The emergence of vibrant research communities of computer scientists in Kenya and Uganda has occurred in the context of neoliberal privatization, commercialization, and transnational capital flows from donors and corporations. We explore how this funding environment configures research culture and research practices, which are conceptualized as two main components of a research community. Data come from a three-year longitudinal study utilizing interview, ethnographic and survey data collected in Nairobi and Kampala. We document how administrators shape research culture by building academic (...) programs and training growing numbers of PhDs, and analyze how this is linked to complicated interactions between political economy, the epistemic nature of computer science and sociocultural factors like entrepreneurial leadership of key actors and distinctive cultures of innovation. In a donor-driven funding environment, research practice involves scientists constructing their own localized research priorities by adopting distinctive professional identities and creatively structuring projects. The neoliberal political economic context thus clearly influenced research communities, but did not debilitate computing research capacity nor leave researchers without any agency to carry out research programs. The cases illustrate how sites of knowledge production in Africa can gain some measure of research autonomy, some degree of global competency in a central arena of scientific and technological activity, and some expression of their regional cultural priorities and aspirations. Furthermore, the cases suggest that social analysts must balance structure with culture, place and agency in their approaches to understanding how funding and political economy shape scientific knowledge. Significant efforts have been made to define ethical responsibilities for professionals engaged in nanotechnology innovation. Rosalyn Berne delineated three ethical dimensions of nanotechnological innovation: non-negotiable concerns, negotiable socio-cultural claims, and tacitly ingrained norms. Braden Allenby demarcated three levels of responsibility: the individual, professional societies (e.g. engineering codes), and the macro-ethical. This article will explore how these definitions of responsibility map onto practitioners’ understanding of their responsibilities and the responsibilities of others using the nanotechnology innovation community of the greater Phoenix area, (...) which includes academic researchers, investors, entrepreneurs, manufacturers, insurers, attorneys, buyers, and media. To do this we develop a three-by-three matrix that combines Berne’s three dimensions and Allenby’s three levels. We then categorize the ethical responsibilities expressed by forty-five practitioners in semi-structured interviews using these published dimensions and levels. Two questions guide the research: (i) what responsibilities do actors express as theirs and/or assign to other actors and; (ii) can those responsibilities be mapped to the presented ethical frameworks? We found that most of the responsibilities outlined by our respondents concentrate at the professional society + non-negotiable and professional + negotiable intersections. The study moves from a philosophical exploration of ethics to an empirical analysis, exploring strengths, weaknesses, and gaps in the existing nanotechnology innovation network. This opens the door for new practitioners to be introduced in an effort to address responsibilities that are not currently recognized. (shrink)

The Fiction of Postmodernity is a significant and accessible new study of the relation of postmodern fiction to theories of the postmodern. Where are we to look for the unique hues? Out in the world? In the eye? In more central processing? 1. There are difficulties looking for the structure of the unique hues in simple combinations of cone-response functions like ( L − M ) and ( S − ( L + M )): such functions may fit pretty well the early physiological processing, but they don’t correspond to the structure of unique hues. It may seem more promising to look to, (...) e.g., Hurvich & Jameson’s ‘chromatic response functions’; but these report on psychophysical behaviour, not on underlying physiology. So ‘opponent processing’ isn’t any particular help on the unique hues—and even physiology in general seems not to have come up with any good correlate or explanation. 2. Wright ( Review of Philosophy and Psychology 2: 1–17, 2011 ) looks in a different place: to (a) magnitude of total visual response that a stimulus light provokes, the maxima and minima of which, he thinks, give us the boundaries of the main hue categories (Wright connects these with Thornton’s ‘prime’ and ‘antiprime’ colours in an illuminant: Journal of the Optical Society of America 61 ( 1971 ): 1155–1163); and (b) the ratio of chromatic to achromatic response, the maxima and minima of which, he suggests, give us the focal points of the unique hues. The suggestions are extremely interesting; but the desired correspondences have some counterexamples; and where they hold, one could wonder how much they depend upon the particular choice of functions to measure (a) and (b); and one could hope for more of an explanatory linkage between the sets of items in question. 3. Could the unique hues come from, so to speak, the external world? White and black can easily be defined as particular kinds of reflectance. What of the standard four unique hues? Variation in kinds of sunlight and skylight coincides well with variation along a line from unique yellow to unique blue (cf. Shepard 1992 , Mollon 2006 ). If we wanted something to calibrate our standards for unique yellow and blue as the lens of the eye changes with age, and despite interpersonal cone differences, this would be a good basis—and there are several ways this can be extended to surface colours. But is there any essential connection between these things: is there any rationale why the light of the sun and the sky should be counted as unique hued ? An answer may be: because in our environment, these illuminants are as close to white (or the natural illuminant colour) as you can get—to see things tinged with sunlight or skylight should be to see them minimally tinged with any alien colour. Whereas other hues in an illuminant would be treated as tinging with a more alien colour the thing seen. (shrink)

