Suetonius says that Augustus was born on the ninth day before the Kalends of October , in the year when Cicero and Antonius were consuls , a little before sunrise,1 and also that he was born under Capricorn.2 Mr. H. W. Garrod, in his recent edition of Manilius,3 maintains that the date which Suetonius gives belonged to the pre- Julian calendar, and corresponded with December 20 of the Julian. Remarking that, ‘ according to our present reckonings,’ the sun (...) enters Capricorn on December 22, he adds that ‘the astronomers of Cicero's time placed the beginnings of the sign some 7 degrees in advance of our reckonings. If, therefore,’ he concludes, ‘ Augustus was born on Sept. 22 paulo ante solis exortum, Capricorn was his natal sign.’. (shrink)

As students of Roman chronology are aware, all dates between February 24, 700 —if not also between 691, the year of Cicero's consulship—and the last day of 708 can be referred with absolute certainty to the corresponding days of the Julian calendar, with a possible error of one day. The possibility of this minute error lies in the fact that it is not quite certain whether the Kalends of January, 709—the first year of the Julian calendar—corresponded with January (...) 1, 45 B.C., or with January. In Ancient Britain, after examining all the relevant literature, I gave reasons for believing that Kal. Ian. 709 fell upon January 1, 45 B.C. One book, however—the third volume of the revised edition of Drumann's Geschichte Roms, which appeared in 1906, just before the manuscript of Ancient Britain went to the printer—was then unknown to me. I will now examine the reasons which the learned editor, Paul Groebe, has given for accepting the view that the first day of 709 was January 2, 45. (shrink)

I AM glad that Dr. Fotheringham in the interesting paper which appeared in the Classical Quarterly adhered to the view that ‘Caesar calculated the new moon for January 1 [45 B.C]…and that this calculation determined the inaugural day of the Julian calendar.’ As the object of my brief note, on which he commented, was merely to show that Groebe had failed to prove that the day in question was January 2, I have only a few questions to ask. But (...) first, in justice to Judeich, I ought to say that his calculations, which Dr. Fotheringham notices, were made with the help of the assistant-astronomer attached to the observatory of the University of Strassburg. While Dr. Fotheringham admits that I was right in maintaining that the new moon of January 2, 45 B.C. was not visible on the evening of that day, he holds that Groebe was ‘fairly entitled to say’ that the new moon of March 24, 58 B.C. , was visible on March 25. Dr. Fotheringham may be justified in saying that it ought ‘in normal [or abnormally fine ?] weather to have been visible that evening’; but, as I observed in my note, Groebe affirmed that in calculating the time of visibility of the crescent we should accept the mean of the Babylonian estimates, 36 hours—less, I should have added, in the early spring and the winter, more in the summer and autumn. Was he entitled to deduct 9 hours from the mean for an observation made not in the clear atmosphere of the East, but in Switzerland? Dr. Fotheringham tells us that ‘the shortest interval between a new moon and the observation of the moon by Schmidt's naked eye comes’ not, as Groebe said, to 29, but ‘to 25.7 hours.’ But forty-eight of Schmidt's forty-nine observations were made at Athens, where the atmosphere is clearer than in Switzerland. The great difference in visibility which a clear atmosphere makes must strike everyone who goes from this country or from Switzerland to the East or to Northern Africa. I realized it for the first time when I was exploring in Tunisia before the war. Has Dr. Fotheringham or any other trustworthy observer ever seen with the naked eye in an atmosphere no clearer than that of Geneva a moon not more than 27 hours old? If so, is it not remarkable that, as Dr. Fotheringham has said, ‘Hitherto it has been the practice to assume that [in the early spring or the winter and in favourable weather ?] the moon becomes visible on the first evening when she is more than 30 hours old at sunset’? Shapiro and Sober claim that Walsh, Ariew, Lewens, and Matthen give a mistaken, a priori defense of natural selection and drift as epiphenomenal. Contrary to Shapiro and Sober’s claims, we first argue that WALM’s explanatory doctrine does not require a defense of epiphenomenalism. We then defend WALM’s explanatory doctrine by arguing that the explanations provided by the modern genetical theory of natural selection are ‘autonomous-statistical explanations’ analogous to Galton’s explanation of reversion to mediocrity and an explanation of the diffusion ofgases. The Royal Institute of Philosophy volume of which this paper is an introduction is on the theme of ‘Expanding Horizons’. But what does it mean for philosophy to fruitfully expand its horizons? The contributions to the volume suggest at least five profitable ways. First, by looking to other philosophical traditions for new perspectives on familiar questions and alternative methods, questions, and ways of understanding. Second, by looking to what has been neglected or overlooked in our own histories of thought. Third, (...) by developing novel methods, in addition to argument, for investigating philosophical issues. Fourth, by embracing different modalities for doing philology, such as the literary. Fifth, by reflecting on the practice of comparative philosophy to better understand the extent to which philosophy can and should be universal. Together, these approaches both increase the range of voices heard in philosophy and the scope and ambition of the discipline. (shrink)

