This paper takes as its starting point the special provision made for grant maintained schools through the 1998 School Standards and Framework Act and suggests that the compromise it represented may be considered as an example of New Labour's Third Way in politics. The latter is discussed in terms of general and educational policies with specific regard to the characteristics of self-governing schools.

An emerging class of theories concerning the functional structure of the brain takes the reuse of neural circuitry for various cognitive purposes to be a central organizational principle. According to these theories, it is quite common for neural circuits established for one purpose to be exapted (exploited, recycled, redeployed) during evolution or normal development, and be put to different uses, often without losing their original functions. Neural reuse theories thus differ from the usual understanding of the role of neural plasticity (...) (which is, after all, a kind of reuse) in brain organization along the following lines: According to neural reuse, circuits can continue to acquire new uses after an initial or original function is established; the acquisition of new uses need not involve unusual circumstances such as injury or loss of established function; and the acquisition of a new use need not involve (much) local change to circuit structure (e.g., it might involve only the establishment of functional connections to new neural partners). Thus, neural reuse theories offer a distinct perspective on several topics of general interest, such as: the evolution and development of the brain, including (for instance) the evolutionary-developmental pathway supporting primate tool use and human language; the degree of modularity in brain organization; the degree of localization of cognitive function; and the cortical parcellation problem and the prospects (and proper methods to employ) for function to structure mapping. Ethical decision making is a core part of the work of social work and human service practitioners, who confront with regularity dilemmas of duty of care; confidentiality, privacy and disclosure; choice and autonomy; and distribution of increasingly scarce resources. This article details the development and application of the Inclusive Model of Ethical Decision Making, created in response to growing awareness of the complexities of work in both public and private sectors. The model rests on four key platforms that are constructed (...) from important foundational values and principles. These platforms are: Accountability, Consultation, Cultural Sensitivity and Critical Reflection, and underlie the dynamic five-step process that uses a reflective yet pragmatic approach to identify and analyze all relevant aspects of an ethical dilemma. The article begins by exploring the anatomy of an ethical dilemma, including the identification of competing ethical principles. It then moves on to highlight the different points in a decision-making process where difficulties typically arise for practitioners who may confront problems of interpretation of ethical codes, lack of access to needed resources and supports, or who may find themselves bound by legal or organizational restrictions. It is argued that this model has useful application for both social work education and practice. (shrink)

At least since the seminal work of the (US) National Commission for the Protection of Human Subjects of Biomedical and Behavioral Research in the 1970s, a fundamental distinction between research and practice has underwritten both conceptual work in research ethics and regulations governing research involving human subjects. Notwithstanding its undoubted historical importance, I believe the distinction is problematic because it misrepresents clinical inquiry. In this essay, I aim to clarify the character of clinical inquiry by identifying crucial contextual constraints on (...) justification constitutive of clinical science. This analysis shows that, from an epistemological point of view, clinical research and clinical practice are not sharply distinct but intimately intertwined. This result is important in its own right—an enriched understanding of the epistemology of clinical research is valuable in and of itself. But this result is also important because it has profound implications for the ethics of human subjects research. (shrink)

This study presents scientific theories about the female body in Greece of the 5th and 4th centuries BC. It demonstrates the influence of cultural preconceptions on such theories, and of scientific theories on cultural attitudes.

This article explores various conceptions of Nietzsche’s thoughts on autonomy. It distinguishes six main interpretive approaches, each with its own conception of autonomy: autonomy as spontaneous self-determination, in the sense of traditional free will; a “standard model” interpretation counting actions as autonomous when they are caused by rationalizing beliefs and desires; a view that traces autonomy to a Kantian transcendental subject; constitutivist theories that seek to explain the source of normativity by “deriving ethics from action”; “hierarchical model” interpretations arguing that (...) complex, higher-order attitudes “speak for the agent,” and thereby constitute her autonomy; and conceptions of autonomy as an ethical ideal. Success in sport can provide a source of national pride for a society, and vast financial and personal rewards for an individual athlete. It is therefore not surprising that many athletes will go to great lengths in pursuit of success. The provision of healthcare for elite sports people has the potential to create many ethical issues for sports doctors; however there has been little discussion of them to date. This study highlights these issues. Respondents to a questionnaire identified many ethical (...) matters, common to other areas of medicine. However they also raised problems unique to sports medicine. Some of these ethical difficulties arise out of the place of the sports doctor within the hierarchy of sport. Yet others arise out of the special relationship between sports doctors and individual players/athletes. This study raises some important questions regarding the governance of healthcare in sport, and what support and guidance is available to sports doctors. As medical and scientific intervention in sport escalates, there is a risk that demands for enhanced performance may compromise the health of the athlete, and the role the sports doctor plays remains a critical question. We argue that there are three norms of critical discussion in stark relief in Republic I. The first we see in the exchange with Cephalus---that we interpret each other and contribute to discussions in a maximally argumentative fashion. The second we seein the exchange with Polemarchus---that in order to cooperate in dialectic, interlocutors must maintain a distance between themselves and the theses they espouse. This way they can subject the views to serious scrutiny without the risk of personal loss. Third, (...) and finally, from Socrates’ exchange with Thrasymachus, it is clear that uncooperative discussants must be handled in a fashion that reinforces the goals of dialectic. So Thrasymachus is refuted and silenced not just for the sake of correcting his definition of justice, but also for the sake of those listening. (shrink)