McDaniel [Figures] Seeing like a state Perhaps these famous yet simple pictures display not so much the virtuosity of photography or photographers as they statically represent fragments of Mahatma Gandhi's theosophical and political dynamism, his uncanny blend of calm and charisma, thought and play. The compositions are technically simple yet thematically (...) rich. The great leader being led by a boy, the public figure reflecting quietly in private over news reports: these modest representations key awareness of the place of overturning in Gandhi's thought, words, and deeds. A man who encouraged non-violent resistance (ahimsa) to British Imperialists, Gandhi submitted his body to great harshness (himsa). A witness to incredible atrocities committed against his people, Gandhi exhorted his followers to present their bodies before armed imperialist soldiers with full knowledge that they would be brutalized, many killed. Legally prohibited from doing so, Gandhi made salt. Exhausted and hungry, Gandhi walked hundreds of kilometers without rest and fasted for long stretches of time. Hated and feared, Gandhi loved. Each photograph personifies humility uniquely: sparseness of setting, simplicity of garb, and other visual cues for self-abasement adorn the one; richness of natural setting, playfulness, childlikeness, and such ornament the other. Both images suggest the presence of the eternal in the temporal, but in different ways, another key fixture of allegorical design: Gandhi's stillness sitting near his spinning wheel, itself an image of eternal circuitousness, in the one, and his vigorous exertion against a vast, seemingly static, natural landscape, both "frozen" in time thanks to the technology of photography, in the other. Likewise, time's flow seems in a sense reversed in a manner that mirrors symmetrical ontological reversals: the older follows the younger, the man the boy, and the wise follow the inexperienced. Further allegorical decoding could be endeavored, for instance rearticulating the two texts on four tiers of signification: literal, figural, historical, and anagogical—the "four-level" allegorical hermeneutic initially developed for application to sacred texts and later ascendant as a critical method from the Middle Ages to some versions of poststructuralism in recent years (e.g., Fredric Jameson's Political Unconscious, Frederick Dolan's Allegories of America,Paul de Man's Allegories of Reading). Each tier reveals a unique dimension of discourse: its textual surface (literal), its embedded significations (figural), its reflexive display of placement in time and society (historical), and its alignment with archetypal or ultimate patterns of existence (anagogical).As two approaches to the same texts, irony and allegory are more complementary than exclusive. Neither renders the other invalid or uninteresting, nor do they deplete their common rhetorical resources, yet each features distinctive fixations. Helping scientists and engineers challenge received assumptions about how science, engineering, and society relate is a critical cornerstone for macroethics education. Scientific and engineering research are frequently framed as first steps of a value-free linear model that inexorably leads to societal benefit. Social studies of science and assessments of scientific and engineering research speak to the need for a more critical approach to the noble intentions underlying these assumptions. “Science Outside the Lab” is a program designed to help early-career scientists (...) and engineers understand the complexities of science and engineering policy. Assessment of the program entailed a pre-, post-, and 1 year follow up survey to gauge student perspectives on relationships between science and society, as well as a pre–post concept map exercise to elicit student conceptualizations of science policy. Students leave Science Outside the Lab with greater humility about the role of scientific expertise in science and engineering policy; greater skepticism toward linear notions of scientific advances benefiting society; a deeper, more nuanced understanding of the actors involved in shaping science policy; and a continued appreciation of the contributions of science and engineering to society. The study presents an efficacious program that helps scientists and engineers make inroads into macroethical debates, reframe the ways in which they think about values of science and engineering in society, and more thoughtfully engage with critical mediators of science and society relationships: policy makers and policy processes. This paper forms an introduction to this issue, the contents of which arose directly or indirectly from a conference in May 2001 on Corruption of scientific integrity? — The commercialisation of academic science. The introduction, in recent decades, of business culture and values into universities and research institutions is incompatible with the openness which scientific and all academic pursuit traditionally require. It has given rise to a web of problems over intellectual property and conflict of interest which has even led (...) to corporate sponsors’ suppressing unfavourable results of clinical trials, to the detriment of patients’ health. Although there are those who see the norms of science developing to recognise the importance of instrumental science aiming at specific goals and of knowledge judged by its value in a context of application, none justifies the covert manipulation of results by vested interest. Public awareness of these problems is growing and creating a climate of opinion where they may be addressed. We suggest a way forward by the introduction of nationally and internationally-accepted guidelines for industrial collaboration which contain proper protections of the core purposes of universities and of the independence of their research. Some codes suggested for this purpose are discussed. We note that some universities are moving to adopt such codes of conduct, but argue the need for strong support from the government through its funding bodies. (shrink)

Disparate attempts exist to identify the key components that make an ethics pedagogy more effective and efficient. To integrate these attempts, a review of 408 articles published in leading journals is conducted. The key foci of extant literature are categorized into three domains labeled as approach, content, and delivery, and a comprehensive framework for ethics pedagogy developed. Within each of these domains, binaries that reflect two alternatives are identified. Approach, the philosophical standpoint, can be theory-laden or real-world connected. Content, the (...) constituencies addressed, can have a focus on breadth or depth. Delivery, the execution of the adopted pedagogy, can be traditional or innovative. The review of articles also identifies the lack of pedagogies that comprehensively focus on all the binaries across domains. The other substantive contribution of this article addresses this gap by developing a generic pedagogy—Integrative Live Case—based on the ACD framework. Based on an incident that is currently unfolding, this pedagogy allows integration of binaries across the three domains. It also allows for a modular course plan that can accommodate varied pedagogical preferences. Volkswagen Dieselgate is presented as a stylized example to showcase the significant advantages of using this pedagogy. (shrink)

In recent years, especially after the outbreak of the economic crisis, the phenomenon of populism has returned to the forefront. Populism is all around us, on the front pages of the newspapers, in the political repertoire, in academic papers. Politicians, journalists and researchers discuss this phenomenon, try to define it, examine its principal features and analyse its relationship with democracy. A large part of the mainstream parties and politicians have succeeded, through a strong anti-populist rhetoric, in consolidating the idea that (...) populism is a dangerous ideology. Technocrats, mainstream media and many researchers blame the anti-establishment parties and argue that populism is an ‘irrational’ phenomenon that threatens politics and society. But is that really the case? In this article, we examine anti-populism after the economic collapse in Greece (2008/09) and Argentina (2001) to highlight the danger that derives from this kind of discourse. Our main goal is to find the chief characteristics of anti-populist discourse in both countries in order to emphasize its problematic and controversial perspective. (shrink)
