How should International Political Theory (IPT) relate to public policy? Should theorists aspire for their work to be policy- relevant and, if so, in what sense? When can we legitimately criticize a theory for failing to be relevant to practice? To develop a response to these questions, I will consider two issues: (1) the extent to which international political theorists should be concerned that the norms they articulate are precise enough to entail clear practical (...) advice under different empirical circumstances; (2) whether they should provide concrete practical advice on policy choice and institutional reform. These questions are related but distinct, and we should answer each quite differently. Regarding the first, I shall argue that it counts heavily against a theory if it is not precise enough to guide policy and reform given certain empirical assumptions. On the second, I will argue that theorists should be very cautious when engaging with questions of policy and institutional design. Some principles of IPT can be criticized for being insufficiently precise, but a degree of abstraction from concrete policy recommendations is a virtue, rather than a vice, of an element of IPT. I conclude that we should aim to be precise without being concrete. To help fix ideas and anchor my argument, I will discuss these issues with reference to a principle that John Rawls has advocated in his influential work The Law of Peoples (Rawls 1999a): a duty of assistance to societies that lack the capacity to satisfy the basic needs or protect the basic rights of their people. The year 2020 has been a very trying one for many people, and universities have not been exempted from the challenges it has posed. There are real concerns that the effects of COVID-19 could lead to a lost generation of academic researchers. At the same time, this has been an unusually fecund period for the field of ethics and international affairs. New ideas regarding the relationship between politics and ethics have come to light, with implications for how we think (...) about what ethics actually comprises. This essay seeks to take stock of this moment by considering the contributions to the field made by four recently published books. It concludes that we are observing a trend toward a more expansive way of thinking about ethics, one that has significant implications for how we approach the task of international relations scholarship. International Political Theory focuses on the point where two fields of study meet - International Relations and Political Theory. It takes from the former a central concern with the 'international' broadly defined; from the latter it takes a broadly normative identity. In this article, I defend the idea that Bentham's international political theory entails a cosmopolitan dimension. First, I explain that Bentham rejects two pillars of internationalism, namely, the sovereign's unconstrained autonomous power and authority in international politics, and the legal and moral personality of the state in the international realm. This critique leads Bentham to construct a complex international political theory which places the issue of states’ responsibility at its centre. Bentham's (...) class='Hi'>international theory articulates a minimalist international system of cooperation between states and an institutional model of public officials’ responsibilities that together play the crucial role in securing the greatest happiness of the greatest number in the world. This paper explores the potential for an international political theory of care as an alternative to liberalism in the context of contemporary global politics. It argues that relationality and interdependence, and the responsibilities for and practices of care that arise therewith, are fundamental aspects of moral life and sites of political contestation that have been systematically denied and obfuscated under liberalism. A political theory of care brings into view the responsibilities and practices of care (...) that sustain not just ‘bare life’ but all social life, from nuclear and extended families to local, national and transnational communities. It disrupts and challenges the individualism of liberalism, and the associated valorization of ‘freedom’, ‘autonomy’, and ‘toleration’. In this revised edition of his 1979 classic Political Theory and International Relations, Charles Beitz rejects two highly influential conceptions of international theory as empirically inaccurate and theoretically misleading. In one, international relations is a Hobbesian state of nature in which moral judgments are entirely inappropriate, and in the other, states are analogous to persons in domestic society in having rights of autonomy that insulate them from external moral assessment and political interference. The paper traces the role of ‘women’ in Seyla Benhabib's work. It argues that this tracing helps to make clear the way that Benhabib's latest work relies on assuming distinctive political temporalities between the international (cosmopolitan and moral) and the domestic (democratic and political) spheres. The international is characterised by an unlocatable linear temporality of moral learning that draws on Habermas's reading of Kant's philosophy of history. In contrast, in the domestic, cosmopolitan temporality enters into a (...) dialectical relation with an Arendtian, republican temporality that is open and unpredictable and is clearly located within the (revisable) boundaries of political community. In recent years a number of writers have defended and attacked various features of structural, or neo-realist theories of international politics. Few, however, have quarrelled with one of the most foundational features of neorealist theory: its assumptions