Ensuring that countries have adequate research capacities is essential for an effective and efficient response to infectious disease outbreaks. The need for ethical principles and values embodied in international research ethics guidelines to be upheld during public health emergencies is widely recognized. Public health officials, researchers and other concerned stakeholders also have to carefully balance time and resources allocated to immediate treatment and control activities, with an approach that integrates research as part of the outbreak response. Under such circumstances, research (...) “ethics preparedness” constitutes an important foundation for an effective response to infectious disease outbreaks and other health emergencies. A two-day workshop was convened in March 2018 by the World Health Organisation Global Health Ethics Team and the African coaLition for Epidemic Research, Response and Training, with representatives of National Ethics Committees, to identify practical processes and procedures related to ethics review preparedness. The workshop considered five areas where work might be undertaken to facilitate rapid and sound ethics review: preparing national ethics committees for outbreak response; pre-review of protocols; multi-country review; coordination between national ethics committees and other key stakeholders; data and benefit sharing; and export of samples to third countries. In this paper, we present the recommendations that resulted from the workshop. In particular, the participants recommended that Ethics Committees would develop a formal national standard operating procedure for emergency response ethical review; that there is a need to clarify the terminology and expectations of pre-review of generic protocols and agree upon specific terminology; that there is a need to explore mechanisms for multi-country emergency ethical consultation, and to establish procedures for communication between national ethics committees and other oversight bodies and public health authorities. In addition, it was suggested that ethics committees should request from researchers, at a minimum, a preliminary data sharing and sample sharing plan that outlines the benefit to the population from which data and samples are to be drawn. This should be followed in due time by a full plan. It is hoped that the national ethics committees, supported by the WHO, relevant collaborative research consortia and external funding agencies, will work towards bringing these recommendations into practice, for supporting the conduct of effective research during outbreaks. Isaac Levi is more interested in inquiry and how it progresses than he is in metaphysics. Questions concerning the role of disposition predicates in inquiry are more central to him than those concerning the nature and reality of dispositions. It has not stopped him from giving me and others very useful metaphysical advice. Currently, where empirical metaphysics is in vogue, there is every reason to see whether the two forms of philosophical interest might interlock substantially. Levi has stimulating ideas indeed (...) on the two forms of philosophical interest, and has recently summarized them in the slogan: “The reality of dispositions is a work in progress”. We can learn much about what kinds of dispositions are acceptable from tracing and comparing the histories of successful and less successful disposition predicates in scientific inquiry. Levi explores one route along which dispositions become real. His idea is that the introduction of dispositions facilitates covering law explanation by increasing the number of laws. The successful disposition predicate eventually becomes integrated in scientific theory, much like an ordinary theoretical term, whereas the unsuccessful does not. My impression is that Levi thinks that this is the only way a disposition can become real. To evaluate this claim, an alternative course suggested by Jon Elster is introduced. I then try to bring out the differences between Levi's and Elster's views on dispositions, partly by suggesting that they resemble two aspects of full explanations discussed by Wesley Salmon. Informally, structural properties of mathematical objects are usually characterized in one of two ways: either as properties expressible purely in terms of the primitive relations of mathematical theories, or as the properties that hold of all structurally similar mathematical objects. We present two formal explications corresponding to these two informal characterizations of structural properties. Based on this, we discuss the relation between the two explications. As will be shown, the two characterizations do not determine the same class of mathematical properties. (...) The thesis addresses the nature of causation. It is argued that causation exists and is as local as its causes and effects. As a consequence, the position advocated is contrary to the as yet prevailing view that no 'causal tie' between cause and effect exists. Moreover, it is suggested that this tie can be perceived. The essay attempts to elucidate the nature of causes, effects, and causal mechanisms. It is argued that they are facts rather than particulars or universals. Furthermore (...) it is suggested that these facts can be conceived of as tropes. Finally, in the light of this thesis a few traditional issues are discussed: what is the relation between causation and explanation? How should we conceive of causal laws? Does the idea of mechanisms with different degrees of reliability further our understanding of the determinism/indeterminism issue? (shrink)

