their functions , within the context of segmented social milieus. Seven implications for research on social representations are outlined: content and process; segmentation by social milieus rather than taxonomies; cultivation studies within social milieus; multi-method analysis; time structures and longitudinal data; the crossover of cultural projects and trajectories; the disinterested research attitude. This ideal type paradigm leads to an operational clarification to identify new research questions, and to guide the design and evaluation of studies on social representations. (shrink)

Besieged by ongoing economic crises, global health emergencies, geopolitical instabilities, ecological devastation, and growing political resentments, the intractable nature of the problems that configure the present has never loomed larger or more darkly. But what, indeed, is a problem? Problematising the modern image that treats problems as obstacles to be overcome by the progress of technoscientific knowledge and policy, this introductory article lays the groundwork for a generative conceptualisation of problems. Reweaving intercontinental connections between traditions of French philosophy and American (...) pragmatism, it proffers a conception of the problematic as a mode of existence that is irreducible to the subjective, the methodological, or the epistemological. Problems go all the way down and up, requiring nothing less than an art of metamorphosis capable of engendering processes of creation, invention, and transformation in whose hold bodies and practices, knowledges and lives, thoughts and worlds, are done and undone, made and remade. As a distinctive voice in the current philosophy of technology, postphenomenology elucidates various ways of how technologies “shape” both the world and humans in it. Distancing itself from more speculative approaches, postphenomenology advocates the so-called empirical turn in philosophy of technology: It focuses on diverse effects of particular technologies instead of speculating on the essence of technology and its general impact. Critics of postphenomenology argue that by turning to particularities and emphasizing that technologies are always open to different uses and (...) interpretations, postphenomenology becomes unable to realize how profoundly technology determines our being in the world. Seeking to evaluate the postphenomenological ability to radically reflect on the human being conditioned by technology, I discuss the two most pertinent criticisms of postphenomenology: an “existential” one by Robert C. Scharff and an “ontological” one by Jochem Zwier, Vincent Blok, and Pieter Lemmens. Assessing the ontological alternative, I point to incapacity of Heidegger’s concept of Enframing to do justice to material technologies. Simultaneously, I acknowledge the necessity of speculating on technology as transcending concrete technologies. Such speculating would be instrumental in reviving Ihde’s idea of non-neutrality of technology in its full philosophical potency. (shrink)

We study generalizations of Dodd parameters and establish their fine structural properties in Jensen extender models with λ-indexing. These properties are one of the key tools in various combinatorial constructions, such as constructions of square sequences and morasses.

Additional theorizing about mathematical practice is needed in order to ground appeals to truly useful notions of the virtues in mathematics. This paper aims to contribute to this theorizing, first, by characterizing mathematical practice as being epistemic and “objectual” in the sense of Knorr Cetina The practice turn in contemporary theory, Routledge, London, 2001). Then, it elaborates a MacIntyrean framework for extracting conceptions of the virtues related to mathematical practice so understood. Finally, it makes the case that Wittgenstein’s methodology for (...) examining mathematics and its practice is the most appropriate one to use for the actual investigation of mathematical practice within this MacIntyrean framework. At each stage of thinking through mathematical practice by these means, places where new virtue-theoretic questions are opened up for investigation are noted and briefly explored. (shrink)

