he following is an essay by Emmanuel Levinas, newly translated by Mendel Kranz, concerning Jewish culture and education, Hebrew studies, and Zionism. The essay was first published in 1954 in the United States by The Alliance Review, a small journal affiliated with the Alliance israélite universelle, and has since been almost entirely forgotten. In 2011–2012, it was republished in French by Denis Poizat based on the original draft found in the Alliance archives. Preceding Levinas’s essay is a preface by (...) Kranz that situates it at the intersection of Levinas’s postwar project for Judaism, his relation to Zionism, and the colonial backdrop of the ENIO—three issues that are rarely considered together in Levinas scholarship. Il part d’une définition tridimensionnelle de la parentalité (exercice, pratique et expérience) avancée en 1998 par Didier Houzel, car c’est un moment charnière dans la société française. Avant, dans les années 1970-1980, l’introduction de ce terme par la psychologie clinique (avec celui de « dysparentalité » de René Clément) signe une nouvelle considération de la place des parents par les professionnels, notamment ceux de la protection de (...) l’enfance. Parallèlement, à partir des années 1970, le terme de « monoparentalité » apparaît en sociologie et il s’est divulgué depuis, dans les années 1990, pour amorcer toutes les déclinaisons ultérieures de la « pluriparentalité » traduisant ainsi l’évolution de la famille avec les distinctions du biologique, du domestique et du social (Irène Théry). Depuis, les relations entre les parents, la coparentalité, l’identité même du parent et les enjeux de la parenté donnent lieu à des développements pluridisciplinaires qui devraient se préciser pour limiter l’emploi inflationniste de ce terme. Ensuring that countries have adequate research capacities is essential for an effective and efficient response to infectious disease outbreaks. The need for ethical principles and values embodied in international research ethics guidelines to be upheld during public health emergencies is widely recognized. Public health officials, researchers and other concerned stakeholders also have to carefully balance time and resources allocated to immediate treatment and control activities, with an approach that integrates research as part of the outbreak response. Under such circumstances, research (...) “ethics preparedness” constitutes an important foundation for an effective response to infectious disease outbreaks and other health emergencies. A two-day workshop was convened in March 2018 by the World Health Organisation Global Health Ethics Team and the African coaLition for Epidemic Research, Response and Training, with representatives of National Ethics Committees, to identify practical processes and procedures related to ethics review preparedness. The workshop considered five areas where work might be undertaken to facilitate rapid and sound ethics review: preparing national ethics committees for outbreak response; pre-review of protocols; multi-country review; coordination between national ethics committees and other key stakeholders; data and benefit sharing; and export of samples to third countries. In this paper, we present the recommendations that resulted from the workshop. In particular, the participants recommended that Ethics Committees would develop a formal national standard operating procedure for emergency response ethical review; that there is a need to clarify the terminology and expectations of pre-review of generic protocols and agree upon specific terminology; that there is a need to explore mechanisms for multi-country emergency ethical consultation, and to establish procedures for communication between national ethics committees and other oversight bodies and public health authorities. In addition, it was suggested that ethics committees should request from researchers, at a minimum, a preliminary data sharing and sample sharing plan that outlines the benefit to the population from which data and samples are to be drawn. This should be followed in due time by a full plan. It is hoped that the national ethics committees, supported by the WHO, relevant collaborative research consortia and external funding agencies, will work towards bringing these recommendations into practice, for supporting the conduct of effective research during outbreaks. Based largely on the so-called problem of “asymmetry in concept application”, philosopher Murat Aydede has argued for a non-perceptual view of pain. Aydede is of course not denying basic neurobiological facts about neurons, action potentials, and the like, but he nonetheless makes a strong philosophical case for pain not being the perception of something extramental. In the present paper, after having stated some of the presuppositions I hold as a physician and pain researcher, and after having shortly described Aydede’s critique (...) of perceptual theories of pain, I make a constructive proposal centred around the concept of pain as the perception of some-one, not some-thing. In doing so, I propose that there often is a problematic