Many have attempted to respond to arguments for the incompatibility of freedom with divine foreknowledge by claiming that God’s beliefs about the future are explained by what the world is like at that future time. We argue that this response adequately advances the discussion only if the theist is able to articulate a model of foreknowledge that is both clearly possible and compatible with freedom. We investigate various models the theist might articulate and argue that all of these models fail.

This paper examines the controversial governance mechanism of classified boards. Classified board advocates believe that multiple year terms give directors a longer-term horizon. Shareholder activists push for declassifications of boards because they argue that agency problems are likely to arise. In a longitudinal study of six years of KLD, RiskMetrics and Compustat data, we test the influence of classified boards on social performance dimensions. We find that classified boards are negatively associated with social performance strengths in the areas of community (...) and diversity, indicating that they are not proactive in these areas. However, classified boards are negatively associated with social performance concerns on five out of six dimensions, providing evidence that while these boards are not proactive in stakeholder management, neither are they harmful nor neglectful towards stakeholders. The overall findings suggest that classified boards may be associated with a stakeholder management philosophy of “do no harm.”. (shrink)

In this contribution to Text Matters, I would like to introduce gender into my feminist response to Paul Ricoeur’s hermeneutic phenomenology of the capable subject. The aim is to make, phenomenologically speaking, “visible” the gendering of this subject in a hermeneutic problematic: that of a subject’s loss of confidence in her own ability to understand herself. Ricoeurian hermeneutics enables us to elucidate the generally hidden dimensions in a phenomenology of lost self-confidence; Ricoeur describes capability as “originally given” to each lived (...) body; but then, something has happened, gone wrong or been concealed in one’s loss of confidence. Ricoeur himself does not ask how the gender or sex of one’s own body affects this loss. So I draw on contemporary feminist debates about the phenomenology of the body, as well as Julia Kristeva’s hermeneutics of the Antigone figure, in order to demonstrate how women might reconfigure the epistemic limits of human capability, revealing themselves as “a horizon” of the political order, for better or worse. Embodied Cognition is growing up, and How the Body Shapes the Mind is both a sign of, and substantive contributor to this ongoing development. Born in or about 1991, EC is only now emerging from a tumultuous but exciting childhood marked in particular by the size and breadth of the extended family hoping to have some impact on its early education and upbringing. As family members include computer science, phenomenology, developmental and cognitive psychology, analytic philosophy of mind, linguistics, neuroscience, and (...) eastern mysticism, just to name a few, EC has both benefited and suffered from a wealth of different and often incompatible ideas about who and what it is, what it should do with its life, even what language it should speak. Gallagher brings some cohesion and consistency to this situation, not by surveying and synthesizing these competing approaches, but by focusing on some fundamental issues, and carefully marshalling the evidence and developing the vocabulary to thoroughly consider them. As is well known, dialog partners manage the uncertainty inherent in conversation by continually providing and eliciting feedback, monitoring their own comprehension and the apparent comprehension of their dialog partner, and initiating repairs as needed (see e.g., Cahn & Brennan, 1999; Clark & Brennan, 1991). Given the nature of such monitoring and repair, one might reasonably hypothesize that a good portion of the utterances involved in dialog management employ meta-language. But while there has been a great deal of work on (...) the specific topic of dialog management, and it is widely (if often tacitly) accepted that meta-language is frequently involved, there has been no work specifically investigating and quantifying the role of meta-language in dialog management. Thus, this small study investigated the correlation between meta-language and dialog management utterances in three dialog files of the British National Corpus (BNC). (shrink)