Building on recent developments in radical democratic theory, in this article we articulate and explore a fresh perspective for theorists and activists of radical democracy: a ‘living critique of domination’. Characterized by a two-fold analytical effort, a ‘living critique of domination’ calls for a radical critique of contemporary forms of power and control coupled with a reappraisal of emancipatory political experiences created by the political action of the Many. We demonstrate that this project responds to the theoretical and practical challenges (...) faced by a politics of emancipation today. Our article offers a first articulation of this living critique through a discussion of three recent political experiences, namely, the 2016 French uprising, Nuit Debout, as well as the Black Lives Matter and #MeToo movements. Wie können solche Fragen überhaupt beantwortet werden, wenn eine säkulare Kultur scheinbar nur Antworten auf Fragen nach dem „wie?“, nicht aber nach dem „wozu?“ erlaubt. Martin Kolmar deutet im vorliegenden Buch die gegenwärtigen und bevorstehenden Krisen, allen voran die Klimakrise, als Krise der westlichen Denk- und Wahrnehmungsweisen und versucht einen Ausweg daraus aufzuzeigen. Dazu beginnt er mit einer Analyse westlicher Vorstellungswelten aus (...) der Perspektive des „Erhabenen“. Es zeigt sich, dass das „Erhabene“ als Grenzerfahrung überraschende und relevante neue Perspektiven auf die Gegenwart öffnet und zugleich einen Weg zu einer säkularen, rationalen Form der Sinnerfahrung erkennbar macht. Das Besondere dieses Buches ist die Verknüpfung philosophischer und gesellschafts- und kulturwissenschaftlicher Forschung mit Erkenntnissen der Psychologie und der Neurowissenschaft. Es zeigt auf, dass traditionelle Vorstellungen des „Guten Lebens“ und der Verortung der eigenen Existenz als Teil der Natur, mit moderner Forschung korrespondieren. Ist man bereit, sich hierauf einzulassen, stellt insbesondere die Bedrohung durch die Klimakrise nicht nur ein mögliches Katastrophenszenario und eine große technologische Herausforderung dar, sondern eine Chance für ein besseres Leben, welches aus einer anderen Haltung ihm gegenüber resultiert. From the early 1790s until after the turn of the century, a very productive but also controversial exchange took place between Reinhold and Fichte. Though many key aspects of post-Kantian philosophy were discussed, the philosophical confrontation between Reinhold and Fichte is most instructive for the understanding of post-Kantian philosophy. The exchange started when Fichte published his verdict on Reinhold's Elementarphilosophie and disapproved of its fundamental principle. In 1794 Fichte challenged Reinhold by presenting his Wissenschaftslehre. Reinhold was not convinced of Fichte's (...) foundation of philosophy at first, but announced that he accepted the Wissenschaftslehre in 1797. While Reinhold and Fichte officially collaborated in the following three years, tensions concerning fundamental questions were still present. When Reinhold adopted Rational Realism, his relation to Fichte deteriorated and the exchange between the two finally ended. The contributions in the present collection focus on the central systematic issues at the different stages of the confrontation between Fichte and Reinhold, thereby illuminating questions that are essential to the understanding of the evolution of post-Kantian German philosophy. Some of Spinoza's most well‐known doctrines concern what kinds of beings there are and how they are related to each other. For example, he claims that: (1) there is only one substance; (2) this substance has infinitely many attributes; (3) this substance is God or nature; (4) each of these attributes express the divine essence; and (5) all else is a mode of the one substance. These claims have so astonished many of his readers that some of them have surely (...) concluded that they must not know what Spinoza means by “substance,”“attribute,” and “mode.” In this article I shall try to explain how Spinoza understands the basic ontological categories denoted by these expressions. Agent-based models (ABMs) are one of the main sources of evidence for decisions regarding mitigation and suppression measures against the spread of SARS-CoV-2. These models have not been previously included in the hierarchy of evidence put forth by the evidence-based medicine movement, which prioritizes those research methods that deliver results less susceptible to the risk of confounding. We point out the need to assess the quality of evidence delivered by ABMs and ask the question of what is the risk that (...) assumptions entertained in ABMs do not include all the key factors and make model predictions susceptible to the problem of confounding. We propose a formal theory built upon an abstract argumentation framework for handling argumentation dynamics. To that end, we analyze the acceptability dynamics of arguments through the proposal of two different kinds of sets of arguments which are somehow responsible for the acceptability/rejection of a given argument. We develop a study of the consequences of breaking the construction of such sets towards the acceptance of an analyzed argument. This brings about the proposal of a novel change operation which allows to (...) determine which arguments should be removed from the framework so that another particular argument becomes accepted. Finally, the proposed model is formalized in the light of the theory of belief revision by characterizing the corresponding operations through constructive definition and an axiomatic characterization, connecting them through the corresponding representation theorem. The theoretical proposal constitutes the fundamentals for a system implementation in many dynamic domains of application. In particular, we show its application for handling the dynamics of legal interpretation. In that sense, this proposal constitutes a fundamental approach and theoretical justification to handle the dynamics of legal arguments through changes of interpretative canons. We show a possible concretisation of our abstract theory for the legal domain by analysing a real legal case from the Argentinean jurisprudence. Such a system would be capable of suggesting alternative critical points in the current state of affairs of a legal case towards pursuing a specific goal for which the case is being investigated.
