Developing countries face numerous barriers to conducting effective and efficient ethics reviews of international collaborative research. In addition to potentially overlooking important scientific and ethical considerations, inadequate or insufficiently trained ethics committees may insist on unwarranted changes to protocols that can impair a study's scientific or ethical validity. Moreover, poorly functioning review systems can impose substantial delays on the commencement of research, which needlessly undermine the development of new interventions for urgent medical needs. In response to these concerns, the Drugs (...) for Neglected Diseases Initiative, an independent nonprofit organization founded by a coalition of public sector and international organizations, developed a mechanism to facilitate more effective and efficient host country ethics review for a study of the use of fexinidazole for the treatment of late stage African Trypanosomiasis. The project involved the implementation of a novel ‘pre-review’ process of ethical oversight, conducted by an ad hoc committee of ethics committee representatives from African and European countries, in collaboration with internationally recognized scientific experts. This article examines the process and outcomes of this collaborative process. (shrink)

In recent years, neuroscience has been a particularly prolific discipline stimulating many innovative treatment approaches in medicine. However, when it comes to the brain, new techniques of intervention do not always meet with a positive public response, in spite of promising therapeutic benefits. The reason for this caution clearly is the brain’s special importance as “organ of the mind”. As such it is widely held to be the origin of mankind’s unique position among living beings. Likewise, on the level of (...) the individual human being, the brain is considered the material substrate of those traits that in combination render each person unique. In view of this preeminent significance of the brain, it is understandable that, in general, interventions into the brain are considered a delicate issue and that new techniques of intervention are scrutinised with particular care. However, in doing so it is important not to go to the opposite extreme and shy away from promising new therapeutic approaches for debilitating disorders of the brain. With respect to the new techniques of brain intervention a broad interdisciplinary perspective is required to discern irrational fear from justified concern. Hence, the Europäische Akademie established a project group consisting, on the one hand, of experts from different fields of medicine who have got first-hand experience of applying the techniques at issue and, on the other hand, of philosophers and a legal expert. The task of this team was to review the state of the art with respect to each single technique of intervening in the brain, to indicate future developments, and to address the ethical and legal issues common to all of them. Communication is an important feature of the living world that mainstream biology fails to adequately deal with. Applying two main disciplines can be contemplated to fill in this gap: semiotics and information theory. Semiotics is a philosophical discipline mainly concerned with meaning; applying it to life already originated in biosemiotics. Information theory is a mathematical discipline coming from engineering which has literal communication as purpose. Biosemiotics and information theory are thus concerned with distinct and complementary possible meanings of the word (...) ‘communication’. Since literal communication needs to be secured so as to enable semantics being communicated, information theory is a necessary prerequisite to biosemiotics. Moreover, heredity is a purely literal communication process of capital importance fully relevant to literal communication, hence to information theory. A short introduction to discrete information theory is proposed, which is centred on the concept of redundancy and its use in order to make sequences resilient to errors. Information theory has been an extremely active and fruitful domain of researches and the motor of the tremendous progress of communication engineering in the last decades. Its possible connections with semantics and linguistics are briefly considered. Its applications to biology are suggested especially as regards error-correcting codes which are mandatory for securing the conservation of genomes. Biology needs information theory so biologists and communication engineers should closely collaborate. (shrink)