However, there has also been growing interest in trying to create, and investigate the potential benefits of, intelligent systems which are themselves metacognitive. It is thought that systems that monitor themselves, and proactively respond to problems, can perform better, for longer, with less need for (expensive) human intervention. Thus has IBM widely publicized their "autonomic computing" initiative, aimed at developing computers which are (in their words) self-aware, selfconfiguring, self-optimizing, self-healing, self-protecting, and self-adapting. More ambitiously, it is hypothesized that metacognitive awareness (...) may be one of the keys to developing truly intelligent artificial systems. DARPA's recent Cognitive Information Processing Technology initiative, for instance, foregrounds reflection (along with reaction and deliberation) as one of the three pillars required for flexible, robust AI systems. IN DEFENSE OF SECTION V: A REPLY TO PROFESSOR YOLTON Professor Yolton's article is especially valuable for its opening paragraphs on the writing done in the eighteenth century on the physiological basis of cognition. These provide a much-needed background to Hume's own remarks on the nature of perceptions.. It is both correct and helpful, I think, to understand any philosopher as a man of his own century. Professor (...) Yolton offers this article, in part at least, to differ with my interpretation given in "The Location, Extension, Shape, and Size of Hume's Perceptions." It seems to me, however, that this opening part of his article serves instead to lend support to mine. I have not said, by the way, that Hume believes that ideas are "brain impressions," since Hume has not used that phrase himself. Instead, I have merely provided evidence that Hume believes some perceptions have location, extension, shape and size; and I have pointed out an inconsistency that arises in this connection. Professor Yolton warns against taking Hume to intend, in saying that an idea represents its impression, that the idea is an image of the impression. I find, however, that Hume does assert that ideas are images: Those perceptions, which enter with most force and violence, we may name impressions.... By ideas I mean the faint images of these in thinking and reasoning.... (Tl) Again, in explaining memory: For what is the memory but a faculty, by which we raise up the images of paet perceptions? And as an image necessarily resembles its object.... (T260) At the end of his Part I, Professor Yolton concludes: (1) Hume never mentions the brain and the physiological processes. It is the mind or the soul which considers, conceives, imagines, remembers, thinks It seems to me not at all clear that Hume distinguishes soul 27. or mind from the brain, for he says: Bodily pains and pleasures...arise Originally in the soul, or in the body, whichever you please to call it.... (T276) And Hume certainly does describe the brain and its physiological processes on T60-61 and T185, as Professor Yolton himself later recognizes explicitly on his pages 12 and 16. An ambiguity arises regarding 'representation', Professor Yolton concludes, because Hume is writing in two languages in his account of ideas as representations : The difficulties of interpretation arise from Hume's application of quantitative terms to ideas - size, parts, divisibility. We have to balance this quantitative language of ideas by Hume's ascription of logical properties to ideas - truth, contradiction, possibility. When he speaks of ideas 'representing' things, to which language does 'representation' belong: to the quantitative or to the logical language? (6) I gather that Professor Yolton finds some sort of incompatibility between the "quantitative" characteristics of ideas and their "logical" ones; yet he offers no explanation why he finds them incompatible. More to the point, of course, is whether Hume himself regarded them as incompatible. I find he does not. Rather, it appears that it is the "quantitative" aspects of some ideas that permit them to be adequate representations, having the same "logical" properties as do objects. On T28 Hume has concluded that some ideas are very small: This however is certain, that we can form ideas, which shall be no greater than the smallest atom of the animal spirits of an insect a thousand times less than a mite.... Then on the following page he makes use of this conclusion to argue that ideas have the same "logical" properties as the objects they represent: Wherever ideas are adequate representations of objects, the relations, contradictions and 28. agreements of the ideas are all applicable to the objects ; and this we may in general observe to be the foundation of all human knowledge. But our ideas are adequate representations of the most minute parts of extension; and thro' whatever divisions and subdivisions we may suppose these parts to be arriv'd at, they can never become inferior to some ideas, which we form. The plain consequence is, that whatever appca rn impossible and contradictory upon the comparison of these ideas, must be really impossible and contradictory, without any farther excuse or evasion. In this paper, we present a meta-cognitive approach for dropping and reconsidering intentions, wherein concurrent actions and results are allowed, in the framework of the time-sensitive and contradiction-tolerant active logic.

Current debate in metaethics includes the question of objectivity. What does it mean for a moral prescription to be objective? It is easy to see how matters of fact are objective, and it is also easy to see how matters of taste are subjective. But what about matters of morality? Given the diversity in moral beliefs and practices it appears these cannot be matters of fact. Are they thus matters of taste? If so, we are left with the unlivable conclusion (...) that all moral prescriptions are beyond rational scrutiny. David Hume expressed these problems in a way that continues to be influential today: ‘Tis as little contrary to reason to prefer even my own acknowled'd lesser good to my greater’ (Hume, 2003: 2.III.ii). Resolving problems about moral objectivity is further complicated by the philosophical presuppositions of analytic philosophy that have dominated the 20th century, initiated in the work of G.E. Moore, and promulgated in theories such as logical positivism and ordinary language philosophy. Contemporary thinkers from both the cognitivist and the non‐cognitivist camps have tried to demonstrate that moral claims are objective in the sense of being subject independent. By considering contemporary appeals to the ideally rational self to establish objectivity, and objections to rationality as a ground for objectivity, it will be argued that objectivity can be grounded in the good which in turn is grounded in human nature. This approach can be found in the Socratic denial of knowingly doing evil, and out of this a foundation for moral objectivity can be developed that does not require an appeal to the individual's mental state and which preserves individual responsibility for knowing the good.
