The article interrogates transnational feminisms as a concept and as a practice. It frames its analysis using contemporary theories of globalization and the older concept of global sisterhood as a backdrop to the concept of transnational feminism. To assess the practical dimension of transnational feminisms, the analysis focuses on women's rights as a human rights movement and the transnationalization of Latin American feminisms. The article suggests that, although transnational feminisms (particularly feminist postcolonial theories) envision themselves in a new frame and (...) see themselves as committed to intersectional analysis and transversal politics, there are important gaps between the intentions (theory, tactics) and outcomes of their theory and practice. The persistent educational challenges that fractions pose call for developing novel instructional methods to better prepare students for fraction learning. Here, we examined the effects of a 24-session, Cuisenaire rod intervention on a building block for symbolic fraction knowledge, continuous and discrete non-symbolic proportional reasoning, in children who have yet to receive fraction instruction. Participants were 34 second-graders who attended the intervention (intervention group) and 15 children who did not participate in any sessions (control group). As attendance at the intervention (...) sessions was irregular (median = 15.6 sessions, range = 1–24), we specifically examined the effect of the number of sessions completed on their non-symbolic proportional reasoning. Our results showed that children who attended a larger number of sessions increased their ability to compare non-symbolic continuous proportions. However, contrary to our expectations, they also decreased their ability to compare misleading discretized proportions. In contrast, children in the Control group did not show any change in their performance. These results provide further evidence on the malleability of non-symbolic continuous proportional reasoning and highlight the rigidity of counting knowledge interference on discrete proportional reasoning. José Jorge Mendoza argues that the difficulty with resolving the issue of immigration is primarily a conflict over competing moral and political principles and is, at its core, a problem of philosophy. This book brings into dialogue various contemporary philosophical texts that deal with immigration to provide some normative guidance to immigration policy and reform.

Following the levels of intentionality and semiosis distinguished by the Semiotic Hierarchy, and the distinction between original agency and enhanced agency, we propose a model of an agency hierarchy, consisting of six layers. Consistent with the phenomenological orientation of cognitive semiotics, a central claim is that agency and subjectivity are complementary aspects of intentionality. Hence, there is no agency without at least the minimal sense/feeling of agency. This perspective rules out all artefacts as genuine agents, as well as simple organisms, (...) since it is highly unlikely that e.g. bacteria have any first-person perspective. Using this model, we review and assess recent proposals on the nature of agency from cognitive science, and neuroscience, and draw conclusions on how to incorporate aspects of them within a synthetic cognitive-semiotic framework. El objetivo de este estudio fue analizar los desafíos de la desinstitucionalización en salud mental en el contexto de las políticas públicas brasileñas a través de una revisión integrativa de la literatura entre 2018 y 2022 en bases de datos como SciELO, BIREME, EBSCO y MEDLINE, utilizando palabras clave como políticas públicas, salud mental, desinstitucionalización, CAPS y RAPS. Los criterios de inclusión abarcaron artículos que trataran mecanismos de desinstitucionalización propuestos en la política pública brasileña, excluyendo estudios de revisión, tesis y (...) editoriales. De los 69 materiales encontrados, se incluyeron 14 después de aplicar los criterios de inclusión y exclusión. Del análisis de estos materiales surgieron tres categorías temáticas: percepciones de los usuarios, prácticas profesionales y políticas públicas. En las percepciones de los usuarios, los estudios revelaron avances en términos de personalización del entorno del paciente, satisfaciendo su necesidad de pertenencia. En las prácticas profesionales, se destacó la importancia del trabajo interdisciplinario y de comportamientos que promueven la autonomía del paciente, contribuyendo a la reinserción social efectiva, o que se centran en la comodidad profesional en lugar del desarrollo psicosocial de los pacientes. Por último, en las políticas públicas, se destacaron mecanismos de desinstitucionalización como el "Programa de Regreso a Casa", los Servicios de Residencias Terapéuticas y el Centro de Atención Psicosocial. En conclusión, el desafío de la desinstitucionalización se relaciona con la fragmentación entre marcos teóricos y prácticas profesionales. Aunque las políticas públicas proporcionan fundamentos teóricos, su operacionalización