Bicycle helmets protect against head injury. Mandatory helmet laws likely increase their use. Although 21 states and Washington, DC have mandatory helmet laws for youth bicyclists, no U.S. state has a mandatory helmet law that applies to all ages; however, some localities have all-age helmet laws for bicyclists. This study abstracted local helmet laws applicable to all-ages to examine their elements.

The nineteenth-century strategist Carl von Clausewitz describes “fog” and “friction” as fundamental features of war. Military leverage of sophisticated information technology in the twenty-first century has improved some tactical operations but has not lifted the fog of war, in part, because the means for reducing uncertainty create new forms of it. Drawing on active duty experience with an American special operations task force in Western Iraq from 2007 to 2008, this article traces the targeting processes used to “find, fix, and (...) finish” alleged insurgents. In this case they did not clarify the political reality of Anbar province but rather reinforced a parochial worldview informed by the Naval Special Warfare community. The unit focused on the performance of “direct action” raids during a period in which “indirect action” engagement with the local population was arguably more appropriate for the strategic circumstances. The concept of “data friction”, therefore, can be understood not simply as a form of resistance within a sociotechnical system but also as a form of traction that enables practitioners to construct representations of the world that amplify their own biases. One of the main objectives of psychotherapy is to address emotion dysregulation that causes pathological symptoms and distress in patients. Following psychodynamic theory, we propose that in humans, the combination of emotions plus conditioned anxiety due to traumatic attachment can lead to dysregulated affects. Likewise, defenses can generate and maintain dysregulated affects (altogether Dysregulated Affective States, DAS). We propose the Experiential-Dynamic Emotion Regulation methodology, a framework to understand emotion dysregulation by integrating scientific evidence coming from the fields of affective neuroscience (...) and Experiential-Dynamic Psychotherapy aimed at resolving DAS. This method and the techniques proposed can be integrated within other approaches. Cancer treatment decisions should be based on all available evidence. But this evidence is complex and varied: it includes not only the patient’s symptoms and expert knowledge of the relevant causal processes, but also clinical databases relating to past patients, databases of observations made at the molecular level, and evidence encapsulated in scientific papers and medical informatics systems. Objective Bayesian nets offer a principled path to knowledge integration, and we show in this chapter how they can be applied to integrate (...) various kinds of evidence in the cancer domain. This is important from the systems biology perspective, which needs to integrate data that concern different levels of analysis, and is also important from the point of view of medical informatics. Critical Theory has traditionally been interested in engaging classical psychoanalysis rather than addressing postclassical thought. For the first time, this volume brings Critical Theory into proper dialogue with modern developments in the psychoanalytic movement and covers a broad range of topics in contemporary society that revisit the Frankfurt School and its contributions to psychoanalytic social critique.

The paper analyses Benardete's paradox of the gods from a more general perspective (the convergence approach) than several of the most important proposals made to date, but in close relation (and sharp contrast) with them. The new theory, based on the notion of limit, is systematically applicable in different possible scenarios involving a denumerable infinity of objects. In particular, it reveals in what way ω-consistency can be compromised in an otherwise consistent description of such "infinitary" situations.

This paper analyses the methods of the International Agency for Research on Cancer (IARC) for evaluating the carcinogenicity of various agents. I identify two fundamental evidential principles that underpin these methods, which I call Evidential Proximity and Independence. I then show, by considering the 2018 evaluation of the carcinogenicity of styrene and styrene‐7,8‐oxide, that these principles have been implemented in a way that can lead to inconsistency. I suggest a way to resolve this problem: admit a general exception to Independence (...) and treat the implementation of Evidential Proximity more flexibly where this exception applies. I show that this suggestion is compatible with the general principles laid down in the 2019 version of IARC's methods guide, its Preamble to the Monographs. (shrink)

In his different analyses of ancient Egypt, Hegel underscores the marked absence of writings by the Egyptians. Unlike the Chinese with the I Ching or the Shoo king, the Indians with the Ramayana and the Mahabharata, the Persians with the Avesta, the Jews with the Old Testament, and the Greeks with the poems of Homer and Hesiod, the Egyptians, despite their developed system of hieroglyphic writing, left behind no great canonical text. Instead, he claims, they left their mark by means (...) of the architecture and art. This paper explores Hegel’s analysis of the Egyptians’ obelisks, pyramids, sphinxes, etc. in order to understand why he believes that these are so important for understanding the Egyptian spirit. In response to De Proost and Segers, we provide further reflections on how technologies induce moral change. We discuss moral changes at the societal level as distinguished from changes in bioethical principles or ethical concepts, impacts on theories of justice, and whether the transformations are negative or positive.