about the nature of science and scientific theories. In this essay I assess the views of science underlying much neorealist theory, especially as they are articulated in the work of Kenneth Waltz. I argue not only that neorealist theories rest on (...) assumptions about science and theory that have been questioned by postpositivist philosophers and historians of science, but also that the failure to consider the work of these writers yields theories of international politics that are deficient in several respects: they are weak theories in the sense that they cannot illuminate crucial features of international politics, they presuppose and sustain a narrow view of power and power relations, they reify practices and relations in the international arena and they offer little promise of producing the sort of Copernican Revolution for which Waltz called (or, more modestly, even a minimally satisfactory theory of international politics). In light of these shortcomings, I sketch an alternative approach to the study of international affairs, one that has been termed prototype studies. I contend that such an approach provides scholars with a rigorous way of studying international politics, without being a theoretical science. (shrink)

This article investigates how Soren Kierkegaard's work developed a key subject utilized in international political theory, and ascribed to particular international actors (including nation-states) — The Self. Kierkegaard's core insights on ‘dread’ and its functions, the need for individuals to will a purpose and, finally, the limits of the Self, I argue, provide a basis from which we can understand the anxieties — The insecurities — That attend to the work of and on a ‘Self’, including (...) that (especially that) of political communities. Specifically, Kierkegaard's engagements with the real and the ideal Self — The Self as it actually is and as it potentially could be — Can be utilized to index and understand the focus in certain vitalist philosophies with the Self of both individuals and political communities. Kierkegaard's insights help us understand this foregrounding of the Self, and yet his work also helps critically render particular recent manifestations of vitalism, found especially in US neoconservatism. Comparative political theory is at best an embryonic and marginalized endeavor. As practiced in most Western universities, the study of political theory generally involves a rehearsal of the canon of Western political thought from Plato to Marx. Only rarely are practitioners of political thought willing (and professionally encouraged) to transgress the canon and thereby the cultural boundaries of North America and Europe in the direction of genuine comparative investigation. This paper explores the relationship between normative international political theory and the politics of international law. It begins by arguing that a gap between the normative (in moral terms) and the moral (in legal and social terms) still exists in the literature before going on to examine an approach to closing this gap. This approach, it is argued, is common to a plurality of theoretical approaches including liberal cosmopolitanism, social constructivism and forms of particularism. In exploring (...) ‘institutional moral reasoning’ or ‘social moral epistemology’ the paper argues that respecting the institutional autonomy of the international legal order is a key component of the approach. This book is the first full length manuscript to draw on the the insights and techniques of deconstruction to analyse international relations. Influenced primarily by Derrida, it critiques the cornerstones of international relations such as modernity, the state, the subject, security and ethics and justice.

This is a revised dissertation and exhibits some of the infelicities of that genre: verbosity, didacticism, and repetitiveness. The first two parts criticize the two "prevailing conceptions of international relations". The third section points the way to a "more cosmopolitan" perspective vaguely inspired by Kant and grounded in Rawls. Beitz mentions in passing that prior to the mid-seventeenth century "a different conception of international order had been ascendant", but he is otherwise ignorant of both the classical and the (...) medieval theories of international relations. It is thus not surprising that he has found it "difficult to know what to make of the idea," which "derives from Hegel," of the "state as a moral being". Likewise, he confesses bafflement at Marx. This article shows that the work of Jacques Maritain and Emmanuel Mounier contains a distinct political theory. Despite the differences in the foundations of their thought, Maritain and Mounier were both Catholic philosophers looking for the task of man in society. They both came to the conclusion that the vocation of man necessarily implies a social and political aspect. The integral development of the human person requires a societal framework, which is the common good that politics is (...) supposed to realize. However, both Maritain and Mounier point to the intrinsic dangers of the required exercise of political power. Alert and active citizens are necessary to keep political authorities from going astray. A lot of personalists' concrete ideas on the organization of democracy are no longer viable, but the core of their political theory is a particular vision on individual political responsibility. What personalism makes clear is that politics concerns each one of us. This is not the case because politics would be a distinguished occupation in the Aristotelian sense, since the personalists focus on the dark side of politics; the power struggle, the façade of democracy, the tendency towards oppression and totalitarianism. Politics is, however, a necessary means to build and protect the framework that allows us to develop ourselves as human beings. The only way to ensure that politics lives up to this task is when citizens take political responsibility. This call for a generally vigilant and active citizenry remains an important warning with regard to a liberal concept of man and society. (shrink)