In Markets Without Limits and a series of related papers, Jason Brennan and Peter Jaworski argue that it is morally permissible to buy and sell anything that it is morally permissible to possess and exchange outside of the market. Accordingly, we should open markets in “contested commodities” including blood, gametes, surrogacy services, and transplantable organs. This paper clarifies some important aspects of the case for market boundaries and in so doing shows why there are in fact moral limits to the (...) market. I argue that the case for restricting the scope of the market does not turn on the idea that some things are constitutively non-market goods; it turns instead on the idea that treating some things according to market norms would threaten the realization of particular kinds of human interests. The importance of fairness in machine learning models is widely acknowledged, and ongoing academic debate revolves around how to determine the appropriate fairness definition, and how to tackle the trade-off between fairness and model performance. In this paper we argue that besides these concerns, there can be ethical implications behind seemingly purely technical choices in fairness interventions in a typical model development pipeline. As an example we show that the technical choice between in-processing and post-processing is not necessarily value-free and (...) may have serious implications in terms of who will be affected by the specific fairness intervention. The paper reveals how assessing the technical choices in terms of their ethical consequences can contribute to the design of fair models and to the related societal discussions. (shrink)

Our emotional lives are full of temporal asymmetries. Salient among these is that we tend to feel differently about painful or unpleasant events depending on their temporal location: we feel anxiety or trepidation about painful events we anticipate in the future, and relief when they are over. One question, then, is whether temporally asymmetric emotions such as relief have any ramifications for the metaphysics of time. On what has become the standard way of finessing this question, the asymmetry of relief (...) is an instance of the phenomenon of future-bias, a tendency to prefer painful events to be located in the past than in the future. The main question then posed is whether this pattern of preferences can be justified in the light of different metaphysical theories of time. In this paper I argue that this whole dialectic is misconceived. While many people may have future-biased preferences and these are a legitimate object of psychological study, this should be distinguished from the more basic phenomenon of relief that an unpleasant experience is over. Acknowledging the distinctness of these phenomena has two main consequences. First, if relief is not a manifestation of a time-biased preference, it is unclear what it would be for it to be justified or unjustified. This, in turn, should lead us to reassess how the psychology of relief bears on our metaphysical commitments. As I shall suggest, the real significance of the temporally asymmetric emotions for the metaphysics of time is that they manifest, and so reflection on them serves to draw our attention to, a structural feature of our awareness of the passage of time that resists re-articulation in other terms. The issue of COVID-19 vaccine allocation is still highly controversial on the international as well as on the national level, and policy-makers worldwide struggle in striking a fair balance between different ethical principles of vaccine allocation, in particular maximum benefit, reciprocity, social justice and equal respect. Any political decision that implements these principles comes at a cost in terms of loss of lives and of loss of life years that could potentially have been prevented by a different vaccination strategy. This (...) article illustrates these trade-offs using quantitative analysis and shows how this approach can contribute to providing a rational and transparent grounding of political decisions on COVID-19 vaccine allocation. Synaesthesia is a neurodevelopmental condition characterised by anomalous sensory perceptions and associated alterations in cognitive function. This chapter summarises what is known about the familial transmission of synaesthesia and its genetic underpinnings. Early familiality studies showed evidence for a strong genetic predisposition, a highly skewed female: male ratio, and an absence of male-to-male transmission. These patterns supported an early hypothesis of a single-gene X-linked dominant mode of inheritance with male lethality. Subsequent analyses in larger samples indicated that the mode of (...) inheritance was likely to be more complex, with both the strong female skew and absence of male-to-male transmission brought into question. We review in detail the first whole genome linkage scan for auditory-visual synaesthesia and a subsequent family linkage study on coloured sequence synaesthesia. Together these results suggest linkage to five chromosomes but give no support for linkage to the X-chromosome. We discuss candidate genes within these regions and potential implications for the aetiology of synaesthesia. We also discuss the implications of these pioneering genome scans for our understanding of synaesthesia and of how different synaesthetic phenotypes may arise from different genetic predispositions interacting with other genes and with the environment. Rising powers are fundamentally shifting the relations of power in the global economic and political landscape. International political theory, however, has so far failed to evaluate this nascent multipolarity. This article fills this lacuna by synthesizing empirical and normative modes of inquiry. It examines the transformation of sovereignty exercised by emerging democracies and focuses especially on the case of Brazil. The paper shows that – in stark contrast to emerging democracies’ foreign policy rhetoric – the ‘softening’ of sovereignty, which means (...) that emerging powers gain as well as lose certain aspects of sovereignty, has become the norm. The paper explores this softening of sovereignty from the perspective of global justice by assessing it on the basis of globalist, statist, and internationalist conceptions of global justice. We find that the emergent multipolarity contributes in various ways to the realization of the distinct socioeconomic and political criteria of these three conceptions of global justice. However, we also point out that the transformation of sovereignty generates particular problems for the realization of all three conceptions. (shrink)

