The kinds of models discussed in this paper function as measuring instruments. We will concentrate on two necessary steps for measurement: (1) the search of a mathematical representation of the phenomenon; (2) this representation should cover an invariant relationship between the properties of the phenomenon to be measured and observable accociated attributes of a measuring instrument. Therefore, the measuring instrument should function as a nomological machine. However, invariant relationships are not necessarily ceteris paribus regularities, but could also occur when the (...) influence of the environment is negligible. Then we are able to achieve accurate measurements outside the laboratory. (shrink)

This paper takes as a starting point a recent development in privacy-debates: the emphasis on social and institutional environments in the definition and the defence of privacy. Recognizing the merits of this approach I supplement it in two respects. First, an analysis of the relation between privacy and autonomy teaches that in the digital age more than ever individual autonomy is threatened. The striking contrast between on the one hand offline vocabulary, where autonomy and individual decision making prevail, and on (...) the other online practices is a challenge that cannot be met in a social approach. Secondly, I elucidate the background of the social approach. Its importance is not exclusively related to the digital age. In public life we regularly face privacy-moments, when in a small distinguished social domain few people are commonly involved in common experiences. In the digital age the contextual integrity model of Helen Nissenbaum has become very influential. However this model has some problems. Nissenbaum refers to a variety of sources and uses several terms to explain the normativity in her model. The notion ‘context’ is not specific and faces the reproach of conservatism. We elaborate on the most promising suggestion: an elaboration on the notion ‘goods’ as it can be found in the works of Michael Walzer and Alisdair Macintyre. Developing criteria for defining a normative framework requires making explicit the substantive goods that are at stake in a context, and take them as the starting point for decisions about the flow of information. Doing so delivers stronger and more specific orientations that are indispensible in discussions about digital privacy. (shrink)

Since the February 2020 publication of the article ‘Flattening the curve’ in The Economist, political leaders worldwide have used this expression to legitimize the introduction of social distancing measures in fighting Covid-19. In fact, this expression represents a complex combination of three components: the shape of the epidemic curve, the social distancing measures and the reproduction number \. Each component has its own history, each with a different history of control. Presenting the control of the epidemic as flattening the curve (...) is in fact flattening the underlying natural-social complexity. The curve that needs to be flattened is presented as a bell-shaped curve, implicitly suggesting that the pathogen’s spread is subject only to natural laws. The \ value, however, is, fundamentally, a metric of how a pathogen behaves within a social context, namely its numerical value is affected by sociopolitical influences. The jagged and erratic empirical curve of Covid-19 illustrates this. Although the virus has most likely infected only a small portion of the total susceptible population, it is clear its shape has changed drastically. This changing shape is largely due to sociopolitical factors. These include shifting formal laws and policies, shifting individual behaviors as well as shifting various other social norms and practices. This makes the course of Covid-19 curve both erratic and unpredictable. (shrink)

Psychologists and neuroscientists extensively rely on computational models for studying and analyzing the human mind. Traditionally, such computational models have been hand-designed by expert researchers. Two prominent examples are cognitive architectures and Bayesian models of cognition. Although the former requires the specification of a fixed set of computational structures and a definition of how these structures interact with each other, the latter necessitates the commitment to a particular prior and a likelihood function that – in combination with Bayes' rule – (...) determine the model's behavior. In recent years, a new framework has established itself as a promising tool for building models of human cognition: the framework of meta-learning. In contrast to the previously mentioned model classes, meta-learned models acquire their inductive biases from experience, that is, by repeatedly interacting with an environment. However, a coherent research program around meta-learned models of cognition is still missing to date. The purpose of this article is to synthesize previous work in this field and establish such a research program. We accomplish this by pointing out that meta-learning can be used to construct Bayes-optimal learning algorithms, allowing us to draw strong connections to the rational analysis of cognition. We then discuss several advantages of the meta-learning framework over traditional methods and reexamine prior work in the context of these new insights. (shrink)

