We estimate that 208,000 deep brain stimulation (DBS) devices have been implanted to address neurological and neuropsychiatric disorders worldwide. DBS Think Tank presenters pooled data and determined that DBS expanded in its scope and has been applied to multiple brain disorders in an effort to modulate neural circuitry. The DBS Think Tank was founded in 2012 providing a space where clinicians, engineers, researchers from industry and academia discuss current and emerging DBS technologies and logistical and ethical issues facing the field. (...) The emphasis is on cutting edge research and collaboration aimed to advance the DBS field. The Eighth Annual DBS Think Tank was held virtually on September 1 and 2, 2020 (Zoom Video Communications) due to restrictions related to the COVID-19 pandemic. The meeting focused on advances in: (1) optogenetics as a tool for comprehending neurobiology of diseases and on optogenetically-inspired DBS, (2) cutting edge of emerging DBS technologies, (3) ethical issues affecting DBS research and access to care, (4) neuromodulatory approaches for depression, (5) advancing novel hardware, software and imaging methodologies, (6) use of neurophysiological signals in adaptive neurostimulation, and (7) use of more advanced technologies to improve DBS clinical outcomes. There were 178 attendees who participated in a DBS Think Tank survey, which revealed the expansion of DBS into several indications such as obesity, post-traumatic stress disorder, addiction and Alzheimer’s disease. Mission-oriented climate change research is often unverifiable. Therefore, many stakeholders look to peer-reviewed climate change research for trustworthy information about deeply uncertain and impactful phenomena. This is because peer-review signals that research has been vetted for scientific standards like reproducibility and replicability. Here we evaluate the transparency of research methodologies in mission-oriented computational climate research. We find that only five percent of our sample meets the minimal standard of fully open data and code required for reproducibility and replicability. The widespread (...) lack of minimal openness standards in peer-reviewed climate change research jeopardizes scientific credibility and risks poor societal outcomes as we manage growing climate risks. The scientific community can and must do better. We, the authors, outline necessary openness standards that we commit to as researchers, reviewers, and readers. We invite you to join us. (shrink)

Although cultures far away and with other languages and customs are felt to be exotic by many in one s own culture, all cultures recognize the importance of a consistent bodily praxis as a basis for ethical behavior. I show that thinkers as diverse as Aristotle, Dewey, James, Peirce, Husserl, and Merleau-Ponty all acknowledge this habitual-bodily basis as well as its deeply social character. So does Confucius, even if he emphasizes ceremonial aspects more than Aristotle, the American pragmatists, and (...) phenomenologists. Linking these thinkers is a common emphasis on the performative dimension of reliably repetitive bodily actions that engender effective social actions and interactions. (shrink)

The activities of glancing and attending are rarely compared, yet they have significant affinities to the point where we may say that glancing is a mode of attending while the latter, in turn, often proceeds by glances. This paper explores these affinities, showing that each activity is a form of reactive spontaneity (James) and that each engages in a particular version of advertence. Mental as well as ordinary perceptual glances are examined, with examples being taken from laboratory studies, everyday (...) life, meditation, and the psychotherapeutic technique of focusing. In the end, the two acts collaborate closely, enhance each other, and can be considered conterminous in many of their aims and procedures for reaching them. (shrink)

First published in 1979, Irish Identity and the Literary Revival, through the works of W.B. Yeats, James Joyce, J. M. Synge, and Sean O'Casey, documents the complex spectrum of political, social and other pressures that helped fashion modern Ireland. At least three sets of cultural assumptions coexisted in Ireland during the years between 1890 and 1930, -- English, Irish and Anglo-Irish, each united by a common language but divided by considerable tensions and strain. The question of Irish identity (...) forms the central theme of the study, and illustrates how it was a major, even obsessive concern for these writers. Subsidiary and interwoven themes constantly recur. Themes such as the concepts of the peasant and the hero, political nationalism, the meaning of Ireland's history and the validity of her cultural traditions. Rather than use the literature concerned as merely endorsing evidence for a sociological or political thesis, this study allows its major themes and issues to emerge and develop from direct and close study of the work of the writers. Nothing innate in the psychic make-up of man—no inherent flaw in his nature, no inheritance of original sin—prevents his being perfected, or at least radically ameliorated, once the