When a proposition is established, it can be taken as evidence for other propositions. Can the Bayesian theory of rational belief and action provide an account of establishing? I argue that it can, but only if the Bayesian is willing to endorse objective constraints on both probabilities and utilities, and willing to deny that it is rationally permissible to defer wholesale to expert opinion. I develop a new account of deference that accommodates this latter requirement.

This essay compares Aquinas' understanding of the precepts of justice with the various accounts of moral rules developed in the debate over proportionalism among contemporary moral theologians. It is argued that both sides in this debate oversimplify Aquinas' account of moral rules so drastically as to misread him. Moreover, it is argued that because Aquinas' account reflects a sense of the communal context for moral discernment, it is superior to both traditionalism and proportionalism.

I present a formalism that combines two methodologies: objective Bayesianism and Bayesian nets. According to objective Bayesianism, an agent’s degrees of belief (i) ought to satisfy the axioms of probability, (ii) ought to satisfy constraints imposed by background knowledge, and (iii) should otherwise be as non-committal as possible (i.e. have maximum entropy). Bayesian nets offer an efficient way of representing and updating probability functions. An objective Bayesian net is a Bayesian net representation of the maximum entropy probability function.

The issue gains a renewed (...) relevance in light of literary criticism's recent interest in the possibilities of employing evolutionary psychology as a means of naturalising literary study, but interest in plot taxonomies stretches a long way back. Why might we seek to categorise plots into a finite taxonomy? And what are the implications of the claim if true?Organising literature into any classificatory scheme is an attempt to achieve something like the coherence that the natural sciences have achieved—in chemistry and physics with the composition of the periodic table, and in biology with Linnaean classification. Much of science's epistemic prestige is rooted in the enormous success with which they have organised and categorised their subject of study. In searching for mechanism and pattern, the natural sciences proceed confidently from the belief that those mechanisms and patterns exist to be discovered, and that (relatively) simple rules underlie the manifest complexity of natural phenomena.Unfortunately, the study of literary fiction has no such security. There are two senses here in which we can talk of literature being patterned. At the micro-level, we have the question of whether individual works can be thought of as internally patterned. Usually, this type of patterning is easy enough to establish and recognise, and something the author is (or ought to be) in a good position to control. But, of course, internal [End Page 102] structures are not always conspicuous, and readers faced with an overtly complex text, like Pound's Cantos, or Finnegans Wake, have no guarantee that there is sense to be made of it. Surface complexity may shield a profound and subtle architecture, or the work may be as unstructured, fragmentary, and chaotic as it initially appears. A frustrated Wayne C. Booth draws attention to the problem: "One can't be sure that Finnegans Wake is not a great novel; perhaps someday readers will discover that the complex structure they now dream of and quarrel about is a realizable structure, an experienced structure. I doubt it, but it may happen. Until then, each new intricacy discovered... reveals precisely nothing more than that: a new intricacy."1 What's missing is a conceptual centre around which overall coherence might be achieved from what had seemed to be unconnected parts. Even so, if this sort of centre cannot be found in the individual work, it may yet obtain between works. In other words, The Cantos or Finnegans Wake may yet occupy nodal roles in a larger system, within which they acquire a previously unrecognized unity and order. This type of organization is something the individual author is obviously in a much less suitable position to control. Nonetheless, mapping out this larger, macro-level order is a task that literary criticism might want to take on. There is the example Borges uses of how Kafka's work retrospectively confers a familial similarity upon previously unconnected works. The quality of being "Kafkaesque" is the only thing common to the pieces, but was not apparent (or rather—the paradox that excites Borges—did not exist) prior to Kafka's writing.2 This is the second sense in which literature might be thought of as patterned; that is, not within works, but across them.