When the policies and activities of one country or generation harm both other nations and later generations, they constitute serious injustices. Recognizing the broad threat posed by anthropogenic climate change, advocates for an international climate policy development process have expressly aimed to mitigate this pressing contemporary environmental threat in a manner that promotes justice. Yet, while making justice a primary objective of global climate policy has been the movement's noblest aspiration, it remains an onerous challenge for policymakers. -/- Atmospheric (...) This volume was initially conceived as a thematic issue of the Sfera Politicii journal and some of its chapters (written by Gabriela Tănăsescu, Henrieta A. Şerban, Lorena Stuparu and Cristian-Ion Popa) were published as such in the 9 (163), September 2011 issue under the title „Theory and Political Ideology”. To enlarge the discussion on the theme, new papers have been added to the previous ones for inclusion in this book. By choosing to title it „Political theories versus (...) ideologies?” we wanted to suggest from the beginning the difficulty of a consensus on such a disputable topic. As it has multiple facets, there are several possible ways to deal with it. Each contribution in this collection is an attempt to clarify a different aspect of the issue. So, a category of texts seeks to explore the nature of political theory, the value neutrality thesis concerning the social sciences, and the distinctions between theory and ideology. One of them is devoted to a trans-theoretical analysis of the naturalist and the interpretivist models of political theory; another one, by scrutinizing the original meaning of „philosophy”, aims at showing that, when philosophy neglects the ancient harmony between philo and sophia, by focusing only on the last one, it runs the risk of failing into ideology; the first efforts of some modern thinkers, (fascinating by mathesis universalis) to apply mathematics to politics, or Michael Oakeshott ‘s concept of ideology are also dealt with in other texts. By broadening the discussion on the neutrality thesis, one of the articles brings to light the philosophical prejudices underlying both „the constitutional” and „the welfare” models, i.e., a „rule ethics” and, respectively, a utilitarian one. Several papers investigate the status of the theories of international relations. Some of them address the peculiar question whether the so called theories of European integration satisfy the criteria of what political scientists mean by an empirical study of phenomena. To put it differently: Can we refer to such theories as a scientifically approaching to the unification European process, i.e., as being able to explaining and making predictions? A subsidiary question would be: are they ideologically neutral? The problem is explicitly put in another article, whose author, by suspecting such theories’ claim to neutrality, is asking if it is possible not a scientific approach to the European integration, but a normative one, namely, a philosophy of European unification „without ideology”. Some articles, pointing out the weakness and vulnerabilities of the traditional theories of international relations when confronted with new political realities, endorse a constructivist interpretation that is likely to offer a better account for actions such as humanitarian interventions. In a similar line of thinking, constructivism is seen by another contributor as a perspective in terms of which some traditional political concepts should be revised. An example is „the national interest”, a concept that can be explained in all its aspects neither by the realist nor by liberal theories. Subjects such as „the end of ideology”, or the ideological left-wing deviations of today liberalism for electoral reasons, or that of a likely „international solidarity” ideology are discussed in this volume too. If it is to draw a conclusion from most contributions, we would say that, irrespective of its versions, normative, or empirical (scientific), or analytical, political theory conceived of itself as being not only different from, but also opposed to ideology. And it still pretends to be so. Lots of the facets of the topic have remained, obviously, unexplored. Among them, the contemporary efforts to reconcile the normative and the empirical dimensions of political theory would have been worth of addressing – maybe, in a future enterprise. Engaging in the difficult endeavor of assembling and integrating individual texts into a coherent account, we hope to be successful in stimulating further debate on the theme, a debate in which the present volume is only a modest contribution. Political theory is a field that finds nourishment in others. From economics, history, sociology, psychology, and political science, theorists have drawn a rich repertoire of schemas to parse the social world and make sense of it. With each of these encounters, new subjects are brought into focus as others recede into the background, ushering a change not only in how questions are tackled but also in what questions are thought worth asking.

Seth suggests that the transformation of the international system from a system of states to a system of nation-states has had profound consequences for international relations, consequences not fully grasped in international relations theory.

