Most of the IoT-based smart systems require low latency and crisp response time for their applications. Achieving the demand of this high Quality of Service becomes quite challenging when computationally intensive tasks are offloaded to the cloud for execution. Edge computing therein plays an important role by introducing low network latency, quick response, and high bandwidth. However, offloading computations at a large scale overwhelms the edge server with many requests and the scalability issue originates. To address the above issues, an (...) efficient resource management technique is required to maintain the workload over the edge and ensure the reduction of response time for IoT applications. Therefore, in this paper, we introduce a metaheuristic and nature-inspired Artificial Bee Colony optimization technique that effectively manages the workload over the edge server under the strict constraints of low network latency and quick response time. The numerical results show that the proposed ABC algorithm has outperformed Particle Swarm Optimization, Ant Colony Optimization, and Round-Robin Scheduling algorithms by producing low response time and effectively managing the workload over the edge server. Furthermore, the proposed technique scales the edge server to meet the demand of high QoS for IoT applications. (shrink)

Background: Systematized Nomenclature of Medicine—Clinical Terms (SNOMED CT, hereafter abbreviated SCT) is acomprehensive medical terminology used for standardizing the storage, retrieval, and exchange of electronic healthdata. Some efforts have been made to capture the contents of SCT as Web Ontology Language (OWL), but theseefforts have been hampered by the size and complexity of SCT. Method: Our proposal here is to develop an upper-level ontology and to use it as the basis for defining the termsin SCT in a way that will (...) support quality assurance of SCT, for example, by allowing consistency checks ofdefinitions and the identification and elimination of redundancies in the SCT vocabulary. Our proposed upper-levelSCT ontology (SCTO) is based on the Ontology for General Medical Science (OGMS). Results: The SCTO is implemented in OWL 2, to support automatic inference and consistency checking. Theapproach will allow integration of SCT data with data annotated using Open Biomedical Ontologies (OBO) Foundryontologies, since the use of OGMS will ensure consistency with the Basic Formal Ontology, which is the top-levelontology of the OBO Foundry. Currently, the SCTO contains 304 classes, 28 properties, 2400 axioms, and 1555annotations. It is publicly available through the bioportal athttp://bioportal.bioontology.org/ontologies/SCTO/. Conclusion: The resulting ontology can enhance the semantics of clinical decision support systems and semanticinteroperability among distributed electronic health records. This paper analyzes post-Mao China as a complex risk society in which social, economic, and ecological risk syndromes pertaining to highly diverse levels and systems of development are manifested simultaneously. Complex risk society is a theoretical extension of Ulrich Beck’s thesis on risk society, focusing on complex developmental temporalities that are pervasively symptomatic of rapidly but asymmetrically developing political economies. In my earlier study, Korea was defined as a complex risk society in which risk syndromes of developed, undeveloped, and compressively (...) developing societies are concurrently generated. In the current study, post-Mao China is also analyzed as a complex risk society which is, in fact, more complex than Korea. Paradoxically, due to its explosive development in the post-Mao era which even dwarfs Korea, China is now confronted by all of its capitalist neighbour’s risk syndromes. Besides, due to its so-called gradual approach to reform, China is beset with a complicated mix of socialist and post-socialist syndromes of risks. Gradual reform is in practice a sort of peripatetic pluralism in economic and social reform for maximizing developmental utilities of all types of human, material, and institutional resources—a policy line inevitably accompanied by similarly plural sources and factors of social, economic, and ecological risks. The unprecedented temporal and systemic complexity in China’s risk structure has crucial implications for the country’s much deplored tendency for inequalities. In particular, class inequalities and regional disparities seem to be manifest in risk dimensions no less critically than in material dimensions. The state’s developmentalism alone is no solution for risk complexities or inequalities. (shrink)