carece de la implementación efectiva de servicios y equipos hospitalarios sustitutos. Además, la formación profesional requiere reflexionar sobre el saber-hacer en salud mental para garantizar que las prácticas estén comprometidas con la reinserción social, el empoderamiento de los usuarios y su emancipación. ResumoEste ensaio examina a sobrevida textual de uma cabeça — a de Antônio Vicente Mendes Maciel, o Antônio Conselheiro (1830-1897), a partir de sua morte na Guerra de Canudos (1896-1897). Traçam-se as figurações do crânio de Conselheiro na imprensa brasileira do fim do século XIX e nos trabalhos do médico legista Raimundo Nina Rodrigues e do engenheiro e escritor Euclides da Cunha. Embora ambos esperassem que o crânio de Conselheiro apresentasse evidências físicas de degeneração racial, as observações craniométricas de Nina (...) Rodrigues revelaram um crânio normal. Argumenta-se que esse fracasso da aproximação materialista à psique humana deu proeminência a explicações sociológicas para o fenômeno de Canudos, além de levantar questões sobre visibilidade, raça e racismo científico na virada do século XX e no mundo contemporâneo.Palavras-chave: Raça. AbstractThis essay examines the textual afterlife of a head—that of Antônio Vicente Mendes Maciel (Antônio Conselheiro [1830-1897]), after his death in the Canudos War (1896-1897). It traces figurations of Conselheiro’s skull in the late nineteenth-century Brazilian press and in the works of Raimundo Nina Rodrigues and Euclides da Cunha. Although these two social scientists expected Conselheiro’s skull to display physical evidence of racial degeneration, Nina Rodrigues’s craniometric measurements and observations revealed a perfectly normal skull. It is argued that this failure of a materialist approach to the human psyche allowed a stronger reliance on sociological explanations for the Canudos phenomenon that opens up questions on scientific racism and the visibility of race in the turn of the twentieth century and in contemporary times.Keywords: Race. In this paper, we make explicit the changing configurations of power relations that currently characterize the Brazilian Emergency Care System (SAMU) team in Belo Horizonte, Brazil. The SAMU is a recent innovation in Brazilian healthcare service delivery. A qualitative case study methodology was used to explore SAMU’s current organizational arrangements, specifically the power relations that have developed and that demonstrate internal team struggles over space and defense of particular occupational interests. The argument advanced in this paper is that these professionals (...) are developing their work in conditions of exposure, that is, they are always being observed by someone, and that such observational exposure provides the conditions whereby everyday emergency care practices are enacted such that practice is shaped by, as well as shapes, particular, yet recognizable power relationships. Data were collected through the observation of the SAMU’s work processes and through semi‐structured interviews. Research materials were analyzed using discourse analysis. In the emergency care process of work, visibility is actually embedded in the disciplinary context and can thus be analyzed as a technique applied to produce disciplined individuals through the simple mechanisms elaborated by Foucault such as hierarchical surveillance, normalizing judgment, and the examination. Multicultural cities in the Global North are rapidly developing and releasing urban food policies that outline municipal visions of sustainable food systems. In turn, these policies shape conceptions of food citizenship in the city. While these policies largely absorb activities previously associated with “alternative” food systems, little is known about how they respond to critical food and race scholars who have noted that these food practices and spaces have historically marginalized immigrants. A critical discourse analysis of 22 urban food policies (...) from Global North cities reveals that most policies do not meaningfully consider immigrant foodscapes, foodways, and food-related labour. Many promote hegemonic and/or ethno-nationalistic understandings of “healthy” and “sustainable” food without recognizing immigrants’ food-related knowledge and skills. Policies largely fail to connect the topic of immigrant labour with goals like shortening supply chains, subject immigrant neighbourhoods to stigmatizing health discourses, and lack acknowledgement of the barriers immigrants may face to participating in sustainable food systems. Relatedly, policy discourses articulate forms of food citizenship that emphasize individual obligations over rights related to food. This jeopardizes the potential for immigrants to be seen as belonging to dominant political urban food communities and benefitting from the symbolic and material rewards associated with them. In recent decades, developing and middle-income countries around the globe have adopted path-breaking reforms to their social protection systems. Latin America has been a pioneer region, expanding