Résumé La sous-traitance dans les métiers londoniens est un phénomène massif au XVIIIe siècle qui transforme l’économie et la culture technique artisanales. Elle est liée à la recherche de producteurs qualifiés capables de répondre à la demande en nombre d’articles hautement composites, censés varier les effets visuels et fonctionnels des objets de consommation. L’économie de la variété, appliquée à une production importante, favorise l’extension des circuits entre producteurs et l’essor des marchés de production, c’est-à-dire une organisation ramifiée complexe fondée sur (...) la mobilisation d’opérateurs externes spécialisés, sous l’égide d’artisans-entrepreneurs. Nous nous proposons d’examiner l’impact de cette organisation du travail sur la culture technique et les identités professionnelles en milieu artisanal. This is a commentary on Neil Van Leeuwen's Religion as make‐believe focusing on the normative aspects of this book. According to Van Leeuwen, religious credences are not factual beliefs, and they are held to different standards of rationality than factual beliefs. Hence, religious believers are able to track and represent those states of affairs that govern their practical lives while also holding views that deviate significantly from it, such as divine omnipotence. With the introduction of artificial intelligence (AI) to healthcare, there is also a need for professional guidance to support its use. New (2022) reports from National Health Service AI Lab & Health Education England focus on healthcare workers’ understanding and confidence in AI clinical decision support systems (AI-CDDSs), and are concerned with developing trust in, and the trustworthiness of these systems. While they offer guidance to aid developers and purchasers of such systems, they offer little specific guidance for the clinical (...) users who will be required to use them in patient care. This paper argues that clinical, professional and reputational safety will be risked if this deficit of professional guidance for clinical users of AI-CDDSs is not redressed. We argue it is not enough to develop training for clinical users without first establishing professional guidance regarding the rights and expectations of clinical users. We conclude with a call to action for clinical regulators: to unite to draft guidance for users of AI-CDDS that helps manage clinical, professional and reputational risks. We further suggest that this exercise offers an opportunity to address fundamental issues in the use of AI-CDDSs; regarding, for example, the fair burden of responsibility for outcomes. (shrink)

Artificially intelligent systems (AISs) are being created by software developing companies (SDCs) to influence clinical decision‐making. Historically, clinicians have led healthcare decision‐making, and the introduction of AISs makes SDCs novel actors in the clinical decision‐making space. Although these AISs are intended to influence a clinician's decision‐making, SDCs have been clear that clinicians are in fact the final decision‐makers in clinical care, and that AISs can only inform their decisions. As such, the default position is that clinicians should hold responsibility for (...) the outcomes of the use of AISs. This is not the case when an AIS has influenced a clinician's judgement and their subsequent decision. In this paper, we argue that this is an imbalanced and unjust position, and that careful thought needs to go into how personal moral responsibility for the use of AISs in clinical decision‐making should be attributed. This paper employs and examines the difference between prospective and retrospective responsibility and considers foreseeability as key in determining how personal moral responsibility can be justly attributed. This leads us to the view that moral responsibility for the outcomes of using AISs in healthcare ought to be shared by the clinical users and SDCs. (shrink)