In the social sciences we hardly can create laboratory conditions, we only can try to find out which kinds of experiments Nature has carried out. Knowledge about Nature's designs can be used to infer conditions for reliable predictions. This problem was explicitly dealt with in Haavelmo's (1944) discussion of autonomous relationships, Friedman's (1953) as-if methodology, and Simon's (1961) discussions of nearly-decomposable systems. All three accounts take Marshallian partitioning as starting point, however not with a sharp ceteris paribus razor but with (...) the blunt knife of negligibility assumptions. As will be shown, in each account reflection on which influences are negligible, for what phenomena and for how long, played a central role. (shrink)

Glenn Harrison [Journal of Economic Methodology, 2013, 20, 103–117] discusses four related forms of methodological intolerance with respect to field experiments: field experiments should rely on some form of randomization, should be disconnected from theory, the concept of causality should only be defined in terms of observables, and the role of laboratory experiments is dismissed. As is often the case, the cause of intolerance is ignorance, as it is here. To acquire knowledge about potential influences, which we need for both (...) the evaluation of internal and external validity of experimental results, we cannot do without theory. A purely empiricist methodology will be unable to give us sufficient understanding of the validity of these results. An account of causality only based on directly observed things, is an account based on factual influences only. This paper describes a computer simulation of reading that is strongly driven by eye fixation data from human readers. The simulation, READER, is a natural language understanding system that reads a text word by word and whose processing cycles on each word have some correspondence with the human gaze duration on that word. READER operates within a newly developed information processing architecture, a Collaborative, Activation‐based, Production System (CAPS) that permits the modeling of the temporal properties of human comprehension. CAPS allows (...) for concurrent, collaborative execution of processes operating at different levels of analysis. As READER encounters each successive word, the word is operated on by processes at the levels of word encoding, lexical access, syntactic and semantic analysis, and referential and schema‐level processes. Like human readers, READER uses a strategy of immediacy of comprehension, attempting to interpret each word as soon as it is encountered, rather than unnecessarily buffering information. A major contribution of this simulation is its use of human performance characteristics in constraining and determining the model's mechanisms. (shrink)

ZusammenfassungEthik-Cafés in der geriatrischen Langzeitpflege dienen auch der ethischen Weiterbildung und sollen den Beteiligten in ungezwungener Atmosphäre einen offenen Diskurs über moralische Fragen mit Bezug zum Arbeitsalltag ermöglichen. In der Literatur werden ihnen diverse Eigenschaften wie Verbesserung der Analysefähigkeit und der Kommunikation, Erhöhung der ethischen Sensibilität und der Entscheidungskompetenz und weitere zugeschrieben. Diese Eigenschaften resultieren vorwiegend aus theoriegeleiteten Modellen. Gegenstand dieser Studie ist die empirische Untersuchung der Wirksamkeit von Ethik-Cafés innerhalb der Pflegezentren Mattenhof-Irchelpark, Zürich. Des Weiteren geht die Studie der (...) Frage nach, ob sich die subjektiven Einschätzungen der Eigenschaften von Pflegenden und anderen Berufsgruppen unterscheiden. Zur Erfassung der Eigenschaften wurde ein Fragebogen konstruiert, in dem die Teilnehmenden während der Erhebungszeit 16 Aussagen zu bewerten hatten. Die Bewertung konnte mittels einer 5-stufigen Likert-Skala angegeben werden. In einer Untergruppe wurde zwischen „Pflege“ und „Nicht-Pflege“ unterschieden. Zusammenfassend konnte festgestellt werden, dass die postulierten Eigenschaften mit einer sehr hohen Zustimmung bestätigt werden. Die Ethik-Cafés leisten nach Meinung der Befragten einen wichtigen Beitrag zur Befähigung des Personals, schwierige Situationen klarer zu analysieren, ethisch sensibler zu entscheiden und die getroffene Entscheidung zu begründen. Die Interdisziplinarität der Ethik-Cafés fördert das Verständnis für die Sichtweisen und Argumentationen der verschiedenen Bereiche und Hierarchien. Die Unterschiede der Berufsgruppen sind teilweise hoch-signifikant. Es kann festgehalten werden, dass die im Fragebogen attribuierten Eigenschaften von der Pflege generell stärker und bedeutsamer wahrgenommen werden. (shrink)