the state’s commitment on behalf of low-income citizens in key policy areas in many countries. This paper undertakes two tasks. First, it documents the surprising extension of noncontributory social protection policies across many Latin American countries, highlighting how tax-financed programs have come to play a central role in a variety of settings. Second, it (...) examines citizen-level preferences that support this trend, arguing that employment vulnerability and threats to income continuity play a decisive role in shaping demand for public, rather than private, social protection. Survey data on labor-market risks and social policy preferences from eighteen countries corroborate these claims. Our findings suggest that other countries undergoing labor-market strains may experience similar demands for a “return of the state” as a guarantor of social protection in the coming years. (shrink)

In this essay, I reflect on the implications of intellectual virtues in scientific endeavor. To this end, I first offer a depiction of scientific endeavor by resorting to the notion of academic attitude, which involves aspects concerning the generation and possession of knowledge. Although there are differences between these activities, they have in common the engagement of diverse intellectual agents (scientists). In this sense, I analyze how intellectual virtues are linked to 1) scientific research tasks, such as theory appraisal, and (...) 2) those tasks of vigilance and intervention in the uses of scientific knowledge. I conclude that intellectual virtues play a leading role in achieving higher quality scientific research and adequate foresight on the uses and impacts of scientific findings. In this order of ideas, I propose an agenda for further inquiries on these matters, highlighting the relevance of reflecting and empirically researching the relationship between intellectual virtues and science, as well as cultivating intellectual virtues in various stages of scientific training. Al intentar la caracterización del modus operandi más propio de la Escolástica, la articulación teórica de la quaestio parece ser un elemento decisivo, tanto en sí misma (siendo un eje articular de un “problema atómico” o unidad mínima de tratamiento) cuanto en la constitución de la disputatio, forma también ligada a la caracterización de la Escolástica. Un punto signifi cativo de profundización, es examinar si y en qué medida el uso de determinados recursos lógicos se relaciona significativamente a la constitución (...) de la quaestio y por ende, de la disputatio. En este trabajo me propongo explorar el uso del método derivativo en formas típicamente escolásticas a partir de las siguientes hipótesis: a) el método derivativo más funcional a la quaestio y la disputatio, la argumentación silogística, fue el modelo preferente y a cuya aplicación estricta se tendía; b) esto implica la asunción (tácita o explícita) de la epistemología aristotélica; c) por la misma razón, se privilegia el silogismo categórico simple y se tiende a reducir a él las otras formas derivativas, especialmente en el momento disputativo; d) esta exigencia determina un estereotipo disputativo que, si bien gana en sencillez y claridad, reduce seriamente las posibilidades de ampliación del discurso. El trabajo se articula en tres partes. En la primera se analizan las estrategias reduccionistas en la forma de quaestio. En la segunda, se hace lo propio en los géneros expositivos o comentarios a autoridades. En la tercera, se analiza el reduccionismo en la estructuración de la quaestio, la disputatio y la collatio. El siguiente artículo se propone estudiar la poesía de Luis Hernández a partir de los problemas que surgen al intentar estudiar su obra reunida. Antes que ser valorada como una poesía “inacabada”, la deliberada asistematicidad de su poética debe ser entendida como el resultado de un calculado y consciente ejercicio artístico, cuyas fuentes filosóficas tradicionalmente han pugnado por una ontología del movimiento frente a una metafísica de la permanencia. Bajo esta perspectiva, la obra de Hernández se revela como un “plano (...) de inmanencia”, desde el cual acontece el sentido de su poesía en el quehacer de la escritura. (shrink)

Today there are many who recommend we stop using the term “Latinx.” They argue that it is grammatically inaccurate, susceptible to the domination objection, and lacks respect for the Latin American community. This essay, however, offers a qualified defense of the term. It suggests ways in which a proponent of “Latinx” might respond to each of these objections and in doing so gives the best possible case for “Latinx.” This case will be more of a pyrrhic victory than anything else, (...) but it does show that for the moment “Latinx” is the best possible term to use to refer broadly to the Latin American community in places like the U.S. (shrink)

