Situated within the growing literature on green alternatives to research and innovation-led green transition approaches, this paper sketches the contours of an emerging transition policy evaluation matrix aiming at going beyond contemporary (new) materialist concerns. To do so, I introduce a vitalist focus on life and establishing all connectedness as a long-term normative goal of just and deep global development policy. For this purpose, I draw from key insights from the recent interim evaluation of the European (...) Framework program ‘Horizon Europe’, as well as non-Western and indigenous and feminist approaches to environmental justice to argue for overcoming an exclusive materialist and individualist preoccupation with green transition as it has been characteristic hitherto. Building on the requirement of a theory of change for encompassing well-being that includes a shifted yet assessable notion of being, I describe the non-linear sequence of green transition phases transcending materialist approaches to shifted energy supply and large-scale decarbonization to include an imaginary of a connected biocentric humanity with a just vitalist concern for life and well-being. Recent scholarly attention to ‘legitimate expectations’ and their role in legal transitions has yielded widely varying principles for distinguishing between legitimate and non-legitimate expectations. This article suggests that methodological reflection may facilitate substantive progress in the debate. Specifically, it proposes and defends the use of a wide reflective equilibrium methodology for constructing, justifying and critiquing theories of legitimate expectations and other kinds of normative theories about legal transitions. The methodology involves three levels of analysis — normative principles, their theoretical antecedents, (...) and considered judgements about their implications in specific cases — and iteration between these three levels in an effort to ensure coherence. The payoffs from applying this methodology to the legitimate expectations debate are illustrated through a discussion of examples from the existing literature. Some proposed innovations to the methodology, including the incorporation of insights from the ideal/non-ideal theory debate, are likely to be of wider interest to political theorists. (shrink)

Counterfactual analysis is an interesting feature of thought experiments, because it requires the imagination of alternative states of the world (see also publications by Fearon, Lebow and Stein, Reiss, and Tetlock and Belkin, who suggest the same). In historical analysis, the use of imagination is often the focus of criticisms of such counterfactual analysis. In this article, I consider three strategies for constraining imagination: making limited counterfactual changes, limiting counterfactual changes to the decisions of important figures, and using evidence to (...) restrict the scope for imagination. Given the focus of this special issue, I will relate this discussion to Lewis’s and Woodward’s analyses of counterfactuals in the philosophy of science. I show that counterfactual analysis in historical cases has some resemblance to Lewis’s and Woodward’s analyses, but that what Lewis calls “transition periods” cannot be left entirely vague, as Lewis suggests, nor can counterfactual changes be seen simply as interventions, as Woodward suggests. I propose that efforts to limit imagination in historical counterfactuals are ultimately problematic, but that imagination can nevertheless play a useful role in counterfactual analysis. (shrink)

