Fundamento: la historia del hospital Manuel Ascunce Domenech comenzó en 1946. Objetivo: Resaltar la importancia que tuvieron los trabajadores y decisores en la evolución histórica de la institución. Método: Es una investigación histórica basada en la investigación documental, se utiliza el submétodo cronológico para establecer el orden de los hechos que se describen. Se hicieron entrevistas a personalidades que laboran en el hospital desde o cercano a su fundación el 14 de enero de 1962 y se revisaron algunos artículos (...) históricos publicados. Resultados: Fueron necesarios 16 años desde que el gobierno de turno en el 1946 procediera a la segregación y compraventa de una parcela de terreno para la construcción del Hospital hasta su inauguración. Solo con el triunfo de la revolución y la voluntad política se pudo terminar la obra. Conclusiones: El Hospital ha cumplido una importante función asistencial, docente, gerencial e investigativa. Fundamental: the history of “Manuel Ascunce Domenech” hospital began in 1946.Objective: To highlight the importance that the workers and decision makers had in the historical evolution of the institution. Method: It is a historical research based on the documental research. The chronological sub method is used with the purpose to establish the order of the facts that are described here. Interviews to personalities that work in the hospital from or near the date of foundation on January 14, 1962 were made and some published historical articles were revised. Results: a period of 16 years was necessary since 1946 when the government of that moment proceeded to segregation, sale and purchase of a land parcel for the construction of the Hospital until its inauguration. The building work was possible to conclude just with the victory of the revolution and its political will. Es mi intención como Editor recién estrenado de los Anales de la Cátedra Francisco Suárez hacer lo posible para que la revista siga siendo un foro de referencia en la reflexión filosófica sobre los problemas que plantea la organización política de la convivencia social. Han sido precisamente esa determinación y ese criterio los que han inspirado la elección del tema al que está dedicada la Sección Monográfica de este número: el populismo.Hasta hace relativamente poco, el populismo parecía un fenómeno singular (...) hasta la extravagancia, geográficamente remoto e ideológicamente tan extremo que lo normal era decretar su irrelevancia práctica. Sin embargo, tras la gran recesión iniciada en 2008, hemos asistido a una asombrosa irrupción populista. El populismo se ha manifestado de un modo especialmente intenso allí donde, en cierto sentido, era endémico; se ha extendido, con mayor o menor ímpetu y con distintas máscaras, por todos los rincones de Europa, hasta poner en peligro la continuidad del proyecto de integración europeo; y, como colofón, ha terminado afectando a países teóricamente vacunados frente al virus populista y considerados auténticas luminarias democráticas, como es el caso de los Estados Unidos y de Gran Bretaña, que han terminado sucumbiendo a los cantos de sirena populistas. Todas esas circunstancias justificaban, por sí solas, una indagación filosófica sobre el fenómeno populista. (shrink)

O lugar da mulher na cultura e nas tradições africanas, especialmente dos povos bantu tem sido um desafio, uma vez que por um lado temos a ancestralidade que se manifesta pela cultura e por outro a modernidade trazida pelo ocidente por meio da colonização ou da interação com outros povos. Esta pesquisa tem como objeto o estudo do livro “No Fundo do Canto” de Odete Semedo, com a finalidade de analisar a representação do feminino e do místico como identidade (...) cultural da Guiné- Bissau. Trata-se de uma pesquisa de abordagem qualitativa, com objetivo descritivo-exploratório e procedimento documental. Quanto aos procedimentos metodológicos identificamos trechos de nove poemas da obra “No Fundo do Canto” que remete ao feminino e ao místico como marcas da identidade da Guiné-Bissau através dos significados construídos por meio da língua crioula, em especial. O corpus foi analisado à luz dos teóricos do porte de Augel, Hall, Semedo, Bâ, Cá e Timbane e Manuel e Timbane. Concluiu-se que a presença feminina está atrelada ao místico e remete ao poder feminino, como também demonstra características culturais de Guiné-Bissau, tendo a língua como propiciadora de formações léxico-semânticos que remetem as culturas do país. Conceptual engineering is the method for assessing and improving our concepts. Some have recently claimed that the implementation of such method in the form of ameliorative projects is truth-driven and should thus be epistemically constrained, ultimately at least (Simion 2018; cf. Podosky 2018). This paper challenges that claim on the assumption of a social constructionist analysis of ideologies, and provides an alternative, pragmatic and cognitive framework for determining the legitimacy of ameliorative conceptual projects overall. The upshot is that one should (...) not ameliorate for the sake of truth or knowledge, in the case of ideologies—at least, not primarily. (shrink)