social structure that shapes character can be properly reordered. Utopists, in short, deny that there is such a thing as "human nature"—if, as (...) John Plamenatz suggests, to say that something is human nature is just another way of saying that it cannot be changed.1 To accept the psychic constitution of man as fixed, immutable, is anathema to utopists, who agree rather with Ortega y Gasset: "Man has no nature. What he has is history."2 The social conditions that have obtained historically, that is to say, have made man what he has been—anything but utopian; but if man's history could be changed, so could his "nature." The idea of Progress, so pervasive in the West from the seventeenth century on, lends some credence to this contention. W. D. Howells's Altrurians, their creator notes, "get some sad amusement out of the fact that the capitalist world believes human nature cannot be changed, though cannibalism and slavery and polygamy have all been extirpated in the so-called Christian countries, and these things were once human nature, which is always changing...."3 Utopia is merely a means, then, of imaginatively expediting, directing, culminating the historically progressive creation of a morally exemplary race of men.The environmentalist psychology espoused by utopists springs from one of two anterior assumptions (although in the creation of many fictional idola the distinction between them is often blurred). The first [End Page 280] assumption is formulated most famously by Rousseau in the Discourse on Inequality: that "man is naturally good, and only by his institutions is he made bad."4 The second assumption is formulated most famously by Locke in the Essay Concerning Human Understanding: that the mind—and by extension the character—is a tabula rasa that takes impression from the stimuli exerted by the external world and thus is neither innately good or bad, but plastic, malleable.5 An intriguing conflation of these two theories operates, for instance, in the psyche of the monster in Mary Shelley's Frankenstein. In the long middle section of the book, where the monster's side of the story is presented sympathetically, his character develops in a text-book demonstration of Lockean psychology; yet, at the same time, this lumbering tabula rasa quivers with enough benevolence (the implausible provenance of which mystifies) to put most saints to shame. He becomes evil and destructive only after being persecuted unmercifully for his misshapen appearance.6 Indeed, the criminal career of Mary Shelley's monster rehearses the common utopian argument that society's injustice to man (or monster) is the source of his crimes. "With our present state of society," writes James Casey in A New Moral World (1885), "we manufacture criminals and then punish them for being so."7 H. G. Wells, in A Modern Utopia (1905), concurs: "Crime and bad lives are the measure of the State's failure, all crime in the end is the crime of the community."8 And both are but restating the charge of Sir Thomas More's Raphael Hytholoday, leveled several centuries earlier in the original Utopia (1519): "If you allow people to be badly brought up and their habits to be corrupted little by little from childhood and if you then punish them for crimes to which their early training has disposed them, what else is this, I ask, but first making them thieves and then punishing them for it?"9 Evil deeds, then, to reiterate the utopist's point, result not from some vicious mole in human nature, but from the malfunctioning of society itself. The idea behind this book is that developing a conception of the physical world and a conception of mind is impossible without the exercise of agency, meaning "the power to alter at will one's perceptual inputs". The thesis is derived from a philosophical account of the role of agency in knowledge - the first time this has been attempted in the context of developmental psychology. The book is divided into three parts. In Part One, Russell argues that purely "representational" theories (...) of mind and of mental development have been overvalued, thereby clearing the ground for the book's central thesis. In Part Two, he proposes that, because objective experience depends upon the experience of agency, the development of the "object concept" in human infants is grounded in the development of executive-attentional capacities. In Part Three, an analysis of the links between agency and self-awareness generates an original theory of the nature of certain stage-like transitions in mental functioning and of the relationship between executive and mentalising deficits in autism. The goal of this book is to develop a new approach to reading the rule-following sections guided by a simple idea. The simple idea is that Wittgenstein's remarks on rule-following are split between two distinct but complementary projects. The projects are marked not only by different guiding questions, but different presuppositions and methodologies. There is of course precedent for reading the rule-following remarks as comprising two parts. For example, there is the reading of (S. Kripke 1982) on which Wittgenstein first (...) presents a skeptical challenge before turning to its skeptical