This article addresses the complex issue of lecturers’ subject knowledge and teaching. It explores the subject knowledge models of Banks, Leach and Moon and of Grossman, Wilson and Shulman . The article then delineates how these can be used in the development of robust teaching models of the subject. It also suggests how these models can be used to develop a scholarly view of teaching and how this may impact on student transition and development. The article emerges from a (...) study of teaching and learning in English Literature departments within the UK higher education sector, but it draws conclusions and offers recommendations applicable to teaching across the Arts and Humanities in and beyond the UK context. The label "Pyrrhonizers" is well chosen: What draws Sextus Empiricus, Montaigne, and Hume together is a set of attitudes about the limits of (...) reason and the value of constant inquiry. These thinkers are united not by commitment to a set of propositions that would group them together in some kind of static philosophical school but, rather, by a kind of pessimism about rationality's power. Ribeiro uses these figures to prompt a thought-provoking inversion of a traditional challenge to skepticism: Not only is it possible for a skeptic to live his skepticism, it is also unexpectedly easy to do so, because rationality has a surprisingly weak hold on us. This means that we can continue to be skeptics even when we cannot bring ourselves to believe or reject dogmatic claims, so long as we continue to pyrrhonize.Chapter 1 is a defense of the psychological reality of epistemic akrasia, a phenomenon by which an epistemic agent fails to form beliefs governed by the evidence she takes herself to have (analogous to the more familiar weakness of will in moral psychology). In particular, Ribeiro focuses on skeptical cases where one takes oneself to have sufficient reason to suspend judgment regarding p but nevertheless persists in believing that p. Whatever differences these three figures may have, each is interested in probing the boundaries of belief, looking for the borders of rationality where our beliefs persist even in the face of evidence or arguments against them.Chapter 3 looks more closely at the version of Pyrrhonian skepticism found in Sextus Empiricus. Ribeiro argues that Sextus saw global suspension of belief as an ethical ideal conducive to tranquility and hence eudaimonia. Comparable to the Stoic moral sage, this ideal may not be fully realizable in actual life, but one can nevertheless make progress toward this ideal. Crucially, this progress is compatible with intractable beliefs about which suspension of judgment is difficult or fleeting: Even if one cannot globally suspend judgment about all matters at once, one can still become increasingly more tranquil as one develops the ability to suspend judgment more successfully over time.Chapter 4 transitions to Montaigne's Essays. Ribeiro devotes the bulk of the chapter to showing that Montaigne was explicitly influenced by ancient Pyrrhonian skepticism (via both Sextus and Cicero). The most important point, however, is that Montaigne exemplifies the Pyrrhonian project in his constant revisions to his Essays throughout his life, modeling the zetetic approach of perpetual investigation. Montaigne's chief contribution to this project is to redirect it away from the dogmatic disputes over unclear matters that we see among the ancient skeptics, and toward continual autobiographical self-reflection.Chapter 5 pauses the historical focus of the previous chapters, to return to the topic of human rationality. This chapter uses a Humean observation of the power of custom or habit compared to reason to argue that human rational self-control is surprisingly weak. After twenty-five years sustainable development is not a reality. Policies and practices focus on the short-term and economists regard sustainable development as extraneous to their core responsibilities. Science, economics and self- interest have not proven a sufficient ground for sustainable development. Ethics calling for moral reasoning and courageous action, spirit offering transcendence, vision and sustenance, and value asking what is development for are needed. United Nations negotiations have shaped, are shaping, and will continue to shape the meaning and practice of (...) sustainable development. A global citizens‘ movement to build the political will for change is needed. To catalyze sustainable development ethics, religion and spirituality must operate out of a historical context and narrative of a ―Great Transition. ‖ Ethics must enter at the ground level in determining how science, technology, and economics are to be conceived. Religion and spirit must begin with respect for the order of existence. A particular ―Ethics and Spirituality Initiative for Sustainable Development‖ is building a coalition of religious, spiritual and secular values based-organizations to bring ethics and spirituality into the sustainable development process. Adolescence is a time of transition from childhood to adulthood during which significant changes occur across multiple domains, including emotional experience. This article reviews the relevant literature on adolescents’ experience of four specific dimensions of emotion: emotional frequency, intensity, instability, and clarity. In an effort to examine how emotional experiences change as individuals approach adulthood, we examine these dimensions across ages 10 to 19, and review how the emotional functioning of adolescents compares to that of adults. In addition, we (...) explore whether and how gender and puberty explain age differences in emotional experience. Finally, we discuss how these findings could inform future research on both the typical trajectory of emotional experience and the development of psychopathology in adolescence. (shrink)