When public opinion gets polarized, the population’s beliefs can experience two different changes: they can become more extreme in their contents or they can be held with greater confidence. These two possibilities point to two different understandings of the rupture that characterizes political polarization: extremism and radicalism. In this article, I show that from the close examination of the best available evidence regarding how we get polarized, it follows that the pernicious type of political polarization has more to do with (...) radicalism than with extremism. Reinforcing the confidence in the core beliefs of the group we identify with makes our beliefs immune to the reasons coming from the other political side. Finally, I also suggest that the rise of political polarization is not necessarily the result of an irrational process. (shrink)

Was ist George Berkeleys Auffassung des sinnlich wahrnehmbaren Naturgeschehens? Sie zu erklären und nachzuvollziehen ist Ziel des Bandes. Er zeigt, dass Berkeley das Naturgeschehen als einen göttlichen Diskurs sieht; das visuell Wahrgenommene ist dabei die Sprache. Berkeley beharrt darauf, diese These der göttlichen Sprache wörtlich auszulegen, da sie Grundlage eines seiner Ansicht nach einzigartigen Gottesbeweises ist. Um Berkeleys Argumentation zu verstehen, muss man sich auch mit den (historischen) Umständen beschäftigen, in welchen er diese These entwickelt und verteidigt. Deshalb wird sie (...) im ersten Teil in ihren diachronen und synchronen historischen Kontext eingebettet. Die zweite Hälfte ist dann einer kritischen Rekonstruktion von Berkeleys These gewidmet. The Bayesian brain hypothesis, predictive processing, and variational free energy minimisation are typically used to describe perceptual processes based on accurate generative models of the world. However, generative models need not be veridical representations of the environment. We suggest that they can be used to describe sensorimotor relationships relevant for behaviour rather than precise accounts of the world.

The purpose of this paper is to identify the upholders of the thesis reported by Plutarch, De Stoicorum repugnantiis 23, aimed to reject Stoic determinism. A brief introduction will be devoted to the relationship between this text and the more general context of the Stoic philosophy. Then, I will take into account the objection against Stoic determinism raised by some anonymous philosophers: according to it, causal determinism would be inconsistent with the choice among indistinguishables. Chrysippus replied that if that choice (...) were not determined, it would occur without causes; and this would be absurd. Then I will summarize the most likely hypotheses about the identification of Chrysippus’ opponents, and I will opt for Academics. Finally, I will try to conjecture the link between Plutarch’s passage and the debate among Stoics and Academics about indistinguishables, as we know it from other sources. (shrink)

In this paper I aim to ascribe to Chrysippus two ‘compatibilist’ theories and to explain their differences through the fact that our sources depend on different parts of the philosopher’s corpus. This can be confirmed by a passage in Eusebius and by Chrysippus’ wordy style of writing. In my opinion, Alexander and Nemesius report the more general theory, stating that fate rules everything but employs the nature of each being as a means to accomplish its plans. Cicero and Gellius report (...) a theory more connected with human responsibility. Their accounts are similar, but the fact that they are not drawing upon the same source becomes clear once we analyse in detail the objections to which the philosopher was responding: Cicero seems to report a criticism levelled by Arcesilaus against Zeno, Gellius one levelled against Chrysippus by his contemporaries. The way digital information technologies work and, more specifically, the possibilities for action that technological devices offer to us affect our processes of political belief formation. In particular, there seems to be a close connection between our digital affordances and the increase of the sort of polarization that threatens the proper functioning of democracy. In this paper, we analyze whether the type of polarization linked to the use of digital technologies, and which endangers the health of public deliberation, has to (...) do with the adoption of beliefs whose contents are increasingly extreme—extremism—or, on the contrary, has more to do with increasing our credence in the core beliefs of our political identity—radicalism. The emphasis of systems and synthetic biology on quantitative understanding of biological objects and their eventual re-design has raised the question of whether description and construction standards that are commonplace in electric and mechanical engineering are applicable to live systems. The tuning of genetic devices to deliver a given activity is generally context-dependent, thereby undermining the re-usability of parts, and predictability of function, necessary for manufacturing new biological objects. Tolerance and allowance are key aspects of standardization that need to be (...) brought to biological design. These should endow functional building blocks with a pre-specified level of confidence for bespoke biosystems engineering. However, in the absence of more fundamental knowledge, fine-tuning necessarily relies on evolutionary/combinatorial gravitation toward a fixed objective. (shrink)

Synthetic biology aims at making life easier to an engineer by applying biotechnology engineering principles such as standardization and modularity. I argue that living organisms are inherently non-machine, non-standardized entities and that the current state-of-the-art in SynBio combines pre- and post-standardization efforts, in a scenario without evidence that full standardization in biology is even possible. I finally propose a new view on SynBio based on purpose rather than on technicalities.