Are women's movement and feminist theories still connected to radical politics and the interest in changing social inequalities, when feminism has been `institutionalized', for instance in the academia, and has become a mainstreaming issue in social policies? This main question was put to eminent feminist scholars, with the aim of investigating the renewed critical role of international feminism and women's/gender studies in society, science, information, education and research. A reconstruction of the main changes which have occurred to women's movements (...) and feminist theories in the last decades were the core of the interview, stressing differences and disagreement, also in relation to the new sociopolitical claims, supported by younger generations. The conclusion was that feminism has not lost its historical political mission, even though the world scenario and ideologies have dramatically changed. Indeed, feminism has become transcultural and `glocal', facing new socioeconomic inequities induced by globalization both in western societies and countries in development, confronting with the transformation of collective/gender identities and questioning the increasing importance of technologies. Journal of International Political Theory, Ahead of Print. Since the end of the Cold War, a number of authors have affirmed the relevance of Carl Schmitt’s concept of Großraum for contemporary international politics. This article reviews those claims and argues that Großraum has little to offer in analytical terms to enhance our understanding of the international political situation in this early twenty-first century. Those authors who wish to revive Großraum for the sake of their (...) theoretical work overlook vitally important components of this concept. Although political theory was pronounced dead only a few short years ago, this collection of articles shows that much life is left in contemporary political theory. Based on a symposium concerning human rights held at the Sixth World Congress of the International Political Science Association held at Geneva in 1964, the collection includes papers by Macpherson, Polin, Chapman, Cranston, Raphael, Mayo, Schneider, and Fawcett. The present article discusses the “peace versus justice” dilemma in international criminal justice through the lenses of the respective legal theories of Judith Shklar and Hannah Arendt—two thinkers who have recently been described as theorists of international criminal law. The article claims that in interventions carried out by the International Criminal Court, there is an ever-present potentiality for the “peace versus justice” dilemma to occur. Unfortunately, there is no abstract solution to this problem, insofar as ICC interventions (...) will in some cases be conducive while in others, they will be deleterious to peace. If a tension between peace and justice arises in a particular case, the article asserts, the former must be prioritised over the latter. Such a prioritisation, however, requires a vision of the ICC as a flexible actor of world politics which is situated at the intersection of law, ethics and politics, rather than a strictly legalistic view of the court. Ultimately, then, the present article seeks to probe whether the legal and political theories of Shklar and Arendt—in isolation, but ultimately also in combination—support such a flexible vision of the ICC. The article unveils the intellectual indebtedness of Hans J. Morgenthau's realist theory of international power politics to Freudian meta- and group psychology. It examines an unpublished Morgenthau essay about Freudian anthropology written in 1930, placing this work within the context of Morgenthau's magna opera, the 1946 Scientific Man vs. Power Politics and the 1948 Politics among Nations. The article concludes that Morgenthau's international theory is ultimately based on the early instinct theory of Sigmund Freud. Freud (...) is thus to be seen as one of Morgenthau's intellectual fathers. A second main argument refers to the theoretical tradition that Morgenthau has founded within International Relations (IR), namely: political realism. By investigating its core principles, it is argued that realism also may be rooted in Freudian thought. Throughout, the article calls upon IR, Morgenthau scholarship, and international-political theory to take Freud seriously. (shrink)

As political theorists address the parochial foundations of their field, engagement with the Indigenous traditions of Turtle Island is overdue. This article argues that theorists should approach such engagement with caution. Indigenous nations’ politics of knowledge production may differ from those of de-parochializing political theorists. Some Indigenous communities, in response to violent histories of knowledge extraction, have developed practices of refusal. The contemporary movement of resurgence engages Indigenous traditions of political thought toward the end of promoting Indigenous (...) intellectual and political sovereignty and self-determination. These practices demonstrate a commitment to epistemic justice that is imperfectly aligned with, and potentially opposed to, inclusion-oriented projects like comparative political theory. If political theorists are to de-parochialize political theory by incorporating Indigenous traditions, they must do so in ways that are respectful of Indigenous peoples’ own struggles for epistemic justice. This can be achieved by drawing on and deepening practices of reflexivity exhibited in leading comparative political theory scholarship, and by allowing Indigenous treaty relationships to set the terms of the encounter. A feature of recent social science theorizing has been a revival of interest in the concept of culture. While always fundamental to the discipline of anthropology, the culture concept is now commonly employed in other fields as well. Since the end of the Cold War in particular, theories of international politics have been in search of fresh explanatory categories and the culture concept has been adopted in some influential approaches to serve this purpose. As with other social science concepts, (...) however, culture may serve various causes: liberal, socialist, conservative, and so on. Among its uses is the construction of political community in narrow and exclusionary terms, thereby reinforcing, among other things, atavistic forms of nationalism. Such exercises depend very heavily on the idea of cultural difference as constituting the ?natural? political and moral boundaries between communities. This article critically reviews some of these ideas about culture and nationalism and their implications for normative theories of international politics. (shrink)