In this study, we discuss the role of senior nurses who sit on clinical commissioning groups that now plan and procure most health services in England. These nurses are expected to bring a nursing view to all aspects of clinical commissioning group business. The role is a senior level appointment and requires experience of strategic commissioning. However, little is known about how nurses function in these roles. Following Barrientos' methodology, published policy and literature were analysed to investigate these roles and (...) National Health Service England's claim that nursing can influence and advance a nursing perspective in clinical commissioning groups. Drawing on work by Berg, Barry and Chandler on ‘new public management’, we discuss how nurses on clinical commissioning groups work at the alignment of the interests of biomedicine and managerialism. We propose that the way this nursing role is being implemented might paradoxically offer further evidence of the devaluing of nursing rather than the emergence of a strong professional nursing voice at the level of strategic commissioning. Based on over twenty years of empirical and intellectual work about knowledge production in the field of educational administration, I examine the origins and development of the canon, methodologies and knowledge workers in England. I focus on the field as being primarily concerned with professional activity and how and why this was established from the 1960s, and the way knowledge workers have variously positioned themselves over time and in context. Using a case study of knowledge production at the time of (...) the New Labour governments (1997—2010) I show how the emphasis on activity has left the field vulnerable to colonisation by markets and private interests, but how policy studies continues not only to reveal this but also to provide a model for how engagement with the social sciences can be productive. John Stuart Mill has several good claims to be considered as one of the founders of modern social and political thought, particularly given his central role in the foundations of liberalism, and thus, though a good deal has been written about him already, a book on Mill in this ‘Founders’ series should be welcomed. Frederick Rosen brings his wealth of scholarship on both Mill and Jeremy Bentham to play, giving a fresh and informative perspective. The book is structured around Mill’s (...) two largest compositions, the texts which made him famous in his own age—namely, the System of Logic Ratiocinative and Inductive (1843) and Principles of Political Economy (1848)—which Rosen follows Alexander Bain in describing as being where ‘Mill’s creative energy was mainly confined’ (7). It is refreshing to find a book on Mill which is not centred around On Liberty or Utilitarianism as being the only works of interest in Mill’s canon, though Bain’s remarks seem a little harsh.Rosen’s avouched plan is to .. I examine the evolution of trade organizations in the southwest from their early manifestation to their present configurations with a particular focus on Trading Posts as socio-cultural and economic exchange organizations. At their inception as general stores they served displaced and remote populations, while at their peak they were social, cultural, and economic hubs connecting various ethnic groups. More recently, they have become non-profit and profit entities, both on- and off-reservation, and tribal government organizations, some of which still incorporate notions (...) of socially responsible business. What is the thesis of determinism? Though it is obvious that in principle there is more than one possible thesis that might be given this name, it seems to be the case that philosophers working on the free will problem have gradually gravitated towards a more-or-less standard definition, minor variations on which can now be found widely scattered through the free will literature. I call it the ‘entailment definition’ and it states, roughly, that determinism is the thesis that for any (...) given time, a complete statement of the facts about that time, together with a complete statement of the laws of nature, entails every truth as to what happens after that time. In this paper, I argue that acceptance of the entailment definition has been a mistake—and that we need a definition of determinism which, by contrast with the entailment definition, makes explicit mention of the notion of natural necessity. In a recent paper (Bird 2001), Alexander Bird argues that the law that common salt dissolves in water is metaphysically necessary - and he does so without presupposing dispositionalism about properties. If his argument were sound, it would thus show that at least one law of nature is meta- physically necessary, and it would do so without illicitly presupposing a position (dispositionalism) that is already committed to a necessitarian view of laws. I shall argue that Bird's argument is unsuccesful.

Children dependent on life-prolonging medical technology are often subject to a constant background risk of sudden death or catastrophic complications. Such children can be cared for in hospital, in an intensive care environment with highly trained nurses and doctors able to deliver specialised, life-saving care immediately. However, remaining in hospital, when life expectancy is limited, can considered to be a harm in of itself. Discharge home offers the possibility for an improved quality of life for the child and their family (...) but comes with significant medical risks.When making decisions for children, two ethical models predominate, the promotion of the child’s best interests or the avoidance of harm. However, in some circumstances, particularly for children with life-limiting and/or life-threatening illness, all options may be associated with risk. There are no good options, only potentially harmful choices.In this paper, we explore decisions made by one family in such circumstances. We describe a model adopted from risk management programmes beyond medicine, which offers a potential framework for identifying risks to the child that are morally permissible. Some risks and harms to a child, not ordinarily permitted, may be acceptable when undertaken in the pursuit of a specified desired good, so long as they are as low as reasonably practicable. A new Clinical Ethics Advisory Group was created to contribute to NHS Trust policies and guidelines in response to ethical issues arising from the COVID-19 pandemic. An ethical analysis framework used in medical education, the CoRE-Values Compass and Grid, was adapted to form a step-wise ‘ABC’ decision-making process. CEAG members found the framework simple to understand and use and the model facilitated time-efficient decisions that were explicitly justifiable on moral, ethical, professional and legal grounds. The adapted CoRE-Values framework might help (...) facilitate decision-making processes for similar new clinical ethics advisory or support committees. (shrink)