The development of the individual attributes of ethics of responsibility in conjunction with the principles of civic liberalism in Slovak political thought is associated with the thinking of Ján Palárik. His political ideas published in the second half of the 19th century come out of an effort to characterize and achieve reform of the Habsburg monarchy on the basis of constitutionalism and federalism. These attributes, in Palárik’s opinion, were to bring more effective solutions to the issue of educating people in (...) their mother tongue and the creation of civic culture. A part of Palárik’s approach to the formation of civic skills is also the advocating of free expression, the idea of pluralism and gradualism within the idea of the unity of the different. His realistic approach to politics was framed by knowing and respecting the objective limits when implementing the aims of national civic freedom. Palárik linked the development of the state and the process of acculturation of the people with application of the principles of practical reasonableness and ethics of responsibility. He found its essence in understanding the interconnectedness of political goals and ideals, which were to be reflected in close association with the real limitations of the capabilities of individuals and social circumstances. BACKGROUND: The availability of costly safety measures against transfusion-transmissible infections forces Western countries to confront difficult ethical questions. How to decide about implementing such measures? When are such decisions justified? As a preliminary to addressing these questions, we assessed which concerns shape actual donor blood safety policymaking in five Western countries. STUDY DESIGN AND METHODS: Our qualitative study involved determining which issues had been discussed in advisory committee meetings and capturing these issues in general categories. Appropriate documents were identified in (...) collaboration with local decision-making experts in Canada, Germany, the Netherlands, the United States, and the United Kingdom. The introduction of hepatitis B virus nucleic acid testing and selected measures against variant Creutzfeldt-Jakob disease, West Nile virus, and Q-fever were chosen as cases representing decision-making on safety measures with high costs and low or uncertain added safety. RESULTS: A broad inventory of concerns was established, including: 1) nine categories of advantages and disadvantages of candidate safety policies; 2) six kinds of difficulties in assessing risks and forecasting the effects of safety policies; 3) 13 decision-making principles; and 4) six kinds of practical barriers hampering the translation of candidate policies into decisions. CONCLUSION: Blood safety policymaking involves a wide variety of competing concerns, and approaches to reconcile these considerations are themselves contested. Developing a systematic decision-making approach requires ethical reflection on, among others, reasonable costs of safety and the value of transparency in public policy. (shrink)

According to Suppes, measurement theory, like any scientific theory, should consist of two parts, a set-theoretical defined structure and the empirical interpretation of that structure. An empirical interpretation means the specification – ‘coordinating definitions’ – of a ‘hierarchy of models’ between the theory and the experimental results. But in the case of measurement theory, he defined the relationship between numerical structure and the empirical structure specifically in terms of homomorphism. This is rather a highly restrictive relation between models, and therefore (...) he never succeeded in giving his measurement theory empirical content. Based on the presentation of a research framework (the shared work of teachers), this text uses an empirical approach to examine the hypothesis of a co-elaboration of the professional situation. To do so, the empirical investigation, based on the Goffman framework, analyzes the process of reconstructing a teaching session (reference situation) over the course of a pedagogical counselling session (support situation) characterized by interaction between a beginning teacher and a trainer. The invalidation of the hypothesis leads to a suggested conceptualization (...) of the professional situation combining definitional approaches (emphasizing the duality between its singularity and its genericity) and methodological approaches. A partir de la présentation d’un cadre de recherche (le travail partagé des enseignants), ce texte soumet à l’empirie l’hypothèse de la