solution. And there are readings like (Minar 2011) and (Goldfarb 2012) that likewise treat the sections as roughly divided into two components or "chapters." But even these commentators do not explicitly associate their components with different questions and associated methodologies, and so fall short of attributing to Wittgenstein's text anything quite like the thoroughgoing bipartite structure I will be proposing here. Among the more significant developments of the twentieth century, the widespread attention given to 'rights issues' must surely justify ranking it somewhere near the top. Never before has the issue of rights attracted such a wide audience or stirred so much controversy. Until very recently 'rights' were traditionally recognized as attributable only to humans. Today, we increasingly are hearing a call to extend 'rights' to the nonhuman animal and, on occasion, to the environment. In this book, James B. Reichmann, (...) S.J., undertakes an investigation of the metaethical grounds of 'rights' theory, with special focus on the controversial issue of whether creatures other than humans can and should be considered true subjects of 'rights.' He contends that before assigning rights to this or that individual or group, whether human or not, we need to be very clear about what it is we are assigning, to whom, and why. The book argues forcefully that the various recent efforts to build a case supporting animal and environmental 'rights' fail in their quest, and that any such effort resting on a Darwinian evolutionary base is likewise condemned to fail. In furtherance of this claim the author first investigates life phenomena, followed by a detailed comparative study of knowing, communicating and doing, as these are observed in the human and the nonhuman animal. This in turn is followed by an overview of diverse views advanced by contemporary environmental ethicists and animal 'rights' advocates, including Peter Singer, Tom Regan, J. Baird Callicott, Laura Westra, and Don E. Marietta, Jr. Representative though doubtless provocative conclusions drawn from this study include the claims that: (1) Classic Darwinian theory provides no admissable premise from which to derive a theory of inherent, inalienable rights. (2) No satisfactory explanation of the origin of rights and obligation can derive save from within the context of natural law theory. (3) The human person alone unqualifiedly possesses rights. Many philosophers today think that their job is to take the ethics of their society in hand, analyse it into parts, purge the bad ideas, and organize the good into a systematic moral theory. The philosophers' ethics that results is likely to be very different from the culture's raw ethics and, they think, being better, should replace it. But few of us, even among philosophers, (...) settle real-life moral questions by consulting the Categorical Imperative or the Principle of Utility, largely because, if we do, we often do not trust the outcome or cannot even reliably enough decide what it is. By contrast, James Griffin explores the question what philosophers can reasonably expect to contribute to normative ethics or to the ethics of a culture. Boredom has been characterized as a crisis of meaning, a failure of attention, and a call to action. Yet as a self-regulatory signal writ-large, we are still left with the question of what makes any given boredom episode meaningless, disengaging, or a prompt to act. We propose that boredom is an affective signal that we have deviated from an optimal (‘Goldilocks’) zone of cognitive engagement. Such deviations may be due to a perceived lack of meaning, arise as a consequence of (...) struggles we are experiencing in attending to a task, or be interpreted as a blunt call to find something different to engage with. Thus, the key to understanding boredom lies in its role in keeping us cognitively engaged. -/- . (shrink)

Kuhn closed the Introduction to The Structure of Scientific Revolutions with what was clearly intended as a rhetorical question: How could history of science fail to be a source of phenomena to which theories about knowledge may legitimately be asked to apply? The objectivity of Bayesian induction relies on the ability of evidence to produce a convergence to agreement among agents who initially disagree about the plausibilities of hypotheses. I will describe three sorts of Bayesian convergence. The first reduces the objectivity of inductions about simple "occurrent events" to the objectivity of posterior probabilities for theoretical hypotheses. The second reveals that evidence will generally induce converge to agreement among agents on the posterior probabilities of theories only if the convergence is 0 or (...) 1. In describing his seven and a half years as a prisoner of war in North Vietnam, the late Vice Admiral James B. Stockdale has said: "In that atmosphere of death and hopelessness, stripped of the niceties, the amenities of civilization, my ideas on life and leadership crystallized." Despite torture, intimidation, and isolation, Stockdale fulfilled his duties as senior officer among the prisoners with intelligence and courage, defining rules of conduct and maintaining morale.
