Legal frameworks are in place to protect those who lack the capacity to consent to research, such as the Mental Capacity Act in the UK. Assent is sought instead from a proxy, usually a relative. However, the same legislation may, perversely, affect the welfare of those who lack capacity and of others by hindering the process of recruitment into otherwise potentially beneficial research. In addition, the onus of responsibility is moved from those who know most about the study (ie, the (...) scientific community) to those who know less (the proxies). In this paper, we describe the characteristics of a sample at different stages of the recruitment process of an influenza vaccine-based randomised control trial in elderly care home residents (the FEVER study). 62% (602/968) of potential subjects lacked capacity but only 29% (80/277) of those actually randomised. Older age, being female and living in an Elderly Mentally Ill care home were the only variables associated with lacking capacity. Considering this was a study based in a care home setting where the prevalence of dementia approximates 80%, the trial, like many others, was thus significantly biased. We believe that difficulties seeking proxy assent contributed significantly to this problem. Further thought should be given to how assent to enter research for those who lack capacity should be provided, and we suggest avenues for further discussion such as independent risk/benefit expert panels. The rule of law is fundamental to all liberal constitutional regimes whose political orders recognize the equal natural rights of all.

There are increasing calls internationally for the development of regulation and policies related to the rapidly growing nanotechnologies sector. As part of the process of policy formation, it is widely accepted that deliberative community engagement processes should be included, enabling publics to have a say about nanotechnologies, expressing their hopes and fears, issues and concerns, and that these will be considered as part of the policy process. The Australian Federal and State governments have demonstrated a commitment to these ideals, undertaking (...) a number of public engagement activities in recent years. However, despite promises that these community engagement activities will enable policy makers to identify complex and contested community attitudes, and that these will be included as part of the policy making process, a closer look at Australia’s engagement activities reveals something quite different. Through an analysis of a number of Australia’s nano-engagement activities, this paper demonstrates the limits of public engagement related to the development of nanotechnology related policies and regulation in Australia. Our analysis reveals the extent to which industry interests have captured policy makers and regulators, dissenting voices have been excluded from engagement processes, and engagement processes have not connected with actual policy making activities. Reflecting on these limits, this paper concludes with recommendations for improving public engagement processes related to nanotechnologies in Australia. (shrink)

We present a one per cent measurement of the cosmic distance scale from the detections of the baryon acoustic oscillations in the clustering of galaxies from the Baryon Oscillation Spectroscopic Survey, which is part of the Sloan Digital Sky Survey III. Our results come from the Data Release 11 sample, containing nearly one million galaxies and covering approximately 8500 square degrees and the redshift range 0.2 < z < 0.7. We also compare these results with those from the publicly released (...) DR9 and DR10 samples. Assuming a concordance Λ cold dark matter cosmological model, the DR11 sample covers a volume of 13 Gpc3 and is the largest region of the Universe ever surveyed at this density. We measure the correlation function and power spectrum, including density-field reconstruction of the BAO feature. The acoustic features are detected at a significance of over 7σ in both the correlation function and power spectrum. Fitting for the position of the acoustic features measures the distance relative to the sound horizon at the drag epoch, rd, which has a value of rd,fid = 149.28 Mpc in our fiducial cosmology. We find DV = at z = 0.32 and DV = at z = 0.57. At 1.0 per cent, this latter measure is the most precise distance constraint ever obtained from a galaxy survey. Separating the clustering along and transverse to the line of sight yields measurements at z = 0.57 of DA = and H =. Our measurements of the distance scale are in good agreement with previous BAO measurements and with the predictions from cosmic microwave background data for a spatially flat CDM model with a cosmological constant. © 2014 The Author Published by Oxford University Press on behalf of the Royal Astronomical Society. Scripture tells us that he went on board, to go with them to Tarshish, away from the presence of the Lord (Jon 1,3) Not only was Tarshish quite the wrong way to go, it was a serious attempt to get away from the presence of the Living God. Why was Jonah so frightened? What was it about Nineveh that scared him? We get a clue later, when Jonah gets cross with Nineveh for repenting on cue. He hated Nineveh. He wanted it to be destroyed. He knew it to be wicked. Why go somewhere which should be destroyed and shout at its inhabitants to change their ways? They will probably give the messenger a rough time! Jonah did not appreciate that he was being sent to Nineveh for the good ofthe people there, yes, but also for his own good. This book explores how the Hebraic and classical traditions forming our Western heritage combined from about 300 BCE to 300 CE. James Arieti investigates the principal causes of the merger in the common model of God that developed in the Greek philosophical schools, along with its ethical implications, and the shared portrayal in biblical, rabbinic, and postclassical literature of the compassionate warm character that we recognize as a mentsh.

