Nuclear weapons are different from every other type of weapons technology. Their awesome destructive potential and the unparalleled consequences of their use oblige us to think critically about the ethics of nuclear possession, planning, and use. Joe Nye has given the ethics of nuclear weapons deep consideration. He posits that we have a basic moral obligation to future generations to preserve roughly equal access to important values, including equal chances of survival, and proposes criteria for achieving conditional or “just deterrence” (...) to minimize the risk of nuclear use and help preserve these values. While Nye's conditions are laudable, they are not achievable. They rely on flawed assumptions about the nature of nuclear weapons and the inherent risks of the nuclear deterrence system. Since the Cold War ended, the strategy and practice of nuclear deterrence has grown riskier, more urgent, more dangerous, and less stable. It is time to rethink how we manage nuclear risks. A new nuclear security system must be built on the design principle that the consequences of system failure cannot threaten to end or fundamentally disrupt civilization. We owe the future a new nuclear security strategy that can prevent an existential global nuclear event. (shrink)

A prominent figure in the Twin Cities art scene, Chris Faust marks the essence of the changing Midwestern landscape by documenting common scenes in an uncommon way. Known for his spectacular panoramic work, Faust is also increasingly admired for his unique night photographs, where he quietly unveils a world we never noticed was there and when the darkest hours evoke a mood of mystery and surrealism. The palette of light and shadow heightens our senses by revealing the stillness and ambiguities (...) of the landscape. Nocturnes, a beautiful collection of more than seventy tritone photographs, is a visual record of our world as few ever see it: during the nighttime hours. Emphasizing the passage of time as well as the necessity for change, the images reflect our disappearing rural terrain, abandoned urban streets, and aging industrial spaces, recalling aspects of our culture that are quickly fading into the past. With an affinity for certain old-world practices and tools, Faust works just with ambient light and uses no digital or electronic technology—only classic darkroom processing—allowing all the subtle textures and tones to emerge in his work. Faust’s photographs of the Midwest are shot in a panoramic format with wide, detailed images—spectacular in both their artistry and documentary impact. Chris Faust, a resident of St. Paul, is one of Minnesota’s finest photographers. His award-winning images are widely collected and exhibited throughout the region and the country. Joan Rothfuss is a writer and art historian who was curator of the Walker Art Center for more than seventeen years. Natalie Davis is a quintessential storyteller in the way theorized by Walter Benjamin, Hannah Arendt, and Michel de Certeau. Her work decenters history not simply because it grants agency and so historical visibility to those who have been hidden from history or left on its margins, but also because her stories reveal the complexities of human experience and so challenge the received categories with which we are accustomed to thinking about the world.

The popular view of non-directive genetic counseling limits the counselor's role to providing information to clients and assisting families in making decisions in a morally neutral fashion. This view of non-directive genetic counseling is shown to be incomplete. A fuller understanding of what it means to respect autonomy shows that merely respecting client choices does not exhaust the duty. Moreover, the genetic counselor/client relationship should also be governed by the counselor's commitment to the principle of beneficience. When non-directive counseling is (...) reexamined in light of both these principles, it becomes clear that there are cases in which counselors should attempt to persuade clients to reconsider their decisions. Such attempts are consistent with non-directive counseling because, while respecting the clients' decision-making authority, they insure that clients act with full knowledge of the moral consequences of their decisions. Historically, academic freedom is a concept aimed at resolving conflicts about the relationship between power and knowledge, politics and truth, action and thought by positing a sharp distinction between them, a distinction that has been difficult to maintain. This paper analyzes those tensions by looking at early statements of the founders of the American Association of University Professors , by exploring the paradoxes of disciplinary authority which at once guarantees and limits professorial autonomy, and by examining several cases in which (...) the question of the meaning of academic responsibility was in dispute. It argues that because the tensions are not susceptible to final resolution, the principle of academic freedom must be preserved in order to mediate them. (shrink)

The advent of photography opened up new worlds to 19th century viewers, who were able to visualize themselves and the world beyond in unprecedented detail. But the emphasis on the photography's objectivity masked the subjectivity inherent in deciding what to record, from what angle and when. This text examines this inherent subjectivity. Drawing on photographs that come from personal albums, corporate archives, commercial photographers, government reports and which were produced as art, as record, as data, the work shows how the (...) photography shaped and was shaped by geographical concerns. The origin of Black Panther 's charismatic villain, Killmonger, is the same as that of the historic Black Panther Party: Oakland, California. Director Ryan Coogler begins the film here, in a housing project where N'Jobu, a prince from Wakanda, has been living undercover. Black Panther first appeared in Marvel Comics in the summer of 1966, a few months before the official founding of the Black Panther Party. Killmonger's grudge against Wakanda for ignoring and rejecting him is one that nearly every (...) Black citizen could fairly hold against the United States. Wakanda abandons its traditional separatist position to follow the historical Black Panther Party's lead, pivoting from using the tools of modern warfare to protect Wakandans to channel its energy into uplifting social programs around the world, starting with the neighborhood in Oakland where the orphaned Killmonger grew up. To provide a stable and healthier setting for children they must sublimate their own interests and feelings, which puts greater pressures on women to communicate needs clearly or to be deceptive when the occasion demands. The likely advantage in communication skills and self-control may ameliorate the impact of disorders like ADHD where the most serious deficit is in self-inhibition. This would account for the strikingly uneven male to female sex ratio of 2:1 (in epidemiological (...) samples) to 10:1 (in clinical settings), the higher threshold for females, and the sex difference in the pattern of associated mental disorders.
