Background: As actors with the key responsibility for the protection of human research participants, Research Ethics Committees (RECs) need to be competent and well-resourced in order to fulfil their roles. Despite recent programs designed to strengthen RECs in Africa, much more needs to be accomplished before these committees can function optimally.Objective: To assess training needs for biomedical research ethics evaluation among targeted countries.Methods: Members of RECs operating in three targeted African countries were surveyed between August and November 2007. Before implementing (...) the survey, ethical approvals were obtained from RECs in Switzerland, Cameroon, Mali and Tanzania. Data were collected using a semi-structured questionnaire in English and in French.Results: A total of 74 respondents participated in the study. The participation rate was 68%. Seventy one percent of respondents reported having received some training in research ethics evaluation. This training was given by national institutions (31%) and international institutions (69%). Researchers and REC members were ranked as the top target audiences to be trained. Of 32 topics, the top five training priorities were: basic ethical principles, coverage of applicable laws and regulations, how to conduct ethics review, evaluating informed consent processes and the role of the REC.Conclusion: Although the majority of REC members in the targeted African countries had received training in ethics, they expressed a need for additional training. The results of this survey have been used to design a training program in research ethics evaluation that meets this need. (shrink)

BackgroundInternational guidelines recommend ethical and scientific quality standards for managing and reporting adverse events occurring during clinical trials to competent research ethics committees and regulatory authorities. The purpose of this study was to determine whether clinical trial protocols in Cameroon are developed in line with national requirements and international guidelines as far as detecting, reporting and investigating of adverse events is concerned.MethodsIt was a documentary review of all approved clinical trial protocols that were submitted at the Cameroon National Ethics Committee (...) for evaluation from 1997 through 2012. Data were extracted using a preconceived and validated grid. Protocol review process targeted the title, abstract, objectives, methodology, resources, and the chapter on safety.ResultsIn total, 106 clinical trial protocols were identified from 2173 protocols seen in the archive and 104 included for review. Seventy six trials did not include the surveillance of adverse events as part of their objective. A total of 91 protocols did not budget for adverse event surveillance, 76 did not have a data safety management board, 11 included insurance for participants, 47 did not include a case definition for serious adverse events, 33 described procedures to detect adverse events, 33 described procedure for reporting and 22 described procedure for investigating adverse events.DiscussionsMost clinical trial protocols in Cameroon are developed to focus on benefits and pay little attention to harms. The development of national guidelines can improve the surveillance of adverse events in clinical trial research conducted in Cameroon. Adverse events surveillance tools and a budget are critical for an adequate planning for adverse event surveillance when developing trial protocols.ConclusionClinical trial protocols submitted in the Cameroon National Ethics Committee do not adequately plan to assess adverse events in clinical trial protocols. In order to improve on the safety of participants and marketed drug, there is a need to develop national guidelines for clinical trials by the government, and to improve evaluation procedures and monitoring of ongoing trials by the ethics committee. The ecology of fear has become a common rhetoric in efforts to support climate mitigation. The thesis of the collapse is an extreme version, asserting the inevitable collapse of the world. Fear, then, becomes the ultimate emotion for spurring action. In this article, drawing on the work of the pragmatist John Dewey, we show that fear is an ambiguous emotion. Dewey stressed the quality of an emotion. Following his reasoning, this article draws a distinction between intense and moderate fear. Intense (...) fear annihilates action, while moderate fear fulfils the conditions for an emotion of quality (in the Deweyan sense), which enables action. For this reason, the thesis of the collapse must be rejected, while an ecology of fear, drawing on moderate fear, may be maintained. (shrink)

Everettian quantum mechanics tells us that the fundamental dynamics of the universe are deterministic. So what are the `probabilities' that the Born rule describes? One popular answer has been to treat these probabilities as rational credences. A recent alternative, Isaac Wilhelm's centered Everett Interpretation (CEI), takes the Born probabilities to be centered chances: the objective chances that some centered propositions are true. Thus, the CEI challenges the `orthodox assumption’ that fundamental physical laws concern only uncentered facts. I provide three arguments (...) against the centered Everett Interpretation. First, I argue that the CEI is in apparent tension with a significant motivation for adopting Everettian quantum mechanics: rejecting the attribution of special significance to observers or agents in fundamental physics. I suggest the CEI can avoid this tension, but only at the cost of sacrificing its central claim that there are objective chances in an Everettian multiverse. My second argument concerns the CEI’s claim that the centered Born rule is a fundamental physical law. I provide two plausible notions of fundamentality for physical laws, and I argue that the centered Born rule satisfies neither. My final argument is that the CEI’s branch-relative laws cannot explain or constrain an agent’s rational credences in the way that the CEI claims. (shrink)