duality at work when we think about pain, namely the mental/extramental duality. This pre-reflective mindset creates difficulties when reflecting over pain. Instead, I propose the body/world duality as being more helpful. Two neologisms, cosmoception and egoception, are presented as an alternative to the twin concepts of exteroception and interoception. It is argued that the new concepts have the advantage of not pushing our thought into a mental/extra-mental dichotomy. Hence, when in pain, I get epistemic access to the body that is I, to how I fare in this world. From that perspective, pain is not the perception of something, but of someone–namely, the self. In the final part of the paper, this proposal is discussed in dialogue with a paper from phenomenological thinker Jennifer Bullington. (shrink)

Dans la Lettre 6 de la correspondance d’Augustin, Nebridius pose à son ami deux questions sur l’imagination : la mémoire peut-elle exister sans la phantasia ? La phantasia ne tient-elle pas ses images d’elle-même plutôt que des sens ? Ces questions trouvent leur origine dans des textes de Plotin et de Porphyre, qui se référaient eux-mêmes au début du De memoria d’Aristote et à la célèbre thèse aristotélicienne selon laquelle l’âme ne pense pas sans image. Nebridius adopte l’idée qu’une image (...) sert nécessairement de « véhicule » ou de « miroir » à la pensée, que cette image soit celle d’un corps ou celle d’un mot. Augustin refuse quant à lui le principe d’une telle dépendance, chez l’homme, de l’intellect par rapport à l’imagination. Son originalité, au sein du néoplatonisme, tient à la radicalité avec laquelle il dénie tout rôle positif aux images dans la constitution de la connaissance.In Letter 6 of Augustine’s correspondence, Nebridius asks his friend two questions on imagination : Is memory able to exist without phantasia ? Does phantasia not get its images from itself rather than from the senses ? These questions arise from some texts by Plotinus and Porphyry, who referred to the beginning of Aristotle’s De memoria and to the famous Aristotelian claim that mind does not think without an image. Nebridius argues that thought has to use an image, either of a body or of a word, as a « vehicle » or as a « mirror ». Augustine, for his part, goes against the very principle of such a dependence of intellect on imagination in the case of man. The way he radically denies images any constructive role in the process of knowledge makes him original within Neoplatonism. (shrink)

Strong emergentists face a quadruple dilemma: accept the physical closure principle and deny strong emergentism, deny the closure principle and court either substance or property dualism, accept substance dualism and kill emergentism by accepting vitalism or accept property dualism and get locked into the fallacy of reconciling upward emergence with downward causation without the help of any external agency. Strong emergentists would most likely choose, and I seek to show that it contains contradictions that kill emergentism nonetheless. This is because (...) emergentists would ultimately have to admit the role of external agency or environmental input regarding upward/downward interaction. But once this happens, there seems no need to discuss emergence, since we are no longer entirely sure that properties alleged as emergent actually emerged from the base properties from which we would say they emerged. According to Wiredu, the Akan profess secular esteem rather than religious worship to supra-natural beings, who they perceive in an empirical sense. He backs this up by re-reading what he sees as the Akan general ontology in a way that denies them of the concepts of the supernatural, the transcendental, the mental, the spiritual, and an ontologically distinct mind. At the end of denying the three criteria of worship as well as all of these other concepts which might otherwise be (...) available to the Akan, one might struggle to find any evidence that the Akan even had a religion. I dispute this secular reading, and I more generally demonstrate that the characterizations of the Akan attitude to divinity as non-worshipping, non-supernatural, non-transcendent, and non-spiritual, are either conceptually flawed, factually incorrect, or both. Hitherto, the African intellect had been decimated by notable European scholars such as David Hume, Charles Darwin, Friedrich Hegel, Lucien Levy-Bruhl to name a few. The common denominator among these male scholars is that the African intellect is not yet developed to the extent that it can accommodate logical reasoning. Whereas notable African scholars have responded to these charges as misleading whilst exploring ways of coming up with a logic system that can mediate the theory, thought and practice peculiar to (...) Africans yet applicable in other climes, the role of women in this journey has usually been downplayed. This research thereby seeks to fill this void by making a case for the contribution of the Australian Helen Verran who did not engage in armchair scholarship as most of her European male counterparts who deny the African the