This paper is intended to complement our previous works on the necessary existence of error-correcting codes endowing genomes with the ability of being regenerated, not merely copied. It sketchily recalls some fundamental definitions and results of information theory and error-correcting codes; provides an overview of our research; shows that the disjunction of replication and regeneration enlightens the divide between germinal and somatic cells; suggests that some phenomena referred to as epigenetic may possibly find an explanation within the framework of error-correcting (...) codes; points out some difficulties, especially those related to sexual reproduction; criticizes the template-replication paradigm, and prompts geneticists to become familiar with information theory. Most regard toleration as an unattractive fallback position of compromise and so tend to overlook it in favor of such active concepts as freedom, equality, and justice. Fotion and Elfstrom argue that toleration offers us the useful possibility of responding to a difficult situation with a degree of flexibility not possible with the dichotomous concepts of good-bad, right-wrong, ethical-unethical, Right-Left. Tolerating saturates ordinary human life and infuses public discussions of religion, morality, and politics. It forms a major strand in the (...) history of Western European thought. Yet the word “toleration” and similar terms are rarely used. Unnoticed and unremarked, they are like the air that surrounds us, vitally important yet invisible. The authors seek to address this oversight in several ways. They begin with a thorough conceptual analysis of toleration and its kindred concepts. They are convinced that an appreciation of the importance of the family of toleration concepts must be founded on an understanding of the various ways in which they function in our language and our lives. In addition, they examine the historical development of the concept of toleration and canvass the major arguments people have employed either to urge toleration or to disparage it. They examine the role of toleration in liberal political philosophy and respond to the major critics of liberal toleration. The authors also discuss a number of factors that cause toleration to be overlooked in political debate and personal reflection and offer evidence to support the view that this omission is unfortunate. In particular, they argue that toleration has the crucial role of helping people live with one another with respect and dignity in the fractious and contentious world we inhabit. With the rise of racism and other forms of religious, political, and social intolerance, people on all sides of the present debates concerning multi-culturalism and diversity will benefit from this timely and lucidly argued philosophical discussion of the concepts of toleration and its possible application in a less-than-perfect world. Standard canonical quantum mechanics makes much use of operators whose spectra cover the set of real numbers, such as the coordinates of space, or the values of the momenta. Discrete quantum mechanics uses only strictly discrete operators. We show how one can transform systems with pairs of integer-valued, commuting operators $P_i$ and $Q_i$ , to systems with real-valued canonical coordinates $q_i$ and their associated momentum operators $p_i$ . The discrete system could be entirely deterministic while the corresponding (p, q) system (...) could still be typically quantum mechanical. (shrink)

Hawking particles emitted by a black hole are usually found to have thermal spectra, if not exactly, then by a very good approximation. Here, we argue differently. It was discovered that spherical partial waves of in-going and out-going matter can be described by unitary evolution operators independently, which allows for studies of space-time properties that were not possible before. Unitarity dictates space-time, as seen by a distant observer, to be topologically non-trivial. Consequently, Hawking particles are only locally thermal, but globally (...) not: we explain why Hawking particles emerging from one hemisphere of a black hole must be 100 % entangled with the Hawking particles emerging from the other hemisphere. This produces exclusively pure quantum states evolving in a unitary manner, and removes the interior region for the outside observer, while it still completely agrees locally with the laws of general relativity. Unitarity is a starting point; no other assumptions are made. Region I and the diametrically opposite region II of the Penrose diagram represent antipodal points in a PT or CPT relation, as was suggested before. On the horizon itself, antipodal points are identified. A candidate instanton is proposed to describe the formation and evaporation of virtual black holes of the type described here. (shrink)

Cognitive science is founded on the conjecture that natural intelligence can be explained in terms of computation. Yet, notoriously, there is no consensus among philosophers of cognitive science as to how computation should be characterised. While there are subtle differences between the various accounts of computation found in the literature, the largest fracture exists between those that unpack computation in semantic terms (and hence view computation as the processing of representations) and those, such as that defended by Chalmers (2011), that (...) cleave towards a purely syntactic formulation (and hence view computation in terms of abstract functional organisation). It will be the main contention of this paper that this dispute arises because contemporary computer science is an amalgam of two different historical traditions, each of which has developed its own proprietary conception of computation. Once these historical trajectories have been properly delineated, and the motivations behind the associated conceptions of computation revealed, it becomes a little clearer which should form the foundation for cognitive science. The differentiation of mammalian neurons during development is a highly complex process involving regulation and coordination of gene expression at multiple steps. The P19 mouse embryonal carcinoma cell line is a suitable model system with which to analyze regulation of neuronal differentiation. These multipotential cells can be maintained and propagated in tissue culture in an undifferentiated state. Exposure of aggregated P19 cells to retinoic acid results in the differentiation of cells with many fundamental phenotypes of mammalian neurons. Undifferentiated P19 cells (...) are amenable to genetic manipulations such as transfection and establishment of stable clonal cell lines expressing introduced genes. Proteins that play a key role in the neuronal differentiation of P19 cells are beginning to be identified. These include retinoic acid receptors, the epidermal growth factor receptor and the transcription factors Oct‐3 and Brn‐2. The biological and technical advantages of this system should facilitate deeper analysis of the activities of proteins that play a role in neuronal differentiation. (shrink)