Nous examinons les rapports entre les récits individuels et les lieux urbains typiques de deux villes d’eau, Tongli et Zhenze, situées dans le sud de la province de Jiangsu, sans négliger les dynamiques culturelle et sociale concernant le développement du tourisme et la protection du « patrimoine culturel » local. L’enchâssement, le dé-senchâssement et le ré-enchâssement des mémoires (...) et des lieux dans ces villes d’eau nous invitent à nous réinterroger sur les modes de production des temporalités, ses différentes figures et leurs divers usages. La présente étude ouvre des pistes pour s’interroger sur les concepts de modernité et de postmodernité, en examinant les rapports des espaces urbains avec les temporalités sociales. (shrink)

The term ‘humanism’ is Western in origin. It denotes the tradition that places special emphasis on cultivation of letters for education. In the West, this tradition was originated with sophists and Isocrates, established by Cicero, and was developed by Renaissance humanists. East Asia, however, also has its own humanistic traditions with equal educational relevance. One of these is a Japanese version of Confucian humanism established by Ogyu Sorai. This tradition is based on the interpretation of Confucius as a lover of (...) poetry and a teacher of rites. In this article, we discuss the main features of East Asian humanism represented by Sorai and Confucius. Then, after an overview of Western humanism, we aim to elucidate both the convergence and divergence of the two traditions. The investigation will help us to envision humanistic education of the twenty-first century. (shrink)