co-élaboration de la situation professionnelle. Pour ce faire, en s’appuyant sur le cadre de Goffman, l’enquête empirique analyse le processus de reconstruction d’une séance d’enseignement (situation de référence) au cours d’une séance de conseil pédagogique (situation support) caractérisée par l’interaction entre une enseignante débutante et un formateur. L’invalidation de l’hypothèse débouche sur une proposition de conceptualisation de la situation professionnelle qui combine des approches définitoires (insistant sur la dualité entre sa singularité et sa généricité) et méthodologiques. The study explains the perception of the nation in the political thinking of Svetozár Hurban Vajanský, which is founded on primordialist starting points and has a holistic character. In this context, the relationship between the nationally conscious elite and the people is analysed in more detail. The ambivalence of Vajanský’s political thinking is evident in the fact that, in many ways, he formally promotes Ľudovít Štúr’s original idea of unity, but, within Slovak political discourse, he promotes the idea of programme (...) uniformity. Subsequently, this becomes a source of cultural and political isolationism. This fact is complemented in parallel by reflecting the primary acculturation importance of the national elite in developing the national consciousness of the population. Vajanský also incorporated the idea of Slavic mutuality into the national emancipation concept of developing Slovak national identity. Its content is in line with Štúr’s ethnic romanticism. The historicist concept of the development of Slavs under Russian protection also appears in his thinking. Vajanský’s Russophilism was, thus, loosely tied to the ideas of Russian Slavophiles and the idealising perspective of the Slavs’ civilisational mission, who were to form a new, more spiritual and culturally advanced, civilisation circle compared with the morally declining nations of the West. Generally, rational decision-making is conceived as arriving at a decision by a correct application of the rules of logic and statistics. If not, the conclusions are called biased. After an impressive series of experiments and tests carried out in the last few decades, the view arose that rationality is tough for all, skilled field experts not excluded. A new type of planner's counsellor is called for: the normative statistician, the expert in reasoning with uncertainty par excellence. To unravel this view, (...) the paper explores a specific practice of clinical decision-making, namely Evidence-Based Medicine. This practice is chosen, because it is very explicit about how to rationalize practice. The paper shows that whether a decision-making process is rational cannot be assessed without taking into account the environment in which the decisions have to be taken. To be more specific, the decision to call for new evidence should be rational too. This decision and the way in which this evidence is obtained are crucial to validate the base rates. Rationality should be model-based, which means that not only the isolated decision-making process should take a Bayesian updating process as its norm, but should also model the acquisition of evidence (priors and tests results) as a rational process. The notion of the unconscious is central to Freudian theory, and is at the same time dependent on a network of other concepts and assumptions. The theory as a whole is best understood as a historical anthropology, in the double sense that it reflects a historical transformation of the human condition and that its frame of reference is embedded in the cultural universe of a historical epoch. A critical reconstruction of the psychoanalytical project, now urgently needed, therefore faces a double (...) task: it must confront new experiences and developments which have changed the structures of human subjectivity and being-in-the-world, and it must involve a thoroughgoing examination of the conceptual blockages and imbalances built into Freud's successive systems. Both the 20th-century history of psychoanalysis and the new critical perspectives must be situated in the context of a long-term process of individualization; but they also reflect changing perceptions and interpretations of otherness, internal as well as external, and are, in that regard, related to the transformations of art and religion. Templates travel because they offer a tractable format that can be used for model-building in a variety of domains. It is often because of this quality that a particular template is chosen. But one cannot assume that there are always templates ready to model a new phenomenon, and moreover, templates have also been designed at some point. A critical aspect of this designing process is the choice of the mathematical objects with which one hopes to capture this phenomenon. This means (...) that one