Developments in professional practice can be related to ongoing changes in relations of power among professionals, which often lead to changes in the boundaries of practices. The differing contexts of practices also influence these changing relations among health professionals. Legislation governing professional practice also differs from country to country. In Brazil, over the past 12 years, in a climate of deep disagreement, a new law to regulate medical practice has been discussed. It was sanctioned, or made into law, but with (...) some notable changes, in July 2013. Of interest to us in this paper are the ways the proposed legislation, by setting out the boundaries and scope of medical practice, ‘interfered’ in the practices of other health professions, undermining many ‘independent’ practices that have developed over time. However, even taking into account the multiple routes through which practices are established and developed, the role of legislation that seems able to contradict and deny the historical realities of multiple, intersecting practices should be critically interrogated. In this paper, we use the theoretical resources of poststructuralist thinking to explore gaps, ambiguities, and power relations implicit in the discourses that constituted this law. We argue that although the new law can be understood as a social and political device that will interfere in the organization of other health professions’ practices, such legislation is only part of what constitutes change in a consolidated professional practice. And while it is important to understand the effects of such legislation, healthcare practices are also realized or ‘made real’ through ongoing relations of knowledge and power, including, as we will see in this case, activities of resistance. The problem, then, is to understand the practical arrangements, including legislation, traditions and routines, values and knowledge that come to shape the practices of nursing in a particular context. In Becoming Human: Matter (...) and Meaning in an Antiblack World, Zakiyyah Iman Jackson troubles the dominant dualistic distinction of the human and the animal. Jackson argues that antiblackness undergirds Enlightenment discourses on the human-animal divide such that blackness cannot be extricated from the very concept of the animal because both “are not only interdependent representations but also entangled concepts” (28). Central to Jackson’s argument on the animalization of blackness is the notion of “ontologized plasticity,” which posits the being of black(ened) people as infinitely malleable and mutable matter and further points to the fluidification of form and “fleshly existence.” Far from seeing the human as a category that has “ontological integrity,” as scholars in the fields of animal studies, new materialisms, and posthumanism presuppose, Jackson instead seeks to redefine the concept of the human through the theorization of blackness (16). She points out that such theorization has been, for such scholars, a lacuna and the “space of the unthought,” which thus marks her intervention in these fields. [End Page 211]The author offers a sustained engagement with the knowledge claims of science and philosophy, reading them through and against the intellectual contributions of black feminist writers and artists. She draws from such luminaries as Toni Morrison, Nalo Hopkinson, Octavia Butler, Audre Lorde, and the artist Wangechi Mutu to show the ways in which they reject an enclosed notion of the human that is defined only by keeping the racialized other at bay and in a degraded animalized and liquified state. As such, she showcases how black feminist visual and literary culture “theorizes and philosophizes” and reveals the faulty, antiblack premises upon which science and philosophy establish their claims of knowledge on the human.Offering a materialist theory of black ontology and temporality, Jackson poses three main arguments on the racialization of the human-animal distinction. The first is the aforementioned notion of ontologized and black(ened) plasticity that speaks to the constant modulation and manipulation of black matter as it relates to gender, sexuality, and sexual reproduction. There is, in other words, an inversion that takes place in that it is only through opposition and the imposed instability and illegibility of blackness—of black matter and the black mater(nal) situated as “chaos by design”—that such categories as “woman,” “mother,” and “female body” can themselves take hold and become intelligible forms (11). Jackson engages with the work of Hortense Spillers and Sylvia Wynter in order to argue that “Man,” as the object of analysis within liberal humanism, “produces an untenable dichotomy—‘the human’ versus ‘the animal,’ whereby the black(ened) female is posited as the abyss dividing organic life into ‘human’ or ‘animal’ based on wholly unsound metaphysical premises” (12). David Miller’s defense of a state’s presumptive right to exclude non-refugee immigrants rests on two key distinctions. The first is that immigration controls are “preventative” and not “coercive.” In other words, when a state enforces its immigration policy it does not coerce noncitizens into doing something as much as it prevents them from doing a very