In this paper, we study the effects of using an algorithm-based risk assessment instrument (RAI) to support the prediction of risk of violent recidivism upon release. The instrument we used is a machine learning version of RiskCanvi used by the Justice Department of Catalonia, Spain. It was hypothesized that people can improve their performance on defining the risk of recidivism when assisted with a RAI. Also, that professionals can perform better than non-experts on the domain. Participants had to predict whether (...) a person who has been released from prison will commit a new crime leading to re-incarceration, within the next two years. This user study is done with (1) general participants from diverse backgrounds recruited through a crowdsourcing platform, (2) targeted participants who are students and practitioners of data science, criminology, or social work and professionals who work with RisCanvi. We also run focus groups with participants of the targeted study, including people who use RisCanvi in a professional capacity, to interpret the quantitative results. Among other findings, we observe that algorithmic support systematically leads to more accurate predictions from all participants, but that statistically significant gains are only seen in the performance of targeted participants with respect to that of crowdsourced participants. Among other comments, professional participants indicate that they would not foresee using a fully-automated system in criminal risk assessment, but do consider it valuable for training, standardization, and to fine-tune or double-check their predictions on particularly difficult cases. We found that the revised prediction by using a RAI increases the performance of all groups, while professionals show a better performance in general. And, a RAI can be considered for extending professional capacities and skills along their careers. (shrink)

Identifying the determinants of human behavior is useful to adjust interventions and lead the civil society toward a stronger commitment to climate change mitigation and adaptation objectives, achieving greater support for successfully implementing environmental policies. Existing research has largely focused on case studies of pro-environmental behaviors in developed economies but there is very little evidence for developing countries. This study provides estimations of the effect of internal factors, such as sociodemographic variables, and four psychological dimensions on PEBs. Data were obtained (...) through a survey applied with future decision makers – university students – from Colombia and Nicaragua. Indices were generated for PEBs and the psychological dimensions using z-scores and Principal Component Analysis. Partial correlations were evaluated through the Ordinary Least Squares method. Our results suggest that, in order to reach the planned emission reduction targets, policy approaches should more strongly focus on educating and motivating citizens and prepare them for contributing to the environmental cause, as well as provide individual solutions to combat CC, rather than providing only information on its causes and consequences. This article explores how citizen participation was methodologically devised and materially articulated in the postdisaster reconstruction of Constitución, one of the most affected cities after the earthquake and tsunami that battered south central Chile in 2010. I argue that the techniques deployed to engineer the participation were arranged as a policy experiment where a particular type of public was provoked—one characterized by its emotional detachment, political engagement, and social tolerance. The case of Constitución, however, also shows that this public ran (...) parallel to other forms of being a public not aligned with the experiment’s assumptions. More broadly, the article argues that while disaster studies need to acknowledge the generative capacities of public participation, science and technology studies should include disasters as a particular setting for participatory experiments. For more than 200 years scholars have proceeded on the assumption that there was a controversy (in the sense of an argumentative exchange) between the bishop of Cork and Ross, Peter Browne (c. 1665–1735), and his nowadays more famous contemporary, the bishop of Cloyne, George Berkeley (1685–1753) about what we might call ‘the problem of divine attributes’. This problem concerns one of the most vexing issues for 17th /18th century Irish intellectuals. Simply put, it turns on two interconnected questions, namely (...) (1) an ontological question regarding God’s attributes and (2) a semantical question regarding the proper conception of analogy: -/- (1) Do God’s attributes only differ in degree or also in kind from their human counterparts? -/- (2) Is “analogical attribution” only concerned with the structure or the modus of the attribution? That is, is it a separate mode of speech (apart from the metaphorical and literal) or does it just mean we have to use analogies for our divine attributions? -/- In regard to the first question Berkeley argues the attributes of God and humans only differ in degree but not in kind (Alc. 4.22). Browne, on the other hand, is convinced that human and divine attributes differ in kind: “What Knowledge and Goodness are in the Nature of Man, that some inconceivable but correspondent Perfections are in the Nature of God […] which tho’ totally different in Kind from those Properties in us bearing the same Name” (Procedure, 138). Furthermore, Berkeley rejects the notion that analogical attribution is a separate mode of speech in addition to the literal and the metaphorical. Rather, it is an attribution made in the form of an analogy in which the words can be used literally or metaphorically (Alc. 4.21). By contrast, Browne repeatedly insists analogical attribution is more than just using analogies for attributing something to God. He thinks it is a separate mode of speech that ought to be distinguished from literal and metaphorical language (Procedure, 12, 23–29, 123–46). -/- Hence, there can be no doubt that Browne and Berkeley advance conflicting solutions to the problem of divine attributes. Yet, advancing disagreeing positions is not the same as having a (heated) argumentative exchange, i.e., a controversy. In contrast to the controversy-reading, I will defend the following view: Browne surely felt attacked by Berkeley’s elaborations in Alciphron (1732) and reacted to them in his Divine Analogy (1732/3). However, there was no argumentative exchange because Browne’s Procedure (1728) had virtually no influence on Berkeley when he was writing Alciphron. Furthermore, the available evidence suggests that Berkeley was indifferent to the (elaborate) criticisms of Alciphron found in Browne’s Divine Analogy. Thus, while the two bishops have differing positions and Browne reacted to Berkeley there is no reaction on Berkeley’s part and hence there is no argumentative exchange between the two at all, which is why their differing opinions are best described as such and not as a controversy. Si observamos con detenimiento la realidad, veremos que no hay efecto sin fin, de modo que la subordinación de todos los agentes se lleva a cabo en función de los fines para los que están dispuestos, pues todo lo que se realiza, se realiza en vista de un fin. Sin embargo, el materialismo racionalista, empirista e idealista, sólo acepta que hay un bien útil o deleitable y rechaza el bien honesto y al negar la finalidad en la que lo imperfecto (...) se subordina a lo perfecto, no sólo se excluye a Dios, sino que, una vez que una persona muere, no hay más que la descomposición del cuerpo quedando descartada la trascendencia. Por otra parte, la negación del principio de finalidad también afecta el primer principio práctico que es la sindéresis con lo que se compromete el orden moral. Esa es la razón por la que vemos importante recuperar el pensamiento de santo Tomás de Aquino y algunas de sus implicaciones en torno al principio de finalidad, ya que, al presentar la universalidad, evidencia e importancia del principio de finalidad, santo Tomás demuestra la apertura del hombre a la trascendencia y el orden moral que se requiere para alcanzarla. According to a common belief concerning the Mach-Boltzmann debate on atoms, the new experiments performed in microphysics at the turn of the 19th and 20th centuries confirmed Boltzmann’s atomic hypothesis and disproved Mach’s anti-atomic view. This paper intends to show that this belief is partially unjustified. Mach’s view on atoms consists in fact of different kinds of arguments. While the new experiments in microphysics refute indeed his scientific arguments against the atomic hypothesis, his epistemological arguments are unaffected. In this regard, (...) Mach’s epistemological approach remains relevant for today’s discussion on the status of the notion of atom. (shrink)