Though individual categorization or decision processes have been studied separately in many previous investigations, few studies have investigated how they interact by using a two-stage task of first categorizing and then deciding. To address this issue, we investigated a categorization-decision task in two experiments. In both, participants were shown six faces varying in width, first asked to categorize the faces, and then decide a course of action for each face. Each experiment was designed to include three groups, and for each (...) group, we manipulated the probabilistic contingencies between stimulus, category assignments, and decision consequences. For each group, each participant received three different sequences of category response, category feedback, decision response, and decision feedback. We found that participants were only partially responsive in the appropriate directions to the contingencies assigned to each group. Comparisons of results from different sequences provided evidence for empirical interference effects of categorization on decisions. The empirical interference effect is defined as the difference between the probability of taking a hostile action in decision-alone conditions and the total probability of taking a hostile action in categorization-decision conditions. To test competing accounts for multiple empirical results, including two-stage choice probabilities and empirical interference effects, we compared a quantum cognition model versus a two-stage exemplar categorization model at both aggregate and individual levels. Using a Bayesian information criterion, we found that the quantum model provided an overall better model fit than the exemplar model. Although both models predicted empirical interference effects, the exemplar model was able to generate probabilistic deviation by incorporating category information of the first stage into the feature representation of the subsequent decision stage, while the quantum model produced interference effect by superposition, measurement, and quantum entanglement. The sounds produced by animals have been a topic of research into animal behaviour for a very long time. If acoustic signals are undoubtedly a vehicle for exchanging information between individuals, environmental sounds embed as well a significant level of data related to the ecology of populations, communities and landscapes. The consideration of environmental sounds for ecological investigations opens up a field of research that we define with the term ecoacoustics. In this paper, we draw the contours of ecoacoustics by (...) detailing: the main theories, concepts and methods used in ecoacoustic research, and the numerous outcomes that can be expected from the ecological approach to sound. Ecoacoustics has several theoretical and practical challenges, but we firmly believe that this new approach to investigating ecological processes will generate abundant and exciting research programs. La littérature économique s’intéresse aux enjeux du développement soutenable, mais elle aborde rarement le pilier social, car elle se concentre sur l’imbrication entre les piliers économique et environnemental. Quand il est pris en compte, le pilier social l’est comme interface qui facilite la jointure entre les deux autres. Les analyses économiques soulignent unanimement l’importance d’effectuer cette jonction, qu’il s’agisse d’évoquer les conditions de vie des populations ou l’acceptation sociale des transformations vers une transition écologique. Pourtant, les études consacrées au développement (...) soutenable ne considèrent guère le social autrement que comme une simple interface. Le social doit trouver sa juste place dans les politiques économiques de développement soutenable. Pour cela, il importe de reconceptualiser ce pilier en le faisant entrer en résonance avec les thèmes à l’origine du développement soutenable. La Société mathématique de France (SMF) créée en 1872 pour promouvoir les travaux des mathématiciens français accueille rapidement le polytechnicien Charles-Ange Laisant (1841-1920) qui s’investit par ailleurs dans de multiples communautés savantes à la fin du xixe siècle. Son implication durable, ses itinéraires d’administrateur et d’auteur permettent, à partir des renseignements fournis par le Bulletin de la SMF, une approche originale de la circulation de ses travaux au sein de la Société. Une étude des comptes rendus de séances met en (...) lumière tant sa production d’écrits mathématiques proprement dits que ses interventions orales sur des sujets variés lors de ces réunions. L’exemple de celui qui sera président de la SMF en 1888 offre ainsi une perspective particulière sur les mathématiques