We report on the deliberations of an interdisciplinary group of experts in science, law, and philosophy who convened to discuss novel ethical and policy challenges in stem cell research. In this report we discuss the ethical and policy implications of safety concerns in the transition from basic laboratory research to clinical applications of cell-based therapies derived from stem cells. Although many features of this transition from lab to clinic are common to other therapies, three aspects of stem cell (...) biology pose unique challenges. First, tension regarding the use of human embryos may complicate the scientific development of safe and effective cell lines. Second, because human stem cells were not developed in the laboratory until 1998, few safety questions relating to human applications have been addressed in animal research. Third, preclinical and clinical testing of biologic agents, particularly those as inherently complex as mammalian cells, present formidable challenges, such as the need to develop suitable standardized assays and the difficulty of selecting appropriate patient populations for early phase trials. We recommend that scientists, policy makers, and the public discuss these issues responsibly, and further, that a national advisory committee to oversee human trials of cell therapies be established. **NB we did not reccommend a NAC, we think it might be appropriate**. The ‘European Green Deal’ (EGD) is a set of communications from the European Commission that outlines EU roadmap to climate neutrality by 2050. The policy envisions that, with the facilitation of speedy and just ‘green transition’, the goals of environmental protection and economic development can be reconciled. This article offers a language-focused critical study of the EGD. After giving an overview of neoliberal ‘discourses of sustainability’ and explaining the notion of ‘interdiscursivity’ in CDS, it presents the results (...) of a close thematic analysis supported by keyword and concordance analysis of representations of ‘environment’ and ‘climate’ on the one hand, and ‘economy’ and ‘transition’ on the other. This study attends to salient language patterns and reveals how interdiscursive crossovers are established to normalise ‘sustainability’ as the contingency between environmental and economic orders of discourse. Also, it identifies the discursive strategies of nomination, predication, argumentation, perspectivisation and mitigation or intensification and shows how tensions between discourses are smoothened. This analysis of EGD’s ideological hybridity also sheds light onto how EU institutions are (self)authorised to lead actions on environmental challenges on behalf of European citizens. (shrink)

An individual's health, genetic, or environmental-exposure data, placed in an online repository, creates a valuable shared resource that can accelerate biomedical research and even open opportunities for crowd-sourcing discoveries by members of the public. But these data become “immortalized” in ways that may create lasting risk as well as benefit. Once shared on the Internet, the data are difficult or impossible to redact, and identities may be revealed by a process called data linkage, in which online data sets are matched (...) to each other. Reidentification, the process of associating an individual's name with data that were considered deidentified, poses risks such as insurance or employment discrimination, social stigma, and breach of the promises often made in informed-consent documents. At the same time, re-ID poses risks to researchers and indeed to the future of science, should re-ID end up undermining the trust and participation of potential research participants. The ethical challenges of online data sharing are heightened as so-called big data becomes an increasingly important research tool and driver of new research structures. Big data is shifting research to include large numbers of researchers and institutions as well as large numbers of participants providing diverse types of data, so the participants’ consent relationship is no longer with a person or even a research institution. In addition, consent is further transformed because big data analysis often begins with descriptive inquiry and generation of a hypothesis, and the research questions cannot be clearly defined at the outset and may be unforeseeable over the long term. In this article, we consider how expanded data sharing poses new challenges, illustrated by genomics and the transition to new models of consent. We draw on the experiences of participants in an open data platform—the Personal Genome Project—to allow study participants to contribute their voices to inform ethical consent practices and protocol reviews for big-data research. The conjoining of civic republicanism and green politics is a new but timely response to understanding and navigating a path through and beyond our turbulent times. A green republican analysis our contemporary condition–climate breakdown, rising inequality, the crisis of representative democracy–sees the structural and ideological imperative of endless economic growth as one root cause. From a green republican perspective economic growth has now passed a threshold where it has become a threat, both to the sustainability/longevity of the (...) polity, but also common goods and human flourishing. This paper identifies and analyses key components of the growth imperative, such as debt-based consumerism and non-democratic workplaces, as well as more widely discussed requirements of growth to externalise ecological and social costs, and growth’s dependence on cheap and secure sources of fossil resources. It argues that these components of growth pose serious risks to liberty as nondomination, the securing and protecting of common goods, rough equality and securing the ecological conditions for the republic. Therefore, these ‘green’ concerns should be also concerns for republicans. The paper looks at one recent strategy that has been proposed to help move societies beyond climate breakdown and carbon-addiction–namely the ‘Just Transition’ discourse and set of policy proposals. The paper offers a green republican account of the Just Transition strategy for a post-or low carbon economy in which equality, justice and democratic participation are central. (shrink)