ability to reason logically, but journeyed to Nigeria to perform some experiments with the Yorùbá numerical system. She is persuaded that through the traditional Yorùbá numerical pattern, an underlying logic system is implied. Even when her conclusions are questionable on several fronts, this research concludes that her role in instilling confidence in the development of artificial logic in Africa must not go unmentioned. Bernard Williams drew our attention to what might be wrong with denying the role of luck in our understanding of agency and responsibility. Susan Wolf and David Enoch, in separate works, have asked us to focus instead on what might be virtuous and valuable in embracing that role, and on how our institutions might assist us in that regard. They claim that the agent who ‘takes’ a responsibility that law or morality do not already assign to them may be displaying (...) a special moral virtue or exercising a distinctive moral power. I raise some objections to Wolf’s and Enoch’s case for that claim, and query some of its purported institutional implications for tort law systems. (shrink)

The history of women has been defined by a world enmeshed in woes, frustration, oppression, maltreatment and inequalities. Feminism as a philosophy of change sought to fight, end and change this woeful scenario of women that denied their self respect, dignity and led to a loss of self confidence. Fundamentally, feminist philosophy sought for explanations and justifications why women were denied a voice and why they were historically not treated as coequals of men. The basis of inequality is historically rooted (...) in cultural and philosophical falsities that were not evidenced based but were used to justify oppression against women. The Universal Declaration of human rights gave women and the world the platform that empowered them with rights and led to fresh processes that sought to end oppression and their underdevelopment inspired by inequality, iniquities, denial of opportunities for growth and empowerment. The millennium development goal of ending inequality and oppression against women should achieve equality and women’s empowerment in Africa. Since the declaration of the MDGS, considerable gains had been made inAfricabut challenges and problems are still identified in the areas of cultural inequality complicated by the weakness of the major governance institutions and corruption. Other challenges centre on women’s lack of genuine empowerment, violence against women, trafficking in women, denial of human rights, lack of participation in policy and governance. Since empowerment is the key to achieving mainstreaming and gender equality, this paper seeks to redefine the concept of empowering women as the platform to ending inequality, social injustice and achieving equality in the context of the unique challenges of underdevelopment facingAfrica. It will identify the policy implications of establishing empowerment structures that address multiple challenges facing gender inequality and how these structures will assist in building the necessary feminine human resources that will make women as partners of sustainable growth and development after 2015. The main idea of the article is that there is a complementary link between utopia and law. Thus, the purpose is to show, through a conceptual and historical analysis, that denying such a link, at least, means the existence of an unclear and biased view of the concept of utopia and its historical development. For this purpose, it presents a provisional definition of utopia along with two assumptions underlying such definition: an economical and an anthropological one. It also presents a (...) typology of utopias. Based on this, the idea that utopia is both subversive and perfectionist is rejected by acknowledging two different models of utopia: closed and open utopias. The Central American migrant caravans of 2018 are best understood as having been precipitated by entangled multi-scalar geopolitical histories among the United States, Mexico, Guatemala, Honduras, and El Salvador. Unsurprisingly, the migrants traveling north to the United States garnered widespread attention on social media. So much so that the reaction to the caravan accelerated plans to deploy troops to the US southern border and deny Central Americans the opportunity to seek asylum. This example showcases how the digital world can have (...) exponential material effects. While coverage on border security and migration has been extensive, within political geography, such concerns have rarely been paired with social media. In this article, we take as our object of analysis the digitality or “digital life” of the migrant caravan. Mapping the patterns of migrant caravan-related tweeting paired with the exploration of Twitter’s networked dimensions reveals the platform to be a fundamentally spatial technology. Rather than reflect, refract or distort, Twitter produces and is in turn produced through spatial mechanisms. We present multiple cartographic visualizations in support of this claim and highlight the ways in which a contextual