El objetivo de este artículo es evaluar si la estrategia populista conlleva oportunidades o peligros para la democracia y para ello se analizan los principales elementos del discurso populista a la luz de las intervenciones de dos líderes europeos, Pablo Iglesias y Marine Le Pen. Se sostiene que la estrategia populista no implica por sí misma un riesgo para la democracia sino que depende del tipo de demandas sociales que se articulen y de los valores hegemónicos que se quieran transmitir (...) a la opinión pública. La estructura del artículo es la siguiente: en primer lugar, se realiza una revisión crítica de la literatura sobre populismo; en segundo lugar, se analizan tanto la estructura formal como el carácter vacuo y disputado del discurso populista a partir de las intervenciones de Iglesias y Le Pen; por último, se presentan unas reflexiones finales. El formalismo no es la única dolencia que aqueja al Derecho o, mejor, a quienes tienen la función de interpretarlo y aplicarlo. Pero es quizás la más perniciosa en los países latinos por el carácter de enfermedad endémica que ha adquirido en nuestra cultura jurídica. Es cierto, por otro lado, que no todo lo que se llama a veces "formalismo" es igualmente rechazable; e incluso hay un formalismo -un significado de esa expresión- que no lo es en absoluto. El Derecho (...) es, en buena medida, un fenómeno de autoridad; en el mismo, las razones formales tienen una importancia fundamental, lo que no ocurre, por ejemplo, en la moral. Por eso, los jueces no deben dialogar, como a veces se dice, de tú a tú con la Constitución y con las leyes, sino que deben reconocer la autoridad de la una y de las otras; en el caso del juez constitucional, el sometimiento a la Constitución debe ir unido a la deferencia hacia el legislador como principio interpretativo fundamental. Si las cosas no fueran así, no habría Estado de Derecho, simplemente porque el imperio de la ley habría pasado a ser imperio o gobierno de los jueces. (shrink)