Movements for environmental justice ought to engage the powerful mechanisms of change deployed in a Transitional Justice context. There is reason for restraint, however, in calling upon radically disruptive procedures to immediately amend the basic structure of society. I propose a modest expansion of the purview of Transitional Justice to recognize a class of environmental harms severe enough to trigger transitional measures. This class of harms is ecocide as social death, which I define as deliberate, state-sponsored environmental destruction resulting in (...) the annihilation of ways of life intimately connected to the natural world. The article then considers potential criticisms of this framework: its foundation in liberal political theory, its anthropocentrism, and its exclusion of global environmental harms. Despite being anthropocentric, the model offers a means of politically and legally representing the value of the natural world beyond its role as a stock of resources for human consumption. I defend an expressly liberal approach to Transitional Justice that emphasizes the core of the liberal social contract—respect for diversity. (shrink)

Banks are expected to play a key role in assisting the real economy with the green transition process. One of the tools used for this purpose is the issuance of green bonds. We analyze the characteristics of banks that issue green bonds to understand: (i) which banks are more likely to resort to these funding instruments, and (ii) if the issuance of green bonds leads to an improvement in a bank’s environmental footprint. We find that (...) large banks and banks that had already publicly expressed their support for a green transition are more likely to issue green bonds. Conditional on being a green bond issuer, smaller banks tend to resort to green bonds in a more persistent manner and for relatively larger amounts, while larger banks issue green bonds on a more occasional basis and for smaller amounts. This heterogeneity is also reflected in our findings that only banks that issue green bonds more intensively improve their emissions and reduce lending to polluting sectors, thus contributing to the decarbonization of the financial sector. This paper investigates the driving forces behind the environment-oriented management in Slovenia, a country in transition. The study focuses on attititudes of managers towards different aspects of the concern for the environment, the most important sources of pressure on companies for better environmental performance, the potential conflict between environmental and other business goals, and perception of barriers to the environmentally responsible behaviour of a company. Green New Deal policies are proposed to tackle the climate emergency. These policies focus on driving climate innovation through unprecedented financial policy levers. However, while the macro-level financing dynamics are clear, the influence of niche level dynamics of sustainable innovation financing remain unexplored within these policy settings. Through the context of the European Green Deal and a focus on the agri-tech start-up sector in the Netherlands, we identify factors likely to reduce the efficacy of these policies from an (...) innovation management perspective—such as project matching issues, socio-ethical factors or the characteristics of agri-food climate innovations. We go on to conceptualise that these challenges represent a range of asymmetries—from classic information asymmetries to less common value and objective asymmetries—between climate innovators and private investors and financers. Many remedies for asymmetries involve costs, likely to further inhibit the efficacy of the European Green Deal and similar policies. A partnering approach is proposed, where the non-financial resources of incumbent actors are harnessed and leveraged to enhance climate innovation performance. (shrink)

In a context where individuals are increasingly more sensitive to corporate social responsibility (CSR) practices and where mobilization of savings for the energy transition is essential, our article is the first to study the drivers of online green bank adoption. By analyzing 1075 questionnaires from a panel of French individuals in charge of financial decisions in their households, we show that altruism and green consumption values are significant drivers of individuals' green banking adoption and reveal that (...) willingness to adopt a green bank is mediated by the preference for green savings. These results extend the nascent literature dealing with the link between responsible consumption and saving behaviors. Briefly speaking, green banks (and associated savings products) have the potential to enable households to express their consumption values through their investments. That said, our results suggest that households' financial well-being and financial literacy can be barriers to the mobilization of green savings. Our results also demonstrate the significant influence of information system variables, such as personal innovativeness and trust, on willingness to adopt green banking. By shedding light on the drivers of individuals' green bank adoption, our results provide valuable insights for the banking industry. (shrink)