Barbieri introduced and developed the concept of organic codes. The most basic of them is the genetic code, a set of correspondence rules between otherwise unrelated sequences: strings of nucleotides on the one hand, polypeptidic chains on the other hand. Barbieri noticed that it implies ‘coding by convention’ as arbitrary as the semantic relations a language establishes between words and outer objects. Moreover, the major transitions in life evolution originated in new organic codes similarly involving conventional rules. Independently, dealing with (...) heredity as communication over time and relying on information theory, we asserted that the conservation of genomes over the ages demands that error-correcting codes make them resilient to casual errors. Moreover, the better conservation of very old parts of the genome demands that they result from combining successively established nested codes such that the older an information, the more numerous component codes protect it. Barbieri’s concept of organic code and that of genomic error-correcting code may seem unrelated. We show however that organic codes actually entail error-correcting properties. Error-correcting, in general, results from constraints being imposed on a set of sequences. Mathematical equalities are conveniently used in communication engineering for expressing constraints but error correction only needs that constraints exist. Biological sequences are similarly endowed with error-correcting ability by physical-chemical or linguistic constraints, thus defining ‘soft codes’. These constraints are moreover presumably efficient for correcting errors. Insofar as biological sequences are subjected to constraints, organic codes necessarily involve soft codes, and their successive onset results in the nested structure we hypothesized. Organic codes are generated and maintained by means of molecular ‘semantic feedback loops’. Each of these loops involves genes which code for proteins, the enzymatic action of which controls a function needed for the protein assembly. Taken together, thus, they control the assembly of their own structure as instructed by the genome and, once closed, these loops ensure their own conservation. However, the semantic feedback loops do not prevent the genome lengthening. It increases both the redundancy of the genome and the information quantity it bears, thus improving the genome reliability and the specificity of the enzymes, which enables further evolution. For the contemporary reader of Psychoanalysis: Its Image and Its Public the analyses of communicative systems in the book provides a challenging occasion for reconsidering current social psychological thinking about the character of social groups. In Moscovici's careful delineation of the communicative systems of diffusion, propagation and propaganda through his content analysis of the French press, one can also see the description of different types of group structured through distinctive social psychological organisations. Moscovici himself suggests that the genres of diffusion, (...) propagation and propaganda are each linked to the construction of a specific type of social-psychological object, opinion, attitude and stereotype respectively. But one can also identify different forms of affiliation corresponding to each communicative genre, and consequently also different representations of the people who constitute both the in-group and the out-group in each instance. The affiliative bonds might be described as forms of sympathy, communion and solidarity. (shrink)

In the standard formalism of quantum gravity, black holes appear to form statistical distributions of quantum states. Now, however, we can present a theory that yields pure quantum states. It shows how particles entering a black hole can generate firewalls, which however can be removed, replacing them by the ‘footprints’ they produce in the out-going particles. This procedure can preserve the quantum information stored inside and around the black hole. We then focus on a subtle but unavoidable modification of the (...) topology of the Schwarzschild metric: antipodal identification of points on the horizon. If it is true that vacuum fluctuations include virtual black holes, then the structure of space-time is radically different from what is usually thought. (shrink)