knowledge of the subject under study—the migrant caravan—can further inform analyses of Big Data. The article seeks to refute the popular idea in Russian-language scientific literature of French personalism as a homogeneous and monolithic movement, briefly pointing out the existence of three of its internal movements: Esprit, Ordre Nouveau and Jeune Droite. Focusing on the figure of D. de Rougemont, this study nevertheless shows the close connection between these three groups and the commonality of ideological quests. Dwelling in detail on the confessional context of the differences between Esprit and Ordre Nouveau, the author demonstrates (...) that both groups are still united in the perception of the concept of “personality” as a spiritual imperative for a person in the 1930s (albeit not agreeing on some details of its definition) and criticism of contemporary political regimes. Translation (French to English) of Emmanuel Falque's "Le fou désincarné." I also wrote a translator's note, placed at the conclusion of the article. Phenomenology must begin to acknowledge the organic, animal nature of the body instead of focusing only on the pure subjectivity of the flesh. Mediating between Descartes's extended body (a mere object that is entirely distinct from the self) and Husserl's lived body (the flesh that is the self), the spread body is the organic body that I have, (...) that is not simply myself and yet is mine. This essay reveals the steep cost of phenomenology's neglect of the body, which produces a discarnation, or dissolution of the flesh itself. The "flesh without body" vanishes into transparency, exemplified by Descartes' "madmen" who lose all connection to their organic bodies, to the point of supposing that their bodies are glass. Because organicity is in fact proper to us, denying or rejecting its import can lead only to madness. (shrink)

This paper addresses the problem of articulating ethics with justice, as it would seem impossible to think the practical application of one without denying the other at the same time. Indeed, as Levinas puts it, justice is violence within ethics when trying to compare the incomparable. On the contrary, ethics is an asymmetrical and irreversible relationship between two, where justice seems to have no room at all. This work seek to provide an articulation between both immeasurable dimensions by a renewed (...) attention to the issue of temporality of ethics and by including the concept of impure, taken from the work of Jean Guitton, from which it is understood that both dimensions are co-implicated from the very difference that constitute them. A number of multi-stakeholder initiatives (MSIs) and commodity roundtables have been created since the 1990s to respond to the growing criticism of agriculture’s environmental and social impacts. Driven by private and global-scale actors, these initiatives are setting global standards for sustainable agricultural practices. They claim to follow the new standard-making virtues of inclusiveness and consensus and base their legitimacy on their claim of balanced representation of, and participation by, all categories of stakeholders. This principle of representing a wide range of (...) interests with a balance of power is at the heart of a new type of action that forms part of a broader political liberal model for building coalitions of interest groups. The intention of this symposium is to assess the nature of processes and outcomes of this model while paying particular attention to the forms of inclusion and exclusion they generate. In this introduction, we highlight the differences in theoretical approaches to analyzing MSIs and the manifestation of power through them. We distinguish between more traditional political–economy approaches and approaches concerned with ideational and normative power, such as convention theory. We discuss some of the main paradoxes of MSIs related to their willingness to be “inclusive” and at the same time their exclusionary or “closure” effects due in part to interactions with existing political economic contexts and embedded power inequalities, as well as more subtle manifestations of power linked to the favoring of some forms of knowledge and engagement over others. We study a class of representation mechanisms, based on reports made by a random subset of agents, called representatives, in a collective choice problem with quasi-linear utilities. We do not assume the existence of a common prior probability describing the distribution of preference types. In addition, there is no benevolent planner. Decisions will be carried out by an individual who cannot be assumed impartial, a self-interested executive. These assumptions impose new constraints on Mechanism Design. A robust mechanism is defined as (...) maximizing expected welfare under a vague prior probability distribution, and over a set of mechanisms which is at the same time immune from opportunistic manipulations by the executive, and compatible with truthful revelation of preferences by representatives. Robust mechanisms are characterized and their existence is shown. Sampling Groves mechanisms are shown to be robust. (shrink)