This review essay discusses three recent books on the Green New Deal, written, respectively, by Naomi Klein, Jeremy Rifkin, and Kate Aronoff and a few other democratic socialists. It argues that the New Deal offers a better model of how to envision the change required for deep carbonization than the vision of war mobilization after Pearl Harbor since it emphasizes not only the need for massive introduction of green technology but also the importance of broad social change constituting (...) a just transition. The essay argues that the GND should be placed in a global context so that the adoption of the GND in the Global North would lead to much greater funding of green developments in the less industrialized countries of the Global South. A "concept" in the sense favoured by Wittgenstein is a paradigm for a transition between parts of a notational system. A concept-determining sentence such as "There is no reddish green" registers the absence of such a transition. This suggests a plausible account of what is perceived in an experiment that was first designed by Crane and Piantanida, who claim to have induced perceptions of reddish green. I shall propose a redescription of the relevant phenomena, invoking only (...) ordinary colour concepts. This redescription is not ruled out by anything the experimenters say. It accounts for certain peculiarities in both their descriptions and their subjects', and suggests that instead of discovering forbidden colours the experimenters introduced a new use of "-ish". Still, there is a point in speaking of "reddish green" in their context, which can be motivated by invoking what Wittgenstein calls a "physiognomy". (shrink)

Proteins are targeted to plastids by N‐terminal transit peptides, which are recognized by protein import complexes in the organelle membranes. Historically, transit peptide properties have been defined from vascular plant sequences, but recent large‐scale genome sequencing from the many plastid‐containing lineages across the tree of life has provided a much broader representation of targeted proteins. This includes the three lineages containing primary plastids (plants and green algae, rhodophytes and glaucophytes) and also the seven major lineages that contain secondary plastids, (...) “secondhand” plastids derived through eukaryotic endosymbiosis. Despite this extensive spread of plastids throughout Eukaryota, an N‐terminal transit peptide has been maintained as an essential plastid‐targeting motif. This article provides the first global comparison of transit peptide composition and summarizes conservation of some features, the loss of an ancestral motif from the green lineages including plants, and modifications to transit peptides that have occurred in secondary and even tertiary plastids. Informal institutions are found to shape the behaviors of economic organizations within the business world by creating localized social norms and moral commitments. However, the existing literature pays greater attention to the financial consequences of such institutions, and little is known about their environmental impacts, especially in the context of transition economies. By linking institutional theory with environmental strategy literature, in this study, we develop a theoretical framework and empirically test how social trust, one of the dimensions of informal (...) institutions, influences corporate environmental responsibility. Using a longitudinal data set of Chinese listed firms from 2006 to 2015, we find support that firms located in regions with a higher level of social trust engage in more environmental responsibility activities. We also show that this effect is more pronounced when local environmental protests are fewer and information transparency is worse. Our findings highlight the importance of social trust in environmental governance and provide evidence of how it serves as a substitute for formal environmental institutions in transition economies. This article takes stock of the project of ecological democracy, a project that has been central to debates in Environmental Values since the late 1990s. Whilst we can identify quite distinct articulations of eco-democratic thinking emerging out of the fields of green political theory, postcolonial/feminist political ecology and science studies/radical geography, it is argued that these discussions have reached something of an impasse of late following the rise of climate scepticism, authoritarian populisms and technocratic eco-modernisms. Resurgent eco-authoritarian impulses and (...) the hankering for a ‘green leviathan’, a climate Lenin or a ‘dictatorship of the sustainment’ to resolve our climate crisis make it more important than ever to affirm the need for just, rapid and democratic post-carbon transitions. The article goes on to outline how emerging discussions in radical design studies focused on redirective practice in conjunction with a revived eco-socialist focus on labour-focused political ecologies might open up different possibilities for a materialist re-grounding of ecodemocratic discussions. It is suggested that a political ecology of design embedded in public institutions, the workplace and civil society could possibleyreground a more substantive vision of ecological democracy but also allow us to think about the forms of creative labour that could drive the just transition. Media has paid more attention recently on environmental issues caused by construction companies which imposes public opinion pressure on construction companies and could potentially impact their decision-making processes for green innovations. However, research on the relationship between public opinions pressure and construction company green innovation behavior is still limited. To understand how such public opinions pressure can impact construction companies' green transition and formulate advice accordingly, it is necessary to use empirical data to find the correlations. Therefore, this research has gathered questionnaire data of the construction companies in Chengdu-Chongqing economic circle of China to study the influencing mechanism of environmental public opinion pressure on enterprise green innovation behavior, analyzes the realization path of leaders' environmental intention as a mediating variable in the impact of environmental public opinion pressure on enterprise green innovation behavior, and reveals the role boundary of environmental regulation as a moderating variable in the impact of environmental public opinion pressure on enterprise green innovation behavior. The results show that environmental public opinion pressure has a significant positive impact on enterprise green innovation behavior. More specifically, enterprise green innovation behavior is affected by leaders' environmental intention and the latter plays a partial mediating role between environmental public opinion pressure and enterprise green innovation behavior. Environmental regulation also enhances the sensitivity of companies to environmental public opinion pressure, and therefore can significantly strengthen the relationship between environmental public opinion pressure and enterprise green innovation behavior. Further research find that, compared with incentive-based environmental regulations, mandatory environmental regulations make companies more sensitive to environmental public opinion pressure and has a more significant positive moderating effect. The research conclusions could be used to provide theoretical reference with empirical data for accelerating the green innovation transformation and promoting the high-quality development in the construction industry. This chapter combines formal models of how the fitness of a collective can become decoupled from the fitness with more empirical work on the volvocine algae. It uses the Volvox clade as a model system. It describes the evolution of altruism in the volvocine green algae. This chapter suggests that altruism may evolve from genes involved in life-history trade-offs. It shows the several cooperation, conflict, and conflict mediation cycles in the volvocine green algae. This cycle of cooperation, conflict, (...) and conflict mediation drives evolutionary transitions in individuality. (shrink)