The role of the ‘ideal’ in political philosophy is currently much discussed. These debates cast useful light on Mill's self-designation as ‘under the general designation of Socialist’. Considering Mill's assessment of potential property-relations on the grounds of their desirability, feasibility and ‘accessibility’ (disambiguated as ‘immediate-availability’, ‘eventual-availability’ and ‘conceivable-availability’) shows us not only how desirable and feasible he thought ‘utopian’ socialist schemes were, but which options we should implement. This, coupled with Mill's belief that a socialist ideal should guide social reforms (...) (as the North Star guides mariners), reveals much more clearly the extent of his socialist commitments (even if he thought political economists would be concerned with forms of individual property for some time to come). Moreover, this framework for assessments of ‘ideal’ institutions makes a useful contribution to an ongoing contemporary debate. (shrink)

This article will discuss the concepts of Cradle to Cradle and Circular Economy in relation to sustainable production involving philosophical debates on economic growth, and the risk of subversion of managerial practice to business as usual. The case study is based on the assignments submitted by Masters students as part of a course related to sustainable production and consumption at Leiden University in The Netherlands. Some of the supposedly best practice cases placed on the website of the Ellen MacArthur Foundation (...) or those awarded Cradle to Cradle certificate were evaluated by students as green-washing. Larger implications of circular production for business and ecological management are discussed. (shrink)

This paper defends the Limited Use View of our duties to save. The Limited Use View holds that the duty to save is a duty to treat oneself, and perhaps one’s resources, as a means for preventing harm to others. But the duty to treat oneself as a means for the sake of others is limited. One need not treat oneself as a means when doing so is either very costly, or conflicts with one’s more stringent duties to others. This (...) provides an agent-neutral account of the duty to save. When the cost of saving passes a certain threshold, one is permitted to fail to save, and it is impermissible for others to force one to save, if doing so will force one to incur an equal or greater cost. I argue that the Limited Use View is to be preferred to agent-relative accounts of the duty to save, which hold that the limit on our duty to save is grounded in an agent-relative prerogative to weight our own interests (and those of special others) more heavily than other people’s interests. Techno-solutionism (Ts) amplifies academic integrity issues endemic to using Generative AI in Open and Distance education (ODE). It (Ts) induces in Higher education (HE) the disposition that technology can and should be employed in every aspect of teaching, learning, and assessment. The prevalence of Ts in ODE and the consequence of undermining academic integrity is found in the surge in published papers. A 2023 study by Nature of over 1600 scientists reports that nearly 30% use GenAI to write papers, and (...) 5% use it in grant applications. A 2024 Originalityai report on 13,000 analysed papers on arXiv indicates a sudden increase of 200.42%, 44.68% and 22.04%, respectively, in Computer Science, Physics and Mathematics in papers published in Jan. 2019 and those published in Nov. 2023. Apr. 2024 paper on arXiv notes Computer Science to be the most prolific in LLM usage with up to 17.5% increase. The problem this study addresses is balancing the challenges and opportunities of GenAI in ODE. Is there a limit to AI use in ODE? How can we upsurge academic integrity in the age of AI? How might we rethink the culture of publish or perish in the age of AI? Adopting the scoping review methodology and discourse analysis, this paper analyses the gains and pains of AI in ODE. Leveraging the critical theory of technology, it recommends clear green and red lines on using AI in teaching, research, and assessment. (shrink)

In an outline of a paper found amongst his philosophical papers and correspondence after his untimely death in 2001—“Nihil Obstat: An Analysis of Ability,” reproduced in this volume—David Lewis sketched a new compatibilist account of abilities, according to which someone is able to A if and only if there is no obstacle to their A-ing, where an obstacle is a ‘robust preventer’ of their A-ing. This chapter explores the relationship between a person’s liability to defensive harm and the necessity of harming her. Internalist accounts of liability hold that one can be liable only to harms that are necessary for averting a threat. Externalist accounts of liability hold that necessity is not internal to liability. The chapter proposes and defends proportionate-means externalism. This view holds that one can be liable to more than the least harmful means of averting a threat, but it also recognizes that (...) only instrumental harms can count as defensive. As such, only these harms should be sanctioned by an account of liability to defensive harm. In cases involving culpable attackers, seemingly ineffective harms can actually count as a means of defending the victim’s moral standing. This observation should inform our understanding of a culpable attacker’s liability and her right to counterdefense. (shrink)