specific thing (e.g., not entering or remaining within the state), while leaving other options open. Second, he makes a distinction between “denying” people their human (...) rights and “deterring” people from exercising their human rights. On this view, when those assigned to protect or fulfil human rights are also tasked with performing immigration enforcement duties, undocumented immigrants are not being denied their human rights, even when this deters them from exercising those rights. In this article, I argue that Miller’s two distinctions have an implication that he might not have foreseen. Specifically, I argue that these distinctions provide ideological cover for what has come to be known as “crimmigration” and that we have strong reasons for wanting our theory of immigration justice to reject this, even when doing so leaves open the possibility for an indirect open-borders argument. This question is very important to the immigration debate because, as Gabaccia goes on to show, "[t]o ponder this question is to explore the vastly differing ways that human population movements figure in nation-building and in the historical imagination of nations" (Gabaccia 5-6). In this paper, I am going to delve deeper into Gabaccia's claim and argue that the issue of immigration is important for philosophers to consider because it is an issue that lies at the heart of the intersection between political philosophy and philosophy of race—an intersection that shows, more than anywhere else and in particular in the debate surrounding the use of the word illegal, how and why words do matter.The Braid of WhitenessDavid Roediger, in his book Working Toward Whiteness, argues that it is problematic to read "ethnicity" back into earlier accounts of race, specifically in the United States during the period from 1860-1924. Roediger argues that the term "ethnicity," at least as we use it today, does not really appear during this period. He goes on to show how the use of racialized language during that period was in fact very messy and would not fit neatly into the strict biological/phenotypic definitions that we give today. But what was so striking about restrictionist and racist thought at the beginning (and indeed, at the end) of the twentieth century was its very entanglement of the biological and the cultural.(Roediger 66)In short, Roediger is arguing that the distinction we currently make between race and ethnicity was not nearly as sharp at the turn of the century as it is now and that this messiness was most clearly present in the debates surrounding immigration.Roediger, for his part, argues that we do not need to fear this messiness or inability to neatly distinguish between race and ethnicity at the turn of the century, but instead we should allow for a space of "in-betweeness" within the strict white/nonwhite binary. In allowing for this space, Roediger claims we can come to understand how the "new immigrants" (i.e., Irish, Italians, Jews, and immigrants from Southern and Eastern Europe who emigrated to the United States between 1860-1924) went from being nonwhite to white and in so doing, solidified our current understanding of whiteness (Roediger 3-130). While I am not sure Roediger does enough in his account to warrant dismissing the race/ethnicity distinction at the turn of the century, I think he is right in emphasizing whiteness as central to racism. He is also correct to note the key role that restrictions on immigration played in the construction and solidification of the U.S. nation-state as a white nation.To be clear, the term whiteness, in its more technical sense, does not simplistically refer to skin color, but denotes the dominant race and/or ethnicity as it passes for the nonracialized and non-ethnic norm upon which the "other" is differentiated. Background No studies have been conducted in Mexico to ascertain what ethical problems doctors working at hospitals deal with. This article aims to describe the ethical conflicts most commonly identified by Mexican internists and the importance they attribute to each of these conflicts. Methods Voluntary survey to the members of the Internal Medicine Association of Mexico. Results Responses were submitted by 347 internists. Half of those face ethical conflicts almost always or frequently. The most commonplace and relevant conflicts are those (...) resulting from the clinical relationship (communication, confidentiality, informed consent, assessment of mental capacity, decisions involving incapacitated patients, and conflicts with family members), and secondly those problems related with the end of life (palliative care, withholding or withdrawing treatment, and “No CPR orders”). To resolve conflicts they seek support through protocols, Institutional Ethics Committees (IECs), and consultations with colleagues and, occasionally, with bioethics experts. Protocols and IECs are the tools most in demand among them. Conclusions 1) the most frequent and relevant conflicts are those caused by the clinical relationship, above all those due to doctor–patient communication, and