This article examines the relationship between southern non-government organizations (SNGOs) and northern non-government organizations (NNGOs) in Bolivia. The term 'partnership' for many years now has been a buzzword within the development debate, particularly in reference to the relationship between SNGOs and NNGOs. The term is ubiquitous in development literature in the North but is invariably absent from similar literature in the South. According to Fowler (1992. Building partnerships between northern and southern development NGOs: Issues for the nineties. Development Journal of (...) the Society for International Development 1: 16-23), 'the distinctive feature of a partnership is that it involves sharing, with a sense of mutuality and equality of the parties involved'. This suggests that a partnership involves associates on an equal footing, within a horizontal structure of mutual respect, where resources are distributed equitably and decisions made jointly. It is also well known that one of the underlying problems of development which emerges not only in the literature but in practice is the unequal relationship between the south and north. I will argue that the relationship between SNGOs and NNGOs continues to be entrenched within a power structure based on western hegemony and a form of neo-colonialism. I will support my argument by highlighting data collected during a research study which was carried out in Bolivia.1 The main findings included that in spite of all the rhetoric which surrounds the topic, the situation has changed very little. SNGOs work by strategic plans but often have to resort to other sectors and activities to take advantage of possible funding opportunities. In relation to accountability, SNGOs are fully aware who they need to be accountable to but tend to prioritize accountability to donors; NNGOs were found to be weak in being accountable to their partners and client groups. There needs to be some clarity of the roles of the NGOs, especially NNGOs, and an analysis of their changing role. Shared values are insufficient on their own to build effective partnerships; obstacles such as the inequitable distribution of resources and unequal power relations hinder effective partnerships. Finally, in reality, partnerships between SNGOs and NNGOs rarely exist in the true sense of the word. This unequal relationship between SNGOs and NNGOs translates into an underlying problem of development; how the dichotomy of the south and north can be destructive and counterproductive to effective development. One way to articulate the promise of interdisciplinary research is in terms of the relationship between knowledge and ignorance. Disciplinary research yields deep knowledge of a circumscribed range of issues, but remains ignorant of those issues that stretch outside its purview. Because complex problems such as climate change do not respect disciplinary boundaries, disciplinary research responses to such problems are limited and partial. Interdisciplinary research responses, by contrast, integrate disciplinary perspectives by combining knowledge about different issues and as a result (...) reduce ignorance about more aspects of the problem. In this paper, we develop this idea and argue that while interdisciplinary research can help remediate damaging ignorance about complex problems, it also creates conditions in which other damaging forms of ignorance can arise. I offer a reflection on global development today, but also highlight the value of development ethics to help us guide the practice. Development ethics is more than just an applied ethics, it is a form of engaged philosophy since it engages with contemporary social and political problems from where they’re at in the world. It is not enough to argue for the inherent dignity of all when it is known that for many people their dignity is crushed. Development is entrenched within a Western, hegemonic framework. This can lead one to wonder if development ethics is, in fact, possible. Too many decisions are made and too many policies dominate an international development agenda that are guided by economic forces and national self-interests. Although development ethics has attempted to break through this situation, it has not had the impact that is needed. The current practice of ethics in development is too weak to have the impact needed to generate truly (...) desirable change. There is no shortage of scientists who are skeptical of the power of philosophy. Philosophers themselves have had similar reservations about philosophy, at least as it is typically studied and taught in universities. It can be easy enough to feel the force of these complaints, as it is not uncommon for academic philosophers to lose the forest for the trees. It doesn’t have to be this way. Philosophers can be better at explaining how their abstract theorizing bears on concrete problems, (...) and they can spend more time directly addressing these concrete problems. There are plenty of philosophers who acknowledge this, and many of them engage in research programs that do what we call engaged philosophy. The work of the Toolbox Dialogue Initiative (TDI) is part of this landscape.