Since the beginning of the new millennium, initiatives known as roundtables have been developed to create voluntary sustainability standards for agricultural commodities. Intended to be private and voluntary in nature, these initiatives claim their legitimacy from their ability to ensure the participation of all categories of stakeholders in horizontal participatory and inclusive processes. This article characterizes the political and material instruments employed as the means of formulating agreement and taking a variety of voices into consideration in these arenas. Referring to (...) the specific case of the “Roundtable on Sustainable Palm Oil”, I undertake a detailed analysis of the tensions relating to different forms of participation, which create a gap between “local minority voices” and international stakeholders—either non-governmental organizations or industries. Local communities and small-scale farmers face difficulties when making their voices heard in the form of debate proposed. Firstly, some participants attempt to re-impose a vertical hierarchical relationship between small-scale farmers or affected communities and company managers/directors in order to deprive the former of their powers of representation and of being able to transform reality. Secondly, the liberalism of interest groups in the roundtable accords value to experts, global knowledge, strategy, and detachment, at the expense of other capabilities of rooted or attached people who come to defend their real lives with a desire to raise critical issues of injustice. In this context, I highlight the capacity of local NGOs to relieve some of those tensions and to help locally affected communities and small-scale farmers introduce public stages for debates, by accommodating other forms of participation apart from the liberal one. By being close to and by restoring their dignity through a specific work of solicitude and care, local NGOs prepare affected people for public speaking. (shrink)

The recent translation of Emmanuel Levinas’s essay On Escape complicates our view of his relationship to Hegel, and reopens the ontological question of escape. The impetus for Levinas’s essay was National Socialism’s effort to reduce subjectivity to being qua biologistic. To resist this, Levinas enlists idealism as an ally. He affirms the idealist subject’s effort to escape being, but denies that it makes good its escape. I challenge this denial by comparing Levinas’s phenomenology of escape with Hegel’s phenomenology of unhappy (...) consciousness, paying special attention to the themes of shame and the will to escape. The similarity between treatments leads me to suggest that the urge to escape emerges at least as early as medieval Christianity, thus predating the historical predicament of mid-1930s European Jewry. I conclude by interpreting space travel and the posthuman figure of the cyborg as signs that escape continues asan object of human aspiration. (shrink)

The 9th Alter Conference organised by the EHESP School of Public Health (Rennes, France) and Alter Society, on April 8 and 9, 2021, was devoted to questioning the construct of the concept of normality. More specifically, we wanted to challenge the common view which, rather covertly structures our societies, according to which being “valid” is the norm, in two often compounded ways, of being the most widespread and the most desirable situation. This view is expounded in the notion of “ableism”...

The holistic view of the Universe is a very promising approach. The necessity of such a view is shown by the teaching of Carl Friedrich von Weizsäcker, a German physicist and philosopher. If we accept Panpsychism as the best alternative to Materialism and Dualism, we should take the holistic view seriously. Panpsychism and Holism combined lead to the Idea of Cosmopsychism. If we consider the Universe as a holistic Quantum System, we should ask, what causes the collapse of its wavefunction? (...) I offer four possible answers and I tend to divine consciousness, which brings the collapse of the wavefunction of our Universe. (shrink)

Five years ago, an article co-written by some of us presented an emerging trend to disclose some individual genetic results to research participants within the international research community. At the time, ethical norms and scholarly publications on the return of results often did not distinguish between the return of research results in general and the return of unexpected results. Both technologies and research practices have evolved significantly. Today whole genome and exome sequencing are increasingly affordable and frequently used in genetic (...) research. Because these techniques produce a vast amount of interpretable and non-interpretable data about an individual, the issue of how to manage information generated by such technologies needs to be considered. However, the development of international ethical guidelines has not kept up with the rapid pace of technological progress. Indeed developments in genomic biobanking also challenge the duty to disclose research results. (shrink)