secondly those due to problems which arise at the end of life; 2) though nearly all of them have doubts about how to resolve conflicts, the vast majority are satisfied with the way in which they do so; 3) to deal with conflicts, they seek support mainly in protocols, IECs, and consultation with colleagues; and 4) in order to resolve them better, what they most demand are protocols and IECs, but also bioethics consultants. This essay argues that Latinx philosophers are not only already providing important and original contributions to standard open-borders debates, but also changing the very nature of the ethics of migration. In making this case, the essay is divided into two parts. The first summarizes some of the important and original contributions of Latinx philosophers to the standard open-borders debate. Among the highlights are Jorge M. Valadez’s “conditional legitimacy of states” argument; José-Antonio Orosco’s communitarian-based argument for a more liberalized admissions policy; (...) Javier S. Hidalgo’s claim that people have a moral right (and often an obligation) to disobey immigration laws; J. Angelo Corlett’s defense of immigration restrictions on grounds that such restrictions serve to protect Indigenous people’s sovereignty and rightful claims to territory; and Amy Reed-Sandoval’s freedom of movement argument based on the collective right of trans-border communities. The second section outlines four ways Latinx philosophers have pushed discussions within the ethics of migration beyond the standard open-borders debate. First, they have made persuasive arguments about why we ought to reject, or at least be suspicious of, approaches to migration justice that begin by assuming the legitimacy of states. Second, they argue that the issue of enforcement has been overlooked in standard open-borders debates. Third, they argue that philosophers must not avoid dealing with the social (as opposed to merely juridical) implications of labeling people “illegal” or “anchor babies.” Fourth, they show how current debates over the ethics of migration are too Euro- or Anglo-centric and therefore could benefit from the inclusion of non-European and non-Anglo voices. Abstract:“Colonial Connections” explores historical connections and patterns between Iberian and British colonialism that have been ignored by conventional anti-Eurocentric and postcolonial narratives. At issue are the erasure of inter-imperial linkages and the omission of the Iberian empires of Spain and Portugal and the colonization Abya Yala/Latin America as well as the importance that Iberian colonialism and indigenous civilizations had in the shaping of the modern world such as capitalism, racism and the coloniality of gender. The article provides a brief examination (...) of anti-Eurocentric literature that rescues Asia, foremost China, from the dustbin of history while ignoring the importance of Iberian colonialism in the fall of China and the role that indigenous and African slave labor played in the development of capitalism and the triumph of the West. It also explores the artificial separation between Iberian and British colonialism that minimizes the role of religion in British colonialism and the commonalities that emerge once religion is accounted for. Finally, the article addresses the coloniality of democracy or the expulsion of the colony from the polity that emerges from conquest and the dehumanization of indigenous women and men of Abya Yala and notes the unevenness and divergences that surface when British and Iberian colonialisms are compared. In (Re)Defining Racism, Alberto Urquidez argues that conflicting philosophical accounts over the definition of racism are at bottom linguistic confusions that would benefit from a Wittgensteinian-inspired approach. In this essay, I argue that such an approach would be helpful in disputes over the definition of metaphysically contested concepts, such as “race,” or semantically contested concepts, such as “racialization.” I disagree, however, that such insights would prove helpful or do very little for disputes concerning normatively contested concepts, such as “racism.”.

In the mid-1940s, Argentina was partially isolated and ruled by a military regime. The political confrontation between the military and the scientific community as well as international pressures played a major role in the failure of the first attempts to cope with nuclear development. Only after the relationship between the military and local scientists was readjusted and control of atomic energy was placed in the hands of the Navy, and Argentina's international relations restored, did nuclear development begin to take off. (...) This paper examines the traumatic process of creating the political and institutional conditions for the reception of nuclear technology in a peripheral context. The key to shaping future policies was the decision made by Argentina's Atomic Energy Commission in April 1957 to construct its first research nuclear reactor instead of buying it as other countries such as Spain and Brazil were doing at the time.