Society is looking to business to help solve our most complex environmental and social challenges as we transition to a more sustainable economic model. However, without a fundamental shift in the dominant virtues that have influenced business decision making for the past 150 years to a new set of dominant virtues that better fit today's environment, it will be more natural for companies to resist the necessary changes than to find the opportunities within them. We use the term “virtues” (...) quite broadly to describe dispositions to think, feel and act in skillful ways that promote the aims of a practice. Addressing this deeper level of cultural change is essential to cultivating new instinctive behavior in business decision making. In this article, we describe five clusters of virtues that facilitate effective response to the transition challenges—adaptive, collaborative, frugality, humility, and systems virtues. To illustrate the application of these virtues, we present a detailed case study of Green Mountain Power, a Vermont electric utility that has embraced the shift to renewable energy and smart-grid technology, and is creating an innovative business model that is disrupting the industry. After distilling key findings from the case, we outline an approach to leadership development that can help accelerate the infusion of transitional virtues across an organization. (shrink)

Conventional agriculture, while nested in nature, has expanded production at the expense of water in the Midwest and through the diversion of water resources in the western United States. With the growth of population pressure and concern about water quality and quantity, demands are growing to alter the relationship of agriculture to water in both these locations. To illuminate the process of change in this relationship, the author builds on Buttel’s (Research in Rural Sociology and Development 6: 1–21, 1995) assertion (...) that agriculture is transitioning to a post “green revolution” period where farmers are paid for conservation, and employs actor network theory (Latour and Woolgar Laboratory life: The construction of scientific facts. Princeton, NJ: Princeton University Press, 1986) and the advocacy coalition framework (Sabatier and Jenkins-Smith, Policy change and learning: An advocacy coalition approach, 1–56. Boulder, CO: Westview Press, 1993) to frame discussions of water and agriculture in the upper Mississippi River watershed, particularly Iowa. The author concludes that contested views of agriculture and countryside, as well as differing views of how agriculture must change to adapt to growing water concerns, will shape coalitions that will ultimately play a significant role in shaping the future of agriculture. The aim of this research is to find out the effect of green Human Resources Management and employee performance on work-life balance, in small and medium enterprises operating in transition economies, specifically in Kosovo. Additionally, this paper presents a comprehensive conceptual framework for green human resources management and work-life balance. In order to find out this relation, a questionnaire was delivered to employees of small and medium enterprises in Kosovo. The data collected was analyzed using STATA 14. (...) To test the hypothesis, a linear model was constituted, and a regression analysis was conducted using the OLS technique. The model results indicate positive linear correlation between green human resource management, work-life balance, and employee performance, which means that green HRM and employee performance have significant impact on work-life balance of employees in small and medium enterprises in transition countries. This study contributes to practical level, as it provides important information to companies in Kosovo, who should take into consideration the importance of incorporating new green strategies in their human resource practices to facilitate work-life balance for employees, consequently leading to enhance company performance. Open innovation (OI) has gained widespread attention in recent years as a catalyst for sustainable management. Through OI, companies can harness their environmental capabilities to develop sustainable innovations that provide mutual benefits for companies and society. We explore the impact of Corporate Governance (CG) on Green Product Innovation (GPI) as OI and the impacts of GPI on corporate financial performance (CFP). Adopting Heckman's two-stage procedure to a panel of 622 science-based firms over the study period of 2008–2021, in the (...) first step, we test the link between boards of directors' characteristics and GPI engagement. In the second step, we test the relationship between GPI and CFP. The findings confirm that effective CG mechanisms positively impact GPI performance. Moreover, GPI is a positive predictor of reduced firm riskiness. Therefore, we provide new insights into the debate on the links among CG, GPI, and CFP that can help companies meet the new challenges of the ecological transition. (shrink)