This work traces the development of Western educational ideas from the Greek society of Socrates, Plato and Aristotle, to the ideas and ideologies behind some of the controversial issues in education today. The authors avoid the traditional "great thinkers" approach, and instead try to relate educational ideas to the political, social and economic development of the times, covering Greece and Rome, early Christianity, the Renaissance, the religious conflicts of the 15th and 16th centuries, the Enlightenment in the 18th century, and (...) Romanticism, as well as more familiar political issues in the 19th and 20th centuries. The book concludes with a brief discussion of the problem of values and education in the 21st century. The authors reject extreme versions of postmodernist thinking, and reassert the view that values and an expression of priorities within value systems are an essential aspect of educational planning at any time. In lieu of an abstract, here is a brief excerpt of the content:The Newly Veiled Woman: Irigaray, Specularity, and the Islamic VeilAnne-Emmanuelle Berger (bio)In 1995, in a piece published in a special issue of Les temps modernes devoted to the Algerian “Guerre des frères,” the late Monique Gadant, a sociologist of postcolonial Algeria, called for a dispassionate reflection on the reasons why a sizable number of Algerian women, in Algeria but also in France, decided to wear the hijab, or (...) “Islamic veil,” without, she said, being coerced into doing it. Warning against a naive French ethnocentrism which may have led people to mistake the hijab too quickly for a sign of women’s oppression, she wrote:C’est s’aveugler que de ne pas voir qu’il y a de très nombreuses femmes qui portent le hidjab sans y être forcées par personne.... Avant de se dresser contre le hidjab, réduit à un symbole d’oppression (les femmes qui le portent étant jugées en contradiction avec ce qui est censé être leurs intérêts et la vérité sur elles-mêmes dites par d’autres), on devrait prendre un peu de temps pour réfléchir aux motivations de ces femmes.[”Femmes alibi” 228][One would be blind not to see that numerous women are wearing the hijab without being forced to do it by anybody.... Before denouncing the hijab, reductively conceived as a symbol of oppression—the women wearing it being found to contradict what are supposed to be their interests and the truth about themselves as told by others—one should take some time to reflect on these women’s motivation.]Indeed, a growing number of women have adopted the hijab in the past decade, in Muslim or predominantly Muslim countries where the “Islamic veil” has not yet been made state law, as is the case in Iran. One thinks of Egypt or Indonesia, for instance, as two other examples where—against weak attempts by the governments in place to curb the powerful development of Islamism, after they helped foster it—the hijab has enjoyed considerable though unequal success. One should not underestimate coercion as a factor, especially within the last few years, when terrorism directed against civilians in Algeria and ever-growing intimidation stemming from Islamism’s social success in Egypt have undeniably led tens of thousands of scared, weary, or energetically “persuaded” women to wear the veil. Nonetheless, I want to take up Monique Gadant’s suggestion that we seriously try to think through at least some of the stakes of the phenomenon she identifies: an impressive number of women today affirm that they want to wear the hijab, and they do it. This raises at least two series of questions: (1) if the hijab fulfills a wish, rather than indicating a state of oppression or alienation, one has to reflect on the nature and structure of this wish or desire, and perhaps ask what the relation might be between desire and the veil, or rather this veil. For the hijab, as it is called in Arabic, is indeed a new kind of veil, or rather a new way of using an old Koranic precept, one intended to replace traditional modes of dressing and veiling. (2) If the hijab, and sometimes even the nikab and the jelbab, which cover women’s faces and bodies entirely, are willingly worn, should one [End Page 93] take this as a particularly blatant testimony to the radical relativity of cultures, which would in turn preclude any “Westerner” or non-Muslim individuals or groups, beginning with women, from making any assumptions concerning the condition of women or the hermeneutics of gender relations across cultures? This is indeed what Gadant hints at when she denounces the “naive [French] ethnocentrism” [228] at work in the negative response to the hijab. 1 One encounters here, as we know, a most divisive, philosophically crucial, and politically decisive issue, one that not only pitches non-Westerners against Westerners, but sometimes equally forcefully, as in this case, “Westerners” against “Westerners.” Ethnocentrism, as a tendency to (mis)understand a different culture in terms of one’s own, hence as a veiled form of cultural imperialism, should be uncovered and indeed denounced...