This study examines the Korean translations of a Japanese work Joshi no rongo [女子の論語/Women’s Analects] (Yuki, Ako [祐木亜子]. 2011. 女子の論語. Tokyo: Sunmark Publishing House), a modern interpretation of the Chinese classic The Analects, with a view to identifying how the paratexts of a translated text contributed, or hindered the reception of the work in the target culture. By drawing on Gérard Genette’s (1997 [1987]. Paratexts: Threshold of interpretation, Jane E. Lewin (trans.). Cambridge: Cambridge University Press) concept of “paratexts,” this study (...) both analyses translation shifts in the peritexts (e.g., cover, foreword, table of contents) and the epitexts (reviews) of the Korean translations. The analysis shows that the additions and rearrangements of some paratextual elements in the Korean translation further reinforced the traditional view presented in the source text, which ironically brought about heavy criticisms of the original Japanese text and resulted in the Korean retranslation of the work. The scrutiny of peritexts and epitexts in this article will enhance our understanding of the interactions between the translator, the publisher, and the public readers, which jointly contextualize the production and reception of a translated work in a given culture. In the past two decades, Confucian meritocrats have justified the unequal distribution of political power by appeal to the ideal of Confucian virtue politics. In this article, I demonstrate that at the heart of Confucian virtue politics lies a political leader’s affective accountability and show that non-democratic Confucian meritocracy fails to embody this moral ideal. Then, I argue that the ideal of Confucian virtue politics can be better realized in democratic system. To this end, I first describe how ordinary citizens’ (...) moral demand for a political leader’s affective accountability in a consolidated democratic society can make theoretical space for a Confucian political leader. Next, I articulate the role of a Confucian political leader in contemporary democratic society from a normative standpoint and show that at the core of Confucian democratic meritocracy lies ‘mutual moral transformation’, formed by dialectical interactions between a virtuous Confucian political leader and empowered citizens. This paper attempts to do a comparative study on two traditions of humanistic pedagogies, West and East, represented by the Socratic and the Confucian teachings. It is intended to put into question our common misunderstanding reflected in the stereotyped contrasts between the Socratic self and the Confucian self: an intellectualist vs. a moralist, an active vs. a passive learner, and a political progressive vs. a political conservative. In this attempt, I will focus on the clarification of the idea of ‘self-knowledge’ (...) in each thinker, especially in its connection to our being virtuous or good. This bold attempt will give us a chance to view Socratic and Confucian teachings from an unfamiliar perspective, which will in turn lead us to see where and how the two thinkers’ teachings can converge and diverge in a new light for our humanistic teaching. Contemporary East Asian societies are still struggling with complex legacies of colonialism, war and domination. Years of Japanese imperial occupation followed by the Cold War have entrenched competing historical understandings of responsibility for past crimes in Korea, China, Japan and elsewhere in the region. In this context, even the impressive economic and cultural networks that have developed over the past sixty years have failed to secure peaceful coexistence and overcome lingering attitudes of distrust and misunderstanding in the region. -/- This (...) book examines the challenges of historical reconciliation in East Asia, and, in doing so, calls for a reimagining of how we understand both historical identity and responsibility. It suggests that by adopting a ‘forward-looking’ approach that eschews obsession with the past, in favour of a reflective and deliberative engagement with history, real progress can be made towards peaceful coexistence in East Asia. With chapters that focus on select experiences from East Asia, while simultaneously situating them within a wider comparative perspective, the contributors to this volume focus on the close relationship between reconciliation and ‘inherited responsibility’ and reveal the contested nature of both concepts. Finally, this volume suggests that historical reconciliation is essential for strengthening mutual trust between the states and people of East Asia, and suggests ways in which such divisive legacies of conflict can be overcome. -/- Providing both an overview of the theoretical arguments surrounding reconciliation and inherited responsibility, alongside examples of these concepts from across East Asia, this book will be valuable to students and scholars interested in Asian politics, Asian history and international relations more broadly. Using a lens of cultural industry approach, this study explores the rise and fall of the political entertainment with a focus on specific moments associated with the trajectory of Korean political entertainment in public setting. A historical overview of Korean political entertainment traces back to the 1930s when Mandam, a unique kind of political satiric talk became popular in 1930s. Mandam played a satiric role in influencing public opinion on political affairs, particularly led by the early generation of Mandam storytellers. (...) Their criticism centered on Japanese colonial rule, even though Mandam was limited in terms of freedom of speech during this period. Furthermore, this study highlights that the great popularity of Mandam was driven by business organizations for the commercial purpose. Mandam was placed at the core of intricate relationships among the related industries. In sum, the present study concludes that as distinctive form blending political information and entertainment, Mandam played a vital role in expressing individuals‟ political opinions under the communicative circumstances during the Japanese colonial period. The human relation to things in the world is at stake in the so-called post-humanist era where the distinction between human and non-human is blurred, as indicated in a term like ‘the nano-self’. How should we understand the nature of our relation to things in this era? Or how can we describe an educationally meaningful relation we as human agents can make in relation to things, artificial and natural, in the face of this technologically hybrid and ever-dehumanizing tendency of society? Well-known for his actor-network theory, Bruno Latour, an influential materialist and philosopher of technology, says that ‘objects’ have agency as much as humans; so we need to be able to translate the language of things into the language of men or vice versa as a way of co-shaping the world we live in. What does this mean and how can we do so? In carefully examining his theory, the essay attempts to explore and reformulate his account of the mediating role of human agency to see if it can provide us with an educationally plausible post-humanist concept of human agency, which can lead us into an ecologically ethical and politically responsible approach to education in general, and science education in particular. This paper critically examines the contemporary educational discourse on critical thinking as one of the primary aims of education, its modernist defence and its postmodernist criticism, so as to explore a new way of conceptualizing critical thinking for moral education. What is at stake in this task is finding a plausible answer to the question of how the teaching of critical thinking in moral education can contribute to leading young people to avoid moral relativism while at the same time to (...) develop a coherent way of responding to cultural pluralism. The paper takes Bernard Williams's concept of ‘ethical reflection’ as a possible candidate and explores this concept as a means of accommodating these concerns. (shrink)