Infants are unable to make their own decisions or express their own wishes about medical procedures and treatments. They rely on surrogates to make decisions for them. Who should be the decision-maker when an infant’s biological parents are also minors? In this paper, we analyse a case in which the biological mother is a child. The central questions raised by the case are whether minor parents should make medical decisions on behalf of an infant, and if so, what are the (...) limits to this decision-making authority? In particular, can they refuse treatment that might be considered best for the infant? We examine different ethical arguments to underpin parental decision-making authority; we argue that provided that minor parents are capable of fulfilling their parental duties, they should have a right to make medical decisions for their infant. We then examine the ethical limits to minor parents’ decision-making authority for their children. We argue that the restricted authority that teenagers are granted to make medical decisions for themselves looks very similar to the restricted autonomy of all parents. That is, they are permitted to make choices, but not harmful choices. Like all parents, minor parents must not abuse or neglect their children and must also promote their welfare. They have a moral right to make medical decisions for their infants within the same ‘zone of parental discretion’ that applies to adult parents. We conclude that adult and minor parents should have comparable decision-making authority for their infants. (shrink)

This article examines a changing global reality that manifests itself in new forms of social activism. The struggle of the multitude challenges political representation and contemporary art seems to corroborate this observation. Becoming a form of social intervention, it turns into an active force and leaves behind the need to double action with representation, representational practices being the hallmark of classical art. A new theory of the image would have to incorporate this dynamic: it would have to treat and develop (...) the basic categories of action and relation. There are few philosophies of the act, and the existing semiotic models mostly deal with dual structures (signifier/signified; sign/meaning; image/referent, and so on). It is necessary to sketch out a dynamic theory of the image that would: (1) reveal the limitations of the concept of representation; (2) conceive of the image as a set of multiple changing relations. The image would thus be seen as a necessary part of the relations governing the world in its entirety, that is, as part of the movement of matter itself. Which is another way of saying that those relations are actualized, or expressed, in the image. (shrink)

This article takes up the idea of language as a home and dwelling, and reconsiders what this might mean in the context of diasporic bilingualism – where as a ‘heritage speaker’ of a minority language, the ‘mother tongue’ may be experienced as both deeply familiar yet also alien or alienating. Drawing on a range of philosophical and literary accounts (Cassin, Arendt, Anzaldúa, Vuong, among others), this article explores how the so-called ‘mother tongue’ is experienced by heritage speakers in an English-dominant (...) world. From navigating one’s being in-between language-worlds, to the experience of language loss and efforts of reconnection, I argue that bilingual dwelling involves many complex layers often overlooked by philosophical accounts of language that do not attend to the lived world of the migrant and racialised outsider. By turning to the example of bilingual parenting, I then examine how such an undertaking, while labour-intensive, offers opportunities to refresh and co-create language-worlds anew. (shrink)

That Oakeshott and Arendt's political works contain Augustinian references is well known. What historians of political thought have had difficulty in is assessing the consistency and importance of the Augustinian themes within their work. It transpires that the traces of existentialism and personalism in Augustine are amplified and clarified by their use in Oakeshott and Arendt, to the extent that they form an important subtext to their work. One stumbling block for scholars attempting to link the ?mature? works of Oakeshott (...) and Arendt to Augustine has been a sense of disparity between the eschatological character of Augustine's writings and the civic worldliness of Oakeshott's associations and Arendt's public realm. Returning to several strands of twentieth-century Augustinianism, from the personalist to the existentialist to the liberal, reveals an Augustinianism that is much more credibly linked to the whole of Oakeshott and Arendt's writings.