A lot of research in cognition and decision making suffers from a lack of formalism. The quantum probability program could help to improve this situation, but we wonder whether it would provide even more added value if its presumed focus on outcome models were complemented by process models that are, ideally, informed by ecological analyses and integrated into cognitive architectures.

Zoos are typically public attractions that do not explicitly, or through a more implicit culture, expect quietness from their guests. This paper will explore whether quietness is something we should aim for when we are visiting zoos. Primarily through analogy with other public spaces which share some of the key characteristics of zoos (libraries and schools, cinemas, theatres and galleries, war memorials, and hospitals and gardens), we suggest that quiet is indeed appropriate in zoos (more appropriate than being noisy). A (...) major component of this argument will be the exploration of what is meant by quiet (and noise), and outlining a concept of quietness based on an idea of attention. The central premise here, drawing upon theories of attention and love, is that noise involves a certain kind of outward expression, which leaves less room for the appreciation of, and attention to, the animals and information that the zoo provides. The article will reflect on how a call for quiet may create scope for enhancing the educational possibilities of zoos, and how zoos might profit by taking the acoustic dimension of visitor behaviour into account when considering their values. The Confessions of Augustine can be read as a summary and presentation of the Saint’s past life, but the whole book is a book in the present, since Augustine indicates the events he has had to face, the events in the past of his life, but from the reflective today at the moment of writing. Beyond narrating experienced situations, the Confessions are a permanent self-reflection of what he remembers, of what he is, of what he expects, but all in a (...) present, describing concrete things, trying to find the reason why they are remembered and why they caused an impact on his person. A first step is to say what happened, then try to find out why it happened that way, as well as how you can say what happened. It is a confession with transcendence, to educate, to prevent, to remember, to reach the Truth, which is always present. (shrink)

Dementia is dead, long live aging! This chapter sets out the philosophical sources for understanding working with "dementia." The concept, "dementia," serves no useful purpose. Even "Alzheimer's disease" turns out to be problematic. This is because there is a lack of precision around the boundaries of these notions. The messiness that surrounds these notions, in terms of facts and values, is made obvious when we consider mild cognitive impairment, which is said to be a pre-dementia state. It makes more biological (...) sense to think in terms of the ageing brain, rather than to search for discrete disease entities. We need to think in terms of dementia-in-the-world. Ageing is not something that we do solely at the end of our lives: it is a part of our lives, to be celebrated. We must look more broadly at dementia-in-the-world as a feature of our ageing lives. Tout en acceptant que le style des nouveaux mouvements « gais » des années 1968 rompt avec celui de leur prédécesseur Arcadie, il propose une lecture contextualisée de la politique d’Arcadie qui remet en cause les interprétations de l’historiographie traditionnelle, suggérant même que la vision de l’homosexualité de ces nouveaux mouvements est quelquefois plus proche d’Arcadie qu’elle ne leur paraisse.