Recent controversy about the use of the vertebrate fossil record for external calibration of molecular clocks centers on two issues, the number of dates used for calibration and the reliability of the fossil calibration date. Viewing matters from a palaeontological perspective, we propose three qualitative, phylogenetic criteria that can be used within a comparative framework for the selection of well-constrained calibration dates from the vertebrate fossil record. On the basis of these criteria, we identify three highly suitable new fossil calibration (...) dates for molecular clock estimates: the lungfish–tetrapod split (between 419 and 408 Ma), the bird–crocodile split (between 251 and 243 Ma), and the alligator–caiman split (between 71 and 66 Ma). Together with our previously suggested bird–lizard split (between 252 and 257 Ma), these four fossil dates span a range of very different ages. They are, in our opinion, more suitable for molecular clock calibration than the traditionally used mammal–bird split, which is less well constrained. Interdisciplinary research in the fields of forestry and sustainability studies often encounters seemingly incompatible ontological assumptions deriving from natural and social sciences. The perceived incompatibilities might emerge from the epistemological and ontological claims of the theories or models directly employed in the interdisciplinary collaboration, or they might be created by other epistemological and ontological assumptions that these interdisciplinary researchers find no reason to question. In this paper we discuss the benefits and risks of two possible approaches, Popperian optimism and Kuhnian (...) pessimism, to interdisciplinary knowledge integration where epistemological and ontological differences between the sciences involved can be expected. Proven experience can be shared. Given this, we cannot assume that the character of proven experience is always manifest as a physical token in each individual sharing it. But the token might still exist somewhere. Perhaps that is a condition of the proven experience’s existence. Something similar could have been accepted as true of scientific knowledge, especially if those who argued that scientific claims were only shorthand for more complicated claims about observations had been right. But it seems that they (...) were not. Hence there might be an ontological difference explaining why there will always be a netto divergence between science and proven experience. (shrink)

Semmelweis’s work predates the discovery of the power of randomization in medicine by almost a century. Although Semmelweis would not have consciously used a randomized controlled trial (RCT), some features of his material—the allocation of patients to the first and second clinics—did involve what was in fact a randomization, though this was not realised at the time. This article begins by explaining why Semmelweis’s methodology, nevertheless, did not amount to the use of a RCT. It then shows why it is (...) descriptively and normatively interesting to compare what he did with the modern approach using RCTs. The argumentation centres on causal inferences and the contrast between Semmelweis’s causal concept and that deployed by many advocates of RCTs. It is argued that Semmelweis’s approach has implications for matters of explanation and medical practice. (shrink)

The main novelty of the paper is the of use of a binary ground predicate rather than an operator to formalize ground. In this part of the paper, we extend the base theory of the first part of the paper with hierarchically typed truth-predicates and principles about the interaction of partial ground and truth. The asylum system faces problems on two fronts. States undermine it with populist politics, and migrants use it to satisfy their migration preferences. To address these problems, asylum services should be commodified. States should be able to pay other states to provide determination and protection-elsewhere. In this article, I aim to identify a way of implementing this idea that is both feasible and desirable. First, I sketch a policy proposal for a commodification of asylum services. Then, I argue that this (...) policy proposal is not only compatible with the right to asylum, but also supported by moral considerations. Despite some undesirable moral features, a market in asylum facilitates the provision of asylum to those who need it. (shrink)

In fields where science and technology overlap, so do different function-ascriptions. The entities of Synthetic Biology research are a case in point, where organisms with biological functionality are altered to perform technical functions. A function theory for SynBiofacts has to address artifactual as well as biological functions of one and the same entity. Further demands on a function theory for Synthetic Biology emerge from methods of SynBiofact creation called kludging and the use-scenarios of SynBiofacts in proof-of-concept research and BioArt. After (...) discussing intentional accounts of technical functions, etiological function theory, contextual causation and contextual selection, a pluralist and weakly normative account of function will be outlined, that, or so it will be argued, can indeed cover all function ascriptions in Synthetic Biology. In mainstream educational trends and in particular in public debate, one might perceive a rather superfi cial/uncritical handling of the concept of ‘subject matter’, a handling which infl uences political decisions considerably. This article sets out to analyze the concept of ‘subject matter’ and makes the point that it is both intimately connected to a one dimensional idea of utility and that it as concept marginalizes teaching’s nature of encounter and dialogue, and hereby narrows ‘school’ to ‘learning’ and to some (...) few basic subjects. Furthermore the argument is made that by comparing this narrow utility-like concept to the aesthetics the concept of subject matter can be qualifi ed as closely bound to a form-content side and this in turn opens up to the aspect of character formation. The Prasastapadabhasya whose real title is Padarthadharmasamgraha is the most important surviving work of classical Vaisesika. Its great popularity which continues today is witnessed by the fact that it exists in numerous editions. Access to and comparison of these different editons has always been hindered by the lack of a word index covering all the existing editions. This book provides such a tool. All readings in all editions are recorded with references to the page numbers in those editions.