This study analyzed the sensitivity between fund flow and fund performance with Korean funds, whether there would be a difference in the sensitivity between environmental, social and governance funds and non-ESG funds, and whether there was a difference in sensitivity according to the type of past fund performance. The main results of the analysis are as follows. First, the analysis of the fund flow–performance correlation of Korean funds revealed that they had a negative correlation and the ESG did not affect (...) fund flow. Analysis of the difference in sensitivity between fund flow and performance volatility revealed that there was a negative correlation regardless of the performance measuring method and ESG. Finally, the comparison of fund flow and performance sensitivity according to the type of past fund performance revealed that despite consistent asymmetry, there was little difference in sensitivity asymmetry between ESG funds and non-ESG funds. The results reveal that, unlike the expectation that investors in Korean ESG funds would focus more on non-financial properties like the purpose of investment than on profit, they attach the same importance to fund performance. In this essay, Duck-Joo Kwak draws on Hannah Arendt's concept of judgment in exploring what it means to teach the humanities as a form of values education in a postmetaphysical age. Arendt's concept of judgment is closely related to Ciceronian humanism, which is concerned with the wisdom to choose one's company while appreciating this pursuit itself, among men, things, and thoughts from the past and present. According to Arendt, this wisdom as a form of judgment can be generated from (...) a unique form of thinking via understanding. Thus, the main focus of this essay is on Arendt's explication of two distinct forms of humanistic thinking, which can be characterized as critical and interpretive, respectively. The educational virtue of humanistic thinking lies in its avoidance of both authoritarianism and nihilistic constructivism, both of which are problematic in the context of postmetaphysical contemporary culture, while also holding the potential to help young people find good company as a way of expanding the boundaries of intersubjectivity in their selfhood. This paper focuses on the Korean suffix -te, which has been variously analyzed as a marker of tense, aspect, tense–aspect, mood, mood–tense, or evidentiality. I argue against all of these approaches and propose instead that -te is a spatial deictic past tense, which triggers an evidential environment. It refers to a certain past time when the speaker either observed an event or some evidence of the event within his (her) perceptual field. Thus, the denotation of -te is ‘overlap’, not between (...) the speaker's perceptual field and the event itself, but between the speaker's perceptual field and the evidence of the event at the past reference time. To account for this denotation, propose an ‘evidence trace’ function as well as a ‘speaker's perceptual trace’ function (cf. M. Faller, J Semantics 21:45–85, 2004). My analysis shows that suffixes like -ess (which is traditionally analyzed as a perfect) play two roles, as an indirect evidential and a perfect, depending on whether they appear with the spatial deictic tense -te or with a simple deictic tense. I argue that in Korean two distinct tense systems—the regular tense–aspect system and the spatial deictic tense–evidential system—exist in parallel. Thus the proposed analysis allows evidentials to be subsumed under the formal theory of tense, aspect, and mood. (shrink)

The concept of people’s memory maintains the finiteness of time and capacity. However, with the advancement in technology, the amount of storage memory a person can use has increased dramatically. Given that digital traces can hardly be erased or forgotten, individuals have begun to express their desire to be forgotten in the digital world, and governments and academia are considering methods to fulfill such wishes. Capturing the difficulties in terms of a cultural lag between technological advancements and regulations on individuals’ (...) data privacy needs, we identify six motives for individuals wishing to be forgotten online and investigate its expected effects on online content generation through a qualitative content analysis of 222 responses from open-ended surveys in Korea. Our findings provide implications for the literature on individual privacy and the right to be forgotten employing the cultural lag, as well as, elaborate further on the relationship between being forgotten online and the legitimacy of such requests of individuals. Additionally, implications for data providers, data controllers/processors, and governments to address this lag and build a balanced system of personal information are provided. (shrink)

I argue that Wolfhart Pannenberg’s view of human subjectivity presupposes a metaphysics of eternity that both contracts and expands the human subject. For this purpose, Edmund Husserl’s phenomenology is a useful criterion. Pannenberg rejects substantialist theories of subjectivity that give priority to the agency of the ego over the passivity of the self. Following Friedrich Schleiermacher, Pannenberg thinks self-reflection must be grounded on a symbiotic totality of life, and he views essences, even of subjectivity, as determined by that totality. In (...) contrast, Husserl provides both an essentialist theory of subjectivity and a viable model for self-reflection that does not suffer from infinite regress. Husserl does more justice to the mineness of consciousness and the agency of the ego, while not discarding the narrativity of the self. (shrink)

During the last few years, several sociological accounts of scientific consensus appeared in which a radically skeptical view of cognitive consensus in science was advocated. Challenging the traditional realist conception of scientific consensus as a sui generis social fact, the radical skeptics claim to have shown that the traditional historical sociologist's supposedly definitive account of scientific consensus is only a linguistic chimera that easily can be deconstructed by the application of different interpretive schema to the given data. I will argue (...) in this article that such an idealistic conception of scientific consensus results from the radical skeptics' failure to take into account the following three factors that are central to the historical sociologist's narrative account of consensus formation: the "judgmental" character of the reconstruction of scientists' beliefs, the hierarchical nature of the consensus change in science, and the importance of the "temporal dimension" in the explanation of scientific consensus formation. To substantiate these three points, I will draw extensively on two recent historical-sociological studies of scientific consensus formation. (shrink)