La obra filosófica de Ludwig Wittgenstein (1889-1951) se divide en dos etapas diferenciadas, representadas por sus dos libros más emblemáticos: el Tractatus Logico-Philosophicus (1921) y las Investigaciones filosóficas (1953). En ambos períodos, Wittgenstein desarrolló ideas filosóficas extraordinariamente brillantes, originales e influyentes, que le harían merecer —por dos veces— el título de autor capital en la historia del pensamiento. El lenguaje, asunto fundamental que ocupó a Wittgenstein toda su vida, es también el tema clave del presente libro, centrado en su segunda (...) época. El autor, Manuel Pérez Otero, presenta las principales consideraciones wittgensteinianas sobre esa problemática así como diversas reflexiones que el estudio de la misma le ha permitido elaborar durante las últimas dos décadas. In today's societies, there are conflicts that cause direct violence in a considerable part of the population. Homelessness is an example of the concealment of a social peace that is not real insofar as it affects those who do not have the minimum socio-economic guarantees to live with dignity. In this article, the authors reflect on some of the issues related to this type of problems that continue to stifle genuine participation and, therefore, the possibility of a more real democratic (...) coexistence. One proposal for tackling this type of context is art focused as a space for participation based on the experiences of the participants. In this case, of those who do not have the same opportunities to tell how they feel about what is happening to them. Specifically, the methodology of theatre is presented, mediating a reality from the representation of bodies as creativity that generates diverse and different interpretations. (shrink)

From the perspective of Martin Heidegger’s philosophy of technology, the Internet qualifies as a paradigm of modern technology, for it possesses all its essential properties to a very high degree: the setting-upon, the challenging revealing, the revealing of what-is as standing-reserve, and a multiple concealment. This article is dedicated to proving the truth of this statement through an analysis of the way in which the Internet satisfies in an exemplary way these properties of the essence of modern technology. Among the (...) possible corollaries of this analysis, we will focus on showing how it constitutes an argument against mythinformation philosophies such as Sloterdijk’s, as we show that the Internet is not governed by an alleged non-dominant, dialogical, and cooperative operativity. Automated vehicles (AVs) are expected to operate on public roads, together with non-automated vehicles and other road users such as pedestrians or bicycles. Recent ethical reports and guidelines raise worries that AVs will introduce injustice or reinforce existing social inequalities in road traffic. One major injustice concern in today’s traffic is that different types of road users are exposed differently to risks of corporal harm. In the first part of the paper, we discuss the responsibility of AV developers to address (...) existing injustice concerns regarding risk exposure as well as approaches on how to fulfill the responsibility for a fairer distribution of risk. In contrast to popular approaches on the ethics of risk distribution in unavoidable accident cases, we focus on low and moderate risk situations, referred to as routine driving. For routine driving, the obligation to distribute risks fairly must be discussed in the context of risk-taking and risk-acceptance, balancing safety objectives of occupants and other road users with driving utility. In the second part of the paper, we present a typical architecture for decentralized automated driving which contains a dedicated module for real-time risk estimation and management. We examine how risk estimation modules can be adjusted and parameterized to redress some inequalities. (shrink)

In diesem Open-Access-Sammelband setzen sich Autor*innen aus unterschiedlichsten Disziplinen mit der Auswirkung einer digitalisierten Öffentlichkeit für die Politische Bildung auseinander. Sie erörtern, wie sich die Formen digitaler politischer Kommunikation auswirken, wie der Politikunterricht mit der veränderten Ausgangslage umgehen könnte und welche Kompetenzen Schüler*innen benötigen, um in der digitalen Öffentlichkeit selbstbestimmt und -ermächtigt politisch teilzuhaben. Die Komplexität und die Interdependenzen digitaler Kommunikation verlangen nach einer multiperspektivischen und transdisziplinären Perspektive, der dieser Band verpflichtet ist.

Over the arc of his career, E. O. Wilson first embraced, then popularized, and finally rejected an extreme genetical hereditarian view of human nature. The controversy that ensued during the period of popularization (largely in the 1970s and 1980s) obscured the fact that empirical and theoretical research during this time undercut the assumptions necessary for this view. By the end of his career, Wilson accepted the fact that individual/kin selection models were insufficient to explain human behavior and society, and he (...) began conducting research based upon multilevel (group) selection, an idea he had previously scorned.