discutées lors des réunions de la Société, sur les liens qui se tissent avec d’autres cercles savants ou sur les réseaux et collaborations ponctuelles à l’intérieur même de la SMF. « Les inventions et révolutions scientifiques ont toujours sinon fondé du moins suscité des inventions et révolutions métaphysiques susceptibles de leur faire écho. La physique contemporaine, depuis le début du xx e siècle, avec l’avènement des relativité restreinte et générale et de la physique quantique, jusqu’à aujourd’hui, avec l’élaboration (toujours en cours d’achèvement et de validation) d’une théorie quantique adéquate de la gravitation, est riche de telles révolutions, notamment concernant la nature du temps, concept complexe dont ces théories nous ont (...) appris à distinguer les multiples feuillets et aspects enchevêtrés. Toute théorie quantique de la gravitation (notamment la théorie quantique à boucles) semble ainsi ne pouvoir aboutir qu’en envisageant le temps comme une réalité seconde, dérivée et non plus originaire ou fondamentale. Mais à partir de quelle autre réalité plus fondamentale que lui, le temps pourrait-il être engendré? Cette réalité pourrait-elle elle-même être en quoi que ce soit non changeante? N’a-t-on pas ainsi tort de confondre le temps et la variation (ou le changement)? L’enjeu de cet article est de distinguer soigneusement ces deux concepts en montrant, d’une part, que la variation est en vérité, sous certaines conditions théoriques à énoncer, un concept plus fondamental que celui de temps, et d’autre part, que ce dernier peut être engendré à partir d’une variation – ainsi pensée comme non empirique ou pure – en lui ajoutant un certain nombre de contraintes – qui la rendent alors empirique et dotée des principales propriétés constitutives du temps. Ces contraintes ou conditions restrictives nous semblent essentiellement de trois sortes : subsistance ou invariance, continuité et succession. Nous les développons successivement en montrant comment les relativités restreinte et générale et la physique quantique tendent déjà à violer partiellement ces contraintes. The dissertation explores the early life and thought of William James . Using James's published works as well as his letters, his published but little-known notes and reviews, and his unpublished diaries and notebooks, this dissertation constructs an intellectual biography employing intellectual history, the history of science, philosophy, and religious studies. ;William James experienced the culturally shaping influences of his grandfather's wealth and republican values, the eccentric and spiritual ideas instilled by his father in an almost chaotic process of education, (...) and the impact of a scientific education in the 1860's, a time when Darwinism revolutionized both the content and the methods of natural science. As a result of these influences, James began to form the kernels of ideas that would become central to his mature psychology, philosophy, and religious thought. He struggled with the simultaneous uncertainty of his intellectual perspectives and his vocational choices, and he gradually began to accept uncertainty itself as a central theme and goal of his life and thought. His steps in this direction were at first unsure, and indeed, he actually experienced a prolonged crisis of depression and indecision from 1867 to 1872. But even his suffering was a catalyst to his intellectual developments. A major inspiration for his commitment to uncertainty was his realization of the role of probabilities in the science he had been learning since his young adulthood. It inspired his idea that religious beliefs and scientific theories, while unrelated, are parallel in their uncertainty, and that each, if reasonable, can be acceptable as plausible even if not provable. The ultimate result of James's education in freedom was his argument for a pluralistic and non-deterministic view of the universe, his conviction of the possibilities for belief despite uncertainty, and his advocacy of the need for commitment and action to improve this world without reference to another life. This book persuasively shows that modern philosophical ways of knowing are not the only valid forms of knowledge that exist. Angela Roothaan argues for a critical reappraisal of indigenous ways of knowing and a need to overturn the politics of epistemology that sustain the modern system of knowledge with regard to its othering of indigenous outlooks of nature. According to Roothaan, this can be achieved by broadening our epistemological and moral vistas beyond the thin modern scientific view that circumscribes valid (...) knowledge merely to the empirical aspects of reality. The purpose of this paper is twofold. First, it offers a critique of the normative foundations of the 2019 Quebec Act respecting the laicity of the State. This is primarily based on the theses we developed in La nation pluraliste. Repenser la diversité religieuse au Québec (Presses de l’Université de Montréal, 2018), and elaborates a suitable diversity management model for Quebec using the republican liberalism described in Rawls’ later work. Second, we present a methodological discussion on how political philosophy can contribute to the formation of law, by examining how our criticism of Act respecting the laicity of the State corresponds to an exercise in implementing Rawls’ own method of thoughtful balance.