Abstract:This article investigates Ahn Changho's notion of 'mutual love', the central features of which present a picture of society in which the selfish desires of free-spirited individuals can be regulated through the self-cultivation of mutual love. Specifically, first, by analyzing Ahn Changho's reconfiguration of the Confucian ideal of parent-child intimacy with mutual love, I will argue that his notion of mutual love sheds light on a hybrid imaginary of modernity that cannot be reduced to either the anti-Western rehabilitation of Confucian (...) 'filial piety' or the pro-Western adaptation of 'individuality'. Second, scrutinizing Ahn Changho's empirical criticism of early modern Korea, which has been termed 'the absence of mutual love', it is proposed that his pragmatic vision of individuality is shaped through non-domination as an alternative to the Weberian framework of modernization in which the processes of individualization and rationalization are unduly opposed to those of cultivating a commonality in a society. Democratic deliberation has an inherent tension between self-government and good government. It grants democratic politics a legitimacy which depends on its responsiveness to the collective opinion of the members of a political community, while it also seeks good decisions, the justification of which adheres to an ideal of right action beyond the opinion of the majority. In this regard, Philip Pettit proposes liberty as non-domination as a regulative ideal that guides democratic deliberation for self-government without jettisoning the ideal of good (...) government. His republican theory of democratic deliberation is worthy of our consideration in the sense that without endorsing either any pre-existing commonality in a society or a set of inalienable individual rights, it successfully justifies the imposition of external premises in democratic deliberation. However, his theory of democratic deliberation still falls prey to charges of having an anti-self-government tendency, particularly when civil contention between individuals or groups is driven by contrasting views of liberty as non-domination. Based on this observation, in this paper, supplementing his consequentialism with the Daoist practices of becoming ‘nothingness’, I will suggest the ethics of ‘difference’ as an additional regulative principle that helps better steer democratic deliberation toward the premise of liberty as non-domination. This article brings to light discourses that constituted the education of Asian-American children in California in the second half of the nineteenth century. Guided by Foucaultian ideas and critical race theory, I analyze California public school laws, speeches of a governor-elect and a superintendent, and a report of the board of supervisors, from the 1860s to the 1880s. During this targeted period, the images and narratives of Asian-American children were inscribed with racism. Racializing politics rendered them to be disqualified from (...) attending public schools. Segregated schooling for them was legally ordered and therefore unquestioned. It was a discursive practice implemented on their bodies by dint of a mechanism of a spatial division. This article reveals the shifting dominancy of discourses regarding Asian-American children. Rather than accepting the given historical facts, I intend to reread historical texts in order to rethink the education of Asian-American children through a Foucaultian encounter with critical race theory. Acknowledging different interpretations of the past events is a way of rethinking them and interrogating the history through the revelation of different histories in the education for Asian-American children. The comfort women case in South Korea has been a polemic issue in the context of inherited responsibility. The Japanese government who emphasizes on state as an agent for taking the responsibility tends either to deny collective responsibility of historic wrongdoings or to limit the scope of its roles to superficial ways such as reparation. Meanwhile South Korea demands not only reparation but official apology, emotional compassion, and material compensation on the ground that nation, not state, should be accountable for (...) historic injustice, but this claim still encounters a difficulty of application to cases originated in multinational countries. Based on these observations, I will develop two arguments: (1) that reciprocal nondomination conceptualized with civic responsibility will better the comfort women case in the context of inherited responsibility because this contains full ground of deliberation in which those who come from regardless of state or nation can participate; (2) that reciprocal nondomination embodied with civic responsibility can be operated as a regulative principle which prompts both victims and wrongdoers to have their deliberative stances and to reach an agreement conducive to transitional justice.