This research assessed the impact of the participants’ personal value orientation preferences and level of principled moral reasoning when comparing undergraduate business students with undergraduate pharmacy students before and after students completed a professional ethics course. Overall there was little significant change in the students’ value orientations and principled moral reasoning after completing a professional ethics course, yet some important findings emerged when comparing business to pharmacy students.

In The Market Experience, Robert Lane restates the central criticism of economic views of human satisfaction?namely, that they define welfare as utility and, in practice if not in theory, use money as the measure of utility, while in reality utility (or welfare) ought to be defined as happiness. In exploring the implications of this noneconomic definition for our assessment of markets, Lane summarizes the evidence about how people assess their own happiness more successfully than he clarifies the meaning of that (...) word. Ours is an age full of desires but impoverished in its understanding of where those desires lead—an age that claims mastery over the world but also claims to find the world as a whole absurd or unintelligible. In The Vision of the Soul, James Matthew Wilson seeks to conserve the great insights of the western tradition by giving us a new account of them responsive to modern discontents. The western— or Christian Platonist—tradition, he argues, tells us that man is (...) an intellectual animal, born to pursue the good, to know the true, and to contemplate all things in beauty. Wilson begins by reconceiving the intellectual conservatism born of Edmund Burke’s jeremiad against the French Revolution as an effort to preserve the West’s vision of man and the cosmos as ordered by and to beauty. After defining the achievement of that vision and its tradition, Wilson offers an extended study of the nature of beauty and the role of the fine arts in shaping a culture but above all in opening the human intellect to the perception of the form of reality. Through close studies of Theodor W. Adorno and Jacques Maritain, he recovers the classical vision of beauty as a revelation of truth and being. Finally, he revisits the ancient distinction between reason and story-telling, between mythos and logos, in order to rejoin the two. Story-telling is foundational to the forms of the fine arts, but it is no less foundational to human reason. Human life in turn constitutes a specific kind of form—a story form. The ancient conception of human life as a pilgrimage to beauty itself is one that we can fully embrace only if we see the essential correlation between reason and story and the essential convertibility of truth, goodness and beauty in beauty. By turns a study in fundamental ontology, aesthetics, and political philosophy, Wilson’s book invites its readers to a renewal of the West’s intellectual tradition. (shrink)

En este texto, se explora la historia temprana del republicanismo en América Latina por el medio de los escritos de Francisco Bilbao, uno de los intelectuales radicales chilenos más importantes del siglo XIX. El pensamiento de Bilbao sobre la cuestión del cambio revolucionario fue fuertemente influenciado por su comprensión de la tradición revolucionaria republicana francesa. Examinamos las relaciones transatlánticas que dieron forma al pensamiento de Bilbao, el desarrollo del republicanismo chileno en las secuelas de la independencia política, y las Revoluciones (...) Francesas de 1789 y 1848. Sostenemos que la “regeneración” de la república chilena se convirtió en una especie de misión histórica para Bilbao y su generación de estudiantes universitarios y jóvenes profesionales. Para llevar a cabo esta misión histórica, ellos se hicieron intermediarios entre la vanguardia del pensamiento político en el mundo Atlántico y las realidades sociales obstinadas de un Chile postcolonial.
