The governance structures of state public health systems vary as much as the states themselves, including the existence and role of state boards of health. Understanding these differences is essential to a complete understanding of the governmental public health enterprise. State boards of health are obvious vehicles for public health policy development in some states, where they work closely with or oversee state health agencies. In other states they do not exist or serve only in a non-binding advisory capacity.In this (...) article, we distinguish and identify state boards of health and state public health advisory boards, examine state boards of health in practice, and discuss their role in advocacy and policy development in the context of state politics. We used a set of mixed qualitative methods, including a literature review, online research of state statutes establishing state board of health authorities, and key informant interviews. Recent empirical work calls into question the so-called Simple View that an agent who A’s intentionally intends to A. In experimental studies, ordinary speakers frequently assent to claims that, in certain cases, agents who knowingly behave wrongly intentionally bring about the harm they do; yet the speakers tend to deny that it was the intention of those agents to cause the harm. This paper reports two additional studies that at first appear to support the original ones, but argues that in (...) fact, the evidence of all the studies considered is best understood in terms of the Simple View. I consider the questions, central to recent disagreements between Longino and Kitcher: Is it constitutive of making judgments of the cognitive acceptability of theories that they be made under certain social relations (that embody specific social values) that have been cultivated among investigators (Longino)? Or is making them (sound ones) just a consequence of social interactions that occur under these relations (Kitcher)? While generally endorsing the latter view, I make a distinction, not made by Longino, between sound acceptance and endorsement (...) of a theory, and argue that her view applies to endorsement. The book argues against relativism and encourages students to question assumptions and present counter-arguments. The book also stresses basic ethical principles and includes a chapter with numerous cases for discussion. An excellent teaching tool!

This paper describes the UK Research Ethics Committee’s (REC) preparations and review of the global first SARS-CoV-2 human infection challenge studies. To frame our review, we used the WHO guidance and our UK Health Research Authority ethical review framework. The WHO criteria covered most issues we were concerned about, but we would recommend one further criterion directing RECs to consider alternative research designs. Could research questions be equally well answered by less intrusive studies? The committee met virtually, ensuring broad representation (...) across the UK nations and also ensuring applicants could attend easily. We worked in collaboration with the applicants but while we recognise that such proximity might raise the accusation of ‘collusion’, we made every effort to maintain ‘moral distance’ and all decisions were made by the committee alone. Prior existing processes and policy facilitated training and review but even with this preparation, review took time and this could have hindered a rapid response to the emergency. Review for the various follow-on studies will now be speedier and once the pandemic has subsided, our group could be reconvened in future emergencies. In conclusion, we have tried to make decisions in good faith. We know there is controversy and disagreement and reasonable people may feel we have made the wrong decision. In a recent article, Shaw contrasts his own supposed good behaviour, as that of a self-proclaimed “social distance warrior” with the alleged rude behaviour of one of his relatives, Jack, at social events in the former’s house in Scotland in the early stages of the COVID-19 pandemic. He does so to illustrate and support his claims that it was wrong and rude to fail to comply with the governmental advice regarding social distancing because we had a responsibility “to minimize risk” (...) and not wrong nor rude to challenge and cajole those people who failed to do so. This article shows that his claims are contestable. It suggests that his own behaviour was no better than Jack’s. (shrink)

Biomedical experimentation on animals is justified, researchers say, because of its enormous benefits to human being. Sure an imals die a nd suffer , but that is m orally insignificant since the benefits of research incalculably outweigh the evils. Although this utilitarian claim appears straightforward and uncontroversial, it is neither straightforw ard n ot uncontroversial. This defense of animal experimentation is like ly to succeed only by rejecting three widely held moral presumptions. W e identify those presumptions and explain their (...) relevance to the justification of animal experimentation. We argue that even if non-human animals have con side rable less moral worth than humans, experimentation is justified only if its benefits are overwhelming. By building on arguments offered in earlier papers, we show that research ers c ann ot substantiate their claims of behalf of animal research. We conclude that there is currently no acceptable utilitarian defense of animal experimentation. Moreover, it is unlikely that they could be one. Since most apologists of animal experimentation rely on utilitarian justifications of their practice, it appears that biomedical experimentation on animals is not morally justified. (shrink)

In Psychosemantics Fodor presents three arguments for preferring the language of thought over mere intentional realism - arguments for the conclusion that intentional causes of behavior have constituent structure. The first of these, relying on the methodological 'Principle P', is considered in detail here and is found wanting. This principle does not prefer the language of thought to those very connectionist systems which Fodor criticizes; and it rests on dubious theoretical and empirical assumptions.

This paper examines the issue of global child labor. The treatment is grounded in the classical economics of Adam smith and the more recent writings of human capital theorists. Using this framework, the universal problem of child labor in newly industrializing countries is investigated. Child labor is placed in its historical context with a brief review of practices in the United States and Great Britain at the time those countries were industrializing. Then, child labor is examined in its contemporary global (...) context. We argue that, as countries industrialize, they tend to follow predictable patterns of development – including use of and eventual abandonment of child labor. We argue that this convergence under the logic of industrial capitalism supports a universalist approach to human rights (that would condemn child labor) over a more tolerant cultural relativist approach. Over the last half century, a multijurisdictional, multiscale system of governance has emerged to address concerns associated with toxic chemicals that have the capacity to bioaccumulate in organisms and biomagnify in food chains, leading to fish consumption advisories. Components of this system of governance include international conventions (such as the Stockholm Convention on Persistent Organic Pollutants and the Minamata Convention on Mercury), laws enacted by nation states and their subjurisdictions, and efforts to adaptively manage regional ecosystems (such as the U.S.–Canadian (...) Great Lakes). Given that many of these compounds – including mercury, industrial chemicals such as polychlorinated biphenyls, and pesticides such as toxaphene – circulate throughout the globe through cycles of deposition and reemission, regional efforts to eliminate the need for fish consumption advisories cannot be successful without efforts to reduce emissions everywhere in the world. This paper argues that the scientific community, by monitoring the concentrations of these compounds in the atmosphere and by modeling their fate and transport, play an important role in connecting the various jurisdictional scales of governance. In addition, the monitoring networks that this community of scientists has established can be visualized as a technology of governance essential in an era in which societies have the capacity to produce and release such chemicals on an industrial scale. Contractarianism, as a general approach to moral and political thought, has had a long and distinguished history -- its roots are easily traced as far back as Plato's Republic, where Glaucon advanced it as a view of justice, and its influential representatives include Pufendorf, Hobbes, Locke, Rousseau, Hume, and Kant. In various ways, to various purposes, and against the background of various assumptions, each of these philosophers offered contractarian arguments for the views they defended. What binds the tradition together, in (...) the face of this variety, is the conviction that moral norms or political institutions find legitimacy, when they do, in their ability to secure (under the appropriate conditions) the agreement of those to whom they apply.