has to assess which of the properties of different kinds of mathematical objects and which combinations of them are most appropriate. The selection of these objects is based on whether their properties enable the model to perform its function. The article sheds light on programs and measures against Islamist-extremist messages both by governmental and non-governmental institutions in Germany. The “German way” for the most part is characterized through its renouncement of counter-terrorist narration through campaigns. Instead, decentralized, horizontal and “value-based” forms of strategic communication are being established. Therefore, German governmental as well as non-governmental institutions are currently developing educational programs in order to not only debunk extremist myths but rather to enable youngsters to critically reflect on mechanisms of ideologically (...) charged communication. Although the field of practices is multi-branched and diverse, we will make an effort to concisely map areas of action, structures of sponsorship and measures concerning Islamism in Germany. The educational material ‘Salam Online’ which was developed and produced by staff and students of the religious education department of Zentrum für Islamische Theologie Münster will be presented as one approach to countering Islamist-extremist ideology through debunking, critical reading and the proposition of social models of coherence and commonality. Even though it is often presumed that the use of technology like medication administration technology is both safer and more effective, the importance of nurses' know‐how is not to be underestimated. In this article, we accordingly try to argue that nurses' labor, including their different forms of knowledge, must play a crucial role in the development, implementation and use of medication administration technology. Using three different theoretical perspectives (‘heuristic lenses') and integrating this with our own ethnographic research, we will explore (...) how nursing practices change through the use of medication technology. Ultimately, we will argue that ignoring (institutional) complexity and the various types of important knowledge that nurses have, will seriously complicate the implementation of medication administration technology. Ce travail s’interroge sur les raisons de ce qui a fait le succès de la sociologie de Georges Gurvitch de 1945 à sa mort , et entend se démarquer d’une explication qui se contente de faire valoir le rôle institutionnel actif qu’eut Gurvitch dans ce qu’on a coutume d’appeler la « refondation » de la sociologie française après 1945. En effet, un examen du contenu de ses textes suggère que son projet intellectuel était en phase avec les préoccupations de nombre (...) de sociologues à ce moment-là, certes soucieux de construire une sociologie plus empirique inspirée du modèle américain, mais aussi de conserver une ambition théorique susceptible de fournir des concepts opérationnels pour traiter les grandes questions sociales. Ainsi Gurvitch a proposé un paradigme alternatif qui, tout en illustrant une volonté certaine de « reconstruire » la sociologie, a défendu l’idée d’une continuité de la tradition sociologique en France. Il semble que sa réception a été plus favorable que ce que les textes consacrés à la question laissent entendre.This paper considers the reasons for the success of the sociology of Georges Gurvitch from 1945 until his death in 1965. The approach proposed here intends to differentiate itself from the widespread explanation that focuses essentially on the active institutional role that Gurvitch played in the rebuilding of French sociology after 1945. An examination of the contents of his texts suggests that, at that time, the focus of Gurvitch’s interests were in line with the preoccupations of other sociologists who were certainly anxious to construct a more empirical sociology inspired by the American model, but also to conserve a theoretical ambition capable of providing the operational concepts to address the significant social questions. So Gurvitch proposed an alternative paradigm, while proclaiming his desire to « rebuild » sociology, also defended the idea of a certain continuation of the sociological tradition in France. It seems that its reception was much more favourable than we are led to believe by current texts that consider the question today. (shrink)