The Cayman Turtle Farm is the only facility in the world that commercially produces green sea turtles for human consumption. The CTF has operated at a significant financial loss for much of its 45 years history and is maintained by substantial Cayman Island Government subsidies. These subsidies run into millions of Caymanian dollars and dwarf the funding allocated to The Caymanian Department of Environment to protect its unique biodiversity each year. We argue that it is time for the CTF (...) to terminate its sea turtle ‘farming’ initiative. Supporters argue that the CTF helps to conserve green turtles by providing legal and sustainable turtle meat for local Caymanian consumption. Opponents maintain that farmed turtle meat cannot serve as an effective economically viable substitute, and that the facility potentially harms Caribbean green turtle populations by promoting turtle meat consumption, when other Caribbean nations increasingly prohibit this practice. The CTF’s records demonstrate that commercial production has come at the expense of tens of thousands of sea turtles. We question the ethics of sea turtle farming and argue that the CTF could better contribute to conservation if it transitioned into a rehabilitation, research and education facility . Recommended first steps include prohibiting the sale of sea turtle products to international tourists, engaging with stakeholders, and assessing the true scale of local consumer demand for green turtle meat. While most studies of low-carbon transitions focus on green niche-innovations, this paper shifts attention to the resistance by incumbent regime actors to fundamental change. Drawing on insights from political economy, the paper introduces politics and power into the multi-level perspective. Instrumental, discursive, material and institutional forms of power and resistance are distinguished and illustrated with examples from the UK electricity system. The paper concludes that the resistance and resilience of coal, gas and nuclear production regimes currently negates the benefits (...) from increasing renewables deployment. It further suggests that policymakers and many transition-scholars have too high hopes that ‘green’ innovation will be sufficient to bring about low-carbon transitions. Future agendas in research and policy should therefore pay much more attention to the destabilization and decline of existing fossil fuel regimes. (shrink)

This paper considers the environmental justice issues presented by the proposed open-pit lithium mine in Thacker Pass, Nevada (Peehee mm’huh). Unlike the environmental destruction wrought from fossil fuel extraction, lithium is used to create lithium-ion batteries for storing and using electricity from “green energy” sources. Can the potential reduction in carbon emissions resulting from the lithium mined morally and politically justify the destruction of the Pass’s sagebrush sea – a critical wildlife habitat and sacred land to the People of (...) Red Mountain? Justice issues of this kind (e.g., clashes between the “renewable energy” industry and indigenous rights) are likely to become more prevalent as the industrial economy transitions from fossil fuels to vastly more spatially extensive forms of energy production (e.g., wind and solar farms, hydroelectric dams, and biofuels). I consider the case through the concept of ecocide and explore how liberal political respect for eco-relational pluralism offers grounds on which ecocide ought to be prohibited in a fair and just society. The goal of this paper is to ensure that states, in the pursuit of environmental justice, proceed in a manner aligned with their commitment to liberalism, by refraining from prioritizing economic growth and development at the expense of other reasonable conceptions of the good.