The blood oxygen level dependent effect that provides the contrast in functional magnetic resonance imaging has been demonstrated to affect the linewidth of spectral peaks as measured with magnetic resonance spectroscopy and through this, may be used as an indirect measure of cerebral blood flow related to neural activity. By acquiring MR-spectra interleaved with frames without water suppression, it may be possible to image the BOLD effect and associated metabolic changes simultaneously through changes in the linewidth of the unsuppressed water (...) peak. The purpose of this study was to implement this approach with the MEGA-PRESS sequence, widely considered to be the standard sequence for quantitative measurement of GABA at field strengths of 3 T and lower, to observe how changes in both glutamate and GABA levels may relate to changes due to the BOLD effect. MR-spectra and fMRI were acquired from the occipital cortex of 20 healthy participants whilst undergoing intrascanner visual stimulation in the form of a red and black radial checkerboard, alternating at 8 Hz, in 90 s blocks comprising 30 s of visual stimulation followed by 60 s of rest. Results show very strong agreement between the changes in the linewidth of the unsuppressed water signal and the canonical haemodynamic response function as well as a strong, negative, but not statistically significant, correlation with the Glx signal as measured from the OFF spectra in MEGA-PRESS pairs. Findings from this experiment suggest that the unsuppressed water signal provides a reliable measure of the BOLD effect and that correlations with associated changes in GABA and Glx levels may also be measured. However, discrepancies between metabolite levels as measured from the difference and OFF spectra raise questions regarding the reliability of the respective methods. (shrink)

Essays dealing with the question of how "sense of place" is constructed, in a variety of locations and media.

A cursory view of the history of ethical thinking shows the presence of a limited variety of 'styles of ethical reasoning', a term used in analogy of Crombie's 'styles of scientific reasoning' for systems of thought that set their own standards and techniques for providing evidence. Each style of reasoning tends to suggest a specific role for ethicists. Styles are appropriate relative to particular contexts of problems and require special institutions to flourish. Herman De Dijn's discussion in Taboes, monsters en (...) loterijen of the problems hybridsproduced in biomedicine and biotechnology pose for the symbolic order is shown to rest on two 'styles of ethical reasoning', viz, 'postulation of principles' and 'hermeneutics'. It is argued that both styles fall short, but for different reasons. 'Postulation of principles' is ill-equipped to answer problems posed by a world of change. Hermeneutics requires a pace of time and institutions not available in current society. Confronted with the problems De Dijn discusses, therefore two separate problems arise. Ethicistsnot only have to learn how to account for the hybrids that biomedicine and biotechnology produce, they also have to think about and contribute to institutional innovation. Rather than opening a space for discussing both tasks, De Dijn's styles of reasoning close off this matter. (shrink)

The dissertation considers what is at stake when theoretical wonder ceases to be an originating affect for speculative thought and becomes, instead, a limiting concept for critical philosophy. It attempts to show that: wonder functions for its classical proponents in an entirely different context than that presupposed by the aesthetics of the sublime . This difference can be ascribed to the way in which the feeling of the sublime is operative in the overcoming of modern theodicy , whereas wonder is (...) an intimation of what Edward O. Wilson has recently called, the "consilient perspective" . Whereas, wonder suggests the beginnings of an overarching conceptual unity linking together mind and nature, the sublime, by contrast, is part of an ontology of freedom, in which our subjective capacity to withstand the blows of natural contingency without resorting to conceptual redescription or aesthetic totalization reveals the workings of an underlying "faculty of resistance." The resultant ambivalence of the sublime feeling is elucidated differently by Kant and Schiller, such that the former regards it as the cognitive lucidity resulting from the self-cancellation of the passions, whereas the latter views it as a function of the will, insofar as it suggests a subjective capacity to attend to things differently. Finally, it is suggested that the true source of sublimity in Kant and Schiller is the force of personality to lend unity and meaning to phenomena which would otherwise lack such. (shrink)

One of the most striking manifestations of schizophrenia is thought insertion. People suffering from this delusion believe they are not the author of thoughts which they nevertheless own as experiences. It seems that a person’s sense of agency and their sense of the boundary between mind and world can come apart. Schizophrenia thus vividly demonstrates that self awareness is a complex construction of the brain. This point is widely appreciated. What is not so widely appreciated is how radically schizophrenia challenges (...) our assumptions about the nature of the self. Most theorists endorse the traditional doctrine of the unity of consciousness, according to which a normal human brain generates a single consciousness at any instant in time. In this paper we argue that phenomenal consciousness at each instant is actually a multiplicity: an aggregate of phenomenal elements, each of which is the product of a distinct consciousness-making mechanism in the brain. We then consider how certain aspects of self might emerge from this manifold substrate, and speculate about the origin of thought insertion. (shrink)