Notwithstanding the fact that a lot, if not most, of science is done outside the laboratory, most literature in the history and philosophy of science, when discussing the experimental method, focus only on experimentation “within the walls of a laboratory” . To fill this embarrassing gap, Astrid Schwarz has written an excellent book on field experimentation. The field, however, is a much more messy site than a clean lab. In an introduction to a special issue of Osiris on field science, (...) Kuklick and Kohler list a number of the problems related to science in the field: As scientific rigor is defined by the standards of the laboratory, the field is considered to be “a site of compromised work: field sciences have dealt with problems that resist tidy solutions, and they have not excluded amateur participants” . To discuss science in the field, we will have to take account of a methodological tension between laboratory and field standards of evidence and reasoning. .. (shrink)

The current expression of “flatten the curve” has similarities with mid-twentieth century macro-economic policy that can aptly be characterized as “shaping macro phenomena.” To the extent these similarities hold, the historical-epistemological analysis of this kind of macro-economic policy can provides us with a better understanding of the preconditions for the effectiveness of the current COVID-19 flatten-the-curve policy. Policy in terms of shaping a phenomenon presumes that the phenomenon in question exists and has a certain shape that can be moulded. This (...) moulding, however, is not assumed to be performed directly on the shape itself, but by operating the mechanism that generates this shape, and which is also believed to exist. Therefore the precondition for this kind of policy is knowing the mechanism at work. The knowledge of this kind of intervention needed to change the shape in a desired direction, this knowledge about the mechanism, is assumed to be captured by a mathematical model on which several policies can be tried out to see which one leads to the desired shape. Mid-twentieth century macro-economic policy aimed at shaping the business cycle, and hence was based on the belief in the existence of a business cycle mechanism. With the loss of the belief in the existence of such a mechanism, the policy of shaping the business cycle disappeared with that too. This paper unpacks this history and shows how this policy based on mechanical reasoning, which originated in natural science, was gradually replaced by an approach that takes into account non-natural aspects of human behaviour. Zusammenfassung Vor dem Hintergrund steigender Erlöse in der Fußball-Bundesliga zeigt sich eine zunehmende Professionalisierung nicht nur bei einem Blick auf die Managementstrukturen der Vereine, sondern auch bei näherer Betrachtung der Gehaltsdeterminanten von Fußballspielern. Die Gehaltshöhe hängt unter anderem von der in der Bundesliga in der Vergangenheit gezeigten Leistung ab. Fraglich ist, wie sich die Höhe der Gehälter von Spielern ergibt, die neu in die Liga wechseln und bei deren Leistungsbewertung gewisse Informationsdefizite auf Seiten der Vereine vorliegen, und wie diese Informationsdefizite (...) ausgeglichen werden. Die Analyse der Marktwerte von 7.019 Spieler-Jahres-Beobachtungen zeigt, dass die Vereine recht gut in der Lage sind, die spätere Leistung ihrer Spieler einzuschätzen und die Marktwerte der Spieler entsprechend beurteilt werden. Wechseln Spieler aus einer anderen Liga in die Bundesliga, so dient die Liga ihrer letzten Karrierestation als Proxy für die später erwartete Leistung, und sie weisen in Abhängigkeit der Liga, in der sie in der Vorsaison gespielt haben, unterschiedliche Marktwerte auf, was gleichzeitig auf Unterschiede in den Gehältern schließen lässt. In evaluating the merits and shortcomings of virtue ethics I focus on some central differences between virtue ethics and rival theories such as deontology and utilitarianism. Virtue ethics does not prescribe strict rules of conduct. Instead, the virtue ethical approach can be understood as an invitation to search for standards, as opposed to strict rules, that ought to guide the conduct of our individual lives. This requires a particular method. The importance of this approach in present times will become clear (...) when we investigate the relation between virtue ethics and postmodernity. In our postmodern age moral concepts are no longer perceived as deriving their meaning from larger frameworks. Instead, their meanings are perceived as being de rived from the contingencies that define our particular existences. Thus ongoing grass roots moral engagement is required, and virtue ethics is the appropriate moral framework for doing this. This results in a broadening of rationality insofar as the full richness of our situated lives are factored into our accounts of rationality. At the same time virtue ethics prevents relativism, mainly because it does justice to the social embeddedness of human activities. In order to illustrate the virtue ethical approach I will discuss two key concepts in our moral vocabulary: responsibility and integrity. We will see how these basic concepts can be properly understood only if one takes into consideration the contingencies, inherent paradoxes and tensions in human life. S. Afr. J. Philos.
